Accountability and responsibility are related ideas that are central to political, constitutional, and institutional arrangements in Western liberal democracies. However, political elites in non-democratic systems are generally not held accountable by citizens through such arrangements, and accountability is primarily a means of securing the compliance of state functionaries to the will of these elites. In liberal democracies the terms “accountability” and “responsibility” are often used in common discourse as if they were synonyms, but they are not. The former is a concept that embodies a number of different types, with a common theme of answerability by an accountor to an accountee, usually—but not necessarily—in a hierarchical relationship designed to ensure compliance and control. Responsibility, on the other hand, speaks of the associated but different domain of individual moral choice, where often conflicting duties of obligation are experienced by those in official positions. Beginning in the 1980s, the so-called new public management movement, which brought major changes to many Western systems of public administration, sought to enhance the accountability of public bureaucrats, especially their answerability to their elected political superiors. The effects have been mixed and uncertain, often with unintended consequences, such as the reinforcement of risk aversion and blame shifting and gaming behavior. The quest for accountability is inherently a political process, in which “holding to account” may often depend much less on any forensic determination of specific culpability and much more on evidential and political disputation, where the search for the “truth” is highly—and increasingly—contestable.

Paul Sabatier and Hank Jenkins Smith introduced the Advocacy Coalition Framework (ACF) in the late 1980s, to refine the theoretical and methodological tools available for the study of the policy process. In the past two decades, the framework has grown in use outside the United States, and it is now applied to study a broad range of policy arenas in all continents. ACF scholars have created a core community that regularly synthetizes findings from applications of the framework, giving the ACF the form of a true research program.
The ACF has three principal theoretical domains: advocacy coalitions, policy subsystems, and policy change. Expectations about the interactions between and within these domains are contained in 15 main hypotheses. The ACF posits that advocacy coalitions and policy subsystems are the most efficient way to organize actors interested in the policy process for empirical research. The policy subsystem is the main unit of analysis in the ACF, and there are four paths leading to policy change. The aspect that has received more attention in existing applications is the effect that external events have on policy change, and some areas in need of refinement include: policy-oriented learning, interactions across subsystems, the theoretical foundations to identification of belief systems, and how the interactions between beliefs and interests affect coalition behavior.

The advocacy coalition framework (ACF) was developed to explain policy processes where contentious coalitions of actors seek to translate competing belief systems into public policy. Advocacy coalitions may include interest groups, members of the media, scientists and academics, and government officials that share beliefs about a public issue and coordinate their behavior. These advocacy coalitions engage in various strategies using resources to influence policy change or stasis. As part of this process, advocacy coalition members may learn within and/or across coalitions.
This framework is one of the most prominent and widely applied approaches to explain public policy. While it has been applied hundreds of times, in over 50 different countries, the vast majority of ACF applications have sought to explain domestic policy processes. A reason for the paucity of applications to foreign policy is that some ACF assumptions may not seem congruent to foreign policy issues. For example, the ACF uses a policy subsystem as the unit of analysis that may include a territorial dimension. Yet, the purpose of the territorial dimension is to limit the scope of the study. Therefore, this dimension can be substituted for a government body that has the authority or potential authority to make and implement foreign policy. In addition, the ACF assumes a central role for technical and scientific information in the policy process. Such information makes learning across coalitions more conducive, but the ACF can and should also be applied to normative issues, such as those more common among foreign policy research.
This article introduces the ACF; provides an overview of the framework, including assumptions, key concepts and theories, and transferability of the ACF to foreign policy analysis; and discusses four exemplary applications. In addition, it proposes future research that scholars should explore as part of the nexus of the ACF and foreign policy analysis. In the final analysis, the authors suggest the ACF can and should be applied to foreign policy analysis to better understand the development of advocacy coalitions and how they influence changes and stasis in foreign policy.

Agenda setting is a crucial aspect of the public policy process. Sudden, rare, and harmful events known as focusing events can be important influences on the policy process. Such events can reveal current and potential future harms, mobilize people and groups to address the policy failures that may be revealed by such events, and open the “window of opportunity” for intensive policy discussion and potential policy change. But focusing events operate differently at different times and in different policy domains. While the idea of focusing events is firmly rooted in Kingdon’s “streams approach” to the policy process, focusing events are an important element of most contemporary theories of the policy process. But not every event works as a focusing event. The process by which a focusing event can yield policy change is complex and involves attention to the problems revealed by the event, as well as evidence of learning from the event on the part of policy makers. While focusing events are important, in many ways the concept remains underdeveloped, with few researchers seeking to understand the dynamics of these important events.
Arms control is a strategy by governments to overcome the security dilemma with institutionalized cooperation. It comes in three versions, arms control proper, with stability as the main objective; non-proliferation as a sub-category of arms control, so understood with the main objective being to preserve the distributive status quo concerning certain weapon types; and disarmament, with the objective to eliminate a specific weapon type. Confidence building is a crosscutting functional concept lumping together many different measures that can serve all three versions.
Arms control does not reject self-help as a basis of national security, but entrusts a significant piece of it to cooperation with potential enemies. Hence, arms control—with the exception of unilateral, hegemonic arms control imposed on others, and of non-proliferation for preserving an existing oligopoly—is a difficult subject for realism and neorealism, but also for post-modernism. It presents a solvable puzzle for rationalists and no problem at all for constructivists who, to the contrary, can dig into norms, discourses, and identities.
Concerning stability and change, arms control can be looked at from two opposite perspectives. Since it aims at stability, critical security approaches have labeled it as a conservative, status quo orientated strategy. But there is also a transformational perspective: arms control as a vehicle to induce and reinforce a fundamental redefinition of the relationship between states. Naturally, the concept of disarmament shows the greatest affinity to the transformational perspective.
A related issue is whether arms control is a result of political circumstances, a dependent variable without a political impact of its own, or whether it has causal effect on interstate relations. Constructivism proposes a dialectical relationship in which arms control and broader policy influence each other. From this reflection, the question of the conditions of success and failure flows naturally. Conducive interstate relations (or extrinsic shocks), technology, domestic structures, learning, leadership, perception, and ideology have been candidates for the independent master variable.
Three models tackle the relationship of arms control and historical time: the enlightenment intuition of steady progress; a series of waves, each of which leaves the world in a more cooperative state than the previous one; and the circle—arms control ebbs and flows alternatively, but achievements are fully lost in each ebb period.
We can distinguish four arms control discourses: arms control as the maiden of deterrence; arms control subordinated to defense needs; arms control under the imperative of disarmament; and arms control as the instrument of human security, the survival and well-being of human individuals, notably civilians.
As with all politics, arms control involves justice issues: the distribution of values (security/power), access to participation in decision making, and the granting of recognition as legitimate actor. Arms control negotiations are ripe with justice claims, and failure through incompatible justice demands happens frequently. Also, emotions play a key role: frustration and ensuing resentment, anger, and existential fear can prevent success. Finally, compassion, empathy, and trust are ingredients in successful arms control processes.

Civil service consists of civil servants and their activity when implementing the assigned functions and decisions made by politicians. In other words, it is a system of civil servants who perform the assigned functions of public administration. The corpus of civil servants consists of people who work in central and local public administration institutions. The concept and scope of civil service in a particular country depends on the legal framework that defines the areas of public and private sectors and their relationship. In many countries, civil service consists of an upper level, a mid-level, and civil servants who work for coordinating, independent, and auxiliary institutions. However, the scope of civil service in different countries varies. When analyzing/comparing civil service systems of different countries, researchers often categorize them as Western European, continental European, Anglo-American, Anglo-Saxon, Eastern European, Scandinavian, Mediterranean, Asian, or African.
All European Union member states can be classified into two groups: the career system—dominant in continental Europe, with the prevalence of traditional-hierarchical public administration, rational bureaucracy, and formalized operational rules—and the position system—dominant in Anglo-Saxon countries, with the prevalence of managerial principles, pragmatic administration, and charismatic leadership. Neither of the two models exists in pure form. If features of the career model dominate in the civil service of a country, it is identified as a country with the career CS model; if elements of the position model dominate the country is identified as a country with the position civil service model. An intermediate version of this model, characteristic of a number of countries, is the mixed/hybrid model.
Many civil service researchers claim that in the case of two competing systems of civil service—closed (the career model) and open (the position model)—reforms of the open civil service system win. It has been argued that the organizing principles of the open, result-oriented civil service system (the position model), which is under the influence of “new public management,” will permanently “drive out” the closed, vertically integrated and formal procedure-oriented career model. Scholars argue that civil servants of the future will have to be at ease with more complexity and flexibility. They will have to be comfortable with change, often rapid change. At the same time, they will make more autonomous decisions and be more responsible, accountable, performance-oriented, and subject to new competency and skill requirements.

The member states of the European Union (EU) coordinate, define, and implement foreign policy in the context of the Common Foreign and Security Policy (CFSP). This policy area, often referred to as EU foreign policy, has a broad scope covering all areas of foreign policy and all questions relating to security and defense. The CFSP is supported by a unique institutional framework, in which member states diplomats and officials from the EU institutions jointly make policy. It is led by the High Representative, who is the “face and voice” of EU foreign policy, and supported by the substantial European External Action Service and 140 EU delegations in other countries and international organizations.
Because foreign policy is normally the business of sovereign states, the exceptional nature of the CFSP has long been a subject of inquiry. The CFSP has particularly puzzled advocates of the traditional theories of European integration and international relations, who have failed to appreciate what the EU does in the field of high politics. Given the absence of formal diplomatic recognition and a strong reliance on the resources of the member states, the EU is still not a full-fledged actor, yet it has a strong international presence nonetheless. Its presence and the gradual increase in “actorness” have also raised questions about whether the EU presents a different type of actor, a civilian or normative power, which derives its influence from non-traditional sources of power.
Under the assumption that the EU has some actorness, the Europeanization of foreign policy has become an area of interest. Member states can act through the EU structure to achieve more impact internationally, can adjust national foreign policy on the basis of EU positions, and are socialized into greater European coordination. The relationship between national and EU foreign policy is thus a significant topic of debate. Finally, governance perspectives increasingly provide insight into the organization of the CFSP. How the member states and the EU institutions collectively coordinate, define, and implement EU foreign policy is not only an important question in itself but also matters for policy outcomes.
The European Union’s Common Security and Defence Policy (CSDP) is scarcely two decades old, yet a considerable and diverse body of literature has emerged during this time. CSDP can best be thought of as the functional crisis management end of the Common Foreign and Security Policy (CFSP), of which it is an integral part. It covers both the military and civilian aspects of crisis management, with the majority of overseas missions being civilian in nature. Yet, it is the growth of the military dimension that has spurred extensive debate about the nature of the EU’s actorness and whether it can still be thought of as a civilian power par excellence. Much of the research has been driven by the application of the main theoretical approaches in international relations to CSDP. The result is an extensive, but occasionally cacophonous, body of literature. Given the relative youth of CSDP there are inevitably gaps in the literature, especially the question of how CSDP relates to other policy fields in the external relations of the EU and whether the “D” in CSDP will remain indefinitely silent.
Comparative public policy (CPP) is a multidisciplinary enterprise aimed at policy learning through lesson drawing and theory building or testing. We argue that CPP faces the challenge of conceptual and analytical standardization if it is to make a significant contribution to the explanation of policy decision-making. This argument is developed in three sections based on the following questions: What is CPP? What is it for? How should it be done? We begin with a presentation of the historical evolution of the field, its conceptual heterogeneity, and the persistence of two distinct bodies of literature made of basic and applied studies. We proceed with a discussion of the logics operating in CPP, their approaches to causality and causation, and their contribution to middle-range theory. Next, we explain the fundamental problems of the comparative method, starting with a synthesis of the main methodological pitfalls and the problems of case selection and then revising the main protocols in use. We conclude with a reflection on the contribution of CPP to policy design and policy analysis.
How do courts affect social policy? Answering this question is deceptively complex. Part of the challenge stems from the sheer scope of contemporary judicial policymaking, particularly in the United States, where litigation reaches into nearly every nook and cranny of the American welfare state and casts a shadow on policy issues ranging from marriage equality to healthcare reform. Another obstacle is that scholars remain deeply divided on fundamental questions about the nature of judicial decisions and how their policy effects should be studied. These disagreements, in turn, have engendered three very different approaches to studying the role of courts in social policy that often talk past each other. The dominant approach views judicial decisions as prescriptive rules—legal commands from the bench—and asks to what extent do judicial decisions change policy? This view implies that judicial decisions are “treatments” whose efficacy should be tested by measuring shifts in policy outcomes from the pre- to post-treatment period or across treatment and control groups. An alternative tradition envisages judicial decisions as a potential resource, which can be used by activists as leverage in building movements and pursuing agendas in multiple forums. Here, the core question is not whether court decisions produce abrupt policy shifts, but how activists use them to challenge the status quo, mobilize interests, and generate pressure for policy change. A third approach sees legal precedent as a constitutive framework that shapes and constrains policymaking and its politics over time. The test for whether law matters under this approach centers on the degree to which judicial decisions influence the developmental trajectories of policy and politics, which includes consideration of paths not taken in the policymaking process.
That is not to say that the literature is wholly discordant. Despite their significant conceptual differences, these approaches tend to converge on the general idea that judicial policymaking shares many attributes with other policymaking processes: the implementation of judicial decisions, like statues and regulations, is contested and subject to capture by sophisticated interests; litigation, like lobbying, is a form of mobilization that seeks to translate policy grievances into effective political demands; judicial precedents, like other policies, generate policy feedbacks. Identifying similarities among judicial policymaking and its counterparts is a signature achievement in the study of courts and social policy, which has largely dispelled the “myth of rights” and simplistic notions that the law is somehow removed from politics. Yet it arguably has an unintended effect. Normalizing judicial policymaking—making it seem like other types of policymaking—threatens to render it less interesting as a distinct topic for research. This article suggests the time has come for all of the various research traditions in the field to return to foundational questions about what makes judicial policymaking distinctive and systematically study how these particular tilts and tendencies influence the continuing colloquy that drives the policymaking process.
Diplomacy’s role in foreign policy is hampered by multiple understandings of what diplomacy is and does. A broad definition of diplomacy holds that it encompasses more than the promotion of peaceful international relations. Instead, it applies to the sum of those relations—peaceful, hostile, and everything in between. Thus, foreign relations—so long as they involve the interests, direction, and actions of a sovereign power—may be regarded as being synonymous with diplomatic relations, whereby foreign policy relates to the theory and practice of setting diplomatic priorities; planning for contingencies; advancing strategic, operational, and tactical diplomatic aims; and adjusting those aims to domestic and foreign constraints. This conception of diplomacy is functional: it emphasizes the roles of diplomats and recognizes that many other people perform these roles besides official envoys; and it illustrates that diplomatic settings—and the means, methods, and tools of diplomacy—undergo continuous change. The basic mediating purpose of diplomacy, however, has endured, as has much of its institutional apparatus—embassies, ambassadors, treaties, and so on. This is likely to remain the case so long as there are multiple polities in the world, all having to relate to one another.
Disproportionate policy response is understood to be a lack of ‘fit’ or balance between the costs of a public policy and the benefits derived from this policy, and between policy ends and means. The study of this phenomenon and its two anchor concepts, namely, policy over- and underreaction, has been inspired by the insight that inefficiencies in the allocation of attention in policymaking leads policymakers to react disproportionately to information. This theory of information processing appears to be broadly accepted and has generated a large body of research on agenda setting. However, little attention has been devoted to actual policy over- and underreaction and how it affects the public. The latest developments are conceptual in nature and include a conceptualization and dimensionalization of policy over- and underreaction, as well as an early-stage development of a preference-driven approach to disproportionate policy response. These issues are fundamental to developing understanding of the formulation, implementation, and evaluation of disproportionate policy response. They are also valuable to those who want to better understand the processes through which policy over- and underreaction occur and are of considerable interest to practitioners who want to understand how to manage disproportionate policy responses more effectively.
Although disproportionate policy response poses methodological challenges because it is time-bound, context-sensitive and has a problematic counterfactual (i.e., proportionate policy response), it deserves academic attention. This is because the insight of the punctuated equilibrium theory—that policy responses oscillate between periods of underreaction to the flow of information coming from the environment into the system and overreaction due to disproportionate information processing—implies that policy oscillation is the norm rather than the rarity. To probe research questions related to the topic at hand, disproportionate policy response can be measured as individuals’ perceptions of what they think about the proportionality of policy. Alternatively, scholars may employ vignette survey experiments, sophisticated cost-benefit analysis and a comparison of policy outcomes with (national or international) standards developed by experts. Scholars may also undertake experimental manipulation using risk unfolding over time, combined with varying types of warnings.
The study of disproportionate policy response is a gateway to some of the most significant aspects of public policy. Global and domestic threats coupled with relatively skeptical publics about politicians and political institutions and rising negativity and populism in democratic politics imply that policy overshooting is increasingly required for the public to perceive policy action as sufficient and politicians as competent, at least in the short term. Not only has disproportionate policy response been a focal point for political actors seeking decisive and swift policy change in times of real or manufactured crisis or no change at all, but such action has time and time again also made a dramatic impact upon the direction and the character of policy and politics. Classic examples are the U.S. response to 9/11 and the federal response to Hurricane Katrina. So far the literature on policy change has not responded to the emergence of the stream of research aimed at fully understanding the complex phenomenon of disproportionate policy response, but a robust research agenda awaits those answering this article’s call for action.

Policies as diverse as tariffs, exchange rates, and unemployment insurance vary across democratic countries. In an attempt to explain this cross-national variation, scholars have turned to the institutions that govern countries’ elections. The institutions that regulate elections, also known as an electoral system, vary significantly across democracies. Can these varied electoral institutions explain the diversity of policies observed? This question remains unanswered. Despite a growing body of research, little consensus exists as to precisely how electoral institutions affect policy. Why is it so difficult to untangle the effects of electoral institutions on economic policy? One reason for the confusion may be the imprecise manner in which electoral institutions are often measured. Better measures of electoral systems may improve our understanding of their policy effects. Improved theories that clarify the causal mechanism(s) linking electoral systems to policy outcomes will also help to clarify the relationship between electoral systems and policies. To better understand the policy effects of electoral institutions, both theoretical and empirical work must take seriously contextual factors, such as geography, which likely mediate the effects of electoral institutions. Finally, different types of empirical evidence are needed to shed new light on the policy effects of electoral institutions. It is difficult to identify the effects of electoral systems in cross-national studies because of the many other factors that vary across countries. Examining within-country variations, such as changes in district magnitude, may provide useful new insights regarding the effects of electoral institutions on policy.
Increasingly, scholars are recognizing the influences of emotion on foreign policy decision-making processes. Not merely feelings, emotions are sets of sentimental, physiological, and cognitive processes that typically arise in response to situational stimuli. They play a central role in psychological and social processes that shape foreign policy decision-making and behavior. In recent years, three important areas of research on emotion in foreign policy have developed: one examining the effects of emotion on how foreign policy decision makers understand and think-through problems, another focused on the role of emotion in diplomacy, and a third that investigates how mass emotion develops and shapes the context in which foreign policy decisions are made.
These literatures have benefitted greatly from developments in the study of emotion by psychologists, neuroscientists, and others. Effectively using emotion to study foreign policy, however, requires some understanding of how these scholars approach the study of emotion and other affective phenomena. In addition to surveying the literatures in foreign policy analysis that use emotion, then, this article also addresses definitional issues and the different theories of emotion common among psychologists and neuroscientists.
Some of the challenges scholars of emotion in foreign policy face: the interplay of the psychological and the social in modelling collective emotions, the issues involved in observing emotions in the foreign policy context, the theoretical challenge of emotion regulation, and the challenge of winning broader acceptance of the importance of emotion in foreign policy by the broader scholarly community.
Energy policy comprises rules concerning energy sources; energy efficiency; energy prices; energy from abroad; energy infrastructure; and climate and environmental aspects of energy production, utilization, and transit. The main theme in energy policy concerns the trade-offs between affordable, secure, and clean energy. Energy policy is a cross-sectoral—or boundary-spanning—policy area, which means that energy policy has implications for or is affected by decisions taken in adjacent policy areas such as those addressing agriculture, climate, development, economy, environment, external relations, and public health. The cross-sectoral character of energy policy is reflected in how it is proposed, adopted, implemented, and evaluated. Putting an energy policy issue on the political agenda can be attained easily, while the diversity of interests of the actor groups that are potentially affected by the proposal can complicate the policy process. The implementation depends on whether the energy policy measure in question is of a local, national, or international nature; and to what extent the implementation entails joint efforts by state and non-state actors. As with policy instruments adopted in any other policy area, the evaluation of an energy policy’s success is likely to vary across the different actor groups involved.
The analytical perspectives on energy policy depend on the energy source of interest. Research concentrating on fossil energy sources (i.e., coal, oil, and natural gas) has traditionally adopted the analytical lens of international relations and international political economy. A similar research interest can be observed for studies of unconventional fossil energy sources (i.e., oil shale, oil sands, and shale gas) and nuclear power, although the centrality of risk and uncertainty in the analytical frameworks adopted help to connect these topics more directly with the public policy literature. The energy policy issue that has been on the research agendas of all political science subfields—including comparative politics—is renewable energy. Questions concerning the supply and management of energy infrastructure have received attention from public administration scholars.
Enlargement has always been an essential part of the European integration. Each enlargement round has left its mark on the integration project. However, it was the expansion of the European Union (EU) with the 10 Central and Eastern European Countries (CEECs), Cyprus and Malta, unprecedented in scope and scale, which presented the Union with an opportunity to develop a multifaceted set of instruments and transformed enlargement into one of EU’s most successful policies. The numerous challenges of the accession process, along with the enormity of the historical mission to unify Europe, lent speed to the emergence of the study of EU enlargement as a key research area. The early studies investigated the puzzle of the EU’s decision to enlarge with the CEECs, and the costs and benefits of the Eastern expansion. However, the questions about the impact of EU enlargement policy inspired a new research agenda. Studies of the influence of the EU on candidate and potential candidate countries have not only widened the research focus of Europeanization studies (beyond the member states of the Union), but also stimulated and shaped the debates on the scope and effectiveness of EU conditionality. Most of the analytical frameworks developed in the context of the Eastern enlargement have favored rational institutionalist approaches highlighting a credible membership perspective as the key explanatory variable. However, studies analyzing the impact of enlargement policy on the Western Balkan countries and Turkey have shed light on some of the limitations of the rationalist approaches and sought to identify new explanatory factors.
After the completion of the fifth enlargement with the accession of Bulgaria and Romania in 2007, the research shifted to analyzing the continuity and change of EU enlargement policy and its impact on the candidate and potential candidate countries. There is also a growing number of studies examining the sustainability of the impact of EU conditionality after accession by looking into new members’ compliance with EU rules. The impact of EU enlargement policy on the development of European Neighbourhood Policy (ENP) and comparative evaluations of the Union’s performance across the two policy frameworks have also shaped and expanded the debate on the mechanisms and effectiveness of the EU’s influence. The impact of the Eastern enlargement on EU institutions and policy making is another area of research that has emerged over the last decade. In less than two decades the study of EU enlargement policy has produced a rich and diverse body of literature that has shaped the broader research agendas on Europeanization, implementation, and compliance and EU policy making. Comprehensive theoretical and empirical studies have allowed us to develop a detailed understanding of the impact of the EU on the political and economic transformations in Central and Eastern Europe. The ongoing accession process provides more opportunities to study the evolving nature of EU enlargement policy, its impact on candidate countries, the development of EU policies, and the advancement of the integration project.
The European Union Space Policy (EUSP) is one of the lesser known and, consequently, little understood policies of the European Union (EU). Although the EU added outer space as one of its competences in 2009 with the ratification of the Lisbon Treaty, the EUSP roots go back decades earlier.
Officially at least, there is no EUSP as such, but rather a European Space Policy (ESP). The ESP combines in principle space programs and competences that cut across three levels of governance: the supranational (EU), the international (intergovernmental), and the national. However, since the EU acquired treaty competences on outer space, it is clear that a nascent EUSP has emerged, even if no one yet dares calling it by its name.
Currently, three EU space programs stand out: Galileo, Copernicus, and EGNOS. Galileo is probably the better known and more controversial of the three. Meant to secure European independence from the U.S. global positioning system by putting in orbit a constellation of European satellites, Galileo has been plagued by several problems. One of them was the collapse of the public–private partnership funding scheme in 2006, which nearly killed it. However, instead of marking the end of EUSP, the termination of the public–private partnership served as a catalyst in its favor. Furthermore, research findings indicate that the European Parliament envisioned an EUSP long before the European Commission published its first communication in this regard. This is a surprising yet highly interesting finding because it highlights the fact that in addition to the Commission or the European Court of Justice, the European Parliament is a thus far neglected policy entrepreneur. Overall, the development of the EUSP is an almost ideal case study of European integration by stealth, largely in line with the main principles of two related European integration theories: neofunctionalism and historical institutionalism.
Since EUSP is a relatively new policy, the existing academic literature on this policy is also limited. This has also to do with the degree of public interest in outer space in general. Outer space’s popularity reached its heyday during the Cold War era. Today space, in Europe and in other continents, has to compete harder than ever for public attention and investment. Still, research on European space cooperation is growing, and there are reasons to be optimistic about its future.

Since the late 1990s, increased attention has been given by governments and scholars to evidence-based policymaking (EBPM). The use of the term EBPM appears to have emerged with the election of Tony Blair’s government in the United Kingdom (UK) and a desire to be seen to be taking ideology and politics out of the policy process. The focus was on drawing on research-based evidence to inform policymakers about “what works” and thereby produce better policy outcomes. In this sense, evidence-based policy is arguably a new label for an old concern. The relationship between knowledge, research, and policy has been a focus of scholarly attention for decades—Annette Boaz and her colleagues date it to as early as 1895 (Boaz et al., 2008, p. 234).
In its more recent form, EBPM has been the subject of much debate in the literature, particularly through critiques that question its assumptions about the nature of the policy process, the validity of evidence, the skewing in favor of certain types of evidence, and the potentially undemocratic implications. The first concern with the concept is that the EBPM movement runs counter to the lessons of the critique of rational-comprehensive approaches to policymaking that was launched so effectively in Lindblom’s article “The Science of ‘Muddling Through’” and never really refuted, in spite of attempts by advocates of the policy cycle and other rational models.
The second problem is that the rhetoric of evidence-based policy does not recognize the contested nature of evidence itself, an area that has been the subject of a large body of research in the fields of the sociology of science and science and technology studies. These studies draw attention to the value-laden nature of scientific inquiry and the choices that are made about what to research and how to undertake that research.
Third, the emphasis has been on particular types of evidence, with particular methodologies being privileged over others, running the risk that what counts as evidence is only what can be counted or presented in a particular way. The choice of evidence is value-laden and political in itself.
Finally, attempts to take the ideology or politics out of policy are also potentially undemocratic. Policymaking is the business of politics. In democratic systems, politicians are elected to implement their policies, and those policies are based on particular sets of values. Leaders are elected to make collective decisions on behalf of the electorate and those decisions are based on judgments, including value judgments. Evidence surely must inform this process, but, equally, it cannot be decisive. Trade-offs are required between conflicting values, such as between equity and efficiency, and this can include deciding between solutions that the evidence suggests are optimal and other societal priorities.
Food policy is mostly linked to the ‘production and allocation of food’. However, food policy incorporates various dimensions, such as food safety and health, obesity, distribution, transportation, allocation, consumption, culture and traditions, design and promotion and many more. It also involves various institutions and actors and follows specific decision-making processes and rules within the EU multilevel governance.
Food policy has been treated as a sub-compartment of agricultural policy. Despite the strong link between food policy and agriculture but also to policies on environment, energy, climate, the EU food policy has become a self-standing policy with its own actors, institutions, decision-making processes and policy instruments. The emergence of EU food policy responded to a series of events/crises in the 1990s that acted as drivers for policy change and triggered new ideas, norms and beliefs around food safety and health standards, food production and the environment. These developments enabled a new policy discourse that signifies the cognitive dimensions of a policy paradigm shift. They also created a critical juncture that led to a significant transfer of regulatory competences from the member states to EU, over time, particularly in relation to safety, labeling and consumer information, but also use of biotechnology, fraud, storage and transportation that mark the institutionalization of EU food policy.
According to the World Health Organization, between 2010 and 2015 there were an estimated 582 million cases of 22 different foodborne enteric diseases. Over 40% people suffering from enteric diseases caused by contaminated food were children aged under five years. Highly industrialized livestock production processes have brought along antibiotic resistances that could soon result in an era in which common infections and minor injuries that have been treatable for decades can once again kill. Unsafe food also poses major economic risks. For example, Germany’s E. coli outbreak in 2011 reportedly caused US$1.3 billion in losses for farmers and industries. Food safety policy ensures that food does not endanger human health—along the entire food chain through which food is produced, stored, transported, processed, and prepared. In an interdependent world of globalized trade and health risks, food safety is an extraordinarily complex policy issue situated at the intersection of trade, agricultural, and health policies.
Although traditionally considered a domestic issue, bovine spongiform encephalopathy (BSE) and other major food safety crises before and around the turn of the millennium highlighted the need for transnational regulation and coordination to ensure food safety in regional and global markets. As a result, food safety has received ample scholarly attention as a critical case of the transboundary regulation of often uncertain risks. The global architecture of food production also gives food safety policy an international and interactive character. Some countries or regions, for example, the European Union, act as standard setters, whereas newly industrialized countries, such as China, struggle to “do their homework,” and the poorest regions of the world strive for market access. Although national regulatory approaches differ considerably in the degree to which they rely on self-regulation by the market, overall, the sheer extent of the underlying policy problem makes it impossible to tackle food safety solely through public regulation. Therefore, private regulation and co-regulation play an influential role in the standard setting, implementation, and enforcement of food safety policy.
The entanglement of several interrelated policy sectors, the need for coordination and action at multiple—global, regional, national, local—levels, and the involvement of actors from the public and private, for-profit and nonprofit fields, are the reasons why the governance of food safety policy is characterized by considerable hybridity and also requires both vertical and horizontal policy integration. Scholarship has increasingly scrutinized how the resulting multiple, sometimes conflicting, actor rationalities and the overlap of several regulatory roles affect effectiveness and legitimacy in the decision-making and implementation of food safety policy. By highlighting issues such as regulatory capture and deficient enforcement systems, this research suggests another implication of the hybridization of food safety governance, namely, that the latter increasingly shares the characteristics of a wicked problem. Next to complexity and both high and notoriously uncertain risks, the multiple actors involved often diverge in their very definitions of the problem and strategic intentions. The major task ahead lies in designing recipes for integrated, context-sensitive, and resilient policy responses.
