Collaborative Teacher Inquiry for Inclusive Education

Taking an inquiry approach for professional learning in support of inclusive education is both pragmatic and powerful, although it has certainly not been the norm throughout much of teacher education in North America. Much research in inclusive education has focused on teacher beliefs and practices, school structures, and service delivery models, and such foci often position teachers as technicians, implementing outside experts’ ideas about “best practices,” thus marginalizing educators as mere consumers of research and methods, rather than developers, designers, and architects of inclusive practices. To foster full participation and membership of all learners in their classrooms, teachers often engage in trial and error, puzzle solving, and creativity, to build productive and participatory communities of learning. Although consciousness, criticality, and questioning are the foundation of an inclusive stance, awareness alone does not necessarily generate practices of critical inclusivity. The work of moving recursively from framings (ideological and affective) to specific, embodied practices requires continuous action and reflection, which is well supported by practitioner inquiry. The practice of inquiry requires that teachers engage in persistent, reflective work; take risks; and use failures as points of departure for new learning and teaching approaches. The content of the inquiry, when focused on capacity and inclusivity, has the potential to work against the dominant discourses that marginalize and exclude particular students and populations, whereas the process of inquiry can position teachers as creative, intellectual problem-solvers, thus working against the dominant discourse of teachers as technicians. Inquiry for inclusivity is most often taken up as a collaborative practice, supporting educators to make their problem-solving public, gaining both friendly critique and affirmation. The collaborative inquiry group can also serve as a space for ideological and affective clarification, as striving to design teaching and learning for inclusion involves challenging many of the norms of schooling, including individualism; meritocracy; competition; and sorting, leveling, and ranking students.

Evidence-Based Practices for Teaching Learners with Emotional and Behavioral Disorders

Students identified with emotional and behavioral disorders (E/BD) comprise a diverse group in terms of academic, social, emotional, and behavioral strengths and needs. Identification and diagnostic criteria and terminologies vary widely across and within many countries and school systems, resulting in a complex research base. Estimates of prevalence range from 4 to 15% of students meeting criteria for an emotional and/or behavioral disorder or difficulty. Approaches to teaching learners with E/BD have shifted since the turn of the 21st century from an individual, deficit-focused perspective to a more ecological framework where the environments interacting dynamically with the learner are considered. Research increasingly demonstrates the benefits of multi-tiered systems of support (MTSS) where the needs of most students can be met through universal preventative and whole-class approaches. Students who do not find success at the first level of supports receive increasingly specialized services including intensive, wraparound services that involve partners beyond school walls. MTSS are common across North America and beyond and are typically focused on externalizing behaviors; positive behavioral interventions and supports (PBIS) is the most prevalent multi-tiered system currently being implemented. Since the mid-2000s, efforts have been made to focus on academic as well as behavioral goals for students, often through the inclusion of response-to-intervention approaches. Comprehensive strategies that combine academic and behavioral support while drawing on learner strengths and relationship-building are successfully being adopted in elementary and secondary settings. Approaches include social and emotional learning, mindfulness, peer-assisted learning, and a range of classroom-based instructional and assessment practices that support the academic, social, and emotional development of students with E/BD.

Inclusion and Pacific Island Countries

The Pacific island countries occupy over 1000 islands in the world’s largest ocean. Their histories and traditions have created bonds between nations that run deep in the cultures of the region. Yet, across this vast ocean, the cultures of the region also differ significantly. The introduction of Western forms of education have often ignored these cultures. Currently, “inclusive education” programs are being promoted in the region, particularly by outside agencies and funding bodies. The disability-inclusion model that underpins many of these initiatives comes from outside the region, and attempts to engage with the cultures of the region in promoting these initiatives have tended to be very limited. Often the initiatives promote an agenda that draws its direction and purpose from the donor countries rather than those of aid-recipient countries. Interaction between cultures over different perspectives and priorities is very healthy but the process of implementation can also easily be detached from the experience and worldviews of the recipients of these programs. Engaging with cultures and the social experience of the citizens of the island countries of the Pacific should be the starting point for the development of educational policy and practice so that the disempowerment of external imposition is avoided. In this chapter we argue that the inclusive education narrative of the Pacific island countries is often subsumed by, and therefore becomes ‘lost’ within, the broader context of the Asia-Pacific which is much larger and includes the world’s most populous countries. We conclude by advocating that research needs to be conducted on issues and cultures in the Pacific region that can contribute to the development of more meaningful and contextual approaches to inclusive education.

Using Technology to Prepare 21st Century Educators

The use of real-time technology has caused the world to “shrink,” with society becoming more global and information- and communication-based. The amount of information that people are exposed to continues to increase exponentially, requiring a new definition of literacy that includes digital literacy and other 21st-century skills. However, the implementation of technology in education has not kept up with how it is used in peoples’ lives. The main role of teachers is to prepare students to become literate, globally informed citizens. Generation Z, or the technology generation, are tech savvy and used to instant action and access to information due to their experiences with the Internet. Although students are proficient with and regularly use mobile devices and other information and communication technologies (ICTs), their teachers have difficulty integrating these technologies into their pedagogy beyond basic functional uses. The goals of educational technology are often not readily apparent in classrooms; this is problematic, as technology has the potential to be used for critical thinking, collaboration, and the dissemination of new knowledge. Therefore, teacher education programs have a responsibility to ensure that teachers of the future are globally aware, proficient with current innovative technology tools and information resources, and have the ability to adapt to tools and educational strategies of the future. Supporting preservice teachers in their acquisition of digital literacy can widen their views of the world and strengthen their skills in locating, assessing, organizing, analyzing, and presenting information. Teaching preservice teachers to use the technological pedagogical content knowledge (TPACK) model and embedding new technologies throughout teacher education programs can support preservice teachers’ global understandings and information literacy, as well as develop their expertise in the use of the technology itself. Instruction in digital literacies can help preservice teachers to hone their teaching skills and minimize the isolation and anxieties that are often experienced during their field experiences.

Activism and Social Movement Building in Curriculum

Curriculum, while often conceived as a static entity delivered as a neutral set of facts arranged in disciplinary categories, is, in reality, a pedagogical artifact—a product generated as a result of decisions made by a range of stakeholders who represent different cultural imperatives linked to contested perspectives about the purposes of school. Students’ and teachers’ experiences of school, then, are dialogic performances of a curriculum that promotes various levels of power and privilege, as well as understandings of equity and diversity. Therefore, whether or not it is recognized, the curriculum delivered in schools serves to either maintain or interrupt the status quo. Given the number of students who participate in public education, curriculum contributes a great deal to shaping the national narrative. Curriculum contributes to social movements, and the nature of the curriculum determines the direction of the movement. Since curriculum development and implementation involves myriad decisions, influence is wielded by those with decision-making power. Social status and cultural capital, both of which are historically linked with political power, largely determine who makes curricular decisions, as well as how decisions are made. These conditions pose challenges for those who have been historically marginalized within educational institutions. Despite obstacles related to systemic inequities, different forms of curriculum can and do contribute to the creation and perpetuation of social movements. Moreover, educators who understand how educational institutions function, how curricular changes occur, and how curriculum can be a source of and vehicle for change can create conditions for transformative activist curricular movements.

Cognitive Early Education

Cognitive early education, for children between ages 3 and 6 years, is designed to help learners develop and apply logic tools of systematic thinking, perceiving, learning, and problem-solving, usually as supplements to the content-oriented preschool and kindergarten curricula. Key concepts in cognitive early education include metacognition, executive functions, motivation, cognition, and learning. Most programs of cognitive early education are based on conceptions of cognitive development attributed to Jean Piaget, Lev S. Vygotsky, A. R. Luria, and Reuven Feuerstein. Piagetians and neoPiagetians hold that children must construct their personal repertoire of basic thinking processes on the basis of their early experience at gathering, assimilating, and reconciling knowledge. Vygotskians and neoVygotskians believe that cognitive development comes about through adults’ mediation of basic learning tools, which children internalize and apply. Adherents to Feuerstein’s concepts likewise accord a prominent role to mediated learning experiences. Followers of Luria believe that important styles of information processing underlie learning processes. Most programs emphasize, to varying degrees, habits of metacognition, that is, thinking about one’s own thinking as well as selecting and applying learning and problem-solving strategies. An important subset of metacognition is development and application of executive functions: self-regulation, management of one’s intellectual resources. Helping children to develop the motivation to learn and to derive satisfaction from information processing and learning is an important aspect of cognitive early education. Widely used programs of cognitive early education include Tools of the Mind, Bright Start, FIE-Basic, Des Procedures aux Concepts (DPC), PREP/COGENT, and Systematic Concept Teaching.

Data Use in Recent School Reforms

Typically involving the use of test scores, grades, and other forms of assessment in various educational contexts, the concept of data use has developed in parallel with the introduction of new managerial approaches to school governance, including performance management and accountability measures. This use of data for governance purposes is one way in which national authorities coordinate activities across administrative levels to improve education quality and effectiveness. Policymakers’ and researchers’ frequent use of the concepts of data and data use also usually parallels this development. However, based on systematic research mapping, the present findings identify differing ideas about data use in national and local contexts, including the role that data play and should play in school reform. Such differences relate to variations in school systems, teachers’ status, school governance traditions, curricular traditions, and research traditions. Moreover, characteristic of the literature on data use is an emphasis on the organization and development of effective data use practices. This is somewhat paradoxical, as both earlier and more recent studies emphasize the need for a stronger focus on the actual practices of the involved actors if data are to be of value in school development processes. Three important needs are important when considering data use in policy, research, and practice: the need for greater awareness of the epistemic aspects of data use; the need for context sensitivity, as data use is often presented as a universal concept across national and local contexts; and the need for researchers to communicate with other related fields to improve theory and practice.

Postwar School Reforms in Norway

Comprehensive schooling has been a cornerstone in the development of the Norwegian welfare state since World War II. Over the years it has been extended, initially from 7 to 9 years and later to 10-year compulsory schooling, since the late 1990s including virtually all Norwegian children between the ages of 6 and 16. In education policy, the interests of the community versus the individual have played a key role, reflected in a line of conflict between the political left and right. During the first three to four decades after the war, through the Labor Party, the left wing was in power and developed education policy according to a social-democratic model. The ideal of equality and community in schools had precedence. The vision was to create a school for all that had a socially and culturally unifying effect on the nation and its people. Social background, gender, and geographical location should no longer create barriers between pupils. Ideally, school was to be understood as a “miniature democracy,” where pupils would be trained in solidarity and cooperation. Compulsory schooling was thus regarded as an instrument for social integration and for evening out social inequalities. But one challenge remained: How could a common school for all best take care of the individual needs of each pupil? The principle of individualized teaching within the framework of a common school was incorporated in the education policy of social democracy and was subjected to experimentation and research from an early stage. But with the political shift to the right toward the 2000s, a sharper polarization can be observed between the interests of the community versus the interests of the individual. The political right profiles education policy in opposition to the left-wing emphasis on the social purpose of the school system. In the early 21st century, the interests of knowledge, the classroom as a learning arena, and the performance of each pupil take precedence. Based on the model of New Public Management, a new organizational culture is taking shape in the school system. Where the political left formed its policy from the perspective of “equality” during the first postwar decades, the right is now forming it from the perspective of “freedom.” And this is taking place without significant opposition from the left. The terms “equality” and “equity” provide the framework for the analysis of the changing polarity between collective and individual considerations and between pupils’ freedom and social solidarity in postwar education.

Service Learning and Teacher Education

Although teacher education actively promotes the ideals of social justice and care, finding ways of enculturating student teachers into what these values mean in education remains a challenge. Additionally, the literature abounds with the struggles of teacher educators to prepare student teachers with the knowledge and competencies required for the complex task of teaching. A way to address this is through the inclusion of service learning (SL) in initial teacher education programs. SL, as a form of experiential learning, with reflection at its core, serves as a means of deepening student learning about the practice of social justice and care and as a way of both drawing on, and informing, student teachers’ practical and situational learning of teaching. SL also holds potential for preparing teachers with the competencies required for the 21st century. The research on SL in teacher education draws on theoretical perspectives of experiential learning, democracy education, social transformation, multicultural education, critical reflection, and education for civic responsibility. A limitation is that the literature within developing contexts is underrepresented, limiting access to useful lessons from the research in these contexts and preventing wider theorization in the field.

Tsunesaburo Makiguchi and School Leadership in Action

Tsunesaburo Makiguchi (1871–1944) was a geographer, elementary school teacher and principal, and educational reformer, who was active in the early-to-mid 1900s in Japan. As a school leader and scholar-practitioner guided by a passion for supporting teachers and improving education for the happiness of children, Makiguchi scrutinized pedagogy as a science and proposed a number of reforms of the Japanese education system, key elements of which, he believed, were failing teachers and students alike. His proposals included, among many: the establishment of standards of competency expected of school principals as well as a system of examination to uphold these standards; the abolition of a government-led school inspection system that pressured and restricted teachers from freely conducting teaching activities; and the establishment of an “education research institute” and an organization for the training of teachers. The growing number of modern educational scholars and practitioners paying attention to Makiguchi’s work and philosophy find his ideas not only valid and applicable to education in the 21st century but also remarkably innovative and insightful. His proposal for school leadership was still but a voice in the wilderness in the 1930s. It was also a bold and audacious attempt for him, especially at the time of the militarist regime. Makiguchi is often compared with his contemporary John Dewey (1859–1952). Evidently, Makiguchi and Dewey were both visionaries, passionate school leaders, and fearless reformers. Bearing this in mind, Makiguchi deserves much more attention than he has received thus far—at least as much as Dewey, if we are to balance the historical account of progressive education as a transnational phenomenon.
