Adopting the Internet in Urban China

This century is marked by a burgeoning information society around the globe; accordingly, the adoption and use of information and communication technologies (ICTs) in general and the Internet in particular have been one of the most fruitful domains in the broader field of communication sciences. The observed persistent academic interest can, to a large extent, be attributed to the polymorphic nature of ICTs of various modalities, functioning as ICTs technology clusters and/or meta operating systems that accommodate numerous technologies, functions and applications. Beyond that, ICTs or Internet adoption is reflective of a social process of development, during which the informational mode of development is interwoven with other social systems and varies across diverse social settings. Most existing empirical research and theoretical approaches have overwhelmingly focused on the Internet adoption in developed economies, but in-depth investigations on the developing economies such as China are scarce, if any. Compared to most developed countries, China’s informatization-urbanization model marks a unique path of modernization, which further provides a huge opportunity to build momentum for the rapid and large-scale Internet adoption in urban China. In order to present a whole-range holistic portrait of China’s Internet development, the intrinsic logics and social outcomes of China’s informatization-urbanization model necessitate in-depth investigations.

Critical Audience Studies

Critical audience studies is the branch of media research primarily concerned with what people do with the media they consume, rather than on the supposedly negative effects of media on people. Critical audience studies has long drawn on “ethnographic ways of seeing” to investigate the everyday uses of media in myriad contexts. This area of audience research has had to define who and what constitutes “an audience,” where audiences are located, and how best to understand how people’s lives intersect with media. Changes in media production and distribution technologies have meant that texts are increasingly consumed in transnational and transplatform ways. These changes have disrupted historical distinctions between producers and audiences. Critical cultural approaches should be considered from a largely qualitative perspective and look at feminist and global reception studies as foundational to the understandings of what audiences might be and how to study them. Taking video game players as a boundary example, we need to reconsider how contemporary media forms and genres, modes of engagement, and niche and geographically dispersed media publics affect audiences and audience research: what, or who, is an audience, how can we understand it, and through what methods might we research it now?

Cultural Imperialism and Communication

Central to many definitions of the term “cultural imperialism” is the idea of the culture of one powerful civilization, country, or institution having great unreciprocated influence on that of another, less powerful, entity to a degree that one may speak of a measure of cultural “domination.” Cultural imperialism has sometimes been described as a theory, especially where scholars build a case that the cultural influence of the stronger entity has had a pervasive, pernicious impact on the weaker. The term evolved from 1960s neo-Marxist discourses within cultural, media, and postcolonial studies that contextualized the post–World War II “independence” wave of new nations emerging from colonial servitude. It was propelled by the writings of nationalist revolutionaries, revolutionary theorists, and their sympathizers of the 1950s and 1960s, but it has sweeping relevance across human history. The foremost western theorist of cultural imperialism in the West was Herbert Schiller. The concept was adopted and endorsed in the 1970s by both UNESCO and the Non-Aligned Movement. Following Oliver Boyd-Barrett, the concept may denote a field of study embracing all relationships between phenomena defined as “cultural” and as “imperialism.” These encompass cultural changes that are (1) enforced on a weaker entity and (2) occur within both stronger and weaker entities through contact, contest, and resistance, including (3) assimilation of social practices encountered by the stronger in the weaker entity, and (4) original hybrids manifesting cultural traces of both stronger and weaker entities. The concepts of cultural and media imperialism were much critiqued during the 1980s and 1990s, and many scholars preferred alternative concepts such as globalization and cultural globalization to analyze issues of intercultural contact, whether asymmetrical or otherwise. John Tomlinson critiqued the concept, identified four different discourses of cultural imperialism, and argued in favor of its substitution with the term “globalization.” Mirrlees has placed Tomlinson’s work in context by describing the dialectical—parallel but mutually aware—development of both a cultural imperialism and a cultural globalization paradigm. Both are influential in the 21st century. “Imperialism” commonly references relations of conquest, dominance, and hegemony between civilizations, nations, and communities. “Cultural imperialism” relates primarily to the cultural manifestations of such relations. Culture and empire relate in many different ways, fueling different theories that often play on dichotomous discourses, including territorial/non-territorial, totalistic/partial, benign/malign, ephemeral/perpetual, superficial/essential, voluntary/involuntary, intended/unintended, welcome/unwelcome, forceful/peaceful, noticed/unnoticed, linear/interactive, homogeneous/heterogeneous, and acceded/resisted. The concept has affinities with hegemony, the idea that stability in conditions of social inequality is achieved not mainly by force but by securing the consent of the masses (starting with co-option of their indigenous leaders)—through persuasion and propaganda—to the elite’s view of the world. This process is commensurate with forms of democracy that provide the appearance but not the reality of choice and control. Fissures within the ranks of the elites and within the masses create spaces for resistance and change. Culture encompasses the totality of social practices of a given community. Social practices are manifest within social institutions such as family, education, healthcare, worship, labor, recreation, language, communication, and decision-making, as well as their corresponding domains. Any of these can undergo change following a society’s encounter with exogenous influences—most dramatically so when stronger powers impose changes through top-down strategies of command and influence. Analysis of cultural imperialism often incorporates notions of media imperialism with reference to (1) print, electronic, and digital media—their industrialization, production, distribution, content, and capital accumulation; (2) cultural meanings that media evoke among receivers and audience cultures; (3) audience and media interactions in representations of topics, people, and ideas; and (4) relationships between media corporations and other centers of power in the reproduction and shaping of social systems. Media are logically subsumed as important components of cultural imperialism. Yet the significance of media can be understated. The concept of mediatization denotes that “knowledge” of social practices draws heavily on media representations. Social practices that are experienced as direct may themselves be formed through exposure to media representations or performed for media. Discourses of cultural imperialism speak to major current controversies, including: cultural suppression and genocide; ideas of “globalization”; influential economic models of “capitalism” and “neoliberalism”; ideologies that are embedded in the global spread of concepts such as “modern,” “progressive,” “growth,” “development,” “consumerism,” “free market,” “freedom,” “democracy,” “social Darwinism” and “soft power”; cultural specificity of criteria and procedures for establishing “truth”; instrumentalization for the purposes of cultural conquest of academic disciplines such as psychoanalysis, economics, social anthropology, or marketing, or environmental crises, especially as linked to western ideologies that underwrite humanity’s “right” to dominate nature.

Dark Participation: A Critical Overview

The profound sociopolitical transformation processes that characterize the second decade of the 21st century have also led to a focus on new topics and a reconsideration of previously established approaches in communication studies. In particular, the academic discussion of online communication has drastically changed in tone and focus. While the new possibilities of online participation were initially described from a predominantly optimistic perspective stressing the high potential for deliberative democracy, work in communication studies at the end of the second decade of the 21st century paints a rather dystopian picture of the online world. The growing attention paid to problematic forms of user participation has led to various new concepts describing phenomena such as toxicity, disinformation, or hate speech. The concept of “dark participation” introduced by Thorsten Quandt takes up the profound change in perspective with a systematization of negative forms of participation in a unifying umbrella model. This generalistic model delineates the variants of dark participation according to five dimensions: the actors, the reasons for their behavior, the targets or objects of their participation, the intended audiences, and the structure of the process. In addition to this systematic categorization of negative participatory forms, the term dark participation also serves as a rhetorical device for commenting on the observable change in perspective: The original publication encourages a process of critical reflection on normativity in the discussion of participation and, by calling for more balance in the analysis of online participation, warns against reducing complex social communication phenomena to a one-sided positive or negative perspective. Since its initial publication, the concept of dark participation has served as a theoretical point of reference for various empirical studies. Due to its use as a rhetorical device and the critical examination of previous participation approaches, the original publication also stimulated an intensive discussion about the proposed concept. In addition to the critique regarding the theoretical assumptions and the distinction between “dark” and positive participatory forms, some authors also demand an extension, a different contextualization, or an elaboration of specific details. As a universal concept with a deliberate openness to such further delimitations, dark participation can serve as a starting point for theoretical extensions, especially in the research field of (digital) journalism and social media, and as an impulse for transfers to other related fields.

Development and Effects of Internet Addiction in China

Internet addiction is a growing social issue in many societies worldwide. With the largest number of Internet users worldwide, China has witnessed the growth of the Internet along with the development and effects of Internet addiction, especially among the young. Originally reported anecdotally in mass media, Internet addiction has become an issue of great public concern after more than 20 years. The process of Internet addiction as an emerging risk in the Chinese context can be a showcase for risks related to information and communication technologies (ICTs), health, and everyday life. The term Internet addiction was first coined in the Western context and has since been recognized as a technology-driven social problem in China. Plenty of anecdotes, increasing academic research, and public awareness and concerns have put the threat of Internet addiction firmly on the policy agenda. Therefore, for prevention and intervention, research projects, rehab facilities, welfare services, and self-help programs have spread all over the country, and related regulations, policies, and laws have changed accordingly. Although controversies remain, through the staging of, and coping with, Internet addiction, people can better understand China’s digital natives and contemporary life.

Games Addiction: A Comprehensive Overview

The study of addictive media use has a rather long tradition in media effects research and constitutes an interdisciplinary field that brings together scholars from communication science, psychology, psychiatry, and medicine. While older works focused on radio, film, or television addiction, newer studies have often examined the excessive use of interactive digital media and its consequences. Since the introduction of affordable home computer systems in the 1980s and 1990s, especially the pathological use of digital games (games addiction) has been discussed and investigated intensively. However, early research on the topic suffered from considerable methodological limitations, which made it difficult to assess the spread of the problem objectively. These limitations notwithstanding, the American Psychiatric Association (APA) decided to include the addictive use of digital games (Internet gaming disorder) as a “condition for further study” in its diagnostical manual, the DSM-5 (Diagnostic and Statistical Manual of Mental Disorders, 5th edition), in 2013. A few years later, the World Health Organization (WHO) officially acknowledged addictive game use as a diagnosable mental condition (gaming disorder) by listing it in the 11th edition of the International Classification of Diseases (ICD-11). Some scholars viewed the decisions of the APA and the WHO with skepticism, arguing that healthy players may be stigmatized, while others greeted them as important prerequisites to facilitate appropriate therapies. Despite the question of whether the inclusion of disordered game use in the manuals of the APA and the WHO has greater advantages than disadvantages, it definitely triggered a research boom. New scales testing the APA and the WHO criteria were developed and applied in international studies. Representative studies were conducted that indicated that at least a small percentage of players seemed to show playing patterns that indeed could be considered problematic. Further, the correlates of gaming disorder have been examined extensively, showing that the addictive use of digital games is associated with particular demographics, motivations, and personality aspects as well as with other diverse impairments, such as physical and psychological health issues and problems in the social and working lives of affected players. However, the debate about the accuracy of the definitions and diagnostic criteria postulated by the APA and the WHO has not ended, and more high-quality research is needed to further improve the understanding of the causes, consequences, and specifics of gaming disorder. In addition, new aspects and innovations, such as micropayments, loot boxes, and highly immersive technologies such as virtual reality or augmented reality systems, may expose gamers to new risks that future debates and research need to consider.

Gatekeeping and Journalism

One of the oldest social science theories applied to the study of communication, the gatekeeping approach emphasizes the movement of bits of information through channels, with an emphasis on decision points (gates) and decision-makers (gatekeepers). Forces on both sides of a gate can either help or hinder the information’s passage through a channel. The gatekeeping process shapes and produces various images of reality, not only because some bits of information are selected and others rejected, but because communication agents put information together in different ways. In addition, the timing and repetition of information can affect the prominence of events or topics and can influence the probability of future information diffusion. Gatekeeping was originally modeled as a series of linear processes within the mass media, but in the late 20th century the flow of information through the mass and social media began to interact. Information is now understood to flow among journalists, among social media users, and among agents of both types of media. All such communication agents are gatekeepers. In addition, we can study these networked interconnections as one level of analysis, with the supra-gatekeepers (such as Facebook or Twitter) adding their own gatekeeping processes over and beyond those of their own clients of the mass media. In addition to looking at various pairwise relationships between gatekeepers, gatekeeping theory should go beyond to instead consider the entire web of gatekeepers as a whole or system. A system is composed of elements (gatekeepers), interactions (relationships among them), and a goal or function. Multiple functions have been proposed by 20th-century scholars (such as socialization, entertainment, or surveillance) for the mass media, but scholars should now consider the function(s) of the gatekeeping system (mass and social media, as well as supra-gatekeepers) as a whole. Although each type of medium can be analyzed as its own system, such analysis would not facilitate new thinking about the various ways in which these partial systems affect one another and how the whole system functions beyond the simple addition of its parts.

Global Jihad and International Media Use

Globalization and international media are potent contributors to the rise of the Islamist global jihad. Widespread digital communication technologies that connect people all over the world are a substantial component of globalization. Over the past three decades, “virtual jihad” has emerged as a potent disseminator of radical religious-political ideologies, instilling fear and fostering instability worldwide. Western and global media, while often misrepresenting Islam and Muslims, have played a significant role in disseminating jihadist ideologies. The involvement of global jihadists (mujāhidīn) across myriad media outlets and platforms has allowed them to promote their agenda around the world. Using the Internet and media outlets, global jihadists are able to attract and recruit people to their ranks in an accelerated manner. Jihadists have engaged in media activities that have empowered and expanded the global jihad movement, even in the face of increased mitigation efforts.

Global Political Economy, Platforms, and Media Industries

Critical political economy has emphasized the tensions and power relations between global forces and local forces as well as the political and the economic. Since media ownership has become one of the major elements to widening the existing gaps between a few powerful actors and the majority of underprivileged players, critical political economy focuses on the significant role of ownership in media and communication studies. Critical political economy has also continued to emphasize the structural change in media industries in the broader socio-economic milieu. In the early 21st century, critical political economy has shifted its emphasis toward digital platforms, such as over-the-top service platforms like Netflix, social media platforms like YouTube, and search engines like Google, as these digital platforms supported by artificial intelligence algorithms and big data are primary actors in the global cultural industries. They are not only shifting the milieu surrounding cultural industries but also transforming the entire value chain in cultural production, including the production of popular culture, the circulation of cultural products, and the consumption of cultural content. Critical political economy needs to analyze power relations between platform owners and platform users as well as between a few countries in the Global North that possess these digital platforms and the majority of countries in the Global South that, owing to the lack of capital, manpower, and know-how, cannot advance their own platforms. This implies that critical political economy needs to analyze how global digital platforms as part of Western cultural industries have controlled and manipulated local cultural industries. By discussing the change and continuity in the cultural industries in the digital media–driven media environment, which expedites the concentration of the industry, new international division of labor, and platform imperialism practice, critical political economy will shed light on the existing debates about power relations within the broader society.

Glocalization of the Television Format in China

For the past two decades, global television formats have received more attention in academia. Being theorized as mass-produced transnational cultural products, global TV formats have been articulated as dynamic junctures of cultural imperialism, media imperialism, and cultural homogenization in the realms of media and popular culture. These theoretical approaches, however, adopt a dualistic understanding of globality and locality, ignoring the multi-relational interactions between discourses of the global format and the local context constrained by specificities of global TV formats’ importing countries. Compared to the notion of globalization, glocalization attends more to the dialectical relationship between the global and the local, with its emphasis on postmodern understanding of local contents’ reproduction or repackaging within the framework delineated by global TV formats. With global TV formats’ transnational flow, these cultural commodities have gone through complex reproduction or adaptation in order to fit importing countries’ specific cultural, social, and even political milieus. Besides adaptation, global TV formats are inevitably subject to incompatible constraints in importing countries and thus exposed to disputes that may bring damages to their sustainability outside of their countries of origin. In order to present a comprehensive review of cross-border transaction and glocalization of global TV formats, it is necessary to examine this phenomenon’s origin and global expansion and explore its entrance into China. This can be done by analyzing the rise and fall of The Voice as a representative case and as one of the most successful global TV formats in the Chinese context within the framework of glocalization.

Humanitarian Journalism

Humanitarian journalism can be defined, very broadly, as the production of factual accounts about crises and issues that affect human welfare. This can be broken down into two broad approaches: “traditional” reporting about humanitarian crises and issues, and advocacy journalism that aims to improve humanitarian outcomes. In practice, there is overlap between the two approaches. Mainstream journalists have long helped to raise awareness and funds for humanitarian crises, as well as provide early emergency warnings and monitor the treatment of citizens. Meanwhile, aid agencies and humanitarian campaigners frequently subsidize or directly provide journalistic content. There is a large research literature on humanitarian journalism. The most common focus of this research is the content of international reporting about humanitarian crises. These studies show that a small number of “high-profile” crises take up the vast majority of news coverage, leaving others marginalized and hidden. The quantity of coverage is not strongly correlated to the severity of a crisis or the number of people affected but, rather, its geopolitical significance and cultural proximity to the audience. Humanitarian journalism also tends to highlight international rescue efforts, fails to provide context about the causes of a crisis, and operates to erase the agency of local response teams and victims. Communication theorists have argued that this reporting prevents an empathetic and equal encounter between the audience and those affected by distant suffering. However, there are few empirical studies of the mechanisms through which news content influences audiences or policymakers. There are also very few production studies of the news organizations and journalists who produce humanitarian journalism. The research that does exist focuses heavily on news organizations based in the Global North/West.

Media Literacy and Communication

Media literacy refers to the ability to interact with media from a position of active inquiry, carefully considering media texts, the forces and factors that shape those texts, and the ways in which audiences interpret the texts or otherwise respond. Media access, use, creation, analysis, and evaluation skills are considered essential for citizenship in the contemporary world. Media literacy education encompasses efforts to advance media literacy within a group of individuals and spur their motivation to apply media literacy skills and perspectives in interactions with media. Yet, there are barriers that impede the widespread adoption of media literacy education in various global locations. There is disparity, for instance, in the degree to which local, regional, or national policies support media literacy education in schools as well as in the training, funding, or other resources available to educators. Considerable variability in the assumptions and objectives that scholars and practitioners bring to media literacy education has been identified. Some of that variability reflects differing emphases in Communication and Media Studies paradigms including whether media literacy education should be considered as a means of protecting children and adolescents from the potential for negative effects of media. Sometimes positioned as an alternative to a more protectionist approach, media literacy education can be viewed as a platform from which to encourage young people’s creative self-expression and to emphasize their (and others’) agency rather than vulnerability. The ways in which media literacy education is carried out and how and what is assessed to determine what such education can achieve differs, as well. In spite of these differences, there are overarching commonalities in media literacy conceptualization and empirical evidence that media literacy education can build skills necessary for citizenship in an increasingly media- and information-rich world.

Michael Hardt and Antonio Negri in Communication Studies

Michael Hardt and Antonio Negri are among the most powerful theorists of communication and social change under present-day global capitalism. In their Empire trilogy and other individual and collaborative works, Hardt and Negri argue for the fundamentally communicative nature of contemporary power. Their analyses demonstrate the ways that media technology, global flows of finance capital, and the contemporary shift to economies based on information and affective or emotional labor create new, more complex networks of oppression and new possibilities for more democratic social change. Hardt and Negri’s work, therefore, shifts the focus of critical communication and cultural theory from attaining or challenging political power within the nation-state and invites scholars to rethink sovereignty as empire: an interconnected global phenomenon appertaining to capitalism in the late 20th and early 21st centuries. They furthermore reimagine dissent as a constitutive process of resistance and mutual aid through which the multitude simultaneously withdraws from empire and composes itself through the social communication of struggles across time and space. Hardt and Negri’s work has been taken up in communication studies to theorize the materiality of communication; the labor performed in cognitive, communication, and service industries; contemporary media audiences and reception; and historical and contemporary social movements, from the Industrial Workers of the World to the Arab Spring and Occupy Wall Street.

Photojournalism

Photography has been a practical reality for about 190 years, and, from its beginnings, journalism seemed like a natural application of the medium since most people believed that the photograph was an objective representation of reality. During the years since the first surviving photograph was produced in a camera, the evolution of photojournalism has been driven by a combination of technology, public demand, and a passion for the profession by its practitioners. In the first decades after that initial photograph, improvements in lenses, negatives, and prints made photographic reportage of the Crimean War (1853–1856) and the American Civil War (1861–1865) possible. The British and American populaces created immense markets for war images, and entrepreneurial photographers such as Roger Fenton and Mathew Brady provided them. Technological advances in cameras, lenses, film, lighting, photographic reproduction methods, and an ability to transmit photographs worldwide continued to advance the boundaries of photojournalism throughout the 19th and 20th centuries. The topics of that work were mostly motivated by public demand. Wars, politics, photographs of “exotic” cultures from around the world, sports, everyday features, and celebrity portraits provided popular themes and continue to do so into the present, but photojournalists have also pursued subjects that they deemed important to humankind though not necessarily popular. Many have produced social, political, environmental, and cultural documentaries that challenge the status quo. Some have challenged this work as being outside the bounds of “objectivity,” but the usefulness of this argument has been rejected by many in the profession. Legendary photojournalist W. Eugene Smith, for example, stated succinctly, “there is nothing objective about journalism.” The final decade of the 20th century brought the evolution of the digital camera. Today’s photojournalism is almost exclusively a digital endeavor. The transformation of photography from analog to digital has revolutionized photojournalism in terms of workflow, mobility, transmission of images, ethics, image availability, and the question of “who is a photojournalist?” Finally, the gradual mutation of the term “photojournalism” to “visual journalism” denotes a transformation of the medium itself from the still image to a combination of still and moving images or perhaps exclusively moving images in the future. This, in turn, may fundamentally change the ways in which photojournalistic stories are told and experienced.

The Politics of Translation and Interpretation in International Communication

Traditionally, translators and interpreters are viewed as neutral intermediaries who facilitate communication between people who do not share the same language. However, because cultural consciousness is embedded in language, translation and interpretation do not simply transfer information from one language to another but are political acts that can define, shape, and resist norms and values of both the source and target cultures. The production of translation and interpretation cannot be separated from the analysis of knowledge, reasoning, and cultural consciousness—along with the tensions inherent in the (re)production of power and cultural hierarchies. There are four themes when exploring the politics and political nature of translation and interpreting as communicative activity: (a) the historical roles of translations and interpreters, (b) translation as a change agent, (c) language access as justice, and (d) technology as a solution to language barriers. Translators traditionally claim an invisible, passive, conduit role to legitimize their work. It is assumed that the translator role is akin to a bureaucratic function. Translators may not alter the contents of business conversations and contracts, diplomatic exchanges, literature, or religious texts. Nevertheless, researchers have found that translation is not only a product of cross-cultural interactions but also a process that cannot avoid changing the language, ideology, and knowledge of both the source culture and the target culture. Language itself harbors biases and perspectives. Also, translators’ strategies of foreignizing or domesticating translation can be the result of purposeful decisions, aiming to shape the cultural consciousness of the target culture. Early studies of the impact of translation centered on the use of translation in enforcing and imposing the hierarchical superiority and worldviews of the dominant culture of the colonizers, including proselytizing activities. Recent studies, however, have also argued that translations can be a form of resistance and activism. For example, the translation movement in Ireland at the turn of the 20th century was an important factor in Ireland’s independence. Because translation and interpretation are essential in shaping realities and defining identities in international communication, language access is viewed as the prerequisite to ensure a fair trial and due process in international courts. The history of the “language battle” in the Paris Peace Conference and the subsequent development of simultaneous interpreting demonstrate that interpreters are not passive participants but active collaborators, working with other participants to meet the objectives of both ideological and communicative activities. Finally, technology allows individuals, and not just nations or large institutions, to afford and have access to professional translation and interpretation services for the first time in history. The rise of machine translation and machine learning has transformed the landscape and possibilities of translation and interpreting activities. Technology has the potential to influence not only translation and interpretation but also the larger human/cultural consciousnesses in international communication. The perspective or worldview embedded in a language can be enshrined in artificial intelligence and machine programming.

Queer Migration and Digital Media

Migration—whether international or internal, forced or voluntary—intertwines with digital media, especially for sexual minorities and trans people who seek out platforms catering to lesbian, gay, bisexual, trans, and queer (LGBTQ) people. Online networks foster transnational flows of ideas and information, which can enable international travel. The ways that queer people interact on digital media in the 21st century have emerged not only from decades of online subcultures—such as 1990s chatrooms and profile sites—but also from predigital media cultures, such as printed personal ads in gay and lesbian journals. The internet accelerated the growth of media platforms and queer international networks, both of which continued to develop with the advent of mobile phone apps and the proliferation of social media. Online media—from blogs to hashtags to “hook-up” apps—can relate to all aspects of the migration process. Before, during, and after a move, queer migrants access online media for information about LGBTQ laws and norms or for help with the logistics of migration. When in a new country, queer migrants use online media to try to connect with locals. During these interactions, migrants might encounter forms of xenophobia, racism, and exclusion. In spite or because of these experiences, queer migrants utilize digital media to build new networks, such as queer diasporic communities aimed at social or political activities.

(Re)Visiting the Potentials and Limitations of New Media as Tools for Resistance Among Arab Diasporas

When the Arab Spring uprisings erupted in 2011, the high hopes for democratization and reform were accompanied by an equally high degree of confidence in the liberating potentials of new media. These new media, especially social media, were perceived as viable alternatives to state-controlled mainstream media, excellent tools for resisting autocratic regimes, and unmatched platforms for amplifying marginalized voices. However, over a decade later, just like the Arab Spring uprisings took unexpected detours, resulting in far-from-ideal outcomes in the so-called post-Arab Spring countries, there were equally disheartening reversals in the role of social media from tools for liberation in the hands of freedom fighters to tools for repression in the hands of autocratic regimes. This raised many questions over the validity and effectiveness of new media and their democratizing potentials, thus necessitating a careful scrutiny and reassessment of their shifting roles. This qualitative study relied on in-person and virtual in-depth interviews with ten activists, journalists, and artists living in the diaspora from three Arab countries—Egypt, Bahrain, and Saudi Arabia—to investigate the deployment of new tools of communication by Arab diasporic communities to resist their autocratic regimes at home. The study pays special attention to the various potentials and limitations of this complex phenomenon and its varied implications. Providing examples from these three Arab resistance communities in the diaspora, this article illustrates the similarities and differences, and the overlaps and divergences, in their deployment of social media tools in the domains of political and social activism and resistance. It examines how diasporic Arab communities contributed to the struggles against their dictatorial regimes through deploying new communication technologies to disrupt, expose, and resist authoritarianisms back home. It also explains why, and how, some of these efforts and techniques have been more successful than others in achieving these goals. Moreover, through the voices and experiences of these Arab diasporic dissidents, the potentials, limitations, and future prospects of “cyberactivism” will be explored.

Science and Communication

Whether understood as a set of procedures, statements, or institutions, the scope and character of science has changed through time and area of investigation. The prominent current definition of science as systematic efforts to understand the world on the basis of empirical evidence entails several characteristics, each of which has been deeply investigated by multidisciplinary scholars in science studies. The aptness of these characteristics as defining elements of science has been examined both in terms of their sufficiency as normative ideals and with regard to their fit as empirical descriptors of the actual practices of science. These putative characteristics include a set of commitments to (1) the goal of developing maximally general, empirically based explanations certified through falsification procedures, predictive power, and/or fruitfulness and application, (2) meta-methodologies of hypothesis testing and quantification, and (3) relational norms including communalism, universalism, disinterestedness, organized skepticism, and originality. The scope of scientific practice has been most frequently identified with experimentation, observation, and modeling. However, data mining has recently been added to the scientific repertoire, and genres of communication and argumentation have always been an unrecognized but necessary component of scientific practices. The institutional home of science has also changed through time. The dominant model of the past three centuries has housed science predominantly in universities. However, science is arguably moving toward a “post-academic” era.

Understanding Communication Through a Historical Lens

Historical emergences of new communications technologies have had a dramatic impact on the structures of international contact. While these advances come in many forms, they all affect the ecology of international communications. Some forms of advances, such as the physical, are often overlooked and perhaps even trivialized. Advances like the stirrup and hay allowed increased movements, often in the form of conquests that brought disparate people and cultures into physical contact. Intellectual advancements such as the scientific method, mathematics like calculus and trigonometry, Copernicus’s heliocentrism, and Darwin’s theory of evolution bridged international boundaries through the formation and maintenance of international academic communities.
