Indigenous languages are at the verge of extinction. For many indigenous communities, saving their languages means protecting one of the last-standing symbols of their cultural identity, a symbol that has survived a history of colonization and that can impact their well-being. If indigenous languages are to survive, language revitalization strategies need to be adopted by indigenous communities and governments. One such strategy is language revitalization planning, where communities and governments are actively engaged in changing the way group members use language. Language revitalization plans are often derived from two theoretical stands, either language reversal theory (which adopts a language-autonomy perspective) or language vitality (which focuses on the factors that favor a linguistic group’s survival). Language revitalization strategies also involve some form of bilingual education. Bilingual education in indigenous communities allows indigenous children to learn, and hence to gain competency in, both their indigenous language and the mainstream language. Strong forms of bilingualism, as opposed to weak forms of bilingualism, have great potential for nourishing competency in indigenous languages, because they give equal value to the indigenous language and the mainstream language. Language revitalization strategies also need to consider the collective functions of language, or how groups use their language. Language can be used by groups as a vehicle for cultural knowledge, as a symbol of identity, and as a tool for communicating in formal and informal settings. Strengthening the collective function of indigenous languages is essential to their survival. In the case of indigenous people, every single step taken to revitalize their languages (language planning, bilingual education, and the collective functions of language) is an affirmation of their continuous existence in the world, upholding their distinctiveness from colonizers. This “collective existential affirmation” of indigenous people may very well be the drive needed to achieve language revival.

Colonization and decolonization continue to be debated both in terms of their meaning and their efficacy in Communication Studies scholarship and across related fields of inquiry. Colonization is part of ongoing processes of subjugation that are linked to other forms of oppression including labor, occupation, and resource extraction. Inquiries about processes of colonization also involve examining corresponding efforts in decolonization processes. Decolonization entails an effort to critically reflect on colonialism and its impact upon colonized people and environments, it involves processes entangled with issues of sovereignty, self-determination, and territory, and so on. Indigenous Studies scholarship helps to foreground Indigeneity as a place from which broader inquiries on colonization and decolonization may be launched. The legitimacy of colonialism and its communicative dimensions has been a concern for scholars. Within the field of Communication, it notes particular contexts of colonization inquiry that overlap across topics and various areas of the discipline. Research on colonialism and its influence spans throughout rhetorical theory and critical/cultural studies to organizational communication and global communication. This scholarship has employed expansive methodologies from applied research to theoretical work and considered a wide range of issues from domestic, international, and transnational perspectives. The study of these powerful structures in rhetoric draws on interdisciplinary fields and raises challenges to intellectual traditions of the West, which have maintained the rhetoric canon. Rhetorical scholars call for the need to examine artifacts that exist at the “margins” and “outside” the imperial centers. They have theorized methods of rhetorical analysis that attend to the colonial and decolonial elements of discourse, power, and identity.
Pacific media are viewed here as the media of the Pacific region, an area that covers vast cultural, economic, and geographic differences. Like the region, Pacific media are diverse, ranging from large media systems in the bigger island groups to little more than government-produced newsletters in smaller island states. Pacific media face unique challenges, with their small yet diverse and often scattered audiences, which, inevitably, influence both their media practices and content. Like all media, they also face the contemporary challenges of rapid technological change and shifts in audience tastes. There has been relatively little research on Pacific media (at least compared with media elsewhere), but what there is demonstrates a range of media systems, where radio is important and web and social media are growing in influence. Checks on media freedom have been an issue in some Pacific states, as has the influence of foreign ownership and content. Cultural norms around community and social obligation appear to be influential in shaping both the structure of some Pacific media (which are notable for their commercial/community hybridity) and a close relationship with their audiences. In terms of academic scholarship, there is a need for more empirical research to build on earlier works—to fill gaps in understanding about Pacific audiences and their evolving transnational media practices, and the mediascapes of underexplored island states, and to map contemporary media practices in the face of rapid change. There is also a need for more research that can build local theory about Pacific media, particularly research by Pacific researchers that is grounded in Indigenous Pacific perspectives.

The Positive Deviance (PD) approach is based on the premise that every community has individuals or groups whose uncommon behaviors and strategies enable them to find better solutions to problems than their peers although everyone has access to the same resources and challenges. In contrast to traditional problem-solving approaches that begin with an expert-driven analysis of “what is not working” with people—their explicit needs, deficits, problems, and risks—followed by attempts to plug those gaps, the PD approach focuses on identifying “what is working.” PD offers a systematic framework to identify assets, indigenous knowledge, and home-grown solutions, and to amplify them for wider adoption. The PD approach was operationalized and systematized in the early 1990s in Vietnam to address malnutrition. At the time, 65% of children under five were malnourished. Instead of looking for the causes and applying best practices, PD pioneers looked for children from very poor families who were well-nourished. Through community-led efforts, they determined the existence of positive deviants, identified their behaviors and strategies, and amplified them. The process was replicated across 14 villages—each identifying its own batch of local practices—and malnutrition decreased by 85%. These actions led to PD as we know it today in the form of the “6 Ds”: Define, Determine, Discover, Design, Discern, and Disseminate. PD has been used widely to address a large number of intractable social problems—many of them dealing with health and risk: reducing endemic malnutrition, decreasing neonatal and maternal mortality, reducing goiter and diseases of micronutrient deficiency, boosting organ transplantation rates and cancer screenings, increasing mental well-being and psychological resilience, preventing and controlling malaria and Chagas, and reducing hospital-acquired infections in healthcare. From 2004 to 2008, six U.S. hospitals pioneered the use of PD to address the growing incidence of infections caused by the antibiotic resistant bacteria Methicillin-resistant Staphylococcus aureus (MRSA). PD was used to identify and amplify evidence-based infection prevention practices. Pilot outcomes included a 73% average reduction in healthcare-associated MRSA infections units and a subsequent decrease of between 33 and 84% at the different hospitals. The PD approach to problem-solving holds important implications for public health scholars and practitioners, risk communicators, and message designers. The cases of Vietnam and one of the pilot hospitals are used to illustrate the ways that through language- and action-based strategies PD challenges traditional risk and health messaging, proposing instead an asset-based, participatory, and sustainable framework.
The six-month-long occupation of the historic city center of Oaxaca, Mexico, in 2006 became one of the first social uprisings to be thoroughly intermeshed with the creation of old and new media. Graffiti, performance protest, and independent radio proliferated and found its way into the many digitally recorded activist videos shown in community centers, on occupied television, distributed on DVD, and streamed on the Internet. Such media activism attests to continuities and discontinuities with what has been known as “New Latin American Cinema,” that is, the militant and social realist films made in analogue formats that were gaining world attention in the 1960s and 1970s. Oaxaca’s media activism also signals links among diverse leftist social movements and community and collaborative video in indigenous languages from throughout Latin America and beyond. Often called “indigenous video,” these works, like the New Latin American Cinema, have also spawned diverse scholarly interpretations. Although the Mexican student brigades and Super 8 video movement are not usually included in the critical scholarship on New Latin American Cinema, they, too, constitute important precursors for Oaxaca’s media activism and for collaborative and community media in the region. How to understand media militancy and anticolonial struggle, in turn, has changed. These changes reflect technological shifts from analogue film to digital video and the growing impact of indigenous social movements on the political left. Audiovisual militancy has shifted from the denunciation of U.S. neoimperialism and a Marxist-Leninist vision of revolution to broader, more open-ended, antiauthoritarian alliances among filmmakers, anarchists, feminists, indigenous organizations, and diverse other social movements that embrace decolonization. In contrast with anticolonial struggles, decolonization does not necessarily seek to oust a colonizing military force but aims to change colonial relations and their postcolonial aftermath under settler colonial conditions through prefigurative politics.

Alternative organizational culture is an evocative yet ambiguous term. In disciplines like communication, sociology, anthropology, management, economics, and political science, the term leads us not only to consider existing models and cases of organizing differently from the norm but also to imagine paths and possibilities yet to be realized. The ambiguity and referents of the term are important to probe. The term and its associations should be understood historically as well as culturally. Alternative organizational culture also implies certain dialectics, leading to questions about both principles and applications.
