Further adequate compensation and incentives to upskill or reskill are essential. These policies and practices are especially important in this era of challenging pedagogic reform, evolving views of learning and new roles for teachers as learning designers. Teacher policies and practices contribute to the high standing of teachers in Singapore and the consistent high performance of Singapore students in international assessments.

Research has an important role in both preservice and in-service education and the potential to bring about change personally, professionally, and politically.

Teachers often characterize their interest in and commitment to the profession as moral: a desire to support students, serve their communities, or uphold civic ideals embedded in the promise of public education. These initial and sustaining moral impulses are well documented in research on teaching and teacher education. However, moral commitments can also be a source of teachers’ dissatisfaction and resistance, especially in the age of the market-based Global Education Reform Movement. This article explores the phenomenon of conscientious objection in teaching as an enactment of professional ethics. Conscientious objection describes teachers’ actions when they take a stand against job expectations that contradict or compromise their professional ethics. Teachers who refuse to enact policies and practices may be represented by popular media, school leaders, policymakers, and educational researchers as merely recalcitrant or insubordinate. This perspective misses the moral dimensions of resistance. Teachers may refuse to engage in practices or follow mandates from the standpoint of professional conscience. This article also highlights varieties of conscientious objection that are drawn from global examples of teacher resistance. Finally, the article explores the role of teachers unions as potential catalysts for collective forms of conscientious objection.

A teacher’s belief in his or her own capability to prompt student engagement and learning, even when students are difficult or unmotivated, has been labeled “teacher self-efficacy” in the context of social learning and social cognitive theory developed by Albert Bandura. Research shows that teachers with high levels of self-efficacy are more open to new teaching methods, set themselves more challenging goals, exhibit a greater level of planning and organization, direct their efforts at solving problems, seek assistance, and adjust their teaching strategies when faced with difficulties. These efforts pay off for self-efficacious teachers themselves, who have been found to be affected by burnout less often and are more satisfied in their jobs but also for their students, who show more motivation, academic adjustment, and achievement. While self-efficacy of the individual teacher explains how the individual teacher’s beliefs relate to students’ academic development, collective teacher efficacy helps to understand the differential effect of faculty and whole schools on student outcomes. Consequently, systematically exploring effective techniques to increase teacher self-efficacy is highly relevant to the teaching context. Previous research has suggested four sources related to the development of self-efficacy: mastery experience, vicarious experience, verbal persuasion, and somatic and affective states. Although there is ample evidence that teacher self-efficacy and collective self-efficacy are important for teacher and student outcomes, and some intervention programs for teachers in trainings, career teachers, and upon school factors show promising results, there is still a lack of longitudinal and experimental research on the independent effect of each of the four sources on teacher self-efficacy.

The 21st-century explosion and decisive impact of digital media on education has highlighted the need for rethinking the required teacher knowledge for guiding students in taking advantage of improved technological affordances. The reformed teacher knowledge, called technological pedagogical content knowledge (TPCK or TPACK), is knowledge reflecting a dynamic equilibrium for the interaction of technology, pedagogy, and content. The intersection of these three knowledge domains reveals four additional subsets: technological pedagogical knowledge, technological content knowledge, pedagogical content knowledge and technological pedagogical content knowledge. The summation of these domains resides within the intellectual, social, and cultural contexts of education, to reveal the knowledge known as TPCK/TPACK. Teacher educators, researchers, and scholars have been and continue to be challenged with identifying appropriate experiences and programs for assessing and developing this teacher knowledge for integrating digital technologies as learning tools in reformed educational environments. Two questions guide this review of the literature surrounding the active, international scholarship and research toward understanding the nature of TPCK/TPACK and guiding the development of teachers’ TPCK/TPACK. The response to the first question describes the nature of this teacher knowledge for the digital age and how it differs from prior descriptions of teachers’ knowledge. The response to the second question explores the research and scholarship unveiling how this knowledge is developed and assessed at the pre-service and in-service teacher levels. From this scholarly work, three distinct views on the nature of TPCK/TPACK are proposed to explain various approaches in how this teacher knowledge is both developed and assessed in pre-service and in-service preparation programs. The integrated, heterogeneous vision recognizes the distinctness of the multiple subsets in the model and calls for specific preparation in each of the domains as key to developing the teacher knowledge for the digital age. The transformative, homogeneous vision considers the knowledge as a whole, composed through the integration of the multiple subset. Through the educational processes, the multiple subsets are rearranged, merged, organized, integrated and assimilated in such a way that none are any longer individually discernible. The third vision, called the distinctive vision, acknowledges the critical nature of the primary domains of pedagogy, content and technology and proposes the value of preparing teachers in each of these distinct domains. Supporting teachers for gaining the TPCK/TPACK-based knowledge, the preparation must respond to changes in content knowledge, pedagogical knowledge, and technological knowledge. These cumulative scholarly efforts provide a launchpad for future research focused on developing teachers’ knowledge for teaching in the digital age.

The central purpose for teaching is advancing the quality of life on planet earth through the organized transmission of intergenerational collective and cumulative knowledge combined with further developing the academic and intellectual capacity of the present generation for building upon and extending existing knowledge, as well as developing new knowledge. Teaching supports the development of the whole person academically, intellectually, physically, psychologically, and socially. This includes developing the ability to take care of one’s self and to support the needs of family and community. Competence for classroom teaching requires consistently demonstrating adequate subject matter knowledge, professional knowledge, and knowledge of learners for facilitating the growth and development of learners from diverse cultural and experiential backgrounds, and learners with special needs. Knowledge of learners includes familiarity with the home and community cultures, the resources available in the local community, prior knowledge from within and outside school, the research and theory about child and adolescent growth and development, and the aspirations and challenges embraced by both students and their communities. Teacher preparation programs purposefully designed to support transforming urban schools and communities contextualize professional knowledge and practice for teaching students from cultural and ethnic groups that have been traditionally underserved, isolated, oppressed, who live in poverty or urban areas, or who have experienced cultural and linguistic imperialism. Purposeful teacher preparation provides candidates with a well-designed, interrelated, and developmentally sequenced progression of professional knowledge and learning experiences that foster the development of deep knowledge for learner growth and development. Examples of purposefully designed teacher preparation programs ensure that candidates have deep knowledge of their personal cultural heritage and language. In the teacher preparation program, candidates learn to make connections between the school curriculum and the cultural traditions, values, practices, and ancestral knowledge from their personal cultural heritage. Candidates learn to apply their understanding of these connections in developing pedagogy and learning experiences for students with whom they share a personal cultural heritage and ancestral knowledge. Through this process candidates learn principles of teaching practice that can be transferred to teaching students with a different cultural heritage and ancestral knowledge. Learning to apply specific principles of practice across cultural groups is developed through shared experiences with peers in the teacher preparation program from different cultural groups and through engaging in guided teaching experiences with students from different cultural groups. Important goals embedded within this approach to teacher training are preserving and restoring the cultural heritage of students and improving the quality of life in the local community and the nation.

Teacher unions (or alternatively “education unions”) are organizations formed to protect and advance the collective interests of teachers and other education workers. What the collective interests of educators entail and how they should be pursued have been and remain active matters for debate within these organizations. Different unions at different times have responded differently to these questions, for example, in relation to the degree to which an industrial versus a professional orientation should be adopted, and the degree to which a wider political and social justice agenda should be embraced. Several ideal-type models of teacher unionism have been identified, as well as various strategic options that these unions might employ. A spirited debate is ongoing about the legitimacy and power of teacher unions. One perspective portrays them as self-interested special interest groups, and another as social movements advocating for public education. The status of teacher unions as stakeholders in educational policymaking is contested, and union–government relations occur across a spectrum of arrangements ranging from those that encourage negotiation to those characterized by confrontation and hostility. Internationally, education unions face significant challenges in the early decades of the 21st century. Neoliberal economic and industrial policies and legislation have eroded the capacity of unions to collectively organize and bargain, and the global education reform movement (GERM) has created a hostile environment for education unions and their members. Despite these challenges, education unions remain among the most important critics of GERM and of global neoliberal social policy generally. The challenges posed and the strategies adopted play out differently across the globe. There is evidence that at least some unions are now prepared to be far more flexible in adopting a “tapestry” of strategies, to examine their internal organization, build alliances, and develop alternative conceptions of the future of education. Researchers, however, have identified certain internal factors in many teacher unions that pose significant obstacles to these tasks. Unions face difficult choices that could lead to marginalization on the one hand or incorporation on the other.

Activities that actively and deliberately support museum visitors’ engagement with art and promote learning occupy a distinct, though contested, place in the history and current framing of the art museum across the globe. Despite its many benefits, educational work in art museums has grown erratically, frequently without formal structures, systems, or strategies, and it has been critiqued in the past for lacking a robust theoretical framework and consistent methodological principles. It remains the case that the field is broad, diverse, and continually evolving; in the early 21st century, the boundaries are shifting, for example, between what constitutes curatorial practice and learning practice in contemporary art museums. This fluidity and heterogeneity has enabled the emergence of creative and responsive practice that encourages visitors to learn with, through, and about art, but it poses challenges when the goal is to present a coherent overview. Therefore any summary of this complex domain will necessarily be selective. Nonetheless, taking the practice as it has been developed in the United Kingdom and the United States, where this work has been theorized and communicated to the greatest extent (and with reference to the practice in Europe, Canada, and Australia), it is possible to identify common historical developments, shared philosophical and pedagogical principles, and collective challenges and opportunities that contribute to a comprehensible picture, albeit one that is replete with contradictions. As a field, art-museum education continues to define itself. And although valuable research and theorization have been undertaken, in part by practitioners drawing on their own experiences, further work is required, not least to broaden the understanding of the practice as it is manifest globally and to make explicit the increasingly important role of art education within the art museum.

Since 2010, understanding teacher efficacy for effective inclusive practices has consistently been prioritized by inclusive education researchers. However, a leading-edge conceptualization about the type and degree of teacher efficacy essentially required for teachers to make a classroom inclusive is unclear. Specifically, a set of comprehensive evidence-based components of teacher efficacy is an intense demand of the contemporary age of inclusive schooling. The evidence generated through research regarding effective inclusive teacher efficacy in various contexts of the world indicates that some generic universal trends in variables that have an impact on teaching efficacy are perceptible along with some contextual factors that influence teaching efficacy for inclusive practices. Specifically, research studies conducted with a focus on Asian countries identified some unique contextual variables (i.e., gender, class size, etc.) that have contrasting findings on developing teaching efficacy for inclusive practices. Considering such common and distinct research-evidences a mechanism on enhancing efficacy for teachers and professionals is essential to better practice inclusive education.

Vision impairment is a broad term that captures a wide range of reduction in visual function and includes ocular and cerebral conditions. Learners with vision impairment are a heterogeneous population within which there is a wide spectrum of characteristics, ability, and needs. The profile of these characteristics, including the nature and cause of the vision impairment, varies between countries: in high-income countries it is common for childhood vision impairment to coexist with other disabilities, including learning disabilities; in many low-income countries, higher numbers of children with vision impairment (where known) have either conditions associated with poverty and poor public health or refractive errors that could be corrected with corrective lenses. These differences have an important bearing upon the appropriate educational, social and/or health intervention. Childhood vision impairment is associated with particular developmental and educational needs which are primarily linked to reduced access to learning opportunities, such as limited opportunities to explore their environment, learn through incidental experiences, and develop motor skills by observing and copying others. Key educational responses to these access needs suggest that educational input tends to be in two complementary forms: (a) access to learning emphasizes environment adjustment and accessible/universal approaches to teaching; (b) learning to access emphasizes targeted teaching provision supporting the child or young person to learn independence skills and develop personal agency to facilitate independent learning and social inclusion (and this includes specialist interventions such as mobility training, access technology, and low vison training). It is recognized that practitioners involved in supporting this educational access must pay particular attention to balancing these approaches. Therefore, they must seek to target longer-term educational outcomes (associated with learning to access) as well as immediate access needs (associated with access to learning). Equitable teaching approaches for learners with vision impairment should explicitly focus on promoting a “balanced curriculum” throughout a given educational timeline to ensure that learners can participate within education as well as have opportunities to develop educational outcomes needed to succeed later in life. Specialist practitioners have a central role in overseeing such development, facilitating the progressive nature of curriculum access with an increased emphasis on promoting learning to access. A bioecological systems perspective provides a powerful lens through which to analyze the various influences on achieving such a balance within different national and societal contexts. This perspective provides opportunities to consider implications within, and between, contexts and settings to ensure all learners with vision impairment have equitable opportunities to education through a holistic and lifelong learning perspective and are therefore suitably prepared for life within and outside school.

Education that encourages debate and discussion and acknowledges complexity and ambiguity is essential for people to develop a respect for others and for democracy—that is, to participate as citizens. This concept is encapsulated in the United Nations Charter of Human Rights. The humanities and the creative arts are important curriculum areas that can encompass diversity and complexity and support the development of a necessary critical disposition. Study in these areas helps to create people who are at home in a culture in which openness to others and criticality in receiving ideas are paramount. Teaching self-efficacy refers to the beliefs that teachers hold about their instructional capabilities. According to Bandura’s social cognitive theory, individuals develop a sense of efficacy by attending to four sources of information: mastery experiences (i.e., performance attainments), vicarious experiences (i.e., observing social models), social persuasions (i.e., messages received from others) and physiological and affective states (e.g., stress, fatigue, mood). Personal and contextual factors also play a role in the development of teaching self-efficacy. Understandings of teaching self-efficacy, its sources and its effects, have been limited by poor conceptualizations and methodological shortcomings. Nonetheless, researchers have provided ample evidence that teachers with a high sense of efficacy tend to be more psychologically healthy and effective than teachers who doubt their capabilities.

Technology proficiency is the ability to use technology to communicate effectively and professionally, organize information, produce high-quality products, and enhance thinking skills. In classroom settings, technology proficiency refers to the ability of teachers to integrate technology to teach and facilitate, as well as to improve learning, productivity, and performance. These abilities are needed to participate in a technological world. Technology proficiency enables teachers to identify and explore a wide variety of technological tools and devices in order to determine and select those that best respond to teaching and learning contents. Among teachers, basic proficiency in information technologies is typically used to communicate electronically, organize activities and information, and create documents in schools or higher-education institutions. Proficiency in using technological tools and devices can be achieved through experience and instruction. It is necessary to introduce experimentation into teaching practices and maintain accessible technological tools and devices. Technology proficiency seems relevant to many aspects of the teaching profession, such as lesson preparation and development of teaching kids. Other aspects that impact teacher decisions to introduce technology into teaching and learning activities are teachers’ beliefs about the way the subject should be taught and the skills associated with teacher competence in managing classroom activities using technology tools and devices. Therefore, teachers must be able to apply the technological knowledge and skills required in professional job roles and responsibilities in order to achieve the expected outputs. As an educator in the 21st century, it is imperative to integrate technology into the curriculum for a variety of reasons. Students need to be exposed to and be familiar with technologies in order to compete in the world marketplace, and they need to be able to integrate them in dynamic social environments. The world is dominated by technology in all forms, and to be successful, students must possess 21st-century skills. In addition, technology proficiency improves efficiency in teaching and facilitating. Being more efficient usually means that teachers have more time, and it allows additional space for innovation, planning, conversing, thinking, and creativity. Technology can be instrumental in making teachers more efficient.

Since the 1980s, the English education system has been a site of experimentation and reform, with test-driven accountability as the predominant form of quality control. The high-stakes accountability system in England is the result of a complex articulation of standardized assessments, end-of-secondary high-stakes examination, and a consequential inspection system that combines public display of performance data via rating systems and league tables. In primary, Standard Assessment Tests (SATs) in English and math are used to measure pupils’ progress between Year 2 and Year 6, and schools’ effectiveness are determined on the basis of these scores, which are publicly available. In addition, there is a range of ad hoc focused tests or “checks” scattered across primary schooling, such as the Phonics Screening Check (Year 1) and the Multiplication Tables Check (Year 4). The main assessment for KS4 is a tiered exit qualification known as General Certificate of Secondary Education (GCSEs), which determine school and college sixth-form options (A levels) and subsequent eligibility for university courses. As data and metrics are increasingly privileged over teacher expertise and professional judgment, schools face tremendous pressure to comply with mounting data and inspection demands, resulting in homogenous and rigid practices. Arguably, recent policy reforms at both ends of compulsory schooling, such as the Reception Baseline Assessment (2020) and Progress 8 (2016), were introduced with the aim of mitigating some of the negative effects that layers of test-based accountability had on teaching and learning. However, a closer look at the internal logic of these reforms reveals further intensification of output-driven pedagogy at the expense of equity, well-being, and justice.

Testimonio involves bearing witness to the collective experiences of historically marginalized communities, particularly as it relates to their oppression, resistance, and resilience. As an approach, it is an inherently decolonial process since it decenters Eurocentric knowledge and challenges power. Unlike oral history, memoir, or autoethnography, testimonio positions itself as an urgent and political voicing that rejects notions of objectivity and neutrality. Instead, it posits that there exist multiple truths of which each contributes to producing our understanding of a collective reality. Similar to these different practices, testimonio does not have a predictable or set structure as it can take the form of a poem, speech, interview, letter, and so on. Each of these, however, involves a public accounting of human experiences that have the ability to build solidarity. Testimonio finds its formal roots in Latin America; however, as a practice it could be argued that it predates most traditional approaches as it has long existed within indigenous cultures that observe oral traditions and storytelling. Testimonio has been used primarily for movement building and resistance as marginalized groups globally named the oppressive practices of their governments and institutions. Since the late 1990s, testimonio has found a home in education, where scholars have deployed it as a strategy for visibilizing the experiences of people of color and women, especially Chicanas and Latinas. Additionally, testimonio has been adapted as a pedagogical tool, research method, and methodology. In the classroom, testimonio can help reveal the varying experiences and knowledge that students bring into the classroom. As a research method and methodology, testimonio compels researchers to reenvision their role in the research process and their relationship to their participants.

The Enlightenment was an intellectual movement that took place in Europe in the 18th century, whose main characteristic was criticism. For the Enlightenment theorists, it was assumed that the idea of reason should be the basis of all actions taken in every sphere of social life. The aim of the present study is to investigate the entanglement between Enlightenment and education. In order to do so, we first resort to Kant’s thought. Kant characterizes the Enlightenment as man’s emergence from his own immaturity, defining immaturity as the inability to use one’s own understanding. One can say that the Enlightenment has an intrinsic pedagogical dimension. The enterprise of Diderot’s Encyclopedia consisted of a project that could be regarded as pedagogical, since it aimed at spreading the new breakthroughs of knowledge in all fields to an increasing number of people. The belief of the Enlightenment was that progress in science and technology did not only depend on advances in accumulated knowledge. The achievements of science would also—beyond the new discoveries in the various fields of knowledge—be furthered through the irradiation of that knowledge. The expansion of access to the achievements of science for an increasing number of people was one of the main objectives of the Enlightenment theorists, and particularly of the Encyclopedia. It should be noted that these pedagogical projects were based on the thesis that the schooling of society was a strategy with which to secure and consolidate the path of reason, and to protect it against dogmas and prejudices against it. For this reason, the Enlightenment consisted of organization of the intellectual world, whereby the activity of thought effectively became a struggle in favor of freedom of reasoning and freedom of belief. In the Enlightenment ideas of education as set out in Diderot’s Plan of a University or of a Public Education in All Sciences, written while he was under state guard, one can see how the idea of instruction is linked to the concept of civilization. It was believed that, through education, the nation could be enlightened, and the people would also be better prepared to live as good citizens. In addition, it was believed that school education would give people the opportunity to develop the talents nature had endowed them with. The idea was that allowing everyone to have free access to the instruments of rationality and freedom of judgment would bring about the possibility of a fairer, more egalitarian society in which distinctions between its citizens were based on merit rather than inequalities of fortune. Finally, Condorcet’s proposal for the organization of the public education undoubtedly constitutes the matrix of our contemporary idea of the state school. To develop reason presupposes, from the point of view of the Enlightenment, using the instruments of that reason so it can be expressed. This implied the formation of public opinion, which was, per se, a pedagogical task. Also, and most importantly, this implied the necessity of the creation of schools.

Artists who teach or teachers who make art? To explore the identity of the artist-teacher in contemporary educational contexts, the ethical differences between the two fields of art and learning need to be considered. Equity is sought between the needs of the learner and the demands of an artist’s practice; a tension exists here because the nurture of the learner and the challenge of art can be in conflict. The dual role of artist and of teacher have to be continually navigated in order to maintain the composite and ever-changing identity of the artist-teacher. The answer to the question of how to teach art comes through investigating attitudes to knowledge in terms of the hermeneutical discourses of “reproduction” and “production” as a means to understand developments in pedagogy for art education since the Renaissance. An understanding of the specific epistemological discourses that must be navigated by artist-teachers when they develop strategies for learning explicate the role of art practices in considering the question: What to teach? The answer lies in debates around technical skills and the capacity for critical thought.

The field of dispositional traits of personality is best summarized in terms of five fundamental dimensions: the Big Five personality trait factors, namely Extraversion, Agreeableness, Conscientiousness, Emotional Stability, and Intellect. The Big Five find their origin in psycho-lexical work in which the lexicon of a language is scanned for all words that can inform about personality traits. The Big Five factors have emerged most articulately in Indo-European languages in Europe and the United States, and weaker versions have appeared in non-Indo-European languages. The model is most functional and detailed in a format that integrates simple structure and circular representations. Such a format gives the Big Five system great accommodative potential, meaning that many or most of the concepts developed in approaches other than the Big Five can be located in that system, thus enhancing the communication about personality traits in the field. The Big Five model has been applied in virtually all disciplines of psychology, including clinical, social, organizational, and developmental psychology. In particular, the Big Five have been found useful in the field of learning and education where the factor Conscientiousness has been identified as a strong predictor of academic performance, but where other factors of the Big Five also have been demonstrated to play important roles, often in moderating or mediating sense. The Big Five model has faced a number of critical issues, one of which concerns the criteria of inclusion of trait-descriptive words from the lexicon. With relaxed criteria, allowing more than just dispositional trait words (e.g., trait words that are predominantly evaluative in nature), additional dimensions may emerge beyond the Big Five, mostly conveying features of morality. An important issue regards the cross-cultural applicability of trait-descriptive dimensions. With a cross-cultural emphasis, possibly no more than three factors, expressive of traits of Extraversion, Agreeableness, and Conscientiousness, make the best chance for claims of universality. For a good understanding of traits representing the remaining Big Five dimensions, and also dimensions that have sometimes been identified beyond the Big Five, it is not only important to specify their regional applicability, but also to articulate differences in research methodology.

Liberal democracies have convinced themselves that persistent attempts to regulate the dress codes of Muslim women are driven by a democratic imperative toward their “emancipation.” They have convinced themselves that the imposition of integration is in the best interest of a democratic society. As a result, Muslim women, or more specifically, their dress codes, have become the reluctant centerpieces of a debate that has much less to do with democratic preservation than it has to do with an overt, systemic discrimination against a particular group. By taking into account the ensuing tensions and controversies that perceivably exist between liberal democracies and Muslim women, there are certain questions worth considering. On the one hand, is the concern of Muslim women, who are seemingly viewed and treated as a homogenous group. Who are they? What informs their Muslim identities and practices? On the other hand, is the matter of liberal democracies, which, through their actions of trying to regulate the dress code of Muslim women in the public sphere, have brought into contestation notions of democratic principles and practices. Why have liberal democracies chosen to respond to Muslim women in the way that they have? What is it about the dress code of Muslim women, which presents such an aversion or undermining of liberal democracies? It would seem, and as will be discussed in this article, that what liberal democracies perceivably know about Muslim women might in fact not be how they (Muslim women) conceive of themselves. That is, unlike the perceptions created by liberal democracies, Muslim women might not necessarily interpret their particular dress codes as being irreconcilable with what it means to be and act in a democracy. In turn, while the interest of the ensuing discussion is on the treatment of Muslim women by liberal democracies, the implications of this discussion might not be limited to one group identity; instead, there are necessary questions and concerns about how liberal democracies respond to and reconcile with pluralist forms of being.
