Despite an accumulation of scientific evidence on both the causes and consequences of climate change, U.S. public opinion on the subject has splintered sharply along party lines. While a vast majority of Democrats now believe that global warming is real, that its effects will happen within their lifetime, and that human activity is the dominant cause, Republicans have grown increasingly skeptical, creating a yawning gap that complicates efforts to communicate the urgency of the problem and the need for aggressive action.
When attitudes harden and diverge, it is often driven by the behavior of political elites, who shape the frames and mental models that people use to interpret events. Scholars have long observed that people resort instinctively to heuristics to ease the burden of making decisions, especially on issues like climate, where there is an obvious disconnect between scientific understanding and mass competence. Those cues, however, are often unreliable and prone to cognitive bias. When voters act upon signals provided by their preferred political party and by selective exposure to preferred media outlets, they may do so mechanically, with little regard for the accuracy of the evidence that they receive, or they may ignore and distort information in a way that reinforces preexisting assumptions.
In the end, beliefs about climate change are as complex as the issue itself, which suggests that awareness of the problem and an understanding of its effects will not translate automatically—or even easily—into increased concern, issue salience, or policy preferences. The “pictures in our heads,” to borrow Walter Lippmann’s famous phrase, are shaped less by factual knowledge than by a variety of other factors more difficult to control—by personal experience and assorted real-world cues (such as the weather), but also by opinion leaders, media narratives, and political rhetoric, each of which provides a competing frame of reference with the power to filter and mislead. Because climate change has become so heavily laden with values and so absorbed into partisan identity, it will be nearly impossible to build social consensus through conventional means. Once a “hard” issue for all, which seemed to demand sophisticated calculation or technical expertise, it has now become an “easy” one for many, where the reactions that it prompts are familiar, stable, and symbolic, increasingly polarized, immune to rational argument, and vulnerable to manipulation by elites.

Climate of the Free Troposphere and Mountain Peaks

The free troposphere is the location of important weather and climate processes. Here, horizontal and vertical transport of energy, mass, and momentum take place, and it holds greenhouse gases, water vapor, and clouds. The free troposphere therefore plays an important role in global climate feedback processes. Mountains provide important ecosystem services for a large lowland population. Mountain ecosystems may react particularly strongly to climatic changes. This is because mountains intersect important environmental and geoecological boundaries such as the snow line and the tree line. In a changing climate, these boundaries may shift. Climate change thus affects mountain glaciers, water resources, and mountain ecosystems.
Climates of mountains and of the free troposphere have attracted scientists of the enlightenment and have been studied scientifically at least since the 18th century. High-altitude observatories were installed in the late 19th century, and upper-air measurements were started soon afterwards. However, even in the early 21st century, the climate observing systems do not well cover mountain regions and specifically mountain peaks.
The temperature of the free troposphere is dominated by horizontal and vertical transport of sensible and latent heat, condensation and release of latent heat, and radiation to space. Mountain peaks sometimes reach into the free troposphere, but at the same time also share characteristics of surface climate. They are strongly influenced by radiative processes of the surrounding surface, while during the day they are often within the atmospheric boundary layer.
With respect to climate change, temperature trends are amplified in the tropical upper-troposphere relative to the surface due to latent heat release, while in the Arctic the surface warms faster than the free atmosphere due to strong inversions and due to feedback processes operating at the surface. Mountain peaks may see both types of amplification. Several processes have been suggested to cause an elevation dependent warming, the most important of which arguably is the snow-albedo feedback. Elevation dependent warming is also seen in model studies and in observations, although detecting this signal in observations turns out rather difficult outside the tropics due to high variability and sometimes low-data quality. The observed climatic changes are expected to continue into the future.

Climate Change Communication in Spain

It is not easy to determine the precise moment when climate change became a public communication issue in Spain. Among early references, the national newspaper El País published a story titled “World climate is going to change,” on November 17, 1976, and the term “global warming,” imported from the United States, appeared frequently in the media, from 1988 onward. However, academic research about communication of this important issue is relatively recent. A seminar held in 2005 warned that there were “no specific studies on the way the Spanish citizenry is facing the climate change threat” (II Seminario de Comunicación, Educación y Participación frente al Cambio Climático, Lekaroz, Navarra). This seminar precipitated the first study on public perception of climate change in Spain. According to more recent research, 90.1% of Spanish citizens are aware that climate change is happening, whereas only 4.6% are not. Historical records indicate that awareness has grown consistently in the early 21st century, with awareness levels that are similar to those of other countries. However, although there exists a strong consensus within the scientific community on the existence and the anthropogenic origin of climate change, polls indicate that only a small part of the Spanish population (39.0%) is aware of this agreement; a figure that is similar to that of other countries, such as the United States. In addition, two thirds of the Spanish population (64.4%) believe that climate change is mainly a consequence of human activities; a higher percentage than in other countries, like the United States. This ambivalent picture is not surprising, considering climate change is a marginal topic for mainstream Spanish media. According to a study conducted in 2005 and 2011, only 0.2% of all stories in the main national newspapers and 0.19% of national TV news focused on climate change, a lower percentage than in other countries. Media coverage of this issue has fluctuated since the 1990s, depending on several factors, like the existence of links to current affairs (such as international climate summits), notable report publications (from the Intergovernmental Panel on Climate Change), and public engagement efforts (such as the Al Gore film An Inconvenient Truth). As far as the quality of the coverage is concerned, research shows similar trends to those detected internationally, including politicization, superficiality, and catastrophism. However, compared to other countries, there is a lower representation of skeptic viewpoints in the Spanish media that may be related to a weaker public visibility of skeptic think tanks and personalities.
Academic interest in climate change communication has risen since 2010. Only four publications (books or articles) were released from 2001 to 2005, whereas more than 30 appeared in the period 2011–2015. Research has primarily focused on public perception and media coverage of climate change and has been conducted mainly by four universities (Universidad Complutense, Universidad de Málaga, Universidad de Santiago de Compostela, and Universidad de Navarra). Communication actions related to climate change have been carried out by several nongovernmental organizations, often as part of international events and campaigns. In the early 21st century, national and regional public institutions have conducted several campaigns to communicate and raise climate change awareness, producing several exhibitions and publications, mainly on climate change mitigation.
Several forums have suggested that the current weaknesses could benefit from a closer relationship among the media and scientific institutions. This could contribute to provide more credible information on the reality of climate change, as well as the options for mitigation and adaptation. Future research could also address climate change coverage in online media and social networks, as well as reception studies, currently underrepresented in academic studies conducted in the country.

TV Meteorologists as Local Climate Change Educators

Global climate change is influencing the weather in every region of the United States, often in harmful ways. Yet, like people in many countries, most Americans view climate change as a threat that is distant in space (i.e., not here), time (i.e., not now), and species (i.e., not us). To manage risk and avoid harm, it is imperative that the public, professionals, and policy-makers make decisions with an informed understanding of our changing climate. In the United States, broadcast meteorologists are ideally positioned to educate Americans about the current and projected impacts of climate change in their community. They have tremendous reach, are trusted sources of climate information, and are highly skilled science communicators. When our project began in 2009, we learned that many U.S.-based TV weathercasters were potentially interested in reporting on climate change, but few actually were, citing significant barriers including a lack of time to prepare and air stories, and lack of access to high-quality content that can be rapidly used in their broadcasts, social media, and community presentations. To test the premise that TV weathercasters can be effective climate educators—if supported with high-quality localized climate communication content—in 2010 George Mason University, Climate Central, and WLTX-TV (Columbia, SC) developed and pilot-tested Climate Matters, a series of short on-air (and online) segments about the local impacts of climate change, delivered by the station’s chief meteorologist. During the first year, more than a dozen stories aired. To formally evaluate Climate Matters, we conducted pre- and post-test surveys of local TV news viewers in Columbia. After one year, WLTX viewers had developed a more science-based understanding of climate change than viewers of other local news stations, confirming our premise that when TV weathercasters report on the local implications of climate change, their viewers learn. Through a series of expansions, including the addition of important new partners—the American Meteorological Society, National Aeronautical and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), and Yale University—Climate Matters has become a comprehensive nationwide climate communication resource program for American broadcast meteorologists. As of March 2016, 313 local weathercasters nationwide (at 202 stations in 111 media markets) are participating in the program, receiving new content on a weekly basis. Some leaders in the World Meteorological Organization are now promoting the concept of “TV weather presenters as climate change communicators,” and collaborative discussions are underway with Climate Central. In this article, we review the theoretical basis of the program, detail its development and national scale-up, and conclude with insights for how to develop climate communication initiatives for other professional communities of practice in the U.S. and other countries.

The Arts and Humanities in Climate Change Engagement

The communication strategy of simply sharing more scientific information has not effectively engaged and connected people to climate change in ways that facilitate understanding and encourage action. In part, this is because climate change is a so-called wicked problem, given that it is socially complex, has many interdependencies, and lacks simple solutions. For many people, climate change is generally seen as something abstract and distant—something that they know about, but do not “feel.” The arts and humanities can play an important role in disrupting the social and cultural worldviews that filter climate information and separate the public from the reality of climate change. Whether it is the visual arts, dance, theater, literature, comedy, or film, the arts and humanities present engaging stories, corporally sensed and felt experiences, awareness of interdependency with the world, emotional meanings, and connection with place. Climate stories, especially those based on lived experiences, offer distinct ways to engage a variety of senses. They allow the “invisibility” of climate change to be seen, felt, and imagined in the past, present, and future. They connect global issues to conditions close to home and create space to grieve and experience loss. They encourage critical reflection of existing social structures and cultural and moral norms, thus facilitating engagement beyond the individual level. The arts and humanities hold great potential to help spur necessary social and cultural change, but research is needed on their reach and efficacy.
