The origins of the Philippine nation-state can be traced to the overlapping histories of three empires that swept onto its shores: the Spanish, the North American, and the Japanese. This history makes the Philippines a kind of imperial artifact. Like all nation-states, it is an ineluctable part of a global order governed by a set of shifting power relationships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illuminated in the history of the Philippines.

Port Cities and Islamic Insurgency across Southeast Asia, 1850–1913

Port cities have long played a critical role in the circulation of peoples, commodities, and ideas within and across the maritime spaces of Southeast Asia. Although an indelible component of the islands and archipelagos of this region since at least the 15th century, the rise of global empires in the 19th century rejuvenated these communities by the sea, giving rise to thriving metropolises from Rangoon to Singapore, Bangkok to Penang. Historians recognize that these ascendant cities served as “imperial bridgeheads,” connecting the products and peoples of the Southeast Asian hinterlands to world markets. Yet, the idea of “cosmopolitanism” arguably pervades how historians understand these port cities; bustling docks, diverse populations, and lively scenes of popular culture take precedence over the imperial coercion unfolding within and beyond their shores.
Port cities and urbanization, in fact, were intimately intertwined with the violence of conquest and Islamic insurgency enveloping various corners of the Southeast Asian countryside. When armed conflicts such as the bitter Dutch-Aceh War in the Netherlands East Indies (present-day Indonesia) and the Moro Wars in the southern Philippines engulfed venerable Muslim sultanates, the maritime metropolises of the Straits Settlements emerged as critical nodes—sites for the dissemination of weapons and smugglers, spies and diplomats, contentious ideas and theologies. These circulations were facilitated not just by Muslim networks or colonial agents but by the very cosmopolitan nature of port cities. Chinese and German, Arab and Turkish, Muslim and Christian, all became drawn into the whirling vortex of “Islamic insurgencies.” By highlighting the integral position of port cities in the conduct of various armed conflicts, it becomes possible to gain new perspectives and suggest reconfigured research paradigms for understanding the connected histories of colonial conquest.

Asian Piracy

Piracy has been an important and persistent feature of Asia’s maritime history. In fact, the largest pirate organizations in all of history were found in Asia. Although often regarded as the antithesis of trade, piracy is actually closely related to the world of commerce. Pirates were themselves often traders (or smugglers) and relied on merchants to outfit their ships and sell their plunder. Despite the obvious and primary economic dimension of piracy, pirates were also political actors. This observation is significant because piracy has traditionally been distinguished from other forms of maritime predation (especially privateering, but also naval warfare) by stressing its supposedly inherently private nature. In Asia, however, the history of piracy is very much defined by its political contexts. Pirates themselves formed polities, whether as part of established coastal communities or in their endeavors to build their own states. What is more, as was the case in Europe, pirates often colluded with territorial states that used them as an instrument of state power, in order to harass and weaken their rivals. The political dimension of Asian piracy has long been overlooked due to the preponderance of European concepts and sources, which tend to depict all Asians involved in maritime predation as mere criminals. More nuanced studies of Asian pirates, especially when based on non-European sources, promise fresh insights into the commercial, social, and political worlds of maritime Asia.

Japanese Empire and Pan-Asianism

The Japanese colonial empire was composed of territories adjacent to the Japanese archipelago, ranging from Southern Sakhalin in the north to Taiwan in the south. Unlike most European powers, Japan did not acquire colonial territories that were far away from the metropolis; rather, it did so within the region in which it was located—East Asia. The geographical proximity between the metropolis and its colonial territories influenced not only the structure of the colonial administration, racial hierarchies in the empire, and colonial and metropolitan identities but also the rhetorical strategies that were used to legitimize colonial rule.
Although the government generally envisioned a European-style empire, the creation of which would earn Japan the respect of the Great Powers and eventually lead to the recognition of Japanese equality, a significant number of politicians, writers, and activists argued that it was Japan’s mission to unite the Asian people and protect or liberate them from Western colonial rule. These discourses have been summarized under the term “Pan-Asianism,” a movement and an ideology that emerged in the late 19th century and became mainstream by the time World War I began. However, although some advocates of Pan-Asianism were motivated by sincere feelings of solidarity, the expansion of Japanese colonial rule and the escalation of war in China and throughout Asia in the 1930s brought to the fore an increasing number of contradictions and ambiguities. By the time World War II started, Pan-Asianism had become a cloak of Japanese expansionism and an instrument to legitimize the empire, a process that culminated in the Greater East Asia Conference of 1943.
The contradictions between Japan’s brutal wars in Asia and the ideology of Asian solidarity continue to haunt that country’s relations with its neighbors, by way of ambiguous historical memories of the empire and war in contemporary Japanese politics and society.

The Japanese Empire and Russia, 1868–1945

As Russia expanded eastward in the early and mid-19th century, it came into increasing contact with the Japanese Empire. In turn, after the modernizing Meiji revolution premised, in large part, on fears of Western countries, such as Russia, the Japanese began to expand westward, leading to further collisions. War was avoided for the first thirty six years, but the next forty years were bloody, with Russia and Japan fighting three times. Although the Russo-Japanese War of 1904–1905 (called the “Japanese-Russian War” in Japanese) has been depicted in Japan as a victory and the apogee of empire, it also put the Island Empire on the road to future wars it could not ultimately win. The USSR was one of the victor nations taking the Japanese surrender on the deck of the USS Missouri anchored in Tokyo Bay in September 1945. Thus, Russia played an active role in both the glorious heights and shattering conclusion of the Japanese Empire. The clashes with Japan also influenced Russian history. Russia’s defeat in every land battle and the loss of two-thirds of its naval forces defied expectations and set off a sequence of events that, among other causes, fatally weakened the Russian Empire, both internally and externally. Revenge would come forty years later. Although Stalin failed to garner many of the fruits of victory he had hoped for, especially in regard to Japan, the very presence of vast Soviet armies in the Chinese northeast at the end of World War II put them in a position to midwife the Chinese communist revolution, mainly by handing over the captured Japanese weapons to Mao Zedong’s army. The meeting of Russia and Japan in the period from 1868 to 1945 gave birth to modern northeast Asia, a region whose rapid and recent rise to prosperity has been riddled with conflicts and controversies.

Mapping of the Maritime Boundaries at Japan’s Northern Edge in the 19th Century

Japan defined its northern edge against Russia over the course of the 19th century. In earlier periods, an area and people known as Ezo marked the northern edge of Japanese state and society, but expansion of both the Russian and Japanese polities brought them into direct contact with one another around the Sea of Okhotsk. Perceptions of foreign threat accelerated Japan’s efforts to map and know Ezo, and shifted understandings of Japan’s northern edge outwards. Maritime routes defined this new northern edge of Japan, and their traces on the map tied distant locales to the national body.
Maritime space was therefore crucial to this expansion in conceptions of the nation, through which the maritime boundary of Japan came to incorporate much of the Ezo region. The mid-century opening of Japan transformed this maritime boundary, which was shaped in the latter half of the 19th century by Japan’s particular situation, even as global and universal concepts were drawn upon to justify its operation. Japan’s participation within international and inter-imperial society conferred upon it the ability to appeal to such concepts for legitimacy, a participation made possible by the state’s efforts to satisfactorily map and administer the boundaries of Japan’s northern edge.

The Uyghurs in Modern China

The Uyghurs are a Turkic-speaking ethnic group, most of whom live today within the People’s Republic of China. Virtually all Uyghurs are Muslims, and most are oasis farmers, small-time traders, or craftsmen. They constitute the majority population of the Tarim Basin, a region that eventually fell under Chinese rule after the Qing conquest of 1759. Although Turkic speakers predominated in the Tarim Basin for several centuries, the modern Uyghur identity was only named and formalized in the 20th century. During that period, a succession of Chinese states gradually transformed Uyghur lands from a loosely held dependency under the Qing to a closely monitored, assimilationist, settler colony in the 21st century, ruled by a Han Chinese–dominated bureaucracy. Uyghurs inherit traditions rooted in Turko-Persianate Central Asia, elaborated in the 20th century by strong influences from Soviet Central Asia and continually adapted to a political context of shifting outsider regimes punctuated by briefly successful independence movements.

Southeast Asia’s Colonial Port Cities in the 19th and 20th Centuries

Southeast Asia’s colonial ports often supplanted early trading emporiums within Asia, and by the 19th century a number of ports played important roles in European imperial networks, making them significant hubs not only regionally but also in global networks. Such ports included the British-administered Straits Settlement of Singapore, Penang, Malacca (now more commonly referred to as Melaka); the Dutch-administered Batavia, Semarang, and Makassar (in the Java Sea); the French-administered Saigon; and the Spanish (later American) administered Manila (in the South China Sea). Importantly, some of these ports had earlier histories as trading emporiums, but reached a highpoint of connectivity with global networks in the 19th and 20th centuries. These colonial port cities were not only hubs for trade and travelers but served as gateways or imperial bridgeheads connecting maritime centers to the peoples and economies of the port hinterlands, drawing them into a global (imperial) economy.
The economic, political, and technological frameworks in colonial ports served to reinforce European control. Colonial port cities also played a role in knowledge circulations and the introduction of technologies, which changed transport and modes of production and urban planning. The colonial port cities of Southeast Asia were also important in terms of the strategic defense of European interests in the region. Regarded as entry points for technology and colonial capitalism, and often modeled with elements of European aesthetics and design, port cities could also be sites of urban development and planning. The development of residential enclaves, ethnic quarters, and commercial districts served to shape the morphology of the colonial ports of Asia.
Colonial port city communities were oftentimes regarded as important sites of cultural exchange and hybridity. These port cities were often built on existing indigenous trading centers or fishing villages. Cosmopolitan in nature, and open to the movement of trading diasporas, port cities served as entry points for not only commercial communities, but in the 19th century saw the increased movement of European colonial administrators, scientists, writers, and travelers between ports. Another important influx was labor (convict, indentured, and free) throughout Southeast Asia’s ports.
By the early 20th century, colonial ports were sites of new intellectual and social currents, including anticolonial sentiment, in part driven by the circulation of news and press and also, by diasporic community influences and interests. Following World War II, many colonial ports were revived as national ports. By exploring the colonial port cities of Southeast Asia along a number of themes it is possible to understand why scholars have often described the colonial port city as a “connecting force” (or bridgehead) linking ports and port communities (and economies) to the European imperial project and the global economy.
An examination of the colonial port city of Southeast Asia offers scholars the potential to bridge numerous historical fields including, but not restricted to, imperial history, Southeast Asian history, maritime history, urban and sociocultural histories, and economic and labor histories.

Trade in the Japanese Empire

Insecurity and inequality (both real and perceived) have defined the Japanese Empire as an entity of trade. If one the primary goals of Japan’s leaders during the Meiji period (1868–1912) was to revise the so-called unequal treaties, then having an empire was seen as a necessary means towards achieving this end. From the very beginning, strategic concerns proved inseperable from economic considerations. Imperial expansion into neighboring territories occurred simutaneously and worked hand in hand with forging an industrial nation-state. The empire began with the so-called internal colonization of Hokkaidō and then the Ryūkyū Islands (Okinawa), followed by Taiwan and Korea, spoils of victory after the Sino-Japanese and Russo-Japanese Wars, respectively. Taiwan and Korea represented Japan’s formal empire, and Japan developed these territories primarily as agricultural appendages—unequal and exclusive trading partners to provide foodstuffs for a growing, industrializing population in the home islands. As Japan developed its formal colonies toward a goal of agricultural self-sufficiency, it also pursued informal empire in China, which took shape as a competitive yet cooperative effort with other Western imperial powers under the treaty port system. World War I represented a turning point for imperial trade: At this time, Japan took advantage of a Europe preoccupied with internecine battles to ramp up the scope and scale of industrial production, which made Japan increasingly reliant on China—and particularly Manchuria—for raw materials necessary for heavy industry such as coal and iron. Japanese efforts to tighten its grip on China brought it into conflict with the Western imperialist powers and with a strengthening Chinese nation. Another major turning point was Japan’s 1931 takeover of Manchuria and the establishment of the puppet state of Manchukuo; these actions ended the treaty port system and sparked conflicts between China and Japan that broke out into full-out war by 1937. Although Japan was largely able to achieve agricultural self-sufficiency by the 1930s, it was unable to be fully self-reliant in essential resources for industry (and war) such as oil, tin, and iron. Resource self-sufficiency was a major goal for the construction of the Greater East Asia Co-Prosperity Sphere in the early 1940s. The Japanese Empire officially ended with defeat in 1945.

Islam and the Indian Ocean: Legal Culture and Economic Life to c. 1900

For historians of the Indian Ocean, the stakes in thinking about law and economic life are very high. As a key arena of world history, the Indian Ocean world has emerged as a site for reflecting on issues of connectivity and circulation, and for writing histories that cover broad spans of space and time. Many of these histories—and indeed, the pioneering works in the field—have focused on matters of trade and empire, the twin pillars of world history more broadly. Since around 2000, research has taken on different forms of migration as well as matters of ideology, culture, epidemiology, and more, but many of these discussions are still built on foundations of trade and empire: people, books, ideas, and diseases primarily circulate through networks forged via trade or through imperial channels. All of it, however, requires a rigorous engagement with questions of law, which undergirded production and trade in the region.
The history of law and economic life in the Indian Ocean might be mapped onto three arenas. First, law played an important role in the politico-economic constitution of empires (Muslim or otherwise) in the Indian Ocean. Beyond that, though, one must consider the legal dynamics of trade networks within this world of empires, examining the intersecting private-order and public mechanisms that merchants drew on to regulate their commercial affairs. And finally, the histories of law, empire, and economic life all intersected in courtrooms around the Indian Ocean world, as economic actors took their disputes to different tribunals, shaping the contours of the legal history of the region.

Japanese Empire in Hokkaido

The temporal span of the Japanese Empire is most commonly given as 1895–1945, from the acquisition of Taiwan following Japan’s victory in the First Sino-Japanese War to Japan’s defeat in the Second World War. Within this interpretation, the Japanese Empire was largely a reaction to the advances of the Western colonial powers during the 19th century. This “orthodox” narrative of the empire rests on a key assumption: the current borders of the Japanese state demarcate the inherent territory of Japan. But when viewed from Japan’s northernmost island of Hokkaido, a second story of the Japanese Empire emerges. Before 1869 Hokkaido was known to Wajin (ethnic Japanese) as Ezo. While the Japanese considered Ezo to be within their sphere of influence and there was a Japanese zone (Wajinchi) in the southern tip of Ezo from the 16th century, Ezo was a foreign land inhabited by the Ainu people. Hokkaido was only fully incorporated into the Japanese state in 1869 following the Meiji Restoration (1868), after which Japanese settlers colonized the island beyond Wajinchi. The indigenous Ainu people were dispossessed of their land and forced to assimilate.
Rather than Taiwan, therefore, the story of the Japanese Empire begins with the colonization of the peripheries of the modern state: Hokkaido, and also Okinawa. Seeing imperial history from the vantage point of Hokkaido sheds light on some of the assumptions and oversights of much writing on Japan’s 19th- and 20th-century history. It reveals how the legacies of empire affect Japanese people today in those spaces where the colonizers and colonized continue to coexist. And it gives insights into how official and popular narratives of empire and war have been formulated at local and national levels in the postwar era.

The Ainu and Japanese Settler Colonialism

The Ainu people are Indigenous to Hokkaido (Japan’s northernmost island in the early 21st century), the Russian-administered island of Sakhalin, and the adjacent Kuril archipelago. The Ainu traditionally refer to these lands as Ainu Mosir (meaning “the land of the people”). In the early 21st century, an increasing number of Ainu refer to Hokkaido itself as Yaun Mosir (roughly “the land of land”). Long neighbors with the Japanese, they historically resided as far south as Honshu and as far north as Kamchatka. As of 2023, most Ainu are concentrated in southern Hokkaido and the Tokyo metropolitan area. During the Tokugawa period (1603–1867), the Matsumae Domain maintained a deeply exploitative, if not outright colonialistic, relationship with Ainu groups across Hokkaido (then known in Japanese as Ezo). Nevertheless, Tokugawa leaders explicitly recognized Ainu territorial sovereignty and political formations. Following the Japanese annexation of Hokkaido in 1869, however, the Westernizing Meiji state (1868–1912) adopted settler colonial practices in Hokkaido that closely resembled those of the United States, the British Empire, and the Russian Empire. Declaring Ainu territories across Hokkaido terra nullius (empty or ownerless land), the Kaitakushi (the Japanese Colonial Office) and successive Hokkaido-based prefectural governments disregarded Ainu sovereignty entirely and engaged in a zero-sum colonization program, dispossessing the Ainu of their unceded land, waters, and resources.
While this led to deadly waves of famine and epidemic disease in Ainu communities in the late 19th and early 20th centuries, many resisted. This ranged from physical confrontations with colonial agents to large-scale peaceful protests. Amid widespread social Darwinist-inflected narratives of the Ainu as a self-destructively inferior race, in 1899, the Meiji government passed the so-called Hokkaido Former Aborigine Protection Act (Hokkaidō kyūdojin hogo-hō), rendering the Ainu wards of the state. In the 21st century, the legacies of the Protection Act and surrounding racist and colonialist discourse continue to impact the Ainu. This most often takes the form of Japanese disavowals of Ainu existence and the state’s rejection of Ainu calls for self-determination. Nevertheless, many Ainu maintain distinct cultural identities, spiritual traditions, and epistemologies and assert sovereignty on their own unceded territories.

European Piracy in the Indian Ocean

Defining European piracy in the Indian Ocean is a complicated task and depends entirely on competing definitions and perspectives. As newcomers to the region, Europeans inserted themselves, often violently, into a complex long-distance trade system that had functioned relatively smoothly for centuries before the Portuguese arrival in 1498. Divergent cultural norms, particularly long-standing religious differences, were a central issue for the militantly Catholic Iberians, as they did not accept nor respect claims of sovereignty from local Muslim and Hindu rulers. Among Europeans, a similar dynamic applied after the Reformation, as rising Protestant empires, such as the Dutch and British, began to compete with the Portuguese, and each other, for control of the lucrative Indian Ocean commodities and markets as they battled for global trade dominance. Since the total number of Europeans in the region at any given moment remained quite low relative to the size of the Indigenous populations, they relied on violence and coercion to achieve their economic objectives. The persistence of European piracy in the Indian Ocean exposes a long-standing interconnected Indo-Atlantic world that is yet to be fully integrated into the historical narratives regarding European imperial and Atlantic histories.
