In 1964, President Lyndon B. Johnson announced an unconditional “war on poverty.” On one of his first publicity tours promoting his antipoverty legislation, he traveled to cities and towns in Appalachia, which would become crucial areas for promoting and implementing the legislation. Johnson soon signed the Economic Opportunity Act, a piece of legislation that provided a structure for communities to institute antipoverty programs, from vocational services to early childhood education programs, and encouraged the creation of new initiatives. In 1965, Johnson signed the Appalachian Regional Development Act, making Appalachia the only region targeted by federal antipoverty legislation, through the creation of the Appalachian Regional Commission. The Appalachian War on Poverty can be described as a set of policies created by governmental agencies, but also crucial to it was a series of community movements and campaigns, led by working-class people, that responded to antipoverty policies. When the War on Poverty began, the language of policymakers suggested that people living below the poverty line would be served by the programs. But as the antipoverty programs expanded and more local people became involved, they spoke openly and in political terms about poverty as a working-class issue. They drew attention to the politics of class in the region, where elites and absentee landowners became wealthy on the backs of working people. They demanded meaningful participation in shaping the War on Poverty in their communities, and, increasingly, when they used the term “poor people,” they did so as a collective class identity—working people who were poor due to a rigged economy. While many public officials focused on economic development policies, men and women living in the region began organizing around issues ranging from surface mining to labor rights and responding to poor living and working conditions. Taking advantage of federal antipoverty resources and the spirit of change that animated the 1960s, working-class Appalachians would help to shape the antipoverty programs at the local and regional level, creating a movement in the process. They did so as they organized around issues—including the environment, occupational safety, health, and welfare rights—and as they used antipoverty programs as a platform to address the systemic inequalities that plagued many of their communities.

American policy toward the Arab-Israeli conflict has reflected dueling impulses at the heart of US-Middle East relations since World War II: growing support for Zionism and Israeli statehood on the one hand, the need for cheap oil resources and strong alliances with Arab states on the other, unfolding alongside the ebb and flow of concerns over Soviet influence in the region during the Cold War. These tensions have tracked with successive Arab–Israeli conflagrations, from the 1948 war through the international conflicts of 1967 and 1973, as well as shifting modes of intervention in Lebanon, and more recently, the Palestinian uprisings in the occupied territories and several wars on the Gaza Strip. US policy has been shaped by diverging priorities in domestic and foreign policy, a halting recognition of the need to tackle Palestinian national aspirations, and a burgeoning peace process which has drawn American diplomats into the position of mediating between the parties. Against the backdrop of regional upheaval, this long history of involvement continues into the 21st century as the unresolved conflict between Israel and the Arab world faces a host of new challenges.

Arab American literature as a category has only become recognized since the 1980s; its origins, however, extend back a century earlier to the 1880s, when writers from Arabic-speaking countries formed literary associations, established printing presses, and participated in a thriving intellectual atmosphere that included literary centers in the United States, Brazil, and Argentina, among other places in the Americas, as well as in Beirut, Damascus, and Cairo. While US-based Arab American literature is heavily enmeshed in the context of its location in the United States, it also intersects with literatures produced in the Americas more broadly and with transnational Arabic literature globally. Prevalent narratives of US–Arab American literature typically divide it into three distinct phases that mirror a wave model of immigration from Arabic-speaking countries to the United States from the 1880s to the early 21st century. A non-linear, and transnational approach to Arab American literature in the United States can yield a layered picture of continuities, breaks, and redirections in Arab American writing, thereby deepening appreciation for the rich history, complex politics, and manifold aesthetics of Arab American literary expression.

Between 1880 and 1924, an estimated half million Arab migrants left the Ottoman Empire to live and work in the Americas. Responding to new economic forces linking the Mediterranean and Atlantic capitalist economies to one another, Arab migrants entered the manufacturing industries of the settler societies they inhabited, including industrial textiles, small-scale commerce (peddling), heavy machining, and migrant services associated with continued immigration from the Middle East. The Ottoman Empire enacted few policies to halt emigration from Syria, Mount Lebanon, and Palestine, instead facilitating a remittance economy that enhanced the emerging cash economies of the Arab world. After 1920, the French Mandate in Syria and Lebanon moved to limit new migration to the Americas, working together with increasingly restrictive immigration regimes in the United States, Argentina, and Brazil to halt Arab labor immigration. Using informal archives, the Arab American press, and the records of diasporic mutual aid and philanthropic societies, new research in Arab American migration illustrates how migrants managed a transnational labor economy and confronted challenges presented by American nativism, travel restriction, and interwar deportations.

Between 1880 and 1940, more than 130,000 Arabs immigrated to the United States as part of the Great Migration of the long 19th century. They lived and worked across the breadth of the United States, fought its many wars, and were engaged in the transformative debates about labor, race, gender, and citizenship that raged throughout this time period. As they struggled to carve out a place in “Amirka” they encountered and fought efforts to racialize them as the uncivilized and undesirable “Other.” Their struggles not only contributed to shaping the United States and its immigration policies, but also confronted them with the conundrum of how to belong: to accept and seek admission into the existing system delineated by race, gender, and class, or to challenge the premises of that system. While there was not a singular response from this diverse community, the majority opted to fight for a place in “white” America even if in return this rendered them a liminal ethnicity.

Relations between the United States and Argentina can be best described as a cautious embrace punctuated by moments of intense frustration. Although never the center of U.S.–Latin American relations, Argentina has attempted to create a position of influence in the region. As a result, the United States has worked with Argentina and other nations of the Southern Cone—the region of South America that comprises Uruguay, Paraguay, Argentina, Chile, and southern Brazil—on matters of trade and economic development as well as hemispheric security and leadership. While Argentina has attempted to assert its position as one of Latin America’s most developed nations and therefore a regional leader, the equal partnership sought from the United States never materialized for the Southern Cone nation. Instead, competition for markets and U.S. interventionist and unilateral tendencies kept Argentina from attaining the influence and wealth it so desired. At the same time, the United States saw Argentina as an unreliable ally too sensitive to the pull of its volatile domestic politics. The two nations enjoyed moments of cooperation in World War I, the Cold War, and the 1990s, when Argentine leaders could balance this particular external partnership with internal demands. Yet at these times Argentine leaders found themselves walking a fine line as detractors back home saw cooperation with the United States as a violation of their nation’s sovereignty and autonomy. There has always been potential for a productive partnership, but each side’s intransigence and unique concerns limited this relationship’s accomplishments and led to a historical imbalance of power.

The Eaton sisters, Edith Maude (b. 1865–d. 1914) and Winnifred (b. 1875–d. 1954), were biracial authors who wrote under their respective pseudonyms, Sui Sin Far and Onoto Watanna. Raised in Montreal, Canada, by an English father and a Chinese mother, the sisters produced works that many scholars have recognized as among the first published by Asian American writers. Edith embraced her Chinese ancestry by composing newspaper articles and short stories that addressed the plight of Chinese immigrants in North America. Winnifred, on the other hand, posed as a Japanese woman and eclipsed her older sibling in popularity by writing interracial romances set in Japan. The significance of the Eaton sisters emerges from a distinct moment in American history. At the turn of the 20th century, the United States began asserting an imperial presence in Asia and the Caribbean, while waves of immigrants entered the nation as valued industrial labor. This dual movement of overseas expansion and incoming foreign populations gave rise to a sense of superiority and anxiety within the white American mainstream. Even as U.S. statesmen and missionaries sought to extend democracy, Christianity, and trade relations abroad, they also doubted that people who came to America could assimilate themselves according to the tenets of a liberal white Protestantism. This concern became evident with the passage of the Chinese Exclusion Act (1882) and the Gentleman’s Agreement (1907), legislation that thwarted Chinese and Japanese immigration efforts. The lives and writings of the Eaton sisters intersected with these broader developments. As mixed-race authors, they catered to a growing U.S. consumer interest in things Asian, acting as cultural interpreters between East and West. In doing so, however, they complicated and challenged American beliefs and attitudes about race relations, gender roles, and empire building.

The Asian American Movement was a social movement for racial justice, most active during the late 1960s through the mid-1970s, which brought together people of various Asian ancestries in the United States who protested against racism and U.S. neo-imperialism, demanded changes in institutions such as colleges and universities, organized workers, and sought to provide social services such as housing, food, and healthcare to poor people. As one of its signal achievements, the Movement created the category “Asian American,” (coined by historian and activist Yuji Ichioka), which encompasses the multiple Asian ethnic groups who have migrated to the United States. Its founding principle of coalitional politics emphasizes solidarity among Asians of all ethnicities, multiracial solidarity among Asian Americans as well as with African, Latino, and Native Americans in the United States, and transnational solidarity with peoples around the globe impacted by U.S. militarism. The movement participated in solidarity work with other Third World peoples in the United States, including the Third World Liberation Front strikes at San Francisco State College and University of California, Berkeley. The Movement fought for housing rights for poor people in the urban cores of San Francisco, Los Angeles, New York City, Seattle, and Philadelphia; it created arts collectives, published newspapers and magazines, and protested vigorously against the Vietnam War. It also extended to Honolulu, where activists sought to preserve land rights in rural Hawai’i. It contributed to the larger radical movement for power and justice that critiqued capitalism and neo-imperialism, which flourished during the 1960s and 1970s.

Although the 1992 Los Angeles riots have been described as a “race riot” sparked by the acquittals of a group of mostly white police officers charged with excessively beating black motorist Rodney King, the widespread targeting and destruction of Asian-owned (mainly Korean) property in and around South Central Los Angeles stands out as one of the most striking aspects of the uprising. For all the commentary generated about the state of black-white relations, African American youths, and the decline of America’s inner cities, the riots also gave many Americans their first awareness of the presence of a Korean immigrant population in Southern California, a large number of Korean shop owners, and the existence of what was commonly framed as the “black-Korean conflict.” For Korean Americans, and Asian Americans more generally, the Los Angeles riots represented a shattered “American dream” and brought focus to their tenuous hold on economic mobility and social inclusion in a society fraught by racial and ethnic tension. The riots furthermore marked a turning point that placed Asian immigrants and Asian Americans at the center of new conversations about social relations in a multiracial America, the place of new immigrants, and the responsibilities of relatively privileged minorities toward the less privileged.

The global political divides of the Cold War propelled the dismantling of Asian exclusion in ways that provided greater, if conditional, integration for Asian Americans, in a central aspect of the reworking of racial inequality in the United States after World War II. The forging of strategic alliances with Asian nations and peoples in that conflict mandated at least token gestures of greater acceptance and equity, in the form of changes to immigration and citizenship laws that had previously barred Asians as “aliens ineligible to citizenship.”1 During the Cold War, shared politics and economic considerations continued to trump racial difference as the United States sought leadership of the “free” capitalist world and competed with Soviet-led communism for the affiliation and cooperation of emerging, postcolonial Third World nations. U.S. courtship of once-scorned peoples required the end of Jim Crow systems of segregation through the repeal of discriminatory laws, although actual practices and institutions proved far more resistant to change. Politically and ideologically, culture and values came to dominate explanations for categories and inequalities once attributed to differences in biological race. Mainstream media and cultural productions celebrated America’s newfound embrace of its ethnic populations, even as the liberatory aspirations inflamed by World War II set in motion the civil rights movement and increasingly confrontational mobilizations for greater access and equality. These contestations transformed the character of America as a multiracial democracy, with Asian Americans advancing more than any other racial group to become widely perceived as a “model minority” by the 1980s with the popularization of a racial trope first articulated during the 1960s. Asian American gains were attained in part through the diminishing of barriers in immigration, employment, residence, education, and miscegenation, but also because their successes affirmed U.S. claims regarding its multiracial democracy and because reforms of immigration law admitted growing numbers of Asians who had been screened for family connections, refugee status, and especially their capacity to contribute economically. The 1965 Immigration Act cemented these preferences for educated and skilled Asian workers, with employers assuming great powers as routes to immigration and permanent status. The United States became the chief beneficiary of “brain drain” from Asian countries. Geometric rates of Asian American population growth since 1965, disproportionately screened through this economic preference system, have sharply reduced the ranks of Asian Americans linked to the exclusion era and set them apart from Latino, black, and Native Americans who remain much more entrenched in the systems of inequality rooted in the era of sanctioned racial segregation.

Though relatively little is known about them when compared with their adult counterparts, the experiences of Chinese American youth and Mexican American youth in Los Angeles were significantly shaped by living in the developing urban city. More independently as they became older, these ethnic youth navigated social structures that informed the racial, gendered, and class orderings of the city. As both Asian American and Mexican American adult populations in the Los Angeles area boomed before World War II, so did their youth populations, reflecting wars, changes in immigration law and policy, and the steady growth of the region’s railroad, manufacturing, and agriculture industries. With lives intimately tied to adults’ lives, both Asian American youth and Mexican American youth were a mix of recent arrivals from outside the United States and individuals who were born within its national borders. Their presences overlapped with those of their parents and other adults, in both private and public spaces where paid and unpaid labor took place. In ways that reflect the cultures of their respective communities of the era, young people utilized city spaces in different ways as they attended school, worked, socialized, and participated in community events and activities. Excluded from white-only institutions and social organizations, Asian American and Mexican American youth formed their own respective organizations and clubs. They brought dynamic life to Angeleno spaces as they navigated social and community expectations along with rapidly changing cultural and consumer trends.

Asian women, the immigrant generation, entered Hawai’i, when it was a kingdom and subsequently a US territory, and the Western US continent, from the 1840s to the 1930s as part of a global movement of people escaping imperial wars, colonialism, and homeland disorder. Most were wives or picture brides from China, Japan, Korea, the Philippines, and South Asia, joining menfolk who worked overseas to escape poverty and strife. Women also arrived independently; some on the East Coast. US immigration laws restricting the entry of Asian male laborers also limited Asian women. Asian women were critical for establishing Asian American families and ensuring such households’ survival and social mobility. They worked on plantations, in agricultural fields and canneries, as domestics and seamstresses, and helped operate family businesses, while doing housework, raising children, and navigating cultural differences. Their activities gave women more power in their families than by tradition and shifted gender roles toward more egalitarian households. Women’s organizations, and women’s leadership, ideas, and skills contributed to ethnic community formation. Second generation (US-born) Asian American women grew up in the late 19th and early 20th centuries and negotiated generational as well as cultural differences. Some were mixed race, namely, biracial or multiracial. Denied participation in many aspects of American youth culture, they formed ethnic-based clubs and organizations and held social activities that mirrored mainstream society. Some attended college. A few broke new ground professionally. Asian and Asian American women were diverse in national origin, class, and location. Both generations faced race and gender boundaries in education, employment, and public spaces, and they were active in civic affairs to improve their lives and their communities’ well-being. Across America, they marched, made speeches, and raised funds to free their homelands from foreign occupation and fought for racial and gender equality in the courts, workplaces, and elsewhere.

The field of Atlantic history analyzes the Atlantic Ocean and its four adjoining continents as a single unit of historical analysis. The field is a style of inquiry as much as it is a study of a geographic region. It is an approach that emphasizes connections and circulations, and its practitioners tend to de-emphasize political borders in their interest in exploring the experiences of people whose lives were transformed by their location within this large region. The field’s focus is the period from c. 1450 to 1900, but important debates about periodization reflect the challenges of writing a history that has no single geographic vantage point yet strives to be as inclusive as possible. The history of the United States intersects with Atlantic history in multiple ways, although the fields are neither parallel nor coterminous. Assessing the topics of slavery and citizenship, as they developed in the United States and around the Atlantic, demonstrate the potential advantages of this broader perspective on US history. Although the field emphasizes the early modern era, legacies of Atlantic history pervade the modern world, and individuals and institutions continue to struggle to understand all of the ways these legacies shape legal, social, economic, cultural, and political practices in the first decades of the 21st century.

The war against Japan (1941–1945) gave rise to a uniquely enduring alliance between the United States, Australia, and New Zealand. Rooted in overlapping geopolitical interests and shared Western traditions, tripartite relationships forged in the struggles against fascism in World War II deepened as Cold War conflicts erupted in East and Southeast Asia. War in Korea drew the three Pacific democracies into a formal alliance, ANZUS. In the aftermath of defeat in Vietnam, however, American hegemony confronted new challenges, regionally and globally. A more fluid geopolitical environment replaced the alliance certainties of the early Cold War. ANZUS splintered but was not permanently broken. Thus the ebb and flow of tripartite relationships from the attack on Pearl Harbor to the first decades of the “Pacific Century” shifted as the “war on terror” and, in a very different way, the “rise of China,” revitalized trilateral cooperation and resuscitated the ANZUS agreement.

Since the introduction of “Fordism” in the early 1910s, which emphasized technological improvements and maximizing productive efficiency, US autoworkers have struggled with repetitive, exhausting, often dangerous jobs. Yet beginning with Ford’s Five Dollar Day, introduced in 1914, auto jobs have also provided higher pay than most other wage work, attracting hundreds of thousands of people, especially to Detroit, Michigan, through the 1920s, and again from World War II until the mid-1950s. Successful unionization campaigns by the United Auto Workers (UAW) in the 1930s and early 1940s resulted in contracts that guaranteed particular wage increases, reduced the power of foremen, and created a process for resolving workplace conflicts. In the late 1940s and early 1950s UAW president Walter Reuther negotiated generous medical benefits and pensions for autoworkers. The volatility of the auto industry, however, often brought layoffs that undermined economic security. By the 1950s overproduction and automation contributed heavily to instability for autoworkers. The UAW officially supported racial and gender equality, but realities in auto plants and the makeup of union leadership often belied those principles. Beginning in the 1970s US autoworkers faced disruptions caused by high oil prices, foreign competition, and outsourcing to Mexico. Contract concessions at unionized plants began in the late 1970s and continued into the 2000s. By the end of the 20th century, many American autoworkers did not belong to the UAW because they were employed by foreign automakers, who built factories in the United States and successfully opposed unionization. For good reason, autoworkers who survived the industry’s turbulence and were able to retire with guaranteed pensions and medical care look back fondly on all that they gained from working in the industry under UAW contracts. Countless others left auto work permanently and often reluctantly in periodic massive layoffs and the continuous loss of jobs from automation.

In creating a new nation, the United States also had to create a financial system from scratch. During the period from the Revolution to the Civil War, the country experimented with numerous options. Although the Constitution deliberately banned the issuance of paper money by either Congress or the states, states indirectly reclaimed this power by incorporating state-chartered banks with the ability to print banknotes. These provided Americans with a medium of exchange to facilitate trade and an expansionary money supply to meet the economic needs of a growing nation. The federal government likewise entered into the world of money and finance with the incorporation of the First and Second Banks of the United States. Not only did critics challenge the constitutionality of these banks, but contemporaries likewise debated whether any banking institutions promoted the economic welfare of the nation or if they instead introduced unnecessary instability into the economy. These debates became particularly heated during moments of crisis. Periods of war, including the Revolutionary War, the War of 1812, and the Civil War, highlighted the necessity of a robust financial system to support the military effort, while periods of economic panic such as the Panic of 1819, the Panics of 1837 and 1839, and the Panic of 1857 drew attention to the weaknesses inherent in this decentralized, largely unregulated system. Whereas Andrew Jackson succeeded in destroying the Second Bank of the United States during the Bank War, state-chartered commercial banks, savings banks, and investment banks still multiplied rapidly throughout the period. Numerous states introduced regulations intended to control the worst excesses of these banks, but the most comprehensive legislation occurred with the federal government’s Civil War-era Banking Acts, which created the first uniform currency for the nation.

Racism in the United States has long been a national problem, not a regional phenomenon. The long and well-documented history of slavery, Jim Crow laws, and racial violence in the South overshadows the persistent reality of racial discrimination, systemic segregation, and entrenched inequality north of the Mason-Dixon line. From the mid-19th century forward, African Americans and their allies mounted a series of challenges to racially separate schools, segregated public accommodations, racially divided workplaces, endemic housing segregation, and discriminatory policing. The northern civil rights movement expanded dramatically in the aftermath of the Great Migration of blacks northward and the intensification of segregation in northern hotels, restaurants, and theaters, workplaces, housing markets, and schools in the early 20th century. During the Great Depression and World War II, emboldened civil rights organizations engaged in protest, litigation, and lobbying efforts to undermine persistent racial discrimination and segregation. Their efforts resulted in legal and legislative victories against racially separate and unequal institutions, particularly workplaces and stores. But segregated housing and schools remained more impervious to change. By the 1960s, many black activists in the North grew frustrated with the pace of change, even as they succeeded in increasing black representation in elected office, in higher education, and in certain sectors of the economy. In the late 20th century, civil rights activists launched efforts to fight the ongoing problem of police brutality and the rise of the prison-industrial complex. And they pushed, mostly through the courts, for the protection of the fragile gains of the civil rights era. The black freedom struggle in the North remained incomplete in the face of ongoing segregation, persistent racism, and ongoing racial inequality in employment, education, income, and wealth.

Examining American history through the lens of black girlhood underscores just how thoroughly childhood everywhere is not “natural” but depends heavily on its social construction. Furthermore, ideas about childhood innocence are deeply racialized and gendered. At the end of Reconstruction, African Americans lost many of the social and political gains achieved after the Civil War. This signaled the emergence of Jim Crow, placing many blacks in the same social, political, and economic position that they occupied before freedom. Black girls who came of age in the 20th century lived through Jim Crow, the civil rights movement, Black Power, and the rise of the New Right. Moreover, black girls in the 20th century inherited many of the same burdens that their female ancestors carried—especially labor exploitation, criminalization, and racist notions of black sexuality—which left them vulnerable to physical, emotional, and sexual violence. In short, black girls were denied the childhood protections that their white counterparts possessed. If fights for cultural representation, economic justice, equal access to education, and a more just legal system are familiar sites of black struggle, then examining black girlhood reveals much about the black freedom movement. Activists, parents, and community advocates centered black girls’ struggles within their activism. Black girls were also leaders within their own right, lending their voices, bodies, and intellect to the movement. Their self-advocacy illustrates their resistance to systemic oppression. However, resistance in the more obvious sense—letter writing, marching, and political organizing—are not the only spaces to locate black girls’ resistance. In a nation that did not consider black children as children, their pursuit of joy and pleasure can also be read as radical acts. The history of 20th-century black girlhood is simultaneously a history of exclusion, trauma, resilience, and joy.

The popular media often illustrate black nationalism with images of Malcolm X and black leather-jacketed, Afro-wearing, armed Black Panthers in the 1960s, and, in later decades, Louis Farrakhan and hip-hop artists such as Public Enemy. Although historians disagree about black nationalism’s composition and origins, they argue that it has a long pedigree in American history, traceable at least to the first half of the 19th century, if not earlier. While men were most often black nationalism’s public exponents, and some emphasized manhood and female subordination, black nationalism also appealed to many black women, some of whom also exercised leadership and organizational skills in its service. Marcus Garvey, a Jamaican, led the first mass black nationalist organization in the United States, the Universal Negro Improvement Association (UNIA), during the 1920s. Like 19th-century black nationalists, Garvey advocated an independent state for people of African descent, black uplift, and the “civilizing” of Africa. Although not original to him, his emphasis on the right to self-defense, independent black economic development, and pride in African history boosted the UNIA’s popularity. Garvey fell victim to state oppression in the United States, but some former Garveyites joined the Moorish Science Temple of America (MSTA) and probably also the Nation of Islam (NOI), both of which rejected Christianity, identified blacks as Asiatics, and adopted particularist interpretations of Islam. In the 1950s and 1960s, Malcolm X, the charismatic son of Garveyite parents, became the Nation’s chief recruiter. Personal differences with Elijah Muhammad, the Nation’s leader since the 1930s, eventually led to Malcolm X’s departure in 1964. Although he was assassinated in 1965, Malcolm X’s calls for armed self-defense, self-determination and black pride, and identification with anticolonial struggles heavily influenced Black Power advocates. Some civil rights organizations and workers, who were disillusioned by intransigent white racism and distrustful of white liberals, championed Black Power, which was multifaceted and sometimes more reformist than nationalist.
