The aim of internationalization for Japan during the early postwar period, still emerging from being an ODA (Official Development Assistance) recipient nation, was to promote student exchanges and mutual understanding across nations. Japan then successfully shifted its role to that of an ODA provider in the 1970s, engaging as a responsible citizen in the international community. However, the nation’s competitive edge has slipped with a long-stagnating economy from the mid-1990s onward, the national target has shifted from the ODA provider role towards desperate attempts to regain the lost edge through public investment in research and development as well as promoting internationalization of the nation.
As the notions of world-class universities and global university rankings have prevailed worldwide over the last decade or so, the recent policies established by the Japanese government in response to an increasingly competitive and globalizing environment of higher education have transformed to leveraging domestic universities to compete for placement in the global university rankings. Balancing the reputation demonstrated in the global university rankings and generated inequalities in the service and quality of education provided among these institutions seems to be critically lacking in the current debate and hasty movement toward internationalization by the Japanese government. These hastily made policies do have some strong potential to build Japan’s universities into stronger institutions for learning, research, and producing globally competitive graduates. However, thorough long-range planning, keen insight into the overall impact of the policies, and clear long-term goals will be critical in attaining success.
In Japan, various styles of Lesson Study (LS) have been born over 140 years. The first issue is what should be the focus of observation in the live lesson. There are two trends with regard to the target of observation. One is teacher- and lesson-plan-centered observation since the Meiji era (1870s), and the other is child-centered observation since the Taisho era (1910s). The former is closely related to administrative-led teacher training. The latter is more complex and can be further divided into five types. The second issue is which activities are given priority in the LS processes: observation of the live lesson itself, preparation before the lesson, or reflection after the lesson. Furthermore, each activity can be designed as a personal or a collaborative process. Thus, there are roughly six types of LS in Japan related to this issue. Which type is adopted depends on the period, lesson-study frequency, and school type. In addition, it is noteworthy that the type of LS implemented is closely related to which of demonstration teacher or observers are regarded as the central learners. The third issue is whether to regard LS as scientific research or as literary research. Teachers and researchers in 1960s Japan had strong interest in making lessons and lesson studies more scientific. On the other hand, as teachers attempt to become more scientific, they cannot but deny their daily practice: making improvised decisions on complicated situations without objective evidence.
Although lesson studies have been revised in various forms and permutations over the last 140, formalization and ceremonialization of lesson studies has become such that many find lesson studies increasingly meaningless and burdensome. What has become clear through the discussions on the three issues, the factors that impede teacher learning in LS are summarized in the following four points; the bureaucracy controlled technical expert model, exclusion of things that are not considered scientific, the view of the individualistic learning model, and the school culture of totalitarian products.
To overcome obstruction of teachers’ education in LS and the school crisis around the 1980s, the “innovative LS Cases” has begun in the 1990s. The innovative LS aims not for as many teachers as possible but for every teacher to learn at high quality. In the innovative LS Case, what teachers are trying to learn through methods of new LS is more important than methods of new LS itself. Although paradoxical, in order to assist every single teacher to engage in high quality learning inside school, LS is inadequate. It is essential that LS address not only how to actualize every single teacher to learn with high quality in LS but also through LS how to improve collegiality which enhances daily informal collaborative learning in teachers room. Furthermore, LS cannot be established as LS alone, and the school reform for designing a professional learning community is indispensable. Finally, the concept of “the lesson study of lesson study (LSLS)” for sustainable teacher professional development is proposed through organizing another professional learning communities among managers and researchers.

STEM education in schools has become the subject of energetic promotion by universities and policymakers. The mythical narrative of STEM in crisis has driven policy to promote STEM education throughout the world in order to meet the challenges of future workforce demands alongside an obsession with high-stakes testing for national and international comparisons as a proxy for education quality. Unidisciplinary emphases in the curriculum have failed to deliver on the goal to attract more students to pursue STEM courses and careers or to develop sophisticated STEM literacies. A radical shift in the curriculum toward integrated STEM education through multidisciplinary/ interdisciplinary/ transdisciplinary projects is required to meet future challenges. Project-based activities that engage students in solving real-world problems requiring multiple perspectives and skills that are authentically assessed by autonomous professional teachers are needed. Governments and non-government sponsors should support curriculum development with teachers, and their continuing professional development in this process. Integrating STEM with creative expression from the arts shows promise at engaging students and developing their STEM literacies. Research into the efficacy of such projects is necessary to inform authorities and teachers of possibilities for future developments. Foci for further research also are identified.

Just as the factory assembly line replaced the farmer’s plow as the symbol of economic productivity at the beginning of the 19th century, so the computer and its software have replaced the assembly line at the beginning of the 21st century. In the United States, and in countries around the world, STEM (Science, Technology, Engineering and Mathematics) education has moved front and center in national discussions of both productivity and social justice. This article will include (a) a review of how the world of work has changed, with a special focus on the history and impact of digital technology since ca. 1970; (b) lessons from research about K-12 education—elementary, middle school, and secondary education—and about higher education; and (c) research about how to increase access to education, and facilitate achievement, for those who traditionally have been under-represented in STEM education. Rigorous research has demonstrated how psychological and sociological factors (e.g., self-concepts, instructor expectations, and social support) often make the difference between student success and failure. To fully contextualize consideration of STEM education, many advocate broadening STEM to STEAM by including the arts, or the arts and humanities, in building educational programs.
In today’s world a young person who wishes to secure a better life for himself or herself would be well advised to study STEM. Furthermore, a nation that wishes to advance economically, while reducing the gap between the have’s and the have-not’s, should strengthen its STEM education infrastructure.

After over 30 years of a market model for the provision of educational services in Chile, the expansion of private providers financed through state vouchers, a decrease in public school enrollments, and a highly segregated educational system with unequal learning opportunities sparked in 2006 a social movement demanding changes to the model. In this article we discuss three structural reforms implemented between the years of 2008 and 2016 aiming to increase educational quality, reverse declining enrollments in public schools, the inequitable distribution of learning opportunities, and school segregation. The Preferential School Subsidy Law, passed in 2008, acknowledges that students who are growing up under conditions of social exclusion require extra support, thus in addition to the regular voucher a subsidy is provided to vulnerable students. The Law for School Inclusion, approved in May 2015, involves four main components: expansion of state subsidies, elimination of parental co-payment, elimination of for-profit voucher schools, and elimination of school practices to select students. The National System for Teachers’ Professional Development Law, approved in 2016, addresses improvements in teachers’ working conditions as well as more rigorous requirements for university-based initial teacher preparation programs. After presenting the antecedents and key provisions of each law, we analyze their potential impacts and the risk factors that may attenuate them. Three main areas of risks are addressed: externalities, institutional capacities at various levels of the system, and changes in the economic and political support needed for long-term sustainability.
Influenced by Piagetian and Vygotskian research, science educators in the 1970s started to pay attention to students’ ideas in science. They discovered that students had deeply held beliefs that were in conflict with scientific concepts and theories. In addition to misconceptions, other terms such as preconceptions, alternative frameworks, and intuitive beliefs or theories have been used to characterize these ideas. One of the first interpretations of misconceptions is that they are faulty intuitive theories, which must be replaced by the scientifically correct ones. Another dominant interpretation is that they represent category errors—concepts assigned to the wrong ontological category. Both of these views proposed that refutation and cognitive conflict are instructional strategies that can be used to extinguish misconceptions. A different approach to misconceptions is expressed by researchers who argue that misconceptions have their roots in productive knowledge elements. According to this view, misconceptions are productive in some contexts but not appropriate in others and in these latter cases more carefully articulated scientific knowledge is necessary. Yet other researchers argue that misconceptions are often hybrids—constructive attempts on the part of the students to synthesize scientific information with intuitive beliefs and theories. Recent research has shown that misconceptions are not supplanted by scientific theories but coexist with them even in expert scientists. As a result, attention in science instruction has shifted from attempts to extinguish misconceptions to attempts to strengthen students’ epistemic knowledge, and their model building, hypothesis testing, and reasoning skills. Cognitive conflict and refutation continue to be important instructional strategies not for extinguishing misconceptions but for creating awareness in students that their beliefs are not accurate from a scientific point of view. Overall, the discovery of misconceptions has had a tremendous influence in science education research and teaching because it demonstrated that students are active and creative participants in the learning process and that their ideas and understandings need to be taken into account in instruction.
Subjective well-being (SWB) emphasizes individuals’ emotional evaluation and cognitive appraisal of life quality, taking life satisfaction (LS) (both general and specific), positive affect (PA), and negative affect (NA) into consideration. Traditionally, SWB research has been conducted on adults; that on adolescents and young students has been limited. Moreover, SWB has generally been explored as an outcome variable related to people’s learning, work, relationships, and health. However, SWB should be considered a dynamic and agentic system that may promote an individual’s self-development as well as social development. Among student populations, SWB has been proven to affect academic achievement, health, and developmental variables such as personality, life quality, school engagement, and career development.
Schools and higher educational environments are not only places in which young people acquire academic knowledge and capacities; they are also places in which students connect with others, develop their personalities, experience all facets of society, and construct their life meaning, sense of self-esteem, and career identity. Furthermore, from a developmental and constructive perspective, some empirical evidence supported the idea that SWB may be a pivotal variable affecting student development.
Nevertheless, whether SWB can benefit development among young students is controversial, as is whether SWB is a predictor of individual development or a developmental outcome. Therefore, in examining the research beyond the relationship between SWB and health or academic achievement, studies on the contribution of SWB to student development must be reviewed.

Establishing a balance between the demands of the productive sectors and other societal spheres is one of the greatest challenges in the area of sustainability. Education for Sustainability (EfS) can help educational institutions (EIs), especially technical schools, to overcome this challenge. Therefore, it is important to explore how the theme of EfS is currently being addressed in technical education. Sustainability permeates discussions about technical education, yet it is not yet central to the education process. The integration of aspects of sustainability in education require the restructuring of didactic arrangements. In this vein, experiential learning theory (ELT) can help EIs to improve EfS. ELT is one of the most effective ways to promote positive change in individuals and organizations.
The sustainability concept was introduced as a result of growing public concern about the degradation of the natural environment. Environmental movements resulted in the Brundtland report, as the general quest for combining economic development and environmental protection in favor of next generations. Within the sustainability concept, four interrelated pillars are considered important, namely, economic, environmental, social, and cultural. The upper goal of the sustainability approach is the management of natural resources in a way that contributes to human well-being. Within this framework, individuals meet their needs with respect to the quality of the environment. In order to achieve this goal, the role of education is crucial. Several declarations were developed on stressing the importance of education to increase awareness for sustainable development. The sustainable development movement advocated a shift toward more holistic educational processes where, in addition to basic sciences, individuals would be educated to adopt attitudes, beliefs, and behaviors compatible with the principles of sustainability. Within this context, educational organizations, such as universities, are to enhance students’ perceptions toward sustainable development by adopting learning programs and courses that will help individuals to recognize that their consumption habits, as reflected in their own actions, affect their current and future economic and environmental impacts.

The educational environment of the 21st century is complex and dynamic, placing demands on school leaderships that are both considerable and constant. Societal challenges such as school shootings, drugs, alcohol, and other problems are more frequently finding their way into U.S. classroom settings, which only further complicates the role of the superintendent. At times, superintendents may believe U.S. public schools are under attack, especially given prevailing political forces driving the marketization and privatization of schools. The elements connected to the sustainment and sustainability of superintendents, especially superintendent turnover, as a result of the following pressures are defined: school safety and security, social media, less parental involvement, and increased federal influence; continued divestment in public education and declining student enrollment; and pressure to perform by public school administrators. Superintendent departure research further considers: factors contributing to longevity and the cost of turnover; differences between superintendents and board members; reasons superintendents leave; stakeholder expectations and political pressures; increased accountability; and differences in expectations between the board and superintendent. Sustainable leadership is required between the superintendent and the board. Teamwork leads to greater effectiveness.
Overall, the result of increased competition and dwindling levels of federal and state school funding very often means superintendents face complicated choices and difficult dilemmas—particularly relating to the allocation of scarce financial resources. For instance, school leaders nationwide are frequently forced to balance the tension existing between academic and non-academic programs, in a time when funding is woefully insufficient. Superintendents must often forgo hiring additional teachers, or purchasing required classroom support materials, and forgo school facility repairs, in order to enhance school safety and security. The increased accountability for school performance also weighs heavily on administrators, faculty, and staff, and especially the superintendent. Such pressures increase the level of superintendent turnover.

Systemic functional linguistics (SFL), a meaning-based theory of language, has been used throughout the world as a discourse analytic approach and, more recently, as a framework for implementing pedagogy in the classroom. SFL has much to offer teachers as a pedagogical approach. The integration of SFL into teacher education and continuing professional learning has been shown to have a positive impact on developing teachers’ knowledge about language, their ability to instruct students by focusing on language and literacy development, and their focus on critical components of language for diverse learners. SFL theory does not provide teacher educators with a developed curriculum for implementation; therefore, the ways in which it has been used across teacher education have varied depending on teachers’ level of instruction (elementary, secondary, or tertiary), familiarity with SFL concepts, and preservice or in-service status. There is no “one-size-fits-all” approach to SFL inclusion in teacher education, but some principles derived from SFL in teacher education literature may enable teacher educators to consider how this theory of language and pedagogical framework can be used in teacher education programs.

Although educational objectives have been around for some time, the arrangement of objectives into a taxonomic structure is a more recent phenomenon. The first discussions of the importance of developing one or more taxonomies of educational objectives took place in the late 1940s. Since that time, taxonomies of educational objectives have been developed in three domains: cognitive, affective, and psychomotor. Numerous taxonomies, as many as 20, have been formulated in the cognitive domain.
Taxonomies of objectives have been applied (and misapplied) to curriculum planning. Furthermore, there have been many criticisms of the use of taxonomies of objectives in curriculum planning. Taxonomies of objectives are more useful after larger curricular issues have been addressed (e.g., what’s worth learning? how should time be allocated? what constraints are in placement concerning assessment and evaluation?). One of the more important applications of taxonomies in curriculum planning is in the examination and improvement of curricular alignment.

Teachers matter for many reasons, particularly because they can make a difference in student achievement. Student achievement can help improve school and education quality. Teacher commitment to teaching and its associated aspects are explored, including the characteristics of committed teachers. Committed teachers are characterized by four qualities: having a desire to be good teachers, being more fact purveyors and sources, recognizing and accepting individual worth, and meeting professional responsibilities. Thus, committed teachers need to be prepared, to maintain their commitment, and to improve their performance. Principals can help teachers be committed to teaching, for example, by implementing leadership styles that contribute to their commitment. Education policymakers can make the teaching profession be more appealing by elevating its status, similar to that of doctors, to attract the best candidates.
While countries across the Asia-Pacific region have since the early 2000s been very forthright in acknowledging the international conventions and declarations that promote inclusive education, there still seems to be a substantial gap between policy and school expectations in most educational systems. Many of the less developed countries have adopted the terminology in the Education For All framework and applied this within their own education policies. Thus, country policies promote an “inclusive approach to education” that enable children with disabilities to attend a regular school. Some policies go further and state that this should be with appropriate differentiation and support. Unfortunately, this is where the strength of the shift in education seems to end for many of the Asia-Pacific countries. There appears to be an ongoing lack of understanding that inclusion means that not all students will achieve through the “same old” ways and that outcomes will need to be different. In other words, governments promote inclusion through policy, but at the same time continue to expect schools to help all students to achieve the same curriculum, pedagogy, and assessment as the way to equity.
Countries across the Asia-Pacific region, like elsewhere, vary enormously in their cultural diversity and in their ability to respond to inclusion. Models of teacher education, likewise, will vary and must be focused on what is contextually viable and culturally acceptable within each individual country. Cultural differences, beliefs, values, and understandings associated with inclusion and disability vary enormously across the Asia-Pacific region and are often firmly embedded within historical contexts. These invariably have strong impact on acceptance and in decision-making regarding what constitutes appropriate teacher preparation for working in more inclusive schools. Regardless of context, effective teacher education requires skilled teacher educators who have received full training in regard to inclusion and who are also aware of the needs of classroom teachers when asked to operate an inclusive classroom, within different cultural contexts, and the potential additional strains of large class sizes, and often limited resources. A variety of different models have been applied throughout the Asia-Pacific region to prepare teachers for inclusion with inconsistent outcomes.

Inclusive teacher education (ITE) defines the professional training of preservice teachers to work in learning spaces encompassing students from all circumstances, regardless of race, linguistic background, gender, socioeconomic status, and special education needs (SEN). This preparation includes the content, pedagogy, and formative experiences required for teachers to work in inclusive schools.
To fully understand ITE, it is necessary to examine what is meant by inclusive education (IE). Indeed, it is essential to explore ITE’s definition since scholars and teacher educators have struggled to agree on what is meant by IE. In addition to disagreements about IE’s definition, support for this idea and its implementation may vary due to the cultural, historical, and political differences specific to local contexts. For these reasons, it is necessary to recognize the inclusive policies, practices, and processes that often shape definitions and concepts related to ITE.
Notwithstanding the ambitious meanings of ITE across the globe, researchers, professionals, and policymakers tend to emphasize a vision of teacher preparation for working with students with disabilities (SWD) or SEN. Also, there is no consensus about which particular aspects matter in teacher education programs, primarily based on ideological differences about the core goals of IE. These differences in views and beliefs have resulted in limited understandings and applications of ITE. For instance, a student with an SEN may also come from a family living in poverty, with no access to books in the home, or speak multiple languages, including languages that are not a part of their first (formal) educational experiences. In such circumstances, there is no agreement about whether ITE programs should focus on students’ linguistic, socioeconomic, learning differences, or multiple factors.
We review the research on ITE in various national contexts. We also discuss how scholars have conceptualized the preparation of future teachers and the implications for greater clarity on how teacher preparation can improve IE in an increasingly diverse society.

Exploring the relationships between teacher education, teaching, and student achievement is a complex undertaking for a host of reasons, including the complexity of teaching, the number of different approaches to teacher education, the challenges associated with measuring teacher knowledge and teacher effectiveness, and the multiple mediators that operate in the study of teaching and learning. Teaching expertise requires technical skills that support instruction, theoretical knowledge, codified knowledge that guides professional decision-making, and critical analysis, which, in turn, informs the enlistment of technical skills and the development of codified knowledge. There is little consensus regarding the specific teacher characteristics that consistently lead to student achievement, although one hypothesis that has received considerable attention in the literature is the importance of teacher subject-matter knowledge. One of the challenges to making definitive statements regarding teacher education and its effects on teaching is that there are multiple approaches to teacher training. These approaches differ in terms of the candidates recruited, admission requirements, course content, the duration of training, the roles and extent of field-based experiences, and relationships with schools. Among claims regarding alternative preparation programs (i.e., programs that are not university-based), for which there is emerging support, is that alternative route teacher education programs are attracting a pool of prospective teachers of diverse age and ethnicity. Furthermore, alternatively certified teachers are choosing to teach in urban settings or settings with large numbers of minoritized students. With respect to measuring the effects of teacher education, a number of methods have been deployed including correlational studies investigating, for example, the relationship between the number of reading courses a teacher has taken and student performance on reading assessments, descriptive case studies of educational systems that are identified as successful, syllabus studies, and quasi-experimental studies. The field is developing more sophisticated and comprehensive measures and methods, as well as theoretical constructs to guide the study of teacher education and its effects on teaching and learning. The study of teacher education and its effects on student learning will benefit from the use of multiple methods—for example, large-scale studies complemented by carefully constructed case studies. In addition, this area will benefit from interdisciplinary scholarship by teams that include scholars who have a deep understanding of teaching and learning, adult development, school systems, and economics so that the field can acquire a more coherent and comprehensive understanding of the complexity of becoming a teacher.
Lesson Study is a form of collaborative, classroom-based teacher professional development, and also a form of institutional and local educational system improvement. It originated in Japan and experienced rapid global spread in the 21st century. The deliberate processes of Lesson Study can help overcome specific factors that can form barriers to teacher professional learning—factors such as the complex environment of the classroom and the role of tacit knowledge.

Refugee children and youth encounter challenges in the process of resettlement and as they transition to schools. Their needs and specific situations have to be considered both structurally and at individual levels, and their narratives of transition should not be oversimplified, with resettlement as the end point of challenges. Backgrounding these considerations, teachers can be prepared to understand the vast scope of refugee students’ adaptive experience and its impact on educational practice. Teacher education that is attuned to these needs can be informed by several anchoring principles: recognizing the complex educational and sociocultural challenges refugee students face in schools; actively engaging with both conceptualizing and enacting effective practices within and against public school structures; and participating in ongoing reflection and reconceptualization of the tensions that arise in academic and identity work with refugee youth.

Over the past two decades, teacher education has been increasingly conceptualized as a policy problem in response to what school reformers, policy-makers, and philanthropists have depicted as a global education crisis necessitating national and international solutions. Teach For All (TFAll), an organization that has sought to respond to global achievement disparities by recruiting elite university graduates to teach in underperforming schools has a presence in more than 45 countries and is a key player in education reform worldwide. In enacting its vision of educational change, TFAll has reshaped notions of teaching at the classroom level by positioning teachers as saviors, leaders, and social engineers; reconfigured city school systems through promoting privatization and deregulation; and contributed to the rapid neoliberalization of education internationally by fundamentally altering educational policies and discourses on a global scale.

A litany of literature exists on teacher preparation programs, known as teacher education, and whiteness, which is the historical, systematic, and structural processes that maintain the race-based superiority of white people over people of color. The theoretical frameworks of Critical Race Theory (CRT) and Critical Whiteness Studies (CWS) are used to explore whiteness and teacher education separately; whiteness within teacher education; the impact of teacher education and whiteness on white educators, educators of Color, and their students; and cautions and recommendations for teacher education and whiteness.
Although teacher education and whiteness are situated within the current US sociopolitical context, the historical colonial contexts of other countries may find parallel examples of whiteness. Within this context, the historical purposes behind teacher education and the need for quality teachers in an increasingly diverse student population are identified using transdisciplinary approaches in CRT and CWS to define and describe operations of whiteness in teacher education. Particularly, race education scholars entertain the psychoanalytic, philosophical, and sociological ruminations of race, racism, and white supremacy in society and education to understand more fully how whiteness operates within teacher education. For example, an analysis of psychological attachments found in racial identities, particularly between whiteness and Blackness, helps to fully comprehend racial dynamics between teachers, who are overwhelmingly racially identified as white, and students, who are predominantly racially identified as of Color.
Whiteness in teacher education, left intact, ultimately affects K-12 schooling and students, particularly students of Color, in ways that recycle institutionalized white supremacy in schooling practices. Acknowledging how reinforcing hegemonic whiteness in teacher education ultimately reifies institutional white supremacy in education altogether; implications and cautions as well as recommendations are offered to debunk the hegemonic whiteness that inoculates teacher education.
