The largest and most important revolutionary socialist organization in US history, the Communist Party USA was always a minority influence. It reached considerable size and influence, however, during the Great Depression and World War II years when it followed the more open line associated with the term “Popular Front.” In these years communists were much more flexible in their strategies and relations with other groups, though the party remained a hierarchical vanguard organization. It grew from a largely isolated sect dominated by unskilled and unemployed immigrant men in the 1920s to a socially diverse movement of nearly 100,000 based heavily on American born men and women from the working and professional classes by the late 1930s and during World War II, exerting considerable influence in the labor movement and American cultural life. In these years, the Communist Party helped to build the industrial union movement, advanced the cause of African American civil rights, and laid the foundation for the postwar feminist movement. But the party was always prone to abrupt changes in line and vulnerable to attack as a sinister outside force because of its close adherence to Soviet policies and goals. Several factors contributed to its catastrophic decline in the 1950s: the increasingly antagonistic Cold War struggle between the Soviet Union and the United States; an unprecedented attack from employers and government at various levels—criminal cases and imprisonment, deportation, and blacklisting; and within the party itself, a turn back toward a more dogmatic version of Marxism-Leninism and a heightened atmosphere of factional conflict and purges.

Unlike the anti-unionism that runs through the ranks of employers, worker anti-unionism describes the workers who are opposed to or who work against unionization. Anti-union actions can be seen throughout the United States from the early industrial age forward and include anything from refusing to join the union or follow union orders, to fighting against the union, such as with strikebreaking. Workers’ reasons for acting against the union, however, are far more complex, including the economic gains that come from remaining outside the union, moral opposition to unionism, and spite against the union. The variations between workers’ reasons for rejecting the union, then, provide insight into how workers define their place in society as well as their relationship with the union.

During the latter half of the 20th century, the International Brotherhood of Teamsters (IBT) represented the labor organization most readily recognized by the American public. Rooted in the vital sectors of transportation, warehousing, and distribution, the Teamsters became one of the largest unions in the United States, wielded considerable economic leverage, and used this leverage to improve the lives of low-wage workers across a broad swath of occupations and industries. The union’s reputation for militancy and toughness reached its apotheosis in the controversial career of Jimmy Hoffa, the Teamsters’ most prominent post-World War II leader. Under the leadership of Hoffa and his immediate predecessor Dave Beck, the union (with some notable exceptions) embraced a business ethos, often engaged in collusive and corrupt practices, and came to symbolize the labor movement’s squandered potential as a transformational social force. Fear of Hoffa and his associations with underworld figures provoked an intense backlash, resulting in the IBT’s 1957 expulsion from the AFL-CIO, concerted legal and legislative action aimed at curbing Teamster influence, and a lingering public perception that the union was a hopelessly corrupt and malign force.
Hoffa’s unsolved disappearance in 1975 cemented the Teamsters’ image as a suspect institution, and analysts of the IBT have often offered either superficial or sensational accounts of the organization’s history and operations. With the deregulation of the trucking industry in the 1980s, the IBT suffered serious losses in market share and membership that eclipsed many of the union’s crowning collective bargaining achievements. A series of lackluster, corrupt leaders who followed Hoffa as union president proved unable to counter these developments, triggering the rise of an aggressive internal reform movement (Teamsters for a Democratic Union), federal intervention and monitoring, and the election of a reform slate in 1991 that assumed leadership of the union. However, since the union’s victory in an epic strike against United Parcel Service in 1997, the Teamsters have struggled to regain their ability to assert working-class power, especially within the private sector transportation industry, where they once exercised nearly unchallenged hegemony.

In September 1962, the National Farm Workers Association (NFWA) held its first convention in Fresno, California, initiating a multiracial movement that would result in the creation of United Farm Workers (UFW) and the first contracts for farm workers in the state of California. Led by Cesar Chavez, the union contributed a number of innovations to the art of social protest, including the most successful consumer boycott in the history of the United States. Chavez welcomed contributions from numerous ethnic and racial groups, men and women, young and old. For a time, the UFW was the realization of Martin Luther King Jr.’s beloved community—people from different backgrounds coming together to create a socially just world. During the 1970s, Chavez struggled to maintain the momentum created by the boycott as the state of California became more involved in adjudicating labor disputes under the California Agricultural Labor Relations Act (ALRA). Although Chavez and the UFW ultimately failed to establish a permanent, national union, their successes and strategies continue to influence movements for farm worker justice today.

In the years after the Civil War, Polish immigrants became an important part of the American working class. They actively participated in the labor movement and played key roles in various industrial strikes ranging from the 1877 Railroad Strike through the rise of the CIO and the post-1945 era of prosperity. Over time, the Polish American working class became acculturated and left its largely immigrant past behind while maintaining itself as an ethnic community. It also witnessed a good deal of upward mobility, especially over several generations. This ethnic community, however, continued to be refreshed with immigrants throughout the 20th century.
As with the larger American working class, Polish American workers were hard hit by changes in the industrial structure of the United States. Deindustrialization turned the centers of much of the Polish American community into the Rust Belt. This, despite a radical history, caused many to react by turning toward conservative causes in the late 20th and early 21st centuries.

From the firing on Fort Sumter in April 1861 until the Confederacy surrendered in the spring of 1865, workers—North and South—labored long hours under often trying conditions at wages that rarely kept pace with wartime inflation. Though many workers initially voiced skepticism of plans for sundering the nation, once Southern states seceded most workers rallied round their rival flags and pledged to support their respective war efforts. The growing demand for war material opened employment opportunities for women and men, girls and boys, across the Union and Confederacy. Yet workers were not always satisfied with a job and appeals to back the boys in blue and gray without question. They often resisted changes pressed on them in the workplace—new technology, military discipline, unskilled newcomers—as well as wages that always lagged behind rising prices. Protests and strikes began in 1861 and increased in number and intensity from 1863 to the war’s conclusion. Labor unions, in decline since the depression of 1857, sprung back to life, especially in the war’s later years. Employers sometimes countered their employees’ increasing organization and resistance with industry associations that tried to break strikes and blacklist those who walked off their jobs. While worker discontent and resentment of “a rich man’s war and a poor man’s fight” were common across the sectional divide, Northern workers exercised greater coordination of their resistance through citywide trade assemblies, national trade unions, traveling organizers, and labor newspapers. Southern workers tended to fight their labor battles in isolation from shop to shop and town to town, so they rarely built a broader labor movement that could survive the hardships of the postwar era.

Despite almost three decades of strong and stable growth after World War II, the US economy, like the economies of many developed nations, faced new headwinds and challenges after 1970. Although the United States eventually overcame many of them, and continues to be one of the most dynamic in the world, it could not recover its mid-century economic miracle of rapid and broad-based economic growth.
There are three major ways the US economy changed in this period. First, the US economy endured and eventually conquered the problem of high inflation, even as it instituted new policies that prioritized price stability over the so-called “Keynesian” goal of full employment. Although these new policies led to over two decades of moderate inflation and stable growth, the 2008 financial crisis challenged the post-Keynesian consensus and led to new demands for government intervention in downturns.
Second, the government’s overall influence on the economy increased dramatically. Although the government deregulated several sectors in the 1970s and 1980s, such as transportation and banking, it also created new types of social and environmental regulation that were more pervasive. And although it occasionally cut spending, on the whole government spending increased substantially in this period, until it reached about 35 percent of the economy.
Third, the US economy became more open to the world, and it imported more manufactured goods, even as it became more based on “intangible” products and on services rather than on manufacturing. These shifts created new economic winners and losers. Some institutions that thrived in the older economy, such as unions, which once compromised over a third of the workforce, became shadows of their former selves. The new service economy also created more gains for highly educated workers and for investors in quickly growing businesses, while blue-collar workers’ wages stagnated, at least in relative terms.
Most of the trends that affected the US economy in this period were long-standing and continued over decades. Major national and international crises in this period, from the end of the Cold War, to the first Gulf War in 1991, to the September 11 attacks of 2001, seemed to have only a mild or transient impact on the economy. Two events that were of lasting importance were, first, the United States leaving the gold standard in 1971, which led to high inflation in the short term and more stable monetary policy over the long term; and second, the 2008 financial crisis, which seemed to permanently decrease American economic output even while it increased political battles about the involvement of government in the economy.
The US economy at the beginning of the third decade of the 21st century was richer than it had ever been, and remained in many respects the envy of the world. But widening income gaps meant many Americans felt left behind in this new economy, and led some to worry that the stability and predictability of the old economy had been lost.

The US working class and the institutional labor movement was shaped by anticommunism. Anticommunism preceded the founding of the Soviet Union and the Cold War, and this early history affected the later experience. It reinforced conservative positions on union issues even in the period before the Cold War, and forged the alliances that influenced the labor movement’s direction, including the campaign to organize the South, the methods and structures of unions, and US labor’s foreign policy positions. While the Communist Party of the USA (CP) was a hierarchical organization straitjacketed by an allegiance to the Soviet Union, the unions it fostered cultivated radical democratic methods, while anticommunism often justified opposition to militancy and obstructed progressive policies. In the hottest moments of the postwar development of domestic anticommunism, unions and their members were vilified and purged from the labor movement, forced to take loyalty oaths, and fired for their association with the CP. The Cold War in the working class removed critical perspectives on capitalism, reinforced a moderate and conservative labor officialdom, and led to conformity with the state on foreign policy issues.

Since the turn of the 20th century, teachers have tried to find a balance between bettering their own career prospects as workers and educating their students as public servants. To reach a workable combination, teachers have utilized methods drawn from union movements, the militant and labor-conscious approach favored by the American Federation of Teachers (AFT), as well as to professional organizations, the tradition from which the National Education Association (NEA) arose. Because teachers lacked the federally guaranteed labor rights that private-sector workers enjoyed after Congress passed the National Labor Relations Act in 1935, teachers’ fortunes—in terms of collective bargaining rights, control over classroom conditions, pay, and benefits—often remained tied to the broader public-sector labor movement and to state rather than federal law.
Opponents of teacher unionization consistently charged that as public servants paid by tax revenues, teachers and other public employees should not be allowed to form unions. Further, because women constituted the vast majority of teachers and union organizing often represented a “manly” domain, the opposition’s approach worked quite well, successfully preventing teachers from gaining widespread union recognition. But by the late 1960s and early 1970s, thanks to an improved economic climate and invigoration from the women’s movement, civil rights struggles, and the New Left, both AFT and NEA teacher unionism surged forward, infused with a powerful militancy devoted to strikes and other political action, and appeared poised to capture federal collective bargaining rights. Their newfound assertiveness proved ill-timed, however.
After the economic problems of the mid-1970s, opponents of teacher unions once again seized the opportunity to portray teacher unions and other public-sector unions as greedy and privileged interest groups functioning at the public’s expense. President Ronald Reagan accentuated this point when he fired all of the more than 10,000 striking air traffic controllers during the 1981 Professional Air Traffic Controllers Organization (PATCO) strike. Facing such opposition, teacher unions—and public-sector unions in general—shifted their efforts away from strikes and toward endorsing political candidates and lobbying governments to pass favorable legislation.
Given these constraints, public-sector unions enjoyed a large degree of success in the 1990s through the early 2000s, even as private-sector union membership plunged to less than 10 percent of the workforce. After the Great Recession of 2008, however, austerity politics targeted teachers and other public-sector workers and renewed political confrontations surrounding the legitimacy of teacher unions.

Soldiers enlisted in the Union Army from every state in the Union and the Confederacy. The initial volunteers were motivated to preserve the accomplishments of the American Revolution and save the world’s hope that democratic government could survive. They were influenced by their culture’s ideals of manhood and republican ideals of the citizen soldier. They served in regiments that retained close ties with their sending communities throughout the war.
Recruits faced a difficult adjustment period when their units were mustered into the US Army. The test of battle taught soldiers to value some drills and discipline, but many soldiers insisted that officers respect their independence and equality. Soldiers successfully resisted many aspects of formal military discipline. Army life exposed conflicts between soldiers who sought to create moral regiments and soldiers who displayed manliness through fighting and drinking. Establishing honor before peers was an important component of soldier life. Effective soldiering involved enduring the boredom and disease of camp, the rigors of marching, and the terror of battle. To survive, soldiers formed close bonds with their comrades, mastered self-care techniques to stay healthy, applied skills learned from their civilian occupations on the battlefield, and remained connected to their families and communities. Conscription changed the character of the Union Army. Officers tightened discipline over the influx of lower-class “roughs.”
Union soldiers generally demonized their enemies as inferior barbarians. Because of their interaction with slaves in the South, Union soldiers quickly shifted their support to emancipation. Although Christianity and ideals of civilized behavior placed some restraints on Union soldiers when they encountered southerners, they supported and implemented hard war measures against the South’s population and resources, and treated guerrillas and their supporters with particular brutality. In the election of 1864, Union soldiers voted to fight until the Confederacy was defeated.

The history of dockworkers in America is as fascinating and important as it is unfamiliar. Those who worked along the shore loading and unloading ships played an invaluable role in an industry central to both the U.S. and global economies as well as the making of the nation. For centuries, their work remained largely the same, involving brute manual labor in gangs; starting in the 1960s, however, their work was entirely remade due to technological transformation. Dockworkers possess a long history of militancy, resulting in dramatic improvements in their economic and workplace conditions. Today, nearly all are unionists, but dockworkers in ports along the Atlantic and Gulf coasts belong to the International Longshoremen’s Association (ILA), while the International Longshore and Warehouse Union (ILWU) represents them in Pacific Coast ports as well as in Hawaii and Alaska (along with British Columbia and Panama). In the mid-1930s, the ILA and ILWU became bitter rivals and remain so. This feud, which has cooled slightly since its outset, can be explained by differences in leadership, ideology, and tactics, with the ILA more craft-based, “patriotic,” and mainstream and the ILWU quite left wing, especially during its first few decades, and committed to fighting for racial equality. The existence of two unions complicates this story; in most countries, dockworkers belong to a single union. Similarly, America’s massive economy and physical size means that there are literally dozens of ports (again, unlike many other countries), making generalizations harder. Unfortunately, popular culture depictions of dockworkers inculcate unfair and incorrect notions that all dockworkers are involved with organized crime. Nevertheless, due to decades of militancy, strikes, and unionism, dockworkers in 21st-century America are—while far fewer in number—very well paid and still do important work, literally making world trade possible in an era when 90 percent of goods move by ship for at least part of their journey to market.

Government employees are an essential part of the early-21st-century labor movement in the United States. Teachers, firefighters, and police officers are among the most heavily unionized occupations in America, but public-sector union members also include street cleaners and nurses, janitors and librarians, zookeepers and engineers. Despite cultural stereotypes that continue to associate unions with steel or auto workers, public employees are five times more likely to be members of unions than workers in private industry. Today, nearly half of all union members work for federal, state, or local governments.
It was not always so. Despite a long, rich history of workplace and ballot box activism, government workers were marginal to the broader labor movement until the second half of the 20th century. Excluded from the legal breakthroughs that reshaped American industry in the 1930s, government workers lacked the basic organizing and bargaining rights extended to their private-sector counterparts. A complicated, and sometimes convoluted, combination of discourse and doctrine held that government employees were, as union leader Jerry Wurf later put it, a “servant to a master” rather than “a worker with a boss.” Inspired by the material success of workers in mass industry and moved by the moral clarity of the Black Freedom struggle, government workers demanded an end to their second-class status through one of the most consequential, and least recognized, social movements of late 20th century. Yet their success at improving the pay, benefits, and conditions of government work also increased the cost of government services, imposing new obligations at a time of dramatic change in the global economy. In the resulting crunch, unionized public workers came under political pressure, particularly from fiscal conservatives who charged that their bargaining rights and political power were incompatible with a new age of austerity and limits.

The relationship between organized labor and the civil rights movement proceeded along two tracks. At work, the two groups were adversaries, as civil rights groups criticized employment discrimination by the unions. But in politics, they allied. Unions and civil rights organizations partnered to support liberal legislation and to oppose conservative southern Democrats, who were as militant in opposing unions as they were fervent in supporting white supremacy.
At work, unions dithered in their efforts to root out employment discrimination. Their initial enthusiasm for Title VII of the 1964 Civil Rights Act, which outlawed employment discrimination, waned the more the new law violated foundational union practices by infringing on the principle of seniority, emphasizing the rights of the individual over the group, and inserting the courts into the workplace. The two souls of postwar liberalism— labor solidarity represented by unions and racial justice represented by the civil rights movement—were in conflict at work.
Although the unions and civil rights activists were adversaries over employment discrimination, they united in trying to register southern blacks to vote. Black enfranchisement would end the South’s exceptionalism and the veto it exercised over liberal legislation in Congress. But the two souls of liberalism that were at odds over the meaning of fairness at work would also diverge at the ballot box. As white workers began to defect from the Democratic Party, the political coalition of black and white workers that union leaders had hoped to build was undermined from below. The divergence between the two souls of liberalism in the 1960s—economic justice represented by unions and racial justice represented by civil rights—helps explain the resurgence of conservatism that followed.

In the late 19th and early 20th centuries, white working-class activists and their allies in the United States acted as a political vanguard in efforts to limit the entry, naturalization, and civil rights of Chinese migrants, especially laborers. First in California in the 1850s, and then throughout the North American West and the nation at large, a militant racist-nativist minority of trade unionists and labor reformers assailed Chinese as an economic, cultural, and political threat to white workers, their living standards, and the republic itself. Uniting with Democrats and independent antimonopoly parties, workers and their organizations formed the base of a cross-class anti-Chinese movement that, by the 1880s, eroded Republicans’ support for Chinese labor migrants and won severe legal restrictions against them. Organized labor, especially the American Federation of Labor and its leadership, played a key role, lobbying Congress to refine and extend Chinese exclusion and erect similar barriers against other Asian migrants, including Japanese and Filipinos. Anti-Chinese labor advocates also influenced and coordinated with parallel pro-exclusion movements abroad, leading a global white working-class reaction to the Chinese labor diaspora across parts of Asia, Africa, and the Americas. In many ways, anti-Asian working-class nativism prefigured early-20th-century measures placing unprecedented constraints on white European migration. Yet organized labor barely opposed the demise of anti-Chinese and national-quota restrictions during World War II and the Cold War, as diplomatic demands, economic expansion, and a changing international system weakened domestic political support for exclusion.

The first Red Scare, which occurred in 1919–1920, emerged out of longer clashes in the United States over the processes of industrialization, immigration, and urbanization as well as escalating conflict over the development of a labor movement challenging elite control of the economy. More immediately, the suppression of dissent during World War I and shock over a revolution in Russia that energized anti-capitalist radicals spurred further confrontations during an ill-planned postwar demobilization of the armed forces and economy.
A general strike in Seattle in February 1919 that grew out of wartime grievances among shipbuilders raised the specter of Bolshevik insurrection in the United States. National press attention fanned the flames and continued to do so throughout the year. In fact, 1919 became a record strike year. Massive coal and steel walkouts in the fall shook the industrial economy, while a work stoppage by Boston police became a national sensation and spread fears of a revolutionary breakdown in public order. Ultimately, however, much of the union militancy of the war era was crushed by the end of 1919 and the labor movement entered a period of retrenchment after 1922 that lasted until the 1930s.
Fall 1919 witnessed the creation of two competing Communist parties in the United States after months of press focus on bombs, riots, and strikes. Federal anti-radical investigative operations, which had grown enormously during World War I and continued into 1919, peaked in the so-called “Palmer Raids” of November 1919 and January 1920, named for US Attorney General A. Mitchell Palmer, who authorized them. The excesses of the Department of Justice and the decline of labor militancy caused a shift in press and public attention in 1920, though another Red Scare would escalate after World War II, with important continuities between the two.

Strikebreakers have been drawn from many parts of the American population, most notably the permanently and seasonally unemployed and underemployed. Excluded from a vast range of occupations and shunned by many trade unions, African Americans constituted another potential pool of strikebreakers, especially during the early decades of the 20th century. During the first quarter of the 20th century, college students enthusiastically volunteered for strikebreaking, both because of their generally pro-business outlook and a desire to test their manhood in violent clashes.
A wide array of private and government forces has suppressed strikes. Beginning in the late 19th century, private detective agencies supplied guards who protected company property against strikers, sometimes assaulting them. During the early 20th century, several firms emerged that supplied strikebreakers and guards at companies’ request, drawing on what amounted to private armies of thousands of men. The largest of these operated nationally.
On many occasions the state itself intervened to break strikes. Like some strikebreaking firms, state militiamen deployed advanced weaponry against strikers and their sympathizers, including machine guns. Presidents Hayes and Cleveland called out federal troops to break the 1877 and 1894 interregional railroad strikes. In 1905, Pennsylvania established an elite mounted force to suppress coal miners’ strikes modeled on the British Constabulary patrols in Ireland.
Corporations directly intervened to break strikes, building weapons arsenals, including large supplies of tear gas, that they distributed to police forces. They initiated “back to work” movements to destroy strikers’ morale and used their considerable influence with the media to propagandize in the press and on the radio. Corporations, of course, discharged strikers, often permanently.
In the highly bureaucratized society of the late twentieth and early 21st century that stigmatized public displays of anger, management turned to new “union avoidance” firms to break strikes. These firms emphasized legal and psychological methods rather than violence. They advised employers on how to blur the line between management and labor, defame union leaders and activists, and sow discord among strikers.

The failure of labor unions to succeed in the American South, largely because national unions proved unable or unwilling to confront white supremacy head on, offers an important key to understanding post–World War II American politics, especially the rise of the civil rights movement. Looking at the 1930s and 1940s, it is clear that the failure was not the result of a cultural aversion to collective action on the part of white workers in the South, as several histories have suggested, but rather stemmed from the refusal of the conservative leadership in the Congress of Industrial Organizations (CIO) to organize an otherwise militant southern workforce composed of both whites and Blacks. These lost opportunities, especially among southern woodworkers and textile workers, contrasts sharply with successful interracial union drives among southern coal miners and steelworkers, especially in Alabama. Counterfactual examples of potentially durable civil rights unionism illustrate how the labor movement could have affected the civil rights movement and transformed politics had the South been unionized.

Between 1881 and 1924, when federal immigration restrictions were introduced, two and half million Jews from East Europe entered the United States. Approximately half of them settled in New York City where they soon comprised the largest Jewish settlement in the world. The Lower East Side, where families crowded into tenements, became the densest place on the globe. Possessing few skills, Jewish immigrants took jobs with which they had some prior familiarity as peddlers and as workers in the burgeoning garment and textile industries. With the rise of clothing as a mass consumer good, the garment industry emerged as the leading industrial sector in the city. Jewish workers predominated in it. But conditions of sweated labor in shops and factories propelled worker protest. A Jewish labor movement sprung up, energized by the arrival of socialist radicals in the labor Bund. Women workers played a major role in organizing the Jewish working class, spearheading a series of major strikes between 1909 and 1911. These women also staged “meat riots” over inflated beef prices in 1902 and “rent wars” in the early 1930s. To be sure, garment work and the labor movement also shaped the experience of Jewish immigrants in cities such as Baltimore, Chicago, Philadelphia, and Boston. Jews notably worked in other apparel industries, but the alternative for many (especially in small cities without a garment industry) was peddling and shopkeeping. Self-employed, but situated within and integrated in the working-class community, both sectors reflected the nontraditional nature of the Jewish working class. Jewish peddlers and petty shopkeepers increasingly morphed in a second generation into a middle class in higher status white-collar work. But despite this mobility, Yiddishkeit, a vibrant Jewish working-class culture of Jewish proletarian theater, folk choruses, journalism, education, housing, and recreation, which was particularly nourished by Bundists, flourished and carried a rich legacy forward in the postwar era.

America’s tremendous diversities of faith, region, and ethnicity complicate efforts to generalize relationships between religious groups and the labor movement. Americans’ historic and widely shared commitment to Christianity masks deep divisions: between white Christians and black Christians, between Catholics and Protestants, between northern Protestants and southern Protestants, and between “modernist” Protestants (who view the Bible in metaphorical terms as a source of ethical guidance and emphasize social justice) and “fundamentalist” Protestants (who view the Bible literally and eschew social activism in favor of individual evangelizing). Work, class, and the role of the labor movement add extra dimensions to these complexities, which are multiplied when considering non-Christian traditions such as Judaism or the other world religious communities that have grown in the United States since the immigration reforms of 1965.
Nevertheless, scholars accept a general narrative that delineates key periods, themes, and players over the course of the twentieth century. From the turn of the 19th century until the 1930s, the relationship between religion and labor was shaped by the centrality of the American Federation of Labor (AFL) in the labor movement, the development of a “social gospel” among northern mainline Protestants, and the massive immigration from southern and eastern Europe that brought millions of Catholic and Jewish workers into the United States before it largely ended in the 1920s. These developments were sometimes in tension. The AFL favored craft unionism and placed a premium on organizing skilled male workers; it therefore left out many of the unskilled new arrivals (as well as African Americans and most women). Consequently, the shape of “religion and labor” formed primarily around the dynamic between the AFL and Protestant social reformers, without much regard to the large masses of unorganized Catholic, Jewish, and African American workers.
These dynamics shifted in the Great Depression. The Congress of Industrial Organizations (CIO), begun as a committee within the AFL in 1934, sought the organization of entire industries—skilled and unskilled alike, and ethnic Catholics and Jews became unionized in large numbers. Even traditional racial barriers in the labor movement began crumbling in some industries. And, the labor movement expanded its geographical ambition, pushing aggressively into the South. In turn, the religious voices associated with the labor movement broadened and deepened. Labor’s new alliances with Catholics, Jews, African Americans, and southern evangelicals helped to push the ranks of organized workers to historic highs in the 1950s.
This coalition has faced divisive, even disastrous headwinds since the 1960s. The strength of anticommunism, especially within religious groups, caused some religious workers to retreat from the reformist ambitions of the labor movement and sparked a conservative religious movement deeply opposed to labor and liberalism. Race became an ever-hotter flashpoint. Although religiously affiliated civil rights reformers often forged alliances with unions, the backlash and resistance to civil rights among portions of the white working class undermined the efficacy of labor unions as sources of social cohesion. Perhaps most profoundly, the economy as a whole transformed from an urban-industrial to a post-urban service model. Organized labor has floundered in the wake of these changes, and the concomitant resurgence of a traditionalist, individualistic, and therapeutic religious culture has offered the remains of the labor movement little to partner with.

Policymakers and analysts have traditionally described US relations with India as moving from estrangement during the Cold War and immediate post–Cold War period to engagement after 1999. The reality has been more complex, interspersing periods of estrangement, indifference, and engagement, with the latter dominating the first two decades of the 21st century. The nature of the relationship has been determined by a variety of factors and actors, with American perceptions of India shaped by strategic and economic considerations as well as the exchange of ideas and people.
The overall state of the US relationship with India after 1947 has been determined by where that country has fit into Washington’s strategic framework, and Delhi’s ability and willingness to play the role envisioned for it. When American and Indian policymakers have seen the other country as important and useful, they have sought to strengthen US-India relations. In those periods, they have also been more willing to manage the differences that have always existed between the two countries at the global, regional, and bilateral levels. But when strategic convergence between the two countries is missing, differences have taken center stage.
