From the American Revolution until the late 19th century, the United States and Russia enjoyed a “distant friendship,” meaning that the first interactions and perceptions between Russians and Americans were mostly positive, but the affinity for one another did not run particularly deep. The two peoples looked at each other across a wide geographic and cultural chasm.
As the United States spread across the North American continent and into the Pacific, and Russia established colonies in Alaska and at Fort Ross, Russians and Americans began to encounter one another more frequently. Occasionally this trend led to tension and competition, but overall relations remained cordial, reaching a high point in the 1850s and 1860s when the United States tacitly supported Russia during the Crimean War and Russia backed the Union during the American Civil War. The goodwill culminated in the Russian decision to sell Alaska to the United States.
Soon, however, differences in ideology and interests drove the two countries into a more tense and competitive relationship. Americans came to view Russians as squandering their land’s great potential under the yoke of an autocratic government and cultural “backwardness,” while Russians scoffed at America’s claims of moral superiority even as the United States expanded into an overseas empire and discriminated against Black and Asian people at home. These views of each other, combined with growing rivalry over influence in Northeast Asia, drove US-Russian relations to a low point on the eve of World War I. Many of the stereotypes about each other and the conflicts of interest, papered over briefly as allies against the Central Powers in 1917, would resurface during the Soviet period.

Born in 1843 as the seventh of nine children to a Methodist family in Niles, Ohio, William McKinley was not destined for political greatness. Much like his politics, his rise was steady and incremental, his ambition as patient as it was large. After four years serving the Union in the Civil War, McKinley returned to Ohio to start a local law practice. Following a short stint as a county prosecutor, he married, started a family, and then met with his life’s greatest tragedy: the deaths of both of his young daughters within two years of each other. Amid this immense personal turmoil, McKinley ran for Congress. He served seven terms until a Democratic challenger unseated him, enabled by gerrymandered district lines. Within a matter of months, McKinley turned around to win Ohio’s governorship twice, before becoming the nation’s twenty-fifth president in 1897. However faded he has become in historical memory, at the time of his assassination in 1901, just six months into his second presidential term, McKinley was a towering figure in US politics. He led the United States in three wars spanning two continents and was only the third US president in almost seven decades to win two consecutive terms. In foreign policy, where he left his greatest mark, McKinley changed the trajectory of US history by consolidating US control over the Caribbean, defeating a European power in war, and irreversibly expanding the US military to sustain an empire that stretched 7,000 miles into the Pacific Ocean. The costs were significant: hundreds of thousands of Filipinos dead, millions colonized under American rule, and new strategic commitments too distant to reasonably protect. It is therefore one of the greatest ironies of US presidential history that so much about McKinley’s life remains shrouded in mystery or, worse, forgotten.

From its origins in the 1840s, Dallas developed quickly into a prosperous market town. After acquiring two railroads in the 1870s, the city became the commercial and financial center of North Central Texas. Early urban development featured competition and cooperation between the city’s business leadership, women’s groups, and coalitions formed by Populists, socialists, and organized labor. Notably, the city’s African Americans were marginalized economically and excluded from civic affairs. By the end of the 1930s, city building became more exclusive even for the white population. A new generation of business leaders threatened by disputes over Progressive Era social reforms and city planning, the revival of the Ku Klux Klan, and attempts to organize industrial workers used its control of local media, at-large elections, and repression to dominate civic affairs until the 1970s.

The Populist Movement in the 19th Century

American Populism of the 1880s and 1890s marked the political high-water mark of the social movements of farmers, wage earners, women, and other sectors of society in the years after the Civil War. These movements forged the People’s Party, also known as the Populist Party, which campaigned against corporate power and economic inequality and was one of the most successful third parties in US history. Populist candidates won gubernatorial elections in nine states and gained some forty-five seats in the US Congress, including six seats in the Senate, and in 1892 the Populist presidential candidate, James B. Weaver of Iowa, received over a million votes, more than 8 percent of the total. The Populist Party was not a conventional political party but a coalition of organizations, including the Farmers’ Alliances, the Knights of Labor, and other reform movements, in what the Populists described as a “congress of industrial orders.” These organizations gave the People’s Party its strength and shaped its character as a party of working people with a vision of egalitarian cooperation and solidarity comparable to the labor, farmer-labor, and social-democratic parties in Europe and elsewhere that took shape in the same decades. Despite their egalitarian claims, however, the Populists had at best a mixed attitude towards the struggles for racial equality, and at worst accommodated Indian dispossession, Chinese exclusion, and Jim Crow segregation. In terms of its legacy, veterans of the Populist movement and many of its policy proposals would shape progressive and labor-farmer politics deep into the 20th century, partly by way of the Socialist Party, but mainly by way of the progressive or liberal wings of the Democratic and Republican Parties. At the same time, the adjective “populist” has come to describe a wide variety of political phenomena, including right-wing and nationalist movements, that have no particular connection to the late 19th-century Populism.

Cold War in the American Working Class

The US working class and the institutional labor movement was shaped by anticommunism. Anticommunism preceded the founding of the Soviet Union and the Cold War, and this early history affected the later experience. It reinforced conservative positions on union issues even in the period before the Cold War, and forged the alliances that influenced the labor movement’s direction, including the campaign to organize the South, the methods and structures of unions, and US labor’s foreign policy positions. While the Communist Party of the USA (CP) was a hierarchical organization straitjacketed by an allegiance to the Soviet Union, the unions it fostered cultivated radical democratic methods, while anticommunism often justified opposition to militancy and obstructed progressive policies. In the hottest moments of the postwar development of domestic anticommunism, unions and their members were vilified and purged from the labor movement, forced to take loyalty oaths, and fired for their association with the CP. The Cold War in the working class removed critical perspectives on capitalism, reinforced a moderate and conservative labor officialdom, and led to conformity with the state on foreign policy issues.

Financial Crises in American History

U.S. history is full of frequent and often devastating financial crises. They have coincided with business cycle downturns, but they have been rooted in the political design of markets. Financial crises have also drawn from changes in the underpinning cultures, knowledge systems, and ideologies of marketplace transactions. The United States’ political and economic development spawned, guided, and modified general factors in crisis causation. Broadly viewed, the reasons for financial crises have been recurrent in their form but historically specific in their configuration: causation has always revolved around relatively sudden reversals of investor perceptions of commercial growth, stock market gains, monetary availability, currency stability, and political predictability. The United States’ 19th-century financial crises, which happened in rapid succession, are best described as disturbances tied to market making, nation building, and empire creation. Ongoing changes in America’s financial system aided rapid national growth through the efficient distribution of credit to a spatially and organizationally changing economy. But complex political processes—whether Western expansion, the development of incorporation laws, or the nation’s foreign relations—also underlay the easy availability of credit. The relationship between systemic instability and ideas and ideals of economic growth, politically enacted, was then mirrored in the 19th century. Following the “Golden Age” of crash-free capitalism in the two decades after the Second World War, the recurrence of financial crises in American history coincided with the dominance of the market in statecraft. Banking and other crises were a product of political economy. The Global Financial Crisis of 2007–2008 not only once again changed the regulatory environment in an attempt to correct past mistakes, but also considerably broadened the discursive situation of financial crises as academic topics.

US Antitrust Law and Policy in Historical Perspective

The key pieces of antitrust legislation in the United States—the Sherman Antitrust Act of 1890 and the Clayton Act of 1914—contain broad language that has afforded the courts wide latitude in interpreting and enforcing the law. This article chronicles the judiciary’s shifting interpretations of antitrust law and policy over the past 125 years. It argues that jurists, law enforcement agencies, and private litigants have revised their approaches to antitrust to accommodate economic shocks, technological developments, and predominant economic wisdom. Over time an economic logic that prioritizes lowest consumer prices as a signal of allocative efficiency—known as the consumer welfare standard—has replaced the older political objectives of antitrust, such as protecting independent proprietors or small businesses, or reducing wealth transfers from consumers to producers. However, a new group of progressive activists has again called for revamping antitrust so as to revive enforcement against dominant firms, especially in digital markets, and to refocus attention on the political effects of antitrust law and policy. This shift suggests that antitrust may remain a contested field for scholarly and popular debate.

The Role of Congress in the History of US Foreign Relations

While presidents have historically been the driving force behind foreign policy decision-making, Congress has used its constitutional authority to influence the process. The nation’s founders designed a system of checks and balances aimed at establishing a degree of equilibrium in foreign affairs powers. Though the president is the commander-in-chief of the armed forces and the country’s chief diplomat, Congress holds responsibility for declaring war and can also exert influence over foreign relations through its powers over taxation and appropriation, while the Senate possesses authority to approve or reject international agreements. This separation of powers compels the executive branch to work with Congress to achieve foreign policy goals, but it also sets up conflict over what policies best serve national interests and the appropriate balance between executive and legislative authority. Since the founding of the Republic, presidential power over foreign relations has accreted in fits and starts at the legislature’s expense. When core American interests have come under threat, legislators have undermined or surrendered their power by accepting presidents’ claims that defense of national interests required strong executive action. This trend peaked during the Cold War, when invocations of national security enabled the executive to amass unprecedented control over America’s foreign affairs.

The Populist Party, Industrial Workers, and Their Unions

The People’s (or Populist) Party represented the last major third-party effort to prevent the emergence of large-scale corporate capitalism in the United States. Founded in 1891, the party sought to unite the producers of wealth—farmers and workers—into a political coalition dedicated to breaking the hold of private bankers over the nation’s monetary system, controlling monopolies through government ownership, and opening up unused land to actual settlers. Industrial workers and their unions were initially wary of the new party, but things changed after the traumatic labor unrest of 1894: Coxey’s March, the nationwide coal strike, and the Pullman boycott. At that time, the American Federation of Labor (AFL) debated some form of alliance with the Populists. Although the Federation rejected such an alliance in both 1894 and 1895 by the slimmest of margins, it did elect a labor Populist—John McBride of the United Mine Workers of America (UMWA)—to the presidency in 1894. This Populist insurgency represents the closest that the main body of the nation’s labor movement ever came to forming a labor party resembling those that arose in industrialized Europe, and its failure helps explain why American workers were unable to mobilize politically to challenge the emerging economic order dominated by large corporate enterprises.
While the agrarian leaders of the People’s Party at first sought the backing of industrial workers, especially those associated with the AFL, they shunned labor’s support after the trauma of 1894. Party officials like Herman Taubeneck, James Weaver, and Tom Watson feared that labor’s support would taint the party with radicalism and violence, warned that trade unionists sought to control the party, and took steps designed to alienate industrial workers. They even justified their retreat from the broad-based Omaha Platform (1892) on the grounds that it would drive the trade unionists they called “socialists” from the party.

Lobbying and Business Associations

Political lobbying has always played a key role in American governance, but the concept of paid influence peddling has been marked by a persistent tension throughout the country’s history. On the one hand, lobbying represents a democratic process by which citizens maintain open access to government. On the other, the outsized clout of certain groups engenders corruption and perpetuates inequality. The practice of lobbying itself has reflected broader social, political, and economic changes, particularly in the scope of state power and the scale of business organization. During the Gilded Age, associational activity flourished and lobbying became increasingly the province of organized trade associations. By the early 20th century, a wide range at political reforms worked to counter the political influence of corporations. Even after the Great Depression and New Deal recast the administrative and regulatory role of the federal government, business associations remained the primary vehicle through which corporations and their designated lobbyists influenced government policy. By the 1970s, corporate lobbyists had become more effective and better organized, and trade associations spurred a broad-based political mobilization of business. Business lobbying expanded in the latter decades of the 20th century; while the number of companies with a lobbying presence leveled off in the 1980s and 1990s, the number of lobbyists per company increased steadily and corporate lobbyists grew increasingly professionalized. A series of high-profile political scandals involving lobbyists in 2005 and 2006 sparked another effort at regulation. Yet despite popular disapproval of lobbying and distaste for politicians, efforts to substantially curtail the activities of lobbyists and trade associations did not achieve significant success.
