The Curricular Insights of Ivan Illich

Ivan Illich’s curriculum vitae provides the frame through which to elaborate three insights—neither curricular, ideologic, utopian, nor messianic, yet penetrating contemporary givens: the institutionalization of values, the “ritualization of progress,” and the perversion of persons under the regime of scarcity. The former priest—whose challenges to the Church as it extended to similar corporate entities of the State rendered him a pariah—was arguably least understood at the moment he was most known. Yet, reviewing the entirety of his corpus, the judgment of Agamben resonates: “Now is the hour of Illich’s legibility.” This “legibility” reveals Illich’s project: his commitment to the struggle for both justice and freedom in the form of cultural, technological, and institutional inversion. His three insights—interculturality, the hidden curriculum of schooling, and a politics of limits—sought to contribute to a redirection of societies away from ecological, cultural, and social demise. His contributions address the following questions: What are the limits—ecological, technological, economic, political—within which pluralistic societies can exist? What do a society’s chosen “tools” say about what it means to be human? What are the terms—justice and freedom—within which the contemporary crises of global pandemic, of climate collapse, and of widespread immiseration and dispossession can be addressed?

Drama in Education and Applied Theater, from Morality and Socialization to Play and Postcolonialism

The field of drama education and applied theater is best understood through a consideration of the major developments and aspirations that have shaped its trajectory over three historical periods: the latter years of the 19th century up until 1960, between 1960 and 1990, and the years encompassing the turn of the 21st century, 1990–2015, which was a decidedly more globalized epoch. The drama education/applied theater scholarship of the English-speaking world, including the United Kingdom, Europe, Australia and New Zealand, and North America, offers a fascinating distillation of the relationship between making drama and learning, including the history of alternative forms of education. Scholarship from Asia drawing on traditional forms of theater-making, as well as imported and adapted structures of Western drama education movements, speak to hybrid and ever-expanding practices across the globe. Although young as a discipline within the academy, drama education/applied theater has all but made up for its relative immaturity by spanning a wide domain of multidisciplinary thinking, embracing an eclectic theoretical field that covers an enormous breadth of social issues and a vast range of learning theories, while straddling a compelling spectrum of political positions. The development of the field is infused with pioneering ideas that broke with entrenched historical traditions and habitual ways of learning, harkening toward new ways of thinking, being, relating, and creating. Taking the world as its source material and humanity as its target audience, the history of the progressive discipline of drama education/applied theater tells the story of an ambitious, flawed, idealized, politicized, divisive, and deeply humanistic scholarly and practice-driven field.

Historical and Philosophical Foundations of Inclusive Education

Inclusive education is a widely accepted pedagogical and policy principle, but its genesis has been long and, at times, difficult. For example, in 1948, the Universal Declaration of Human Rights included statements about rights and freedoms that have, over the decades, been used to promote inclusive educational practices. Article 26 of the Declaration stated that parents “have a prior right to choose the kind of education that shall be given to their children.” This declaration later helped some parent groups and educators to advocate for equal access to schooling in regular settings, and for parental choice about where their child would be educated. Following the widespread influence of the human rights-based principle of normalization, the concept of inclusive education received major impetus from the Education of All Handicapped Children Act in the United States in 1975, the United Nations (UN) International Year of Disabled Persons in 1981, and the UN Convention on the Rights of Persons with Disabilities in 2006. A major focus of the UN initiatives has been the right of people with a disability to participate fully in society. This focus has obvious consequences for the way education is provided to students with a disability or other additional educational needs. For many years, up to the last quarter of the 20th century, the major focus for such students was on the provision of separate specialized services, with limited attention to the concept of full participation in society. Toward the end of the 20th century and into the 21st century, there has been increasing acceptance, through parental action, systemic policy, and government legislation, of inclusivity as a basic philosophical principle. Both the type of instruction that should be provided to students with a disability and the location of that instruction in regular or specialized settings have been topics for advocacy and research, sometimes with mixed and/or controversial conclusions.

Historical Development of Lesson Study in Japan

Lesson study (jyugyo kenkyu) is an approach to professional development that originated in Japan 150 years ago. It was first introduced to the United States in the late 1990s and is now widely practiced in over 50 countries. Lesson study is often perceived as an effective form of professional development aiming to improve mathematics and science instruction, motivated by the high performances of Japanese students as evaluated in the Programme for International Student Assessment (PISA) and Trends in International Mathematics and Science Study (TIMSS). However, lesson study is more than a model for professional development. Lesson study has developed dynamically over time, accommodating educational contexts and the needs of practitioners, policymakers, and researchers. Nowadays, lesson study is used as an approach to lesson analysis, curriculum development, practice-oriented research, demonstration lessons, and various forms and levels of professional development. Lesson study continues to be practiced in the early 21st century as the practice is socially constructed and context-dependent; thus, lesson study is flexible in adapting to the local system. This flexibility and adaptability make it difficult to grasp the comprehensive picture of lesson study. Understanding the unique Japanese educational contexts that have supported lesson study is essential for foreign practitioners and researchers of lesson study as the lack of the necessary supporting conditions often poses challenges for implementing lesson study abroad. Lesson study continues to exist in the early 21st century as it has been facilitated by sociocultural norms in a Japanese educational context and has built upon the professional traditions of Japanese teachers. The focus is on discussing the sociocultural contexts that have supported the dynamic development of lesson study since the late 19th century. For this purpose, “sociocultural” refers to the theoretical space of social relations and cultural practice (Dowling, 2009). For example, a collaborative school culture is not a fixed state or end-product but negotiated through the social relations of the school system that regulates the daily responsibilities, actions, and interactions among managers, teachers, and students around the shared goals. Lesson study has developed under the influence of various factors, including educational theories, approaches, and ideologies, both domestically and abroad. Lesson study is supported by a holistic approach in terms of many aspects such as student learning, teacher-initiated inquiry centered on student learning, the culture of collaboration in professional development, collaboration between teachers and researchers, personal, contextual, and narrative reflection on teaching experience, and flexibility in the learning system that works to address the needs of the educational issues of the time. Nonetheless, contesting forces have contributed to the diversification of lesson study: (a) policymakers’ efforts to standardize lessons and bottom-up initiatives of teachers to experiment with practice; (b) top-down efforts to institutionalize professional development and bottom-up efforts on the part of teachers to work together to realize their educational ideals; and (c) scientific investigation by researchers and narrative, descriptive and subjective reflections on practice by teachers.

History and Social Studies Curriculum

Social studies education has had a turbulent history as one of the core subjects in the school curriculum. The fundamental content of the social studies curriculum – the study of human enterprise across space and time –however, has always been at the core of educational endeavors. It is generally accepted that the formal introduction of social studies to the school curriculum was instigated by the 1916 report of the National Education Association’s Committee on Social Studies, which emphasized development of citizenship values as a core aim of history and social science education. Earlier commissions of the N.E.A. and American Historical Association heavily influenced the Committee on Social Studies recommendations. The roots of the contemporary social studies curriculum, therefore, can be traced to two distinct curriculum reform efforts: the introduction of academic history into the curriculum and citizenship education. There is widespread agreement that the aim of social studies is citizenship education, that is the preparation of young people so that they possess the knowledge, skills, and values necessary for active participation in society. This apparent consensus, however, has been described as almost meaningless because social studies educators continue to be at odds over curricular content as well as the conception of what it means to be a good citizen. Since its formal introduction into the school, social studies curriculum been the subject of numerous commission and blue-ribbon panel studies, ranging from the sixteen-volume report of the American Historical Association’s Commission on Social Studies in the 1930s to the more recent movement for national curriculum standards. Separate and competing curriculum standards have been published for no less than seven areas of that are part of the social studies curriculum: United States and global history, economics, geography, civics, psychology, and social studies. Social studies curriculum is defined a lack of consensus and has been an ideological battleground with ongoing debates over its nature, purpose, and content. Historically there have been a diverse range of curricular programs that have been a prominent within social studies education at various times, including the life adjustment movement, progressive education, social reconstructionism, and nationalistic history. The debate over the nature, purpose, and content of the social studies curriculum continues today, with competing groups variously arguing for a social issues approach, the disciplinary study of history and geography, or action for social justice as the most appropriate framework for the social studies curriculum.

History of Curriculum Development in Schools

The evolution of curriculum development in schools reflects the evolution of knowledge and civilization itself. What knowledge is of most worth? How shall it be codified, structured, and transformed into curriculum for the acculturation and growth of successive generations so that the future is better than the past? How can the school be designed and equipped as a productive and democratic learning environment? These are some of the questions that intersect with the fundamental factors of the education process, namely the learner, the curriculum, and the society. When these fundamental factors are set in opposition or isolation, the possibility for educational progress is impeded or set back. Embracing the idea of progress and the science of education, the experimentalist movement over the first half of the 20th century sought to dissolve the dualisms carried from ancient Greece (e.g., mind/body, intellect/emotion, abstract/concrete knowledge) in endeavoring to create new designs and structures for curriculum synthesis to meet the democratic prospect and the universal educational needs of the rising generation. In sum, the experimentalists reconstructed curriculum development into a process of problem solving for educational progress, holding to the paradigmatic principle that the structure and function of the school curriculum must be in congruence with the nature and needs of the learner for effective living in the democratic society. The paradigm holds the fundamental factors in the education process as necessarily interdependent and in harmony. The curriculum paradigm explains why so many reforms imposed on the schools predictively are destined for failure simply because they set the fundamental factors in conflict with each other. The march of democracy in global affairs will require a resurgence of the progressive vision for the curriculum of the democratic classroom and school in which students are engaged openly with each other and with the teacher in investigative cooperation, collaboration, and consultation.

John Dewey and Teacher Education

John Dewey’s writings on schooling are extensive, and characteristically wide-ranging: teachers are expected to think deeply about knowledge construction, how we think and learn, the purpose of curriculum in the life of the child, and the role of school and societal reform. He worked throughout his life to develop and refine his philosophy of experience, describing all learning as defined by the quality of interactions between the learner and the social and physical environment. According to Dewey, teachers have a responsibility to structure educational environments in ways that promote educative learning experiences, those that change the learner in such a way as to promote continued learning and growth. The capacity to reflect on and make meaning from one’s experiences facilitates this growth, particularly in increasing one’s problem-solving abilities. While Dewey wrote little that specifically addressed the preparation of teachers, his 1904 essay, “The Relation of Theory to Practice in Education,” makes clear that he grounds his beliefs about teachers’ learning in this same philosophy of experiential learning. Dewey argued that thoughtful reflection on previous and current educational experiences is especially important in teacher preparation; teacher educators could then guide beginners to examine and test the usefulness of the beliefs formed from those experiences. Teacher educators, therefore, have a responsibility to arrange learning environments for beginning teachers to promote sequential experiences leading to increased understanding of how children learn, “how mind answers to mind.” These experiences can then help beginning teachers grow, not as classroom technicians, but as true “students of teaching.” Dewey’s ideas remain relevant, but must also be viewed in historical context, in light of his unfailing belief in education and the scientific method as ways to promote individual responsibility and eliminate social problems. His vision of a democratic society remains a fearless amalgam of human adaptation, continuity, change, and diversity: public schools are privileged locations in a democracy for the interplay and interrogation of old and new ideas. Teacher preparation and teacher wellbeing are crucial elements; they can provide experiences to educate all children for participation in their present lives in ways that facilitate their growth as citizens able to fully participate in a democracy. Despite criticism about limitations of his work, Dewey’s ideas continue to offer much food for thought, for both research and practice in teacher education.

Learning in History

At first glance, learning in history might be characterized as committing to memory sanctioned stories about the past. Yet a deeper consideration of this process opens up several questions about the specific features that make the generation of shared knowledge about the past possible and meaningful. Some of these questions regard the very object of such learning: What makes specific aspects of the past historically significant? What relations among people, events, and phenomena are especially salient in fostering understanding of the past? Another set of questions regards the affective and cognitive traits and abilities that characterize a successful learner in history. Researchers from different countries have worked at the intersection between history, history education, and educational psychology, and have investigated how experts and novices address historical questions on the basis of sources provided to them, identifying certain differences in their strategy use, their ability to contextualize information gleaned from the sources, their use of prior knowledge, and their ideas about the nature of historical knowledge and historical evidence. Researchers have also studied the influence that learners’ epistemic beliefs, school curricula, pedagogical practices, testing, and classroom discourse may have on student learning in history. By their variety, these studies have illustrated the complex nature of learning in history and evidenced several tensions among educational goals and between these goals and educational practices in the 21st century.

Peace and Curriculum Studies

To contemplate the question or concern of peace in curriculum studies, and as has been taken up in the field, is to traverse terrain neither simple nor singular. Peace as a concept, and an ideal, is itself complex and contested, elusory even, and approached in manifold ways, often in relation to other equally intricate and disputed ideas, like violence, war, justice, freedom, hope, and love (as well as human rights, hospitality, citizenship, and cosmopolitanism)—historically informed and context-specific as well. The challenges, too, in undertaking such a task are further compounded as concerning curriculum studies, where there is neither a clearly established nor a cohesive body of work upon which to turn or draw here, where no formalized attention has been given systematically to the study of peace, peace education, or peace studies in relation to such. Nevertheless, one could argue that the field of curriculum from its inception, and enduringly so, has been implicitly and integrally connected to the interest of peace and point to a diversity of work therein, of some breadth and depth, to support this claim and examine this interest. The contemporary scholarship that has emerged in the field and explicitly addressed matters of peace and nonviolence, as well as the work of peace advocates and educators, portends further advancement of this line of inquiry—particularly in response to the growing threats and realities of inequality, conflict, violence, war, ecological devastation, and genocide worldwide—in the hopes of creating a more beautiful world of justice, harmony, and human flourishing via education.

Postwar School Reforms in Norway

Comprehensive schooling has been a cornerstone in the development of the Norwegian welfare state since World War II. Over the years it has been extended, initially from 7 to 9 years and later to 10-year compulsory schooling, since the late 1990s including virtually all Norwegian children between the ages of 6 and 16. In education policy, the interests of the community versus the individual have played a key role, reflected in a line of conflict between the political left and right. During the first three to four decades after the war, through the Labor Party, the left wing was in power and developed education policy according to a social-democratic model. The ideal of equality and community in schools had precedence. The vision was to create a school for all that had a socially and culturally unifying effect on the nation and its people. Social background, gender, and geographical location should no longer create barriers between pupils. Ideally, school was to be understood as a “miniature democracy,” where pupils would be trained in solidarity and cooperation. Compulsory schooling was thus regarded as an instrument for social integration and for evening out social inequalities. But one challenge remained: How could a common school for all best take care of the individual needs of each pupil? The principle of individualized teaching within the framework of a common school was incorporated in the education policy of social democracy and was subjected to experimentation and research from an early stage. But with the political shift to the right toward the 2000s, a sharper polarization can be observed between the interests of the community versus the interests of the individual. The political right profiles education policy in opposition to the left-wing emphasis on the social purpose of the school system. In the early 21st century, the interests of knowledge, the classroom as a learning arena, and the performance of each pupil take precedence. Based on the model of New Public Management, a new organizational culture is taking shape in the school system. Where the political left formed its policy from the perspective of “equality” during the first postwar decades, the right is now forming it from the perspective of “freedom.” And this is taking place without significant opposition from the left. The terms “equality” and “equity” provide the framework for the analysis of the changing polarity between collective and individual considerations and between pupils’ freedom and social solidarity in postwar education.

Psychological Well-Being and Resilience

Resilience is the ability to adapt and thrive despite facing adversity. There are various ontological approaches to conceptualizing resilience, including the pathological perspective, defining it in terms of protective factors, and exploring the impact of intervention in the manifestation of resilience. The pathological perspective defines resilience in terms of risk factors located at the individual level. A second area of research on resilience defines it in terms of protective factors that may contribute to its manifestation. The final area of research takes into account not only individual-level risk or protective factors, but also accounts for structural influence in an assessment of resilience. As an example of the interaction between individual and structural factors, Caleon and King proposed the concept of Subjective School Resilience. This perspective on resilience suggests it is a malleable construct and influenced by factors relating to both intra- and interpersonal processes.

Sociocultural Factors and the Global Goals of Education for All

All over the world, nations have spent much of the last 20 years scrambling to increase and improve access to basic education. Globally, the number of people without access to a basic education has fallen significantly in the years since the goals of Education For All (EFA) were announced in 2000 at the World Education Forum in Dakar, Senegal, and extended at Incheon, South Korea, in 2016. This is ostensibly very good news. While universal access to a basic education is certainly a worthy goal, one can raise significant questions about the orientation of these efforts and the manner in which they are being pursued. For example, very little attention seems to have been paid to what the schools are or will be like, or to how the nations and people they must serve may be different from those for whom they were designed. To understand the inevitable problems that flow from this potential mismatch, it is useful to examine education in nations that have achieved more or less universal access to basic education. Many of the educational, social, economic, and social justice disparities that plague those nations are today understood as natural effects of the educational infrastructures in operation. Examination of recent empirical research and practice that attends to the importance of social and cultural factors in education may allow nations that are currently building or scaling up access to head off some predictable and difficult problems before they become endemic and calcified on a national scale. Nations who seize the opportunity to build asset-based and culturally responsive pedagogies into their educational systems early on may, in time, provide the rest of the world with much needed leadership on these issues.

Spirituality is the timeless pursuit by humanity for certainty, understanding, and an abiding connection to each other and the cosmos. Education represents humanity’s efforts at grouping practices, insights, and often contested knowledges in such a manner that they are passed across generations, groups, and communities. The combination of the two reflects humanity’s pursuit at making sense out of the environment.

The “Crisis” in Teacher Education

In 1954, Hannah Arendt wrote that talk of a crisis in education “has become a political problem of the first magnitude.” If one trusts the steady stream of books, articles, jeremiads, and statements from public officials lamenting the fallen status of our schools and calling for bold reforms, the 21st century has shown no abatement in crisis as an abiding theme in education discourse. But why does education occupy such a privileged space of attention and why is it so susceptible to the axiomatic evocation of “crisis?” Arendt provides a clue when she argues that “Education is the point at which we decide whether we love the world enough to assume responsibility for it and by the same token, save it from the ruin which, except for renewal, except for the coming of the new and young, would be inevitable.” The crisis in education has come to signal a variety of issues for which the teacher is either a direct or indirect participant: declining student performance, inadequacy of teacher preparation, inequities of opportunity as well as outcome, or a curriculum ill-fitted to the shape of the modern world. However, at base is the issue of social reproduction that Arendt sees at the heart of education. Thus, the crisis in education serves as a forum for expressing, critiquing, and instantiating the values that are at play when considering “the coming of the new and the young.”

Tradition and Transformation in Danish Early Childhood Education and Care

Denmark has a long tradition of public provision of early childhood education and care (ECEC) as part of what is known internationally as the Nordic welfare model. Both traditions and transformations within Danish ECEC are parallel to the establishment and development of this model. The emergence of child-centered pedagogy, so characteristic for Danish ECEC, is part of specific historical processes. Since the 1960s, the ECEC sector has undergone significant expansion and in 2020, most children in Denmark between the ages of 1 and 6 attend an ECEC institution. This expansion has positioned ECEC as a core universal welfare service, including a special focus on preventing injustice and inequality and on taking care of the vulnerable and disadvantaged. Early 21st-century international discourses on learning and early intervention have influenced political reforms and initiatives addressing ECEC institutions and the work of “pedagogues” (the Danish term for ECEC practitioners with a bachelor’s degree in social pedagogy). Since the 1990s, there has been growing political interest in regulating the content of ECEC, resulting in various policies and reforms that have changed the nature of Danish ECEC by introducing new learning agendas. This has been accompanied by an increased focus on the importance of the early years of childhood for outcomes later in life and on the role of parents in this regard. These tendencies are embedded in political initiatives and discourses and shape the conditions for ECEC, perceptions of children and childhood, the legitimacy of the pedagogical profession, the meaning of and emphasis on young children’s learning, the importance of inclusion, and the changing role of parents. These changes in social reforms and pedagogical initiatives interact with national historical processes and international tendencies and agendas at different levels.

Translanguaging in Educating Teachers of Language-Minoritized Students

Teacher education programs to prepare those who teach language-minoritized students many times continue to uphold modernist conceptions of language and bilingualism. Translanguaging disrupts the logic that nation-states have constructed around named languages, focusing instead on the language practices of people. Translanguaging theory is changing perceptions of bilingualism and multilingualism as well as the design of language education programs for language-minoritized students. And yet, teachers of language-minoritized students are educated in programs that hold on to traditional views of language, bilingualism, and language education. In the best cases, these teachers are prepared in specialized teacher education programs that credential teachers of a second language or bilingual teachers. In the worst cases, these teachers get no specialized preparation on bilingualism at all. But whether teachers are prepared as “general education” teachers, teachers of a “second language,” or “bilingual” teachers, programs to educate them most often hold on to traditional views about language and bilingualism; they then impart those views to future teachers who design instruction accordingly. Teacher education programs need to help teacher candidates understand their own language practices and see themselves as translanguaging beings. Teacher candidates also need to understand how the students’ translanguaging is a way of making knowledge and how to design lessons that leverage the translanguaging of students and communities to democratize schooling. It is imperative that teacher preparation programs implement a new theory of bilingualism, one that rejects the compartmentalization of languages and the stigmatization of the language practices of language-minoritized students. Providing teacher candidates with the tools to reflect on their experiences and on how raciolinguistic ideologies cut across institutions can help them not only understand but also find ways not to internalize oppressive notions of self, language practices, and teaching.

Village Institutes of Turkey

In the 1930s, the primary schooling rate in Turkey was significantly low compared to the European states. Ninety percent of the population lived in villages without any schools and teachers. Therefore, promoting primary education was addressed as an issue concerning villages in Turkey. The seeds of the intellectual infrastructure in the emergence of institutes were sown at the beginning of the 20th century, during the Ottoman rule. To train teachers for villages, Village Teacher Training School [Köy Muallim Mektebi] was founded in 1927 and Village Instructor Training Course [Köy Eğitmen Kursu] in 1936. However, these initiatives were not sufficient in terms of quality and quantity. Village teacher training experiences, new education, and work school trends of Europe were analyzed by Turkish educators, opinions of foreign and Turkish experts were received, and the Village Institutes [Köy Enstitüleri] project was carried into effect based on the realities of Turkey. The first Village Institutes opened in 1937. They were established in a restricted area, with a limited budget, and a non-common curriculum until the Village Institute Law was promulgated in 1940. On April 17, 1940, the law prescribing their establishment was approved by the parliament. The number of the Village Institutes, which spread over the Turkish geography evenly, reached 21 by 1949. The period between 1940 and 1947 was when the Village Institutes were most productive. Learning by doing and principles of productive work were embraced at the Village Institutes. The curriculum consisted of three components: general culture, agriculture, and technical courses. In addition to their teaching duties, the primary school teachers that graduated from the Village Institutes undertook the mission of guiding villagers in agricultural and technical issues and having them adopt the nation-state ideology in villages. World balances changing after the Second World War also affected the Village Institutes. In 1946, the founding committee of the Village Institutes were accused of leftism and had to leave their offices for political reasons. After the founding committee stepped aside, the Village Institutes started to be criticized by being subjected to the conflict between left-wing and right-wing. Following the government changeover in 1950, radical changes regarding the curricula, students, and teachers of the institutes were made. Making the Village Institutes unique, the production- and work-oriented aspects were eliminated, and the institutes were closed down in 1954 and converted into Primary School Teacher Training Schools. Although the Village Institutes existed only between 1937 and 1954, their social, economic, and political effects were felt for a long time through the teachers, health officers, and inspectors they trained.
