From its inception as a nation in 1789, the United States has engaged in an environmental diplomacy that has included attempts to gain control of resources, as well as formal diplomatic efforts to regulate the use of resources shared with other nations and peoples. American environmental diplomacy has sought to gain control of natural resources, to conserve those resources for the future, and to protect environmental amenities from destruction. As an acquirer of natural resources, the United States has focused on arable land as well as on ocean fisheries, although around 1900, the focus on ocean fisheries turned into a desire to conserve marine resources from unregulated harvesting. The main 20th-century U.S. goal was to extend beyond its borders its Progressive-era desire to utilize resources efficiently, meaning the greatest good for the greatest number for the longest time. For most of the 20th century, the United States was the leader in promoting global environmental protection through the best science, especially emphasizing wildlife. Near the end of the century, U.S. government science policy was increasingly out of step with global environmental thinking, and the United States often found itself on the outside. Most notably, the attempts to address climate change moved ahead with almost every country in the world except the United States. While a few monographs focus squarely on environmental diplomacy, it is safe to say that historians have not come close to tapping the potential of the intersection of the environmental and diplomatic history of the United States.

A fear of foreignness shaped the immigration foreign policies of the United States up to the end of World War II. US leaders perceived nonwhite peoples of Latin America, Asia, and Europe as racially inferior, and feared that contact with them, even annexation of their territories, would invite their foreign mores, customs, and ideologies into US society. This belief in nonwhite peoples’ foreignness also influenced US immigration policy, as Washington codified laws that prohibited the immigration of nonwhite peoples to the United States, even as immigration was deemed a net gain for a US economy that was rapidly industrializing from the late 19th century to the first half of the 20th century. Ironically, this fear of foreignness fostered an aggressive US foreign policy for many of the years under study, as US leaders feared that European intervention into Latin America, for example, would undermine the United States’ regional hegemony. The fear of foreignness that seemed to oblige the United States to shore up its national security interests vis-à-vis European empires also demanded US intervention into the internal affairs of nonwhite nations. For US leaders, fear of foreignness was a two-sided coin: European aggression was encouraged by the internal instability of nonwhite nations, and nonwhite nations were unstable—and hence ripe pickings for Europe’s empires—because their citizens were racially inferior. To forestall both of these simultaneous foreign threats, the United States increasingly embedded itself into the political and economic affairs of foreign nations. The irony of opportunity, of territorial acquisitions as well as immigrants who fed US labor markets, and fear, of European encroachment and the racial inferiority of nonwhite peoples, lay at the root of the immigration and foreign policies of the United States up to 1945.

Between the Spanish-American war of 1898 and World War I, a progressive movement, in which Theodore Roosevelt and Woodrow Wilson were rival leaders, greatly extended the authority of the federal government in the nation’s domestic life, and also to some extent equipped it better to conduct foreign relations. Conscious that its economic growth had made the United States a great power, policymakers sought to expand the scope of its influence, but their ability to do so was limited by the difficulty of obtaining domestic support for actions involving significant costs. In practice, the extent to which the United States was able to affect the course of events beyond its borders varied in different regions. It established its hegemony over the Caribbean and Central America, and strengthened its political as well as economic links with the other countries in the western hemisphere. In East Asia, where it fought a brutal three-year war in the Philippines to suppress native resistance to its rule, the principal policy objective was to establish equal access for all foreign interests in China. But Washington found it difficult to uphold this Open Door principle in the face of challenges from Russia and Japan. With regard to Europe, the traditional posture of non-involvement in its great power politics was maintained, although Theodore Roosevelt and other leaders did come to see the relations of the European powers as affecting US interests, which they defined in a way that brought their perspective close to Britain’s. The establishment of peaceful methods of resolving international disputes was a goal of successive administrations, but the arbitration treaties that were negotiated won Senate approval only with reservations that severely limited their scope and authority.
U.S. imperialism took a variety of forms in the early 20th century, ranging from colonies in Puerto Rico and the Philippines to protectorates in Cuba, Panama, and other countries in Latin America, and open door policies such as that in China. Formal colonies would be ruled with U.S.-appointed colonial governors and supported by U.S. troops. Protectorates and open door policies promoted business expansion overseas through American oversight of foreign governments and, in the case of threats to economic and strategic interests, the deployment of U.S. marines. In all of these imperial forms, U.S. empire-building both reflected and shaped complex social, cultural, and political histories with ramifications for both foreign nations and America itself.

On December 20, 1803, residents of New Orleans gathered at the Place d’Armes in the city center to watch as the French flag was lowered and the flag of the United States was raised in its place. Toasts were made to the US president, the French First Consul, and the Spanish king (whose flag had been lowered in a similar ceremony just twenty days earlier), and the celebrations continued throughout the night. The following day, however, began the process of determining just what it meant now that Louisiana was a part of the United States, initiating the first great test for the United States of its ability to expand its borders, incorporating both territories and peoples. The treaty ratifying the transfer, signed in Paris the previous April 30th, promised that “the inhabitants of the ceded territory shall be incorporated in the Union of the United States” where they would experience “the enjoyment of all these rights, advantages and immunities of citizens of the United States.” These inhabitants included thousands of people of French and Spanish descent, several thousand slaves of African descent, and about fifteen hundred free people of at least partial African ancestry; most of these inhabitants spoke French or (far fewer) Spanish and practiced Catholicism. In addition, the territory was home to tens of thousands of indigenous peoples, many of whom still lived on traditional territories and under their own sovereignty. For a few inhabitants of what would become the Territory of Orleans and later the state of Louisiana, incorporation did lead to “the enjoyment of all these rights” and gave some small grain of truth to Thomas Jefferson’s hope that the trans-Mississippi region would undergird the United States as an “empire of liberty,” although even for Europeans of French and Spanish ancestry, the process was neither easy nor uncontested. For most, however, incorporation led to the expansion of the United States as an empire of slavery, one built upon the often violent dispossession of native peoples of their lands and the expropriated labor of enslaved peoples of African descent.
The United States–Mexico War was the first war in which the United States engaged in a conflict with a foreign nation for the purpose of conquest. It was also the first conflict in which trained soldiers (from West Point) played a large role. The war’s end transformed the United States into a continental nation as it acquired a vast portion of Mexico’s northern territories. In addition to shaping U.S.–Mexico relations into the present, the conflict also led to the forcible incorporation of Mexicans (who became Mexican Americans) as the nation’s first Latinos. Yet, the war has been identified as the nation’s “forgotten war” because few Americans know the causes and consequences of this conflict. Within fifteen years of the war’s end, the conflict faded from popular memory, but it did not disappear, due to the outbreak of the U.S. Civil War. By contrast, the U.S.–Mexico War is prominently remembered in Mexico as having caused the loss of half of the nation’s territory, and as an event that continues to shape Mexico’s relationship with the United States. Official memories (or national histories) of war affect international relations, and also shape how each nation’s population views citizens of other countries. Not surprisingly, there is a stark difference in the ways that American citizens and Mexican citizens remember and forget the war (e.g., Americans refer to the “Mexican American War” or the “U.S.–Mexican War,” for example, while Mexicans identify the conflict as the “War of North American Intervention”).

Professional sports teams are athletic organizations comprising talented, expert players hired by club owners whose revenues originally derived from admission fees charged to spectators seeing games in enclosed ballparks or indoor arenas. Teams are usually members of a league that schedules a championship season, although independent teams also can arrange their own contests. The first professional baseball teams emerged in the east and Midwest in 1860s, most notably the all-salaried undefeated Cincinnati Red Stockings of 1869. The first league was the haphazardly organized National Association of Professional Base Ball Players (1871), supplanted five years later by the more profit-oriented National League (NL) that set up strict rules for franchise locations, financing, and management–employee relations (including a reserve clause in 1879, which bound players to their original employer), and barred African Americans after 1884. Once the NL prospered, rival major leagues also sprang up, notably the American Association in 1882 and the American League in 1901. Major League Baseball (MLB) became a model for the professionalization of football, basketball, and hockey, which all had short-lived professional leagues around the turn of the century. The National Football League and the National Hockey League of the 1920s were underfinanced regional operations, and their teams often went out of business, while the National Basketball Association was not even organized until 1949. Professional team sports gained considerable popularity after World War II. The leagues dealt with such problems as franchise relocations and nationwide expansion, conflicts with interlopers, limiting player salaries, and racial integration. The NFL became the most successful operation by securing rich national television contracts, supplanting baseball as the national pastime in the 1970s. All these leagues became lucrative investments. With the rise of “free agency,” professional team athletes became extremely well paid, currently averaging more than $2 million a year.

American policy makers have rarely elevated Eastern Europe to the pinnacle of American grand strategy. The United States’ and Eastern Europe’s histories, however, are intertwined through the exchange of people and shared experiences. In the Age of Revolution, Eastern Europeans traveled to the United States to fight for the same causes they championed at home: to break from imperial control and expand the rights of man. At the end of the 19th century, “New Immigrants” from Eastern Europe streamed into America’s expanding cities. When countries in the region have moved to the forefront of American concerns during specific crises, Eastern European interests were regularly deemed secondary to larger American geopolitical interests. This holds true for the settlement of World War I, the conclusion of World War II, and the entirety of the Cold War. Overall, including Eastern Europeans and Eastern Europe in the history of the United States provides essential nuance and texture to broader patterns in American relations and more often than not provides evidence of the limitations of American power as it is altered by competing powers and local conditions.
