Inclusive teacher education (ITE) defines the professional training of preservice teachers to work in learning spaces encompassing students from all circumstances, regardless of race, linguistic background, gender, socioeconomic status, and special education needs (SEN). This preparation includes the content, pedagogy, and formative experiences required for teachers to work in inclusive schools.
To fully understand ITE, it is necessary to examine what is meant by inclusive education (IE). Indeed, it is essential to explore ITE’s definition since scholars and teacher educators have struggled to agree on what is meant by IE. In addition to disagreements about IE’s definition, support for this idea and its implementation may vary due to the cultural, historical, and political differences specific to local contexts. For these reasons, it is necessary to recognize the inclusive policies, practices, and processes that often shape definitions and concepts related to ITE.
Notwithstanding the ambitious meanings of ITE across the globe, researchers, professionals, and policymakers tend to emphasize a vision of teacher preparation for working with students with disabilities (SWD) or SEN. Also, there is no consensus about which particular aspects matter in teacher education programs, primarily based on ideological differences about the core goals of IE. These differences in views and beliefs have resulted in limited understandings and applications of ITE. For instance, a student with an SEN may also come from a family living in poverty, with no access to books in the home, or speak multiple languages, including languages that are not a part of their first (formal) educational experiences. In such circumstances, there is no agreement about whether ITE programs should focus on students’ linguistic, socioeconomic, learning differences, or multiple factors.
We review the research on ITE in various national contexts. We also discuss how scholars have conceptualized the preparation of future teachers and the implications for greater clarity on how teacher preparation can improve IE in an increasingly diverse society.
Lesson Study is a form of collaborative, classroom-based teacher professional development, and also a form of institutional and local educational system improvement. It originated in Japan and experienced rapid global spread in the 21st century. The deliberate processes of Lesson Study can help overcome specific factors that can form barriers to teacher professional learning—factors such as the complex environment of the classroom and the role of tacit knowledge.

Refugee children and youth encounter challenges in the process of resettlement and as they transition to schools. Their needs and specific situations have to be considered both structurally and at individual levels, and their narratives of transition should not be oversimplified, with resettlement as the end point of challenges. Backgrounding these considerations, teachers can be prepared to understand the vast scope of refugee students’ adaptive experience and its impact on educational practice. Teacher education that is attuned to these needs can be informed by several anchoring principles: recognizing the complex educational and sociocultural challenges refugee students face in schools; actively engaging with both conceptualizing and enacting effective practices within and against public school structures; and participating in ongoing reflection and reconceptualization of the tensions that arise in academic and identity work with refugee youth.

Teacher educators in the United States generally agree that teachers must be prepared to teach for cultural and linguistic diversity. In the first two decades of the 21st century, efforts to do so have occupied much of the literature in critical teacher education and have pervaded the institutional practices at many colleges and universities. However, not all approaches to teacher education for cultural and linguistic diversity demonstrate understanding of the role that white supremacy plays in maintaining structures and institutions that limit possibility in the lives of people of color. Even when teacher educators themselves are critically conscious of this role, institutions are often more powerful than individual consciousness. Specifically, because teacher education is located in institutions that are rooted in white supremacist practices, efforts to shift practices toward teacher education for cultural and linguistic diversity are typically swallowed up by the recuperative power of white supremacy. If teacher education is going to be part of building a more just society, it must orient itself explicitly to understanding the role it plays in maintaining white supremacy and then to mounting new efforts that can stand up to its recuperative power.

The 21st-century explosion and decisive impact of digital media on education has highlighted the need for rethinking the required teacher knowledge for guiding students in taking advantage of improved technological affordances. The reformed teacher knowledge, called technological pedagogical content knowledge (TPCK or TPACK), is knowledge reflecting a dynamic equilibrium for the interaction of technology, pedagogy, and content. The intersection of these three knowledge domains reveals four additional subsets: technological pedagogical knowledge, technological content knowledge, pedagogical content knowledge and technological pedagogical content knowledge. The summation of these domains resides within the intellectual, social, and cultural contexts of education, to reveal the knowledge known as TPCK/TPACK. Teacher educators, researchers, and scholars have been and continue to be challenged with identifying appropriate experiences and programs for assessing and developing this teacher knowledge for integrating digital technologies as learning tools in reformed educational environments. Two questions guide this review of the literature surrounding the active, international scholarship and research toward understanding the nature of TPCK/TPACK and guiding the development of teachers’ TPCK/TPACK. The response to the first question describes the nature of this teacher knowledge for the digital age and how it differs from prior descriptions of teachers’ knowledge. The response to the second question explores the research and scholarship unveiling how this knowledge is developed and assessed at the pre-service and in-service teacher levels. From this scholarly work, three distinct views on the nature of TPCK/TPACK are proposed to explain various approaches in how this teacher knowledge is both developed and assessed in pre-service and in-service preparation programs. The integrated, heterogeneous vision recognizes the distinctness of the multiple subsets in the model and calls for specific preparation in each of the domains as key to developing the teacher knowledge for the digital age. The transformative, homogeneous vision considers the knowledge as a whole, composed through the integration of the multiple subset. Through the educational processes, the multiple subsets are rearranged, merged, organized, integrated and assimilated in such a way that none are any longer individually discernible. The third vision, called the distinctive vision, acknowledges the critical nature of the primary domains of pedagogy, content and technology and proposes the value of preparing teachers in each of these distinct domains. Supporting teachers for gaining the TPCK/TPACK-based knowledge, the preparation must respond to changes in content knowledge, pedagogical knowledge, and technological knowledge. These cumulative scholarly efforts provide a launchpad for future research focused on developing teachers’ knowledge for teaching in the digital age.
Teaching self-efficacy refers to the beliefs that teachers hold about their instructional capabilities. According to Bandura’s social cognitive theory, individuals develop a sense of efficacy by attending to four sources of information: mastery experiences (i.e., performance attainments), vicarious experiences (i.e., observing social models), social persuasions (i.e., messages received from others) and physiological and affective states (e.g., stress, fatigue, mood). Personal and contextual factors also play a role in the development of teaching self-efficacy. Understandings of teaching self-efficacy, its sources and its effects, have been limited by poor conceptualizations and methodological shortcomings. Nonetheless, researchers have provided ample evidence that teachers with a high sense of efficacy tend to be more psychologically healthy and effective than teachers who doubt their capabilities.
Artists who teach or teachers who make art? To explore the identity of the artist-teacher in contemporary educational contexts, the ethical differences between the two fields of art and learning need to be considered. Equity is sought between the needs of the learner and the demands of an artist’s practice; a tension exists here because the nurture of the learner and the challenge of art can be in conflict. The dual role of artist and of teacher have to be continually navigated in order to maintain the composite and ever-changing identity of the artist-teacher. The answer to the question of how to teach art comes through investigating attitudes to knowledge in terms of the hermeneutical discourses of “reproduction” and “production” as a means to understand developments in pedagogy for art education since the Renaissance. An understanding of the specific epistemological discourses that must be navigated by artist-teachers when they develop strategies for learning explicate the role of art practices in considering the question: What to teach? The answer lies in debates around technical skills and the capacity for critical thought.
In 1954, Hannah Arendt wrote that talk of a crisis in education “has become a political problem of the first magnitude.” If one trusts the steady stream of books, articles, jeremiads, and statements from public officials lamenting the fallen status of our schools and calling for bold reforms, the 21st century has shown no abatement in crisis as an abiding theme in education discourse. But why does education occupy such a privileged space of attention and why is it so susceptible to the axiomatic evocation of “crisis?” Arendt provides a clue when she argues that “Education is the point at which we decide whether we love the world enough to assume responsibility for it and by the same token, save it from the ruin which, except for renewal, except for the coming of the new and young, would be inevitable.”
The crisis in education has come to signal a variety of issues for which the teacher is either a direct or indirect participant: declining student performance, inadequacy of teacher preparation, inequities of opportunity as well as outcome, or a curriculum ill-fitted to the shape of the modern world. However, at base is the issue of social reproduction that Arendt sees at the heart of education. Thus, the crisis in education serves as a forum for expressing, critiquing, and instantiating the values that are at play when considering “the coming of the new and the young.”

Pedagogical entrepreneurship is a teaching and learning approach that emphasizes means and possibilities within school subjects, in opposition to reproductive, transmissible, and goal-oriented approaches. Political and education research voices strongly argue for implementation of pedagogical entrepreneurship in all school subjects, due to its lifelong learning perspective. This implies that students of today and tomorrow must be trained in the didactic of possibilities, how to explore and investigate, and how to create value for themselves and others. This calls for an epistemological transformation of subject-specific content knowledge that allows interpretation in many ways and development of a growth mindset.
Pedagogical entrepreneurship is recognized by being innovative and explorative, whether it is about economic growth, values, scientific approach, or making a difference. A narrow definition of entrepreneurship (or enterprise education) includes emphasis on establishing and running a business of some kind. Pedagogical entrepreneurship calls for a broader definition of the entrepreneurship area, since it frames priority of practical, problem-based, research-based, and lifelike activities for the students, cooperation with local businesses, organizations, and life outside school. Pedagogical entrepreneurship allows the students to gain understanding of the complex nature of real-life issues, influence teaching practices, and experience strong relevance of the learning goals, which is likely to increase students’ inner motivation and their experience of holistic learning of content knowledge. Therefore, pedagogical entrepreneurship can appear as a leader philosophy, a way to organize teaching, and specific student activities.
Implementation of new approaches to teaching and learning is always associated with issues and teacher concerns and requires continuing teacher profession development, for instance through attention in teacher education programs and students’ experience with pedagogical entrepreneurship during their teacher education. A way to meet this scenario is to vitalize the broad definition of pedagogical entrepreneurship in teacher education programs in such a way that the teacher education students may operate as change agents when they start to teach after they have graduated. The development, mapping, and introduction of entrepreneurial teaching resources in teacher education will establish the foundation for a didactic of possibilities—an entrepreneurial didactic that may influence students’ motivation and in-depth learning of school subjects.

Mentoring is a positive, supportive facilitation of learning and development between a person with more experience, knowledge, or expertise in a certain field, and a person who is less knowledgeable or is new to that field. In the tertiary setting, mentoring programs take on many forms and structures, with a range of objectives such as support for transition, academic supplemented instruction, and social support. All mentoring programs, regardless of structure, are fundamentally a transactional process of support underpinned by a mutually respectful relationship. The foundations of mentoring are drawn from theoretical frameworks grounded in social constructivism, social learning, applied learning, and developmental theory. These frameworks inform aspects of collaborative learning and outline the multiple benefits for participants including the building of interpersonal, problem-solving and communication skills, increasing academic success and motivation. Successful mentoring programs are conceptualized and planned to ensure the program meets its objectives, has sound processes, clear expectations and roles for all participants, and an effective evaluation system for continual refinement and improvement. When the objective of the mentoring is to increase academic knowledge and skill, the greatest success occurs when the mentor has the expertise, experience, and the ability to scaffold the personal construction of meaning for the mentee.
In initial teacher education (ITE) contexts mentoring programs derive successful outcomes for the mentee, mentor, academic teaching staff, organization, and ultimately the profession. The less able students require support and scaffolding to promote and enhance deep learning and the mentor experiences altruism, while refining and practicing pedagogical skills. Mentees and mentors gain self-efficacy, confidence in pedagogical skills, and inter- intrapersonal skills. Staff are able to support diverse open learning tasks to accommodate a personalized learning approach for large cohorts with trained mentors working in the classroom providing point-of-need feedback to maximize learning gains. The university gains through low-cost innovations that increase levels of academic success and positively influence retention and student satisfaction. Society benefits from the resultant high-quality graduates, who are “classroom ready” and prepared to meet the challenges of complex learning environments. Mentoring plays an integral role in the development of teacher professional identity through modelling and intergenerational relationships.
Changing accreditation requirements and government-led inquiries into initial teacher education courses have prompted a review of current practices in the tertiary sector. To better meet the needs of the workforce, universities have a greater responsibility to demonstrate the classroom readiness of graduands. Successful teacher education programs utilize mentoring to support and enculturate the next generation of practitioners and ensure they are work ready. Structured mentoring programs transform the student experience, and create cohesive program designs to guide and support preservice teachers who are engaged in the process of learning and reinforcing their positions as developing teachers. Students in near-peer mentoring programs develop a range of mentoring skills and experiences that complement their academic development as they enter the teaching profession.

The idea of a liberal or general education is one of the most consequential and enduring in the history of education. From its origins in antiquity, the idea and the form of liberal arts and sciences curriculum associated with it grew to become a shaping force in the formation of the universities of the Middle Ages. With the arrival of the Industrial Revolution in the 19th century both liberal education and the largely classical content of the curriculum ran into strong opposition. By the late 20th century the traditional idea and varying modifications of its conceptualization and curriculum content on both sides of the Atlantic were frequently reasserted. In response, discontent with liberal education and its curricular expressions took new and increasingly challenging forms. The debate surrounding the idea as applied today in both schools and colleges has a new vibrancy. This is especially evident among those arguing for innovative conceptualizations of the venerable notion of liberal education.

This article focuses on both research and practice relating to academically productive classroom discourse. We seek to “expand the conversation” to include newcomers to the field of classroom talk, as well as practitioners and youth researchers who want to contribute to knowledge building in this area. We first explore a variety of traditions, questions, and methods that have been prominent in work on classroom talk. We also summarize some key findings that have emerged over the past several decades:
• Finding 1: Certain kinds of talk promote robust learning for ALL students.
• Finding 2: The field lacks shared conceptualizations of what productive talk is and how best to characterize it.
• Finding 3: Dialogic discourse is exceedingly rare in classrooms, at all grade levels and across all domains.
• Finding 4: A helpful way forward: conceptualizing talk moves as tools.
Following the presentation of each research finding we provide a set of commentaries—explicating and in some cases problematizing the findings. Finally, we provide some promising approaches that presume cultural and linguistic assets among both students and teachers, including curricular programs, teacher education, professional development programs, teacher research, and intergenerational communities of inquiry. In all of this, we try to make our own assumptions, traditions, and governing gazes explicit, as a multi-generational and multi-role group of authors, to encourage greater transparency among all who work in this important and potentially transformative field of study.

Teacher education programs to prepare those who teach language-minoritized students many times continue to uphold modernist conceptions of language and bilingualism. Translanguaging disrupts the logic that nation-states have constructed around named languages, focusing instead on the language practices of people. Translanguaging theory is changing perceptions of bilingualism and multilingualism as well as the design of language education programs for language-minoritized students. And yet, teachers of language-minoritized students are educated in programs that hold on to traditional views of language, bilingualism, and language education. In the best cases, these teachers are prepared in specialized teacher education programs that credential teachers of a second language or bilingual teachers. In the worst cases, these teachers get no specialized preparation on bilingualism at all. But whether teachers are prepared as “general education” teachers, teachers of a “second language,” or “bilingual” teachers, programs to educate them most often hold on to traditional views about language and bilingualism; they then impart those views to future teachers who design instruction accordingly.
Teacher education programs need to help teacher candidates understand their own language practices and see themselves as translanguaging beings. Teacher candidates also need to understand how the students’ translanguaging is a way of making knowledge and how to design lessons that leverage the translanguaging of students and communities to democratize schooling. It is imperative that teacher preparation programs implement a new theory of bilingualism, one that rejects the compartmentalization of languages and the stigmatization of the language practices of language-minoritized students. Providing teacher candidates with the tools to reflect on their experiences and on how raciolinguistic ideologies cut across institutions can help them not only understand but also find ways not to internalize oppressive notions of self, language practices, and teaching.
Tsunesaburo Makiguchi (1871–1944) was a geographer, elementary school teacher and principal, and educational reformer, who was active in the early-to-mid 1900s in Japan. As a school leader and scholar-practitioner guided by a passion for supporting teachers and improving education for the happiness of children, Makiguchi scrutinized pedagogy as a science and proposed a number of reforms of the Japanese education system, key elements of which, he believed, were failing teachers and students alike. His proposals included, among many: the establishment of standards of competency expected of school principals as well as a system of examination to uphold these standards; the abolition of a government-led school inspection system that pressured and restricted teachers from freely conducting teaching activities; and the establishment of an “education research institute” and an organization for the training of teachers.
The growing number of modern educational scholars and practitioners paying attention to Makiguchi’s work and philosophy find his ideas not only valid and applicable to education in the 21st century but also remarkably innovative and insightful. His proposal for school leadership was still but a voice in the wilderness in the 1930s. It was also a bold and audacious attempt for him, especially at the time of the militarist regime. Makiguchi is often compared with his contemporary John Dewey (1859–1952). Evidently, Makiguchi and Dewey were both visionaries, passionate school leaders, and fearless reformers. Bearing this in mind, Makiguchi deserves much more attention than he has received thus far—at least as much as Dewey, if we are to balance the historical account of progressive education as a transnational phenomenon.
Theories exist in number that concern how adults learn. Despite surface differences, these theories also contain common themes relevant to adult learning. They include self-direction, problem- or need-based motivation to learn, the ability to anchor past experiences to make meaning from current learning, and the skills to self-assess one’s learning experience.
Given the prevalence of technology in virtually all areas of personal and professional life, a solid understanding of how to use technology effectively is essential for 21st-century adults. At the same time, these adults are often hampered by anxiety and past negative experiences related to technology use, especially in the learning process itself. How can instructors leverage the best practices of adult learning theory to create meaningful learning experiences for adult learners? In order to address this question, it is important to understand the unique characteristics of adult learners as a first step. Instructors should also self-reflect and consider how their own attitudes and experiences can shape how they use technology with adult learners. With learning theories in mind, designing meaningful learning experiences with technology for adult learners can optimize learning experiences.
Visual literacy was originally defined as a set of visual competencies or cognitive skills and strategies one needs to make sense of visual images. These visual competencies were seen as universal cognitive abilities that were used for understanding visual images regardless of the contexts of production, reception, and dissemination. More contemporary definitions suggest visual literacy is a contextualized, social practice as much as an individualized, cognitively based set of competencies. Visual literacy is more aptly defined as a process of generating meanings in transaction with multimodal ensembles that include written text, visual images, and design elements from a variety of perspectives to meet the requirements of particular social contexts.
Theories of visual literacy and associated research and pedagogy draw from a wide range of disciplines including art history, semiotics, media and cultural studies, communication studies, visual ethnography and anthropology, social semiotics, new literacies studies, cognitive psychology, and critical theory. Understanding the various theories, research methodologies, and pedagogical approaches to visual literacy requires an investigation into how the various paradigm shifts that have occurred in the social sciences have affected this field of study. Cognitive, linguistic, sociocultural, multimodal, and postmodern “turns” in the social sciences each bring different theories, perspectives, and approaches to the field of visual literacy. Visual literacy now incorporates sociocultural, semiotic, critical, and multimodal perspectives to understand the meaning potential of the visual and verbal ensembles encountered in social environments.

L. S. Vygotsky proposed that human consciousness entails the dialectical interaction between memory, attention, perception, emotion and motivation, imagination, and rational thought, organized in large part through language, or more appropriately, communicative meaning-making activity. The development of consciousness occurs more or less spontaneously (i.e., unplanned) in everyday life activity and in more systematically organized and intentionally planned educational activity. An important component of the developmental process is the conceptual knowledge that cultures make available to their through various types of social relations. In everyday life, this knowledge is largely empirically based, while in formally organized educational development conceptual knowledge is highly systematic and much more readily recontextualizable than is everyday knowledge. Academic concepts are derived from rigorous research and as such reveal processes and components of material reality that are otherwise hidden from direct empirical observation by our senses. The responsibility of presenting and explaining academic concepts to students in educational activity is carried out by specially prepared individuals—teachers—who engage students in intentionally planned and (hopefully) rigorous interactions, mediated largely, though not exclusively, through language. According to the pedagogical imperative, as it relates to instruction in world languages, relevant high quality theoretical and conceptual knowledge must be made pedagogically viable; that is, understandable to both teachers and learners and it must be useable by learners to mediate their generation of meaning in practical communicative activities. The knowledge must be presented in a memorable way, usually in a holistic visual representation rather than traditional verbally based rules of thumb and learners must be guided through appropriate prompts, clues, and hints provided primarily by teachers, but at times also by peers, to internalize this knowledge so that it becomes functional in communicative practices. Finally, recognition must be given to the fact that development of any kind, including that provoked by educational practice, must not only take account of the participants (students and teachers) intellect, it must also profoundly consider the emotional aspects of the educational process as teachers and learners engage in the dialectic process captured by Vygotsky in the Russian term, obuchenie, or teaching–learning, whereby teachers and learners engage in a process of mutual mediation.

Writing is a crucial means of communicating with others and thus vital to success and survival in modern society. Writing processes rely on virtually all aspects of cognition (e.g., working memory, motivation, affect, self-regulation, prior knowledge, problem solving) and are naturally embedded in social contexts. Social factors include writers’ objectives, audience, genre, and mode of writing. For example, the increased use of the Internet has rendered writing for informal purposes more frequent, and writing mechanics (e.g., deleting, spell checking) and search for information more efficient. Research on educational interventions to improve writing points to the importance of providing students with instruction and practice using writing strategies, writing practice with feedback (e.g., instructor, automated), and collaborative writing (including peer feedback). Given the inherent complexity of writing, it is important to help students learn how to write across various situations with varying purposes and demands. This necessitates reading many types of text genres (e.g., narrative vs. informational writing), writing frequently, and revising based on feedback. Since the turn of the century, there has been a substantial increase in research on writing processes, including methods to improve writing. However, there remains a substantial need for additional experimental work to understand writing processes as well as more evidence on which types of interventions are most beneficial in helping students to improve their writing. Feedback from both cognitive and sociocultural researchers should inform future revisions of the standardized guidelines and assessments with the long-term goal of developing a clearly defined set of standards for academic excellence in writing.
