Theater, Drama, Education, and Pasifika Youth in Aotearoa New Zealand

Pasifika people constitute a young, diverse, and growing portion of the population of Aotearoa New Zealand, with multiple cultural identities originating in the Cook Islands, Niue, Tokelau, Samoa, Tonga, Fiji, Tuvalu, Tahiti, and Kiribati. Pasifika people are also subject to both new and historical disparities in income, employment, education, housing, and health in comparison with other ethnic groups. Significantly, education in Aotearoa continues to fail Pasifika youth, reporting a persistent long brown tail of underachievement in standards-based assessment. Multiple government interventions have been implemented to address these increasing disparities, but these have been ineffective in achieving the widespread systemic change necessary for true equity. Pasifika youth are regularly required to code-switch between Western colonial worldviews, systems, and structures and those of indigenous-Oceania. Theater in Aotearoa provides a powerful site in which to navigate these multiple cultural identities, advocate for societal change, and negotiate the heritage literacies associated with storytelling and the performing arts. South Auckland, in particular, is a crucible for nurturing young Pasifika creative artists interested in re-storying their world.

Theories of Tolerance in Education

Scholars in diverse democratic societies have theorized tolerance in various ways. Classical liberal tolerance can best be understood as non-interference with forms of behavior or expression one finds objectionable. It has been criticized for being too permissive of hate speech and not demanding enough as a theoretical guide to civic education. Alternatively, robust respect is characterized by open-mindedness and respect for diversity. Critics have suggested that it is too relativistic and overly ambitious as a guide to civic education. Discriminating (in)tolerance suggests that tolerance should only be extended to individuals and groups who support the advancement of egalitarian politics and the interests of historically marginalized groups. It has been criticized for being overly authoritarian and dogmatic. Mutuality emphasizes reciprocity and sustained engagement across difference. Critics argue that it is not revolutionary enough to address past injustices and persistent inequality.

The Preservation of Museums and Archaeological Sites

Remarkable natural and cultural resources are factors that contribute to the economic development of an area. These resources attract tourists and contribute to the amount of traffic in an area. The more remarkable natural resources an area has, the more it becomes a tourist attraction. Archaeological sites and museums as well as their natural surroundings, are considered as such remarkable resources, among others. However, these sites are often degraded not only by the high amount of traffic but also by the lack of measures meant for their protection. The preservation and protection of natural and cultural resources requires, inter alia, specialized personnel to guard them. For the aim of preservation of archaeological sites and museums, staff are trained on environmental and cultural issues. This training is part of European programs and is completed through Lifelong Learning Centers. One of these Lifelong Learning Centers, the Public Institution for Vocational Training of the Plato Academy, was chosen to carry out the research. Student education included study visits to archaeological sites that present natural and cultural resources (Archaeological sites of Athens, the Acropolis, the Temple of Olympian Zeus, the Ancient Agora, Keramikos and the Academy of Plato). At the same time, students attended lectures on both the preservation of archaeological sites and museums and the protection of the natural environment. An in-situ research and the questionnaire method were used to complete the survey. Research has shown that the Lifelong Learning Center through the educational process (theory and practice) can increase environmental and cultural awareness among staff and improve knowledge of security matters. This awareness is essential to better guard and protect natural and cultural resources.

Traditions, Research, and Practice Supporting Academically Productive Classroom Discourse

This article focuses on both research and practice relating to academically productive classroom discourse. We seek to “expand the conversation” to include newcomers to the field of classroom talk, as well as practitioners and youth researchers who want to contribute to knowledge building in this area. We first explore a variety of traditions, questions, and methods that have been prominent in work on classroom talk. We also summarize some key findings that have emerged over the past several decades: • Finding 1: Certain kinds of talk promote robust learning for ALL students. • Finding 2: The field lacks shared conceptualizations of what productive talk is and how best to characterize it. • Finding 3: Dialogic discourse is exceedingly rare in classrooms, at all grade levels and across all domains. • Finding 4: A helpful way forward: conceptualizing talk moves as tools. Following the presentation of each research finding we provide a set of commentaries—explicating and in some cases problematizing the findings. Finally, we provide some promising approaches that presume cultural and linguistic assets among both students and teachers, including curricular programs, teacher education, professional development programs, teacher research, and intergenerational communities of inquiry. In all of this, we try to make our own assumptions, traditions, and governing gazes explicit, as a multi-generational and multi-role group of authors, to encourage greater transparency among all who work in this important and potentially transformative field of study.

Transformational Leadership and Change in Education

Transformational leadership is one of the most widely discussed and utilized notions that has risen to the forefront of educational administration. Transformational leadership was initially conceived of as a process whereby leaders strategically transform the system or organization to a higher level by increasing the achievement and motivation of their followers. Early theorists would also argue that transformational leadership and change are inexorably intertwined, which in turn underscored the importance of a leader’s ability to positively transform the attitudes, norms, institutions, behaviors, and actions that structure our daily lives. Later writers and researchers would gradually extend and develop the theory and argue that the goal of transformational leadership is to transform people as well as organizations. Early work on transformational leadership concentrated on politics, business, and the armed services, and the research emphasized the value of “followers” as a distinguishing factor present in the transformational leadership model. This distinction is likely what led scholars to apply its tenets to modern educational contexts, which are typically characterized by significant pressures to implement widespread reforms and change. In this regard, transformational leadership is often viewed as well suited to education as it empowers followers (i.e., instructors) and provides them with a sense of hope, optimism, and energy and defines the vision of productivity as they accomplish goals. Additionally, transformational leaders work toward influencing shared beliefs and values to create a comprehensive level of change and innovation and aim to nurture a school culture that is oriented toward a learning ethos, whereby such leaders seek to expand the capacities of each employee, enhance their ways of thinking, and promote individual ambition. In this way, learning and growth becomes a shared responsibility. Transformational leadership has garnered significant attention and popularity. However, when viewed from a globalized and cross-cultural perspective it raises significant questions regarding generalization. One key question in the literature surrounding transformational leadership is whether the concept can be applied across national and organizational cultures. Theoretical education debates often focus on transformational leadership’s reliability and viability within educational environments, especially regarding how such environments define and handle change, organizational learning, institutional effectiveness and improvement, and enhancing student outcomes.

Transformational School Leadership to Dismantle Inequitable Systems

A key reason for the failure of U.S. school leaders to challenge systems of inequity is the lack of exposure to the theory and skill development needed to manage the resistance and political challenges that inevitably occur when interrogating unjust traditions of practice. As preparation programs aim to improve their candidates’ future success in addressing inequitable educational access, it is critical that they develop in their students the self-efficacy around relational practices and strategies needed to manage the micropolitics of transformative work. Examining how transformative K–12 school leaders effectively challenge structural inequities and manage to sustain their leadership positions during turbulent times can help to inform such curricular and instructional revisions. Some of the key practices identified by successful transformative K–12 leaders include engaging in reflection around their positionality, developing racial literacy, effectively facilitating shared visions and collective responsibility for social justice advocacy, building the capacity of stakeholders, developing critical alliances through transparent and authentic community involvement, and participating in supportive professional peer networks that offer ongoing reflection, study, and support. By providing such content and skill practice, and ensuring that instruction and mentoring are provided by faculty who are experienced in transformative leadership, leader candidates can be better prepared for the realities of this challenging work, increasing the likelihood that they will act transformatively upon assuming school leadership roles.

Transformative Leadership

Transformative leadership theory (TLT) is distinct from other leadership theories because of its inherently normative and critical approach grounded in the values of equity, inclusion, excellence, and social justice. It critiques inequitable practices, oppression, and marginalization wherever they are found and offers the promise not only of greater individual achievement but of a better life lived in common with others. Two basic propositions (or hypotheses) and eight tenets ensure the comprehensiveness of TLT. The first hypothesis is that when students feel welcome, respected, and included, they are better able to focus on learning and, hence, distal academic outcomes improve. The second hypothesis is that when there is a balance between public and private good emphases, and students are taught about civic participation, democratic society is strengthened. To fulfil these hypotheses, TLT is neither prescriptive nor instrumental; it does not offer a checklist of actions, but instead offers eight guiding tenets to ensure responsiveness to the needs of specific organizational and cultural contexts. The origins of TLT lie in a rejection of primarily technical approaches to leadership that do not adequately address the diversity of 21st-century schools and that have not been able to reduce the disparities between dominant and minoritized groups of students. Transformative leadership theory, like transformational leadership, draws on Burns’s concept of transforming leadership, although the two have sometimes been confused and confounded. Transformational leadership has more positivist overtones and focuses more on organizational effectiveness and efficiency; TLT has been operationalized as a values-based critical theory, focused both on beliefs and actions that challenge inequity and that promote more equity and inclusive participation. TLT draws on other critical theories, including critical race theory, queer theory, leadership for social justice, and culturally responsive leadership, as well as transformative learning theory, in order to promote a more equitable approach to education. Thus, it takes into account the material, lived realities of those who participate in the institution as well as organizational contingencies. To do so, the following eight specific interconnected and interrelated principles have been identified from the literature: • the mandate for deep and equitable change; • the need to deconstruct and reconstruct knowledge frameworks that perpetuate inequity and injustice; • the need to address the inequitable distribution of power; • an emphasis on both private and public (individual and collective) good; • a focus on emancipation, democracy, equity, and justice; • an emphasis on interdependence, interconnectedness, and global awareness; • the necessity of balancing critique with promise; • the call to exhibit moral courage. Questioning, dialogue, free-writing, reflection, deliberative and distributive processes, and relationship-building are central to the successful implementation of TLT. TLT in education is a proven way to address the persistent opportunity and achievement gaps between dominant and minoritized students and of enhancing democratic participation in civil society. In other areas, such as business, non-profits, social services, or sociocultural support agencies, TLT offers a comprehensive way for leaders to reflect on how to provide equitable, inclusive, and excellent environments for both clients and employees.

Transitions, Justice, and Equity in Education in Finland

The ethos of vulnerability plays a central role in shaping cross-sectoral youth transition policies and their implementations. Despite good intentions, the ethos of vulnerability emphasizes personal accountability and stigmatization. This is the situation in Finland, where young people tend to be recognized through the prism of inherent vulnerability, with a parallel notion of the self that is damaged and fragile. This “turn inward” to the self does not necessarily help to see problems as societal but as individual, which may perpetuate systematic inequalities.

Transnational Childhood and Education

The field of transnational childhood and education emerges under intensifying mobilities. These global conditions disrupt universalist educational treatments of childhood as a fixed developmental stage of human being. Transnationality shows childhood to be a psychosocially constructed experience that takes myriad form across diverse cultural, historical, educational, and political contexts. The lives of actual children are caught in colonial and national constructions of childhood and subject to its discourses, politics, and normative enactments through public schooling. The emerging field of transnational childhood and education represents a potentially critical intervention in colonial and national enactments of childhood worldwide. Despite interdisciplinary efforts to reconceptualize childhood, Western educational institutions continue to hold to and reproduce hegemonic and colonial understandings of childhood as monocultural, heteronormative, familial, innocent, and protected. Mass global flows of people, culture, and ideas compel policy-makers and educational experts worldwide to consider transnational childhood as the dominant situation of children in and across multicultural nations. The fluidity of malleable childhood experience is poised to generate new educational arrangements and innovations. Transnational lives of children de-stable normative categorizations and fixed situations placed upon children in and through the mechanisms of early childhood education and national schooling. Researchers of transnational childhood and education engage a range of educational experiences and arrangements of children moving within, across, and outside of formal and national schooling institutions. Increasingly children and families are caught in experiences produced by global, geo-political conditions including: war, forcible migration, detainment on borders, internal colonization, and environmental catastrophe. To respond to the times, families and communities seek out and/or are forced to provide opportunities and alternatives for children outside of school. Increasingly children use emergent digital and other forms of remote and inventive means of education. As research in this area is new, transdisciplinary, and ground-breaking, the study of transnational childhoods and education has the potential to radically innovate and deepen the meanings and possibilities of both childhood and education in a rapidly globalizing, uncertain, and changing world.

Transnational Curriculum Studies

Transnational curriculum studies (TCS) examines the fluid dynamics of knowledge creation, knowledge circulation, and knowledge representation across nation-state borders. It challenges the rigid architectures of state power and brings local concerns to the global context such as antiracist pedagogy and climate change issues. At the same time, TCS opens spaces for collaborative study of the same curriculum issues across nation-states from multiple perspectives. Curriculum scholars have extended scholarship to respond to various sociopolitical, cultural movements. Issues studied include human rights, recognition, and epistemicide through a framework that emphasizes hybrid identities and power operations across nation-states. Feminist postcolonial scholars within this field also highlight unequal power operations among nation-states, particularly for “marginalized” communities. They interrogate discourse on equity, power, and exploitation as a consequence of transnationalism. TCS scholars critically examine important questions on recolonization of knowledge through Eurocentric, patriarchal ideologies and the social reproduction of knowledge through curriculum. They also incorporate Indigenous approaches to knowledge learning and dissemination with the support of transnational curriculum inquiry. Key issues in TCS include global inequity and postcolonial discourse in transnationalism, transnational subjectivity and identity discourse, and epistemicide in curriculum and integration of Indigenous knowledge. Future directions for TCS arise from ontological, pedagogical, and methodological issues, which include collaborating with those in the field of border studies as physical and metaphorical spaces in research, linguistic issues in academic communities, and transnational curriculum studies for social actions and transformation. TCS contributes to opening space in curriculum theorizing to draw from multiple ways of knowing, including Indigenous epistemologies.

Transnationalism and Education in the United States

Transnationalism describes the ways in which ties between two or more nations are maintained; these ties abound in social practices that are, at times, situated within rigid governing structures. Transnationalism implies not only physical movement across borders, commonly referred to as “immigration,” but also emotional ties across borders. It also includes distinct ways of knowing that are informed by social media, loved ones, and cultural practices that span borders. The transnational social spaces in which youth are raised are often filled with deep understandings of geopolitical contexts that weave together multiple national perspectives, personal navigation of physical borders (both with and without authorized documentation), and complex social networks in more than one country sustained through ever-changing media applications. However, these knowledges often remain unengaged in and underacknowledged by schools. The disciplines of sociology and anthropology have informed much of the research on transnationalism, although from different standpoints. Sociology has taken a more literal sense of transnationalism, focusing narrowly on physical bodies’ movements back-and-forth over borders. Anthropologists have more robustly engaged the emotional and psychological aspects of transnationalism as it impacts the groups generally described as “immigrants.” Unfortunately, most of the research related to transnational children and education has been under the larger framework of assimilation. The unfortunate result is that the focus on how immigrants assimilate misses the opportunity to interpret (and perhaps misinterprets) a larger set of accompanying phenomena alongside the immigration act. For education, transnational experiences can help students develop a sense of identity, which in turn helps them achieve in the school settings of both receiving and sending countries, should they have to return. Similarly, transnationalism complicates and makes notions of citizenship more robust. Immigrant students are always potentially engaged transnationals during their settlement processes—the possibility exists that they will remain actively connected to their home countries and even potentially return for visits or permanently. Educational research has more recently examined how transnationalism helps create and can deepen literacy practices, especially digital literacies. Numerous education scholars have called for educators to draw upon students’ transnational lives in the curriculum. This can help prepare all students for an increasingly globalized world. This does not suggest a “learning styles” approach in which transnational students are considered a monolithic group in need of a repertoire of instructional strategies to meet the group’s needs. Instead, educators need to create the space in which students’ transnational experiences and perceptions are allowed to be aired, understood, and built upon in schools. In education, the commonly stated goal is for the classroom to function as a “community of learners.” If, in fact, educators aspire to build true communities, transnational students’ lives should no longer remain hidden from the view of their peers and teachers.

Trends and Developments in Higher Education in the Asia-Pacific Region

This is an advance summary of a forthcoming article in the Oxford Research Encyclopedia of Education. Please check back later for the full article. The demographic, historical, cultural, and political-economic complexity of the vast Asia Pacific Region poses a great challenge to making sense of the region’s higher education (HE) trends. Yet, several of these trends are indeed enduring and comparable. The interplay of these trends and developments continually shape the architecture of higher education in the region. A sampling of these trends focuses on one of the basic frames of higher education, namely that of increasing access, equity, and capacity. This, in turn, has led to the tension between massification on the one hand, and issues of quality assurance on the other. While national development is often the primary goal of tertiary education, regionalism has increasingly challenged these more parochial concerns. Within the region, student and faculty mobility, migration, and internationalization have emerged with greater force within the sometimes confusing context of globalization. At the upper end of the HE spectrum, the pressure of seeking to achieve excellence in research and innovation has resulted in another predicament, leading to what might be called an accelerated academy. These forces and factors, among others, are influencing the pathway of HE in the Asia Pacific region as we move into the 21st century.

Urban Charter Schools

Urban charter schools are public schools located in major metropolitan areas with high population densities. The majority of urban charter school students identify as Black or Latinx and often live in under-resourced communities. Urban charter schools are touted as high-quality educational options in the school choice market, yet debates about the merits of charter schools versus traditional public schools yield mixed results that substantiate arguments on both sides of the political aisle. However, even high-performing urban charter schools have a bad reputation as mechanisms of school segregation and cogs in the school-to-prison pipeline. Higher than average test scores and graduation and college enrollment rates do little to mollify those who complain about severe discipline, racial segregation, unqualified teachers, teacher attrition, rigid scheduling, and a narrow curriculum. Urban charter schools’ emphasis on standardized testing and college preparation may overlook the culturally relevant educational experiences that low-income, racially diverse students need to compete with their wealthier, White peers. As such, education reformers have offered a myriad of suggestions to improve urban charter schools. Most prominently is the need to racially and economically desegregate urban charter schools to enhance the social and material resources that supplement students’ learning. This includes increasing teacher diversity, which research demonstrates minimizes the frequency of suspensions and expulsions of racial minority students. Urban charter school teachers should also be knowledgeable about the sociocultural landscape of the community in which their school exists so that they understand how students’ out of school lives affect their learning processes. Finally, curricular revisions are necessary to support students’ post-high school goals beyond college enrollment. Enacting such reforms would facilitate equitable, rather than equal, learning opportunities that may help narrow racial and economic achievement gaps in the United States.

Urban Inequalities in Swedish Schools

Segregation, aspects of school choice policy, and symbolic representations are principal structural traits, although not the only ones, that generate and sustain the system of differences and urban inequalities in Swedish schools. Pertinent to all three traits are objectively and symbolically constructed boundaries between places, institutions, and groups. Segregation in an urban context means not just a physical separation of groups with unequal access to material resources and the means of their acquisition (education, network), but also a symbolic collapse of a society into place-making dichotomies: we and them, Swedes and immigrants, suburbs and inner-cities. Assets ostensibly appreciated in the school market, such as a good school and a positive school culture, express the arbitrary nature of their symbolic construction. What is recognized as a good school is equally a matter of statistical figures proving its competitiveness and the assumed qualities of its student composition. Major policy interventions for reducing urban inequalities in schools could be divided into two segments: (a) the reinforcement-oriented policy provides additional support to schools and students in structurally disadvantaged areas, for example, more school personnel, higher salaries for teachers, more teachers in Swedish as a second language; (b) the close down and disperse-oriented policy identifies the very existence of schools with persistently low results in urban contexts as an inequality generating factor. Consequently, in the name of integration and reducing inequalities, those schools are increasingly being closed down and their students dispersed elsewhere. Neither policy has proven its capacity to unwaveringly address urban inequalities in Swedish schools.

Urban Teaching and Black Girls’ Pedagogies

To discuss and understand urban teaching and Black girls’ pedagogies, the fundamental premise is that Black girls are not monolithic, but complex and nonhomogenous. Black girlhood studies recognize that, because of their intersectional race, class, and gender status, Black girls have different experiences than Black boys and White girls. Core themes in Black girlhood include self-identity and socialization; beauty and self-expression; popular culture, hip hop, and stereotypes; violence; systemic discipline in schools; and resiliency and survival. Responding to the unique experiences of Black girls, Black women educators developed and adopted a pedagogy that focuses on and centers Black girls and Black girlhood in all their complexity. Using a strengths-based approach, Black girls’ pedagogy is built on a Black feminist and womanist framework that recognizes the need for culturally informed curriculum and classroom experiences, more Black women educators, and a commitment to an ethics of care.

Values-Based Leadership and the Quest for Inclusive Organizational Practices

Values-based leadership is, at its core, decisional leadership. Traditionally, educational leadership has tended to fall into a range of rationality dealing with consequences and consensus. This “do things right” approach has come under intense scrutiny by decision makers searching for more ethically justifiable responses through a new vision of education and schooling, a “do the right thing” style of decision making. Decisions based in principle—that is, morals and ethics—are commonly deemed as being authentic, fulfilling, and more justifiable than decisions based on rationality and preference. Embedded in this new moral urgency lies an inherent tension in that “to do the right thing” routinely begs the question “the right thing for whom?” Differences have arisen in terms of what values-based leadership and inclusion means—whose values, who is included, how to address leadership for inclusive practices, thus rendering conceptualization and implementation of inclusive practice qualitatively different according to context. The achievement of all students must be viewed both as an economic and values-oriented imperative consistent with inclusive practices. The term, inclusion is socially constructed and can carry with it stigmatizing and exclusionary effects that ultimately result in perpetuating oppressive forces on already marginalized individuals. Values-based leadership has an emphasis on school settings that are welcoming and affirming to all students, especially those most at risk for failure. Its underlying beliefs and assumptions guide practices and policies of inclusive practices and sound moral decisions. Moral decisions are made, not in isolation, but rather through a journey of interaction and association with others. Unfortunately, this interpersonal journey is often fraught with anxiety because everyone’s experience is sourced in a different worldview. Unravelling the intricacies of resolution possibilities has become increasingly complex because often there may be several equally appropriate responses to any dilemma; therefore, the decisional challenge becomes how to adjudicate between and among possibilities. Values-based leadership for inclusive practices concerns various marginalized groups including English-language learners, those who experience gender discrimination, those who are in the foster care system, and those who are lesbian, gay, bisexual, or transgendered. The broader conceptualization of inclusive schools adds to extant discourses about students with exceptional needs and provides effective strategies that school leaders operating from a social justice framework can implement to create more inclusive school environments for all students.

Women and Education in the Middle East and North Africa

Education as a right has been integral to a more than a century-long struggle by women for liberation in the Middle East and North Africa (MENA). The region is vast and diverse in its history, culture, politics, language, and religion. Therefore, in the study of women and education in the MENA region, it is imperative to consider particularities of each nation’s different historical and political formation in tandem with universal forces, conditions, and structures that shape the success or failure of women’s access to and participation in education. Historically, the greatest leap forward in women’s education began from the mid-20th century onward. The political, social, and economic ebb and flow of the first two decades of the 21st century is reflected on women’s education. Thus, the analysis of the current conditions should be situated in the context of the past and the provision for the future. It is crucial to make references to earlier periods, especially where relevant, to anticolonial and national liberation struggles as well as modern nation-building and the women’s rights movements. The empirical evidence aptly demonstrates that in most of the countries in the region, women’s participation in secondary and higher education is surpassing that of men. However, neither their status nor their social mobility have been positively affected. Women’s demand for “bread, work, democracy, and justice” is tied to education in several ways. First, education is a site of social and political struggle. Second, it is an institution integral to the formation and expansion of capitalist imperialism in the MENA region. Last, education is constituted through, not separated from, economic and political relations. The absence of some themes in the study of women and education reflects this structural predicament. Topics less studied are women as teachers and educators; women and teachers’ union; women and religious education and seminaries; women and the missionary schools; women in vocational education; women and the study abroad programs; girls in early childhood education; women and mother tongue education; women and the education of minorities; women and continuing education; women and academic freedom; and women and securitization of education. To study these themes also requires a range of critical methodological approaches. Some examples are ethnographical studies of classrooms, institutional ethnographies of teachers’ unions, analysis of memoirs of teachers and students, and critical ethnography of students’ movements. World-Class Universities in East Asian Countries

Since the start of the 21st century, the building of world-class universities has been viewed as an important and relevant means to enhance the quality of teaching and research, governance and management arrangements, and further internationalization of higher education in a growing number of countries. It is increasingly conceived as a top priority and the primary foundation for restructuring and reforming various higher education systems, especially in several East Asian countries and societies. Through implementing top-down national strategies featuring a concentration of resources in selected institutions, several East Asian countries, and especially China, have successfully established research-oriented universities and driven the rise of these universities in global university rankings. Despite numerous challenges, in the context of increased international competition in higher education worldwide, development initiatives that seek to form world-class universities are becoming more common, and this is particularly evident in the fierce competition between Asian countries.
