Postcolonialism emerged after World War II as a broad school of thought covering a variety of disciplines, such as politics, sociology, history, and culture; however, postcolonial educational perspectives have risen to prominence as one of the main themes in postcolonialist theory because of the important role that education played as the vehicle through which western cultural hegemony and assumptions about knowledge were promoted, protected, and maintained in Africa. Although independence may have granted more groups access to education and deepened human resource capital, education policies were still heavily steeped in Western traditions and dismissive of indigenous cultural, linguistic, ideological, and philosophical ethos. Postcolonial orthodoxy maintains that African education systems must be understood within the broader political, cultural, economic, and social institutional contexts of Africa. Afrocentric scholars, who form part of the larger postcolonial discourse, call for contextually relevant education, and a return to “the African experience,” as the source and foundation of all forms of knowledge. Comparative and international education scholars advocate for globalized education policy perspectives that take into consideration the actions of multilateral agencies such as the World Bank, the International Monetary Fund, UNESCO, and UNICEF, since these organs determine the economic life sources of many countries and increasingly shape policy debates and agendas in Africa. Africa must also contend with global forces such as the spread of information and communication technologies, the inescapable spread of capitalism from western European countries, the economic expansion of Eastern countries like China, Japan, and India, and the migration of Africans into the metropole. These factors forge shared ecological spaces among nationals in a global village, dramatically shaping lives and changing the purpose of education. If the goal of education is the full development of human personality to live successfully and peaceably with others in a world that is interconnected, then a hybrid education paradigm could be the solution to the education policy conundrum for postcolonial Africa. Hybridity is the combination of Western education ethos and indigenous African philosophies; a dynamic process of strategic integration and the adaptation of a variety of cultural patterns and understandings from both worlds.

Education Policy in Turkey

When the Republic of Turkey was founded in 1923, the new rulers established a national, secular education system, in contrast to the previous Ottoman system of Islamic schools. The country then saw a rapid expansion of education that helped reach the vastly illiterate population and later provided secondary and tertiary education for the future workforce. This took place parallel to the developing industry and service sectors, starting in the 1950s. By 1980, Turkey had become a largely urban society, and enrollment in grades 1 to 5 had grown to 97%. By the year 2000, enrollment in grades 1 to 8 was at 100%.
Since its foundation, centrally organized education in Turkey has been an important instrument for the ideological formation and social promotion of its citizens, so it has stood in the middle of political and social debates. The ideological direction of education in Turkey stands at the crossroads of nationalism versus minority rights, and secularism versus Islam. These have been ongoing issues, most apparently in the discussions on allowing mother-tongue education (especially Kurdish) and opening and closing imam and preacher schools. The variant poor quality of education has occasionally been a point of contention and catalyzed competition between schools, teachers, and pupils. The growing competitive character of Turkish education was accompanied by great social inequalities between gender and class positions as well as between geographical regions. Regarding the educational inequalities, the changed character of education after 1980, from being a public service to an enterprise, also involving the private sector, namely, the neoliberal education policies era, became one of the main discussion topics.
Since the Justice and Development Party, under R. T. Erdoğan, took power after the 2002 general elections, upper-secondary and tertiary education has grown, but the quality problem remains. Similarly, social inequalities were still a highly critical problem in education, reciprocally fueled by an ever-growing competition into which private schools and universities were forced. After the ruling party succeeded in getting the state apparatus under its control and announced a “New Turkey,” the government turned its back on the ideological foundations of the republic and promoted additional religious education in general schools, as well as in the imam and preacher schools, whose graduates were again permitted to follow nonclerical career paths.

Effective Practices for Collaborating With Families and Caregivers of Children and Young Adults With Disabilities

A rich literature on family-professional collaboration with families and caregivers of children and youth with disabilities has developed in the United States. This literature identifies key barriers that impede family-professional relationships including deficit-based perceptions of families and children with disabilities, narrow definitions of “family” that limit the participation of some members such as fathers or grandparents, and historical biases that constrain the participation of culturally and linguistically diverse (CLD) families. Principles for building collaborative relationships with families include honoring the strengths of the family, presuming competence in the child and the family, valuing broad definitions of “family,” and understanding the ecology of family routines and rituals. Practices that help facilitate family-professional relationships are building reciprocal partnerships with various caregivers in the family including fathers as well as extended family members, adopting a posture of cultural reciprocity, using a variety of modes of communication with families, and involving families in all aspects of the special education process such as assessment, planning, prioritizing of skills, and identification of interventions. Pivotal moments in the family’s journey through their child’s schooling, including early intervention and transition to post-school environments, provide opportunities to build and strengthen family-professional relationships. Each of these moments has the potential to involve families in a variety of processes including assessment, planning, and articulating the goals and vision for their child/youth. A focus on strengths, collaborative partnerships, and family agency and voice is at the core of strong family-professional relationships.

Elite School Education Group Policy and Low-Performing Schools in China

Education inequality has been a challenging issue worldwide, and disparity across schools constitutes a significant proportion of total inequality. Effective policies to turn around low-performing schools (LPS) are therefore of great importance to both governments and students. The Elite School Education Group (ESEG) policy is an emerging one, and it has quickly become very influential in China, a country with one of the largest and most diversified education systems in the world. Under this policy, elite public schools (EPS), which have exceptionally enriched educational resources (i.e., high-quality teachers, strong principal leadership, excellent school cultures, etc.), are encouraged by the government to build school groups with LPS. Within the school group under the elite school brand, branch schools (i.e., the previous LPS) can share all kinds of resources from the EPS (including teachers and principals), and they may even utilize the prestige of the brand itself as a means to attract high-performing students. The ESEG policy enables the delivery of multiple turnaround interventions to LPS in an autonomous way, through building partnerships between EPS and LPS. While some LPS are successfully turned around, some are not. It depends on the effectiveness of the reforms undertaken in the branch schools. Of particular importance is the access to strong principal leadership, excellent teachers, and the school cultures from EPS. Incentives for EPS to participate in this reform include obtaining flexibility in personnel management, expanding school scale and influence, and mobilizing other resources. Despite the potential positive influence on the branch schools, the ESEG policy may have a more complex influence on the entire education ecology than initially expected. Indeed, there are now some concerns that the ESEG is creating new LPS, because more and more high-performing students are drawn out of normal schools and attracted to the ESEG-partnered schools during admission. Thus, the effectiveness of the ESEG policy should not be solely based on attracting high-performing students, but on improving overall education quality.

Empowering Policies and Practices for Teen Mothers

Early pregnancy is a global issue that occurs in high-, middle-, and low-income countries. Although the teen birth rate in the United States, which is high on the Human Development Index (HDI), has been declining since 1991, it continues to be substantially higher than that of other Western industrialized nations. For countries that are lower on the HDI, the teen birth rate is higher, partly because early marriages, pregnancy rates, and infant mortality rates are higher and more common in these regions. Except for some influential articles written by scholars in the Global south, much of the scholarship related to early pregnancy has been written by those in the Global north. Nevertheless, analysis of available scholarly literature in English confirms that several sociocultural factors—child sexual abuse, intimate partner violence/dating violence, family-related factors, poverty, early marriages, and rurality—lead to early pregnancy and/or school dropout. Although pregnancy can occasionally increase pregnant and parenting teens’ desire to persevere, the scholarly literature confirms that the majority need support to overcome the short- and long-term ramifications associated with early motherhood, such as stigma, expulsion and criminal charges, segregation, transition, strain and struggle, depression, children with behavioral problems, and financial instability. Based on the availability of human and financial resources, educators can use U.S.-based illustrative examples, with context-specific modification, to empower this marginalized group. Providing pregnant and parenting teen mothers with thoughtfully developed context-specific school and community-based programs has the potential to promote resilience, persistence, and a positive attitude toward degree completion. Schools that do not have access to federal, state, and locally funded programs can help teen moms thrive in the new and uncharted territory with inclusive community or school-driven policies and procedures such as the use of early warning systems (EWS) that generate data for academic interventions, mentoring, counseling, health care, and day care for young children.

Ethnic Minority Education in China

The introduction of bilingual education, the institution of preferential policies, and the implementation of 9-year compulsory schooling and its strengthening measures have resulted in educational attainments that are significant for a country with the size and diversity of China. The percentage of the ethnic minority students receiving education has increased greatly since the founding of the People’s Republic of China (PRC) in 1949; however, bilingual education is still challenging because of an inadequate supply of qualified teachers and other resources. Preferential policies created educational opportunities for ethnic minorities but did not improve educational quality. Instead, these policies created disparities among different ethnic groups and the Han who live in ethnic minority areas. China’s minority groups are diverse, and its policymaking mechanisms are highly centralized. Designing programs that allow ethnic minorities to benefit from the PRC’s rapid economic development will continue to be a challenge.

Ethnography and Education

As described in Beach and Dovemark’s 2007 book, Education and the Commodity Problem, critical researchers have identified two fundamental roles for modern-day schools within capitalist states. These are the ideological and material roles and function, where schools produce ideologically compliant workers and consumers for a corporatist economy on the one hand, this is partly through a teaching and a curriculum, which is often hidden and informal; and, on the other form part of a corporate business plan for the accumulation of private capital in the welfare sector through mass outsourcing of welfare-State education provision and the wholesale commodification of education as a public service. This article presents a research method for investigating education in these circumstances. It is a method with a philosophical foundation not only for understanding contemporary educational empirical reality under neoliberal forms of capitalism, but also for developing critical consciousness for the transcendence and transformation of this condition toward a more just form of political economy and human existence.
This research method draws from critical realism and its concept of explanatory critique as a way to forge a scientifically robust Marxist critical ethnography. In relation to this, the description of the method accompanies an overview of some of the basic principles and broadly accepted possibilities of and for ethnography and critical ethnography, followed by a presentation of what Marxist critical ethnography is and how Marxist critical ethnography functions as explanatory critique, respectively. This entails description of what explanatory critique is, and how it can be used to develop a philosophy of social science and an ontological base for ethnography. The aforementioned components together expand on a historical, theoretical, conceptual, and political development of ethnography as part of a Marxist approach to research and practice for social transformation.

Evidence-Based Educational Practice

Evidence-based practice (EBP) is a buzzword in contemporary professional debates, for example, in education, medicine, psychiatry, and social policy. It is known as the “what works” agenda, and its focus is on the use of the best available evidence to bring about desirable results or prevent undesirable ones. We immediately see here that EBP is practical in nature, that evidence is thought to play a central role, and also that EBP is deeply causal: we intervene into an already existing practice in order to produce an output or to improve the output. If our intervention brings the results we want, we say that it “works.”
How should we understand the causal nature of EBP? Causality is a highly contentious issue in education, and many writers want to banish it altogether. But causation denotes a dynamic relation between factors and is indispensable if one wants to be able to plan the attainment of goals and results. A nuanced and reasonable understanding of causality is therefore necessary to EBP, and this we find in the INUS-condition approach.
The nature and function of evidence is much discussed. The evidence in question is supplied by research, as a response to both political and practical demands that educational research should contribute to practice. In general, evidence speaks to the truth value of claims. In the case of EBP, the evidence emanates from randomized controlled trials (RCTs) and presumably speaks to the truth value of claims such as “if we do X, it will lead to result Y.” But what does research evidence really tell us? It is argued here that a positive RCT result will tell you that X worked where the RCT was conducted and that an RCT does not yield general results.
Causality and evidence come together in the practitioner perspective. Here we shift from finding causes to using them to bring about desirable results. This puts contextual matters at center stage: will X work in this particular context? It is argued that much heterogeneous contextual evidence is required to make X relevant for new contexts. If EBP is to be a success, research evidence and contextual evidence must be brought together.

Federalism, Decentralization, Intergovernmental Relations, and Educational Provision in Five Latin American Countries

Federalism is a common object of study in various fields, including political science, economics, law, and history. In the field of education, however, the analysis of how educational policies are shaped by federal contexts is relatively recent. Despite the influence of U.S. constitutionalism and federalism, the historical trajectory of both Latin American federalisms and the distribution of responsibility for providing education are characterized by a centralizing federalism. This was the case at least until the final years of the 20th century when decentralizing processes based on cooperative intergovernmental relations, linked to a transfer of authority that limited the equitable provision—both in quality and quantity—of public education began.

Financing Mechanisms to Support Inclusive Practice

Financing plays a critical role in achieving more inclusive education systems, and most European countries are considering how the way they fund education impacts the policy goal of more inclusive practice in schools. The way financing is determined in laws and regulations has a direct impact on decision-making and implementation in relation to identifying learners’ educational needs, diagnostic and assessment procedures that might be used. Crucially it impacts on the placement of learners in different types of provision, including separate special classes or special schools.
Financing inclusive education systems differs from financing special needs education in several important ways. In addition to providing shared educational opportunities for learners with recognised additional needs with their peers in mainstream settings, financing inclusive education systems aims to enable all learners to gain access to the educational support they are legally entitled to. Financing inclusive education systems is also far more complex than financing general education as it relates to a multilevel and multi-stakeholder framework of policy and provision that includes non-educational aspects of educational provision that are needed to ensure all learners access to high-quality inclusive education. These non-educational aspects may cover factors such as accessibility of the physical environment, specialist support, different resources for reducing the functional consequences of different disabilities, as well as financial support for families in meeting the direct and indirect costs of education.
Effective mechanisms for financing inclusive education systems entail the provision of additional funding and resources that encourage mainstream schools to develop inclusive education policies, as well as innovative and flexible learning environments that meet a wider range of learners’ academic and social needs and requirements. A higher amount of funding does not in itself guarantee better learning conditions; the successful implementation of inclusive education policies depends on how funds are allocated and to whom the funds are addressed, rather than solely on how much money is available. Effective inclusive education systems build upon funding mechanisms and strategies that consider and manage the deployment and manipulation of resources at the school level, governance mechanisms, capacity building, and school development approaches. All these strategies must be targeted at achieving the policy goal of more inclusive practice in all schools.

Free Speech, Civility, and Censorship in Education

Besides being protected by the First Amendment, the right of students and faculty to express different ideas and opinions—even discomfiting ideas and opinions—is central to the academic mission of schools, colleges, and universities. Two familiar arguments articulated by John Stuart Mill underscore this point: First, the dynamic clash of contrary ideas offers the best prospect we have of arriving at the “whole truth” about any complex subject. Second, unless it is subject to periodic questioning and critique, any established and received bit of wisdom “will be held in the manner of a prejudice with little comprehension or feeling of its rational grounds.”
These arguments notwithstanding, heated debates persist as to the proper bounds of free speech in educational institutions dedicated to open inquiry and the examination of multiple viewpoints. Two distinct positions provide us with a useful framework for analyzing many of these debates. The libertarian position rejects regulation of campus speech—except in extreme cases of speech that invade the rights of individuals or small specific groups of people—while instead championing a maximally free marketplace of ideas. The liberal democratic position, however, proposes that, in the interest of scholarly objectivity and rational autonomy, verbal interaction that denigrates or stigmatizes others on account of ascriptive characteristics such as gender, race, ethnicity, religion, or sexual orientation should be constrained in higher education. Adherents to the libertarian position oppose the implementation of campus hate speech codes on the grounds that such codes violate First Amendment principles and are not an effective bulwark against prejudice, discrimination, and inequality. Adherents to the liberal democratic position support narrowly tailored speech codes that formally sanction slurs, “fighting words,” and the like, but they generally believe that most of the work of regulating abusive speech should occur through the informal enforcement of new “norms of civility” on campus.
Although these two positions constitute a major fault line in debates over campus speech, they do not capture the range of standpoints taken by participants in the debates. To cite one noteworthy example, some scholars, in the name of what they refer to as “an affirmative action pedagogy,” call for broader restrictions on speech (particularly classroom speech) than either the libertarian or liberal democratic positions endorse.

Gender and Bullying

The field of bullying research initially paid minimal attention to the influences of gender role expectations (masculinity, femininity, and gender role conformity), as well as heteronormativity, cisnormativity, homophobia, and transphobia in understanding the phenomenon. This has shifted since the late 2000s, when more research emerged that analyzes gender as an influential factor for understanding bullying dynamics in schools. More recent studies have focused on LGBTQ youth, issues of disability, and racialized identities, as well as the impacts of online interactions. When examining gender and bullying, it is important to also examine related forms of gender-based violence, including sexual harassment, dating violence, and other forms of sexual and violent assault such as transphobic violence and murder. In order to more effectively support schools and professionals working to reduce bullying, there must be a deeper understanding of what is currently known about gender and bullying, what works to reduce it in schools, and what still needs more attention in the research literature.

Gender and School Reform in India

Policy discourses on education in all countries are historically shaped by a range of regional, national, and global factors and dynamics. In the Indian context, ideological and structural contexts have influenced the policy visions and practices of gender and schooling, particularly in relation to the education of girls. Mapping historical shifts over the colonial and post-colonial periods up to the present, the early 21st century, reveals the intersections of ideologies and structures associated with both gender as a social category and education as a state project. Such a discursive cartography reveals certain key moments that point to how these intersections have impacted practices and processes within school education. From the early 2000s, the intensification of neoliberal economic reforms has been marked by an ideological shift that sees education as a private good and the operation of discourses of school choice. The ascendance of majoritarian nationalism and its presence in state power has also seen an undermining of the gains in women’s education. At the same time, India passed a historic legislation, the Right to Education Act (2009), making education a fundamental right of all children. These somewhat contradictory and competing discourses and practices have had critical implications for the education of children of marginalized communities like the lower and former untouchable castes (Dalits), marginalized ethnicities like the Indigenous communities (Adivasis), and a marginalized religious minority community (Muslims). Within an intersectional perspective, it emerges that girls belonging to these communities face the greatest challenges in accessing and participating fully in schooling, even as recent policy initiatives are silent on many of the critical issues relating to promoting gender equality within the education system as a whole.

Gender Equity in Global Education Policy

Since the 1990s gender has become a prominent priority in global education policy. The Millennium Development Goals (MDGs, 2000–2015) and the Sustainable Development Goals (SDGs, which replaced the MDGs) influence the educational planning of most low- and middle-income countries, along with the work of the various actors in the field. The historical antecedents to this era of gender and education policy include international development research beginning in the 1960s and 1970s, the Women’s Conferences in Mexico City (1985) and Beijing (1995), and increasingly nuanced academic research on gender and international development in the early decades of the 2000s. What began as calls to include girls in schooling and women in international development programs has become a much more complex attempt to ensure gender equity in education and in life. A wide variety of key policy actors are involved in these processes and in shaping policy, including the World Bank, the UN agencies (primarily UNICEF and UNESCO), governments (both donors and recipients of international assistance), nongovernmental organizations (NGOs), corporations and private entities, and consultants. Partnerships among various actors have been common in the late 20th century and early 21st century.
Persistent issues in the early 21st century include (a) the tension between striving to attend to quality concerns while increasing efforts to measure progress, (b) gender-based violence (GBV), and (c) education for adolescents and adolescence. These challenges are closely linked to how key concepts are conceptualized. How “gender” is understood (distinct from or conflated with sex categories) leads to particular ways of thinking about policy and practice, from counting girls and boys in classrooms (prioritizing sex categories and numerical patterns), toward a more complex understanding of gender as a social construction (and so presents options for curricular strategies to influence gendered social norms). Men and boys are acknowledged, mostly when they are perceived to be disadvantaged, and less often to challenge hypermasculinity or male privilege. Sexuality and gender identity are just beginning to emerge in formal policy in the early 21st century. Gender relations and patriarchy remain on the periphery of official policy language. Equity (fairness) is often reduced to equality (equal treatment despite differences in needs or interests). Although empowerment is theorized in research, in policy it is used inconsistently, sometimes falling short of the theoretical framings. Two broader concepts are also important to consider in global education policy, namely, intersectionality and neoliberalism. Engaging intersectionality more robustly could make policy more relevant locally; as of 2020, this concept has not made its way into global policy discourses. Neoliberalism, on the other hand, is a strong influence in shaping policy in gender and education globally, yet it is seldom made explicit. Building policy on a stronger conceptual foundation would enrich gender and education policy.

Gender Equity in HIV/AIDS Education

Since its initial discovery in the early 1980s, through the development of treatment and prophylaxis medications as well as continued attempts at vaccination development, HIV/AIDS has changed the narrative about infectious diseases around the world. It has led to recognition of the complexities of the intersections of sexuality, gender, race, age, culture, and socioeconomic status while simultaneously highlighting gender inequities in all aspects of the disease. These inequities present in clinical trials that include only subsets of the population, prevention strategies that are offered based on oversimplified assumptions about sexual behaviors, and limited education about risk for everyone from schoolchildren through medical professionals. Activists and public health advocates push for inclusion and transparency in research and treatment for HIV/AIDS, but education at all levels has lagged. The United Nations and the International Conference on Population Development have declared school-based sex education a goal for all countries in order to reduce the health burden of HIV/AIDS. Sex education in schools varies between and within countries, with no standardization of how to best educate youth about sex, reproductive health, or disease prevention. Despite continued challenges with curriculum incorporation and content, research suggests that key qualities of an effective educational program include the creation of a safe space for student questions, inclusion of diverse voices, and clear guidance for preventing sexually transmitted infections such as HIV/AIDS. In order to mitigate continued inequity over the next several decades and beyond, comprehensive HIV/AIDS education must emphasize the intersectionality of gender, sexuality, race, age, culture, and socioeconomic status at all levels from elementary introductions through training for medical and mental health researchers and providers.

Gender, Intersectionality, and World-Making Possibilities in Education

In the sphere of education, there is an ongoing conversation of world-making possibilities related to centering gender and its intersections in educational contexts. Central to this notion is a triangulation of family, school, and community. The world-making possibilities of this triangulation is bolstered by six characteristics: shared responsibility for student learning among school staff, families, and the larger community; seamless and continuous support for learning from birth to career; creation of pathways that honor the dynamic, multiple, and complementary ways that students learn; supportive culture for learning both in the classroom and throughout the community; opportunities and processes to foster advocacy for student learning; and quality education and learning opportunities for every child. Moving beyond this notion, a racialized and gendered dimension considers the influence of institutionalized racism and anti-Blackness in society on the academic success of children.

Gender Subjectification and Schooling

Formal education supports various goals related to the transmission of a society’s values, from teaching basic literacy to instilling moral virtues. Although schools serve as places of assimilation and socialization into dominant norms, schools are also spaces where young people experiment with their own ideals and self-expressions. Researchers interested in how young people learn to inhabit gendered roles or “positions” highlight the significant role that schooling plays in gender subjectification. Put simply, gender subjectification is the process by which one becomes recognizable to oneself (and to others) as a gendered subject. Schools are key institutions where individuals learn to negotiate their places in society and to consider possible futures. Through interacting with one another and with the overt and hidden curricula in school, as well as with various social structures outside school, individuals are shaped by various discourses that involve desires, beliefs, rituals, policies, and practices. Education research focusing on gender subjectification has explored the mechanisms by which schools shape and reproduce, for example, the gendered knowledge that young people come to internalize and take up as “normal” or acceptable for themselves and for others, as well as what they resist or reject. As with all social institutions, a school is subject to and influenced by various communications that circulate and intersect inside and outside the school walls. These discourses include but are not limited to “official” communications such as laws, policies, and state- or district-sanctioned curriculum materials, various conversations circulating among media and fora, and conversations from peer groups, the home, and community groups. From these diverse and often contradictory sets of discourses, schools privilege and disseminate their own “discursive selections” concerning gender. These selections work on and through students to shape possibilities as well as place constraints on not only how students understand themselves as gendered subjects but also how they come to those understandings. Studies investigating education and gender suggest that inequities and inequalities often begin in early schooling and have long-lasting implications both inside and outside schools. School and classroom discourses tend to privilege hegemonic (meaning dominant and normative) notions of masculinity, femininity, and sexuality while silencing, punishing, and, in some cases, even criminalizing differences. Research concerned with gender subjectification and school has addressed numerous significant questions such as: What are the gendered landscapes of schooling, and how do individuals experience those landscapes? What are the everyday discourses and practices of schooling (both formal and informal) that work on how gender gets “done,” and how do these aspects interact and function? How does school impose constraints on, as well as offer possibilities for, gender subjectivity, when institutional contexts that shape subjectivities are also in motion? Ultimately, these questions concern the role that schooling has in shaping how individuals think about and “do” selfhood. In general, critical studies of gender and subjectification gesture toward hope and possibilities for more equality, more consensuality, and more inclusivity of individual differences.

Global School Funding Debates and Reforms

In recent decades, important changes have taken place in terms of how governments debate, manage, and allocate funding for schools. These changes have been strongly influenced by a diversification of actors contributing to the school funding. For example, although governments continue to provide the majority of funding resources for schools across member nations of the Organisation for Economic Co-operation and Development (OECD), many nations have witnessed an increased presence of nongovernment actors, such as philanthropies and corporations, in contributing to the funding of both government and nongovernment schools. Many nations have also seen increases in private parental contributions, which has contributed to the expansion of private schooling relative to traditional public schooling.
Despite significant diversity in funding models across OECD nations, debates about funding are increasingly informed by a transnational field of policy ideas, practices, and evidence. The OECD has been a central force in facilitating this “global conversation” about the complexity of school funding trends and impacts, particularly in relation to the impacts of funding on student achievement and equity. A key question in these evolving debates is whether “more money” alone will improve outcomes or whether the focus needs to shift more toward “what schools do” with money (i.e., a “what works” approach). In response to this question, the OECD has played a leading role in steering global debates away from a historically dominant focus on whether more funding makes a difference or not to student achievement, toward a different narrative that suggests the amount of money only matters up to a certain point, and that what matters most beyond that is what systems and schools do with money. At the same time, the OECD has been central to producing a rearticulated “numbers-driven” understanding of equity, which understands equity primarily in terms of the relationship between a young person’s background and his or her performance on PISA, and which frames equity as primarily important from an economic perspective.
Importantly, however, while schooling funding reforms are increasingly informed by global conversations, policy reforms remain locally negotiated. Recent Australian school funding reforms illustrate this well. Over the past decade, two prominent federal school funding reviews have sought to address funding issues in Australia’s federal system. These reports have been deeply shaped by the distinctive conditions of possibility of Australian federalism, but at the same time have been heavily informed by broader transnational reform narratives and the work of the OECD specifically. Yet while both reviews position the OECD at the center of their respective rationales, each does so in different ways that speak to different policy problems. An exploration of the Australian case and how it relates to broader global conversations about school funding offers important insights into how policies are simultaneously globally and locally negotiated.

Governance in Higher Education

Governance has become a commonly used and studied concept within the scholarship of higher education, in large part because the term is defined broadly to include the relationships between institutions and the state, the development of system-level policies and the influence of external stakeholders, as well as institutional decision-making arrangements and structures. The concept is therefore understood as involving both multiple levels of power and authority and multiple agents and actors. It has increasingly been used as an umbrella concept in the analysis of major policy changes and reforms that are central to the study of higher education, including funding, quality assurance, and accountability. Neoliberalism and the adoption of New Public Management have transformed the governance structures and arrangements within many systems by valorizing the role of markets, strengthening the role of institutional managers as the state-centered systems decentralize elements of authority, focusing attention on institutional performance measures, and linking performance to state funding mechanisms. Government coordination of higher education has become increasing complex given the development of multiple institutional types (institutional diversity) and the positioning of higher education as a core component of national research and innovation systems. In many systems, coordination now includes multiple agencies. Institution-level governance has also been transformed in many jurisdictions with structural arrangements that reinforce the importance of central management operating under the oversight of a corporate board representing external interests and stakeholders. There has been a general decline in the influence and authority associated with traditional collegial decision processes. Research has highlighted challenges related to the understanding of governance effectiveness and the relationship between governance reform and institutional performance. There has also been an increasing interest in comparative international scholarship to identify common trends, although there is also an increasing recognition of how governance has been influenced by differences in the history, traditions, and sociopolitical contexts of national systems. A multitude of issues are deserving of greater attention within governance scholarship, including the influence of major political shifts within national governments, international rankings, and the quest for the improvement of institutional performance on system- and institution-level governance.

Gypsies, Mobilities, and Schools in the United Kingdom

Gypsies are a minority community whose lives are often shaped by multiple oppressions. Whilst their ethnicity can be linked to accounts of migration stretching back over 1,000 years to northern India, the historic details surrounding this movement are often contested within academic debates and largely unknown in public discourses. There are similar gaps in populist knowledge about other important moments in Gypsy history including their settlement and often enslavement in many European countries and the devastating impact of the Nazi Holocaust. This lack of knowledge has contributed to the persistence of racist stereotypes about Gypsies, who are often associated with dirtiness, itinerancy, and criminality. Within these stereotypes is a tendency to identify “real” Gypsies as an itinerant, nomadic group of people. While movement and travel remain important elements of Gypsy identity, the reality for many families is they lead relatively settled lifestyles. This is unsurprising given their history; however, one consequence has been for non-nomadic Gypsies to have their identity called into question.
In the United Kingdom, schools are one field where Gypsies and non-Gypsies encounter each other closely. They are also a field in which Gypsy children and families are under pressure to conform to wider educational policymaking. The school often appears to be a context in which the multiple oppressions experienced by Gypsies are foregrounded. Gypsy pupils regularly experience bullying and racism from their peers, other parents, and school staff. Gypsy parents fear their children will lose aspects of their cultural identity by engaging with schools, something exacerbated by concerns that non-Gypsy adolescent culture is driven by risky behaviors such as promiscuity, drinking, and drug taking. At the same time, policymakers have increasingly identified the nomadic Gypsy identity as a category through which to shape and understand the Gypsy pupil’s educational experiences. This framing of nomadic identity within policy highlights some specific structural flaws in how education may or may not be delivered to Gypsy pupils. There has been widespread concern for many years that the biggest underlying factor making school attendance problematic for Gypsy children has been homelessness. Many families do not have secure accommodation not because they persist with a nomadic lifestyle but because U.K. housing policy has actively restricted the development of accommodation such as Traveller sites often preferred by Gypsies. Recent U.K. legislation has made the development of new Gypsy and Traveller sites much less likely by requiring Gypsy families to prove their “nomadic” identity. At the local level there is evidence schools make a distinction between delivering a sedentary education to non-Gypsy and a nomadic education to Gypsy pupils. However, this identification of pupils as nomadic both misrepresents the realities of their identity and also, more troublingly, is often used to explain pupils no longer attending school.
