Adaptation to climate change is not only a technical issue; above all, it is a matter of governance. Governance is more than government and includes the totality of interactions in which public as well as private actors participate, aiming to solve societal problems. Adaptation governance poses some specific, demanding challenges, such as the context of institutional fragmentation, as climate change involves almost all policy domains and governance levels; the persistent uncertainties about the nature and scale of risks and proposed solutions; and the need to make short-term policies based on long-term projections. Furthermore, adaptation is an emerging policy field with, at least for the time being, only weakly defined ambitions, responsibilities, procedures, routines, and solutions. Many scholars have already shown that complex problems, such as adaptation to climate change, cannot be solved in a straightforward way with actions taken by a hierarchic or monocentric form of governance. This raises the question of how to develop governance arrangements that contribute to realizing adaptation options and increasing the adaptive capacity of society. A series of seven basic elements have to be addressed in designing climate adaptation governance arrangements: the framing of the problem, the level(s) at which to act, the alignment across sectoral boundaries, the timing of the policies, the selection of policy instruments, the organization of the science-policy interface, and the most appropriate form of leadership. For each of these elements, this chapter suggests some tentative design principles. In addition to effectiveness and legitimacy, resilience is an important criterion for evaluating these arrangements. The development of governance arrangements is always context- and time-specific, and constrained by the formal and informal rules of existing institutions.

Community-based adaptation (CBA) to climate change is an approach to adaptation that aims to include vulnerable people in the design and implementation of adaptation measures. The most obvious forms of CBA include simple, but accessible, technologies such as storing freshwater during flooding or raising the level of houses near the sea. It can also include more complex forms of social and economic resilience such as increasing access to a wider range of livelihoods or reducing the vulnerability of social groups that are especially exposed to climate risks. CBA has been promoted by some development nongovernmental organizations (NGOs) and international agencies as a means of demonstrating the importance of participatory and deliberative methods within adaptation to climate change, and the role of longer-term development and social empowerment as ways of reducing vulnerability to climate change. Critics, however, have argued that focusing on “community” initiatives can often be romantic and can give the mistaken impression that communities are homogeneous when in fact they contain many inequalities and social exclusions. Accordingly, many analysts see CBA as an important, but insufficient, step toward the representation of vulnerable local people in climate change policy, but that it also offers useful lessons for a broader transformation to socially inclusive forms of climate change policy, and towards seeing resilience to climate change as lying within socio-economic organization rather than in infrastructure and technology alone.
Climate change adaptation is the ability of a society or a natural system to adjust to the (changing) conditions that support life in a certain climate region, including weather extremes in that region. The current discussion on climate change adaptation began in the 1990s, with the publication of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Since the beginning of the 21st century, most countries, and many regions and municipalities have started to develop and implement climate change adaptation strategies and plans. But since the implementation of adaptation measures must be planned and conducted at the local level, a major challenge is to actually implement adaptation to climate change in practice. One challenge is that scientific results are mainly published on international or national levels, and political guidelines are written at transnational (e.g., European Union), national, or regional levels—these scientific results must be downscaled, interpreted, and adapted to local municipal or community levels. Needless to say, the challenges for implementation are also rooted in a large number of uncertainties, from long time spans to matters of scale, as well as in economic, political, and social interests. From a human perspective, climate change impacts occur rather slowly, while local decision makers are engaged with daily business over much shorter time spans. Among the obstacles to implementing adaptation measures to climate change are three major groups of uncertainties: (a) the uncertainties surrounding the development of our future climate, which include the exact climate sensitivity of anthropogenic greenhouse gas emissions, the reliability of emission scenarios and underlying storylines, and inherent uncertainties in climate models; (b) uncertainties about anthropogenically induced climate change impacts (e.g., long-term sea level changes, changing weather patterns, and extreme events); and (c) uncertainties about the future development of socioeconomic and political structures as well as legislative frameworks. Besides slow changes, such as changing sea levels and vegetation zones, extreme events (natural hazards) are a factor of major importance. Many societies and their socioeconomic systems are not properly adapted to their current climate zones (e.g., intensive agriculture in dry zones) or to extreme events (e.g., housing built in flood-prone areas). Adaptation measures can be successful only by gaining common societal agreement on their necessity and overall benefit. Ideally, climate change adaptation measures are combined with disaster risk reduction measures to enhance resilience on short, medium, and long time scales. The role of uncertainties and time horizons is addressed by developing climate change adaptation measures on community level and in close cooperation with local actors and stakeholders, focusing on strengthening resilience by addressing current and emerging vulnerability patterns. Successful adaptation measures are usually achieved by developing “no-regret” measures, in other words—measures that have at least one function of immediate social and/or economic benefit as well as long-term, future benefits. To identify socially acceptable and financially viable adaptation measures successfully, it is useful to employ participatory tools that give all involved parties and decision makers the possibility to engage in the process of identifying adaptation measures that best fit collective needs.

Communicating the impacts of climate change and possible adaptive responses is a relatively recent branch of the larger endeavor of climate change communication. This recent emergence, in large part, is driven by the fact that the impacts and policy/planning/practice responses have only recently emerged in more widespread public consciousness and discourse, and thus in scholarly treatment. This article will first describe the critical and precarious moment of when impacts and adaptation communication becomes important; it will then summarize proposed approaches to do so effectively; and discuss key challenges confronting climate change communication going forward. These challenges may well be unique in the field of communication, in that they either uniquely combine previously encountered difficulties into novel complexities or are truly unprecedented. To date, scholarship and experience in climate, environmental, or risk communication provide little guidance on how to meet these challenges of communicating effectively with diverse publics and decision makers in the face of long-term degradation of the life support system of humanity. The article will conclude with an attempt to offer research and practice directions, fit at least to serve as appropriately humble attitudes toward understanding and engaging fellow humans around the profound risks of an utterly uncertain and far-from-assured future.

Anthropogenic climate change increasingly disrupts livelihoods, floods coastal urban cities and island nations, and exacerbates extreme weather events. There is near-universal consensus among scientists that in order to reverse or at least mitigate climate disruptions, limits must be imposed on anthropogenic sources of climate-forcing emissions and adaptation to changing global conditions will be necessary. Yet adaptation to current and future climate change at the individual, community, and national levels vary widely from merely coping, to engaging in adaptive change, to transformative shifts. Some of those affected simply cope with lower crop yields, flooded streets, and higher cooling bills. Others incrementally adapt to new environmental conditions, for example, by raising seawalls or shifting from one crop to another better suited for a hotter environment. The highest—and perhaps least likely—type of change involves transformation, radically altering practices with an eye toward the future. Transformative adaptation may involve a livelihood change or permanent migration; it might require shuttering whole industries and rethinking industrial policy at the national level. Entire island nations such as Fiji, for example, are considering relocating from vulnerable locations to areas better suited to rising sea levels. A great deal of research has shown how social capital (the bonding, bridging, and linking connections to others) provides information on trustworthiness, facilitates collective action, and connects us to external resources during disasters and crises. We know far less about the relationship between social capital and adaptation behaviors in terms of the choices that people make to accommodate changing environmental conditions. A number of unanswered but critical questions remain: How precisely does social capital function in climate change adaptation? To what degree does strong bonding social capital substitute for successful adaptation behaviors for individuals or groups? Which combinations of social factors make coping, adapting, and transforming most likely? How can social capital help migrating populations maintain cultural identity under stress? How can local networks be integrated into higher-level policy interventions to improve adaptation? Which political and social networks contribute to transformative responses to climate change at local, regional, and international levels? This article serves as a comprehensive literature review, overview of empirical findings to date, and a research agenda for the future.
The topic of climate change and migration attracts a strong following from the media and produces an increase in academic literature and reports from international governmental institutions and NGOs. It poses questions that point to the core of social and environmental developments of the 21st century, such as environmental and climate justice as well as North–South relations. This article examines the main features of the debate and presents a genealogy of the discussion on climate change and migration since the 1980s. It presents an analysis of different framings and lines of argument, such as the securitization of climate change and connections to development studies and adaptation research. This article also presents methodological and conceptual questions, such as how to conceive interactions between migration and climate change. As legal aspects have played a crucial role since the beginning of the debate, different legal strands are considered here, including soft law and policy-oriented approaches. These approaches relate to questions of voluntary or forced migration and safeguarding the rights of environmental migrants. This article introduces theoretical concepts that are prompted by analyzing climate change as an “imaginative resource” and by questioning power relations related to climate-change discourses, politics, and practices. This article recommends a re-politicization of the debate, questions the often victimizing, passive picture of the “drowning” climate-change migrant, and criticizes alarmist voices that can trigger perceived security interests of countries of the Global North. Decolonizing and critical perspectives analyze facets of the debate that have racist, depoliticizing, or naturalizing tendencies or exoticize the “other.”

In 1992, when the international community agreed on the United Nations Framework Convention on Climate Change (UNFCCC), the science of climate change was under development, global greenhouse gas (GHG) emissions were by and large produced by developed countries, and the concentrations of CO2 in the atmosphere had just surpassed 350 ppm. Some 25 years later, climate change is scientifically uncontested, China has overtaken the United States as the world’s biggest emitter of CO2, and concentrations are now measured above 400 ppm. Against this background, states have successfully concluded a new global agreement under the UNFCCC, the 2015 Paris Agreement. Prior to the Paris Agreement, the climate regime focused on allocating emission reduction commitments among (a group of) countries. However, the new agreement has turned the climate regime on its feet by introducing an approach based on Nationally Determined Contributions (NDCs). Under this approach, states decide their ambition levels independently instead of engaging in negotiations about “who does what.” The result is a more flexible system that for the first time includes all countries in the quest to reduce GHG emissions to keep temperature increase below 2°C compared to preindustrial levels. Moreover, the international climate regime has transformed into a regime complex, denoting the broad activities of smaller groups of states as well as non-party actors, such as cities, regions, companies, and non-governmental organizations along with United Nations agencies.

Like many comparable mountain ranges at lower latitudes, the European Alps are increasingly losing their glaciers. Following roughly 10,000 years of limited climate and glacier variability, with a slight trend of increasing glacier sizes to Holocene maximum extents of the Little Ice Age, glaciers in the Alps started to generally retreat after 1850. Long-term observations with a monitoring network of unique density document this development. Strong acceleration of mass losses started to take place after 1980 as related to accelerating atmospheric temperature rise. Model calculations, using simple to high-complexity approaches and relating to individual glaciers as well as to large samples of glaciers, provide robust results concerning scenarios for the future: under the influence of greenhouse-gas forced global warming, glaciers in the Alps will largely disappear within the 21st century. Anticipating and modeling new landscapes and land-forming processes in de-glaciating areas is an emerging research field based on modeled glacier-bed topographies that are likely to become future surface topographies. Such analyses provide a knowledge basis to early planning of sustainable adaptation strategies, for example, concerning opportunities and risks related to the formation of glacial lakes in over-deepened parts of presently still ice-covered glacier beds.
