Since its initial discovery in the early 1980s, through the development of treatment and prophylaxis medications as well as continued attempts at vaccination development, HIV/AIDS has changed the narrative about infectious diseases around the world. It has led to recognition of the complexities of the intersections of sexuality, gender, race, age, culture, and socioeconomic status while simultaneously highlighting gender inequities in all aspects of the disease. These inequities present in clinical trials that include only subsets of the population, prevention strategies that are offered based on oversimplified assumptions about sexual behaviors, and limited education about risk for everyone from schoolchildren through medical professionals. Activists and public health advocates push for inclusion and transparency in research and treatment for HIV/AIDS, but education at all levels has lagged. The United Nations and the International Conference on Population Development have declared school-based sex education a goal for all countries in order to reduce the health burden of HIV/AIDS. Sex education in schools varies between and within countries, with no standardization of how to best educate youth about sex, reproductive health, or disease prevention. Despite continued challenges with curriculum incorporation and content, research suggests that key qualities of an effective educational program include the creation of a safe space for student questions, inclusion of diverse voices, and clear guidance for preventing sexually transmitted infections such as HIV/AIDS. In order to mitigate continued inequity over the next several decades and beyond, comprehensive HIV/AIDS education must emphasize the intersectionality of gender, sexuality, race, age, culture, and socioeconomic status at all levels from elementary introductions through training for medical and mental health researchers and providers.

Diversity, Decentralization, and Social Justice in School Reforms in Japan

Japan’s two major national school reforms succeeded in helping transform the country from a premodern feudal society into a modern nation-state in the mid-19th century, and after World War II from a militarist society into a liberal democracy. Since then, there have been numerous reform initiatives. The key drivers of the reforms since the 1990s have been neoliberals, neoconservatives, progressive educationalists, and human rights advocates. Reflecting both struggle and collaboration among these groups, the reforms have been multidirectional and not necessarily consistent. The major reform directions identified are (a) decision-making becoming more decentralized, (b) educational offerings becoming more diverse and flexible, (c) the emergence of greater individual choice, (d) recognition of a widening gap among students and addressing equity and social justice, and (e) a greater role for outside-school providers. There is a significant degree of autonomy and discretion for actors in the middle (local governments, education boards, and schools) and teachers (both independently and collectively). They have utilized this in interpreting the national government’s directives, often avoiding direct challenges to the center.

Education and Corruption

Corruption is a societal problem which adversely affects nations’ efforts to improve lives of their citizens. It is normally thought to be centered on government procurement, taxation, and legal decisions and not in education. But it is a problem in education. How serious is it? The difficulty of responding to this question is that corruption in education, as with all illegal and unprofessional activities, is difficult to accurately measure. This limits researchers to predicting institutional and systemic levels of corruption by relying primarily on individual perceptions. Measuring direct experience with corruption is more difficult and hence more rare. Since 1993, Transparency International has taken a global pulse of corruption by conducting the world’s largest corruption survey to derive the Corruption Perception Index and rank nations from the most to the least corrupt. When it comes to corruption research, participants generally hesitate to share their experiences for fear of repercussions, which is why less corruption is likely to be reported than may be actually occurring within education systems. Corruption is manifest in a wide variety of forms. A broad range of literature on corruption in education has been published in the early 21st century, with the goal of defining corruption typologies and examining the effects which corruption has on education systems and those who depend on those education systems. But anticorruption efforts in education have had limited success and more research is needed on non-pecuniary forms of corruption and their relation to elite formation and institutionalized racism.

Revolutionary Critical Rage Pedagogy

Revolutionary critical rage pedagogy was first introduced in Peter McLaren’s 2015 book Pedagogy of insurrection: From resurrection to revolution. It is aimed at development of heightened recognition of the deception perpetrated by those who write history “from above,” that is from the standpoint of the victors who have camouflaged or naturalized genocidal acts of war, patriarchy, settler colonialism, and other forms of oppression as necessary conditions for the maintenance of democracy. Revolutionary critical rage pedagogy is carried out not only in educational institutions but throughout the public sphere. Its broader social aim is both a relational and structural transformation of society that cultivates pluriversal and decolonizing modes of democratization built upon a socialist alternative to capitalist accumulation and value production.

School Reform in England

School reform in England, under the guise of school improvement and school effectiveness, is not new. Existing policy directions and trajectories for school reform in England seemingly continue to follow industrial drivers of the 19th century, promoting a highly regulated and regimented schooling system. This direction is underpinned by neoliberal forces which emphasize the relationship between education, business, and economy. Critiques of this model of school reform point to key issues around lack of response to key societal challenges and a reductionist approach to increasingly complex needs of diverse societies and cultures. Such reductionist school reform policies, in combination with stringent accountability measures, generate and consolidate differences between schools which are particularly detrimental for schools that serve students and families in poverty. In England, “success” in schools and educational outcomes is drawn from narrowly defined measures of quality with a privileging of quantitative data and testing outcomes above all other indicators. Within these measures, schools in poor, disadvantaged communities are more likely to be labeled “failing” and subjected to further intrusive monitoring, inspection, and sets of performance training in mandated methods of teaching. In these externally driven and policy-focused school reform strategies, teachers become victims of change with their voices censored and their students viewed as deficient in some way.
In contrast, more meaningful school reform may be effected by recognizing that schools have the capacity to improve themselves. This improvement should be driven by those closest to the school: teachers, students, and their families. Above all, authentic school reform programs should be context specific, inquiry driven, and rooted in research and theory. Teachers should not be expected to reinforce a single hegemonic version of the “successful” school, notably in England, but should be able to engage in genuine school reform which is emancipatory and empowering.

Educational Reforms in Kenya

Educational reforms have been made from time to time since independence in Kenya. These reforms have been effected through commissions of education in the context of the country. Among education commissions that have steered reforms in Kenya are the Kenya Education Commission, the National Commission on Education Objectives and Policy, the Presidential Working Party on the Second University, the Commission of Inquiry into the Educational System of Kenya, and the Taskforce on the Realignment of the Sector to the New System. The main challenges facing the education sector have been issues of access, equity, quality, relevance, availability of educational resources, and efficiency in managing them. Moreover, the education system has been blamed for some of the challenges in the education sector, necessitating system change from the 8+4+4 to the 2+6+3+3+3 system. Challenges facing education reforms include inconsistency in carrying out reforms fueled by lack of a guiding philosophical framework, a top-down decision-making process, limited backing for inclusive education in policy, and curriculum-based challenges. Going forward, a bottom-up approach to education reforms, an evidence-based decision-making for reforms in education, and an implementation of inclusive education may play a significant role in reforming the education system.

Religious and Cultural Diversity in Spanish Education

Treatment of cultural and religious diversity is one of the most important debates in education, especially in societies in the first decades of the 21st century, in which globalization processes have led to increased migration. Different models exist for addressing religious and cultural diversity in compulsory education, linked to the different ways of approaching the integration of immigrant groups. The treatment of diversity, equality, and respect for fundamental rights are the axes on which most of these proposals revolve, which in the case of the religious issue acquire specific dimensions by generating a wider debate. In the Spanish case, the treatment of cultural diversity and, fundamentally, religious diversity is situated both within the framework of general conceptions and with particular elements.
The contemporary scenario of how the Spanish educational system addresses cultural and religious diversity is determined from the particular features of Spanish education and the immigration “boom” in Spain in much of the first decade of the 21st century. The evolution of legislation on diversity, the fact that education is a subject for ideological debate, and the need to face the challenge of a new social structure because of immigration, together with the importance of the Catholic Church in Spain, determine to a large extent the way this country has addressed religious diversity. The treatment of religious and cultural diversity continues to generate an important discussion in Spain, based on different theories about the topic.

History of Curriculum Development in Schools

The evolution of curriculum development in schools reflects the evolution of knowledge and civilization itself. What knowledge is of most worth? How shall it be codified, structured, and transformed into curriculum for the acculturation and growth of successive generations so that the future is better than the past? How can the school be designed and equipped as a productive and democratic learning environment? These are some of the questions that intersect with the fundamental factors of the education process, namely the learner, the curriculum, and the society. When these fundamental factors are set in opposition or isolation, the possibility for educational progress is impeded or set back.
Embracing the idea of progress and the science of education, the experimentalist movement over the first half of the 20th century sought to dissolve the dualisms carried from ancient Greece (e.g., mind/body, intellect/emotion, abstract/concrete knowledge) in endeavoring to create new designs and structures for curriculum synthesis to meet the democratic prospect and the universal educational needs of the rising generation. In sum, the experimentalists reconstructed curriculum development into a process of problem solving for educational progress, holding to the paradigmatic principle that the structure and function of the school curriculum must be in congruence with the nature and needs of the learner for effective living in the democratic society. The paradigm holds the fundamental factors in the education process as necessarily interdependent and in harmony. The curriculum paradigm explains why so many reforms imposed on the schools predictively are destined for failure simply because they set the fundamental factors in conflict with each other.
The march of democracy in global affairs will require a resurgence of the progressive vision for the curriculum of the democratic classroom and school in which students are engaged openly with each other and with the teacher in investigative cooperation, collaboration, and consultation.

Rural Education in China

Rural education has received considerable attention from researchers and policy makers in their attempts to understand the deep-rooted rural/urban dichotomy in China. Most debates surround how to improve the “quality” of rural education and to “rebalance” the level of educational development between rural and urban regions. For this purpose raising the “quality” of teachers across rural schools is highlighted as the key element in many policies and studies, and the focus has shifted from addressing a teacher shortage to the recruitment and retention of quality teachers, especially in those remote regions. Issues in China’s rural education are not only reflections of rural–urban differences but also reproduce these social differentiations. Those who pay the price of the entrenched rural/urban dichotomy in China are the increasing number of “left-behind” children in the rural villages as well as the “floating” students in the urban schools whose numbers have also increased in the past decades. Most members of both groups tend to undergo a social reproduction process in the school systems and eventually become workers in the manufacturing and service industries in urban centers.
Meanwhile, rural education in China is also abundant in culturally meaningful processes. While many scholars and policy makers view the rural school as a critical site for passing on the cultural inheritance of “rural China,” rural students themselves nevertheless creatively make meaning of their daily experiences and produce rich cultural forms. Some of them develop certain forms of “counterschool” culture as they experience educational failure, while others take up cultural traits valued by their rural families and turn them into a form of cultural capital, which consequently plays a pivotal role in the educational and social mobility of rural students.

Trans Gender/Queer Youth

Trans and gender/queer youth pose some interesting scenarios for education in both secondary and postsecondary realms. Increasing identifications outside of binaries among students, faculty, and staff members who identify as transgender, gender nonconforming, or nonbinary have pushed schools to alter the way these individuals are recognized within these systems. These changes involve deconstructing binaries and the related exclusionary processes and policies. Transgender and gender-expansive youth are challenging the ways in which gender is built into schools, highlighting underlying binaries and structural oppression in all levels of education. Key issues and debates regarding transgender inclusion in educational spheres, such as Title IX, visibility, and knowledge of transgender issues, routes to inclusion, and the fallacy of “best practice.” Generational and cultural differences related to gender recognition and identification will continue to shape educational environments and beyond for years to come.
