The Enlightenment, a complex cultural phenomenon that lasted approximately from the late seventeenth century until the early nineteenth century, contained a dynamic mix of contrary beliefs and epistemologies. Its intellectual coherence arguably came from its distinctive historical sensibility, which was rooted in the notion that advances in the natural sciences had gifted humankind with an exceptional opportunity in the eighteenth century for self-improvement and societal progress. That unifying historical outlook was flexible and adaptable. Consequently, many aspects of the Enlightenment were left open to negotiation at local and transnational levels. They were debated by the philosophes who met in Europe’s coffeehouses, salons, and scientific societies. Equally, they were contested outside of Europe through innumerable cross-cultural exchanges as well as via long-distance intellectual interactions. America—whether it is understood expansively as the two full continents and neighboring islands within the Western Hemisphere or, in a more limited way, as the territory that now constitutes the United States—played an especially prominent role in the Enlightenment. The New World’s abundance of plants, animals, and indigenous peoples fascinated early modern natural historians and social theorists, stimulated scientific activity, and challenged traditional beliefs. By the eighteenth century, the Western Hemisphere was an important site for empirical science and also for the intersection of different cultures of knowledge. At the same time, European conceptions of the New World as an undeveloped region inhabited by primitive savages problematized Enlightenment theories of universal progress. Comparisons of Native Americans to Africans, Asians, and Europeans led to speculation about the existence of separate human species or races. Similarly, the prevalence and profitability of American slavery fueled new and increasingly scientific conceptions of race. Eighteenth-century analyses of human differences complicated contemporary assertions that all men possessed basic natural rights. Toward the end of the eighteenth century, the American Revolution focused international attention on man’s innate entitlement to life, liberty, and happiness. Yet, in a manner that typified the contradictions and paradoxes of the Enlightenment, the founders of the United States opted to preserve slavery and social inequality after winning political freedom from Britain.

The development of nuclear technology had a profound influence on the global environment following the Second World War, with ramifications for scientific research, the modern environmental movement, and conceptualizations of pollution more broadly. Government sponsorship of studies on nuclear fallout and waste dramatically reconfigured the field of ecology, leading to the widespread adoption of the ecosystem concept and new understandings of food webs as well as biogeochemical cycles. These scientific endeavors of the atomic age came to play a key role in the formation of environmental research to address a variety of pollution problems in industrialized countries. Concern about invisible radiation served as a foundation for new ways of thinking about chemical risks for activists like Rachel Carson and Barry Commoner as well as many scientists, government officials, and the broader public. Their reservations were not unwarranted, as nuclear weapons and waste resulted in radioactive contamination of the environment around nuclear-testing sites and especially fuel-production facilities. Scholars date the start of the “Anthropocene” period, during which human activity began to have substantial effects on the environment, variously from the beginning of human farming roughly 8,000 years ago to the emergence of industrialism in the 19th century. But all agree that the advent of nuclear weapons and power has dramatically changed the potential for environmental alterations. Our ongoing attempts to harness the benefits of the atomic age while lessening its negative impacts will need to confront the substantial environmental and public-health issues that have plagued nuclear technology since its inception.
From its inception as a nation in 1789, the United States has engaged in an environmental diplomacy that has included attempts to gain control of resources, as well as formal diplomatic efforts to regulate the use of resources shared with other nations and peoples. American environmental diplomacy has sought to gain control of natural resources, to conserve those resources for the future, and to protect environmental amenities from destruction. As an acquirer of natural resources, the United States has focused on arable land as well as on ocean fisheries, although around 1900, the focus on ocean fisheries turned into a desire to conserve marine resources from unregulated harvesting. The main 20th-century U.S. goal was to extend beyond its borders its Progressive-era desire to utilize resources efficiently, meaning the greatest good for the greatest number for the longest time. For most of the 20th century, the United States was the leader in promoting global environmental protection through the best science, especially emphasizing wildlife. Near the end of the century, U.S. government science policy was increasingly out of step with global environmental thinking, and the United States often found itself on the outside. Most notably, the attempts to address climate change moved ahead with almost every country in the world except the United States. While a few monographs focus squarely on environmental diplomacy, it is safe to say that historians have not come close to tapping the potential of the intersection of the environmental and diplomatic history of the United States.

The 1925 Scopes trial was a widely followed court case in Dayton, Tennessee, that attracted the attention of the nation. A prosecution against a schoolteacher charged with violating Tennessee’s new law prohibiting the teaching of human evolution, the trial became a great public spectacle that saw debates over the meaning and truth of the Bible, and the relationship between science and religion. The trial is most famous for the involvement of the lawyers William Jennings Bryan (for the prosecution) and Clarence Darrow (for the defense). Despite being a legally insignificant case, the trial has remained important in American history because it is seen as symbolizing some of the country’s great social issues in the early 20th century: fundamentalist responses to modernity, the autonomy and clout of the “New South,” and the eternal clash between religion and science.
The Soviet Union’s successful launch of the first artificial satellite Sputnik 1 on October 4, 1957, captured global attention and achieved the initial victory in what would soon become known as the space race. This impressive technological feat and its broader implications for Soviet missile capability rattled the confidence of the American public and challenged the credibility of U.S. leadership abroad. With the U.S.S.R.’s launch of Sputnik, and then later the first human spaceflight in 1961, U.S. policymakers feared that the public and political leaders around the world would view communism as a viable and even more dynamic alternative to capitalism, tilting the global balance of power away from the United States and towards the Soviet Union. Reactions to Sputnik confirmed what members of the U.S. National Security Council had predicted: the image of scientific and technological superiority had very real, far-reaching geopolitical consequences. By signaling Soviet technological and military prowess, Sputnik solidified the link between space exploration and national prestige, setting a course for nationally funded space exploration for years to come. For over a decade, both the Soviet Union and the United States funneled significant financial and personnel resources into achieving impressive firsts in space, as part of a larger effort to win alliances in the Cold War contest for global influence. From a U.S. vantage point, the space race culminated in the first Moon landing in July 1969. In 1961, President John F. Kennedy proposed Project Apollo, a lunar exploration program, as a tactic for restoring U.S. prestige in the wake of Soviet cosmonaut Yuri Gagarin’s spaceflight and the failure of the Bay of Pigs invasion. To achieve Kennedy’s goal of sending a man to the Moon and returning him safely back to Earth by the end of the decade, the United States mobilized a workforce in the hundreds of thousands. Project Apollo became the most expensive government funded civilian engineering program in U.S. history, at one point stretching to more than 4 percent of the federal budget. The United States’ substantial investment in winning the space race reveals the significant status of soft power in American foreign policy strategy during the Cold War.

Tourism is so deep-seated in the history of U.S. foreign relations we seem to have taken its presence for granted. Millions of American tourists have traveled abroad, yet one can count with just two hands the number of scholarly monographs analyzing the relationship between U.S. foreign relations and tourism. What explains this lack of historical reflection about one of the most quotidian forms of U.S. influence abroad? In an influential essay about wilderness and the American frontier, the environmental historian William Cronon argues, “one of the most striking proofs of the cultural invention of wilderness is its thoroughgoing erasure of the history from which it sprang.” Historians and the American public, perhaps in modern fashion, have overlooked tourism’s role in the nation’s international affairs. Only a culture and a people so intimately familiar with tourism’s practices could naturalize them out of history. The history of international tourism is profoundly entangled with the history of U.S. foreign policy. This entanglement has involved, among other things, science and technology, military intervention, diplomacy, and the promotion of consumer spending abroad. U.S. expansion created the structure (the social stability, medical safety, and transportation infrastructure) for globetrotting travel in the 20th century. As this essay shows, U.S. foreign policy was crucial in transforming foreign travel into a middle-class consumer experience.
