Scholars, teachers, clinicians, and the general public have puzzled over the nature and consequences of severe reading (decoding) problems for more than a century. With the advances of genetics, neuroscience, and psychology, we know much about the underlying nature of reading disability. However, we still have much to learn, and fierce debate continues about whether there is a subgroup of poor readers who can, or should, be called dyslexic. This issue has become highly contentious, as gaining the label can bring significant benefits in terms of resourcing, various forms of test and classroom accommodation, and more positive and understanding responses from others.
Many clinicians argue that special cognitive tests are needed to identify and diagnose those with dyslexia. These may take the form of general tests of IQ, or measures of more specific cognitive or executive functioning. Despite their popularity, the evidence for the utility of such measures is low, and many of the processes examined are often problematic for all poor readers, not merely the subgroup deemed to have dyslexia.
A further difficulty concerns intervention. There is no strong scientific support for the notion that intervention programs designed to improve underlying cognitive processes (e.g., memory processes) can successfully improve the reading accuracy of those who struggle to acquire literacy. Similarly, interventions geared to improve visual or motor functioning have not proven successful, despite often vociferous support from adherents. The only approach that has strong scientific support takes the form of an educational program that utilizes systematic, structured phonics teaching as part of a broader literacy curriculum. This finding applies equally to those who have been diagnosed as dyslexic and those poor readers who haven’t. For this reason, it is unclear how a dyslexia diagnosis helps to inform the nature of subsequent intervention.
In establishing effective forms of intervention that can cater for any child who struggles with their reading, it would appear most efficacious to utilize what is known as a “response to intervention” approach. This requires early identification of, and intervention with, all those who are making limited progress. Intervention should only utilize those approaches that have strong scientific support. The nature and extent of additional educational support should be determined on the basis of the progress that is made when additional help is given. If insufficient progress has resulted, it may well be necessary to increase and intensify the intervention. Such an approach helps to ensure that all struggling children are helped at an early stage, and no one is missed because of an absence of parental advocacy or a lack of family resource that can cover the cost of diagnostic assessment.

Since the 1970s, Japanese society has endured rapid and confusing socio-economic transformation. These changes brought a sense of decentralization into Japanese life. It was a sense of loss and a sense of reality, as the stable dependencies that had characterized the Japanese way of life for centuries vanished. In the years leading up to the 21st century, this radical departure from tradition meant that the concept of continuity existed only to emphasize its absence. Society goes through a process of rapid change, posing challenges not everyone might be ready to tackle. The unintended, but inevitable, consequence is the social disaffection of Japanese youth, who may be losing their motivation (or focus) at a time of sudden and sustained adversity. The Japanese government is promoting the revitalizing energy of education for sustainable development (ESD), and even publicizes ESD’s potential for giving life a robust meaning. This is by no means an exclusively Japanese problem. In recent years, and with Japanese leadership, other UNESCO nations have integrated ESD into curricula. To fully understand the nature of the Japanese system for sustainable education, scholars need to draw from cultural philosophy, social neuroscience, historical analysis, and the ideas of socio-cognitive and constructivist theorists. Such a mix of methods provides an inter-disciplinary “geometry” of the often deeply inlaid shapes, patterns, and relationships that surround the uniquely cultural, yet highly exportable models for zenjin-education (“whole-person”).
Students identified with emotional and behavioral disorders (E/BD) comprise a diverse group in terms of academic, social, emotional, and behavioral strengths and needs. Identification and diagnostic criteria and terminologies vary widely across and within many countries and school systems, resulting in a complex research base. Estimates of prevalence range from 4 to 15% of students meeting criteria for an emotional and/or behavioral disorder or difficulty. Approaches to teaching learners with E/BD have shifted since the turn of the 21st century from an individual, deficit-focused perspective to a more ecological framework where the environments interacting dynamically with the learner are considered. Research increasingly demonstrates the benefits of multi-tiered systems of support (MTSS) where the needs of most students can be met through universal preventative and whole-class approaches. Students who do not find success at the first level of supports receive increasingly specialized services including intensive, wraparound services that involve partners beyond school walls. MTSS are common across North America and beyond and are typically focused on externalizing behaviors; positive behavioral interventions and supports (PBIS) is the most prevalent multi-tiered system currently being implemented. Since the mid-2000s, efforts have been made to focus on academic as well as behavioral goals for students, often through the inclusion of response-to-intervention approaches. Comprehensive strategies that combine academic and behavioral support while drawing on learner strengths and relationship-building are successfully being adopted in elementary and secondary settings. Approaches include social and emotional learning, mindfulness, peer-assisted learning, and a range of classroom-based instructional and assessment practices that support the academic, social, and emotional development of students with E/BD.
Social studies education has had a turbulent history as one of the core subjects in the school curriculum. The fundamental content of the social studies curriculum – the study of human enterprise across space and time –however, has always been at the core of educational endeavors. It is generally accepted that the formal introduction of social studies to the school curriculum was instigated by the 1916 report of the National Education Association’s Committee on Social Studies, which emphasized development of citizenship values as a core aim of history and social science education. Earlier commissions of the N.E.A. and American Historical Association heavily influenced the Committee on Social Studies recommendations. The roots of the contemporary social studies curriculum, therefore, can be traced to two distinct curriculum reform efforts: the introduction of academic history into the curriculum and citizenship education. There is widespread agreement that the aim of social studies is citizenship education, that is the preparation of young people so that they possess the knowledge, skills, and values necessary for active participation in society. This apparent consensus, however, has been described as almost meaningless because social studies educators continue to be at odds over curricular content as well as the conception of what it means to be a good citizen. Since its formal introduction into the school, social studies curriculum been the subject of numerous commission and blue-ribbon panel studies, ranging from the sixteen-volume report of the American Historical Association’s Commission on Social Studies in the 1930s to the more recent movement for national curriculum standards. Separate and competing curriculum standards have been published for no less than seven areas of that are part of the social studies curriculum: United States and global history, economics, geography, civics, psychology, and social studies. Social studies curriculum is defined a lack of consensus and has been an ideological battleground with ongoing debates over its nature, purpose, and content. Historically there have been a diverse range of curricular programs that have been a prominent within social studies education at various times, including the life adjustment movement, progressive education, social reconstructionism, and nationalistic history. The debate over the nature, purpose, and content of the social studies curriculum continues today, with competing groups variously arguing for a social issues approach, the disciplinary study of history and geography, or action for social justice as the most appropriate framework for the social studies curriculum.

The Italian education system has gained prominence worldwide thanks to its pioneering history in initiating the process of mainstreaming students with disabilities, in providing educational plans tailored to students’ needs, and in the gradual broadening of the vision of inclusion as a means to guarantee quality education for all. At the same time, teacher education programs have reinvigorated their key role in preparing and supporting teachers who are inclusive of all students. Several factors over the past 50 years have been fundamental in shaping the way inclusion is perceived in the 21st century. First, the theoretical frameworks underpinning pedagogy and teaching practices have undergone a complete paradigm shift from an individualized-medical model to a biopsychosocial model, bringing about a new challenge for all stakeholders involved. Second, in line with this evolution, latest reforms and ministerial provisions in initial teacher education and continuous professional development are evidence of the change in perspective regarding the teachers’ pivotal role in promoting and facilitating inclusive practices. However, this shift has not only called for a rethinking of the teachers’ pedagogical and didactic stances. It has also entailed a reconsideration of the necessary professional competencies, understood as a complex interplay of pedagogical knowledge, values, attitudes, and skills to be able to implement effective teaching methods and strategies that favor inclusion. Thus, it has placed a heavy responsibility on teacher education institutions to ensure that current and future teachers are ready, willing, and able to face the complexity characterizing 21st-century classrooms. Italian schools have also been doing their utmost to ensure better school experiences for all their students. An array of projects, both ministerially funded and school-based schemes, have been designed and implemented to create universally functional curricula to meet all the students’ learning styles and promote inclusion. One of the most important lessons to be learned from these intricate developments and initiatives is that collaboration among all stakeholders on micro, meso, and macro levels lies at the heart of effective and sustainable inclusive education.

Both peer tutoring and cooperative learning are types of peer assisted learning; they involve people from similar social groupings who are not professional teachers helping each other to learn and learning themselves by teaching. Peer tutoring usually involves pairs of students, one in the role of tutor and the other as tutee, with the more able or experienced member helping the other to learn material which is new to the tutor but not to the tutee. By contrast, cooperative learning is usually done in small groups of perhaps four students, often of mixed ability. The group works toward a consensus on a problem. Because it is easier to dominate or hide in a group, roles are often assigned to each group member.
Earlier perspectives tended to use the theories of Piaget and Vygotsky, perhaps with some consideration of Bandura and Dewey. Chi, King, and Graesser have been prominent in more recent work. However, a theoretical perspective is offered that integrates these elements with more practical issues.
In general, both peer tutoring and cooperative learning “work”— in a wide range of curricular subjects and with a wide range of ages. Given the appropriate form of organization, cognitive gains ensue for both helpers and those who are helped. This is not the main research issue, which is exploring how and why these practices work, in order to improve effectiveness. There are several meta-analyses (a statistical procedure for combining data from multiple studies) which are relevant, and beyond this, key individual papers of specific importance are highlighted.
Over the years, we have become wiser about some of the key issues. In peer tutoring, same-ability tutoring has appeared in recent years, sometimes reciprocal, and we need to know under what conditions it works. Cooperative learning has issues regarding the most effective roles for group members and how these integrate with student ability and personality. There has also been much recent work in online peer tutoring which raises different issues. The existing literature is well-developed since these are not new methods. Future research should include more tightly defined studies focusing on more minor variables of context and organization.
Many teachers will say they use both peer tutoring and cooperative learning, but very often they overestimate how often anything like good practice takes place. Simply putting students together and hoping for the best will not do, although it might have mild effects. Teachers using these methods need to be clear about what organizational parameters are vital in their context with their type of peer assisted learning. These features then need to be maximized in practice and an eye must be kept on implementation fidelity throughout. Education administrators need to organize professional development for teachers which is thorough, including initial instruction and practice followed up by support and monitoring in the classroom.

Preparing pre-service teachers for rural schools has been a challenge in the field of education for more than a century, and issues specific to the rural teacher workforce remain a persistent and salient challenge in the United States and globally. This task is complex and multifaceted, conflated with a wide range of contextual variations in salaries, community amenities, geographic or professional distances, technology access, health disparities, and poverty rates. Additionally, institutions of higher education have wavered in their interest in and commitment to rural teacher education, though there is a growing awareness of the need to attend to the experiences of students in rural communities and the educators who teach them. The literature and research on rural teacher preparation has typically been organized around the three challenges of preparation (post-secondary education), recruitment (youth aspirations to teach, would-be career changers interested in teaching, and division-level efforts to staff schools with effective teachers), and retention (providing pre-service and new teachers with learning experiences and support that increase the likelihood of remaining in the profession in rural schools).
Literature on rural teacher preparation and evidence related to “preparation, recruitment, and retention” can be repositioned to offer new insights focused on solutions. Three focus areas—Curriculum, Context, and Conveyance—serve to answer the question: What makes a teacher preparation program rural? Curriculum serves as a core component for preparing rural teachers. A rural curriculum for a teacher education program includes introducing students to content and experiences, including field experiences, that have been designed to support their professional and personal success in rural schools and communities. Context is understanding the strengths and assets of the rural places, communities, and cultures in which pre-service teachers are preparing to live, learn, and teach. Context allows us to consider the unique environments in which rural teachers live and work. Conveyance is the means by which potential teachers have access to teacher preparation programs, that is, how programs are delivered and structured to provide access to potential teachers in rural communities (online, in person, alternative and traditional programs, etc.). A focus on Curriculum, Context, and Conveyance allows school leaders and education researchers to resist deficit ideologies and to consider how rural communities are asset-rich environments, ultimately increasing resources that prepare teachers for, and build from the strengths of, rural communities.

Many educational reforms highlight the need for collaboration, understood not only as a competence to be learned but also as a way of learning and teaching. Two types of collaboration can be found in classrooms: peer collaboration and teacher collaboration. The first focuses on how the teacher restructures interactions between pupils organized in pairs or groups. This permits cooperative learning practices, either by peer tutoring or through systems of cooperative learning. By implementing peer collaboration, the teacher is able to develop a new and transformative role which facilitates functions such as continuous assessment or immediate personalized attention, which are more difficult to carry out in environments where a traditional teaching approach is used. However, both the organization of the classroom for peer collaboration and this new teaching role require teacher training. Experiential learning is a key aspect of the training.
Different levels of teacher collaboration exist, but the most complete is co-teaching: two teachers planning, implementing, and assessing the same lesson for a group of students. Co–teaching allows teachers to attend to the individual needs of their students; that is why it is such an important tool in inclusive education. Furthermore, it is a learning tool for teachers. Co-teachers can foster mutual observation, reflection, and planning of innovative practices, making working together a form of professional development. However, to ensure that pupils receive better attention and that teachers learn from each other, there has to be teacher training, and again, it must be addressed from an experimental perspective.

Problem-based learning (PBL) is a student-centered instructional method, with roots in constructivist theory of learning. Since its origin at McMaster University in Canada, PBL has been implemented in numerous programs across many domains and many educational levels worldwide. In PBL, small groups of 10–12 students learn in the context of meaningful problems that describe observable phenomena or events. The PBL process consists of three phases. The first is the initial discussion phase in which the problem at hand is discussed, based on prior knowledge. This initial phase leads to the formulation of learning issues (i.e., questions) that students will answer during the next phase, the self-study phase. Here, they independently select and study a variety of literature resources. During the third and final phase, the reporting phase, students share their findings with each other and critically evaluate the answers to the learning issues. A tutor guides the first and third phase of the process. PBL is based on principles from cognitive and educational psychology that have demonstrated their capacity to foster learning. More specifically, four principles are incorporated in the PBL process: (a) connection to prior knowledge, (b) collaborative learning among students, but also among teachers, (c) gradual development of autonomy, and (d) a focus on the application and transfer of knowledge. Research on the effects of PBL in terms of knowledge acquisition shows that students in traditional, direct instruction curricula tend to perform better on assessments of basic science knowledge. However, differences between PBL students and students in direct instruction classrooms on knowledge tests tend to diminish over time. There is, however, a lack of controlled experiments in this line of PBL research. Directions for future research should focus on combining the best of both direct and student-centered instruction, explore the possibilities of hybrid forms, and investigate how the alignment of scale and didactics of an instructional method could be optimized.
This article is about School-Based Initial Teacher Training (SBITT) programs practiced in the USA and the UK. The article briefly discusses how US teacher-training programs began in 1839, as Normal School in New England. They then later became university based traditional teacher-training programs across the country. Then it shows how a gradual change in teacher training came into the U.S. in the 1980s with the introduction of school-based teacher training as an alternative route. Although most teachers in the U.S are still trained in colleges and universities, the paper shows that many states still pursue alternative routes to teacher credentialing and focus on school-based training
The next part is a brief narration of the history of school-based teacher training in the UK, which began in the early 19th century. In the later part of 1800s, teacher training was favored at universities in the UK and more colleges were opened to facilitate training teachers at higher education institutions (HEI). In the late 1900s, there was an emergence of School-Based Initial Teacher Training (SBITT) programs developed as a result of a shortage of trained teachers. Finally, a variety of different SBITT programs became the most prominent method of initial teacher training. In 2017–2018, 53% of teachers favored a school-based teacher training program, while 47% preferred a university-based teacher training program
Tsunesaburo Makiguchi (1871–1944) was a geographer, elementary school teacher and principal, and educational reformer, who was active in the early-to-mid 1900s in Japan. As a school leader and scholar-practitioner guided by a passion for supporting teachers and improving education for the happiness of children, Makiguchi scrutinized pedagogy as a science and proposed a number of reforms of the Japanese education system, key elements of which, he believed, were failing teachers and students alike. His proposals included, among many: the establishment of standards of competency expected of school principals as well as a system of examination to uphold these standards; the abolition of a government-led school inspection system that pressured and restricted teachers from freely conducting teaching activities; and the establishment of an “education research institute” and an organization for the training of teachers.
The growing number of modern educational scholars and practitioners paying attention to Makiguchi’s work and philosophy find his ideas not only valid and applicable to education in the 21st century but also remarkably innovative and insightful. His proposal for school leadership was still but a voice in the wilderness in the 1930s. It was also a bold and audacious attempt for him, especially at the time of the militarist regime. Makiguchi is often compared with his contemporary John Dewey (1859–1952). Evidently, Makiguchi and Dewey were both visionaries, passionate school leaders, and fearless reformers. Bearing this in mind, Makiguchi deserves much more attention than he has received thus far—at least as much as Dewey, if we are to balance the historical account of progressive education as a transnational phenomenon.
