The decades that immediately followed World War II witnessed the political independence of most of the so-called Third World from colonization and the birth of the United Nations, marking the formal beginning of development and directed social change to facilitate it. The role of communication in development (devcom) has evolved according to the overarching goals of the development programs and theories during each historical period since then. The process of modernization, in which devcom was initially nurtured, was influenced by quantitative and empirical social sciences theory, philosophy, and methodology; in particular, it had a strong economics orientation. It has been one of the most powerful paradigms in development study and practice to originate after World War II, with enormous economic, social, and cultural consequences. Concepts and theories that articulated the development of Western Europe and North America were used by sociologists, economists, political scientists, anthropologists, and others to generate development models for countries in Asia, Africa, Latin America, and the Caribbean. Mass media were accorded a central position in the modernization paradigm. The use of media for transmission of information and for persuasion, derived from World War II–related psychological warfare research in the United States, were transferred to areas such as extension education, instruction, agricultural, and health extension in development. By the 1970s, the concept of development and change expanded to include many more types of social change guided by different theories, disciplinary influences, geographical considerations, and methodologies. Change now included a widely participatory process of social change in a society and included social and cultural aspects besides the economic. While the participatory mode of communication for development programs and activities was a welcome addition to the devcom toolbox, the definitions of participation reflected a wide variety of approaches. In many contexts, the level of participation required by the people was low and perfunctory. Toward the end of the 1980s, the concept and practice of empowerment expanded upon the earlier objective of participation in development communication models and practice. Broadly, empowerment is a process by which individuals, organizations, and communities gain control and mastery over their social and economic conditions. The concept and practice of empowerment posed a challenge to the identity and practice of development communication. It changed the way communication was conceptualized earlier and used in development and change work. At present, social justice within the processes of development and social change has gained traction and urgency. In the last 40 years, there has been a steep increase in income inequality and individual opportunity globally. Millions of people are still exposed to life-threatening diseases, malnutrition, hunger, and other debilitating conditions, and have very limited access to basic resources, such as education and healthcare. What are the progressive alternatives to the neoliberal model of directed change? What should be the place and role of devcom in alternative approaches? These concerns are addressed by anchoring ideas within a critical theory of social change for social justice.

Cultural fusion is the process of integrating new information and generating new cultural forms. Cultural fusion theory recognizes the world as a churning information environment of cultural legacies, competing and complementing one another, forming novel cultural expressions in all aspects of life, including music, cuisine, pedagogy, legal systems, governance, economic behavior, spirituality, healthcare, norms of personal and interpersonal style, family structures, and so forth. This is a process of pan-evolution, involving countless channels, not merely two cultures coming together to form a third, hybrid culture. During this process the traditional pace and form of change is itself changing. Cultures are also transformed as a result of the churning process of an emergent global semantic field generated by countless networked exchanges.
Central to many definitions of the term “cultural imperialism” is the idea of the culture of one powerful civilization, country, or institution having great unreciprocated influence on that of another, less powerful, entity to a degree that one may speak of a measure of cultural “domination.” Cultural imperialism has sometimes been described as a theory, especially where scholars build a case that the cultural influence of the stronger entity has had a pervasive, pernicious impact on the weaker. The term evolved from 1960s neo-Marxist discourses within cultural, media, and postcolonial studies that contextualized the post–World War II “independence” wave of new nations emerging from colonial servitude. It was propelled by the writings of nationalist revolutionaries, revolutionary theorists, and their sympathizers of the 1950s and 1960s, but it has sweeping relevance across human history. The foremost western theorist of cultural imperialism in the West was Herbert Schiller. The concept was adopted and endorsed in the 1970s by both UNESCO and the Non-Aligned Movement. Following Oliver Boyd-Barrett, the concept may denote a field of study embracing all relationships between phenomena defined as “cultural” and as “imperialism.” These encompass cultural changes that are (1) enforced on a weaker entity and (2) occur within both stronger and weaker entities through contact, contest, and resistance, including (3) assimilation of social practices encountered by the stronger in the weaker entity, and (4) original hybrids manifesting cultural traces of both stronger and weaker entities. The concepts of cultural and media imperialism were much critiqued during the 1980s and 1990s, and many scholars preferred alternative concepts such as globalization and cultural globalization to analyze issues of intercultural contact, whether asymmetrical or otherwise. John Tomlinson critiqued the concept, identified four different discourses of cultural imperialism, and argued in favor of its substitution with the term “globalization.” Mirrlees has placed Tomlinson’s work in context by describing the dialectical—parallel but mutually aware—development of both a cultural imperialism and a cultural globalization paradigm. Both are influential in the 21st century. “Imperialism” commonly references relations of conquest, dominance, and hegemony between civilizations, nations, and communities. “Cultural imperialism” relates primarily to the cultural manifestations of such relations. Culture and empire relate in many different ways, fueling different theories that often play on dichotomous discourses, including territorial/non-territorial, totalistic/partial, benign/malign, ephemeral/perpetual, superficial/essential, voluntary/involuntary, intended/unintended, welcome/unwelcome, forceful/peaceful, noticed/unnoticed, linear/interactive, homogeneous/heterogeneous, and acceded/resisted. The concept has affinities with hegemony, the idea that stability in conditions of social inequality is achieved not mainly by force but by securing the consent of the masses (starting with co-option of their indigenous leaders)—through persuasion and propaganda—to the elite’s view of the world. This process is commensurate with forms of democracy that provide the appearance but not the reality of choice and control. Fissures within the ranks of the elites and within the masses create spaces for resistance and change. Culture encompasses the totality of social practices of a given community. Social practices are manifest within social institutions such as family, education, healthcare, worship, labor, recreation, language, communication, and decision-making, as well as their corresponding domains. Any of these can undergo change following a society’s encounter with exogenous influences—most dramatically so when stronger powers impose changes through top-down strategies of command and influence. Analysis of cultural imperialism often incorporates notions of media imperialism with reference to (1) print, electronic, and digital media—their industrialization, production, distribution, content, and capital accumulation; (2) cultural meanings that media evoke among receivers and audience cultures; (3) audience and media interactions in representations of topics, people, and ideas; and (4) relationships between media corporations and other centers of power in the reproduction and shaping of social systems. Media are logically subsumed as important components of cultural imperialism. Yet the significance of media can be understated. The concept of mediatization denotes that “knowledge” of social practices draws heavily on media representations. Social practices that are experienced as direct may themselves be formed through exposure to media representations or performed for media. Discourses of cultural imperialism speak to major current controversies, including: cultural suppression and genocide; ideas of “globalization”; influential economic models of “capitalism” and “neoliberalism”; ideologies that are embedded in the global spread of concepts such as “modern,” “progressive,” “growth,” “development,” “consumerism,” “free market,” “freedom,” “democracy,” “social Darwinism” and “soft power”; cultural specificity of criteria and procedures for establishing “truth”; instrumentalization for the purposes of cultural conquest of academic disciplines such as psychoanalysis, economics, social anthropology, or marketing, or environmental crises, especially as linked to western ideologies that underwrite humanity’s “right” to dominate nature.

Amid the large scale inequalities in health outcomes witnessed globally, communication plays a key role in reifying and in offering transformative spaces for challenging these inequities. Communicative processes are integral to the globalization of capital, constituting the economic conditions globally that fundamentally threaten human health and wellbeing. The dominant approach to global health communication, situated within the global capitalist logics of privatization and profiteering, deploys a culturally targeted and culturally sensitive framework for addressing individual behavior. The privatization of health as a commodity creates new market opportunities for global capital. The extraction of raw materials, exploitation of labor, and the reproduction of commoditization emerge on the global arena as the sites for reproducing and circulating health vulnerabilities. By contrast, the culture-centered approach to global health foregrounds the co-creative work of building communicative infrastructures that emerge as sites for resisting the neoliberal transformation of health care. Through processes of grassroots democratic participation and ownership over communicative resources, culture-centered interventions create anchors for community-level interventions that seek to transform unhealthy structures. A wide array of social movements, activist interventions, and advocacy projects emerging from the global margins re-interpret the fundamental meanings of health to create alternative structures for imagining health.

Humanitarian journalism can be defined, very broadly, as the production of factual accounts about crises and issues that affect human welfare. This can be broken down into two broad approaches: “traditional” reporting about humanitarian crises and issues, and advocacy journalism that aims to improve humanitarian outcomes. In practice, there is overlap between the two approaches. Mainstream journalists have long helped to raise awareness and funds for humanitarian crises, as well as provide early emergency warnings and monitor the treatment of citizens. Meanwhile, aid agencies and humanitarian campaigners frequently subsidize or directly provide journalistic content. There is a large research literature on humanitarian journalism. The most common focus of this research is the content of international reporting about humanitarian crises. These studies show that a small number of “high-profile” crises take up the vast majority of news coverage, leaving others marginalized and hidden. The quantity of coverage is not strongly correlated to the severity of a crisis or the number of people affected but, rather, its geopolitical significance and cultural proximity to the audience. Humanitarian journalism also tends to highlight international rescue efforts, fails to provide context about the causes of a crisis, and operates to erase the agency of local response teams and victims. Communication theorists have argued that this reporting prevents an empathetic and equal encounter between the audience and those affected by distant suffering. However, there are few empirical studies of the mechanisms through which news content influences audiences or policymakers. There are also very few production studies of the news organizations and journalists who produce humanitarian journalism. The research that does exist focuses heavily on news organizations based in the Global North/West.

Michael Hardt and Antonio Negri are among the most powerful theorists of communication and social change under present-day global capitalism. In their Empire trilogy and other individual and collaborative works, Hardt and Negri argue for the fundamentally communicative nature of contemporary power. Their analyses demonstrate the ways that media technology, global flows of finance capital, and the contemporary shift to economies based on information and affective or emotional labor create new, more complex networks of oppression and new possibilities for more democratic social change. Hardt and Negri’s work, therefore, shifts the focus of critical communication and cultural theory from attaining or challenging political power within the nation-state and invites scholars to rethink sovereignty as empire: an interconnected global phenomenon appertaining to capitalism in the late 20th and early 21st centuries. They furthermore reimagine dissent as a constitutive process of resistance and mutual aid through which the multitude simultaneously withdraws from empire and composes itself through the social communication of struggles across time and space. Hardt and Negri’s work has been taken up in communication studies to theorize the materiality of communication; the labor performed in cognitive, communication, and service industries; contemporary media audiences and reception; and historical and contemporary social movements, from the Industrial Workers of the World to the Arab Spring and Occupy Wall Street.
Non-governmental organizations (NGOs) are not-for-profit groups, which are independent of commercial businesses and government agencies. They claim to serve various notions of the public good, including advocacy and service delivery. So the definition of an “NGO” is broad, including many different kinds of organizations, such as aid agencies, human rights, indigenous, feminist and environmental lobby groups. Throughout the 19th and early 20th century, the predecessors of NGOs—pressure groups—tried to advance their cause by cultivating close relations with the mainstream press, and/or publishing their own periodicals. But from the late 20th century onward, many NGOs started routinely producing their own news content, including written text but also photojournalism, video, and sophisticated interactive projects. Some of this material is disseminated through “alternative” outlets, social media and activist hubs. But it is difficult for NGOs to gain a mass audience in these ways, so most major NGOs recruit or commission experienced journalists to carry out this work for them. Much of the research in this area has focused on either journalists’ increased dependence on NGOs, or on the restructuring of NGOs’ resources, priorities and working cultures in accordance with news norms. Most scholars have also focused on the work of international aid agencies and/or human rights organizations, as well as particular kinds of crises, such as famines, hurricanes and conflicts. The extant literature is heavily weighted toward organizations which are based in North America or Europe. However, a small but growing number of scholars are challenging this, exploring the news work of other NGOs and/or news outlets, in other countries, and during other kinds of news-making periods, including conferences, summits and “quiet” news weeks. These more diverse approaches to studying NGOs as news organizations have led to the theorization of NGO journalism becoming more nuanced. Researchers have shifted away from polarized, and somewhat over-generalized, assessments of the effects of NGO news-making, toward a greater awareness of complexity and heterogeneity. This has involved them using theory about organizations, institutions, fields and moral economies. However, the kinds of power which NGO workers are able to acquire by becoming news reporters is still under-theorized, and scholars still tend to avoid examining the frameworks they use as a basis for normative evaluation. Finally, changing media practices (including social media practices) and NGOs’ adoption of new communication technology (including satellite and drone imagery) means that this area of news work is still evolving very rapidly.
In Western Europe, the notion of public service in the media was originally associated with traditional public-service broadcasters. However, since the 1990s, the general idea of public-service broadcasting and the continuing need for it in a digitized, content-abundant environment have been questioned. In particular, public-service broadcasters’ online activities have triggered controversial discussions and policy responses, not least because of direct competition with online services of the private media. At the same time, discussions have emerged about the meaning of public service and attendant concepts such as public value, challenging the hitherto commonly accepted attachment of the concept to a specific technology (broadcasting) and a specific—publicly procured and financed—organizational setting. In response to this and backed by politics, public-service broadcasters have reinvented themselves as public-service media. They have expanded their remit beyond television and radio into multimedia realms such as the Internet and, in addition to this, have started devoting new attention to the general public as their prime target of accountability—thus opposed to the original exclusive accountability to politics. Such accountability has been pursued, among other things, through direct cooperation with the public or other ways of connecting with it, for example, through personalization efforts and participatory formats. Although the public has rhetorically become the prime target of accountability, there is little discussion or acknowledgement of the actual perceptions that the public has about the general idea of public service and how public-service broadcasters accomplish this task. With few exceptions, studies continue the dominant paradigm of audience research, which construes the public almost exclusively as consumers.
For millennia, the idea that rituals create a shared and conventional world of human sociality has been commonplace. From common rites of passage that exist around the world in various forms (weddings, funerals, coming-of-age ceremonies) to patterned actions that seem familiar only to members of the in-group (secret initiations, organizational routines), the voluntary performance of ritual encourages people to participate and engage meaningfully in different spheres of society. While attention to the concept was originally the purview of anthropology, sociology, and history, many other academic disciplines have since turned to ritual as a “window” on the cultural dynamics by which people make and remake their worlds. In terms of journalism studies in particular, the concept of ritual has been harnessed by scholars looking to understand the symbolic power of media to direct public attention, define issues and groups, and cause social cohesion or dissolution. Media rituals performed in and through news coverage indicate social norms, common and conflicting values, and different ways of being “in the world.” The idea of ritual in journalism is accordingly related to discussions around the societal power of journalism as an institution, the ceremonial aspects of news coverage (especially around elite persons and extraordinary “media events”), and the different techniques journalists use to “make the news” and “construct reality.” Journalism does more than merely cover events or chronicle history—it provides a mediated space for audiences and publics that both allows and extends rituals that can unite, challenge, and affect society.

Whether understood as a set of procedures, statements, or institutions, the scope and character of science has changed through time and area of investigation. The prominent current definition of science as systematic efforts to understand the world on the basis of empirical evidence entails several characteristics, each of which has been deeply investigated by multidisciplinary scholars in science studies. The aptness of these characteristics as defining elements of science has been examined both in terms of their sufficiency as normative ideals and with regard to their fit as empirical descriptors of the actual practices of science. These putative characteristics include a set of commitments to (1) the goal of developing maximally general, empirically based explanations certified through falsification procedures, predictive power, and/or fruitfulness and application, (2) meta-methodologies of hypothesis testing and quantification, and (3) relational norms including communalism, universalism, disinterestedness, organized skepticism, and originality. The scope of scientific practice has been most frequently identified with experimentation, observation, and modeling. However, data mining has recently been added to the scientific repertoire, and genres of communication and argumentation have always been an unrecognized but necessary component of scientific practices. The institutional home of science has also changed through time. The dominant model of the past three centuries has housed science predominantly in universities. However, science is arguably moving toward a “post-academic” era.
