Colonization and decolonization continue to be debated both in terms of their meaning and their efficacy in Communication Studies scholarship and across related fields of inquiry. Colonization is part of ongoing processes of subjugation that are linked to other forms of oppression including labor, occupation, and resource extraction. Inquiries about processes of colonization also involve examining corresponding efforts in decolonization processes. Decolonization entails an effort to critically reflect on colonialism and its impact upon colonized people and environments, it involves processes entangled with issues of sovereignty, self-determination, and territory, and so on. Indigenous Studies scholarship helps to foreground Indigeneity as a place from which broader inquiries on colonization and decolonization may be launched. The legitimacy of colonialism and its communicative dimensions has been a concern for scholars. Within the field of Communication, it notes particular contexts of colonization inquiry that overlap across topics and various areas of the discipline. Research on colonialism and its influence spans throughout rhetorical theory and critical/cultural studies to organizational communication and global communication. This scholarship has employed expansive methodologies from applied research to theoretical work and considered a wide range of issues from domestic, international, and transnational perspectives. The study of these powerful structures in rhetoric draws on interdisciplinary fields and raises challenges to intellectual traditions of the West, which have maintained the rhetoric canon. Rhetorical scholars call for the need to examine artifacts that exist at the “margins” and “outside” the imperial centers. They have theorized methods of rhetorical analysis that attend to the colonial and decolonial elements of discourse, power, and identity.

In Western Europe, the notion of public service in the media was originally associated with traditional public-service broadcasters. However, since the 1990s, the general idea of public-service broadcasting and the continuing need for it in a digitized, content-abundant environment have been questioned. In particular, public-service broadcasters’ online activities have triggered controversial discussions and policy responses, not least because of direct competition with online services of the private media. At the same time, discussions have emerged about the meaning of public service and attendant concepts such as public value, challenging the hitherto commonly accepted attachment of the concept to a specific technology (broadcasting) and a specific—publicly procured and financed—organizational setting. In response to this and backed by politics, public-service broadcasters have reinvented themselves as public-service media. They have expanded their remit beyond television and radio into multimedia realms such as the Internet and, in addition to this, have started devoting new attention to the general public as their prime target of accountability—thus opposed to the original exclusive accountability to politics. Such accountability has been pursued, among other things, through direct cooperation with the public or other ways of connecting with it, for example, through personalization efforts and participatory formats. Although the public has rhetorically become the prime target of accountability, there is little discussion or acknowledgement of the actual perceptions that the public has about the general idea of public service and how public-service broadcasters accomplish this task. With few exceptions, studies continue the dominant paradigm of audience research, which construes the public almost exclusively as consumers.
Sara Ahmed is a feminist philosopher specializing in how the cultural politics of language use and discourse mediate social and embodied encounters with difference. She has published field-shaping contributions to queer and feminist theory, critical race and postcolonial theory, affect and emotion studies, and phenomenology. Since the publication of Differences that Matter: Feminist Theory and Postmodernism in 1998, her work has epitomized the value of contemporary feminist cultural studies to speak to and against the masculinist traditions of continental philosophy. Unequivocally inserting feminist politics into the rarified air of academic theory, it crosses the sexist boundary which corrals feminist thought into the category of “studies” while opposing it to male-authored philosophy—the latter automatically authorized to speak on the social and material “Real.” In doing so, her work sits squarely within discourse-analytical traditions that seek to expose how various epistemic scenes – activism, the media, and academia, to name a few -- sediment false authority on such issues as happiness, utility, and the good. Moreover, in contesting New Materialism’s search for some monist “matter” beneath experience, she traces how those linguistic moves impose insidiously singular concepts of what social “reality” is, and how it unfolds, for real people. As a field, communication studies concerns itself centrally with matters of social influence, scale, and power, such as the electoral effects of political speech, or the ability of a message to morph as it reaches new audiences. Turning a critical eye upon the (re)production of cultural norms and social structure through interpersonal and institutional encounters, Ahmed’s oeuvre explores the discursive logics and speech acts that sediment or transform the social meanings of race, gender, and other differences.
Internet freedom is a process. Internet freedom takes place through a myriad of practices, such as technology development, media production, and policy work, through which various actors, existing within historical, cultural, economic, and political contexts, continuously seek to determine its meaning. Some of these practices take place within traditional Internet governance structures, yet others take place outside of these. Crypto-discourse refers to a partially fixed instance of the process in which actors seek to construct the meaning of Internet freedom that mainly takes place outside of traditional Internet governance structures. Crypto-discourse describes a process in which specific communities of crypto-advocates (groups of cryptographers, hackers, online privacy advocates, and technology journalists) attempt to define Internet freedom through community practices such as technological development and descriptive portrayals of encryption within interconnected communities that seek to develop and define encryption software, as well as through the dissemination of these developments and portrayals within and outside of these communities. The discursive work of the cypherpunks, interrelated discourse communities, and related technology journalism is at the core of crypto-discourse. Through crypto-discourse, crypto-advocates employ encryption software as an arena of negotiation. The representation of encryption software serves as a battlefield in a larger discursive struggle to define the meaning of Internet freedom. Crypto-discourse illustrates how social practices have normative implications for Internet governance debates regarding Internet freedom and in particular expectations for state authorities to uphold online rights. The relationship between freedom and the state that these crypto-advocates articulate as a response to specific events excludes other possible positive notions of Internet freedom in which the state has an obligation to ensure the protection of online rights.

Internet-based services that build on automated algorithmic selection processes, for example search engines, computational advertising, and recommender systems, are booming and platform companies that provide such services are among the most valuable corporations worldwide. Algorithms on and beyond the Internet are increasingly influencing, aiding, or replacing human decision-making in many life domains. Their far-reaching, multifaceted economic and social impact, which results from the governance by algorithms, is widely acknowledged. However, suitable policy reactions, that is, the governance of algorithms, are the subject of controversy in academia, politics, industry, and civil society. This governance by and of algorithms is to be understood in the wider context of current technical and societal change, and in connection with other emerging trends. In particular, expanding algorithmizing of life domains is closely interrelated with and dependent on growing datafication and big data on the one hand, and rising automation and artificial intelligence in modern, digitized societies on the other. Consequently, the assessments and debates of these central developmental trends in digitized societies overlap extensively. Research on the governance by and of algorithms is highly interdisciplinary. Communication studies contributes to the formation of so-called “critical algorithms studies” with its wide set of sub-fields and approaches and by applying qualitative and quantitative methods. Its contributions focus both on the impact of algorithmic systems on traditional media, journalism, and the public sphere, and also cover effect analyses and risk assessments of algorithmic-selection applications in many domains of everyday life. The latter includes the whole range of public and private governance options to counter or reduce these risks or to safeguard ethical standards and human rights, including communication rights in a digital age.
In spite of journalism’s transnational nature, there is no common history of the subject and thus no common history of journalism in authoritarian societies, a field which can only be studied by bringing together historical facts about journalism in societies that experienced authoritarian regimes at some point in their history. Journalism in authoritarian societies is closely linked with forms of manipulation and censorship. While censorship is older than journalism, it was the rise of journalism as a profession that prompted authoritarian states to develop fully fledged censorship mechanisms and systems. The first forms of censorship of the printed word were introduced by the Catholic Church shortly after the printing press was invented in the 16th century. But it was from the 17th century on that censorship models aimed at controlling the emergent periodical press were created by absolutist monarchies. Secular institutions gradually took over censorship from the church, developing a more complex control system that would methodically check on the printed information distributed widely to the general public. While censorship systems were scrapped in most of Europe for a short period during the 19th century, the following century saw the rise of more sophisticated and repressive forms of censorship. They were developed by fascist dictatorships in several European countries and by the Soviet system in Russia. These models, particularly the Soviet propaganda system, influenced a spate of authoritarian regimes in communist nations all over the globe during the Cold War. The collapse of the Soviet Union in the early 1990s sounded the death knell of a series of authoritarian regimes, heralding an era of press freedom and independent journalism. But many regimes, particularly in the former Soviet Union, soon revived old authoritarian practices to keep their people under control. In spite of the limitations on journalistic coverage in authoritarian societies, journalists reacted in various ways to all sorts of authoritarian practices, ranging from harsh censorship systems to less intrusive, yet effective, controlling mechanisms. They did so either by seizing opportunities that appeared during more relaxed political times or by developing circumvention tools that allowed them to reach out to their audiences. The rise of the Internet brought about new opportunities for journalism to reach and engage audiences, as governments struggle to push back by designing new forms of control and censorship.
On a fundamental level, financial journalism provides information to individuals that helps them make informed economic choices, and understand how those choices impact their financial situation within the context of the broader political economy. The need for reliable information about prevailing business conditions has been recognized since the dawn of commerce, and since then financial journalism and commerce have developed together in a mostly symbiotic, albeit occasionally combative, relationship for hundreds of years. In its earliest iterations, in the 16th century, financial journalism consisted of little more than the publication of prices of commodities or other goods for sale. As trade and commerce expanded over the following centuries, so did the role and content of financial journalism. The globalization of commerce and increasing integration of the world economy since the late 20th century has increased the importance of financial journalism, while the spread of mass-market investment opportunities and defined-benefit retirement accounts in many countries has expanded the pool of individuals exposed to moves in financial markets, helping to make financial publications among the world’s most-read newspapers and websites. The focus of financial journalism is quite consistent no matter what country or language it is published in: broadly defined, financial journalism encompasses news about financial markets, macroeconomic data and trends, government economic policy, corporate news (especially earnings announcements), personal finance, and commentary about all of the above. However, the often mutualistic relationship between financial journalism and the organizations it covers has led to conflicts of interest, and to a debate over the proper role of a financial press: whether it is to merely disseminate data and information from those organizations, or to serve as a watchdog over them. For example, the bubble in internet-related shares in the 1990s was blamed partly on “boosterism” by the financial media, while many investors also blamed the financial press for failing to sound the alarm ahead of the Global Financial Crisis later in the following decade.

It is all too common to think of community journalism as being like all other types of journalism, just on a smaller scale. With the growth of the Internet and virtual community, this form of journalism cannot be distinguished solely by circulation size or geographic delineations. Within the larger journalism research sphere, community journalism remains underrepresented, even though the majority of publications in the United States can be classified as community journals, and throughout the world, small publications, both in print and online are commanding respect. If community media outlets are defined as having a circulation of lower than 50,000, then there are 7,184 community daily or weekly newspapers in the U.S. compared to only 4 publications with circulations of more than 500,000. Worldwide, data cannot be as easily condensed into percentages, but it is reasonable to think the figures are similar. Yet, media research typically focuses on the work and attitudes of the elites, i.e. the larger and best-known publications. Existing research on community journalism has identified key distinctions between community journalism and other types. First, community media focus on information connected to everyday life, and second, its media members tend to develop a closer, more intimate connection to the community they serve. The idea of closeness began with early research into the idea of community itself. Community as a concept revolves around emotional connection and membership. The two necessary elements for community formation are for a group of people to have something in common, and something that differentiates them from other groups. Community media build upon these concepts to give communities a voice. The audience for community news is often connected by an interest in, and emotional attachment to, a geographic area, which represents one form of community or a specific viewpoint, interest, or way of thinking which often represents virtual community. Both groups need journalists, who provide factual information on the community and enable and support strong community ties. Community journalists can also help build place attachment and create third places for community members to congregate and interact socially in.

Cultural fusion is the process of integrating new information and generating new cultural forms. Cultural fusion theory recognizes the world as a churning information environment of cultural legacies, competing and complementing one another, forming novel cultural expressions in all aspects of life, including music, cuisine, pedagogy, legal systems, governance, economic behavior, spirituality, healthcare, norms of personal and interpersonal style, family structures, and so forth. This is a process of pan-evolution, involving countless channels, not merely two cultures coming together to form a third, hybrid culture. During this process the traditional pace and form of change is itself changing. Cultures are also transformed as a result of the churning process of an emergent global semantic field generated by countless networked exchanges.
In the past 50 years, there has been a burgeoning literature on the role of journalism in promoting governance and supporting anti-corruption efforts. Much of this comes from the work of economists and political scientists, and there is a lot for journalism studies scholars to learn from. The three disciplines grapple with many of the same questions; including the effects of journalism on society and journalists’ role as watchdogs and scarecrows. Economists are the boldest about establishing causality between journalism and governance, arguing that a free and open press can curb corruption and promote accountability. However, this is not always borne out in practice as modern technological and political developments have threatened journalism’s business model, especially in regions without a historically robust free press. Media capture continues to be a growing problem in places where government and business interests are aligned and seek to instrumentalize the media. Further quantitative research and exploration of the impediments to the functioning of a free media will help our understanding of the contemporary problems facing journalists and how they can be solved in order to improve governance across the world. There is much more to be learned about the impact of journalism on governance and studies on this topic should not only cross disciplines but must also be decolonialized so that the field has more information on how the media contributes, or not, to governance in the Global South and in the different media systems outlined by Hallin and Mancini as well as the updated analysis of Efrat Nechushtai.
