Studies of how children and young people relate to news have made important contributions to the field of journalism. As early as the early 1900s, children’s and young people’s news exposure was considered with interest. News exposure plays an important role for citizenship in democracies, and for news media organizations, recruiting new generations of audiences is important for survival in the future. From the early days, scholars have mainly focused on four areas in studies of news children and young people. First, the role of mass media as an agent of political socialization and how news exposure can inspire children and young people to civic engagement. Second, the introduction of television and television news increased the numbers of studies of children’s and adolescent’s emotional reactions to news coverage, and the emotional reactions to violence in the news coverage in particular. Third, an increasing focus on children’s rights and children as a minority group has further inspired studies of representation of children and young people in the news. Finally, inspired by methodological approaches focusing on people’s motivation for the use of different media and how they were used (“uses and gratification” studies), a main area for researchers has been to grasp how children and young people engage with news and how they do so in changed media environments. In the last decade, journalism studies have increasingly focused on how children and young people receive, evaluate, produce, and share news in social media.
In the past 50 years, there has been a burgeoning literature on the role of journalism in promoting governance and supporting anti-corruption efforts. Much of this comes from the work of economists and political scientists, and there is a lot for journalism studies scholars to learn from. The three disciplines grapple with many of the same questions; including the effects of journalism on society and journalists’ role as watchdogs and scarecrows. Economists are the boldest about establishing causality between journalism and governance, arguing that a free and open press can curb corruption and promote accountability. However, this is not always borne out in practice as modern technological and political developments have threatened journalism’s business model, especially in regions without a historically robust free press. Media capture continues to be a growing problem in places where government and business interests are aligned and seek to instrumentalize the media.
Further quantitative research and exploration of the impediments to the functioning of a free media will help our understanding of the contemporary problems facing journalists and how they can be solved in order to improve governance across the world. There is much more to be learned about the impact of journalism on governance and studies on this topic should not only cross disciplines but must also be decolonialized so that the field has more information on how the media contributes, or not, to governance in the Global South and in the different media systems outlined by Hallin and Mancini as well as the updated analysis of Efrat Nechushtai.
Non-governmental organizations (NGOs) are not-for-profit groups, which are independent of commercial businesses and government agencies. They claim to serve various notions of the public good, including advocacy and service delivery. So the definition of an “NGO” is broad, including many different kinds of organizations, such as aid agencies, human rights, indigenous, feminist and environmental lobby groups.
Throughout the 19th and early 20th century, the predecessors of NGOs—pressure groups—tried to advance their cause by cultivating close relations with the mainstream press, and/or publishing their own periodicals. But from the late 20th century onward, many NGOs started routinely producing their own news content, including written text but also photojournalism, video, and sophisticated interactive projects. Some of this material is disseminated through “alternative” outlets, social media and activist hubs. But it is difficult for NGOs to gain a mass audience in these ways, so most major NGOs recruit or commission experienced journalists to carry out this work for them.
Much of the research in this area has focused on either journalists’ increased dependence on NGOs, or on the restructuring of NGOs’ resources, priorities and working cultures in accordance with news norms. Most scholars have also focused on the work of international aid agencies and/or human rights organizations, as well as particular kinds of crises, such as famines, hurricanes and conflicts. The extant literature is heavily weighted toward organizations which are based in North America or Europe. However, a small but growing number of scholars are challenging this, exploring the news work of other NGOs and/or news outlets, in other countries, and during other kinds of news-making periods, including conferences, summits and “quiet” news weeks.
These more diverse approaches to studying NGOs as news organizations have led to the theorization of NGO journalism becoming more nuanced. Researchers have shifted away from polarized, and somewhat over-generalized, assessments of the effects of NGO news-making, toward a greater awareness of complexity and heterogeneity. This has involved them using theory about organizations, institutions, fields and moral economies. However, the kinds of power which NGO workers are able to acquire by becoming news reporters is still under-theorized, and scholars still tend to avoid examining the frameworks they use as a basis for normative evaluation. Finally, changing media practices (including social media practices) and NGOs’ adoption of new communication technology (including satellite and drone imagery) means that this area of news work is still evolving very rapidly.
Norms are regularized patterns of attitudes and behavior that characterize a group of individuals, separate the group from other groups of individuals, and prescribe and describe attitudes and behaviors for group members. Relying on social identity theory and self-categorization theory, the role played by group norms within groups and the processes by which such norms are promulgated within groups are discussed. Norm talk or the communication of normative information within groups is explored, as a major proportion of communication within groups is dedicated to clarifying ingroup identities and group attributes such as attitudes and behaviors that characterize the group. Group members can glean normative information by attending to norm talk for instance, by listening to the content of fellow group members’ communications, from their behavior, and from influential or prototypical sources within the group.
According to self-categorization theory, once individuals categorize themselves as members of a salient group or category, they represent normative information cognitively as ingroup prototypes. Prototypes are a fuzzy set of group attributes (such as attitudes and behaviors that characterize the group) and simultaneously minimize differences within groups while maximizing differences between groups. Thus, clear group prototypes help create distinct identities that are clearly demarcated from other groups. Group members should be especially attentive to information that flows from prototypical sources within groups—such as leaders and ingroup media sources—while efforts should be made to differentiate from marginal or deviant members who deviate from the prototype and reduce clarity of ingroup prototypes. The processes through which attending to information communicated by different sources within groups—both prototypical and non-prototypical—help group members seek normative information and clarification of ingroup prototypes are discussed.

Political cartoons are rhetorical artifacts where journalism and popular culture intersect. Through the use of images and words, facts and fiction, political cartoons provide their readers with a point of view: a single frame loaded with vivid images and condensed meaning. Political cartoons perform several political and social functions; the main one is to provide political commentary on current events and social issues. Additionally, cartoonists often see their work as a weapon against the abuses of power. Thus, they seek to expose and ridicule the powerful. The result is not always funny, but it is often surprising.
Political cartoons are valuable objects of study for many disciplines, such as art history, journalism, and sociology. Studying political cartoons can give us information about past and present political processes and social imagery; it can also serve to understand how visual elements are used to communicate; but most importantly, it provides insight into the cultural values, beliefs, and attitudes of the societies that produce them.
Political cartoons are a form of communication with extraordinary rhetorical power. In order to construct meaning, and in hopes of persuading their audience, cartoonists use different rhetorical strategies, such as the use of metaphors and widely known cultural references. Like other rhetorical artifacts, political cartoons are not a straightforward form of communication. To understand one cartoon, people require multiple literacies, and often different people have different readings. Although the influence of political cartoons has diminished in some parts of the Western world, they continue to do political work around the world.

The term “political entertainment” refers to a broad category of literature, media, and performance art in which politics and entertainment are comingled. Because of its varied and complex nature, there is no singular definition for political entertainment. However, to be considered as such, the content should have a primary or secondary political focus and generally include implicit or explicit references to socio-political issues. Within political entertainment expository, rhetorical and narrative structures are used to offer socio-political information, commentary, or critique. The content ranges from historical accounts to contemporary issues and often includes some type of moral imperative, civics lesson, policy preference, or desired outcome. Sometimes the purpose is simply to entertain, while other times the purpose is to engage, inform, or persuade mass audiences. Moreover, political entertainment is multi-functional, offering audiences a variety of ways to consume hedonic and eudaimonic political content.
In recent decades, there has been a marked increase in political entertainment such as documentaries, fictional dramas, historical reenactment films, political music, animated series, and online videos. These forms range from short films, one-time events, and single audio tracks to feature length films, serial productions, and full television series. On a global scale, political podcasting has become increasingly infused with entertainment. Sometimes referred to as alternative or emergent media, political satirists and public opinion leaders use online formats to offer entertaining political commentary and social critique outside the bounds of traditional media systems. Additionally, made-for-cable, online, and on-demand outlets such as original HBO and Netflix series are quickly gaining ground as alternative political entertainment formats. The mixing of entertainment and news has also created a popular form of political entertainment known as soft news, infotainment, or news hybrids. These take the form of morning and daytime talk shows, online and cable news programs, radio, television, and podcast opinion shows, etc. With the increase in partisan political news and the proliferation of subscription-based outlets, it has become increasingly difficult to separate traditional news and opinion from news hybrids and related forms of political entertainment.
The roots of political entertainment can be traced back to ancient Egypt, Greece, and Rome, wherein satire (the earliest known form) was found in literature, graphic, and performing arts. Satire, as the forbearer of political entertainment, was traditionally studied from a humanist tradition and remains an important aspect of literary studies. Contemporary political entertainment research has broadened to include multiple disciplinary perspectives, mediated formats, cross-cultural orientations, and international viewpoints. Modern political entertainment literature traverses the humanities and social sciences, offering critical, qualitative, and quantitative assessments of the nature, content, and impact these media have on different democratic societies.

Political journalism constitutes one of the most prominent domains of journalism, and is essential for the functioning of democracy. Ideally, political journalism should function as an information provider, watchdog, and forum for political discussions, thereby helping citizens understand political matters and help prevent abuses of power. The extent to which it does is, however, debated. Apart from normative ideals, political journalism is shaped by factors at several levels of analysis, including the system level, the media organizational level, and the individual level. Not least important for political journalism is the close, interdependent, and contentious relationship with political actors, shaping both the processes and the content of political journalism.
In terms of content, four key concepts in research on political journalism in Western democratic systems are the framing of politics as a strategic game, interpretive versus straight news, conflict framing and media negativity, and political or partisan bias. A review of research related to these four concepts suggests that political journalism has a strong tendency to frame politics as a strategic game rather than as issues, particularly during election campaigns; that interpretive journalism has become more common; that political journalism has a penchant for conflict framing and media negativity; and that there is only limited evidence that political journalism is influenced by political or partisan bias. Significantly more important than political or partisan bias are different structural and situational biases. In all these and other respects, there are important differences across countries and media systems, which follows from the notion that political journalism is always influenced by the media systems in which it is produced and consumed.

Political knowledge is a concept of central importance in political communication research, yet exactly how it should be operationalized has been a long-running conversation among scholars. The study of political knowledge is rooted in democratic theory, which suggests that citizens should be informed if they are to participate in a democratic society. Political knowledge is also referred to as political sophistication or political expertise. Generally, political knowledge is defined as holding correct information, but the type of information can vary dramatically from study to study—from civic knowledge to issue knowledge to candidate information to the structural relationships among cognitions.
Because political knowledge is so often seen as a bedrock of a democratic society, scholars often examine what cultural, economic, and political antecedents play a role in increasing or decreasing political knowledge. However, knowledge can also be examined as a predictor of behaviors such as voting, a moderator in the study of framing effects, or a mediator between communication and political behavior. But the problem that plagues political knowledge research, just as it has plagued scholars of general knowledge for centuries, is how to measure it. Like general knowledge, which is often measured in exams or through IQ tests, political knowledge isn’t directly measurable. Political knowledge, then, cannot be fully captured in a series of test questions. The challenge facing scholars interested in this important variable is one of measurement and interpretation, which means that there are many ways to measure political knowledge.

Political parallelism refers to a pattern or relationship where the structure of the political parties is somewhat reflected by the media organizations. A concept introduced by Seymour-Ure and Blumler and Gurevitch in the 1970s, political parallelism became widespread after Hallin and Mancini made it one of the four basic analytical categories of their masterpiece Comparing Media Systems, three decades later. Since then, political parallelism has been often taken as a category with a potentially universal applicability. There are some reasons for cautiousness in this respect, however, as the premise that the political parties are the core organizers of the dynamics of politics makes sense in circumstances existing in Western Europe, especially from the 1950s until very recently, but not at every moment or even everywhere. Otherwise, it is possible to think about political parallelism as one specific pattern of media/politics relations among several others either already existing or possible. The fact that this model in particular receives so much attention does not result necessarily from its intrinsic value, but it may be related to asymmetries existing in the international landscape of the academic research in journalism and political communication, which privileges Western-based standpoints over others. Arguably, taking political parallelism from a broader outlook, considering both Western and non-Western views may provide a richer perspective about it.

Politics is a field of interaction between a multiplicity of actors—both individual and collective—with different interests operating in the so-called public space and trying to influence the outcomes of the state’s (or groups of states’) action, typically public policies. In politics, people do not defend their interests alone but within groups and in relation to other groups, which presupposes a communication strategy and tactics. The diversity of political and social groups has not ceased to grow in recent decades throughout the world, particularly in democratic systems, with implications for the way politics and democracy are depicted by the media, as well as the way the make-up of public policies is analyzed. This important issue gets at the essence of politics and of society, in relation to communication processes, and is subject to new interdisciplinary approaches and developments in social science, particularly in political communication (the study of the connections between politics and citizens and the interactions connecting groups).
Political and social groups are groups composed of two or more people who interact and maintain relations of interdependence in order to obtain power, stay in power, or influence policy makers, in their own interest. Every day, people see the action of political and social groups when they watch television, listen to the radio, access the Internet, or simply talk with other people, in different situations. In fact, an isolated person would not need politics. Only the necessity of regulating relations between people in society explains the creation of politics and the action of political and social groups through the use of communication tools.
Political and social groups can be categorized in different ways, according to their structure, functions, and types of activity. According to a structural perspective, political and social groups can be classified as political institutions, political and social (nonstate or public) organizations, and social movements. One can distinguish between permanent and nonpermanent groups, depending on their expected or usual time of duration, and based on function there are: public and private groups, interest aggregation groups, and interest articulation groups. Lastly, according to their activities, there are institutional and noninstitutional groups, taking into account their role in political decision-making processes.
During the early 21st century, the use of technology has revolutionized the way people conceive of politics. Networks brought with them new social demands and forms of public scrutiny. As a result political and social groups have been experimenting with new ways of doing politics as they break with the past. These new facts require social scientists—facing a new and demanding scientific challenge—to rethink the politics of today in relation to society. Communication is important because it relates to many of these political dynamics.
This article discusses the various ways in which political concerns among government officials, scientists, journalists, and the public influence the production, communication, and reception of scientific knowledge. In so doing, the article covers a wide variety of topics, mainly with a focus on the U.S. context. The article begins by defining key terms under discussion and explaining why science is so susceptible to political influence. The article then proceeds to discuss: the government’s current and historical role as a funder, manager, and consumer of scientific knowledge; how the personal interests and ideologies of scientists can influence their research; the susceptibility of scientific communication to politicization and the concomitant political impact on audiences; the role of the public’s political values, identities, and interests in their understanding of science; and, finally, the role of the public, mainly through interest groups and think tanks, in shaping the production and public discussion of scientific knowledge. While the article’s primary goal is to provide an empirical description of these influences, a secondary, normative, goal is to clarify when political values and interests are or are not appropriate influences on the creation and dissemination of scientific knowledge in a democratic context.
While the periodizing concept “post-truth” (PT) initially appeared in the United States as a key word of popular politics in the form “post-truth politics” or “post-truth society,” it quickly appeared in many languages. It is now the object of increasing scholarly attention and public debate. Its popular and academic treatments sometimes differ in respect to its meaning, but most associate it with communication forms such as fake or false news, rumors, hoaxes, and political lying. They also identify causes such as polarization and unethical politicians or unregulated social media; shoddy journalism; or simply the inevitable chaos ushered in by digital media technologies. PT is sometimes posited as a social and political condition whereby citizens or audiences and politicians no longer respect truth (e.g., climate science deniers or “birthers”) but simply accept as true what they believe or feel. However, more rigorously, PT is actually a breakdown of social trust, which encompasses what was formerly the major institutional truth-teller or publicist—the news media. What is accepted as popular truth is really a weak form of knowledge, opinion based on trust in those who supposedly know. Critical communication approaches locate its historical legacy in the earliest forms of political persuasion and questions of ethics and epistemology, such as those raised by Plato in the Gorgias. While there are timeless similarities, PT is a 21st-century phenomenon. It is not “after” truth but after a historical period where interlocking elite institutions were discoverers, producers, and gatekeepers of truth, accepted by social trust (the church, science, governments, the school, etc.). Critical scholars have identified a more complex historical set of factors, to which popular proposed solutions have been mostly blind. Modern origins of PT lie in the anxious elite negotiation of mass representative liberal democracy with proposals for organizing and deploying mass communication technologies. These elites consisted of pioneers in the influence or persuasion industries, closely associated with government and political practice and funding, and university research. These influence industries were increasingly accepted not just by business but also by (resource-rich) professional political actors. Their object was not policy education and argument to constituents but, increasingly strategically, emotion and attention management. PT can usefully be understood in the context of its historical emergence, through its popular forms and responses, such as rumors, conspiracies, hoaxes, fake news, fact-checking, and filter bubbles, as well as through its multiple effects—not the least of which the discourse of panic about it.

When John Dewey announced that communication was the most wonderful of all affairs, he recognized the centrality of communication within the tradition of American pragmatism. In other traditions of philosophy, such as idealism or empiricism, communication certainly played a role, but usually it was a secondary function of transmitting ideas from one mind to another. In idealism, ideas were discovered through intuitive revelation of the whole and only later expressed through transcendent eloquence, whereas in empiricism, particular data was attained purely by the senses and communication served a kind of documentary function of fact gathering. Pragmatism, however, inverted this traditional hierarchy. By arguing that the meaning of our ideas was only found in their effects and consequences in experience, particularly those consequences brought about through shared experience, pragmatists made communication both the origin and consummation of knowledge—regardless if that knowledge was practical, scientific, aesthetic, or social. Consequently, pragmatists believed that improving the quality of communication practices was central to improving not only the state of knowledge but the quality of our experience living together in a common world.

Discourse analysis is focused on the implicit meanings found in public discourse, text, and media. In the modern era, public discourse can be assessed in political or social debates, newspapers, magazines, television, film, radio, music, and web-mediated forums (Facebook, Twitter, and other public discussion). Research across a variety of disciplines has documented that dominant social groups tend to employ certain discursive strategies when discussing minority groups. Public discourse is often structured in ways that marginalize minority groups and legitimize beliefs, values, and ideologies of more dominant groups. These discursive strategies include appealing to authority, categorization, comparison, consensus, counterfactual, disclaimers, euphemism, evidence, examples, generalizations, rhetorical questions, metaphors, national glorification, and directive speech acts. Evoking such discourse often enables prevailing dominant groups to reify majority social status, reinforce negative assumptions about minorities, and maintain a positive public social image, despite deprecating and, sometimes, dehumanizing references.

Agents of change serve as catalysts for stimulating social change, particularly at community and societal levels of analysis. We often think about the characteristics of individuals who act as change agents, such as their capacity to motivate others or their training skills. However, organizations and disciplinary fields can also serve as agents of change. There is an emerging awareness in the fields of public health and community organizing as to how these respective fields can collaborate to leverage their collective insights and skills to become effective agents of change for community health outcomes. Importantly, while public health is concerned with the social determinants that shape health inequities in all communities, community organizing is focused on community issues that residents confront as constraints or problems in their daily lives. There is an inchoate understanding within the fields of public health and community organizing that the social determinants addressed in public health are often the same issues identified and addressed by community organizing groups.
Both disciplines work as agents of change through their traditional efforts; however, there is promise in the evolving collaborations between these two fields. Recognition that both fields are addressing the same community phenomena is an important step, but whether collaborations and shared practices become distributed and institutionalized is an open question. Public health possesses research and analytic sophistication capable of identifying different social determinants and the pathways through which such determinants contribute to poor community health outcomes. In contrast, community organizing supplies an understanding of social change that requires the exercise of power through the participation and active engagement by those most directly affected by local issues or social determinants. One tension in this emergent collaborative practice stems from the fact that, at times, these different disciplinary skill sets are at odds. Whereas public health has a deep value of data analysis and expertise, community organizing prioritizes the participation and self-determination of those impacted by community problems. Fundamentally, the tension here is between the value placed on expertise versus the value placed on public participation. Neither value is inherently superior to the other; understanding how these two values can complement one another to address social determinants that shape community health outcomes is critical for realizing the promise of these organizational agents of change.
The public sphere is a social entity with an important function and powerful effects in modern, democratic societies. The idea of the public sphere rests on the conviction that people living in a society, regardless of their age, gender, religion, economic or social status, professional position, sexual orientation, ethnicity, race, or nationality, should be able to publicly express their thoughts, ideas, and opinions about issues that matter to them and impact their lives. This expression should be as free as possible in form and function and should operate through means and methods that people themselves deem suitable, so not via channels that are official or state-sanctioned. The classic Habermasian idea of the public sphere is that it is used by private individuals (not officials or politicians) who should be able to converse with each other in a public-spirited way to develop opinions that impact state or public-body decisions and policies. Also contained within this classic idea is the conviction that public sphere conversations should be rational (i.e., logical, evidence-based, and properly motivated and argued using an acceptable set of rhetorical devices) in order to convince others of the usefulness of a position, statement, or opinion. In commonsensical, political, and journalistic understandings, the public sphere is a critical component of a democracy that enables ordinary citizens to act as interlocutors to those who hold power and thereby hold them to account. As such it is one of the elements whereby democracy as a system is able to claim legitimacy as the “rule of the people.”
Journalism’s imbrication in the social imaginary of the public sphere dates back to 17th- and 18th-century Europe when venues like coffee houses, clubs, and private homes, and media like newspapers and newsletters were being used by a mixture of gentry, nobility, and an emerging middle class of traders and merchants and other educated thinkers to disseminate information and express ideas. The conviction that journalism was the key vehicle for the conveyance of information and ideas of public import was then imbedded in the foundations of the practice of modern journalism and in the form exported from Western Europe to the rest of the world. Journalism’s role as a key institution within and vehicle of the public sphere was thus born. Allied to this was the conviction that journalism, via this public sphere role and working on behalf of the public interest (roughly understood as the consensus of opinions formed in the public sphere), should hold political, social, and economic powers to account. Journalists are therefore understood to be crucial proxies for the millions of people in a democracy who cannot easily wield on their own the collective voices that journalism with its institutional bases can produce.

Public spheres are sites of communicative interaction that feature citizens turning their attention to collective problems and democratically legitimate solutions. Closely associated with German critical theorist Jürgen Habermas, the idea of public spheres constituted by a range of publics and counterpublics animates a broad array of interdisciplinary scholarship relating to democracy and political theory, argumentation and deliberation, citizenship and civic engagement, media ecologies and the press, and institutions and power relations. Habermas originally theorized the emergence of the bourgeois public sphere as a counterpoint to the aristocratic regimes of early modern Europe, aiming to rescue select democratic practices from an otherwise flawed ideology. Critics of Habermas’s early formulation of the bourgeois public sphere have noted the presence of a multiplicity of public spheres, rather than a single public sphere, the problem of the public/private divide that is definitive of the public sphere, the role of bodies and emotions in addition to language and reason in the formation and operation of publics and counterpublics, the role of media technologies in sustaining and expanding critical publicity, and the difficulties in extracting knowledge claims from the power relations that constitute them. The idea of public spheres has remained resilient despite these criticisms, as any functioning democracy requires a space between the family, the market, and the state to thematize, problematize, and address the challenges of life in groups. Strong public spheres are characterized by hospitality to counterpublics, groups that distinguish themselves from the rational-critical debate of dominant publics through different dispositions, styles, and strategies for steering public attention. Scholarship on public spheres, publics, and counterpublics continues to proliferate, with new directions accounting for the increased prominence of visuality, ecology, digitality, and transnationality in deliberating bodies.

Difference in human experience can be parsed in a variety of ways and it is this parsing that provides the entry point to our discussion of “race,” “gender,” “class,” and “sexuality” as foci of study in the field of organizational communication. Social sorting of difference has material consequences, such as whether individuals, groups, organizations, communities, and nations have equal and equitable access to civil/participative liberties, food, clean water, health, housing, education, and meaningful work. Communication perspectives enable researchers to examine how difference is produced, sustained, and transformed through symbolic means. That is, communication organizes difference. In the field of organizational communication the communicative organizing of race, gender, class, and sexuality is examined in everyday social arrangements, such as corporate and not-for-profit organizations, communities, and other institutional contexts locally and globally. Topics of central concern in organizational communication difference studies are those related to work and the political economy of work, such as labor, conflicts between public and private domains, empowerment, and agency.
Research on race, gender, class, and sexuality as communicatively structured difference has progressed in the field of organizational communication from early top-down functionalist approaches, to bottom-up and emergent interpretive/critical/materialist methods, to poststructuralist approaches that deconstruct the very notion of “categories” of difference. More complex intersectional approaches, including queer theory and postcolonial/decolonial theory, are currently gaining traction in the field of organizational communication. These advances signal that difference studies have matured over the last decades as the field moved toward questioning and deconstructing past approaches to knowledge production while finding commensurability across diverse theoretical and research perspectives. These moves open up more possibilities to respond to societal imperatives for understanding difference.

Health risk messages may appeal to the responsibility of individuals or members of interdependent dyads for their own or others’ health using many different message strategies. Health messages may also emphasize society’s responsibility for population health outcomes in order to raise support for health policy changes, and these, too, take many different forms. Message designers are inherently interested in whether these appeals to personal, interdependent, and societal responsibility are persuasive. The central question of interest is therefore whether perceptions of responsibility that result from these messages lead to the desired message outcomes. A growing body of empirical research does suggest that there is a direct persuasive effect of perceptions of personal responsibility and interdependent responsibility on health intentions or behaviors, as well as indirect persuasive effects of responsibility on intentions or behaviors via anticipated emotions, specifically regret, guilt, and pride. Research also suggests that perceptions of societal responsibility increase support for public health policy (i.e., the desired message outcome in societal responsibility messages). Important to this area of research is a conceptual definition of responsibility that lends itself toward identifying specific message features that elicit perceptions of responsibility. Specifically, attributions of causation and solution, obligation, and agency are identified as effect-independent message features of responsibility.
Scientific advances, technological development, and changes in risk consciousness have led to stronger demands on society to manage and control various kinds of risks. Risks should be assessed, prevented, controlled, and communicated in order to prevent negative impacts. Risks related to the environment and health are probably some of the most research-dependent examples. It is primarily scientific experts that provide knowledge to authorities, organizations, and citizens about environmental and health risks and thus exert considerable influence on the understanding and management of risk. At the same time, there are actors in society—especially citizen and interest organizations—that question whether risk regulation is reliable and relevant. There are also demands that citizens should have more transparency and control over risk regulation. The current situation is characterized thus by a paradox: Issues relating to environment and health are seen as increasingly expert dependent while citizens simultaneously demand increased influence over them. This development is especially noticeable in the European Union, with its strong emphasis on the rights of citizen and consumers to have access to information about risk and also opportunities to influence their regulation.
In response to this situation, risk governance has been put forward. It refers to a body of ideas for how to more responsibly and efficiently deal with complex risks issues, where there are different interests and standpoints about how to regulate them. Fundamental ideas of risk governance are openness, transparency, participation, inclusion, deliberation, and reflexivity; that experts involved should be open to questioning the situation; should not conceal issues of uncertainty and pluralism (that there exist different legitimate understandings, evaluations, and recommendations); and should be receptive to the input and participation of other stakeholders. This means that risk regulation should no longer be organized into three discrete activities: risk assessment, risk management, and risk communication (aiming at a one-way transfer of knowledge from the regulators to the public).
