Negotiating Relational Breakups

Romantic relationships often develop with excitement and positive anticipation. Yet many dissolve. Research has examined several facets to unpack the dissolution process, from what leads to termination to redefining relationships with former partners. For example, relationship dynamics (e.g., commitment, love) typically play the largest roles in dissolution, but individual and demographic factors also contribute to whether relationships stay intact or terminate. Research has also delineated specific strategies people use to disengage, which vary in directness and whether they are one-sided or mutual. Models of dissolution also describe typical paths or precipitating communication patterns that reflect dissolution. Following a breakup, most people experience post-dissolution distress, which can entail emotional, cognitive, and physiological effects. People vary in the intensity of distress experienced; those who fare badly tend to have more relational anxiety or use coping strategies to distract themselves from or deny the effects of the breakup. The fact that many ex-partners maintain contact or relationships following dissolution complicates the recovery process. Former partners maintain contact because they have the same social network, because they want to renew the relationship or consider the ex-partner as a back-up plan, or because they have children or shared resources. Hence, many former partners redefine their relationship rather than completely terminating all contact. Some are able to successfully transform their relationship into a friendship, and some eventually also reconcile the romantic nature of their relationship. The dissolution of a romantic relationship can be one of the most significant stressors that individuals experience. Most people, even those who initiate the breakup, endure distress and negative effects. Yet dissolution can provide relief from a detrimental relationship for some. And many people experience positive effects or post-dissolution growth, such as gaining a new appreciation for other relationships, rediscovering the self, or pursuing new opportunities. The extant research provides an understanding of the various factors and steps in the dissolution process. Future research can synthesize these areas of research into more comprehensive frameworks to derive more tailored recommendations on navigating breakups, thereby minimizing the distress and maximizing the benefits.

Overview in Critical and Cultural Organizational Communication

In 2009, one of the most powerful executives in the world, Goldman Sach’s CEO Lloyd Blankfein, asserted that his firm was “doing God’s work.” This comment was made in the wake of the worst financial crisis since the 1930s, a crisis that Goldman Sachs and other U.S. and European investment banks played important roles in creating. The comment’s audacity did not escape notice, raising eyebrows even in the mainstream news media given its historical situatedness at the tail end of the crisis. Although Blankfein’s comment was coded negatively in the cultural consciousness, it was also represented as iconic of the culture of Wall Street’s “Masters of the Universe,” as referred to in the popular vernacular. Blankfein’s comment is deployed to illustrate the conceptual models and methodologies of those fields of study known as critical and cultural organizational communication research. These closely coupled but distinct fields of study will be delimited with special attention to their objects of investigation and methodological deployments using this example. Cultural and critical organizational communication represent closely coupled fields of study defined primarily by their phenomena or objects of study—organizational communications. Scholarship maps and analyzes communications to understand how organizations are constituted through communications that decide organizational policies, programs, practices, and values. Typically, organizational communications include all formal and informal signifying systems produced by members of the particular organization under investigation. Cultural approaches to organizational communication emphasize how these communications produce meaning and experience, while critical approaches address the systemic and historically sedimented power relations that are inscribed and reproduced through organizational communication signifying systems. Organizational communication scholarship from a cultural approach would ordinarily seek to represent the organizational culture primarily using ethnographic methods aimed at disclosing an organization’s employee articulations, rituals, performances, and other circulations of symbol systems in the course of workaday life. However, the challenges to accessing Goldman Sach’s hallow grounds might defeat even the most intrepid ethnographer. Lacking direct access to the day-to-day practices and experiences of investment bankers, challenges of access to work-a-day spaces have encouraged researchers to adopt rhetorical and/or discourse analytical methods to understand the culture as represented in available cultural texts, such as internal communications, press announcements, available corporate policies, shareholder reports, and so on. Ethnographies of communication and rhetorical/discourse analysis together represent the primary nonfunctionalist methodologies commonly used to study how organizational meanings are produced, disseminated, and transformed. Across disciplines, organizational cultural analysis, particularly when pursued ethnographically, is typically rooted in an interpretive tradition known as verstehen, which understands meaning as agentively produced through a temporally emergent fusion of subjective horizons. Culture is therefore regarded as emergent and is believed to be actively constructed by its interlocutors, who are afforded great agency within the tradition of verstehen. The emergent aspects of culture are fertile and seed subcultures that produce novel cultural performances as members delineate symbolic boundaries. Power is regarded by this tradition as largely visible to the everyday interpretive gaze, although admittedly fixed in institutions by rules, roles, and norms. The relatively visible character of institutional power hierarchies is believed to beget open conflict when disagreement exists over the legitimacy of power relations. Power is believed to circulate visibly and is thus subject to re-negotiation. This emergent and negotiated social ontology encourages researchers to adopt a pluralist view of power and a more relativistic approach to evaluating the social implications of specific organizational cultures. However, the Blankfein example raises complex moral questions about organizational cultures. Does everyone at Goldman Sachs really think they are doing God’s work? If they do, what does that actually mean, and is it a good thing for society given the firm’s demonstrable appetite for risk? More deeply, what are the conditions of possibility for the CEO of one of the world’s most powerful organizations saying that his firm is pursuing God’s work? Critical organizational communication adopts the methods of verstehen, in addition to methods from other critical traditions, but interjects ethical interrogation of systemic inequities in access to power and resources that are found across many social institutions and are deeply embedded historically. For example, a critical scholar might interrogate whether Goldman Sach’s cultural exceptionalism is found across the financial sector’s elite organizations and then seek to explore the roots of this exceptionalism in historical event and power trajectories. The critical scholar might address the systemic effects of a risk-seeking culture that is rooted in the collective belief it is doing God’s work. Critical organizational communication research seeks to understand how organizational communications naturalize or reify particular organizational interests, elevating them above the interests of other stakeholders who are consequently denied equitable opportunities for agency. Cultural and critical organizational communication studies have prioritized various discourse-based methodologies over the last 20 or so years. The challenges with ethnographic access may have helped drive this shift, which has been decried by those who see discourse analysis as too disconnected from the daily performances and meaning-makings of organizational members. However, the primary challenge facing these fields of study is the one long recognized as the “container metaphor” (Smith & Turner, 1995). The study of organizational communication too often represents its field of study as a self-contained syntagm—a closed signifying system—that too narrowly delimits boundaries of investigation to communications produced in and by particular organizational members with less examination of the material and symbolic embeddedness of those organizational communications within a wider social milieu of networked systems and historically embedded social structures. In essence, organizational communication has struggled to embed its observations of discrete communications/practices within more encompassing and/or networked social systems and structures.

Paulo Freire and Communication Studies

For Paulo Freire, the Brazilian activist educator and philosopher of education, communication is at the heart of pedagogy, teaching, and learning through praxis that involves reflection and action ultimately to address social injustice and dehumanization. Dialogue is at the center of his pedagogical approach, as means to individuation and humanization. Dialogue assumes participants to be on an equal level even in the presence of difference. In his literacy work, Freire required teacher-facilitators to co-investigate the most important themes in the lives of students. These themes were codified into pictures and brought to dialogue that animated the re-creation of knowledge of participants’ world and themselves in it and, in the process of learning how to read, achieving knowledge of the word. The objective of this approach was not to reproduce “banking” education but to promote revolutionary emancipation of individual and society. Freire developed his work in the context of life in the state of Pernambuco, in the challenging circumstances—socially, historically, and geographically—of the Brazilian Northeast Region. He experienced poverty and hunger and was lucky in his access to education thanks to the efforts of his mother. He rose through the ranks of civil service, serving at state and national levels, addressing the literacy and emancipatory needs of the population, particularly adults in rural areas. Exiled during the military dictatorship in Brazil, Freire lived in Chile, the United States, and Switzerland, where he worked on education projects worldwide.

Photojournalism

Photography has been a practical reality for about 190 years, and, from its beginnings, journalism seemed like a natural application of the medium since most people believed that the photograph was an objective representation of reality. During the years since the first surviving photograph was produced in a camera, the evolution of photojournalism has been driven by a combination of technology, public demand, and a passion for the profession by its practitioners. In the first decades after that initial photograph, improvements in lenses, negatives, and prints made photographic reportage of the Crimean War (1853–1856) and the American Civil War (1861–1865) possible. The British and American populaces created immense markets for war images, and entrepreneurial photographers such as Roger Fenton and Mathew Brady provided them. Technological advances in cameras, lenses, film, lighting, photographic reproduction methods, and an ability to transmit photographs worldwide continued to advance the boundaries of photojournalism throughout the 19th and 20th centuries. The topics of that work were mostly motivated by public demand. Wars, politics, photographs of “exotic” cultures from around the world, sports, everyday features, and celebrity portraits provided popular themes and continue to do so into the present, but photojournalists have also pursued subjects that they deemed important to humankind though not necessarily popular. Many have produced social, political, environmental, and cultural documentaries that challenge the status quo. Some have challenged this work as being outside the bounds of “objectivity,” but the usefulness of this argument has been rejected by many in the profession. Legendary photojournalist W. Eugene Smith, for example, stated succinctly, “there is nothing objective about journalism.” The final decade of the 20th century brought the evolution of the digital camera. Today’s photojournalism is almost exclusively a digital endeavor. The transformation of photography from analog to digital has revolutionized photojournalism in terms of workflow, mobility, transmission of images, ethics, image availability, and the question of “who is a photojournalist?” Finally, the gradual mutation of the term “photojournalism” to “visual journalism” denotes a transformation of the medium itself from the still image to a combination of still and moving images or perhaps exclusively moving images in the future. This, in turn, may fundamentally change the ways in which photojournalistic stories are told and experienced.

Political Cartoons

Political cartoons are rhetorical artifacts where journalism and popular culture intersect. Through the use of images and words, facts and fiction, political cartoons provide their readers with a point of view: a single frame loaded with vivid images and condensed meaning. Political cartoons perform several political and social functions; the main one is to provide political commentary on current events and social issues. Additionally, cartoonists often see their work as a weapon against the abuses of power. Thus, they seek to expose and ridicule the powerful. The result is not always funny, but it is often surprising. Political cartoons are valuable objects of study for many disciplines, such as art history, journalism, and sociology. Studying political cartoons can give us information about past and present political processes and social imagery; it can also serve to understand how visual elements are used to communicate; but most importantly, it provides insight into the cultural values, beliefs, and attitudes of the societies that produce them. Political cartoons are a form of communication with extraordinary rhetorical power. In order to construct meaning, and in hopes of persuading their audience, cartoonists use different rhetorical strategies, such as the use of metaphors and widely known cultural references. Like other rhetorical artifacts, political cartoons are not a straightforward form of communication. To understand one cartoon, people require multiple literacies, and often different people have different readings. Although the influence of political cartoons has diminished in some parts of the Western world, they continue to do political work around the world.

Political Identity and the Indigenous Media in Bolivia: Ethnicity, Politics, and Communication

The history of Bolivia has been marked by racism and the exclusion of the vast majority of its own inhabitants. From colonial times, through the creation of the republic, and until the 20th century, the Indigenous population in Bolivia (which historically constitutes around 60% of the total of its inhabitants) was excluded by the state of their social and political rights, remaining absent from the decision-making mechanisms of the state, thus being excluded and silenced for centuries. Indigenous movement in Bolivia has been aHistorical stakeholder for the incursion of its peoples in Republican politics. After the Revolution of 1952 and the first recognition of universal voting rights and the attempts of agrarian and educational reforms, the first forms of political organization of these Indigenous communities were made as peasants’ unions. Precisely, the denaturation and loss of their own deep identities, leading to the forced “peasantization” of the Indigenous population, was the main claim, during the 1970s, of the Indianist-based revolutionary movements, which built their thinking around the claim of their own forms of economic, cultural, and political organization. The origins of the first experiences of community and Indigenous communication arose from the movements’ own questions, claiming for their own forms of organization, structure, and narratives, which show as a whole the identity and political and cultural complexities and specificities. Beyond the colonial elements of understanding, emerge as a dialogical sense of understanding their own cosmologies, but also vindictive, in the need to build their own communication and action mechanisms. Thus, the different cultural and cosmopolitical resistances have assumed a central role as a mobilizing element of sociopolitical awareness in the face of the powers established by the institutional management of public space, beyond the formal organization of their structures, in the construction of intersections that take advantage of interstitial spaces to develop identity stories with a clear emancipatory vocation. However, this reflection not only belongs to an exclusive past, but in a scenario as identifiable as the current onein 2024, in which one of the great issues present in social and political construction in Latin America has to do with the great problem of representation as a form of political-identity construction in the complex societies of a Global South. Focused on the definition and political-cultural configuration of the Indigenous movement, the different Bolivian subalternities, far from having forged their own discourse around the multiplicity of daily resistances, still suffer from a systematic lack of voice in the deepening of abysmal differences that necessarily refer to rerecommending the question beyond the discursive exercise, from a perspective closer to the political economy of knowledge.

Popular Culture and Cultural Studies

At the core of what we know as popular culture studies today is the work of scholars associated with or influenced by the Birmingham Centre for Contemporary Cultural Studies. Popular culture itself and intellectual interest in its risks and possibilities, however, long predate this moment. Earlier in the 20th century, members of the Frankfurt School took an active interest in what was then referred to as “mass culture” or the culture industry. Semiotics, emerging in the latter half of the 20th century as an exciting new methodology of cultural analysis, turned to popular culture for many of its objects as it redefined textuality, reading, and meaning. The works of Roland Barthes and Umberto Eco are exemplary in this regard. The work of the Birmingham school, also known as British cultural studies, drew from both of these intellectual traditions but went on to forge its own unique methods drawing on Marxist and poststructuralist theoretical legacies. Quickly spreading across the Anglophone world, Cultural Studies is now widely recognized, if not as a discipline proper, as a distinctive branch of the humanities. Other methodologies contemporaneous with this trend are also now clubbed together as part of this generalized practice of cultural studies. Important among these are feminist approaches to popular culture exemplified by work on Hollywood cinema and women’s melodrama in particular, the study of images and representations through a mass communications approach, and ethnographic studies of readers of popular romances and television audiences. A minor, theoretically weak tradition of popular culture studies initiated by Ray Browne parallelly in the Unites States may also be mentioned. More recently, Slavoj Zizek has introduced startlingly new ways of drawing popular cultural texts into philosophical debates. If all of these can be taken together as constituting what is generally referred to as popular culture studies today, it is still limited to the 20th century. Apart from the Frankfurt School and semiotics, British cultural studies also counts among the precursors it had to settle scores with, the tradition of cultural criticism in Britain that Matthew Arnold and in his wake F. R. Leavis undertook as they sought to insulate “the best of what was thought and said” from the debasing influence of the commercial press and mass culture in general. But the history of popular culture as an object of investigation and social concern goes further back still to the 18th and 19th centuries, the period of the rise and spread of mass literature, boosted by the rise of a working-class readership.

Postcolonial Approaches to Communication and Culture

The decolonization of nations in Asia, Africa, and Latin America in the late 20th century made possible the arrival of postcolonial academics who engaged in a critical and thoroughgoing analysis of the ways in which colonial histories have affected and continue to influence not only our understanding of phenomena, such as culture, but have influenced the very frames and processes of the creation and dissemination of knowledge about phenomena such as culture. While this work was initiated by postcolonial scholars of literature, postcolonial theory and frameworks have been adopted by several allied fields, including the communication field. Since the 1990s, communication scholars have been using postcolonial frameworks to deconstruct the colonial and neocolonial representations and tropes present in news and popular culture discourses. They have also brought communication theory to bear upon key concepts within postcolonial study, such as hybridity and diaspora. In the mid-1990s communication scholars joined the larger debate on the continued relevance of the postcolonial framework, and as with postcolonial scholars in other fields, they have continued to insist that the interruptive and political impetus of postcolonial theory provides an important entry point for the study of a world still shot through with colonial and neocolonial power relations. Although there is still a lot of scope to make the postcolonial approach more central to the communication field and its subfields, communication scholars have continued to use postcolonial theory to shed important insight on several vital communication issues. Feminist scholars of communication have been at the forefront of the effort to increase awareness and use of postcolonial frameworks for the study of communication.

Post-Structuralism

Poststructuralism represents a set of attitudes and a style of critique that developed in critical response to the growth and identification of the logic of structural relations that underlie social institutions—whether they exist in terms of politics, economics, education, medicine, literature, or the sciences. Poststructuralism should therefore not be thought of as a distinct philosophy that exists separately as its own “structure”—a proposition that would undermine its most fundamental attitudes. Rather, post-structuralism should be thought of as developing or arising only in response to pre-existing structures and, as a set of attitudes, helping us better understand, interpret, and alter our social environment by calling established meanings into question, revealing the points of ambiguity and indeterminacy inherent in any system, rejecting the rationalistic piety that all systems are internally coherent and circle around an unchanging center, showing how discourses are carriers of power capable of turning us into subjects, and placing upon us the burden of ethical responsibility that accompanies the acceptance of freedom. Although post-structuralism by its very nature as a set of attitudes denies any attempt at comprehensive definition, this essay examines three of the major postructuralist thinkers in order to relate their thought to the study of communication. First, following Derrida, post-structuralist thought invites a critical deconstruction of any discourse that presents itself as completely coherent, centered, and rational. Post-structuralist approaches thus do not argue against a position by harnessing counterarguments drawing on a different set of principles. Rather, it deconstructs a discourse by occupying it and exposing the gaps, contradictions, paradoxes, and deferments, thus revealing its established hierarchies, binaries, logical conclusions, and principles to be far more loosely structured and poly-vocal than its advocates wish to present them. Second, following Barthes, poststructuralism refuses to locate any single point of origin of any text that can ground its meaning—particularly by pointing to some ground of the author. Although not denying that writers exist, Barthes refuses to identify the meaning of a text with the author’s biography and intentions, instead inviting multiple interpretations from the perspective of individual readers who encounter the text as a unique event. Therefore, just as discourses do not have a unified structure, neither do individual texts or the authors that produce them. Lastly, following Fouacult, poststructuralism invites an inquiry into how discourses, texts, and acts of communication are always implicated in relations of power that act upon possible actions. Following the first two propositions, poststructuralism does not analyze these relations of power as completely structured and determinate, however. Power relations are always within a dynamic relationship with acts of resistance, thereby constantly leaving space for freedom and possibility.

Post-Truth and Critical Communication Studies

While the periodizing concept “post-truth” (PT) initially appeared in the United States as a key word of popular politics in the form “post-truth politics” or “post-truth society,” it quickly appeared in many languages. It is now the object of increasing scholarly attention and public debate. Its popular and academic treatments sometimes differ in respect to its meaning, but most associate it with communication forms such as fake or false news, rumors, hoaxes, and political lying. They also identify causes such as polarization and unethical politicians or unregulated social media; shoddy journalism; or simply the inevitable chaos ushered in by digital media technologies. PT is sometimes posited as a social and political condition whereby citizens or audiences and politicians no longer respect truth (e.g., climate science deniers or “birthers”) but simply accept as true what they believe or feel. However, more rigorously, PT is actually a breakdown of social trust, which encompasses what was formerly the major institutional truth-teller or publicist—the news media. What is accepted as popular truth is really a weak form of knowledge, opinion based on trust in those who supposedly know. Critical communication approaches locate its historical legacy in the earliest forms of political persuasion and questions of ethics and epistemology, such as those raised by Plato in the Gorgias. While there are timeless similarities, PT is a 21st-century phenomenon. It is not “after” truth but after a historical period where interlocking elite institutions were discoverers, producers, and gatekeepers of truth, accepted by social trust (the church, science, governments, the school, etc.). Critical scholars have identified a more complex historical set of factors, to which popular proposed solutions have been mostly blind. Modern origins of PT lie in the anxious elite negotiation of mass representative liberal democracy with proposals for organizing and deploying mass communication technologies. These elites consisted of pioneers in the influence or persuasion industries, closely associated with government and political practice and funding, and university research. These influence industries were increasingly accepted not just by business but also by (resource-rich) professional political actors. Their object was not policy education and argument to constituents but, increasingly strategically, emotion and attention management. PT can usefully be understood in the context of its historical emergence, through its popular forms and responses, such as rumors, conspiracies, hoaxes, fake news, fact-checking, and filter bubbles, as well as through its multiple effects—not the least of which the discourse of panic about it.

Pragmatism

When John Dewey announced that communication was the most wonderful of all affairs, he recognized the centrality of communication within the tradition of American pragmatism. In other traditions of philosophy, such as idealism or empiricism, communication certainly played a role, but usually it was a secondary function of transmitting ideas from one mind to another. In idealism, ideas were discovered through intuitive revelation of the whole and only later expressed through transcendent eloquence, whereas in empiricism, particular data was attained purely by the senses and communication served a kind of documentary function of fact gathering. Pragmatism, however, inverted this traditional hierarchy. By arguing that the meaning of our ideas was only found in their effects and consequences in experience, particularly those consequences brought about through shared experience, pragmatists made communication both the origin and consummation of knowledge—regardless if that knowledge was practical, scientific, aesthetic, or social. Consequently, pragmatists believed that improving the quality of communication practices was central to improving not only the state of knowledge but the quality of our experience living together in a common world.

Prejudiced Communication

Prejudiced attitudes and stereotypic beliefs about outgroups can be reflected in language and everyday conversations. Explicit attitudes and beliefs may be expressed through use of group labels, dehumanizing metaphors, or prejudiced humor. More implicit attitudes and beliefs may be leaked through variations in sentence structure and subtle word choices. Empirical work shows that such prejudiced attitudes and stereotypic beliefs can spread within ingroup communities through one-on-one conversation as well as more broadly through vehicles such as news, the entertainment industry, and social media. Individuals also convey their prejudiced beliefs when communicating to outgroup members as message recipients. Outgroups who are members of historically disadvantaged groups, in particular, are targets of controlling or patronizing speech, biased feedback, and nonverbal behavior that leaks bias.

Propaganda and Rhetoric

Propaganda was first identified as a public crisis following World War I, as citizens discovered that their own governments had subjected them to deception and emotional manipulation. Today, it seems no less disturbing. Accusations swirl decrying fake news, spin, active measures, and, again, propaganda. But with nearly every accusation there is also a denial and, more important, a counteraccusation: that propaganda is merely a label applied to messages one dislikes, a slippery word that says more about the accuser’s politics than it does about supposed defects in communication. The slipperiness surrounding propaganda has fascinated scholars for over a century, as they have grappled with whether and how it can be distinguished from other kinds of rhetoric. One crucial sticking point concerns propaganda’s means of persuasion. It is commonly supposed that propaganda relies on falsity, emotion, and irrational appeals. However, adjudicating what is true and reasonable is not as clear-cut as it may seem, and much work attempts to differentiate manipulation from legitimate persuasion. Another key concern is the morality of propaganda. Some theorize that it is intrinsically wrong because it seeks its own partisan agenda. But others argue that partisanship is characteristic of all advocacy, and they wonder whether propaganda can and should be employed for worthy democratic purposes. Finally, scholars propose different models for how propaganda works. One model features a propagandist who deliberately targets a passive audience and attempts to move them for selfish ends. But other models see propaganda as a more collective activity, something that audiences pass around to each other, either purposefully or without any design. Difficult as it is to define propaganda, however, scholars do agree on two things: It is enormously powerful, and it shows no signs of slowing down.

Public Culture

The concept of public culture refers most broadly to the dynamic negotiation of beliefs, values, and attitudes regarding collective association through media and other social practices that are defined by norms of open access and voluntary response. The concept is a recent innovation and applies primarily to modern societies, where public culture is the envelope of communication practices within which public opinion is formed; those practices can include news, entertainment, the arts, advertising, social media, and many other means for representing and judging any individual, institution, or custom having collective significance. The term “public” emphasizes relatively unrestricted communication across civil society regarding governance and other matters affecting the general welfare. The term “culture” emphasizes that public opinion depends on contextual factors that emerge through multiple media and embodied responsiveness. These considerations provide a basis for analysis of distinctively modern relationships across civil society, media technologies, and political action in a global context.

Public Discourse and Intergroup Communication

Discourse analysis is focused on the implicit meanings found in public discourse, text, and media. In the modern era, public discourse can be assessed in political or social debates, newspapers, magazines, television, film, radio, music, and web-mediated forums (Facebook, Twitter, and other public discussion). Research across a variety of disciplines has documented that dominant social groups tend to employ certain discursive strategies when discussing minority groups. Public discourse is often structured in ways that marginalize minority groups and legitimize beliefs, values, and ideologies of more dominant groups. These discursive strategies include appealing to authority, categorization, comparison, consensus, counterfactual, disclaimers, euphemism, evidence, examples, generalizations, rhetorical questions, metaphors, national glorification, and directive speech acts. Evoking such discourse often enables prevailing dominant groups to reify majority social status, reinforce negative assumptions about minorities, and maintain a positive public social image, despite deprecating and, sometimes, dehumanizing references.

Public Perceptions of Public Service in European Media

In Western Europe, the notion of public service in the media was originally associated with traditional public-service broadcasters. However, since the 1990s, the general idea of public-service broadcasting and the continuing need for it in a digitized, content-abundant environment have been questioned. In particular, public-service broadcasters’ online activities have triggered controversial discussions and policy responses, not least because of direct competition with online services of the private media. At the same time, discussions have emerged about the meaning of public service and attendant concepts such as public value, challenging the hitherto commonly accepted attachment of the concept to a specific technology (broadcasting) and a specific—publicly procured and financed—organizational setting. In response to this and backed by politics, public-service broadcasters have reinvented themselves as public-service media. They have expanded their remit beyond television and radio into multimedia realms such as the Internet and, in addition to this, have started devoting new attention to the general public as their prime target of accountability—thus opposed to the original exclusive accountability to politics. Such accountability has been pursued, among other things, through direct cooperation with the public or other ways of connecting with it, for example, through personalization efforts and participatory formats. Although the public has rhetorically become the prime target of accountability, there is little discussion or acknowledgement of the actual perceptions that the public has about the general idea of public service and how public-service broadcasters accomplish this task. With few exceptions, studies continue the dominant paradigm of audience research, which construes the public almost exclusively as consumers.

The Public Sphere and Journalism

The public sphere is a social entity with an important function and powerful effects in modern, democratic societies. The idea of the public sphere rests on the conviction that people living in a society, regardless of their age, gender, religion, economic or social status, professional position, sexual orientation, ethnicity, race, or nationality, should be able to publicly express their thoughts, ideas, and opinions about issues that matter to them and impact their lives. This expression should be as free as possible in form and function and should operate through means and methods that people themselves deem suitable, so not via channels that are official or state-sanctioned. The classic Habermasian idea of the public sphere is that it is used by private individuals (not officials or politicians) who should be able to converse with each other in a public-spirited way to develop opinions that impact state or public-body decisions and policies. Also contained within this classic idea is the conviction that public sphere conversations should be rational (i.e., logical, evidence-based, and properly motivated and argued using an acceptable set of rhetorical devices) in order to convince others of the usefulness of a position, statement, or opinion. In commonsensical, political, and journalistic understandings, the public sphere is a critical component of a democracy that enables ordinary citizens to act as interlocutors to those who hold power and thereby hold them to account. As such it is one of the elements whereby democracy as a system is able to claim legitimacy as the “rule of the people.” Journalism’s imbrication in the social imaginary of the public sphere dates back to 17th- and 18th-century Europe when venues like coffee houses, clubs, and private homes, and media like newspapers and newsletters were being used by a mixture of gentry, nobility, and an emerging middle class of traders and merchants and other educated thinkers to disseminate information and express ideas. The conviction that journalism was the key vehicle for the conveyance of information and ideas of public import was then imbedded in the foundations of the practice of modern journalism and in the form exported from Western Europe via colonialism to the rest of the world. Journalism’s role as a key institution within, and vehicle of, the public sphere was thus born. Allied to this was the conviction that journalism, via this public sphere role and working on behalf of the public interest (roughly understood as the consensus of opinions formed in the public sphere), should hold political, social, and economic powers to account. Journalists are therefore understood to be crucial proxies for the millions of people in a democracy who cannot easily wield on their own the collective voices that journalism with its institutional bases can produce.

Queer Chinese Media and Pop Culture

Earlier generations of Western scholars often regarded nonheterosexual desires, identities, and intimacies in Chinese-speaking contexts as marginalized, stigmatized, and silenced, if not completely invisible, in mainstream mediascapes and pop cultural spaces. However, in contemporary Chinese and Sinophone contexts, queer practices, images, and narratives voiced, either explicitly or implicitly, by media producers, performers, and consumers or fans who do not necessarily self-identify as LGBTQ are common and even proliferating. These manifestations of queer Chinese media and pop culture are diverse and widespread in both online and offline spaces. In the new millennium, with the rise of queer Asian, queer Chinese, and queer Sinophone studies, scholars have strived to move away from Euro-American-centric and Japanese-centric queer media studies and theories when examining queer Chinese-language media and cultural productions. In particular, a growing body of scholarship (in fields such as literary studies, cinema and television studies, and fan studies) has explored intersecting ways of reconceptualizing “queerness” and “Chineseness” to examine gender, sexual, and sociocultural minority cultures in Chinese-language public and pop cultural spaces. Some of the literature has usefully traced the history of the concepts “homosexuality” and “tongzhi” (comrade) in modern and contemporary China, as well as the transcultural transmission and mutations of the meanings of the English term “queer” (ku’er) in Chinese media studies. Differentiating these concepts helps clarify the theorization of and scholarly debates surrounding queer Chinese media and pop culture in the 21st century. A number of scholars have also troubled the meaning and the essentialized identity of “Chineseness” through a queer lens while decolonizing and de-Westernizing queer Chinese media and pop cultural studies. In addition, post-2010 scholarship has paid major attention to Chinese media censorship and regulations (with a close focus on the context of mainland China/the People’s Republic of China/PRC) concerning homosexual and queer content production, circulation, and consumption and how these have been circumvented in both traditional and online media spaces.

Queer Comics

Queer comics have been a staple of LGBTQIA+ culture, from independent and underground comics beginning in the late 1960s to web comics in the current digital age. Comics are a uniquely queer art form, as comics scholar Hillary Chute has argued, consistently marginalized in the art world. Queer comics have also principally been produced by and for queer audiences, with mainstream recognition not being their primary goal. This marginalization has, in some sense, been a benefit, as these comics have not been captive to the pressures of capitalist aesthetics. This makes queer comics a rich historical archive for understanding queer life and queer communities. Collections of queer comics from the late 1960s and onward have recently been published, making large archives of work widely available. The Queer Zine Archive Project online also houses a large volume of underground and self-published material. There are some affordances inherent to the medium of comics which make it a distinctly powerful medium for queer self-expression and representation. In comics, the passage of time is represented through the space of the page, which makes complex expressions of queer temporality possible. The form is also quite intimate, particularly hand-drawn comics, which retain their original form rather than being translated into type. The reader plays a significant role in the construction of meaning in comics, as what happens between panels in the “gutter” (and is thus not pictured) is as much a part of the story as what is pictured within the panels. In addition to the value of reading queer stories in comic form, incorporating making comics and other creative practices into pedagogy is a powerful way to engage in queer worldmaking.

Queering Colonialisms and Empire

Scholarship engaging queer theory in tandem with the study of colonialism and empire has expanded in recent years. This interdisciplinary area of research draws from queer of color theorizing and women of color feminists who made these links during queer theory’s emergence and development in social movements and within the field of women’s and gender studies. Together, queer of color, (post)colonial, transnational feminist, and Indigenous scholars and activists have highlighted the centrality of gender and sexuality to colonial, settler colonial, and imperial processes. Among the alignments of queer and (post)colonial inquiry are their emphases on social transformation through critique and resistant praxis. In the communication discipline, scholarship queering the study of colonialism and empire has emerged in critical/cultural studies, intercultural communication, rhetoric, media studies, and performance studies. Two broad thematics defining this scholarship are (a) decolonizing queerness by identifying how queer theory, LGBTQ activism, and queer globalizations have reinforced Whiteness and empire; and (b) queering decolonization by identifying how heteropatriarchal, binary, and normative systems of sex, sexuality, and gender contribute to colonial processes of past and present.
