Social workers have a responsibility to challenge discrimination and promote social and economic justice. To fulfill this responsibility, it must be understood how discrimination exists and the detrimental affect it has on the relationship between individuals who are disenfranchised (targeted groups) and individuals who have privilege, resources, and power (advantaged groups) (Hardiman & Jackson, 2007). This entry will present an overview of discrimination, define the various forms of discrimination, present public policy and legislation regarding discrimination, and discuss implications for social workers and the profession.

This entry defines the term disparity as measurable differences between groups on a number of indices. The term disparity originated in France in the 16th century and has been used as a barometer of progress in social justice and equality in the United States. When disparity is examined across the U.S. population over a longitudinal period, it is clear that disparities continue to exist and that they distinguish groups by race, income, class, and gender. African American and Native American populations have historically ranked higher in prevalence and incidence than other populations on most indices of disparity. However, the level of adverse health and social conditions has declined for all population groups in the United States. The disparity indices include mortality rates, poor health, disease, absence of health insurance, accidents, and poverty. Max Weber’s theory of community formation is used in this entry to explain the continued presence and distribution of disparities. Other theoretical frameworks are utilized to buttress the major hypothesis by Weber that social ills tend to result from structural faults rather than individual choice. Social workers are seen as being in a position to challenge the structural origins of disparities as part of their professional commitment to social justice.

Internally displaced people (IDPs)—those involuntarily uprooted but remaining within their nation's borders—now greatly outnumber refugees, who are similarly uprooted but in their search for refuge cross an international border. For protection and assistance, IDPs are dependent on their national governments. In cases of displacement because of natural disasters or large-scale development projects, governments may be able and willing to help or to invite the international community to assist. People displaced by conflicts are often the most vulnerable, when national governments are unwilling or unable to help. The global IDP crisis, also understood as a traumatic incident of geopolitical dislocation, is one that can use the skills of social workers at all levels.

Racial disproportionality and disparities are problems affecting children and families of color in the child welfare, juvenile justice, education, mental-health, and health-care systems. The term “disproportionality” refers to the ratio between the percentage of persons in a particular racial or ethnic group at a particular decision point or experiencing an event (maltreatment, incarceration, school dropouts) compared to the percentage of the same racial or ethnic group in the overall population. This ratio could suggest underrepresentation, proportional representation, or overrepresentation of a population experiencing a particular phenomenon. The term “disparity” refers to “unequal treatment or outcomes for different groups in the same circumstance or at the same decision point.” A close examination of disproportionality and disparities brings attention to differences in outcomes, often by racial group, and by social service systems. It is necessary to examine the reasons for these differences in outcomes and to be sure that culturally competent practices are upheld.
Implementation research seeks to inform how to deliver evidence-based interventions, programs, and policies in real-world settings so their benefits can be realized and sustained. The ultimate aim of implementation research is building a base of evidence about the most effective processes and strategies for improving service delivery. Implementation research builds upon effectiveness research and then seeks to discover how to use specific implementation strategies and move those interventions into specific settings, extending their availability, reach, and benefits to clients and communities. This entry provides an overview of implementation research as a component of research translation and defines key terms, including implementation outcomes and implementation strategies, as well as an overview of guiding theories and models and methodological issues including variable measurement, research design, and stakeholder engagement.

This entry presents the demographic trends of divorce and the social changes that have impacted the divorce rate. A cultural perspective of divorce is provided by analyzing divorce in the context of race and gender and across nations. Current explanatory theories of divorce are described. Research on the consequences of divorce on adults and children is presented followed by the practice implications for social workers. Future directions for policy and research are discussed.

Since the mid 1980s, a growing body of theoretical and empirical literature has examined the existence of intimate partner violence (IPV) in lesbian, gay, bisexual, and transgender (LGBT) communities. Collectively, this research has suggested that IPV in rainbow communities occurs at rates comparable to those documented among heterosexual populations and results in similar detrimental psychological, social, and physical consequences for victims. Importantly, however, this work has also highlighted myriad ways in which the social and structural marginalization of gender and sexual minority populations create unique vulnerabilities for IPV that are not shared by cissexual and heterosexual individuals. This entry provides an overview of this scholarship to inform strength-based social work practice with and for LGBT survivors of domestic violence at the macro, mezzo, and micro levels.

Drug courts were developed to facilitate treatment for criminal offenders with substance abuse problems. Drug courts operate using dual paradigms of healing and discipline via treatment, social service resources, and case management for healing, and judicial sanctions and criminal justice interventions in efforts to initiate change resulting in sobriety and no further criminal behavior. The key goals of most drug courts are to reduce drug use and associated criminal behavior by engaging and retaining drug-involved offenders in programs and treatment services; to concentrate expertise about drug cases into a single courtroom; to address other defendant needs through clinical assessment and effective case management; and to free judicial, prosecutorial and public defense resources for adjudicating non-drug cases.
It is vital that social work students be introduced to drug courts and how they function for students to gain better understanding of how addiction can bring their clients into contact with the criminal justice system. Drug courts are ideal settings for internship placements so that students can get hands-on experience in a court setting and assist clients using a therapeutic jurisprudence model.
Dual degree programs are growing rapidly around the country with increasing numbers of universities offering students an opportunity to earn an M.S.W. along with another degree. While two degrees offer clear benefits to the students and provide revenue to the institutions, they also raise some issues and concerns about the “relative worth” of an M.S.W.
W. E. B. Du Bois (1882–1973) was a Black scholar, writer, and militant civil rights activist. He actively fought against discrimination in all aspects of American life. He founded the National Association for the Advancement of Colored People in 1909 and edited The Crisis, the organizational magazine he founded in 1910.

Development of the brain in the first 3 years of life is genetically programmed but occurs in response to environmental stimuli. The brain is organized “from the bottom up,” that is, from simpler to more complex structures and functions, so the experiences and environment that shape early development have consequences that reach far into the future. This entry describes the ontogeny and processes of fetal and infant brain development, as well as major risks to early brain development (during pregnancy and after birth), with emphasis on the factors seen in social-work practice. Neuroscience research is changing social work practice, and understanding early brain development and the contributors to poor development is critical for social workers in medical, mental health, child welfare, and other practice settings.

This chapter provides an overview of early-childhood home-visiting programs and offers a brief summary of the research, policy, and practice issues. The first section defines home visiting and the funding available to support it. The next section summarizes common characteristics of home-visiting programs and describes the features of several evidence-based home-visiting programs. The outcomes from home visiting for parents and children, including relevant cost-benefit studies, are briefly reviewed. The chapter concludes with implementation issues and future directions for home visiting.

The federal Earned Income Tax Credit (EITC) is a refundable tax credit for working families with low and moderate incomes. The credit provides a substantial income supplement to families with children and thus helps families finance basic necessities or invest in longer-term household development. In recent years, political support for the EITC has declined. Social workers should be prepared to advocate against policy changes that would reduce the impact of the EITC. Social workers could also support EITC outreach campaigns and advocate for more and expanded state EITCs.

Eating disorders involve maladaptive eating patterns accompanied by a wide range of physical complications likely to require extensive treatment. In addition, “eating disorders” frequently occur with other mental disorders, such as depression, substance abuse, and anxiety disorders. The earlier these disorders are diagnosed and treated, the better the chances are for full recovery” (NIMH, 2011). As of 2013, lifetime prevalence rates for anorexia nervosa, bulimia nervosa, and binge eating disorder are 0.9%, 1.5%, and 3.5% among females, and 0.3%, 0.5%, and 2.0% among males respectively (Hudson, Hiripi, Pope, & Kessler, 2007). Early diagnosis is imperative; the National Institute of Mental Health estimates that the mortality rate for anorexia is 0.56% per year, one of the highest mortality rates of any mental illness, including depression (NIMH, 2006). More recent research (Crow et al., 2009) indicates mortality rates as high as 4.0% for anorexia nervosa, 3.9% for bulimia nervosa and 5.2% for eating disorders not otherwise specified. Current research and treatment options are discussed.

Ecological concepts and principles enable social workers to keep a simultaneous focus on people and their environments and their reciprocal relationships, not only in direct practice with individuals, families and groups, but also in influencing organizations and communities and in policy practice. Ecological concepts emphasize the reciprocity of person:environment exchanges, in which each shapes and influences the other over time. Ecological concepts are reviewed.
Ecological social work requires a shift in thinking for social workers because it does not place humans at the center of its concerns. Rather ecological social work puts the interrelationship between humans and nature at its center. This radically de-centered view of humanity aims to bring consideration of the planet and all of its environmental systems into decision making to ensure the sustainability of natural resources for the long term. Ecological principles can guide social work practice, research, and education in ways that promote a transition to sustainable practices in every sphere of life. Widespread ecological consciousness is advocated as an important focus for change by some social work authors promoting this approach. A global consciousness is understood to enable humanity’s capacity to deal with the growing concerns about the survival of planet earth as a suitable habitat for humans, animals, and plants. Humanity’s activities are understood to contribute to the ongoing degradation of fresh water, fertile soils, and pollution of the atmosphere. Drastic changes in the way humans behave and relate to the earth are considered necessary at the global, national, and local levels. Social workers are thus called on to engage with others in taking on significant roles in many areas of practice to facilitate these crucial societal transformations.
