Climate change research in Argentina focuses on its physical aspects (natural sciences) and not so much on the social aspects, beyond the various surveys measuring perceptions and concerns of Argentinians about climate change. There are few studies that address the problem of communicating the issue from a social sciences standpoint, and these refer to analysis of its coverage in the leading newspapers. And almost all have been published in Spanish. The links between media coverage, policy, and public perceptions in Argentina have not been the subject of academic research thus far. Given the lack of specific bibliography examining the climate change communication from a transversal outlook, in-depth interviews were used to find this out. This study presents an overview of the communication of climate change in Argentina considering not only the journalistic point of view but also that of other social actors. Five areas of interest were defined: the political, the scientific, the media, NGO environmentalists, and what this article refers to as “other sectors.” This fifth area incorporated other voices from the business sector or the non-specialized civil sphere in order to complement the panorama of representative actors that have something to say about the communication of the climate change in Argentina.

Given its location between the Mediterranean Sea and the desert, it seems Israel would be aware of the potential risks of climate change, especially given its lack of natural fossil resources, among other factors. Its location might have led to a greater emphasis on adaptation than mitigation and for climate change communication to flow from all relevant agents, utilized by the ingenuity of this hi-tech nation toward adaptation solutions. However, tracking the development of climate change policy and action leads to the conclusion that climate change is not at the top of Israel’s agenda, due to factors ranging from defense to the neoliberal economy.
This article presents some background history of climate change activism and policy development in Israel. It considers the relevant Israeli context that was the bedrock of climate change policy and activity. It also reviews the communicative activity of the relevant agents, including the government, parliament, scientists, nongovernmental organizations (NGOs), the media, and the public at large, and examines climate change on the public’s agenda as it was presented by the media and reflected in public opinion polls, especially around global climate change events initiated by the United Nations (UN) from Bali (2007) to Paris (2015).
Climate change communication in Israel is primarily practiced within the environmental communication field and less so in the science communication field. Communication about climate change is fairly benign compared to the war and terror that are part of everyday life in Israel. Only in the 1970s did environmental communication emerge in various media channels and was placed on the public’s agenda, while climate change communication specifically began to gain salience slowly only in the first decade of the 21st century. Mass media coverage of climate change in Israel is generally quite low compared to other developed countries in the West, with new media channels partially used by interested nongovernmental organizations and individual activists. From time to time, media events organized by the Intergovernmental Panel on Climate Change and world summits on climate change that involve mainly local political interests serve to increase coverage and raise public interest. As in other countries, coverage is usually local rather than global, even though climate change is a global problem. How effective is climate change communication in Israel? Research has only partially answered this question. It seems that the legacy of low media coverage contributes to the low salience of climate change on the governmental and public agendas. Moreover, the atmosphere of uncertain risks and outcomes for Israel has not created a climate of urgency for policymakers.

There is a comparably lengthy history of climate change communication research in the United Kingdom that can be traced back to the late 1980s. As is the case for media research in general, most attention has historically focused on print media and elite newspapers in particular. The British public appears to have a rather ambivalent response to climate change, and most people do not view it as a pressing threat. While surveys suggest that most citizens believe that climate change is occurring and is at least partly caused by human activity, skeptic views have received greater prominence in the mainstream media than in many other comparable countries. Climate deniers have received considerable space on the opinion pages of some right-leaning British newspapers. This is no doubt linked to vigorous denial campaigns mounted by climate-skeptic think tanks in the United Kingdom. The left-of-center Guardian newspaper (and its counterpart Sunday edition, The Observer) has led the way on climate change reporting, far exceeding the amount of space devoted to the topic by other print news outlets—yet it has one of the lowest readerships. While traditional media remain important agenda setters, online and social media are increasingly significant sources of news—especially for younger individuals. Future climate communication scholarship should play a vital role in informing stakeholder strategies and better understanding the complex linkages between media framing, political agendas, and public perceptions.

Scientific agreement on climate change has strengthened over the past few decades, with around 97% of publishing climate scientists agreeing that human activity is causing global warming. While scientific understanding has strengthened, a small but persistent proportion of the public actively opposes the mainstream scientific position. A number of factors contribute to this rejection of scientific evidence, with political ideology playing a key role. Conservative think tanks, supported with funding from vested interests, have been and continue to be a prolific source of misinformation about climate change. A major strategy by opponents of climate mitigation policies has been to cast doubt on the level of scientific agreement on climate change, contributing to the gap between public perception of scientific agreement and the 97% expert consensus. This “consensus gap” decreases public support for mitigation policies, demonstrating that misconceptions can have significant societal consequences. While scientists need to communicate the consensus, they also need to be aware of the fact that misinformation can interfere with the communication of accurate scientific information. As a consequence, neutralizing the influence of misinformation is necessary. Two approaches to neutralize misinformation involve refuting myths after they have been received by recipients (debunking) or preemptively inoculating people before they receive misinformation (prebunking). Research indicates preemptive refutation or “prebunking” is more effective than debunking in reducing the influence of misinformation. Guidelines to practically implement responses (both preemptive and reactive) can be found in educational research, cognitive psychology, and a branch of psychological research known as inoculation theory. Synthesizing these separate lines of research yields a coherent set of recommendations for educators and communicators. Clearly communicating scientific concepts, such as the scientific consensus, is important, but scientific explanations should be coupled with inoculating explanations of how that science can be distorted.

Climate change adaptation is the ability of a society or a natural system to adjust to the (changing) conditions that support life in a certain climate region, including weather extremes in that region. The current discussion on climate change adaptation began in the 1990s, with the publication of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Since the beginning of the 21st century, most countries, and many regions and municipalities have started to develop and implement climate change adaptation strategies and plans. But since the implementation of adaptation measures must be planned and conducted at the local level, a major challenge is to actually implement adaptation to climate change in practice. One challenge is that scientific results are mainly published on international or national levels, and political guidelines are written at transnational (e.g., European Union), national, or regional levels—these scientific results must be downscaled, interpreted, and adapted to local municipal or community levels. Needless to say, the challenges for implementation are also rooted in a large number of uncertainties, from long time spans to matters of scale, as well as in economic, political, and social interests. From a human perspective, climate change impacts occur rather slowly, while local decision makers are engaged with daily business over much shorter time spans.
Among the obstacles to implementing adaptation measures to climate change are three major groups of uncertainties: (a) the uncertainties surrounding the development of our future climate, which include the exact climate sensitivity of anthropogenic greenhouse gas emissions, the reliability of emission scenarios and underlying storylines, and inherent uncertainties in climate models; (b) uncertainties about anthropogenically induced climate change impacts (e.g., long-term sea level changes, changing weather patterns, and extreme events); and (c) uncertainties about the future development of socioeconomic and political structures as well as legislative frameworks.
Besides slow changes, such as changing sea levels and vegetation zones, extreme events (natural hazards) are a factor of major importance. Many societies and their socioeconomic systems are not properly adapted to their current climate zones (e.g., intensive agriculture in dry zones) or to extreme events (e.g., housing built in flood-prone areas). Adaptation measures can be successful only by gaining common societal agreement on their necessity and overall benefit. Ideally, climate change adaptation measures are combined with disaster risk reduction measures to enhance resilience on short, medium, and long time scales.
The role of uncertainties and time horizons is addressed by developing climate change adaptation measures on community level and in close cooperation with local actors and stakeholders, focusing on strengthening resilience by addressing current and emerging vulnerability patterns. Successful adaptation measures are usually achieved by developing “no-regret” measures, in other words—measures that have at least one function of immediate social and/or economic benefit as well as long-term, future benefits. To identify socially acceptable and financially viable adaptation measures successfully, it is useful to employ participatory tools that give all involved parties and decision makers the possibility to engage in the process of identifying adaptation measures that best fit collective needs.

Colombia is in a privileged position to take advantage of international climate agreements to finance sustainable development initiatives. The country is a signatory of the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Agreements. As a non-Annex I party to the UNFCCC, Colombia produces low emissions in relation to global numbers (0.46% of total global emissions for 2010) and exhibits biogeographical conditions that are ideal for mitigation of climate change through greenhouse gas sequestration and emission reductions. Simultaneously, recent extreme climatic events have harshly compromised the country’s economy, making Colombia’s vulnerability to climate change evident.
While these conditions should justify a strong approach to climate change communication that motivates decision making and leads to mitigation and adaptation, the majority of sectors still fall short of effectively communicating their climate change messages. Official information about climate change is often too technical and rarely includes a call for action. However, a few exceptions exist, including environmental education materials for children and a noteworthy recent strategy to deliver the Third Communication to the UNFCCC in a form that is more palatable to the general public. Despite strong research on climate change, particularly related to agricultural, environmental, and earth sciences, academic products are rarely communicated in a way that is easily understood by decision makers and has a clear impact on public policy. Messages from the mass media frequently confuse rather than inform the public. For instance, television news refers to weather-related disasters, climate variability, and climate change indiscriminately. This shapes an erroneous idea of climate change among the public and weakens the effectiveness of communications on the issue.
The authors contrast the practices of these sectors with those of nongovernmental organizations (NGOs) working in Colombia to show how they address the specific climate communication needs facing the country. These NGOs directly face the challenge of working with diverse population groups in this multicultural, multiethnic, and megadiverse country. NGOs customize languages, channels, and messages for different audiences and contexts, with the ultimate goal of building capacity in local communities, influencing policymakers, and sensitizing the private sector. Strategies that result from the work of interdisciplinary groups, involve feedback from the audiences, and incorporate adaptive management have proven to be particularly effective.

Climate change communication in Aotearoa New Zealand occurs through multiple channels, including public communication by experts; formal and informal science-policy dialogues; and publication of popular books, documentaries, and media reports. There is, in addition, a wide array of climate change communication activities that are less well documented, such as those that utilize the education system, social media, art, community events and festivals, and co-production processes related to adaptation and mitigation choices.
Although research into the communication of climate change is in its infancy in the country, data on public attitudes toward climate change over the past decade indicate that most New Zealanders believe climate change is occurring, is anthropogenic, and is a serious concern. This is mirrored by research into media coverage on climate change, which shows that mainstream news reports are largely consistent with the scientific consensus and reports issued by the Intergovernmental Panel on Climate Change (IPCC), and do not give much coverage to skeptical or catastrophic viewpoints.

In South Africa, one of the world’s most carbon-intense economies and a society marked by gross social inequality, climate change is not a popular topic. As of 2018, more than half of the population had never heard of climate change and only one in five South Africans believed that human activities lead to global warming. The communication of climate change in South Africa is influenced by the notorious inequality that the country still suffers decades after the apartheid regime has ended. Few South Africans are able to live a life in prosperity and security on par with life in industrialized nations, more than half of the population are considered poor, almost a third of the population are chronically unemployed, and many work for carbon-intense industries.
The country’s prevalent inequality and its economic dependency on coal influence the way climate change is communicated and interpreted. Environmental NGOs, journalists, and scientists frequently set communication cues on climate change. However, their messages are largely circulated in newspapers catering to an urban and educated readership and resonate less with people living in rural areas or those who rely on employment in the coal and mining sector.
In South Africa, most people hear about climate change in mass media, but journalists frequently lack the resources and training necessary to investigate climate change stories or to interact with local scientists. Environmental NGOs, in contrast, provide easily comprehendible communication cues for unspecialized journalists and often share similar worldviews and demographic backgrounds with dedicated environmental reporters. However, because Black South Africans are underrepresented among environmental journalists and because many affordable local newspapers cannot afford to hire specialized reporters, climate change is covered mostly in high-quality English-language outlets to which most people have no access. Moreover, environmental NGOs are frequently accused of prioritizing abstract ecological concerns, like climate change, over the interests of the South Africans workers, a sentiment that is informed by the country’s history of racial injustice. Counterintuitively, living in a coal area is associated with higher climate change awareness and belief, likely because coal companies and trade unions conduct awareness-raising programs among their workers and because many residents experience the adverse impact of coal mining and combustion firsthand.

Divestment is a socially responsible investing tactic to remove assets from a sector or industry based on moral objections to its business practices. It has historical roots in the anti-apartheid movement in South Africa. The early-21st-century fossil fuel divestment movement began with climate activist and 350.org co-founder Bill McKibben’s Rolling Stone article, “Global Warming’s Terrifying New Math.” McKibben’s argument centers on three numbers. The first is 2°C, the international target for limiting global warming that was agreed upon at the United Nations Framework Convention on Climate Change 2009 Copenhagen conference of parties (COP). The second is 565 Gigatons, the estimated upper limit of carbon dioxide that the world population can put into the atmosphere and reasonably expect to stay below 2°C. The third number is 2,795 Gigatons, which is the amount of proven fossil fuel reserves. That the amount of proven reserves is five times that which is allowable within the 2°C limit forms the basis for calls to divest.
The aggregation of individual divestment campaigns constitutes a movement with shared goals. Divestment can also function as “tactic” to indirectly apply pressure to targets of a movement, such as in the case of the movement to stop the Dakota Access Pipeline in the United States. Since 2012, the fossil fuel divestment movement has been gaining traction, first in the United States and United Kingdom, with student-led organizing focused on pressuring universities to divest endowment assets on moral grounds.
In partnership with 350.org, The Guardian launched its Keep it in the Ground campaign in March 2015 at the behest of outgoing editor-in-chief Alan Rusbridger. Within its first year, the digital campaign garnered support from more than a quarter-million online petitioners and won a “campaign of the year” award in the Press Gazette’s British Journalism Awards. Since the launch of The Guardian’s campaign, “keep it in the ground” has become a dominant frame used by fossil fuel divestment activists.
Divestment campaigns seek to stigmatize the fossil fuel industry. The rationale for divestment rests on the idea that fossil fuel companies are financially valued based on their resource reserves and will not be able to extract these reserves with a 2°C or lower climate target. Thus, their valuation will be reduced and the financial holdings become “stranded assets.” Critics of divestment have cited the costs and risks to institutional endowments that divestment would entail, arguing that to divest would go against their fiduciary responsibility. Critics have also argued that divesting from fossil fuel assets would have little or no impact on the industry. Some higher education institutions, including Princeton and Harvard, have objected to divestment as a politicization of their endowments. Divestment advocates have responded to this concern by pointing out that not divesting is not a politically neutral act—it is, in fact, choosing the side of fossil fuel corporations.

Over the last decade, scholars have devoted significant attention to making climate change communication more effective but less attention to ensuring that it is ethical. This neglect risks blurring the distinction between persuasion and manipulation, generating distrust among audiences, and obscuring the conceptual resources needed to guide communicators.
Three prevailing approaches to moral philosophy can illuminate various ethical considerations involved in communicating climate change. Consequentialism, which evaluates actions as morally right or wrong according to their consequences, is the implicit moral framework shared by many social scientists and policymakers interested in climate change. While consequentialism rightly emphasizes the consequences of communication, its exclusive focus on the effectiveness of communication tends to obscure other moral considerations, such as what communicators owe to audiences as a matter of duty or respect. Deontology better captures these duties and provides grounds for communicating in ways that respect the rights of citizens to deliberate and decide how to act. But because deontology tends to cast ethics as an abstract set of universalizable principles, it often downplays the virtues of character needed to motivate action and apply principles across a variety of contexts. Virtue ethics seeks to overcome the limits of both consequentialism and deontology by focusing on the virtues that individuals and communities need to flourish. While virtue ethics is often criticized for failing to provide a concrete blueprint for action, its conception of moral development and thick vocabulary of virtues and vices offer a robust set of practical and conceptual resources for guiding the actions, attitudes, and relationships that characterize climate change communication. Ultimately, all three approaches highlight moral considerations that should inform the ethics of communicating climate change.

Throughout the late 19th century and most of the 20th century, risks associated with wildfire were addressed by suppressing fires as quickly as possible. However, by the 1960s, it became clear that fire exclusion policies were having adverse effects on ecological health, as well as contributing to larger and more damaging wildfires over time. Although federal fire policy has changed to allow fire to be used as a management tool on the landscape, this change has been slow to take place, while the number of people living in high-risk wildland–urban interface communities continues to increase. Under a variety of climate scenarios, in particular for states in the western United States, it is expected that the frequency and severity of fires will continue to increase, posing even greater risks to local communities and regional economies.
Resource managers and public safety officials are increasingly aware of the need for strategic communication to both encourage appropriate risk mitigation behavior at the household level, as well as build continued public support for the use of fire as a management tool aimed at reducing future wildfire risk. Household decision making encompasses both proactively engaging in risk mitigation activities on private property, as well as taking appropriate action during a wildfire event to protect personal safety. Very little research has directly explored the connection between climate-related beliefs, wildfire risk perception, and action; however, the limited existing research suggests that climate-related beliefs have little direct effect on wildfire-related action. Instead, action appears to depend on understanding the benefits of different mitigation actions and in engaging the public in interactive, participatory communication programs that build trust between the public and natural resource managers. A relatively new line of research focuses on resource managers as critical decision makers in the risk management process, pointing to the need to thoughtfully engage audiences other than the lay public to improve risk management.
Ultimately, improving the decision making of both the public and managers charged with mitigating the risks associated with wildfire can be achieved by carefully addressing several common themes from the literature. These themes are to (1) promote increased efficacy through interactive learning, (2) build trust and capacity through social interaction, (3) account for behavioral constraints and barriers to action, and (4) facilitate thoughtful consideration of risk-benefit tradeoffs. Careful attention to these challenges will improve the likelihood of successfully managing the increasing risks that wildfire poses to the public and ecosystems alike in a changing climate.

Affective imagery, or connotative meanings, play an important role in shaping public risk perceptions, policy support, and broader responses to climate change. These simple “top-of-mind” associations and their related affect help reveal how diverse audiences understand and interpret global warming. And as a relatively simple set of measures, they are easily incorporated into representative surveys, making it possible to identify, measure, and monitor how connotative meanings are distributed throughout a population and how they change over time. Affective image analysis can help identify distinct interpretive communities of like-minded individuals who share their own set of common meanings and interpretations. The images also provide a highly sensitive measure of changes in public discourse. As scientists, political elites, advocates, and the media change the frames, images, icons, and emotions they use to communicate climate change, they can influence the interpretations of the larger public. Likewise, as members of the public directly or vicariously experience specific events or learn more about climate risks, they construct their own connotative meanings, which can in turn influence larger currents of public discourse. This article traces the development of affective imagery analysis, reviews the studies that have implemented it, examines how affective images influence climate change risk perceptions and policy support, and charts several future directions of research.

There is mounting scientific evidence linking extreme weather events such as wildfires in the western United States and Hurricane Sandy with anthropogenic climate change. However, those in developed nations that contribute the most to carbon emissions associated with anthropogenic climate change are the least likely to suffer severe consequences. This asymmetry presents a challenge for climate change communication, given that those who most need to act on climate change (the largest emitters) are those likely to be the most removed from the impacts of carbon emissions, and may thus be less convinced of the critical need to act.
The psychological distance that people perceive from the impacts of climate change may also have implications for their belief in, concern about, and willingness to act on climate change. Psychological distance is the extent to which an object is perceived as distant from the self in time, space, certainty, or social similarity. Though climate change may be perceived by those in developed nations as distant on any or all of these dimensions, temporal and geographic distance are likely to be particularly important in the context of climate change, given the global nature of the problem and the long time horizons associated with predicted impacts.
Considering the potential distancing of climate change from the self, this review examines how perceptions of temporal and geographic distance impact public opinion about climate change, in terms of belief in anthropogenic climate change, concern, and support for action. Many researchers have suggested that the distal nature of climate change is a key reason for failures to engage in widespread mitigation action. However, studies of temporal and geographic distance reveal mixed effects on belief in climate change and support for action. For example, support for climate change action varies as a function of impacts being described as affecting near versus distant victims, and these effects vary as a function of political ideology, with Democrats more likely to support action when exposed to distal victims, and Republicans more supportive when victims are closer to them. Similarly, another study indicated that perceptions of global risk are associated with policy support, whereas perceptions of risk in one’s local area is linked to individual intentions to take action. These findings reveal that it may not always be ideal to perceive climate change as psychologically close in order to promote support for climate action, and a number of studies examined here explore when psychological distance and closeness may help or hinder climate change action.

Scientists who study issues such as climate change are often called on by both their colleagues and broader society to share what they know and why it matters. Many are willing to do so—and do it well—but others are either unwilling or may communicate without clear goals or in ways that may fail to achieve their goals. There are several central topics involved in the study of scientists as communicators. First, it is important to understand the evolving arguments behind why scientists are being called on to get involved in public engagement about contentious issues such as climate change. Second, it is also useful to consider the factors that social science suggests actually lead scientists to communicate about scientific issues. Last, it is important to consider what scientists are trying to achieve through their communication activities, and to consider to what extent we have evidence about whether scientists are achieving their desired goals.

The overwhelming majority of the scientific community agrees that climate change (CC) is occurring and is caused by anthropogenic, or human-caused, forcing. The global populace is aware of this phenomenon but appears to be unconcerned about CC and is slow to adopt potential mitigative actions. CC is a unique and complex phenomenon affected by various kinds of uncertainty, rendering communicative efforts particularly challenging. The compound and, potentially, conflicting uncertainties inherent in CC engender public ambivalence about the issue. The treatment of uncertainty in the Intergovernmental Panel on Climate Change’s (IPCC’s) reports have been shown to be confusing to policymakers and the general public, further confounding public outreach efforts. Given diverse communication styles and the multifaceted nature of CC, an assortment of strategies has been recommended to maximize understanding and increase salience. In particular, using evidence-based approaches to communicate about probabilistic outcomes in CC increases communicative efficiency.

Cities are important venues for climate change communication, where global rhetoric, national directives, local priorities, and media discourses interact to advance mitigation, adaptation, and resilience outcomes on the ground. Urban decision makers are often directly accountable to their electorates, responsible for the tasks most relevant to advancing concrete action on climate change, and flexible in pursuing various public engagement programs. However, many cities are designing climate policies without robust downscaled climate projections or clear capacity and support mechanisms. They are often constrained by fragmented governance arrangements, limited resources, and jurisdictional boundaries. Furthermore, policies often fall short in responding to the disparate needs of heterogeneous urban populations. Despite these constraints, cities across the global North and South are innovating with various communication tools to facilitate public awareness, political engagement, context-specific understanding, and action around climate change. These tools range from traditional popular media to innovative participatory processes that acknowledge the interests of different stakeholders, facilitate engagement across institutional boundaries, and address persistent scientific uncertainty through information coproduction and knowledge reflexivity. By selectively employing these tools, local governments and their partners are able to translate climate science into actionable mitigation, adaptation, and resilience plans; prioritize decision making while taking into account the multiscaled nature of urban infrastructures and service provisions; and design adaptable and flexible communication processes that are socially equitable and inclusive over the long term.

Transitioning to renewable energy systems requires changing the ways people interact with energy as well as technological change. This shift involves social changes that include modifications in norms, policies, and governance. Multiple sociopolitical factors shape the likelihood that solar energy will emerge as a significant component in energy systems around the world. This article describes ways climate change communication may be strategically employed to encourage substantial deployment of solar installations and other renewable energy resources as part of the innovations that contribute to transition and transformation of current energy systems. Understanding how communication may contribute to integration of more solar power into energy systems begins with examining current public awareness of and engagement with solar energy, as well as other low-carbon energy resources. With this foundation, climate change communication can contribute to research, development, and deployment of solar energy installations, by facilitating strategic alignment of solar energy with existing interests and preferences of its stakeholders. These stakeholders include elites who fear that shifting the energy system away from fossil fuels threatens their political influence and financial profits, energy workers who fear it will bring further reductions in already reduced wages, and those who perceive fossil fuels as the only alternative to opportunistic mixtures of animal waste and biofuel. Climate change communicators have the unenviable task of helping all of these groups imagine and participate in transitioning energy systems toward greater reliance on renewable energy sources, such as Sun. This article briefly describes the development and implementation solar energy technologies, and suggests how strategic communication may contribute to further implementation. It concludes with examples of differential deployment trajectories of solar energy in the Navajo Nation and Germany. These cases demonstrate that neither the endowment of natural resources nor the material energy needs of a location fully explain energy decisions. Indeed, social dimensions such as culture, economics, and governance play equally important roles. This provides numerous opportunities for climate change communicators to strategically highlight the ways that solar energy responds to immediate needs and desires, while simultaneously contributing to climate change mitigation.

As the global imperative for sustainable energy builds and with hydroelectricity proposed as one aspect of a sustainable energy profile, public discourse reflects the complex and competing discourses and social-ecological trade-offs surrounding hydropower and dams. Is hydropower “green”? Is it “sustainable”? Is it “renewable”? Does hydropower provide a necessary alternative to fossil fuel dependence? Can the ecological consequences of hydropower be mitigated? Is this the end of the hydropower era, or is it simply the beginning of a new chapter? These pressing questions circulate through discussions about hydropower in a time of changing climate, globally declining fisheries, and aging infrastructure, lending a sense of urgency to the many decisions to be made about the future of dams.
The United States and European Union (EU) saw an enduring trend of dam building from the Industrial Revolution through the mid-1970s. In these countries, contemporary media discussions about hydropower are largely focused on removing existing hydropower dams and retrofitting existing dams that offer hydropower potential. Outside of these contexts, increasing numbers of countries are debating the merits of building new large-scale hydropower dams that, in many developing countries, may have disproportionate impacts on indigenous communities that hold little political or economic power. As a result, news and social media attention to hydropower outside the United States/EU often focus on activist efforts to oppose hydropower and on its complex consequences for ecosystems and communities alike.
Despite hydropower’s wide range of ecological, economic, and social trade-offs, and the increasing urgency of global conversations about hydropower, relatively little work in communication studies explores news media, social media, or public debate in the context of hydropower and dam removal. In an effort to expand the scope of communication studies, after reviewing existing work the attention here shifts to research focused more broadly on human dimensions of hydropower. These dual bodies of work focus on small and large dams from Europe to the Americas to Asia and have applied a range of methods for analyzing media coverage of the hydropower debate. Those studies are reviewed here, with an emphasis on the key themes that emerge across studies—including trust, communication, local engagement, and a call to action for interdisciplinary approaches, intertwined with conflict, conflict resolution, and social and ecological resistance. The conclusion offers an original case brief that elucidates emerging themes from our ongoing research about hydropower and dam removal in the United States, and suggests future directions for research.

Climate change communication has a long history in Germany, where the so-called “climate catastrophe” has received widespread public attention from the 1980s onwards. The article reviews climate change communication and the respective research in the country over the last decades. First, it provides a socio-political history of climate change communication in Germany. It shows how scientists were successful in setting the issue on the public and policy agendas early on, how politicians and the media emphasized the climate change threat, how corporations abstained from interventions into the debate and how skeptical voices, as a result, remained marginalized. Second, the article reviews scholarship on climate change communication in Germany. It shows how research on the issue has expanded since the mid-2000s, highlights major strands and results, as well as open questions and ongoing debates.

Climate change research, activities, and initiatives in Norway started relatively late, by international comparison. From the beginnings in the early 2000s, research has mainly followed two paths: First, media studies, typically focusing on traditional newspaper representations of climate change and the surrounding debate, and second, research on public perceptions of climate change. Initially, the research field was dominated by media studies and science and technology studies (STS). As climate change and related controversies made headlines during the mid-2000s, the authorities implemented several engagement activities and research programs to improve climate change communication, typically aiming at public education on climate change. Teaching the public about climate change as a scientific phenomenon along the lines of the “knowledge deficit model” was a favored strategy.
Research on climate change media coverage indicated that the issue was reported in the same way as other news stories: the journalistic principles of newsworthiness often led newspapers to cover global warming as a contested phenomenon, in which harsh scientific controversy was played out. Thus, the Norwegian media framed the issue similar to U.S. newspapers, giving voice to both concerned climate scientists as well as climate skeptics (representative of “balanced” reporting). Studies of public perceptions of climate change demonstrated that public opinions were largely influenced by this “balanced reporting”: although most people believed the climate threat was real, the many accounts of scientific controversy made people uncertain, and many people questioned the urgency of the issues. This was, of course, not only a result of the media accounts, but also of what the public interpreted as political inertia. Following this, a debate about the ethics of journalism surfaced, and the media increasingly downplayed the controversy angle. Recent research indicates that this may have had paradoxical consequences; downplaying controversy has made climate change less newsworthy, and it has thus been given less priority by Norwegian media.
Recently, more disciplinary groups have become interested in climate change communication, from psychology to linguistics, political science, and philosophy. Accordingly, research trajectories have multiplied, and at least two new strands surfaced: how science is communicated in traditional and new social media and the use of climate change knowledge in so-called “climate change services.” The latter strand of research typically also relates to climate change adaptation work, to a greater extent than the earlier works, where the focus has mainly been on mitigation.
