An enduring resilience characterizes Philippine–American relationship for several reasons. For one, there is an unusual colonial relationship wherein the United States took control of the Philippines from the Spanish and then shared power with an emergent Filipino elite, introduced suffrage, implemented public education, and promised eventual national independence. A shared experience fighting the Japanese in World War II and defeating a postwar communist rebellion further cemented the “special relationship” between the two countries. The United States took advantage of this partnership to compel the Philippines to sign an economic and military treaty that favored American businesses and the military, respectively. Filipino leaders not only accepted the realities of this strategic game and exploited every opening to assert national interests but also benefitted from American largesse. Under the dictatorship of President Ferdinand Marcos, this mutual cadging was at its most brazen. As a result, the military alliance suffered when the Philippines terminated the agreement, and the United States considerably reduced its support to the country. But the estrangement did not last long, and both countries rekindled the “special relationship” in response to the U.S. “Global War on Terror” and, of late, Chinese military aggression in the West Philippine Sea.
Spanning countries across the globe, the antinuclear movement was the combined effort of millions of people to challenge the superpowers’ reliance on nuclear weapons during the Cold War. Encompassing an array of tactics, from radical dissent to public protest to opposition within the government, this movement succeeded in constraining the arms race and helping to make the use of nuclear weapons politically unacceptable. Antinuclear activists were critical to the establishment of arms control treaties, although they failed to achieve the abolition of nuclear weapons, as anticommunists, national security officials, and proponents of nuclear deterrence within the United States and Soviet Union actively opposed the movement. Opposition to nuclear weapons evolved in tandem with the Cold War and the arms race, leading to a rapid decline in antinuclear activism after the Cold War ended.
From its inception as a nation in 1789, the United States has engaged in an environmental diplomacy that has included attempts to gain control of resources, as well as formal diplomatic efforts to regulate the use of resources shared with other nations and peoples. American environmental diplomacy has sought to gain control of natural resources, to conserve those resources for the future, and to protect environmental amenities from destruction. As an acquirer of natural resources, the United States has focused on arable land as well as on ocean fisheries, although around 1900, the focus on ocean fisheries turned into a desire to conserve marine resources from unregulated harvesting.
The main 20th-century U.S. goal was to extend beyond its borders its Progressive-era desire to utilize resources efficiently, meaning the greatest good for the greatest number for the longest time. For most of the 20th century, the United States was the leader in promoting global environmental protection through the best science, especially emphasizing wildlife. Near the end of the century, U.S. government science policy was increasingly out of step with global environmental thinking, and the United States often found itself on the outside. Most notably, the attempts to address climate change moved ahead with almost every country in the world except the United States.
While a few monographs focus squarely on environmental diplomacy, it is safe to say that historians have not come close to tapping the potential of the intersection of the environmental and diplomatic history of the United States.

On the eve of World War II many Americans were reluctant to see the United States embark on overseas involvements. Yet the Japanese attack on the U.S. Pacific fleet at Pearl Harbor on December 7, 1941, seemingly united the nation in determination to achieve total victory in Asia and Europe. Underutilized industrial plants expanded to full capacity producing war materials for the United States and its allies. Unemployment was sucked up by the armed services and war work. Many Americans’ standard of living improved, and the United States became the wealthiest nation in world history.
Over time, this proud record became magnified into the “Good War” myth that has distorted America’s very real achievement. As the era of total victories receded and the United States went from leading creditor to debtor nation, the 1940s appeared as a golden age when everything worked better, people were united, and the United States saved the world for democracy (an exaggeration that ignored the huge contributions of America’s allies, including the British Empire, the Soviet Union, and China). In fact, during World War II the United States experienced marked class, sex and gender, and racial tensions. Groups such as gays made some social progress, but the poor, especially many African Americans, were left behind. After being welcomed into the work force, women were pressured to go home when veterans returned looking for jobs in late 1945–1946, losing many of the gains they had made during the conflict. Wartime prosperity stunted the development of a welfare state; universal medical care and social security were cast as unnecessary. Combat had been a horrific experience, leaving many casualties with major physical or emotional wounds that took years to heal. Like all major global events, World War II was complex and nuanced, and it requires careful interpretation.
Foreign economic policy involves the mediation and management of economic flows across borders. Over two and a half centuries, the context for U.S. foreign economic policy has transformed. Once a fledgling republic on the periphery of the world economy, the United States has become the world’s largest economy, the arbiter of international economic order, and a predominant influence on the global economy. Throughout this transformation, the making of foreign economic policy has entailed delicate tradeoffs between diverse interests—political and material, foreign and domestic, sectional and sectoral, and so on. Ideas and beliefs have also shaped U.S. foreign economic policy—from Enlightenment-era convictions about the pacifying effects of international commerce to late 20th-century convictions about the efficacy of free markets.
The Soviet Union’s successful launch of the first artificial satellite Sputnik 1 on October 4, 1957, captured global attention and achieved the initial victory in what would soon become known as the space race. This impressive technological feat and its broader implications for Soviet missile capability rattled the confidence of the American public and challenged the credibility of U.S. leadership abroad. With the U.S.S.R.’s launch of Sputnik, and then later the first human spaceflight in 1961, U.S. policymakers feared that the public and political leaders around the world would view communism as a viable and even more dynamic alternative to capitalism, tilting the global balance of power away from the United States and towards the Soviet Union.
Reactions to Sputnik confirmed what members of the U.S. National Security Council had predicted: the image of scientific and technological superiority had very real, far-reaching geopolitical consequences. By signaling Soviet technological and military prowess, Sputnik solidified the link between space exploration and national prestige, setting a course for nationally funded space exploration for years to come. For over a decade, both the Soviet Union and the United States funneled significant financial and personnel resources into achieving impressive firsts in space, as part of a larger effort to win alliances in the Cold War contest for global influence.
From a U.S. vantage point, the space race culminated in the first Moon landing in July 1969. In 1961, President John F. Kennedy proposed Project Apollo, a lunar exploration program, as a tactic for restoring U.S. prestige in the wake of Soviet cosmonaut Yuri Gagarin’s spaceflight and the failure of the Bay of Pigs invasion. To achieve Kennedy’s goal of sending a man to the Moon and returning him safely back to Earth by the end of the decade, the United States mobilized a workforce in the hundreds of thousands. Project Apollo became the most expensive government funded civilian engineering program in U.S. history, at one point stretching to more than 4 percent of the federal budget. The United States’ substantial investment in winning the space race reveals the significant status of soft power in American foreign policy strategy during the Cold War.
Military assistance programs have been crucial instruments of American foreign policy since World War II, valued by policymakers for combating internal subversion in the “free world,” deterring aggression, and protecting overseas interests. The 1958 Draper Committee, consisting of eight members of the Senate Foreign Relations Committee, concluded that economic and military assistance were interchangeable; as the committee put it, without internal security and the “feeling of confidence engendered by adequate military forces, there is little hope for economic progress.” Less explicitly, military assistance was also designed to uphold the U.S. global system of military bases established after World War II, ensure access to raw materials, and help recruit intelligence assets while keeping a light American footprint. Police and military aid was often invited and welcomed by government elites in so-called free world nations for enhancing domestic security or enabling the swift repression of political opponents. It sometimes coincided with an influx of economic aid, as under the Marshall Plan and Alliance for Progress. In cases like Vietnam, the programs contributed to stark human rights abuses owing to political circumstances and prioritizing national security over civil liberties.

For nearly a decade, American combat soldiers fought in South Vietnam to help sustain an independent, noncommunist nation in Southeast Asia. After U.S. troops departed in 1973, the collapse of South Vietnam in 1975 prompted a lasting search to explain the United States’ first lost war. Historians of the conflict and participants alike have since critiqued the ways in which civilian policymakers and uniformed leaders applied—some argued misapplied—military power that led to such an undesirable political outcome. While some claimed U.S. politicians failed to commit their nation’s full military might to a limited war, others contended that most officers fundamentally misunderstood the nature of the war they were fighting. Still others argued “winning” was essentially impossible given the true nature of a struggle over Vietnamese national identity in the postcolonial era. On their own, none of these arguments fully satisfy. Contemporary policymakers clearly understood the difficulties of waging a war in Southeast Asia against an enemy committed to national liberation. Yet the faith of these Americans in their power to resolve deep-seated local and regional sociopolitical problems eclipsed the possibility there might be limits to that power. By asking military strategists to simultaneously fight a war and build a nation, senior U.S. policymakers had asked too much of those crafting military strategy to deliver on overly ambitious political objectives. In the end, the Vietnam War exposed the limits of what American military power could achieve in the Cold War era.
The foreign relations of the Jacksonian age reflected Andrew Jackson’s own sense of the American “nation” as long victimized by non-white enemies and weak politicians. His goal as president from 1829 to 1837 was to restore white Americans’ “sovereignty,” to empower them against other nations both within and beyond US territory. Three priorities emerged from this conviction.
First, Jackson was determined to deport the roughly 50,000 Creeks, Cherokees, Choctaws, Chickasaws, and Seminoles living in southern states and territories. He saw them as hostile nations who threatened American safety and checked American prosperity. Far from a domestic issue, Indian Removal was an imperial project that set the stage for later expansion over continental and oceanic frontiers.
Second and somewhat paradoxically, Jackson sought better relations with Great Britain. These were necessary because the British Empire was both the main threat to US expansion and the biggest market for slave-grown exports from former Indian lands. Anglo-American détente changed investment patterns and economic development throughout the Western Hemisphere, encouraging American leaders to appease London even when patriotic passions argued otherwise.
Third, Jackson wanted to open markets and secure property rights around the globe, by treaty if possible but by force when necessary. He called for a larger navy, pressed countries from France to Mexico for outstanding debts, and embraced retaliatory strikes on “savages” and “pirates” as far away as Sumatra. Indeed, the Jacksonian age brought a new American presence in the Pacific. By the mid-1840s the United States was the dominant power in the Hawaiian Islands and a growing force in China. The Mexican War that followed made the Union a two-ocean colossus—and pushed its regional tensions to the breaking point.

The birth of the United States through a successful colonial revolution created a unique nation-state in which anti-imperialist sentiment existed from the nation’s founding. Three broad points are essential in understanding the relationship between anti-imperialism and U.S. foreign relations. First, the United States obviously has had more than its share of imperialist ventures over the course of its history. Perhaps the better way to address the matter is to remark on—at least in comparison to other major powers—how intense a commitment to anti-imperialism has remained among some quarters of the American public and government. Second, the strength of anti-imperialist sentiment has varied widely and often has depended upon domestic developments, such as the emergence of abolitionism before the Civil War or the changing nature of the Progressive movement following World War I. Third, anti-imperialist policy alternatives have enjoyed considerably more support in Congress than in the executive branch.
Although Americans have adopted and continue to adopt children from all over the world, Asian minors have immigrated and joined American families in the greatest numbers and most shaped our collective understanding of the process and experiences of adoption. The movement and integration of infants and youths from Japan, the Philippines, India, Vietnam, Korea, and China (the most common sending nations in the region) since the 1940s have not only altered the composition and conception of the American family but also reflected and reinforced the complexities of U.S. relations with and actions in Asia. In tracing the history of Asian international adoption, we can undercover shifting ideas of race and national belonging. The subject enriches the fields of Asian American and immigration history.

Counterinsurgency (known as COIN) is a theory of war that seeks to describe a proven set of techniques that a government may use to defeat a violent, internal, organized challenge to its authority and legitimacy. The term is sometimes also used to describe the set of activities itself (e.g., “conducting counterinsurgency”). The term originates from the middle of the 20th century, when it emerged from officials in U.S. President John F. Kennedy’s administration, as well as from British and French thinkers and practitioners with whom these officials were consulting. The Kennedy Administration and its allies were grappling with how to deal with what they viewed as Soviet attempts to destabilize post-colonial governments in the Third World and bring those nascent countries into the Soviet orbit. Encouraged by British and French experience in post-colonial rebellions and prior experience of imperial policing, the Kennedy administration hoped to apply their lessons learned to Cold War problems, most notably the growing challenges in Vietnam.
Rebellions, “irregular warfare,” “guerrilla warfare,” or “small wars,” or for that matter, thinking about means to put them down, go back to the beginnings of organized conflict itself. But 20th-century thinkers were informed most especially by British and French theorists of the 19th and early 20th centuries, such as British Colonel Charles E. Calwell and future Marshal of France, Hubert Lyautey. The most significant influence came from veterans, such as Sir Robert Thompson, of Britain’s “Emergency” in Malaya, from 1948–1960, and from David Galula, veteran of France’s conflict in Algeria from 1954–1960. Though these theorists differ on a number of points and on emphasis, the intellectual paternity is clear.
At its heart, the premise of counterinsurgency theory is that rebellions can only be eliminated by gaining the support of the population. Because rebels can hide amongst the people, influence them, and convince “fence sitters” to join in an insurgency, the government can only succeed when the majority of the population rejects the rebels and their message, refuses to offer them assistance, and ultimately turns them over to the authorities. Counterinsurgency theorists often invoke an image from a work by Chinese leader Mao Zedong, On Guerrilla Warfare, in which he described the people as water and guerrilla fighters as fish swimming in it.
Theorists argued for decades (indeed, the argument goes on) about whether America’s war in Vietnam failed because the nation was unable or unwilling to fully implement proper counterinsurgency practices. When the U.S.-led wars in Iraq and Afghanistan in the 21st century began to falter, counterinsurgency and its proponents were once again center stage. Indeed, many maintain that, in 2007, the United States began to implement COIN, and that this turned the tide. But this argument remains in dispute, as do the theoretical and historical foundations of COIN more broadly.

American cities have been transnational in nature since the first urban spaces emerged during the colonial period. Yet the specific shape of the relationship between American cities and the rest of the world has changed dramatically in the intervening years. In the mid-20th century, the increasing integration of the global economy within the American economy began to reshape US cities. In the Northeast and Midwest, the once robust manufacturing centers and factories that had sustained their residents—and their tax bases—left, first for the South and West, and then for cities and towns outside the United States, as capital grew more mobile and businesses sought lower wages and tax incentives elsewhere. That same global capital, combined with federal subsidies, created boomtowns in the once-rural South and West. Nationwide, city boosters began to pursue alternatives to heavy industry, once understood to be the undisputed guarantor of a healthy urban economy. Increasingly, US cities organized themselves around the service economy, both in high-end, white-collar sectors like finance, consulting, and education, and in low-end pink-collar and no-collar sectors like food service, hospitality, and health care. A new legal infrastructure related to immigration made US cities more racially, ethnically, and linguistically diverse than ever before.
At the same time, some US cities were agents of economic globalization themselves. Dubbed “global cities” by celebrants and critics of the new economy alike, these cities achieved power and prestige in the late 20th century not only because they had survived the ruptures of globalization but because they helped to determine its shape. By the end of the 20th century, cities that are not routinely listed among the “global city” elite jockeyed to claim “world-class” status, investing in high-end art, entertainment, technology, education, and health care amenities to attract and retain the high-income white-collar workers understood to be the last hope for cities hollowed out by deindustrialization and global competition. Today, the extreme differences between “global cities” and the rest of US cities, and the extreme socioeconomic stratification seen in cities of all stripes, is a key concern of urbanists.

Haiti (known as Saint-Domingue until it gained its independence from France in 1804) had a noted economic and political impact on the United States during the era of the American Revolution, when it forced U.S. statesmen to confront issues they had generally avoided, most prominently racism and slavery. But the impact of the Haitian Revolution was most tangible in areas like commerce, territorial expansion, and diplomacy. Saint-Domingue served as a staging ground for the French military and navy during the American Revolution and provided troops to the siege of Savannah in 1779. It became the United States’ second-largest commercial partner during the 1780s and 1790s. After Saint-Domingue’s slaves revolted in 1791, many of its inhabitants found refuge in the United States, most notably in Philadelphia, Charleston, and New Orleans. Fears (or hopes) that the slave revolt would spread to the United States were prevalent in public opinion. As Saint-Domingue achieved quasi-autonomous status under the leadership of Toussaint Louverture, it occupied a central place in the diplomacy of John Adams and Thomas Jefferson. The Louisiana Purchase was made possible in part by the failure of a French expedition to Saint-Domingue in 1802–1803. Bilateral trade declined after Saint-Domingue acquired its independence from France in 1804 (after which Saint-Domingue became known as Haiti), but Haiti continued to loom large in the African-American imagination, and there were several attempts to use Haiti as a haven for U.S. freedmen. The U.S. diplomatic recognition of Haiti also served as a reference point for antebellum debates on slavery, the slave trade, and the status of free people of color in the United States.

In its formulation of foreign policy, the United States takes account of many priorities and factors, including national security concerns, economic interests, and alliance relationships. An additional factor with significance that has risen and fallen over time is human rights, or more specifically violations of human rights. The extent to which the United States should consider such abuses or seek to moderate them has been and continues to be the subject of considerable debate.
Between 1820 and 1924, nearly thirty-six million immigrants entered the United States. Prior to the Civil War, the vast majority of immigrants were northern and western Europeans, though the West Coast received Chinese immigration from the late 1840s onward. In mid-century, the United States received an unprecedented influx of Irish and German immigrants, who included a large number of Catholics and the poor. At the turn of the 20th century, the major senders of immigrants shifted to southern and eastern Europe, and Asians and Mexicans made up a growing portion of newcomers. Throughout the long 19th century, urban settlement remained a popular option for immigrants, and they contributed to the social, cultural, political, economic, and physical growth of the cities they resided in. Foreign-born workers also provided much-needed labor for America’s industrial development. At the same time, intense nativism emerged in cities in opposition to the presence of foreigners, who appeared to be unfit for American society, threats to Americans’ jobs, or sources of urban problems such as poverty. Anti-immigrant sentiment resulted in the introduction of state and federal laws for preventing the immigration of undesirable foreigners, such as the poor, southern and eastern Europeans, and Asians. Cities constituted an integral part of the 19th-century American immigration experience.
Post-1945 immigration to the United States differed fairly dramatically from America’s earlier 20th- and 19th-century immigration patterns, most notably in the dramatic rise in numbers of immigrants from Asia. Beginning in the late 19th century, the U.S. government took steps to bar immigration from Asia. The establishment of the national origins quota system in the 1924 Immigration Act narrowed the entryway for eastern and central Europeans, making western Europe the dominant source of immigrants. These policies shaped the racial and ethnic profile of the American population before 1945. Signs of change began to occur during and after World War II. The recruitment of temporary agricultural workers from Mexico led to an influx of Mexicans, and the repeal of Asian exclusion laws opened the door for Asian immigrants. Responding to complex international politics during the Cold War, the United States also formulated a series of refugee policies, admitting refugees from Europe, the western hemisphere, and later Southeast Asia. The movement of people to the United States increased drastically after 1965, when immigration reform ended the national origins quota system. The intricate and intriguing history of U.S. immigration after 1945 thus demonstrates how the United States related to a fast-changing world, its less restrictive immigration policies increasing the fluidity of the American population, with a substantial impact on American identity and domestic policy.

The United States has a rich history of intelligence in the conduct of foreign relations. Since the Revolutionary War, intelligence has been most relevant to U.S. foreign policy in two ways. Intelligence analysis helps to inform policy. Intelligence agencies also have carried out overt action—secret operations—to influence political, military, or economic conditions in foreign states. The American intelligence community has developed over a long period, and major changes to that community have often occurred because of contingent events rather than long-range planning. Throughout their history, American intelligence agencies have used intelligence gained from both human and technological sources to great effect. Often, U.S. intelligence agencies have been forced to rely on technological means of intelligence gathering for lack of human sources. Recent advances in cyberwarfare have made technology even more important to the American intelligence community.
At the same time, the relationship between intelligence and national-security–related policymaking has often been dysfunctional. Indeed, though some American policymakers have used intelligence avidly, many others have used it haphazardly or not at all. Bureaucratic fights also have crippled the American intelligence community. Several high-profile intelligence failures tend to dominate the recent history of intelligence and U.S. foreign relations. Some of these failures were due to lack of intelligence or poor analytic tradecraft. Others came because policymakers failed to use the intelligence they had. In some cases, policymakers have also pressured intelligence officers to change their findings to better suit those policymakers’ goals. And presidents have often preferred to use covert action to carry out their preferred policies without paying attention to intelligence analysis. The result has been constant debate about the appropriate role of intelligence in U.S. foreign relations.

Historian James A. Bill famously described America’s relationship with Iran as a tragedy. “Few international relationships,” he wrote, “have had a more positive beginning than that which characterized Iranian-American contacts for more than a century.” The nations’ first diplomatic dealings in the 1850s resulted in a treaty of friendship, and although the U.S. government remained largely aloof from Iranian affairs until World War II, many Iranians saw Americans and the United States positively by the early 20th century. The United States became more deeply involved with Iran during the Second World War, and the two nations were close allies during the Cold War. Yet they became enemies following the 1979 Iranian Revolution. How did this happen?
The events that led to the Islamic Republic of Iran dubbing the United States the “Great Satan” in 1979 do indeed contain elements of tragedy. By the late 19th century, Iran—known to Americans as “Persia” until the 1930s—was caught in the middle of the imperial “Great Game” between Great Britain and Russia. Although no European power formally colonized Iran, Britain and Russia developed “spheres of influence” in the country and meddled constantly in Iran’s affairs. As Iranians struggled to create a modern, independent nation-state, they looked to disinterested third parties for help in their struggle to break free from British and Russian control. Consequently, many Iranians came to see the United States as a desirable ally. Activities of individual Americans in Iran from the mid-19th century onward, ranging from Presbyterian missionaries who built hospitals and schools to economic experts who advised Iran’s government, as well as the United States’ own revolutionary and democratic history, fostered a positive view of the United States among Iranians. The two world wars drew the United States into more active involvement in the Middle East, and following both conflicts, the U.S. government defended Iran’s sovereignty against British and Soviet manipulation.
The event that caused the United States to lose the admiration of many Iranians occurred in 1953, when the U.S. Central Intelligence Agency and the British Secret Intelligence Service staged a coup, which overthrew Iran’s democratically elected prime minister, Mohammad Mossadegh, because he nationalized Iran’s oil industry. The coup allowed Iran’s shah, Mohammad Reza Shah Pahlavi, to transform himself from a constitutional monarch into an absolute ruler. The 1953 coup, coupled with the subsequent decades of U.S. support for the Shah’s politically repressive regime, resulted in anti-American resentment that burst forth during the 1979 Iranian Revolution. The two nations have been enemies ever since. This article traces the origins and evolution of the U.S. relationship with Iran from the 19th through the early 21st centuries.

For the United States, isolationism is best defined as avoidance of wars outside the Western Hemisphere, particularly in Europe; opposition to binding military alliances; and the unilateral freedom to act politically and commercially unrestrained by mandatory commitments to other nations. Until the controversy over American entry into the League of Nations, isolationism was never subject to debate. The United States could expand its territory, protect its commerce, and even fight foreign powers without violating its traditional tenets. Once President Woodrow Wilson sought membership in the League, however, Americans saw isolationism as a foreign policy option, not simply something taken for granted. A fundamental foreign policy tenet now became a faction, limited to a group of people branded as “isolationists.” Its high point came during the years 1934–1937, when Congress, noting the challenge of the totalitarian nations to the international status quo, passed the neutrality acts to insulate the country from global entanglements.
Once World War II broke out in Europe, President Franklin D. Roosevelt increasingly sought American participation on the side of the Allies. Isolationists unsuccessfully fought FDR’s legislative proposals, beginning with repeal of the arms embargo and ending with the convoying of supplies to Britain. The America First Committee (1940–1941), however, so effectively mobilized anti-interventionist opinion as to make the president more cautious in his diplomacy.
If the Japanese attack on Pearl Harbor permanently ended classic isolationism, by 1945 a “new isolationism” voiced suspicion of the United Nations, the Truman Doctrine, aid to Greece and Turkey, the Marshall Plan, the North Atlantic Treaty Organization, and U.S. participation in the Korean War. Yet, because the “new isolationists” increasingly advocated militant unilateral measures to confront Communist Russia and China, often doing so to advance the fortunes of the Republican party, they exposed themselves to charges of inconsistency and generally faded away in the 1950s. Since the 1950s, many Americans have opposed various military involvements— including the ones in Vietnam, Iraq, and Afghanistan— but few envision returning to an era when the United States avoids all commitments.
