Peru is one of the most biodiverse countries on the planet. More than 65% of the country is covered by the Amazon rainforest, and the Andes region is home to more than 70% of the world’s tropical glaciers. This abundance of natural resources also makes the country highly vulnerable to the effects of climate change. The Peruvian government therefore requires the development and implementation of action plans to adapt to the present and future impacts of climate change. At the same time, it requires the development of sound communication strategies that include collaboration with stakeholders such as the media and nongovernmental organizations. Media coverage of climate change can have important implications for policy decision making. This is especially salient in a context of low information availability where media reports play an important role in filling knowledge gaps that in turn can affect the way policies are developed. Climate change, as an environmental and social issue in Peru, is not highly politicized, as it is in countries such as the United States and Australia. There is no major debate about the reality of climate change, the scientific evidence, or the need for political action and technological and policy innovations. This approach is also reflected in the media’s coverage of the issue. Peru’s media tend to focus on climate change mostly during key policy events. Among these major events was the capital city of Lima’s hosting in 2010 of the V meeting of Latin American, Caribbean, and European Union countries, where the main topics of discussion were climate change and poverty. In addition, Lima hosted the COP20, which preceded the Paris meeting in 2015 that led to a major global agreement. The media’s coverage of these events was intense. These were the exceptions: A good proportion of Peru’s newspaper coverage comes from international news wire agencies. Coverage from those sources focuses mostly on mitigation actions, instead of adaptation, which is more relevant to vulnerable countries such as Peru. This coverage is in line with the government’s view of mitigation as a business opportunity. There is, however, a lack of studies that explore, first, the factors that affect this coverage, and, second, the way other mediums such as television or radio cover the issue. Strategic communication by governmental organizations, as well as accurate and fact-based media reporting about climate change, is necessary to better communicate the urgency and magnitude of the problem to the general public, grassroots organizations, industry, and international agencies, among others.

Political participation on the issue of climate change can encompass many different forms of individual and collective actions designed to affect governmental policies. At the most basic level, issue-specific political participation occurs when individuals directly attempt to influence governmental actors or policies on climate change—most notably by voting, but also through donating money and communicating with public officials. These types of participation tend to be relatively rare, limited to a small subset of deeply committed individuals. In contrast, personal action on climate change is more widely dispersed, especially if one includes impact-oriented actions (e.g., actions that influence the environment but are primarily undertaken for other reasons, like convenience or saving money) rather than purely intention-based actions, which occur when individuals adopt behaviors with the goal of addressing climate change. Additionally, opportunities to engage in expressive participation, largely online, create new spaces for individuals to build networks to engage in political action, as well as potentially to reach unengaged groups that are less likely to seek out information on the issue. A number of forces can contribute to whether an individual chooses to participate on the issue of climate change. Individual characteristics, like perceptions of impersonal and personal risks associated with climate change, knowledge of the issues, and environmental values all tend to produce people more likely to participate—especially when these attitudes become part of an individual’s identity as an opinion leader or activist. As a global issue, social norms play a particularly powerful role; when individuals believe others support and are likely to take action themselves, it tends to foster a sense of efficacy that such behaviors will be effective in producing change. Individual choices about media sources also intersect with media coverage and framing of the issue to influence perceptions of the issue and likelihood of taking action. Such media framing can exacerbate or mitigate the heightened political polarization on the issue of climate change that has erected barriers to effective political action in many democratic societies in recent years, most notably in the United States. New forms of political participation may create opportunities to encourage more participation on the issue of climate change, but they also raise ethical questions about inequality and participatory divides that privilege some groups over others.
Climate change communication in Japan is characterized by governmental campaigns for carbon dioxide emission reduction and mass media coverage of international events on climate change issues. A series of governmental campaigns included “Cool Biz,” “Warm Biz,” and “Team Minus 6%” for the Kyoto protocol; “Challenge 25” for the Hatoyama initiative; “Fun to Share” and “Cool Choice” for the new mid-term Greenhouse gas emissions reduction target of 26%. Those campaigns are popular among public. As for media coverage of international events on climate change issues, one of the biggest events was the COP3 in Kyoto, in 1997; another is the release of AR5 from 2006 to early 2007, and following events of the G8 summits of Heiligendamm, Germany in 2007, and of Toyako, Japan in 2008. Until now, not much attention has been paid to climate change communication research, as social scientists seldom join research projects concerning climate change science. But recent severe weather, such as stronger or early-season typhoons, heavier rainfalls, early arrival of spring (e.g., earlier bloom of cherry blossoms), and the bleaching of coral reefs bring awareness not only to the general public but also to social scientists. Lack of participation by social scientists in climate change communication research has meant a very narrow range of communication with the public. Experts try to “teach” the science of climate change, and actions such as “50 easy things for tackling global warming,” but it seems those are not what ordinary people want to know. Furthermore, there seems to be no debate on what climate change will bring us, what kinds of energy we should choose, who might be more vulnerable. Debate on ethical issues, justice issues, and sharing of responsibility will be need to be part of future climate change communication.

Colombia is in a privileged position to take advantage of international climate agreements to finance sustainable development initiatives. The country is a signatory of the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Agreements. As a non-Annex I party to the UNFCCC, Colombia produces low emissions in relation to global numbers (0.46% of total global emissions for 2010) and exhibits biogeographical conditions that are ideal for mitigation of climate change through greenhouse gas sequestration and emission reductions. Simultaneously, recent extreme climatic events have harshly compromised the country’s economy, making Colombia’s vulnerability to climate change evident. While these conditions should justify a strong approach to climate change communication that motivates decision making and leads to mitigation and adaptation, the majority of sectors still fall short of effectively communicating their climate change messages. Official information about climate change is often too technical and rarely includes a call for action. However, a few exceptions exist, including environmental education materials for children and a noteworthy recent strategy to deliver the Third Communication to the UNFCCC in a form that is more palatable to the general public. Despite strong research on climate change, particularly related to agricultural, environmental, and earth sciences, academic products are rarely communicated in a way that is easily understood by decision makers and has a clear impact on public policy. Messages from the mass media frequently confuse rather than inform the public. For instance, television news refers to weather-related disasters, climate variability, and climate change indiscriminately. This shapes an erroneous idea of climate change among the public and weakens the effectiveness of communications on the issue. The authors contrast the practices of these sectors with those of nongovernmental organizations (NGOs) working in Colombia to show how they address the specific climate communication needs facing the country. These NGOs directly face the challenge of working with diverse population groups in this multicultural, multiethnic, and megadiverse country. NGOs customize languages, channels, and messages for different audiences and contexts, with the ultimate goal of building capacity in local communities, influencing policymakers, and sensitizing the private sector. Strategies that result from the work of interdisciplinary groups, involve feedback from the audiences, and incorporate adaptive management have proven to be particularly effective.

The annual United Nations Climate Change Conferences, officially called Conferences of the Parties (COPs), are the main drivers of media attention to climate change around the world. Even more so than the Rio and Rio+20 “Earth Summits” (1992 and 2012) and the meetings of the Intergovernmental Panel on Climate Change (IPCC), the COPs offer multiple access points for the communicative engagement of all kinds of stakeholders. COPs convene up to 20,000 people in one place for two weeks, including national delegations, civil society and business representatives, scientific organizations, representatives from other international organizations, as well as journalists from around the world. While intergovernmental negotiation under the auspices of the UN Framework Convention on Climate Change (UNFCCC) constitutes the core of COP business, these multifunctional events also offer arenas for civil society mobilization, economic lobbying, as well as expert communication and knowledge transfer. The media image of the COPs emerges as a product of distinct networks of coproduction constituted by journalists, professional communicators from non-governmental organizations (NGOs), and national delegations. Production structures at the COPs are relatively globalized with uniform access rules for journalists from all over the world, a few transnational news agencies dominating distribution of both basic information and news visuals, and dense localized interaction between public relations (PR) professionals and journalists. Photo opportunities created by globally coordinated environmental NGOs meet the selection of journalists much better than the visual strategies pursued by delegation spokespeople. This gives NGOs the upper hand in the visual framing contest, whereas in textual framing NGOs are sidelined and national politicians clearly dominate media coverage. The globalized production environment leads to relatively similar patterns of basic news framing in national media coverage of the COPs that reflect overarching ways of approaching the topic: through a focus on problems and victims; a perspective on civil society demands and solutions; an emphasis on conflict in negotiations; or a focus on the benefits of clean energy production. News narratives, on the other hand, give journalists from different countries more leeway in adapting COP news to national audiences’ presumed interests and preoccupations. Even after the adoption of a new global treaty at COP21 in Paris in 2015 that specifies emission reduction targets for all participating countries, the annual UN Climate Change Conferences are likely to remain in the media spotlight. Future research could look more systematically at the impact of global civil society and media in monitoring the national contributions to climate change mitigation introduced in the Paris Agreement and shoring up even more ambitious commitments needed to reach the goal of keeping global warming well below 2 degrees Celsius as compared to pre-industrial levels.
