Safeguarding is an area of social work activity concerned with the care and protection of children or adults who have care and support needs and who may be at risk of abuse or neglect. This is a major concern for social workers who usually have prime responsibility for ensuring as far as possible that the vulnerable clients they work with are protected. People’s ability to keep themselves safe is partly determined by their individual circumstances, and this may change at different stages in their life, so it is important that safeguarding is always considered in relation to the wishes of the person concerned. Effective safeguarding depends on a careful consideration of the factors involved and will almost always involve a multi-agency partnership approach. This article will primarily examine the situation regarding safeguarding vulnerable adults in the United Kingdom.

The authors review the history of community organization, both within and outside social work, describe the various sociological and social psychological theories that inform organizing approaches, and summarize conflict and consensus models in use in the early 21st century. We review the constituencies, issues, and venues that animate contemporary organizing efforts and indicate demographic trends in aging, immigration, diversity, and the labor force that suggest new opportunities for collective action. Finally, the authors discuss dramatic increases in organizing for environmental justice, immigrant rights, and youth-led initiatives, as well as new activities involving information technology, electoral organizing, and community–labor coalitions.
This entry defines cultural competence and culturally competent practice and focuses on cultural awareness, knowledge acquisition, skill development, and inductive learning as key components. It traces the historical development of cultural competence in the disciplines of psychology and social work, pointing out how cultural competence has become a professional standard. Cultural competence has also been recognized on the federal and state health and human services levels. Cultural competence is viewed on the practitioner, agency, and community levels as well as the micro, meso, and macro dimensions. Among the implications for practice are the issues of cultural competence and cultural competencies, the ethics of cultural competence, social context, and biculturation and multiculturalization.
Dual degree programs are growing rapidly around the country with increasing numbers of universities offering students an opportunity to earn an M.S.W. along with another degree. While two degrees offer clear benefits to the students and provide revenue to the institutions, they also raise some issues and concerns about the “relative worth” of an M.S.W.

The Global Agenda for Social Work and Social Development (“the Agenda”) has been developed and promoted jointly by the International Association of Schools of Social Work (IASSW), the International Council on Social Welfare (ICSW), and the International Federation of Social Workers (IFSW). It is a global platform that advocates for a “socially just world” based on social work and social work–development understandings and principles. The impact of the Agenda upon the international social work community is described, and the implications for daily social work practice are examined.
This entry discusses some topics in social work and social welfare history. It covers different approaches to that history, such as an emphasis on social control functions of social welfare; a stress on the “ordinary people” involved in historical events; or particular attention to the stories of women, people of color, and other groups who have often been excluded from formal sources of power. It notes the importance of using original sources in writing history, and explains the various steps involved in researching and interpreting these sources.
The International Council on Social Welfare (ICSW) is a nongovernmental organization (NGO) focused on advocacy, knowledge-building, and technical assistance projects in various areas of social development carried out at the country level and internationally. Created in 1928 in Paris to address the complexities and challenges of social work, the ICSW has evolved through the years to embrace the major issues of social development, becoming a global organization committed to improving human well-being. Establishing common ground on issues of international significance and acting with partners through its nine regional networks, ICSW represents national and local organizations in more than 70 countries throughout the world. Membership also includes major international organizations. By virtue of its constitution, it operates as a democratic and accountable organization.

Major socioeconomic developments during the last decades of the twentieth century and the beginning of the new millennium, including globalization, urbanization, the diminishing nationally funded welfare state, privatization, the U.N. Millennium Development Goals, and the consequent rapid expansion of private nonprofit health and welfare organizations, contributed greatly to the integration of social policy in macro social work practice. In this context, policy practice based on specific macro social work knowledge, values, and skills includes problem-solving intervention methods for human wellbeing. This transformation challenges and enhances social work's goals for both individual and societal development.

This entry provides a description of prison social work and the array of responsibilities that social workers in prison settings have, including intake screening and assessment, supervision, crisis intervention, ongoing treatment, case management, and parole and release planning. The authors provide the legal context for providing social-work services to prisoners and delve into issues involving three specific populations of growing concern to corrections officials and to prison social work: women inmates, inmates who are parents, and inmates with mental illness. The tension between the goals of social work and corrections is explored and opportunities for social workers to apply their professional values within the prison setting are highlighted.

Social work and criminal justice have a shared history in the United States dating back to the 19th century when their combined focus was rehabilitation. But with an increase in crime, this focus shifted to punishment and incapacitation, and a schism resulted between social work and criminal justice. Given current mass incarceration and disparities in criminal justice, social work has returned in force to this important practice. The latest Bureau of Justice Statistics research reports that 1% of all adult males living in the United States were serving a prison sentence of a year or longer (Carson & Anderson, 2016) and rates of diversion, arrest, sentencing (including the death penalty), incarceration, etc., vary considerably by race/ethnicity (Nellis, 2016). This entry explores race and ethnicity, current population demographics, and criminal justice statistics/data analysis, plus theories and social work-specific strategies to address racial and ethnic disparities in the criminal justice system.

Racism is pervasive, endemic, and historically rooted in systematic assumptions inherent in superiority based on race and requires the critical attention of all social workers. The National Association of Social Workers (NASW) has made strides in tackling racism as demonstrated by the social worker and civil rights activist Whitney Young Jr. (1921–1971), other pioneers, and more recently, the NASW zero-tolerance racism policy. Undergirded in empirical discussion, this article leads with the etymology of race(ism), followed by a discussion of Racial Formation Theory and Critical Race Theory. The article gives a historical sketch of racism, followed by examples of its contemporary indicators—throughout social institutions—in the United States. Racism is pervasive and impinges on micro-level and macro-level systems. It is, therefore, beyond the scope of this article to address how racism impacts each group in America. Social work scholars and other experts have provided extensive empirical documentation about the historical trauma and sufferings of other racial groups (e.g., Native Americans/Native peoples/American Indians, Mexican Americans) discussed elsewhere. Specifically, the racism endured by blacks in America is the emphasis of this article. Themes of “colorism” and historical trauma are provided to contextualize advances in national reform and encourage a broader conversation about the racism that blacks experience globally. In addition, this article highlights strides by the social work profession to eradicate racism. Implications for social work are discussed.

Social policy is how a society responds to social problems. Any government enactment that affects the well-being of people, including laws, regulations, executive orders, and court decisions, is a social policy. In the United States, with its federal tradition of shared government, social policies are made by governments at many levels—local, state, and national. A broad view of social policy recognizes that corporations and both nonprofit and for-profit social-service agencies also develop policies that affect customers and those they serve and therefore have social implications. Social policies affect society and human behavior, and their importance for social-work practice has long been understood by the social-work profession. Modern social welfare policies, which respond to basic human needs such as health care, housing food, and employment, have evolved since their introduction during the New Deal of the 1930s as responses to the Great Depression. In the aftermath of the recent “Great Recession” that began in 2006, the nation has once again experienced the kinds of social problems that led to the creation of innovative social welfare policies in the 1930s. How policy makers respond to human needs depends on who has the power to make policy and how they conceptualize human needs and the most effective ways to respond to them. In the early 21st century, the idea that the state should guarantee the welfare and well-being of its citizens through progressive welfare state policies and services has few adherents among policy makers. The complex social problems resulting from the recession—the highest unemployment since the Great Depression of the 1930s, escalating budget deficits at all levels of government, an unprecedented housing crisis exemplified by massive foreclosures, increasing social and economic inequality, a nation polarized by corrosive political conflict and incivility—create a context in which social policies are debated vociferously. Social workers, long committed to the ideal of social justice for all, are obligated to understand how policies affect their practice as well as the lives of those they serve and to advocate for policies that will improve social well-being as the United States recovers.

American social welfare began in the colonial period with the adoption of the Elizabethan Poor Laws as the basis for treatment of society's poor and deviant. By the beginning of the Progressive Era (1900), immigration, the Women's Movement, scientific investigation of social problems, and societal growth produced significant innovations in both public and private perceptions, programs, and treatment in such areas as poor relief, mental and physical health, and corrections, and led to the beginnings of professionalization of social work.
This entry traces American social welfare development from the 1890s to 1950. It also includes social work's participation and response to need during two critical times in American history: the Progressive Era and the New Deal. Social reformers were instrumental in the development of social legislation, including the establishment of the Children's Bureau as well as the development of a public welfare system at the state level. America's response to human suffering left many groups, such American Indians, African Americans, and Asians, marginalized. In response, African Americans established a parallel system of private relief through organizations such as the National Urban League, unlike the other racial groups.
Special Immigrant Juvenile Status (SIJS) is an immigration classification that provides a pathway to lawful permanent residency for non-citizen immigrant children in the United States who have experienced abuse, neglect, abandonment, or similar basis under state law; who cannot reunify with one or both parents; who are under state court jurisdiction; and for whom it is not in their best interests to be returned to their country of nationality or prior residence. Social workers have played a significant role in the development of SIJS, and they have an ongoing role in the identification and referral of potentially eligible children as well as in the refinement of SIJS policies. Social workers’ roles with SIJS represent the profession’s multifaceted capacity, including support and referral with individual children, advocacy across multiple systems, and policy practice in the creation and continued improvement of this protective status.
