Policy Issues Surrounding Journalism

The role of government policy in journalism can vary substantially across nations; as in 21st century the primary policy issues surrounding journalism have evolved as technological changes have dramatically configured—and in some cases threatened—the position of traditional journalistic institutions and given rise to new journalistic forms and organizations. In nations such as the United States, where the commercial model of journalism production has long predominated, we have seen a pronounced expansion in recent years beyond a policy focus on how to maintain sufficient competition and diversity among the organizations that produce journalism (i.e., ownership regulation) to also include consideration of possible policy approaches to preserving and protecting traditional journalism organizations in the face of a much more challenging economic environment. Thus, policymakers have considered options such as legislation allowing commercial newspapers to convert to nonprofit status, as well as engaging in more rigorous governmental assessment of the functioning of local journalism ecosystems and the ways in which news consumers’ critical information needs are being met. In this latter case, the question of what, if any, policy responses may emerge from such investigations has remained unclear and a source of significant controversy. In nations with a stronger tradition of non-commercial, publicly supported journalism (the focus here is primarily on western Europe), key 21st-century policy issues have included media freedom and pluralism, with particular emphases and mechanisms for protecting journalists and for ensuring ownership transparency and diversity. There have also been comprehensive reassessments of the structure and functioning of public service media in order to ensure that these institutions are effectively evolving in response to the changing media environment in ways that maximize their ability to serve media users’ information needs. Issues of journalism ethics and performance have found their way into the policy agenda as well. This has most notably been the case in the United Kingdom, where revelations of illegal mobile phone hacking by British tabloid journalists led to a formal government inquiry (the Leveson Inquiry) and recommendations for the creation of a new, independent governance structure with significant sanctioning and dispute arbitration authority. An important concern that is only now beginning to emerge (particularly in Europe), one that may ultimately take form as a dominant journalism policy issue, involves the question of the increasingly influential role that digital intermediaries (social media platforms, search engines, mobile applications) play in the process via which journalism reaches news consumers. Here, the emerging concern is whether some more formal and authoritative governance structures are necessary to ensure that these intermediaries have positive rather than negative effects on the flow of news and information within communities.

The Political Economy of News Media and Journalism

The political economy of news media and journalism critically examines the structures, processes, and democratic role of journalism within society. It is focused on the power relations that shape the production, distribution, and consumption of online, print, and broadcast news media. The field originated from classical Western political economy in the 17th century. Western media political economies of journalism can be traced back to the early 20th century, with the Frankfurt School’s culture industry approach and Dallas W. Smythe’s radical media approach. Scholars like Armand Mattelart and Jesús Martín-Barbero developed political economy of communication and culture approaches on the Global South. These traditions were informed by Marxian critiques and mainstream economic perspectives. Since the mid-20th century, radical media political economies of journalism have encompassed three key strands:corporate ownership and control; labor and standpoints of resistance; and platform capital and labor. By comparison, the cultural-industries school has analyzed the distinctiveness of individual sectors within journalism, including their structural and creative-labor characteristics. A subset of this school, the infomediation approach, highlights the impact of digital platforms. Unlike the cultural-industries school, radical media political economists often link their research to industry impact. These approaches draw on theoretical perspectives, including liberal pluralism, Marxism, and conflict theories, to analyze the commodification of journalism and social relations. Methodologically, these approaches typically draw on qualitative social science or humanistic methods to analyze media companies, governmental interventions, media production, labor, and resistance. Some political economists also use industry-level statistics to track media ownership concentration, the financial state of media markets, individual companies, and labor market trends. Future research should examine the financialization of journalism, its impact on funding models, the integration of generative artificial intelligence into the labor process, and a wider range of advocacy and activist organizations and practices.

Political Journalism

Political journalism constitutes one of the most prominent domains of journalism, and is essential for the functioning of democracy. Ideally, political journalism should function as an information provider, watchdog, and forum for political discussions, thereby helping citizens understand political matters and help prevent abuses of power. The extent to which it does is, however, debated. Apart from normative ideals, political journalism is shaped by factors at several levels of analysis, including the system level, the media organizational level, and the individual level. Not least important for political journalism is the close, interdependent, and contentious relationship with political actors, shaping both the processes and the content of political journalism. In terms of content, four key concepts in research on political journalism in Western democratic systems are the framing of politics as a strategic game, interpretive versus straight news, conflict framing and media negativity, and political or partisan bias. A review of research related to these four concepts suggests that political journalism has a strong tendency to frame politics as a strategic game rather than as issues, particularly during election campaigns; that interpretive journalism has become more common; that political journalism has a penchant for conflict framing and media negativity; and that there is only limited evidence that political journalism is influenced by political or partisan bias. Significantly more important than political or partisan bias are different structural and situational biases. In all these and other respects, there are important differences across countries and media systems, which follows from the notion that political journalism is always influenced by the media systems in which it is produced and consumed.

Political Parallelism

Political parallelism refers to a pattern or relationship where the structure of the political parties is somewhat reflected by the media organizations. A concept introduced by Seymour-Ure and Blumler and Gurevitch in the 1970s, political parallelism became widespread after Hallin and Mancini made it one of the four basic analytical categories of their masterpiece Comparing Media Systems, three decades later. Since then, political parallelism has been often taken as a category with a potentially universal applicability. There are some reasons for cautiousness in this respect, however, as the premise that the political parties are the core organizers of the dynamics of politics makes sense in circumstances existing in Western Europe, especially from the 1950s until very recently, but not at every moment or even everywhere. Otherwise, it is possible to think about political parallelism as one specific pattern of media/politics relations among several others either already existing or possible. The fact that this model in particular receives so much attention does not result necessarily from its intrinsic value, but it may be related to asymmetries existing in the international landscape of the academic research in journalism and political communication, which privileges Western-based standpoints over others. Arguably, taking political parallelism from a broader outlook, considering both Western and non-Western views may provide a richer perspective about it.

The Practice of Fixing and the Role of Fixers in Global Journalism

Sociologists and media scholars have offered a robust body of literature regarding the daily workings of global journalism—both in newsrooms and in the field. Although fixers are sometimes mentioned in this literature, the role they play in the production of global reporting is rarely analyzed. Such work often focuses on logistical assistance provided by fixers and discusses some tensions in the field regarding credit and security. Although this literature starts to paint an accurate picture of current trends in global journalism, it fails to critically examine how institutional and on-the-ground power dynamics impact a fixer’s work, let alone how global, systemic, and institutional dynamics shape which stories are reported and how the reporting itself is done. This is a glaring gap in knowledge as it ignores the impact that fixers can have on global journalism. To rectify this gap, all aspects of global journalism must be explored, including the economic forces that allow global journalism to operate within a context of uneven power and resources. Recognizing that journalism functions in and as a field of uneven power offers a strong introduction to this discussion, but one must also situate journalism, journalists, and fixers themselves within the larger geopolitical realities of unequal economic and political power. These forces shape the process of fixing, which is why any thorough analysis of the role of fixing and fixers in global journalism must situate the conversation within a larger body of critical theory. In this context, mapping current trends and highlighting nuanced dynamics and tensions within the practice of fixing is essential to understanding how global journalism functions—and the role that fixers play in shaping its stories.

Press Subsidies

Due to its function as a watchdog or fourth estate in democratic societies and a variety of commercial challenges, policy-makers have undertaken initiatives to support the production and distribution of news. Press subsidies are one such policy initiative that particularly aims to provide support to private news producers. Paid as direct cash handouts or indirect reduced taxes and fees, they exist in some form in almost every country in the world. Subsidies are not uncontroversial, their effectiveness is unclear, and their magnitude, designs, and areas of application, differ across nations and their unique economic, cultural, and political contexts. After periods of declining political and public interest in media subsidies, the recent economic crisis of journalism, and the rising influence of various forms of click-bait, fake, native, or biased news on social media platforms, has brought state support of original journalism back on the agenda.

The Producer/User Distinction in Journalism

Journalism can be defined as a communication process between producers and consumers. Traditionally, both ends have been addressed as separate spheres. Journalism and journalism studies developed around the study of journalism producers—that is, journalists and their professional identities and practices. The audience was long considered the end point of journalism; the public sphere was where journalism was consumed. Rather than also studying audiences’ news use practices, the audience was generally imagined as a mass of passive sensation seekers unappreciative of the value of good journalism and taken for granted as a result. This dichotomous view of users and producers has since then been challenged. First, the inequality in attention given to producers over users was addressed during a sociological turn in the study of journalism since the 1990s. This “turn” inspired a series of seminal studies focusing on the audience of journalism, showing how layered people’s interpretative practices are and how these are contextually shaped. Although journalism studies in the 21st century still tend to orient their gaze more to producers than users, the audience’s part in shaping the role of journalism in society is being increasingly acknowledged. In parallel, with the continuing advancements in information and communication technologies, the conceptual distinction between producers and users in itself was questioned. Whereas the role of audiences in producing news was already explored in studies of community media and public journalism, it was the adoption of digital media that led to the blurring of lines between media producers and users. This distinction has encouraged journalism researchers to explore practices such as citizen and participatory journalism, leading to new conceptions of the user/producer dimension in journalism. The user/producer dimension in journalism may be blurred, but it has not dissolved. Especially from a more structural perspective, professional journalists and news organizations still have preferential access to the news ecosystem and larger impact on the policy agenda. Conceptually however, news users should be conceived as potential contributors to the production and distribution of journalism. As such, news users are not the end point of journalism but an essential part of it.

Professional Identity and Roles of Journalists

The study of journalists’ professional roles is a principal avenue to understand journalism’s identity and place in society. From the perspective of discursive institutionalism, one could argue that journalistic roles have no true “essence”; they exist as part of a wider framework of meaning—of a discourse. At the core of this discourse is journalism’s identity and locus in society. As structures of meaning, journalistic roles set the parameters of what is desirable in the institutional context of journalism: they are subject to discursive (re)creation, (re)interpretation, appropriation, and contestation. In other words, the discourse of journalistic roles is the central arena where journalistic culture and identity is reproduced and contested; it is the place where the struggle over the preservation or transformation of journalism’s identity takes place. Journalists articulate and enact journalistic roles on two analytically distinct levels: role orientations (normative and cognitive) and role performance (practiced and narrated). The four categories of journalistic roles—normative, cognitive, practiced, and narrated roles—correspond to conceptually distinct ideas: what journalists ought to do, what they want to do, what they really do in practice, and what they think they do. Normative roles encompass generalized and aggregate expectations that journalists believe are deemed desirable in society. Most normative roles of journalists are derived from a view that emphasizes journalism’s (potential) contribution to the proper workings of democracy. Cognitive role orientations comprise the institutional values, attitudes and beliefs individual journalists embrace as a result of their occupational socialization. These roles tend to appear as evident, natural, and self-explaining to the journalists. They index their individual aspirations and ambitions and the communicative goals they want to achieve through their work. Practiced role performance captures the roles of journalists as they are executed in practice; narrated roles, finally, denominate subjective perceptions of and reflections on the roles that journalists carry out in practice. Comparative research has demonstrated that journalists tend to subscribe to a variety of cognitive roles, largely depending on the political and social contexts they work in. Here, journalistic roles address six elementary needs of political life: informational-instructive, analytical-deliberative, critical-monitorial, advocative-radical, developmental-educative, and collaborative-facilitative needs. In a time, however, when traditional social institutions cease to provide a normative framework, journalism increasingly provides collective orientation in a multi-optional society. In the domain of everyday life, journalism’s normative roles therefore extend to the contexts of consumption, identity, and emotion. Over time, researchers have shifted their focus from the analysis of journalists’ occupational values, attitudes, and beliefs to the study of journalistic performance and the way professional orientations are enacted in the world of practice. Studies of this type so far produced seemingly contradictory evidence: one the one hand, there seems to be a gap between the roles journalists aspire to and the roles they execute in practice, but at the same time, many studies also found a robust correlation between cognitive and performed roles of journalists.

Professionalism, Professionalization, and Deprofessionalization in Journalism

The notion of professionalism within journalism is widespread and has been thoroughly explored. “Professionalism” refers to a normative value system utilized by professionals in relation to their clients, work practices, and occupational socialization. The perspective implies a number of characteristics distinguishing professions from occupations: autonomy, exclusive knowledge, ethical codes of conduct, occupational ideals/culture, and altruistic features (i.e., to act in the public interest). Jointly, these values function as a framework for journalists in everyday practice, guiding and controlling them. In a Western context, this framework legitimizes the social contract that allows journalism the privilege of autonomy and self-regulation on a structural level. The professionalism of journalists has been empirically studied since the 1950s, and the field is constantly expanding. Similar popular conceptualizations when interrogating the norms, practice, and ideals of journalists include, for instance, “role,” “habitus,” “interpretive community,” “ideology,” and “culture.” However, the major body of journalism studies has tried to capture those aspects from a perspective of professional theory. Today, the professional status of journalists is challenged and questioned. Exclusivity is broken, autonomy declines, and other actors are increasingly redefining the field. In this context, new methods and ideals arise. The professional discourse of journalists evolves and adapts in new ways, as does the research in this area.

Propaganda and Journalism

Journalism defined itself as a profession in opposition to sensationalism and propaganda at the beginning of the 20th century. The American Society of News Editors (ASNE) statement of principles was written to codify “sound practice and just aspirations” of journalism after the public learned how the press was complicit in misinforming and deceiving the American people during World War I. As part of a massive propaganda campaign to win support for the war, the government fed false information and misleading stories to the press to make the public see the war as they desired it to be seen. Most definitions of propaganda converge toward the idea of organized influence on group attitudes through manipulation of symbols for the desired purpose of a propagandist. The ASNE 1923 statement of principles clearly differentiated journalism from propaganda by its processes (to inform and scrutinize) and its purpose (to hold power accountable). However, news media have been often accused of unintentionally becoming one of the most effective vehicles of political propaganda. Journalism’s proximity to the political world, and at the same time its obligation to bring independent and impartial scrutiny to that world, creates a set of contradictions and opens cracks where propaganda can get a foothold. In the political world, truth is to a large degree subjective and irreducible to facts. Journalistic practices that equate truth to a collection of facts, without questioning why these particular facts are chosen and how they are presented, introduce various biases that amount to propaganda. Subtle suggestions based on facts, and faulty interpretations that do not follow from facts make propaganda truly dangerous because it is hidden behind ideologies of a free and objective press. With the growing mastery of media technology, propaganda is becoming an even more formidable force, perhaps easier to detect but more difficult to combat.

Public Opinion and Journalism

The relationship between public opinion and journalism has long been considered a cornerstone of modern functioning democracies. This important relationship has been the focus of scholarship across broad disciplines such as journalism studies, communication, sociology, philosophy, and political science. One hundred and twenty-five years ago, French sociologist Gabriel Tarde outlined the press–conversation–opinion–action model to illustrate the role that the press and journalists have on initiating conversation among citizens, forming public opinion, and how this opinion translates into civic action that fosters social change. Highly related to Tarde’s press–conversation–opinion–action model are current theories of journalism and public opinion such as agenda-setting, priming, the two-step flow hypothesis, diffusion of innovation, and the spiral of silence. All of these theories relate to how the press can inform citizens, foster interactions with others, shape their opinions, and mobilize citizens into civic engagement and political action. However, in today’s mobile, digital, and highly segmented communication landscape defined by “post-truth” and “alternative facts” and where emotions resonate more than evidence because of audience biases and identity-protective cognition, the problem of the spread of misinformation has caused a great deal of consternation among journalists, pundits, and public opinion scholars, leading to a global rise in fact-checking. But because much of the misleading and deceptive claims in today’s communication environment appear first on social media, there is currently a fervent quest for automated computational fact-checking.

Public Relations and Journalism

The relationship between journalism and public relations in the 21st century has been mostly marked by tension, at least publicly. Many journalists’ accounts of public relations portray it as “the dark side” and characterize public relations practitioners as purveyors of “spin.” However, extensive research examining the input of public relations practitioners into the news has found that the products of their work—such as media releases or media conferences—are crucial in facilitating the news cycle. As one of the classic studies of news production identified, “News is, after all, not what journalists think, but what their sources say.” Decades of research have established that news sources are often likely to be public relations practitioners, with anywhere between 40% and 75% of news originating from public relations practitioners or the products of their work. Public relations is, therefore, critical to the work of journalism; however, journalists often deny this as part of publicly upholding the standards of their profession and building and maintaining boundaries of control over their work. However, the symbiotic relationship that formed the basis of news production in the 20th century is being upended in the 21st century as organizations become their own media producers. This means the lines continue to blur between journalism and public relations, both for individuals working across once clear occupational and professional boundary lines and for organizations adopting the functions of both.

Public Service Journalism

For some scholars, the role of public service journalism is profoundly ethical, though it exists amidst a diversity of incommensurate but not necessarily incompatible views and values. Public service journalism exists as part of a global media that has been referred to as a “mediapolis”: descriptively, a place, a communicative system where the world is constituted, and by means of which we learn about others. Normatively it is an ideal of communication, a place where information and opinion may be expressed civilly to enable good choices to be made and public concerns to be thoughtfully addressed. As such, it is a place of equal expression. However, practically it must contend with finding a way to identify, value and integrate a wide array of voices. A mediapolis needs to become a place where a just and hospitable media enables the fundamental process of finding ways of living together. A key principle for the governance of mediapolis concerns “journalism”: uncensored, diverse, reliable journalism is essential to the making of well-informed decisions and a healthy political life. To this end and in order to anticipate a digital future where there exists an ethical mediapolis for global public benefit and where the internet and good journalism go hand in hand and are no longer antagonistic, contemporary public service journalism should reconceive the news as discursive rather than monological and informational, and the public as consisting of an interpreting, acute audience of citizens, rather than one of informed readers. If such a consummation were to be achieved then critical news judgements would be the norm, no matter how large or small the audience. Journalism would be an effective watchdog because government would be perpetually aware that a sufficient number of confident, attentive citizens is following the news and that, in consequence, it must function knowing that there is a constant risk of shame, disgrace, conviction and loss of popularity and office. In sum, public service journalism consists of civil expression of information, accommodating a multiplicity of voices, the news conceived of as discursive rather than merely informational, and the public conceived of as critical interpreting citizens rather than informed readers.

The Public Sphere and Journalism

The public sphere is a social entity with an important function and powerful effects in modern, democratic societies. The idea of the public sphere rests on the conviction that people living in a society, regardless of their age, gender, religion, economic or social status, professional position, sexual orientation, ethnicity, race, or nationality, should be able to publicly express their thoughts, ideas, and opinions about issues that matter to them and impact their lives. This expression should be as free as possible in form and function and should operate through means and methods that people themselves deem suitable, so not via channels that are official or state-sanctioned. The classic Habermasian idea of the public sphere is that it is used by private individuals (not officials or politicians) who should be able to converse with each other in a public-spirited way to develop opinions that impact state or public-body decisions and policies. Also contained within this classic idea is the conviction that public sphere conversations should be rational (i.e., logical, evidence-based, and properly motivated and argued using an acceptable set of rhetorical devices) in order to convince others of the usefulness of a position, statement, or opinion. In commonsensical, political, and journalistic understandings, the public sphere is a critical component of a democracy that enables ordinary citizens to act as interlocutors to those who hold power and thereby hold them to account. As such it is one of the elements whereby democracy as a system is able to claim legitimacy as the “rule of the people.” Journalism’s imbrication in the social imaginary of the public sphere dates back to 17th- and 18th-century Europe when venues like coffee houses, clubs, and private homes, and media like newspapers and newsletters were being used by a mixture of gentry, nobility, and an emerging middle class of traders and merchants and other educated thinkers to disseminate information and express ideas. The conviction that journalism was the key vehicle for the conveyance of information and ideas of public import was then imbedded in the foundations of the practice of modern journalism and in the form exported from Western Europe via colonialism to the rest of the world. Journalism’s role as a key institution within, and vehicle of, the public sphere was thus born. Allied to this was the conviction that journalism, via this public sphere role and working on behalf of the public interest (roughly understood as the consensus of opinions formed in the public sphere), should hold political, social, and economic powers to account. Journalists are therefore understood to be crucial proxies for the millions of people in a democracy who cannot easily wield on their own the collective voices that journalism with its institutional bases can produce.

Race, Ethnicity, and Cultural Racism in Soviet and Post-Soviet Ideology, Communication, and Practice

A racist stance in contemporary Russia is rooted in the Soviet period. Yet, a favorable climate for its blossoming has emerged since the 1990s. Seemingly obsessed with a social class approach, Soviet Marxism’s attitude shifted over the last Soviet decades from social class to ethnicity, that is, from social and economic inequalities to cultural differences. Ethnic groups were viewed by both officials and scholars as well-defined entities with their original cultures and languages as well as “national characters.” They were commonly ascribed with special behavioral stereotypes including negative ones, which were perceived by the general public as inherent attributes of any ethnic person. These beliefs perfectly served the totalitarian regime established in the 1930s, which viewed social–political organization as a hierarchy of peoples–ethnoses. Whereas racial theory associated the fate of both a person and an entire people with race, this fate was mainly a function of ethnicity in the Soviet social practice. Yet, this was veiled by an official internationalism. The Soviet media espoused an anti-racist and anticolonial attitude. Notably, peoples were viewed as ethnic bodies rather than a civil society. The collapse of censorship and promotion of freedom of speech in the very late 1980s opened a door for an explicit manifestation of xenophobic, racist, and anti-Semitic sentiments that were hidden earlier. A view of ethnic groups as closed entities with particular outlooks and behavioral stereotypes carved out an image of their cultural incompatibility, which engendered an idea of a natural ethnic inequality and even a “conflict of civilizations.” All these views are inherent in the contemporary cultural racism, which, in contrast to the traditional one, emphasizes culture rather than blood. Cultural racism views an ethnic culture as an inherent one—as though humans appropriate it by birth—that accompanies them unchangeably up to death. Hence, humans appear hostages of the imposed ethnic culture, who are unable to cross its strictly established borders. Adherents of this view believe that a person’s ethnic identity can reveal their mentality and behavior.

Race, Ethnicity, Gender, and Communication in Africa: An Intersectional Perspective

When examining diversity in mediated spheres of communication, crucial questions to be asked would be whose stories are told and through which voices, to be relevant for the widest spectrum of a society and secure an informed citizenry. Approaching questions of access and representation in media and communication, it is valuable to allow for intersecting perspectives. Instead of the binary terms associated with power relations and oppression the intersectional model references the ability of race, ethnicity, class, gender, and sexual orientation (oppressions) to mutually construct one another and ensures a broader scope of relevant representations and mediated stories. Hence it is necessary to combine knowledge from several sources, such as the Négritude movement, feminism, and queer theories. An intersectional approach proves relevant when discussing African contexts where specific historical, cultural, and economic/political contexts play together and the populations are often complex and manifold, as, for example, the Rhodes Must Fall campaign and the media coverage of athlete Caster Semenya show.

Reading “Asian Values” into Journalism Practices in Asia

Discourse of “Asian values” in journalism is commonly contrasted with non-Asian or Western/Occidental libertarian values. This dualistic treatment of Asian versus Western journalism implies a professional and cultural dichotomy when in actuality the forms and methods of journalism are two sides of the same coin. Regardless of cultural contexts, journalists essentially address the who, what, where, when, why, and how questions in their reporting. Journalists react to events and issues. They source for credible reactions, fact check, and construct their news narratives in the interests of the general public. Reporting fairly, accurately, and truthfully are universal journalism principles. The issues that journalists in Asia confront daily are not radically different from journalists in the West. There are, nonetheless, variations of emphases in the goals, motivations, methods, and content in journalism as practiced in the West and parts of Asia. These variations are manifested in the practice of development-oriented journalism, which media scholars in parts of Asia deem to be more in line with the nation-building priorities of developing economies. It is worth revisiting the debates for a New World Information and Communication Order in the 1970s when responses to the normative theories of the press by media institutions and agencies in developing countries led to the conceptualization of “development journalism,” which, as an alternative to the adversarial journalism practice of media agencies in the West, was theoretically more reflective of the “Asian values” for social harmony, collective well-being, and deference to authority. Even as the binary perception of journalism practices by media scholars in the West and parts of Asia remains contentious, it is less about Asian cultural values per se that influence the methods, form, and substance of journalism but the political system, stringent media laws, public expectations of the media, role perception of the journalists, and power relation structure that ultimately shape journalism practices in Asia.

Religion and Journalism

The analysis of journalism and religion emerges from two different research paradigms: a post-positivist and a culturalist. The primary debate in the field stems from the two paradigmatic orientations. Post-positivist journalism and religion research argues that religious topics are already complex and so by simplifying, researchers can help explain the topic for broader consumption. Yet culturalist journalism and religion research argues that there is little to be gained from attempting to simplify religion in this way—it is better to represent religion as it is, rather than to make it palatable. The topic developed in the 1980s largely as a result of contributions from Edward Said, Judith Buddenbaum, Stewart Hoover, Mark Silk, and David Nord. Three primary approaches have become dominant. In effects-oriented research, religion serves as a variable in helping explain a phenomenon. In the culturalist approach, the journalism and religion phenomenon is examined through the lens of structure and agency—the power relations integral to the phenomenon. Finally, in the literary criticism approach, religion is examined as the phenomenon being represented in journalism. As paradigms would indicate, the post-positivist paradigm is most interested in predicting the religious representations and the culturalist paradigm is most interested in understanding the representations. Broadly, this subfield is situated within the larger umbrella of journalism and minority concerns. Implicit in this research is Said’s orientalism, a theoretical tradition that emphasizes the “othering” of minority groups, making them appear as if they are in need of being “oriented” to fit ideas of what is normal and acceptable within a society. It similarly builds on Gramsci’s hegemony, which conversely examines how a society proliferates ideas of that which is normal and acceptable practice.

Representation and Journalism

The concept of representation is a cornerstone of the field of cultural studies. Representations are symbols, signs, and images used to communicate and construct meaning. They are at stake in a variety of fundamental cognitive processes such as perception and imagination. Language, for instance, is based on a system of representation where words stand for something else, such as an object or an idea. Representations are thus central to the process by which individuals and societies make sense of the world, assign meaning, and delineate norms, rules, and identities. Journalism is a key site of production of representations. Unlike most other fields of cultural production, journalism is grounded in a regime of truth: it claims to represent the world as it is. Scholars interested in representation and journalism have largely opposed those claims. Journalism always involves covering certain events over others. News stories necessarily prioritize certain frames, voices, and contextual information, which creates peculiar kinds of representations. Those representations are constrained by the working conditions of journalists, but they are also shaped by broader political, economic, cultural, and historical contexts. In that sense, journalism creates representations but also reproduces representations that exist elsewhere in society. Because the concept of representation points toward broader social forces involved in meaning construction, it has largely been used to explore the operations of power. Instead of asking “is any given representation true?” cultural studies scholars have been more interested in asking “how do relationships of power, domination, and inequality shape representations?” As a result of its development in the field of cultural studies, the study of representation has largely been oriented towards questions of inequalities and identity, most notably gender, race, ethnicity, and class. With regard to the study of representation and journalism, three broad areas of inquiries are delineated. The first concerns how journalism represents different social groups, places, events, and issues through its coverage. This literature is wide and covers a range of issues in both domestic and international coverage. Most of those studies focus on the linguistic, rhetorical, and visual properties of media texts to deconstruct the ideological operations behind what often appears natural and common sense in the news. Another strand of research looks at similar issues of representation but in the context of journalistic production. In particular, these studies centralize the importance of who makes the news to understand the peculiar representations that journalism ultimately produces. Often relying on surveys, statistical data, or ethnography, these have contributed to an understanding of issues such as gender inequalities and lack of diversity in newsrooms. A final—and more discreet—literature investigates how journalism itself is represented in popular culture. Novels, films, television, commercials, cartoons, art, and video games routinely construct representations of journalism and journalists. These representations play a role in shaping popular mythologies around journalism and its role in society.

Ritual and Journalism

For millennia, the idea that rituals create a shared and conventional world of human sociality has been commonplace. From common rites of passage that exist around the world in various forms (weddings, funerals, coming-of-age ceremonies) to patterned actions that seem familiar only to members of the in-group (secret initiations, organizational routines), the voluntary performance of ritual encourages people to participate and engage meaningfully in different spheres of society. While attention to the concept was originally the purview of anthropology, sociology, and history, many other academic disciplines have since turned to ritual as a “window” on the cultural dynamics by which people make and remake their worlds. In terms of journalism studies in particular, the concept of ritual has been harnessed by scholars looking to understand the symbolic power of media to direct public attention, define issues and groups, and cause social cohesion or dissolution. Media rituals performed in and through news coverage indicate social norms, common and conflicting values, and different ways of being “in the world.” The idea of ritual in journalism is accordingly related to discussions around the societal power of journalism as an institution, the ceremonial aspects of news coverage (especially around elite persons and extraordinary “media events”), and the different techniques journalists use to “make the news” and “construct reality.” Journalism does more than merely cover events or chronicle history—it provides a mediated space for audiences and publics that both allows and extends rituals that can unite, challenge, and affect society.
