The State of Higher Education in the Arab World

The mid-20th century marked the birth of higher education systems in the majority of the 22 Arabic-speaking countries. Driven by post-independence nationalism, ruling elites deemed education, including higher education, as a crucial part of nation-state building, next to the development of the army, bureaucracy, and economy. With government funding, new public universities were established throughout the region. Enrollment steadily increased as governments expanded access to higher education through lax admission and free or highly subsidized admission, and often guaranteeing employment for university graduates in the public sector. By the end of the 20th century, higher education became widely accessible in most Arab countries, but decades of neglect have led to a crisis in quality and research. Academic quality has deteriorated under the weight of decades of neglect from overcrowded classrooms, outdated curriculum, poor pedagogy, underpaid faculty, lack of quality mechanisms, strapped budget to limited autonomy. No more encouraging is the universities’ role as a center of knowledge discovery and innovation, given their lack of adequate qualified human and necessary physical resources. The low performance of public universities on the global ranking systems and the high unemployment rate among university graduates sums up the Arab higher education system’s inauspicious condition. During the last two decades, governments enacted various reform measures. To relieve overcrowded public universities and reduce public finance burden, countries in the region authorized private higher education. Consequently, the number of private universities has mushroomed, many of which are for-profit and exclusively focused on teaching. However, a shortage of cash and limited freedom to manage academic and administrative affairs continue to beset most public institutions. Some countries have made incremental changes, such as introduced measures to increase equity, endorsed new admission policies, and established accreditation and quality assurance bodies. The Gulf countries undertook far-reaching measures to transform the system. Cushioned by oil and gas revenues and a relatively small population, the six Gulf countries have invested considerably in upgrading public universities’ infrastructure, hiring faculty and administrative staff from abroad, and developing a research infrastructure including establishing new research-oriented universities. Consequently, the Arab higher education landscape has become increasingly diversified and with growing differences among countries. To compare the Arab countries on their current state of their higher education system, the countries are ranked on an index composed of three key aspects: access to higher education (gross enrollment ratio), equity (gross enrollment ratio for female), and publication intensity (citable documents per million inhabitants). The ranking shows the Gulf countries vying for the top spots. At the low end of the rank are countries which have been conflict-ridden or poverty-stricken.

Education and Corruption

Corruption is a societal problem which adversely affects nations’ efforts to improve lives of their citizens. It is normally thought to be centered on government procurement, taxation, and legal decisions and not in education. But it is a problem in education. How serious is it? The difficulty of responding to this question is that corruption in education, as with all illegal and unprofessional activities, is difficult to accurately measure. This limits researchers to predicting institutional and systemic levels of corruption by relying primarily on individual perceptions. Measuring direct experience with corruption is more difficult and hence more rare. Since 1993, Transparency International has taken a global pulse of corruption by conducting the world’s largest corruption survey to derive the Corruption Perception Index and rank nations from the most to the least corrupt. When it comes to corruption research, participants generally hesitate to share their experiences for fear of repercussions, which is why less corruption is likely to be reported than may be actually occurring within education systems. Corruption is manifest in a wide variety of forms. A broad range of literature on corruption in education has been published in the early 21st century, with the goal of defining corruption typologies and examining the effects which corruption has on education systems and those who depend on those education systems. But anticorruption efforts in education have had limited success and more research is needed on non-pecuniary forms of corruption and their relation to elite formation and institutionalized racism.

Educational Reforms in Kenya

Educational reforms have been made from time to time since independence in Kenya. These reforms have been effected through commissions of education in the context of the country. Among education commissions that have steered reforms in Kenya are the Kenya Education Commission, the National Commission on Education Objectives and Policy, the Presidential Working Party on the Second University, the Commission of Inquiry into the Educational System of Kenya, and the Taskforce on the Realignment of the Sector to the New System. The main challenges facing the education sector have been issues of access, equity, quality, relevance, availability of educational resources, and efficiency in managing them. Moreover, the education system has been blamed for some of the challenges in the education sector, necessitating system change from the 8+4+4 to the 2+6+3+3+3 system. Challenges facing education reforms include inconsistency in carrying out reforms fueled by lack of a guiding philosophical framework, a top-down decision-making process, limited backing for inclusive education in policy, and curriculum-based challenges. Going forward, a bottom-up approach to education reforms, an evidence-based decision-making for reforms in education, and an implementation of inclusive education may play a significant role in reforming the education system.

Religious and Cultural Diversity in Spanish Education

Treatment of cultural and religious diversity is one of the most important debates in education, especially in societies in the first decades of the 21st century, in which globalization processes have led to increased migration. Different models exist for addressing religious and cultural diversity in compulsory education, linked to the different ways of approaching the integration of immigrant groups. The treatment of diversity, equality, and respect for fundamental rights are the axes on which most of these proposals revolve, which in the case of the religious issue acquire specific dimensions by generating a wider debate. In the Spanish case, the treatment of cultural diversity and, fundamentally, religious diversity is situated both within the framework of general conceptions and with particular elements. The contemporary scenario of how the Spanish educational system addresses cultural and religious diversity is determined from the particular features of Spanish education and the immigration “boom” in Spain in much of the first decade of the 21st century. The evolution of legislation on diversity, the fact that education is a subject for ideological debate, and the need to face the challenge of a new social structure because of immigration, together with the importance of the Catholic Church in Spain, determine to a large extent the way this country has addressed religious diversity. The treatment of religious and cultural diversity continues to generate an important discussion in Spain, based on different theories about the topic.

Inclusive and Special Education in Asia

Any analysis of inclusive and special education in Asia, past and present, must account for the immense variation in what constitutes Asia and recognize that finding patterns in the development of inclusive and special education across this vast continent is difficult. The variations relate to geographic topography, historical experiences, and cultural values, as well as to contemporary socio-economic and political conditions. For example, although both Oman and Timor Leste struggle with issues of accessibility and providing services in remote areas, Timor Leste’s mountainous terrain presents very different challenges from Oman’s desert conditions. Similarly, the different cultural influences of, say, Hinduism in Nepal, Islam in Jordan, and Buddhism in Cambodia have significant implications for attitudes towards disability, while differences in economic development between Japan and Bangladesh, for instance, have rendered the former a donor of international aid that sets the inclusive education agenda and the latter a recipient of both aid and agenda. While efforts to identify patterns in inclusive education globally have also attempted to define the nature of development in Asia, these analyses do not always account for the unique intra-continental variations. Overlooking these variations in socio-political and economic contexts becomes problematic when attempting to find solutions towards providing culturally responsive and culturally specific services appropriate to these unique circumstances. Additionally troubling is the more recent development of a geopolitical climate which assumes that inclusive and special education could and should, in fact, be the same, whether in Bangladesh or in Japan. Embodied by international aid agencies, such as the World Bank, the United Nations International Children’s Fund (UNICEF), and the United Nations Educational Scientific and Cultural Organization (UNESCO), these expectations have been captured within global policies, such as the 1994 Salamanca Statement on Inclusive Education, the 2008 UN Convention on the Rights of People with Disabilities, and more recently, the 2015 Millennium Sustainable Goals, and furthered through UNICEF’s and UNESCO’s curriculum packages and professional development training on inclusive education. There is a nascent body of scholars in some Asian countries that is beginning to identify indigenous alternatives, which, if allowed to thrive, could contribute to the development of an amalgamated structure of services that would be more appropriate to the individual contexts.

Influence of Medical and Social Perspectives of Disability on Models of Inclusive Education in the United States

Ideological disputes about what human differences constitute disabilities undergird two very distinct positions that are known as medical and social models of disability. The positions significantly impact how inclusive education is envisioned and enacted, with proponents of each model holding fast to what they believe is “best” for students. Related areas of significant dissension among the two viewpoints include: (a) the concept of disability and “appropriate” placement of students deemed disabled, (b) the purpose of schools, (c) the nature of teaching and learning, (d) a teacher’s roles, (e) the notion of student success and failure, and (f) perceptions of social justice and disability. These interconnected and sometimes overlapping areas convey how medical or social models of inclusive education can vary dramatically, depending upon an educator’s general ideological disposition toward disability or difference.

Education for Sustainable Development and the “Whole Person” Curriculum in Japan

Since the 1970s, Japanese society has endured rapid and confusing socio-economic transformation. These changes brought a sense of decentralization into Japanese life. It was a sense of loss and a sense of reality, as the stable dependencies that had characterized the Japanese way of life for centuries vanished. In the years leading up to the 21st century, this radical departure from tradition meant that the concept of continuity existed only to emphasize its absence. Society goes through a process of rapid change, posing challenges not everyone might be ready to tackle. The unintended, but inevitable, consequence is the social disaffection of Japanese youth, who may be losing their motivation (or focus) at a time of sudden and sustained adversity. The Japanese government is promoting the revitalizing energy of education for sustainable development (ESD), and even publicizes ESD’s potential for giving life a robust meaning. This is by no means an exclusively Japanese problem. In recent years, and with Japanese leadership, other UNESCO nations have integrated ESD into curricula. To fully understand the nature of the Japanese system for sustainable education, scholars need to draw from cultural philosophy, social neuroscience, historical analysis, and the ideas of socio-cognitive and constructivist theorists. Such a mix of methods provides an inter-disciplinary “geometry” of the often deeply inlaid shapes, patterns, and relationships that surround the uniquely cultural, yet highly exportable models for zenjin-education (“whole-person”).

History and Social Studies Curriculum

Social studies education has had a turbulent history as one of the core subjects in the school curriculum. The fundamental content of the social studies curriculum – the study of human enterprise across space and time –however, has always been at the core of educational endeavors. It is generally accepted that the formal introduction of social studies to the school curriculum was instigated by the 1916 report of the National Education Association’s Committee on Social Studies, which emphasized development of citizenship values as a core aim of history and social science education. Earlier commissions of the N.E.A. and American Historical Association heavily influenced the Committee on Social Studies recommendations. The roots of the contemporary social studies curriculum, therefore, can be traced to two distinct curriculum reform efforts: the introduction of academic history into the curriculum and citizenship education. There is widespread agreement that the aim of social studies is citizenship education, that is the preparation of young people so that they possess the knowledge, skills, and values necessary for active participation in society. This apparent consensus, however, has been described as almost meaningless because social studies educators continue to be at odds over curricular content as well as the conception of what it means to be a good citizen. Since its formal introduction into the school, social studies curriculum been the subject of numerous commission and blue-ribbon panel studies, ranging from the sixteen-volume report of the American Historical Association’s Commission on Social Studies in the 1930s to the more recent movement for national curriculum standards. Separate and competing curriculum standards have been published for no less than seven areas of that are part of the social studies curriculum: United States and global history, economics, geography, civics, psychology, and social studies. Social studies curriculum is defined a lack of consensus and has been an ideological battleground with ongoing debates over its nature, purpose, and content. Historically there have been a diverse range of curricular programs that have been a prominent within social studies education at various times, including the life adjustment movement, progressive education, social reconstructionism, and nationalistic history. The debate over the nature, purpose, and content of the social studies curriculum continues today, with competing groups variously arguing for a social issues approach, the disciplinary study of history and geography, or action for social justice as the most appropriate framework for the social studies curriculum.

Educational Attainment and Integration of Foreign Students in Spain

Education is one of the pillars of the welfare state in Spain, and one of the main ways of reducing inequalities and, potentially, integrating members of the immigrant population. Schools serve to promote social and cultural integration of foreign students and their families. Spain, although its history as a country of immigration has been short, has been quite efficient in integrating the emigrant population, especially at school. It is important to bear in mind that schools and the school environment are the main point of encounter between families of different cultures. There were significant difficulties incorporating foreign students in schools in the first decade of this century. The importance of integration in the process of normalizing relations between immigrant families and schools has been indisputable. However, one of the main difficulties with this integration has been the poorer performance and academic achievement of foreign students in the Spanish education system. Foreign students’ performance is significantly different. For example, they achieve significantly lower grades in the different standardized tests (Programme for International Student Assessment (PISA)), e.g., and higher rates of dropout, academic failure, and grade repetition. However, it is also true that these differences are significantly smaller for second-generation students born in Spain of immigrant parents. Faced with these facts, there have been numerous theoretical analyses and research projects that have tried to determine which variables affect this situation and which of them can be attributed to immigration, excluding any other socioeconomic factors. The results and the academic attainment of foreign- and immigrant-origin students in the Spanish education system are associated with some factors attributed to immigration. One of the most important is school segregation processes and their consequences for the educational and social integration of this group. Likewise, the financial crisis that has affected public policy and the Spanish welfare system, with the resulting budget cuts in education, has conditioned compensatory measures and attention to diversity.

Education Policy in Turkey

When the Republic of Turkey was founded in 1923, the new rulers established a national, secular education system, in contrast to the previous Ottoman system of Islamic schools. The country then saw a rapid expansion of education that helped reach the vastly illiterate population and later provided secondary and tertiary education for the future workforce. This took place parallel to the developing industry and service sectors, starting in the 1950s. By 1980, Turkey had become a largely urban society, and enrollment in grades 1 to 5 had grown to 97%. By the year 2000, enrollment in grades 1 to 8 was at 100%. Since its foundation, centrally organized education in Turkey has been an important instrument for the ideological formation and social promotion of its citizens, so it has stood in the middle of political and social debates. The ideological direction of education in Turkey stands at the crossroads of nationalism versus minority rights, and secularism versus Islam. These have been ongoing issues, most apparently in the discussions on allowing mother-tongue education (especially Kurdish) and opening and closing imam and preacher schools. The variant poor quality of education has occasionally been a point of contention and catalyzed competition between schools, teachers, and pupils. The growing competitive character of Turkish education was accompanied by great social inequalities between gender and class positions as well as between geographical regions. Regarding the educational inequalities, the changed character of education after 1980, from being a public service to an enterprise, also involving the private sector, namely, the neoliberal education policies era, became one of the main discussion topics. Since the Justice and Development Party, under R. T. Erdoğan, took power after the 2002 general elections, upper-secondary and tertiary education has grown, but the quality problem remains. Similarly, social inequalities were still a highly critical problem in education, reciprocally fueled by an ever-growing competition into which private schools and universities were forced. After the ruling party succeeded in getting the state apparatus under its control and announced a “New Turkey,” the government turned its back on the ideological foundations of the republic and promoted additional religious education in general schools, as well as in the imam and preacher schools, whose graduates were again permitted to follow nonclerical career paths.
