Edith Abbott (1876–1957) was a social worker and educator. She was Dean of the School of Social Service Administration at the University of Chicago from 1924 to 1942 and she helped in drafting the Social Security Act of 1935.

Students with disabilities are becoming more and more common in higher education classrooms, including social work classrooms. The challenges that come with accommodating students so as to allow equal access to the educational experience are surmountable with the assistance of student disability offices. New technology is being developed to assist students with learning both in and out of the classroom. Supportive attitudes from faculty in including students with disabilities allow all students to benefit from the experience. As compliance with laws such as the ADA becomes commonplace for new construction, the concept of universal design makes inclusion a norm.

Tobacco use is a major public-health concern in the United States. Intervention and prevention strategies for tobacco use are an urgent public-health priority because tobacco use is the single most preventable cause of death. To help social workers better understand tobacco use problems, this entry presents an overview, including definitions of terms, the scope and impact of tobacco use problems in terms of different segments of the population (that is, age, gender, race or ethnicity, geographic location, and education level or socioeconomic status), etiology of tobacco use (for example, biological or genetic; psychiatric; psychosocial; or environmental or sociocultural factors), policy history, tobacco prevention, clinical issues (such as cessation desire, treatment and success, or screening tools for tobacco use disorder and tobacco withdrawal), and practice interventions for tobacco use problems. Based on the information, the roles of social workers will be addressed.

Although it was once widely held that development through toddlerhood was the only significant time of tremendous brain growth, findings from neuroscience have identified adolescence as a second significant period of brain-based changes. Profound modification of brain structure, function, and connectivity, paired with heightened sensitivity to environment, places adolescence both as a heightened period of risk and importantly as a time of tremendous opportunity. These findings are of key relevance for social-work policy and practice, for they speak to the ways in which the adolescent brain both is vulnerable to adverse conditions and remains responsive to positive environmental input such as interventions that support recovery and resilience.

This entry describes the development and key provisions of the Patient Protection and Affordable Care Act (ACA), which instituted a major overhaul of the U.S. health system, much of which took effect in 2014. The key provisions of the ACA included an individual mandate to purchase insurance, an employer mandate to offer coverage to most workers, an expansion of Medicaid to all persons below 138 percent of the federal poverty level (FPL), minimum benefit standards, elimination of preexisting condition exclusions, and reforms to improve health-care quality and lower costs. This historic legislation has deep roots in U.S. history and represents the culmination of a century-long effort to expand health care and mental health coverage to all citizens.

The number and percentage of immigrants and refugees from Africa to the United States have increased substantially since the mid-1990s. Though still a relatively small percentage of the immigrant population, immigrants from Africa encounter many challenges that are important for social work professionals to address. This entry examines two groups of immigrants from Africa: legal migrants (immigrants) and refugees. It provides information on distinctive characteristics of recent African immigrants, reasons for emigration from Africa, challenges they face in the United States, and their settlement (geographical distribution) patterns. While black Africans are the focus of this entry, the research literature does not provide clear distinctions within the group of African immigrants. The emphasis is on black African immigrants to the United States as their experience is unique in terms of their race in America and the types of stigma and discrimination they face as a result. Critical issues for social work practice are examined through a case example of Somali refugees, followed by implications for social work practice and research.
Older workers make important contributions to the workplace, its productivity, and its culture. Work remains important for older adults for financial security, to give meaning to later life, to maintain social networks, and to promote lifelong learning. However, ageist beliefs about the capacity of older adults to remain productive and contributing workers in the workforce can create barriers for older workers. Understanding how older workers experience ageist behavior in the workplace can help employers, policy makers, and social workers learn more about how to address this social problem. Organizations can become more age friendly through enabling workplace programs, supportive management, and proactive human resource managers. Social workers serving older adults in employee assistance programs and in private practice can help them to challenge ageism in the workplace. Finally, legislation such as the Age Discrimination in Employment Act protects the rights of older workers; however, more legislation is needed to address bullying and harassment of older adults in the workplace.

Prevention is a proactive science-based process that aims to strengthen existing protective factors and to diminish or eliminate other factors that put individuals, families, and communities at risk for substance abuse. Prevention is important because alcohol and drug abuse are a leading cause of morbidity, mortality, and health expenditures in the United States. Alcohol and other drug abuse is also associated with infectious diseases, chronic diseases, emergency room visits, newborn health problems, family violence, and auto fatalities. The comorbidity of drug and alcohol abuse with mental health disorders and HIV adds urgency to the development, evaluation, and implementation of comprehensive and effective prevention interventions. The social work profession plays a key role in substance abuse prevention, as it not only targets the use and abuse of alcohol and other drugs but also aims at reducing the related negative health and psychosocial outcomes and economic burden they produce on individuals and society at large.

Filipinos are the second largest group of Asians in the United States; more than 3.4 million Filipino Americans live primarily within the largest U.S. continental cities (including Los Angeles, San Francisco, Chicago, New York) and Hawaii. Annexation of the Philippines, following the Philippine-American War (1899–1902), granted Filipinos unrestricted immigration to the United States as “American nationals” without right to U.S. citizenship. Throughout this more than one-hundred-year relationship, Filipinos in the United States endured discrimination, race-based violence, and a series of restrictive federal legislation impacting civil rights and immigration. Filipinos may present with a distinctly Western orientation in areas such as values and contemporary ideas; however, their traditional social and cultural characteristics contrast considerably with mainstream American culture. This entry provides a brief historic, geopolitical and cultural context to facilitate the work of social work practitioners.

Since 1991, a new policy discussion has arisen in the United States and other countries, focusing on building assets as a complement to traditional social policy based on income. In fact, asset-based policy already existed (and still exists) in the United States, with large public subsidies. But the policy is regressive, benefiting the rich far more than the poor. The goal should be a universal, progressive, and lifelong asset-based policy. One promising pathway may be Child Development Accounts beginning at birth, with greater public deposits for the poorest children. If every child had an account, then eventually this could grow into a universal public policy across the life course.
This entry presents introductory information on asylum seekers, refugees, and immigrants in the United States, including distinctions among them, major regions of origin, demographic and socioeconomic characteristics, challenges in social and cultural adaptation, and best practices for social work with these populations.

The history of social work education is replete with accounts of how the early charity organizations influenced its development. For example, Toynbee Hall in London inspired the founding of Hull House in Chicago as well as the London Charity Organization, the Women’s University Settlement, and the National Union of Women Workers. In addition, Octavia Hill established one of the first training programs in social work education that emphasized the principles for helping impoverished clients. The program was later expanded in 1890 into a one-year program of courses and supervised practice. Later, the program expanded to outlying areas and provinces and eventually evolved into two-year programs of study at the London School of Sociology
Defining today’s baccalaureate social workers as entry-level professionals is indeed a paradigm shift. Tracy Whitaker, Toby Weismiller, and Elizabeth Clark stated in their 2006 work, “Clearly, the social work profession is at a crossroad. If there are to be adequate numbers of social workers to respond to the needs of clients in the 21st century and beyond, the sufficiency of this frontline workforce, must not only be ensured, it must be prioritized.” In our ever-changing society, the social work profession must rethink the various levels of the profession and recognize, as well as promote, a professional career trajectory that embraces the baccalaureate social work professional. Administrators and faculty of each social work program are responsible for ensuring that students are competent, and that they possess skill sets that will elevate their marketable in a competitive workforce. Recruiting new social workers, replacing retiring social workers, and retaining social workers in the profession are all needed.
Mary McLeod Bethune (1875–1955) was a teacher committed to the education and development of Black women. Her role as president of the National Association of Colored Women led to the founding of the National Council of Negro Women in 1935.

Significant visual impairment affects ~8 million Americans, 1.8 million of whom are blind and must find nonvisual methods of performing life roles. Social workers should not assume that people with visual impairment or blindness are unable to work, have families, or engage in sports or travel, or that vision limitations are necessarily a part of every presenting problem. Key roles for social workers include assisting in access to services and training and advocacy to combat discrimination and exclusion.

Bullying is the most common form of violence in schools and has been shown to disrupt the emotional and social development of both the targets and the perpetrators of bullying (Raskauskas & Stoltz, 2007). Bullying can be physical, verbal, relational, and direct or indirect. There are well-established age and sex trends (Olweus, 1993; Smith, Madsen, & Moody, 1999). There has been considerable research on bullying-prevention programs and scholarship on best-practice guidelines for school social workers (Dupper, 2013). An emerging concern is with the use of electronic and Internet devices in bullying, referred to as “cyberbullying.” In this article we define bullying and cyberbullying; discuss risk factors associated with being a bully, a victim, and a bully-victim; describe prevention and intervention programs; and discuss emerging trends in both bullying and cyberbullying.

Mental-health disorders are widely prevalent in children and adolescents, and social workers are the primary service providers for children and families experiencing these disorders. This entry provides an overview of some of the most commonly seen disorders in children and adolescents: attention deficit hyperactivity disorder, oppositional defiant disorder, conduct disorder, separation anxiety disorder, and specific learning disorders. The prevalence, course, diagnostic criteria, assessment guidelines, and treatment interventions are reviewed for each disorder. In addition, the key role of social workers in the identification and intervention of these disorders, as well as ways social workers can support the children and families experiencing these disorders, is discussed.

The paper presents a global scenario of child labor by placing the issue in a historical context as well as comparing current work in the field. It specifically explains the psychosocial, political, and economic determinants of child labor and the prevalence of different forms as well as its magnitude in the different regions of the world. It features innovative programs and actions taken against child labor by local governments, civil societies, and United Nations bodies—mainly the International Labor Organization and the United Nations Children’s Fund. The paper also highlights multilateral collaborations among the UN and other international agencies that stand against child labor in general and the employment of children in hazardous conditions. It illustrates the cooperation among local governments, civic organizations, and child-rights movements that have brought gradual changes over the decades toward ending child labor. Further, it suggests that social work, relevant professional schools, and associations working in various disciplines should be engaged in research-based advocacy and find innovative solutions to control child labor.

Children’s Development Accounts (CDAs) are a policy vehicle for allocating intellectual and financial resources to low- and moderate-income children. Unlike basic savings accounts, CDAs leverage investments by individuals, families, and, sometimes, third parties. By giving families savings incentives and building universal and progressive vehicles for saving, CDAs may improve the financial health of low-income families and the educational outcomes of their children, reducing or even eliminating asset advantages currently enjoyed by wealthier families.
