Advocacy can be defined as the systematic process set in motion by an individual or group of individuals to encourage, support, and empower others surrounding a topic in need of change. Individuals may become an advocacy group in support of an issue, such as health care, civil rights, environment, or labor. Advocacy groups often serve as mediators between vulnerable/underprivileged populations and policymakers or decision-makers. The Health Communication Advocacy Model (HCAM) is a tested advocacy model comprising five phases including assembling the team, formative research, message development, message implementation, and evaluation. HCAM also includes a correction loop allowing for revisions of campaign messages. The HCAM is an adaptable model that offers a perspective in which advocacy groups may be considered a dynamic framework for building successful campaigns. Once the advocacy group is established, members can agree upon goals and responsibilities and craft a position statement. The group can then develop messages to reach the intended target audience(s). Target audiences may include legislators, the population affected by the issue, and media organizations. When crafting messages, care should be taken to ensure messages are stimulating, motivational, culturally consistent, resource contingent, and without barriers. Advocacy groups may use a number of channels to send messages through, such as social media, rallies, press releases, and other media outlets. Overall, advocacy groups must address a variety of needs to effectively reach the target audiences and impact change.
The concept of ambiguity tolerance (TA), variously called Uncertainty Avoidance, Ambiguity Avoidance, or Intolerance, can be traced back nearly 70 years. It has been investigated by many different types of researchers from clinical and differential, to neuro- and work psychologists. Each sub-discipline has tended to focus on how their variable relates to beliefs and behaviors in their area of expertise, from religious beliefs to reactions to novel products and situations.
The basic concept is that people may be understood on a dimension that refers to their discomfort with, and hence attempts to avoid, ambiguity or uncertainty in many aspects of their lives. There have been many attempts to devise robust and valid measures of this dimension, most of which are highly inter-correlated and require self-reporting. There remains a debate as to whether it is useful having just one or more dimensions/facets of the concept.
Using these tests, there have been many correlational studies that have sought to validate the measure by looking at how those high and low on this dimension react to different situations. There have also been some, but many fewer, experimental studies, which have tested very specific hypotheses about how TA is related to information processing and reactions to specific stimuli. There is now a welcomed interest by neuroscientists to explore the concept from their perspective and using their methodologies.
These studies have been piecemeal, though most have supported the tested hypotheses. There has been less theoretical development, however, of the concept attempting to explain how these beliefs arise, what sustains them, and how, why, and when they may change. However, the concept has continued to interest researchers from many backgrounds, which attests to its applicability, fecundity, and novelty.

Beat reporting refers to thematic specialization and routines (places to go, people to see) in journalism. The term reflects the distinction between general assignment reporters and specialized (beat) reporters covering a specific area (beat) as well as the subject-matter or geographic divisions between areas of reporting by which media organizations seek to structure the social environment they cover. Beat reporting marks the beginning of modern journalism. It was invented at the end of the 19th century in the United States with the aim to increase the efficiency of journalistic work. Thus it relates to the professionalization and rationalization of newspaper journalism and the transformation of newspapers into a mass product. In everyday work, beat reporting has undeniable advantages. It saves resources since beat reporters are very experienced on their beat and know well where and how to get exactly the information they need. Due to their long-term relationship of trust with relevant sources, beat reporters obtain exclusive, trustworthy, and newsworthy information. Along with this specialization come, however, several challenges; for example, the diversity of views represented in a beat might be limited, which can also affect the diversity of news coverage. At the extreme, this can even lead to pack journalism as a form of groupthink. Concerning the reporter–source relationship, there are three risks of losing professional distance: (a) If beat reporters become too loyal toward their sources, they can be instrumentalized; (b) being too adversarial toward their sources might entail a loss of trust and an increasing cynicism of the audience; (c) if beat reporters start feeling like advocates of their own interests, they might behave as activists rather than detached observers. Most recently, online journalism has changed the understanding of beat journalism (e.g., data journalism, local online beat) compared to the traditional understanding. Research on beat journalism has so far focused on stable, high-income democracies and on the political beat as the most fundamental and prominent beat.
Celebrity politicians are having a profound impact on the practice of politics within the United States and United Kingdom in the 21st century. With the adoption of social media platforms, celebrity and image candidates have deployed new strategies for attracting constituents. Taken together, the proliferation of celebrity politics and the ubiquity of digital platforms have fostered a unique atmosphere in the contemporary political moment, wherein “outsider” candidates may leverage their fame to launch themselves into the public spotlight. In turn, through their celebrity brands and digital presence both populists such as the U.S. President Donald Trump and left-wing leaders including U.K. Labour leader Jeremy Corbyn have established an “authenticity” in which they “occupy” a public space to define their candidacies. Consequently, as celebrities and image candidates promote political agendas among target audiences/citizens, it is necessary to reflect upon their significance in election campaigns, policy agendas, and activism.
In understanding crowd psychology and its explanation of conflict and violence, there are different theoretical approaches that turn on different understandings of communication processes. There are three models of communication in the crowd worth reviewing: classic, normative, and dynamic. Classic models suggest that crowd members are influenced by an idea of emotion presented to them. Normative models suggest that influence is constrained by what is seen as consonant with group norms. And, finally, dynamic models examine how that which becomes normative in the group depends upon intergroup relations. The last of these approaches can explain the patterned, socially meaningful and yet changing nature of crowd action. Crowd action, itself, is a form of communication because it serves to shape the social understandings of participants as well as the social understandings of those beyond the crowd. It is argued that the nature and centrality of crowds contribute to the understanding and creating of social relations in society.
Cyberlibertarianism, broadly speaking, refers to a discourse that claims that the Internet and related digital media technology can and should constitute spaces of individual liberty. Liberty here is understood as non-interference such that individuals are able to act and express themselves as they choose, and thus are self-governed, where interference is understood as most readily emanating from governments but also at times from corporations, particularly crony-capitalist ones. Various strands of this discourse have developed over the last few decades. These strands differ in the weight that they place on technology, markets, policy, and law for securing cyberspace as a space of, and for, individual freedom.
Editorial journalism and newspapers’ editorial opinions represent an area of research that can make an important contribution to our understanding of the relationship between the press and politics. Editorials are a distinctive format and are the only place in a newspaper where the opinions of a paper as an organization are explicitly represented. Newspapers and the journalists who write editorials play a powerful role in constructing political debate in the public sphere. They use their editorial voice to attempt to influence politics either indirectly, through reaching public opinion, or directly, by targeting politicians. Editorial journalism is at its most persuasive during elections, when newspapers traditionally declare support for candidates and political parties. Despite the potential of editorial opinions to influence democratic debate, and controversy over the way newspapers and their proprietors use editorials to intervene in politics, editorial journalism is under-researched. Our understanding of the significance of this distinctive form of journalism can be better understood by exploring four key themes.
First, asking “What is editorial journalism?” establishes the context of editorial journalism as a unique practice with opinion-leading intentions. Several characteristics of editorial journalism distinguish it from other formats and genres. Editorials (also known as leading articles) require a distinctive style and form of expression, occupy a special place in the physical geography of a newspaper, represent the collective institutional voice of a newspaper rather than that of an individual, have no bylines in the majority of countries, and are written with differing aims and motivations to news reports. The historical development of journalism explains the status of editorials as a distinctive form of journalism. Professional ideals and practices evolved to demand objectivity in news reporting and the separation of fact from opinion. Historically, editorial and advocacy journalism share an ethos for journalism that endeavors to effect social or political change, yet editorial journalism is distinctive from other advocacy journalism practices in significant ways. Editorials are also an integral part of the campaign journalism practiced by some newspapers.
Second, research and approaches in the field of political communication have attributed a particularly powerful role to editorial journalism. Rooted in the effects tradition, researchers have attributed an important role to editorials in informing and shaping debate in the public sphere in four ways: (1) as an influence on readers, voters, and/or public opinion; (2) as an influence on the internal news agendas and coverage of newspapers; (3) as an influence on the agendas and coverage in other news media; and (4) as an influence on political or policy agendas. Theorizing newspapers as active and independent political actors in the political process further underpins the need to research editorial journalism. Third, editorial journalism has been overlooked by sociological studies of journalism practices. Research provides a limited understanding of the routines and practices of editorial journalists and the organization of editorial opinion at newspapers. Although rare, studies focusing on editorial journalism show that editorial opinion does not simply reflect the influence of proprietors, as has often been assumed. Rather, editorial opinions are shaped by a complex range of factors. Finally, existing research trajectories and current developments point to new challenges and opportunities for editorial journalism. These challenges relate to how professional norms respond to age-old questions about objectivity, bias, and partisanship in the digital age.

The medical encounter is one of the most important channels of communication between the patient and his or her caretaker. Apart from its therapeutic effect, the medical encounter serves to convey information about a symptom or disease; construct a diagnosis and give information about the expected course of a disease (“prognosis”); and discuss treatment plans, including risks and benefits. The centrality of the medical encounter makes ethical considerations fundamental, not only within the clinical context but also within the broader context of health promotion. Furthermore, since the medical encounter is characterized by asymmetry and dependence, it can create problems of abuse of power or subordination. The current dominant liberal bioethical approach tends not to take into account the power relations within the medical encounter, or the social context in which the medical encounter takes place. It is in this sense that a republican egalitarian approach to bioethics can be of use. Instead of traditional bioethics emphasis on the individual and on personal autonomy, a radical egalitarian health rights approach will stress the importance of social structures, and the need for a different institutional framework that works toward making a universal right to health possible. Such an approach also emphasizes the centrality of politics in building adequate institutions and in modifying those social structures that cause inequities in health. These considerations have important consequences on how the medical encounter should be constructed, such as in the case of conveying risk and disclosing medical errors.

The European Union (EU) is an economic, political, and social conglomeration of 28 member nations. These member nations work together via a system of supranational institutional and intergovernmental-negotiated treaties and decisions by member states. While the EU has been able to continue its development in various stages since the 1950s respectively, a key issue continually facing the EU has always been integration at different levels. Integration of new member states, integration of individuals and cultures within member states, and most recently integration of immigrants (newcomers of different designations) into the EU.
While the EU has strict guidelines regarding the integration of new member states into the EU, no policies/procedures are in place regarding the integration of individuals into the EU. Issues of national sovereignty are critical to EU member states when discussing how to integrate newcomers. Most recently during the heightened wave of refugees entering the EU through its southern and eastern borders, the issue of how to integrate newcomers into the EU has come to the forefront of national and EU policymakers. Key questions facing the EU and its member states include: What are the national integration policies, and how do they differ? What is the future for the EU in response to increased legal, illegal, and irregular migration?
For most of the 20th century, telecommunications was a matter of national governance and thus of peripheral interest to the European Union. Then from the mid- to late-1980s, the EU began to develop an intensified policy package for the telecommunications sector. Telecommunications has now grown to become one of the most prominent and extensive policy areas addressed by the EU. But what accounts for such a remarkable Europeanization of telecommunications governance? In polar contrast to its origins, telecommunications has become a key focus in neoliberal economics and policy in effecting sectoral change. This development went hand in hand with arguments around propounding the benefits of economic globalization, which sustained a move to internationalize the organization of telecommunications to the European level along neoliberal lines. However, notwithstanding the remarkable growth of the EU governance framework for telecommunications, there are nuances in the analysis of the constant resistance to the wholesale Europeanization of telecommunications policy that provide evidence of a residual tension between national- and EU-level interests. This tension has been evident in policy proposals, decision-making, and implementation at key junctures for more since the late 1980s The policy has played key roles at different times, in particular, on the national level, involving governmental, regulatory, and commercial actors. Telecommunications thus provides a classic illustration of the balance that needs to be struck in the development of communications policies in the EU between supranational and intergovernmental interests. Now part of a converging electronic communications sector, this feature of telecommunications governance is as prominent today as it was in the very early days of EU telecommunications policy development in the mid- to late-1980s.

Fact-checking has a traditional meaning in journalism that relates to internal procedures for verifying facts prior to publication, as well as a newer sense denoting stories that publicly evaluate the truth of statements from politicians, journalists, or other public figures. Internal fact-checking first emerged as a distinct role in U.S. newsmagazines in the 1920s and 1930s, decades in which the objectivity norm became established among American journalists. While newspapers have not typically employed dedicated fact-checkers, the term also refers more broadly to verification routines and the professional concern with factual accuracy. Both scholars and journalists have been concerned with a decline of internal fact-checking resources and routines in the face of accelerated publishing cycles and the economic crisis faced by news organizations in many parts of the world.
External fact-checking consists of publishing an evidence-based analysis of the accuracy of a political claim, news report, or other public text. Organizations specializing in such “political” fact-checking have been established in scores of countries around the world since the first sites appeared in the United States in the early 2000s. These outlets may be based in established news organizations but also “good government” groups, universities, and other areas of civil society; practitioners generally share the broad goals of helping people become better informed and promoting fact-based public discourse. A burgeoning area of research has tried to measure the effectiveness of various kinds of external fact-checking interventions in countering misinformation and promoting accurate beliefs. This literature generally finds that fact-checking can be effective in experimental settings, though the influence of corrections is limited by the familiar mechanisms of motivated reasoning.
The role of foreign correspondent has long been prominent in journalism but is undergoing considerable change. While many in this role are considered elite, and have a very high profile, others practice their reporting in anonymous and sometimes precarious conditions. Prominent types of foreign correspondent are the capital correspondent, bureau chief, and conflict correspondent. Conflict correspondents can, in turn, be categorized into three main types depending on how they perceive their role: the propagandist; the recorder of history; and the moralist. The role of foreign correspondent has been the subject of a great deal of research, including analyses of news content focused on the nature of bias and story selection and framing in international reporting, and observational and interview-based studies of practitioners of the role. Research has sought to shift the focus from elite correspondents for international media organizations to the myriad local media professionals who play an increasing role in shaping international news stories; to the move toward social media as a newsgathering and news-dissemination tool; to the safety of journalists—as their work becomes increasingly imperiled around the world; and to the vital but largely hidden role of news agencies in shaping international news.

Health and risk policymaking focuses on decisions made and actions undertaken to set standards and pass laws to promote healthcare and public health quality, while achieving global health security. Policymakers in governments and institutions deliberate for the purposes of achieving effective and efficient policies, revealing both acceptance and rejection of evidence from health and risk, prevention, and economic sciences, as well as gaps in these domains. Health and risk communicators function implicitly within the boundaries of these decisions and actions, while contributing to prevention science related to strategic messaging and information dissemination. Policymakers face barriers to their efforts residing in the sheer volume of health and risk sciences research; the lack of evidence demonstrating that policies lead to intended outcomes (often, because a policy has not been trialed/implemented); and the absence of economic analyses associated with costs of interventions proposed and undertaken. The precautionary principle (PP) based on adopting caution when evidence is absent, uncertain, or ambiguous regarding possible harm to humans or the environment may function as a guide in some situations. Advocates may draw attention to particular issues in other cases. Policies may be stalled owing to the policy context, including election cycles, legislative and institutional bureaucracies, competing agendas, and fragmented systems of healthcare. Health and risk communicators may collaborate with policymakers and work to translate evidence into useful formats to facilitate the application of evidence to policymaking decisions and actions.

Hope has been defined in primarily two ways, and both have implications for message design within health and risk communication. First, hope has been defined as a way of thinking, or disposition, that affects how people pursue goals. Dispositional hope manifests in beliefs about one’s capacity to initiate and sustain action toward goals (agency) and one’s ability to generate ways to reach those goals. Dispositional hope has been associated with positive physical and mental health outcomes. For example, high-hope women have greater intentions to engage in cancer prevention behaviors than do low-hope women. Numerous studies have associated higher hope with better pain management, and people who are higher in hope have a greater pain tolerance than people lower in hope. Hope is also related to better psychological adjustment.
Much of the research on dispositional hope focuses on correlating hope with a variety of positive health and non-health outcomes; however, psychotherapeutic interventions have also been designed to increase dispositional hope. These interventions have shown improvements in health-related outcomes. Although their potential is not yet realized, interventions for developing dispositional hope could improve compliance with medical recommendations, increase adoption of health behaviors, and decrease risk behaviors.
The second way that hope has been defined is as a discrete emotion. Discrete emotions are brief, intense, psychological, and evaluative reactions directed at external stimuli (e.g., people, events, or objects). In response to these external stimuli, emotions help individuals adapt to their environment by activating a unique pattern of thoughts (cognitions), physiological changes, subjective feelings, motor expressions, and action (or behavioral) tendencies.
Lazarus’s cognitive-mediational theory has been one of the most influential theories of discrete emotions that includes a definition of hope. Lazarus identifies the core relational theme of hope as “fearing the worst but yearning for better.” Lazarus deems hope to be a problematic emotion because he believes hope contains both positive and negative elements. Despite uncertainty about the exact nature of hope, Lazarus believes that hope is vital to coping with stress. Hope enables people to believe in the possibility of better circumstances and therefore is critical as a coping mechanism against despair. Lazarus does not provide guidance for what a message might need to include to evoke hope.
Drawing on Lazarus and appraisal theories in general, MacInnis and de Mello suggest tactics that consumer marketing advertisements could use to induce hope. Specifically, the authors focus on turning “impossibility into possibility” and enhancing “yearning.” De Mello and MacInnis also theorize that hope can lead to motivated processing of information resulting in both positive (e.g., coping, well-being, and goal achievement) and negative (e.g., risky behavior, self-deception) outcomes. Unfortunately, the theorizing of de Mello and MacInnis was never empirically tested.
To further explore how feelings of hope are created, Prestin examined underdog narratives in entertainment media. Underdog narratives show characters who are attempting to meet a goal despite unfavorable circumstances and odds. These narratives evoke hope and make people more motivated to meet their own personal goals. Although their potential has not been fully explored, underdog narratives may assist individuals in overcoming challenging circumstances, such as battling addiction or developing new health habits. There are numerous mechanisms still to be examined that may explain the effects of underdog narratives beyond their ability to evoke hope.
Recently, Chadwick defined hope as a future-oriented, discrete emotion that focuses on an opportunity to achieve a desired future outcome. Her definition builds on the work of Lazarus and Roseman and has implications for the design of messages that evoke hope. According to Chadwick, hope is evoked by appraisals of a future outcome as (a) consistent with goals (goal congruence), (b) possible but not certain (possibility), (c) important (importance), and (d) leading to a better future (future expectation). All four of these appraisals combine to create a perception of opportunity and the discrete emotion hope. Hope motivates behavior by focusing one’s thoughts on capitalizing on an opportunity. Chadwick states that hope also involves (a) an approach action tendency that motivates individuals to take, or continue, action to achieve the desired outcome, (b) increased heart rate and skin conductance, (c) an open facial expression, heightened focus, and alert body posture, and (d) a feeling of eager attention.
Chadwick’s definition has clear implications for developing messages that evoke hope. Messages designed to create appraisals of the importance, goal congruence, positive future expectation, and possibility of a future event evoke hope and are called hope appeals. Like other theoretical explications of emotional appeals, a hope appeal has two components: (a) the inducement of hope through the presentation of an opportunity and (b) the presentation of recommended actions to achieve the desired outcome. The recommended actions component includes information designed to (a) increase the receiver’s perception of his or her ability to perform the recommended action (i.e., self-efficacy) and (b) demonstrate the ability of the recommended actions to achieve the desired outcome (i.e., response efficacy).
Empirically, scholars have tested the effects of hope and messages that evoke hope. Hope appeals increase attention to messages about climate change and increase mitigation behavioral intention and mitigation behavior. In addition, feelings of hope increase interest in climate change protection and are positively correlated with pro-environmental behaviors and support for climate change policies. Feelings of hope significantly predict interest in climate protection, self-efficacy, interpersonal communication intention, information seeking intention, and behavioral intention. Hope and hopeful narratives have also been associated with greater perceived message effectiveness and more agreement with the message content. After a stressful experience that accelerates heart rate, evoking hope decelerates heart rate and decreases state anxiety. This research provides evidence that messages that evoke hope can counter the psychological and physiological effects of stressful events. In addition, researchers have examined the effects of hope on a variety of health, persuasion, political communication, and marketing outcomes. Preliminary evidence indicates that hope appeals are equally as or more effective than guilt and fear appeals at increasing interpersonal communication intention, self-efficacy, information seeking intention, and behavioral intention. In addition, hope appeals create less reactance (anger) than fear appeals. Together these results indicate that hope and hope appeals have substantial potential to influence health and risk behavior.
The focus of intergroup communication research in the Baltic countries is on interethnic relations. All three countries have Russian-speaking urban minorities whose process of integration with Estonian, Latvian, and Lithuanian majorities has been extensively studied. During the Soviet era when the Russian-speaking communities in the Baltic countries were formed, they enjoyed majority status and privileges. After the collapse of the Soviet Union, there was a status reversal as Russian speakers become minorities in the newly emerged national states. The integration of once monolingual Russian-speaking communities has been the major social challenge for the Baltic states, particularly for Estonia and Latvia where they constitute about 30% of the population. Besides the Russian-speaking minorities, each of the Baltic countries has also one other significant minority. In Estonia it is Võro, a linguistically closely related group to Estonians; in Latvia it is Latgalians, closely related to Latvians; and in Lithuania, it is the Polish minority. Unlike the Russian-speaking urban minorities of fairly recent origin, the other minorities are largely rural and native in their territories.
The intergroup communication between the majorities and Russian-speaking minorities in the Baltic countries has often analyzed by a triadic nexus consisting of the minority, the nationalizing state, and the external homeland (Russia). In recent analyses, the European Union (through its institutions) has often been added as an additional player. The intergroup communication between the majorities and the Russian-speaking communities is strongly affected by conflicting collective memories over 20th-century history. While the titular nations see the Soviet time as occupation, the Russian speakers prefer to see the positive role of the Soviet Union in defeating Hitler and reconstructing the countries’ economy. These differences have resulted in some symbolic violence such as relocation of the Bronze Soldier monument in Estonia and the riots that it provoked. Recent annexation of Crimea by the Russian Federation and the role of the Ukrainian Russian speakers in the secessionist war in the Eastern Ukraine have raised fears that Russia is trying to use its influence over its compatriots in the Baltic countries for similar ends. At the same time, the native minorities of Võro and Latgalians are going through emancipation and have demanded more recognition. This movement is seen by some among the Estonian and Latvian majorities as attempts to weaken the national communities that are already in trouble with integrating the Russian speakers. In Lithuania, some historical disagreements exist also between the Lithuanians and Polish, since the area of their settlement around capital Vilnius used to be part of Poland before World War II. The Baltic setting is particularly interesting for intergroup communication purposes, since the three countries have several historical parallels: the Russian-speaking communities have fairly similar origin, but different size and prominence, as do the titular groups. These differences in the power balance between the majority and minority have been one of the major factors that have motivated different rhetoric by the nationalizing states, which has resulted in noticeably different outcomes in each setting.
There is no immediate or absolute relationship between the media and democracy in the sense that, without media, there could be no democracy. Similarly, it does not follow that with the (modern) media comes democracy. Autocracies exist wherein the media supports a political system, and likewise, democracies exist wherein the media works to undermine a political system. However, most often the media and democracy are viewed as supporting each other. This connection is the product of a long historical development, one peculiar to European (and North American) societies, involving not only institutions and practices directly linked to the media-based and democratic processes, but numerous other institutions (such as education, the political system, religion, etc.) as well.
The media are not the only institutions that promote (or do not promote) democratic legitimacy. Other major institutions of such influence include education, religion, public authority, cultural institutions, and political systems, among others. From a wider societal viewpoint, the role of the media is rather reduced in influence. If, for example, an education system is based on ethnic or other forms of segregation, or if there is widespread religious intolerance, or if public authority suffers from corruption, it is obvious that the media has only so many resources to encourage systemic legitimacy. The fundamental interrelatedness of different social institutions makes it difficult, or even impossible, to study the media as a phenomenon isolated from the rest of society. For this reason, we should be careful when making comparisons between the media in different countries, even the media outlets within liberal democracies.
In addition, there is no consensus as to the right balance of media and other social institutions in a democracy. Throughout the history of democracy, the relations between institutions (the political system, economy, media, and civil society) have undergone renegotiations and adjustments during times of crisis. Over the past few decades, this relationship appears to have reached a new crisis, one that continues to this day and still lacks a clear solution. In many countries, civil society–based media reform movements have been established with clear goals to further democratize media systems. One of the key arguments of these movements has centered on the contradiction between the constitutional obligations of democratic countries and the reality that, in practice, these rights do not apply equally to all. There remain major differences today between different social groups in terms of open access to and the unrestricted availability of information, the ability to utilize information according to one’s needs, having a voice represented by decision-makers, and respect for privacy and personal integrity.

The ongoing revolution in information and communication technologies (ICTs) has fundamentally transformed the landscape of democracy and the way people engage in politics. From the configuration of media systems to the decision-making of the voting public, the changes have permeated through almost every level of society, affecting political institutions, political actors, citizen groups, and mass media. For each aspect, a synopsis of classical and emergent political communication theories, contemporary and contentious political issues, and cutting-edge research adds to the discussion of new media. The discussion is unfolded with an account of research of new media effects on politics in international setting and cross-cultural contexts with insights of how Western theories and research apply (or fail to) in international contexts.
In the past 50 years, there has been a burgeoning literature on the role of journalism in promoting governance and supporting anti-corruption efforts. Much of this comes from the work of economists and political scientists, and there is a lot for journalism studies scholars to learn from. The three disciplines grapple with many of the same questions; including the effects of journalism on society and journalists’ role as watchdogs and scarecrows. Economists are the boldest about establishing causality between journalism and governance, arguing that a free and open press can curb corruption and promote accountability. However, this is not always borne out in practice as modern technological and political developments have threatened journalism’s business model, especially in regions without a historically robust free press. Media capture continues to be a growing problem in places where government and business interests are aligned and seek to instrumentalize the media.
Further quantitative research and exploration of the impediments to the functioning of a free media will help our understanding of the contemporary problems facing journalists and how they can be solved in order to improve governance across the world. There is much more to be learned about the impact of journalism on governance and studies on this topic should not only cross disciplines but must also be decolonialized so that the field has more information on how the media contributes, or not, to governance in the Global South and in the different media systems outlined by Hallin and Mancini as well as the updated analysis of Efrat Nechushtai.
Non-governmental organizations (NGOs) are not-for-profit groups, which are independent of commercial businesses and government agencies. They claim to serve various notions of the public good, including advocacy and service delivery. So the definition of an “NGO” is broad, including many different kinds of organizations, such as aid agencies, human rights, indigenous, feminist and environmental lobby groups.
Throughout the 19th and early 20th century, the predecessors of NGOs—pressure groups—tried to advance their cause by cultivating close relations with the mainstream press, and/or publishing their own periodicals. But from the late 20th century onward, many NGOs started routinely producing their own news content, including written text but also photojournalism, video, and sophisticated interactive projects. Some of this material is disseminated through “alternative” outlets, social media and activist hubs. But it is difficult for NGOs to gain a mass audience in these ways, so most major NGOs recruit or commission experienced journalists to carry out this work for them.
Much of the research in this area has focused on either journalists’ increased dependence on NGOs, or on the restructuring of NGOs’ resources, priorities and working cultures in accordance with news norms. Most scholars have also focused on the work of international aid agencies and/or human rights organizations, as well as particular kinds of crises, such as famines, hurricanes and conflicts. The extant literature is heavily weighted toward organizations which are based in North America or Europe. However, a small but growing number of scholars are challenging this, exploring the news work of other NGOs and/or news outlets, in other countries, and during other kinds of news-making periods, including conferences, summits and “quiet” news weeks.
These more diverse approaches to studying NGOs as news organizations have led to the theorization of NGO journalism becoming more nuanced. Researchers have shifted away from polarized, and somewhat over-generalized, assessments of the effects of NGO news-making, toward a greater awareness of complexity and heterogeneity. This has involved them using theory about organizations, institutions, fields and moral economies. However, the kinds of power which NGO workers are able to acquire by becoming news reporters is still under-theorized, and scholars still tend to avoid examining the frameworks they use as a basis for normative evaluation. Finally, changing media practices (including social media practices) and NGOs’ adoption of new communication technology (including satellite and drone imagery) means that this area of news work is still evolving very rapidly.
Norms are regularized patterns of attitudes and behavior that characterize a group of individuals, separate the group from other groups of individuals, and prescribe and describe attitudes and behaviors for group members. Relying on social identity theory and self-categorization theory, the role played by group norms within groups and the processes by which such norms are promulgated within groups are discussed. Norm talk or the communication of normative information within groups is explored, as a major proportion of communication within groups is dedicated to clarifying ingroup identities and group attributes such as attitudes and behaviors that characterize the group. Group members can glean normative information by attending to norm talk for instance, by listening to the content of fellow group members’ communications, from their behavior, and from influential or prototypical sources within the group.
According to self-categorization theory, once individuals categorize themselves as members of a salient group or category, they represent normative information cognitively as ingroup prototypes. Prototypes are a fuzzy set of group attributes (such as attitudes and behaviors that characterize the group) and simultaneously minimize differences within groups while maximizing differences between groups. Thus, clear group prototypes help create distinct identities that are clearly demarcated from other groups. Group members should be especially attentive to information that flows from prototypical sources within groups—such as leaders and ingroup media sources—while efforts should be made to differentiate from marginal or deviant members who deviate from the prototype and reduce clarity of ingroup prototypes. The processes through which attending to information communicated by different sources within groups—both prototypical and non-prototypical—help group members seek normative information and clarification of ingroup prototypes are discussed.
