The concepts of lifelong learning and lifelong education are related to but different from each other. A corrective is required, as public and governmental discourses often mention lifelong learning when referring to lifelong education and these distinct concepts are frequently conflated. It is important, therefore, to make clear delineations between them as they are not consonant, but distinct and interdependent. Lifelong learning is advanced as being a personal fact, that is, learning and development that arises from and is secured by individuals through their experiencing in diverse ways and through activities and interactions in distinct settings (e.g., workplaces, community, and educational) across their lives. Lifelong education is an institutional fact, that is, its goals, concepts, and experiences arise from and are projected by the social world. In schooled societies, experiences in educational institutions and programs are privileged and sometimes seen as encompassing all the worthwhile learning that can occur. However, what shapes and directs that learning is premised upon individuals’ readiness (i.e., what they already know, can do, and value) and their mediation of what they experience. Also, what constitutes lifelong education needs extending beyond the provision of taught courses offered through educational institutions to include educative experiences far more broadly. That is, it should include the educative experiences afforded by the communities and work practices in which adults participate and should engage in the activities and interactions through which they learn. These include experiences in which adults engage interpersonally and those that are more distant and indirect, such as through engaging with text, social media, and other sources of information. So, both concepts are important, as is the interdependence between them. However, without clarity about their distinctiveness and elaboration of these two concepts, they may well remain misunderstood and limited in their explanatory power and their interdependencies not fully elaborated. Identifying these can enhance the utility in guiding the provisions of educative experiences required to support effective learning. Given the range of circumstances and means through which learning and development occurs across adults’ working lives, accounting for the range of educative experiences and how they can support and sustain that learning is important.

Matching Performance Assessment to Teacher Capabilities: The Bridge Between Teacher Performance/Evaluation and Student Learning

America’s public educational system is under constant scrutiny concerning student performance on standardized tests. Some blame the teachers, others blame the students, and recently many have begun to blame the test. A clearer picture of the issues is important and by reviewing the traditional aspects for evaluating teachers and then analyzing how contemporary testing methods in today’s classrooms has evolved a clearer perspective can be accomplished. The advent of newer models and methods of teacher assessment that focus on the classroom performance of teachers and based on observable assessments, along with a more authentic measure of student capabilities, are central. Although many researchers praise this movement, others have found many pitfalls in the attempt to standardize performance assessments.
Many critics advocate the use of performance assessments in the classroom but remain loyal to the multiple-choice assessment as the more reliable and valid measure for comparative standardized testing. All aspects of this debate are important however. Given the increasing usage of performance assessment in today’s classrooms, many believe and advocate the development of newer assessments to replace the more traditional assessments. Understanding the roles evaluation and assessment play in reforming teacher evaluation is vital. Different data sources, new social power relations, and new ways of thinking about teacher evaluation are all important. The link between these developments in teacher evaluation and school reform is hoped to bring about an increased focus on the most important resource for change: the best practices of current teachers.

Mentoring Epistemologies Beyond Western Modalities

Commitment to mentorship, while necessary to benefit mentoring parties, is insufficient to work with the complexities of contemporary educational settings, especially in pursuit of engagement and learning for all. Mentoring that makes a profound difference for all participants, worldwide, is oriented at the outset to call into question such organizational constraints as hegemony, hierarchy, and culture. Traditional versus alternative approaches to mentoring is a critical binary that can be differentiated in the abstract. However, context and culture are existing organizational realities for which mentoring forms, enactments, and activities (such as mentoring circles) either perpetuate the status quo or produce significant change. Thus, alternative mentoring approaches work within both the traditional view of mentoring and any alternative to it.

Organizational Trust in Schools

Trust is increasingly recognized by scholars and practitioners alike as a vital element of high-functioning schools. Schools that cultivate high-trust environments are in a better position to accomplish the challenging task of educating a diverse group of students in a changing world. Trust supports schools’ effectiveness and persistence in reform efforts, as well as a culture of innovation and continuous learning. It is also a source of social and financial capital for schools. And most importantly, trust is closely related to student outcomes. Therefore, the study of trust is important because it can support these vital functions in schools. There are a number of conceptual and measurement issues, however, that make the study of organizational trust in schools a challenge. One of the ongoing challenges is how to best define trust, and how we might understand the characteristics trustors assess in making trust judgments. Making clear distinctions between the act of extending trust and being trustworthy is important and will help advance the study of trust relationships in schools. There are also issues with level of analysis, as trust as an organizational property may function differently than at the interpersonal level. Another challenge is the dynamic nature of organizational trust, which may change dramatically with a change in leadership or a major conflict between various factions of teachers. There are a number of promising directions for future research about organizational trust in schools. These include how to foster initial trust, how to sustain trust over time, and how to rebuild broken trust. It would also be useful to delve more deeply into the role trust plays in educator innovation and learning, and why trust seems to play such a potent role in creating the conditions for learning.

Practice-Focused Research in Initial Teacher Education

A review of the field of practice-focused research in Initial Teacher Education (ITE) reveals four broad genres of qualitative research: case studies of teacher education programs and developments; research into student teacher experience and learning; inquiry into teacher educators’ own learning, identity, and beliefs; and conceptual or theory-building research. This is an eclectic field that is defined by variation in methodologies rather than by a few clearly identifiable research approaches. What practice-focused research in ITE has in common, though, is a desire on the behalf of teacher educator researchers to understand the complexity of teacher education and contribute to shifts in practice, for the benefit of student teachers and, ultimately, for learners in schools and early childhood education. In this endeavor, teacher educator researchers are presented with a challenge to achieve a balance between goals of local relevance and making a theoretical contribution to the broader field. This is a persistent tension. Notwithstanding the capacity for practice-focused research to achieve a stronger balance and greater relevance beyond the local, key contributions of practice-focused research in ITE include: highlighting the importance of context, questioning what might be understood by “improvement” in teacher education and schooling, and pushing back against research power structures that undervalue practice-focused research.
Drawing on a painting metaphor, each genre represents a collection of sketches of practice-focused research in ITE that together provide the viewer with an overview of the field. However, these genres are not mutually exclusive categories as any particular research study (or sketch) might be placed within one or more groupings; for example, inquiry into teacher educators’ own learning often also includes attention to student teachers’ experiences and case studies of teacher education initiatives inevitably draw on theory to frame the research and make sense of findings. Also, overviewing the field and identifying relevant research is not as simple as it might first appear, given challenges in identifying research undertaken by teacher educators, differences in the positioning of teacher educators within different educational systems, and privileging of American (US) views of teacher education in published research, which was counteracted in a small way in this review by explicitly including voices located outside this dominant setting. Examples of different types of qualitative research projects illustrate issues in teacher education that matter to teacher educator researchers globally and locally and how they have sought to use a variety of methodologies to understand them. The examples also show how teacher educators themselves define what is important in teacher education research, often through small-scale studies of context-specific teacher education problems and practices, and how there is value in “smaller story” research that supports understanding of both universals and particularities along with the grand narratives of teacher education.

Preparation of German Special Educators for the 21st Century

The implementation of inclusive education in school systems creates new working conditions for all professionals. As a consequence, roles and responsibilities need to be redefined between general education teachers and special educators, and teacher education must be reformed to prepare professionals for the working environment they face in the 21st century. Three theoretical approaches guide the current discourse on teacher education. The competence theory approach focuses on the identification and acquisition of specific competencies. The structural theory approach stresses the importance of dealing with uncertainties and antinomies in the teaching profession. The professional biographical approach highlights the ongoing process of individual professionalization and includes biographical research. Taking the changing working environment into account, a three-pillar model is suggested for teacher education of future primary and secondary teachers, primary and secondary teachers with a focus on special education, and special educators as external support for schools.

Preparing Teachers for Collaborative Classrooms

Many educational reforms highlight the need for collaboration, understood not only as a competence to be learned but also as a way of learning and teaching. Two types of collaboration can be found in classrooms: peer collaboration and teacher collaboration. The first focuses on how the teacher restructures interactions between pupils organized in pairs or groups. This permits cooperative learning practices, either by peer tutoring or through systems of cooperative learning. By implementing peer collaboration, the teacher is able to develop a new and transformative role which facilitates functions such as continuous assessment or immediate personalized attention, which are more difficult to carry out in environments where a traditional teaching approach is used. However, both the organization of the classroom for peer collaboration and this new teaching role require teacher training. Experiential learning is a key aspect of the training.
Different levels of teacher collaboration exist, but the most complete is co-teaching: two teachers planning, implementing, and assessing the same lesson for a group of students. Co–teaching allows teachers to attend to the individual needs of their students; that is why it is such an important tool in inclusive education. Furthermore, it is a learning tool for teachers. Co-teachers can foster mutual observation, reflection, and planning of innovative practices, making working together a form of professional development. However, to ensure that pupils receive better attention and that teachers learn from each other, there has to be teacher training, and again, it must be addressed from an experimental perspective.

Preparing Teaching Assistants for Including All Learners

The early 21st century has seen a considerable increase in both the number and presence of teaching assistants (TAs) and learning support staff in classrooms. In the United Kingdom and elsewhere, TAs have assumed responsibility for teaching lower-attaining pupils and especially those with special educational needs or disabilities (SEND). This drift has occurred in a largely uncritical way and has attracted little attention because of the attendant benefits additional adult support has for teachers. However, evidence from research in the United Kingdom and the United States have revealed troubling and unintended consequences of this arrangement in terms of impeding pupil progress and increasing the likelihood of pupils’ dependency on adult support. Of particular concern are research findings that show how a high amount of support from TAs for pupils with high-level SEND leads to a qualitatively different experience of schooling compared to pupils without SEND, particularly in terms of having fewer interactions with teachers and peers.
Heavy reliance on the employment and deployment of TAs to facilitate the inclusion of pupils with often complex learning difficulties in mainstream settings can be seen as a proxy for long-standing and unresolved questions about how teachers are prepared and trained to meet the learning needs of those with SEND and the priority school leaders give to SEND. Future efforts to meaningfully educate pupils with SEND in mainstream schools must attend to teachers’ confidence and competence in respect of this aim. In addition, extensive and collaborative work with schools in the United Kingdom is offering a more hopeful model of how TAs can supplement this endeavor. Improving how teachers deploy TAs and how TAs interact with pupils, together with addressing persistent problems relating to the way TAs are trained and prepared for their roles in classrooms, schools can unlock the potential of the TA workforce as part of a wider, more inclusive approach for disadvantaged pupils.

Professional Development for Inclusive Education

Any answer to the question “What is professional development (PD) for inclusive education (IE)?” needs to be based on a deep understanding of the nature of IE. Taking fully into account its multileveled nature, encompassing inclusive practice, policy, advocacy, and philosophy, IE appears as a “glocal” phenomenon that is affected by institutions (e.g., accountability, new public management, and neoliberalism) with which it can resonate or collide, resulting in tensions within the educational field. These tensions complicate the endeavors of teachers to orient themselves and their actions because different institutions conceptualize teaching and the role of teachers differently, demanding different and sometimes conflicting things from them. Further, teachers also need to give meaning to perceived similarities, differences, and conflicts between these professionalisms and elements of their own professional identity. This results in specific concerns for teachers and imposes challenges for teachers’ agency.
PD based on this understanding of IE refers to creating and exploiting spaces where the different actors involved address the complexities of, and coconstruct, a teaching profession that is inclusive. This conceptualization implies formal and informal, social and local, embedded, open-ended practices that can strengthen teacher agency. To do this, it needs to recognize the teacher as being at the center of PD. These spaces are experimental zones for the exertion of agency, incorporating transformative ideals which can involve developing a different behavior repertoire, changing the immediate professional context, or addressing contradictory institutions. As such, PD is not regarded as the prerequisite for IE, but as its consequence.

Professional Socialization in Schools

Socialization is a process through which someone learns to become a member of society. Individuals learn how to perform their social roles, internalizing the norms and values of the community via socialization. Professional socialization is a type of adult socialization. It is a process through which newcomers internalize the norms, attitudes, and values of a profession. They receive instructions, and they learn the knowledge and skills necessary to satisfy professional expectations they are supposed to meet. Thus, they can adjust to the new circumstances and new roles of the profession. Individuals gain a professional identification and feel a commitment to a professional role during the process. In some way, the interpretation of newcomers, the agents of the profession, and the organization produce this.
New teachers participate in the community of educators, and they learn how to be a member through the socialization process. They learn new skills, such as how to teach, and internalize new values, such as believing there will be cooperation among colleagues. They learn regulations and organizational contexts, while they develop a style of teaching. As a consequence, they construct a professional identity by internalizing values and norms of the profession and redefining it.This sometimes happens regardless of the school in their professional socialization process. Despite the many challenges inherent in the profession, new teachers are expected to be socialized while performing their duties. Thus, new teachers try to develop an identity and survive in the job through interaction and communication with other teachers. Some adjust easily, while others do not and leave the profession. Some use situational adjustments, while others prefer to strategically redefine the situation within the process. In addition to teachers, new school principals also need to be socialized in their roles in their first year. Becoming a school principal requires different procedures than teachers’ socialization. Nevertheless, models about the socialization of teachers and school principals explain professional socialization as happening through anticipatory, preservice, and in-service.

Professional Standards for Educational Leadership

Standards are used in a variety of professional fields to identify core elements of practice within the field as well as to describe a desired level of performance. The first set of standards for the field of educational leadership in the United States was introduced in 1996 by the Interstate School Leaders Licensure Consortium (ISLLC). Since then, they have become the de facto national standards for educational leaders.
The ISLLC standards have been updated three times and were recently renamed Professional Standards for School Leaders (PSEL) under the authority of the National Policy Board for Educational Administration (NPBEA). Over this same period of time, multiple sets of sister standards (e.g., standards for leadership preparation) have emerged as have evaluation tools and practice resources.
Soon after their release, a variety of concerns were raised about the standards and their potential impact on the practice of education leadership, particularly school level leadership. Some argued that the standards were too broad, while others argued that they were too specific. Similarly, concerns were raised about the focus of the standards and what was left out or only weakly included. These and other concerns continued to plague newer versions of the standards.
Concerns notwithstanding, today, educational leadership standards are fully embedded in the lifeworld of the educational leadership profession. They have been adopted and adapted by states, districts, professional organizations, and accrediting bodies and used in a variety of ways, including: setting expectations for educational leadership preparation and practice, state certification, leadership recruitment, professional development and support, and evaluating leadership practice.

Reviews of Teachers’ Beliefs

Beliefs refer to propositions that are considered to be true. Teachers’ beliefs refer largely to the beliefs teachers hold that are relevant to their teaching practice. Teachers hold beliefs about a myriad of things, as do all humans. However, specific beliefs about teaching, learning, and students seem to play a particular role in teachers’ practices and willingness to engage in professional learning opportunities. Teachers’ beliefs are relevant for issues in teacher education such as motivation for teaching, instructional practices, classroom management, and assessment activities. Beliefs that preservice and practicing teachers bring to professional learning experiences influence how and what is learned in those experiences and ultimately what is put into practice. To understand what is meant by the construct of teachers’ beliefs, one must consider the variation in definitions and the need for construct clarification. Any investigation into teachers’ beliefs must account for two fundamental aspects of this construct: the nature of belief as a construct and the content of belief under construction. By nature of belief, we refer to how the construct of belief is defined and understood, in particular the stance that researchers take with regard to the relationship between knowledge and beliefs. Belief content refers to what the belief is specifically about, such as general beliefs about teaching, learning, students, or more specific beliefs about an instructional practice (e.g., cooperative learning), classroom assessment, and diverse student groups. Without a clear conceptual understanding of the beliefs investigated, understanding empirical findings and drawing implications for practice may be misguided.
Four themes frame the scholarship on teachers’ beliefs: (1) conceptualizing teachers’ beliefs, (2) teachers’ beliefs and teachers’ practice, (3) development of teachers’ beliefs, and (4) changing teachers’ beliefs. Teacher educators should consider the importance of teacher beliefs on teacher learning when designing and implementing learning experiences for preservice and in-service teachers. Specifically, teacher educators need to provide opportunities for teachers to reveal their beliefs, attend to identity and emotion with beliefs, and support belief enactment. A key finding across the field is the need to consider the whole teacher when examining teachers’ beliefs and facilitating change or development in them; that is, teachers’ emotions, identity, career stage, life stages, and the myriad of beliefs they hold about a variety of topics all influence how beliefs are aligned and enacted (or not) in practice.

School-Led Programs of Teacher Training in England Versus Northern Europe

Models of teacher education that involve close links between teachers in schools and teacher educators in universities have become commonplace, developed in response to changing educational-policy contexts of many governments worldwide. Reforms to teacher education in the U.K. since the late 20th century, and especially in England since 2010, have shifted control and content of pre-service teacher learning from the university to the school classroom. The process of increasingly centralized control of initial teacher education in England has been mirrored only partially elsewhere in the U.K. and Europe. Teacher-education policy in England has become more school-focused, while many European countries and other nations have extended the process of placing teacher education under the auspices of universities.
The findings of a 2015 national review on teacher education in England reflect the contested place of universities in teacher education and proffer a view of the dominant constructions of knowledge for teaching being practical and focused around the immediate demands of contemporary practice in schools. In England a fragmentation of the school system and of the numerous routes into teaching further weakens the conditions through which teacher knowledge is constituted. Changes in school governance, for example, have meant that some schools are no longer required to employ teachers with qualified teacher status. This makes school leaders and school governors crucially placed to facilitate alternative experiences for new teachers learning how to teach, and significantly changes the landscape of teacher education. For example, a former head teacher quoted on the National Association of School-Based Teacher Trainers website has dedicated her career to “growing your own” when it comes to educating new teachers.
Influences from the continental European policy of countries such as Finland and Portugal, where all teacher education is at Masters’ degree level, and Norway and the Netherlands, which have made significant policy moves in this direction, have not impacted on current teacher-education policy in England. In England teaching remains a graduate profession. However, it is the differences in teacher-education processes which are the main focus of this article. The Department for Education in England has increased school-led provision in teacher education because, according to the Department, it wants schools to have greater autonomy over how they deliver teacher education. Perhaps most attractive to schools is the possibility of educating teachers “on the job,” as this helps to fill teaching positions in a climate of growing teacher shortage. However, little research has been undertaken on the new role of the school-based teacher educator and how their work is being enacted in schools. The complexity of demands and expectations on school-based teacher educators signals the need for clarity on what this role involves. Such concerns drive new research and raise questions about the nature of teacher education in England and the role of the academy within it.

Selection Methods and Professional Development of School Leaders in Greece

The effective operation of a school unit relies on various factors, the most critical of which is leadership, as it this which shapes the working environment through which the school succeeds or fails. Indeed, an effective leader can inspire vision and promote educational policy in the interests of the school and other stakeholders. This leadership role in schools is undertaken by head teachers, who are called to act as supervisors of the school’s human resources in parallel with their purely administrative work. In order for school leaders to achieve these outcomes, however, they must be adequately trained so as to be competent in undertaking the arduous task of leading a school unit. Consequently, in order for school leaders to carry out their daunting tasks successfully—in other words, achieve the best possible results with the fewest sacrifices and least effort—they must possess certain knowledge and aptitudes.
For this reason, the staffing of the school units in any country (and hence in Greece) with capable school leaders should be the top priority of the State, while measures should be taken to ensure that the processes for selecting school leaders and for their professional development remain objective and systematic, if the country intends to implement an educational policy efficiently and effectively. Taking into account that the school leader is not born but becomes, and that school leaders are central to the administration of a country’s educational system, it is vital that a system of selection and development of schools’ head teachers be institutionalized.

Shared Sense-Making, Agency, and Learning in School Development in Finnish School Reforms

Curriculum reform is at the heart of educational change and impacts pupils, teachers, other educational professionals, and society at large. Moreover, the way we go about developing our schools and designing curricula defines our future and reveals where we stand regarding the role of education in society. In order to research the desired aims of reforms, it is crucial to understand curriculum making: How does the school develop, and what regulates the development? Learning is at the core of school development. It can be considered as both the aim and the primary means of achieving and sustaining any change in schools. Accordingly, the impact of a school reform is highly dependent on the quality of learning enabled within the school communities. Particularly, the extent to which the reform engages teachers in active and skillful learning by promoting their professional agency is a central determinant of the reform’s outcomes.
The core curriculum is the single most influential regulator of school development in Finland. It is renewed approximately every 10 years and provides a common direction and basis for renewing school education and instruction, and sets the framework and foundation for district- and school-level curriculum development work. Teachers in Finland are curriculum makers not only in the class and school, but also at the district and even national levels of the school system. In such a system, teacher autonomy and teacher agency are at the core of school development. Moreover, teachers’ ability to understand the aims of the reform and to integrate, modify, and adopt them as part of their pedagogical practices is essential. This requires making sense of their aims. In Finland, shared sense-making has been the main strategy in the latest participatory reforms, with the aim of promoting transformative learning in professional communities in order to reach reform goals.

Simple and Complex Views of Teacher Development

Development is a keyword in the vocabulary of teacher education research. Keywords are high-frequency words and phrases that while bringing people together in conversation are nonetheless sites of significant contestation in the field. At its most basic level, in the phrase “teacher development,” development can refer either to the development of the teacher (personal-professional formation) or to the development of the practice (teaching). Adopting descriptive categories from literacy research to delineate “simple” and “complex” views on the underlying questions of development, it becomes clear that, within such a dichotomous construction, “simple” approaches are insufficient either to describe or to plan for becoming a teacher and experiencing growth in professional practice. Underpinning these “simple” and “complex” views in the research on teacher education, divergent perspectives on formation (e.g., the “natural born teacher” vs. becoming through struggling with an identity) and learning (e.g., high-intensity training in “moves” vs. complex trajectories of participation in social practices and the growth of critical reflexivity). Thus, in the research literature, it is possible to discern critical-humanistic and also techno-rationalist clusters of meaning: optimistic yet expansive understandings of learning and change alongside well-intentioned oversimplifications of inherently contingent and uncertain situations. Navigating these clusters is consequential for how the work of teaching and of educating teachers can be understood. Indeed, the vocabulary of teacher education research needs to be examined much more closely so that, by interrogating keywords such as development, new spaces for a more critical deliberation of becoming a teacher and for more transformative practices of both teaching and teacher education can be stimulated.

Status, Content, and Evaluation of Lesson Study in Japan on Teacher Professional Development

In Japan, various styles of Lesson Study (LS) have been born over 140 years. The first issue is what should be the focus of observation in the live lesson. There are two trends with regard to the target of observation. One is teacher- and lesson-plan-centered observation since the Meiji era (1870s), and the other is child-centered observation since the Taisho era (1910s). The former is closely related to administrative-led teacher training. The latter is more complex and can be further divided into five types. The second issue is which activities are given priority in the LS processes: observation of the live lesson itself, preparation before the lesson, or reflection after the lesson. Furthermore, each activity can be designed as a personal or a collaborative process. Thus, there are roughly six types of LS in Japan related to this issue. Which type is adopted depends on the period, lesson-study frequency, and school type. In addition, it is noteworthy that the type of LS implemented is closely related to which of demonstration teacher or observers are regarded as the central learners. The third issue is whether to regard LS as scientific research or as literary research. Teachers and researchers in 1960s Japan had strong interest in making lessons and lesson studies more scientific. On the other hand, as teachers attempt to become more scientific, they cannot but deny their daily practice: making improvised decisions on complicated situations without objective evidence.
Although lesson studies have been revised in various forms and permutations over the last 140, formalization and ceremonialization of lesson studies has become such that many find lesson studies increasingly meaningless and burdensome. What has become clear through the discussions on the three issues, the factors that impede teacher learning in LS are summarized in the following four points; the bureaucracy controlled technical expert model, exclusion of things that are not considered scientific, the view of the individualistic learning model, and the school culture of totalitarian products.
To overcome obstruction of teachers’ education in LS and the school crisis around the 1980s, the “innovative LS Cases” has begun in the 1990s. The innovative LS aims not for as many teachers as possible but for every teacher to learn at high quality. In the innovative LS Case, what teachers are trying to learn through methods of new LS is more important than methods of new LS itself. Although paradoxical, in order to assist every single teacher to engage in high quality learning inside school, LS is inadequate. It is essential that LS address not only how to actualize every single teacher to learn with high quality in LS but also through LS how to improve collegiality which enhances daily informal collaborative learning in teachers room. Furthermore, LS cannot be established as LS alone, and the school reform for designing a professional learning community is indispensable. Finally, the concept of “the lesson study of lesson study (LSLS)” for sustainable teacher professional development is proposed through organizing another professional learning communities among managers and researchers.

Students at the Center of Education Reform in Singapore

In 2011, “student-centric, values-driven” was introduced by the Ministry of Education as the theme for educational reform and innovation in Singapore, with the goal of ensuring all children the opportunity to develop holistically and maximize their potential. To actualize this ambitious and encompassing vision, Singapore has developed the Framework for 21st Century Competencies and Student Outcomes. By instilling in students core values and competencies deemed crucial in the 21st century, the expectation is that they can each grow into a confident person, a self-directed learner, an active contributor, and a concerned citizen. To achieve these desired outcomes of education, Singapore has been striving to ensure what has been termed “the 4 Everys”: every school a good school; every child an engaged learner; every teacher a caring educator; every parent a supportive partner.
Since then, the priority of education in multicultural, multiracial, and multilingual Singapore has been diversity and multiple pathways to success, such that each individual child can reach his or her potential. Key to every good school is the quality of teachers and school leaders. Therefore, Singapore has developed a comprehensive and structured system in teacher/principal recruitment, deployment, preparation, and development. To make every school a good school, Singapore also invests heavily in education and resources schools for them to provide customized programs to satisfy the varied needs, interests, and talents of their students. To ensure that every child is an engaged learner, educational resources and extra learning support are provided to maximize educational opportunities. The curriculum is also constantly revamped to provide students with more opportunities for holistic development and support for their many capacities. For every teacher to emerge as a caring educator, teachers and school leaders are provided with a comprehensive and structured mentoring system to enable them to grow personally and professionally. To help every parent to be a supportive partner, efforts have been made to communicate with, engage, and educate parents via education materials, workshops, talks, and funds. In addition, there are close partnerships among schools, parents, and communities. Three principles guide Singapore’s education reforms: (a) maintaining a clear and progressive vision, (b) working both systemically and systematically, and (c) equitable leveling up. What binds the nation’s core principles of ensuring a progressive, long-haul vision of education is the unwavering belief that students sit at the center of all educational reform endeavors.

Teacher Education and Inclusion in the Asia-Pacific Region

While countries across the Asia-Pacific region have since the early 2000s been very forthright in acknowledging the international conventions and declarations that promote inclusive education, there still seems to be a substantial gap between policy and school expectations in most educational systems. Many of the less developed countries have adopted the terminology in the Education For All framework and applied this within their own education policies. Thus, country policies promote an “inclusive approach to education” that enable children with disabilities to attend a regular school. Some policies go further and state that this should be with appropriate differentiation and support. Unfortunately, this is where the strength of the shift in education seems to end for many of the Asia-Pacific countries. There appears to be an ongoing lack of understanding that inclusion means that not all students will achieve through the “same old” ways and that outcomes will need to be different. In other words, governments promote inclusion through policy, but at the same time continue to expect schools to help all students to achieve the same curriculum, pedagogy, and assessment as the way to equity.
Countries across the Asia-Pacific region, like elsewhere, vary enormously in their cultural diversity and in their ability to respond to inclusion. Models of teacher education, likewise, will vary and must be focused on what is contextually viable and culturally acceptable within each individual country. Cultural differences, beliefs, values, and understandings associated with inclusion and disability vary enormously across the Asia-Pacific region and are often firmly embedded within historical contexts. These invariably have strong impact on acceptance and in decision-making regarding what constitutes appropriate teacher preparation for working in more inclusive schools. Regardless of context, effective teacher education requires skilled teacher educators who have received full training in regard to inclusion and who are also aware of the needs of classroom teachers when asked to operate an inclusive classroom, within different cultural contexts, and the potential additional strains of large class sizes, and often limited resources. A variety of different models have been applied throughout the Asia-Pacific region to prepare teachers for inclusion with inconsistent outcomes.

Teacher Education in Germany

The structure of teacher education in Germany has to be regarded in close connection with the structure of the German school system. Five different types of teachers (five Lehrämter) correspond to the several levels and types of schools in Germany. All teachers are educated and trained as part of a process consisting of two phases: During the first phase of five years, all future teachers attend university and study their two or three specialized subjects as well as education, while carrying out internships in schools. After that, they pass over to the second phase at a specialized teacher-training institution that prepares them for the necessities of practical classroom teaching in their subjects. This second phase lasts one-and-a-half or—in three of the sixteen German Länder—up to two years. Having passed the final state examination they apply for an available position at a school. The system of initial teacher education in Germany is very intensive and ambitious; on the contrary, the in-service or further education of teachers is not very well developed. This article sketches the basic structure of teacher education in Germany. As Germany is a federal state consisting of 16 Länder, and as school and teacher education matters are decided at the level of these Länder, each Land has its specific teacher education system, slightly different from the general model.
Teacher education has been and is criticized constantly: the courses at university are not sufficiently connected to the requirements of the second phase and the later work the students must carry out in schools. Because of this constant critique teacher education is continuously being reformed. As part of a general reform of the higher education system, teacher education was integrated into the bachelor’s-master’s system (the Bologna process). Not all hopes linked to this reform have come to fruition. Some other reforms deserve a mention. In the universities, Centers for Teacher Education have been established to organize and supervise all processes and actors involved in teacher education. Internships in schools have been expanded and restructured. Standards for all curricular elements of teacher education have been developed on the level of the federate state and have been adopted in Länder and universities very slowly. In some of the Länder, the differing lengths and academic levels of the different teacher education programs for the different types of teachers (Lehrämter), which formerly led to different salary levels and career opportunities, have in parts been graded up to the top level.
Nevertheless, teacher education in Germany is characterized by profound and persistent problems. All resources and hopes are still directed toward initial teacher education. In-service teacher education remains underdeveloped. The career system of qualified teachers in service does not mirror the career path of a teacher; in-service training does not respond to the processes and problems of individual teacher development. The changing conditions in the labor market for teachers undermine efforts to improve the quality of teacher education in a sustainable way. On the positive side, it can be noted that in Germany—and worldwide—research on teacher education, its processes and results has grown rapidly in the last two decades.
