Culture and Society at the Cape of Good Hope, 1652–1795

In 1652 the Dutch East India Company founded a “refreshment station” in Table Bay on the southwestern coast of Africa for its fleets to and from the East Indies. Within a few years, this outpost developed into a fully-fledged settler colony with a “free-burgher” population who made an existence as grain, wine, and livestock farmers in the interior, or engaged in entrepreneurial activities in Cape Town, the largest settlement in the colony. The corollary of this development was the subjugation of the indigenous Khoikhoi and San inhabitants of the region, and the importation and use of a relatively large slave labor force in the agrarian and urban economies. The colony continued to expand throughout the 18th century due to continued immigration from Europe and the rapid growth of the settler population through natural increase. During that century, about one-third of the colony’s population lived in Cape Town, a cosmopolitan harbor city with a large transient, and overwhelmingly male, population which remained connected with both the Atlantic and Indian Ocean worlds. The unique society and culture that developed at the Cape was influenced by both these worlds. Although in many ways, the managerial superstructure of the Cape was similar to that of a Dutch city, the cosmopolitan and diverse nature of its population meant that a variety of identities and cultures co-existed alongside each other and found expression in a variety of public forms.

Early Factionalism in Zimbabwe’s Liberation Struggle

The course of Zimbabwe’s liberation struggle was fundamentally shaped by tensions among competing nationalist factions. The impact of this dynamic is typically observed from 1963, when Zimbabwe’s long-serving ruling party, the Zimbabwe African National Union (ZANU)-Patriotic Front, was founded following a fissure in the liberation movement. Earlier instances of intranationalist competition in Southern Rhodesia (colonial Zimbabwe) have generally escaped scholarly attention despite their pioneering contributions to the dynamics of political pluralism in Zimbabwe and the presence of noted political figures amidst their leadership. In 1961, the Zimbabwean nationalist movement experienced its first significant split with the formation of the Zimbabwe National Party (ZNP) which broke away from the National Democratic Party. The ZNP, in turn, experienced its own rupture a year later when the Pan-African Socialist Union (PASU) was formed. Although these were the two only two nationalist challengers of note in the early 1960s prior to ZANU, several other short-lived Black-led political parties emerged at this time in settler-dominated Southern Rhodesia. The ZNP and PASU appealed to rising grievances with the prosecution of the anticolonial liberation struggle. They were also a consequence of the changing geopolitics wrought by Africa’s decolonization. The two parties sought to consolidate their position by appealing to the emerging cohort of African anticolonial leaders across the continent. These efforts induced extensive backlash from the main wing of the nationalist movement, then led by Joshua Nkomo. Both the ZNP and PASU were short-lived, effectively collapsing by 1963. While neither party was able to effectively overcome these intense assaults, their comparatively fleeting existence shaped the political environment by influencing tactics and providing a template for subsequent nationalist contenders seeking greater longevity.

History of Lesotho

The history of people of the Basotho nation, who live in the territory known as Lesotho in the early 21st century, can be traced from the development, and separation, of Nguni and Sotho-Tswana cultures before 900 ce, and migrations that led to the occupation of early 21st-century Lesotho since the 1600s. Two main areas of Lesotho’s history are of interest. First is the emergence of the Basotho nation under the leadership of Moshoeshoe I against the background of conflicts known as lifaqane in the 19th century when various clans, ethnic groups, and individuals joined, or became subjugated under, Moshoeshoe I’s chiefdom; the Basotho encounter of, and loss of land to, white settlers from the 1830s onward; and the role of the British in the alienation of the Basotho’s land. The second includes the phases of British colonization of the Basotho and their territory, beginning with Lesotho’s annexation to the Cape Colony, in 1871, and ending with the territory’s handover to imperial rule, in 1884. The conflicts that resulted from the Basotho’s resistance against the Cape Colony government’s attempts at imposition of colonial law in Lesotho led to the Cape Colony’s decision to hand the territory over to imperial rule. The events leading to Lesotho’s independence, in 1966, highlight the political and socioeconomic characters of Lesotho since independence.

History of Malawi

The boundaries of Malawi in the early 21st century are rooted in European imperial expansion of the late 19th century and the establishment of the British Central African Protectorate (1891–1907) and, later, the Nyasaland (1907–1964) Protectorate. In 1953, Nyasaland was merged with Northern and Southern Rhodesia to constitute the Central African Federation. African opposition to this led to violent disturbances in 1953 and 1959. A state of emergency was declared in March of 1959 and the Nyasaland African Congress (NAC), the largest African political party in the protectorate, was banned and many of its leaders detained. The NAC was replaced by the Malawi Congress Party (MCP) during the state of emergency. The state of emergency ended in June of 1960 and party leader Dr. Hastings Kamuzu Banda led the MCP to a territorial election victory in 1961. Vows to end the “stupid federation” were realized in 1963 with the secession of Nyasaland from it. Nyasaland became the independent state of Malawi in July 1964 under an MCP-majority government. Within months of independence, the government and party unity were rocked by a “cabinet crisis” in which key ministers differed with Dr. Banda over foreign policy and domestic politics. Many key leaders resigned or were dismissed and thereafter left the country. This initiated a thirty-year period of autocratic rule that only ended in the early 1990s as a result of internal protest and international financial pressure. A 1993 referendum prompted a return to multiparty governance, and the 1994 elections led to the ouster of the MCP/Banda regime. Since then, Malawi has maintained a multiparty political structure, albeit with enduring challenges wrought by colonial and autocratic legacies.

History of Mozambique

The peoples of early-21st-century Mozambique underwent different historical experiences which, to a certain extent, were homogenized when Portuguese colonialism encompassed the entire territory from the late 19th century onward. However, all of them had common origins, rooted in successive Bantu migrations. These peoples were organized into small chiefdoms based on lineages, but those located in the central region of Mozambique were integrated into states with some level of centralization, created by the Karanga south of the Zambezi and by the Maravi to the north. The interior regions were articulated into mercantile networks with the Indian Ocean through Swahili coastal entrepôts, exporting gold and ivory. From 1505 onward, the Portuguese sought to control this commerce from some settlements along the coast, particularly Mozambique Island, their capital. During the last decades of the 16th century, projects emerged for territorial appropriation in the Zambezi Valley, where a Luso-Afro-Indian Creole society developed. From the mid-18th century onward the slave trade to the Indian and Atlantic Oceans became increasingly important, with different impacts in the respective regions. Modern Portuguese colonialism was established by means of military campaigns: having limited capital, Portugal granted concessions for part of the territory to companies. When these concessions ended in 1942, the colonial state developed a direct administration throughout the territory, headquartered in Lourenço Marques (Maputo). Nationalist ideals developed during the 1950s among various movements, of which three organizations united to form the Mozambique Liberation Front (FRELIMO) in 1962. From 1964 onward, FRELIMO unleashed an anticolonial war in northern and central Mozambique. After the 1974 revolution in Portugal, negotiations resulted in the recognition of Mozambique’s independence on June 25, 1975, and a FRELIMO government. Armed opposition to the Marxist-Leninist government and the civil war continued until 1992. During the 1990s, Mozambique adopted a multiparty system and liberalized its economy.

Indians in South Africa

The first persons of Indian descent in South Africa arrived as slaves transported there by the Dutch East India Company during the 17th century and were integrated into the “Cape Coloured” and “Malay” populations. Most Indians in South Africa are descendants of migrants who arrived in substantive numbers from 1860 as indentured workers on the sugar plantations of the British colony of Natal and free migrants who followed from the 1870s. After completing their indentures, many chose to remain in Natal, moving off the plantations and making lives for themselves as market gardeners and hawkers. The period after 1920 witnessed the rapid urbanization of Indians and the entry of many into industrial work. The merchant class, while hounded by racist legislation, consolidated a presence in both urban and rural areas. Despite government threats of repatriation, Indians were eventually accepted as citizens in 1961, albeit without the vote and subject to discriminatory legislation. In the first half of the 20th century Indians relied on India for redress. From the 1950s, they built nonracial alliances with the majority African population and played vital roles in the antiapartheid liberation movement. However, when nonracial democracy loomed, over 60 percent of Indians voted for the former white minority parties in the first democratic elections in 1994. Many were concerned about the implications of majority rule. This angst reflected that relations between Africans and Indians had been strained at particular historical junctures as Indians tried to negotiate a political identity within a field of Black consciousness, nonracialism, and African Nationalism. The rubric of “Indian” has been challenged in the postapartheid period by rupturing along religious, ethnic, and class lines. However, it is difficult to escape race identity since “Indian” continues to be a racial, as well as legal and political, identity in South Africa. This, together with many Indians’ relatively privileged position vis-à-vis Africans and rising xenophobia and Afrophobia in a context of widespread poverty, continues to subject many to concerns about their place in the fabric of South African society. This has powered a steady trickle of business and professional emigration. The working classes on the other hand remain embedded in a township “place” identity.

Land Resettlement and Restitution in Zimbabwe

Zimbabwe’s Fast Track Land Reform Program has attracted a lot of scholarly attention. While some scholars have argued that the process through which landless peasants reclaimed land was chaotic and violent, others have praised it for having been one of the most radical redistributive land reform programs in Africa. While these debates have dominated scholarship on land reform program in Zimbabwe since 2000, what has been lacking has been a historical analysis of the entanglement between land resettlement and struggles over restitution. Land restitution has been at the center of the land redistribution in Zimbabwe. In spite of the successes that the government has made in redistributing land, land restitution is the last frontier in the struggle over land. Ruins, ancestral graves, and sacred sites are important landscape features whose emotive presence and materiality enable communities to make land claims and counterclaims. Land restitution processes have been initiated in a variety of regional and country contexts. In former settler societies such as Zimbabwe, South Africa, Kenya, Canada, and Australia, indigenous populations have laid claims over land dispossessed under colonial rule. In post-conflict societies internally displaced people have also attempted to lay claims over land that they had to leave behind fleeing from violence. Further, where large-scale land deals have been unsuccessful or revoked through resistance land reclamation has also been instigated. Land restitution is concerned with restoring landed property to former owners. As compared to land redistribution, restitution is not concerned with ironing out of inequitable distribution of land to create a just future but with reestablishment of former rights based on principles of justice rather than equality. Restitution is therefore based on returning land to former owners who can prove claims. Land restitution is an elastic concept covering a range of processes designed to appease what are perceived as historical injustices around loss of land rights.

Maputo

Maputo (Lourenço Marques until 1976) is the capital of Mozambique and one of the busiest port cities on the east coast of Africa. The Bay of Lourenço Marques had already been a source of ivory for the Indian Ocean world and Europe for centuries when, in the late 18th century, Portugal established a permanent garrison there, among the Mpfumo and other Xi-ronga-speaking clans. From 1898 until independence in 1975, the fort-turned-city was the administrative headquarters of Portugal’s territory of Mozambique, a home to many Portuguese settlers, and a stark example of racialized exploitation and urban segregation under colonial rule. It was also the principal transit hub for hundreds of thousands of southern Mozambican men recruited to labor in neighboring South Africa. Following independence, the city became a laboratory of revolutionary socialist experimentation as well as an overcrowded safe haven for refugees of Mozambique’s long and terrible civil war. Despite closer historical ties to South Africa than to most of Mozambique, Maputo is the country’s economic center and its gateway for foreign investment. According to 2017 census figures, the metropolitan population exceeded 2.5 million, making it one of the larger urban areas in southern Africa.

Mia Couto

Mia Couto (b. 1955) is a contemporary Mozambican writer and biologist. Writing in Portuguese, Couto is the most prolific writer from Mozambique, and his works have been translated into more than thirty languages. He is the author of over thirty books, including poetry, short stories, chronicles, creative essays, novels, and children’s and young adult books. His works have won several national and international prizes and have been adapted to film, theater, and television. His topics cover Mozambican culture and religion, ontologies and epistemologies, orality, Portuguese colonialism, anticolonial resistance, wars of liberation, personal and collective identity, postcolonial nation building, civil war, memory, trauma, violence and amnesia, neoliberal international agendas of development, cultural syncretism, African “authenticity,” corruption, women’s oppression and agency, and gender fluidity. He is considered a highly innovative writer, known for inventing a plethora of neologisms; his literary creations show an intrinsic link between orality, poetry, and an evolving and dynamic language that draws heavily from the multiple cultural and linguistic realities of Mozambique. This creative linguistic manipulation is primarily present in his earlier work. However, Couto’s script is far from being a mere play on aesthetics—it is a literature fundamentally preoccupied with political, cultural, historical, and pragmatic matters, reflecting important aspects of Mozambique’s past and present historical and sociopolitical contexts.

Nampula

The city of Nampula is the capital of Nampula Province, an agricultural region situated in the Nacala Development Corridor connecting Malawi and Zambia to the coastal port of Nacala. Founded at the beginning of the 20th century by the Portuguese army, Nampula was located at the crossroads of trading and migration routes that had connected the interior of Southern Africa to the Indian Ocean for centuries. Under colonial occupation, Nampula served as a military garrison for launching military operations to subdue and occupy the interior of northern Mozambique, the last undefeated region of the Portuguese empire. The subsequent construction of infrastructure and the advent of commercial agriculture transformed Nampula into the main economic and administrative hub of the northern region of Mozambique. Following independence in 1975, the demographic and territorial expansion of Nampula was informed by socialist governance as well as by a prolonged civil war that brought thousands of refugees from the surrounding rural areas. The economic liberalizations in the 1990s and the mineral discoveries in the northern region of Cabo Delgado in the 2010s consolidated the role of Nampula as a commercial and trade center for national and international capital. The economic boom—alongside increasing rural poverty and ongoing internal and external conflicts—has continued to attract migrants from the rural regions, as well as from across the country and continent, making Nampula the third-largest city in Mozambique, with a population of 743,125 and an area of 404 square kilometers.

Portuguese Colonialism in Africa

The Portuguese colonial empire was the first and the last European empire overseas, from the conquest of Ceuta (1415), in Morocco, North Africa, until the formal handover of Macau to the People’s Republic of China (1999). From the coastline excursions in Africa and the gradual establishment of trade routes in Asia and in the Indian Ocean and the related emergence of the Estado da Índia (the Portuguese empire east of the Cape of Good Hope), to the colonization projects in the Americas, namely, in Brazil, and, in the second half of the 19th century, in Africa, the Portuguese empire assumed diverse configurations. All of these entailed expansionist projects and motivations—political, missionary, military, commercial—with changing dynamics, strongly conditioned by local circumstances and powers. In Africa, actual colonization was a belated and convoluted process, which started and ended with violent conflicts, the so-called pacification campaigns of the 1890s, and the liberation wars of the 1960s and 1970s. In Angola, Guinea-Bissau, Mozambique, Cape Verde, and São Tomé and Príncipe, the Portuguese enacted numerous modalities of formalized rule, based on political, military, and religious apparatuses. These forms of control engaged with and impacted on local societies differently. However, until the very end, coercive labor and tax exactions, racial discrimination, authoritarian politics, and economic exploitation were the fundamental pillars of Portuguese colonialism in Africa.

Slavery at the Cape

Slavery was a mainstay of the labor force of the Cape Colony between its foundation by the Dutch East India Company (VOC) in 1652 and abolition in 1834, by which date the Cape was under British rule. Slaves were transported to the Cape from a wide range of areas in the Indian Ocean world, including South and Southeast Asia, Madagascar, and Mozambique. Some were owned by the VOC and labored on the Company farms, outposts, and docks. The majority were sold to settlers and worked as domestic servants in Cape Town or as laborers on the grain, wine, and pastoral farms of the Cape interior. Throughout the 18th century slaves outnumbered settlers. Although there were few major revolts, individual resistance was widespread and desertion common. Some runaways joined indigenous groups in the Cape interior, while others formed more isolated maroon communities. Toward the end of the 18th century some slaves claimed individual rights, reflecting the influence of wider revolutionary movements in the Atlantic world. A revolutionary uprising took place in 1808, shortly after the abolition of the slave trade and the takeover of the colony by the British. In the early 19th century slave resentment continued to grow, especially as a boom in wine production increased labor demands. In the 1820s and early 1830s abolitionist voices were heard in the colony, and slavery was ended at the same time as that in the British Caribbean and Mauritius. Unlike these other British colonies, Cape slaves largely continued to work as farm laborers, and their living and working conditions produced the continued impoverishment of farmworkers in the western Cape region. Slaves played an important part in the creation of a distinctive creolized Cape culture, notably in the development of the Afrikaans language and Cape musical and culinary traditions. They were also responsible for the growth of Islam in Cape Town and its hinterland, which took a distinctive form influenced by its Southeast Asian origins.

Southern Zambezia States and Indian Ocean Trade, 1450–1900

States that flourished in the area immediately south of the Zambesi River from the 15th to the 19th centuries were ruled by Karanga dynasties and were the cultural heirs of Great Zimbabwe. The most important of these states was Mokaranga, whose rulers bore the title of Monomotapa. Other important states—Teve, Manica, Barue, and Butua—all depended on the mining and trading of gold. Commerce was conducted at fairs attended by merchants from coastal towns such as Sofala and Chibuene, which were part of the networks of Indian Ocean commerce. At the beginning of the 16th century this trade attracted Portuguese traders who visited the fairs. In the 17th century, the Portuguese gradually expanded their presence through the institution of the prazos, whose owners acquired jurisdiction over extensive areas formerly ruled by the Karanga. The Portuguese were expelled from the Zimbabwe plateau in the 1690s and were succeeded by the Rosvi, another Karanga ruling elite. These states were devastated by droughts from the 1790s to the 1830s. All of them experienced civil wars before they were conquered by the Ngoni, who established the kingdom of Gaza, which covered the whole area south of the Zambesi as far as the Limpopo River until the time of the Scramble for Africa. Some of the old Karanga states, notably Manica and Barue, survived as tributaries of the Gaza state.

Technological Change in Late 19th-Century South Africa

Societies and technologies were deeply intertwined in the history of late 19th-century South Africa. The late 19th century saw the significant development of capitalist agriculture, together with the expansion of mining. The technological side of farming and mining had a significant influence on social and political development. Meanwhile, as in many other colonial outposts, local innovators and entrepreneurs played significant roles in business as well as government. Technological developments were not simply imported or imposed from Great Britain. Everyday technologies, ranging from firearms to clothing, were the subjects of extensive debate across southern Africa’s different cultures.
