Governance in Higher Education

Governance has become a commonly used and studied concept within the scholarship of higher education, in large part because the term is defined broadly to include the relationships between institutions and the state, the development of system-level policies and the influence of external stakeholders, as well as institutional decision-making arrangements and structures. The concept is therefore understood as involving both multiple levels of power and authority and multiple agents and actors. It has increasingly been used as an umbrella concept in the analysis of major policy changes and reforms that are central to the study of higher education, including funding, quality assurance, and accountability. Neoliberalism and the adoption of New Public Management have transformed the governance structures and arrangements within many systems by valorizing the role of markets, strengthening the role of institutional managers as the state-centered systems decentralize elements of authority, focusing attention on institutional performance measures, and linking performance to state funding mechanisms. Government coordination of higher education has become increasing complex given the development of multiple institutional types (institutional diversity) and the positioning of higher education as a core component of national research and innovation systems. In many systems, coordination now includes multiple agencies. Institution-level governance has also been transformed in many jurisdictions with structural arrangements that reinforce the importance of central management operating under the oversight of a corporate board representing external interests and stakeholders. There has been a general decline in the influence and authority associated with traditional collegial decision processes. Research has highlighted challenges related to the understanding of governance effectiveness and the relationship between governance reform and institutional performance. There has also been an increasing interest in comparative international scholarship to identify common trends, although there is also an increasing recognition of how governance has been influenced by differences in the history, traditions, and sociopolitical contexts of national systems. A multitude of issues are deserving of greater attention within governance scholarship, including the influence of major political shifts within national governments, international rankings, and the quest for the improvement of institutional performance on system- and institution-level governance.

Higher Education in China

China’s higher education system witnessed quite a few dramatic institutional changes in recent years. The state has been making a series of attempts to increase the quantity of higher education opportunities through massive expanding of higher education’s capacity (also referred to as the massification of higher education). Meanwhile, the system experienced marketization and privatization, in which the funding for higher education institutions (HEIs) increasingly depends on the non-state sector and student payments for tuition fees. The private (minban) HEIs and Sino-foreign HEIs began to develop in China. With a strong conviction to enhance the global competitiveness of top universities, master plans for developing world-class universities and disciplines were initiated, and talent programs were adopted to attract global high-skilled talent to HEIs in China to enhance the teaching and research capability of HEIs. In recent years, HEIs have been granted larger institutional autonomy with greater accountability. Higher education in China has experienced dramatic institutional changes in recent years and has made great achievements and gained international acclaim. Given such capacity, HEIs became one of the largest systems in the world. More and more higher education opportunities have been provided for students, and an increasing number of leading scholars in the world have been attracted to HEIs in China. However, the development of higher education has encountered several challenges—in particular, unequal opportunities for higher education attainment, difficulties for college graduates in finding employment, and the unequal development of higher education among disciplines, between universities, and across regions. Critical reflections on the development of higher education in China and the notion of broadly defined educational equality are required.

Higher Education in Thailand

Thai higher education has a long history dating back to the 19th century. Its great modernizer, King Chulalongkorn the Great, was visionary in realizing the importance of expanding education to modernize his kingdom and avoid Western colonization. Thailand was the only country in Southeast Asia never to have been colonized. The country’s first formal institution of higher education, Chulalongkorn University, was established in 1917, named in honor of this visionary king. Since that time, Thai higher education has evolved in diverse ways. Key trends have been (a) massification, (b) privatization, (c) diversification, and (d) internationalization. Massification began in the 1960s with the opening of universities in each of Thailand’s major regions. In the 1970s, two open universities with huge enrollments were established. One of those, Sukhothai Thammathirat Open University (STOU), was a university without walls, serving students throughout the Kingdom. Then Thailand’s teacher training colleges became a large system of comprehensive Rajabhat Universities (38 universities, across every region of the nation). In 1969, authority was granted for private universities to be established, and over the past decades there has been a proliferation of such institutions (now totaling 71). Thailand’s system of higher education is highly diverse, with many different genres of institutions under 12 different ministries and agencies. Another important trend is internationalization, with a dramatic growth in the number of international programs and students during the period 2000-2020. Major reforms of higher education have been primarily structural in nature. In 2003, the Ministry of University Affairs merged with the Ministry of Education (MOE) to become one of its five major commissions, the Office of the Higher Education Commission (OHEC). Then in 2019, OHEC was moved out of the MOE to become part of a new Ministry of Higher Education, Science, Research, and Innovation (MHESI). As the nation moves into the decade of the 2020s, Thai higher education faces major challenges. The most critical is declining enrollments, primarily the result of Thailand’s great success in reducing its fertility rate. With the dramatic growth in higher education institutions, there are simply inadequate numbers of Thai students to fill available spots. A second related issue is the problem of the quality of Thai higher education. Reflective of this problem is the failure of any Thai higher education institutions to be highly ranked in international systems. Many of Thailand’s best students choose to study overseas. Another major issue is funding, with problems related to the ways funds are spent and the low pay of university professors. Also related to the funding issue is Thailand’s low ranking on how much it spends on research and development. This important area receives inadequate priority, though there were significant improvements in 2018 and 2019. There are also curricular issues in terms of what students should be taught and how, as well as concerns that Thai students are not being adequately prepared for the new digital 4.0 knowledge economy. In 2021, Thailand is mired in a “middle-income trap,” and to move beyond that, it is imperative that Thailand improve the quality, equity, and efficiency of its higher education system.

Historical Developments, Influences of International Actors, and Education Reforms in India

The entry and prominence of international institutions in education have been striking features of policy development in the last few decades. A particular area of interest is India’s education system since independence, particularly in the context of the recent policy ideas steered by international actors. Once a strong marker of the British colonial legacy, formal education in India acquired different meanings post independence. The significance of education has been understood as an essential part of social transformation, a resource for mobility, and an instrument of empowerment. As the inherited system was domesticated, the following challenges emerged: equitable access, relevance of formal learning, and a fashioning of Indian national identity. Through a network of institutions, the enterprise of postcolonial public education was shaped in the mid-20th century and was deeply entrenched in the politics of class, caste, and gender. Mass education and schemes to enable access on the one hand, and the development of highly selective, technology-focused institutions on the other, became the route through which an extremely uneven landscape of education was established. A weakened public education system, growing private institutions, and the overall economic turn toward liberalization marked the Indian educational politics of the 1990s. Diverse international institutions, multilateral institutions, nongovernmental organizations, and national governments came together during the World Education Conference of 1990 in Jomtien, Thailand. For the developing world the policy process became globalized after the conference, and it expanded to include multiple actors and partnerships. Thriving since then, globalized education policy has become a space of solutions and authority. Given these changes at large, it is important to understand the politics of policy production, actual policy ideas, and how they acquire legitimacy.

History of Curriculum Development in Schools

The evolution of curriculum development in schools reflects the evolution of knowledge and civilization itself. What knowledge is of most worth? How shall it be codified, structured, and transformed into curriculum for the acculturation and growth of successive generations so that the future is better than the past? How can the school be designed and equipped as a productive and democratic learning environment? These are some of the questions that intersect with the fundamental factors of the education process, namely the learner, the curriculum, and the society. When these fundamental factors are set in opposition or isolation, the possibility for educational progress is impeded or set back. Embracing the idea of progress and the science of education, the experimentalist movement over the first half of the 20th century sought to dissolve the dualisms carried from ancient Greece (e.g., mind/body, intellect/emotion, abstract/concrete knowledge) in endeavoring to create new designs and structures for curriculum synthesis to meet the democratic prospect and the universal educational needs of the rising generation. In sum, the experimentalists reconstructed curriculum development into a process of problem solving for educational progress, holding to the paradigmatic principle that the structure and function of the school curriculum must be in congruence with the nature and needs of the learner for effective living in the democratic society. The paradigm holds the fundamental factors in the education process as necessarily interdependent and in harmony. The curriculum paradigm explains why so many reforms imposed on the schools predictively are destined for failure simply because they set the fundamental factors in conflict with each other. The march of democracy in global affairs will require a resurgence of the progressive vision for the curriculum of the democratic classroom and school in which students are engaged openly with each other and with the teacher in investigative cooperation, collaboration, and consultation.

Homeschooling in the Educational Landscape of Latin America

A number of developments stemmed from reforms to Latin America’s educational landscape beginning in 1990, with the regulamentation of homeschooling differing in countries across this region. Academic research and literature on homeschooling in these countries are just beginning, but it is clear that there is a “normative void” on this topic that is experienced by almost all Latin American countries despite the growing number of families choosing this form of education. There is a need to broaden the debate regarding the regulation of homeschooling in Latin America by analyzing local particularities in view of the commitment to protect the right to education for Latin American children and adolescents.

Homeschooling in the United States: Growth With Diversity and More Empirical Evidence

Homeschooling (home education) is parent-directed, family-based education, and is typically not tax-funded, with parents choosing assistance from other individuals or organizations. Home-based education was nearly extinct in the United States by the 1970s but grew rapidly during the 1990s to about 2.6 million K–12 homeschool students in March of 2020 to then about 5 million in March of 2021. The demographic variety among homeschooling families rapidly increased during the 2000s to the point that in 2016, 41% of homeschool students were of ethnic minority background, with about 79% of those living in nonpoor households, and with parents’ formal education levels similar to national averages. Since the early 2000s, parents’ main reasons for homeschooling have shifted from an emphasis on religious or moral instruction to a somewhat more emphasis on concern about institutional school environments and the academic instruction in schools. Empirical research shows that the home educated, on average, perform above average in terms of academic achievement, social and emotional development, and success into adulthood (including college studies). However, there is scholarly debate about whether enough well-controlled studies have confirmed these overall benefits. Some theories have been proposed to explain the apparent positive effects. They include the concept that elements such as high levels of parental involvement, one-on-one instruction, low student-to-teacher ratios, effective use of time, more academic learning time, customization of learning experiences, and a safe and comfortable learning environment that are systemically a part of home-based education are conducive to children thriving in many ways. However, more research is needed to test these theories.

Hope Interventions for the Promotion of Well-Being Throughout the Life Cycle

Hope lies at the core of human psyche. It has a unique power to propel individuals, groups, organizations, and communities to action and can sustain their energies to help them achieve their goals. Hope is differentially conceptualized and studied as an emotion; as a positive motivational state incorporating elements of pathways and agency thinking and also as goals pursuit cognitions that can cause emotions; and, lately, as a character strength. Thus, hope research and practice transverses major theoretical and applied fields of psychology (namely positive) developmental, educational, and counseling psychology. Long-established links between hope and well-being places it in a unique position to affect positive youth development through positive education practices but also to enhance physical and mental health and positive psychosocial adaptation throughout the life cycle with the use of successful approaches in therapy and counseling. Established criteria for hope-based interventions and programs were developed all over the world with the express dual aim to enhance well-being and reduce psychopathology in different populations, ranging from children, adolescents, youths, and adults with and without physical and mental health problems and learning disabilities; and also across various settings, as diverse as educational institutions, therapy and counseling, recreational centers, and correctional facilities. Overall, hope-based interventions were successful in enhancing positive psychosocial outcomes and reducing depression and other problems. Underlying mechanisms that drive hope programs include the development of upward spirals of positive emotions that help people build enduring psychosocial resources; the process of goal setting and pursuit in itself; and the identification of optimal combinations of individual characteristics and intervention goals and techniques. A wide range of individual factors, such as participants’ and implementers’ characteristics and levels of motivation, in addition to contextual factors such as protocols, research designs, techniques, materials, analyses, and reporting choices impact the effectiveness of hope interventions. Future research can benefit from targeted hope interventions, matching specific needs, skills, and capacities of people and groups in different settings, including educational, therapy, organizational, and community ones, which can greatly improve academic performance, physical and mental health, productivity, and life quality.

Imagination and Education

The concept of imagination, with its potential to contribute to education, is attracting increasing interest as humanity faces major challenges such as migration and climate change. Imagination is expected to enlarge the mentality of human beings and help to find new solutions to global problems. However, educational thinkers have different understandings of what imagination and imaginative thought can actually contribute to. Imagination is the mental ability to visualize what may lie beyond the immediate situation and to “see” things that are not present. It is a central element of meaning creation in education—in the relationship between mental pictures and reality, between humans and the outside world, and between the past and the future. Imagination is a way of seeing, a happening in the here and now. No single specific definition of imagination exists, and this term is used in a variety of ways. Because it is so evasive, the idea of imagination has been contested and questioned, so its meaning depends on the theory and context with which it is associated. Many educational theories simply neglect the concept of imagination, or limit its meaning to common fantasizing and playfulness, whereas others give imagination a central role in the processes of understanding and learning. The socially and politically emancipating dimension of imagination has been emphasized, as has its moral significance and relation to self-formation and education. Some thinkers argue that education should not be satisfied with developing students’ ability to think imaginatively, create a narrative and develop social imagination; rather, it needs to intentionally raise young people to “live imaginatively”—that is, to live a rich life with an open mind, being ready to think in new ways and change their habits when former ways of thinking prove untenable for moral and ethical reasons. Despite these differences of opinion, the value of imagination in education is undeniable. Yet questions remain: How does “bad fantasy” differ from “good imagination,” and what are the educational consequences of such a distinction? How can imagination be a common ground in education, and how can it be a liminal space or topos for the different perspectives of children and adults in that area? How can imagination be part of a greater social responsibility and a way of life?

Improving Student Learning Through Professional Learning Communities

This paper aims to understand how the Professional Learning Community (PLC) helps to improve student learning. We refer to a research project was conducted in Italy on lower secondary education in an effort to understand how the Professional Learning Community (PLC) helps to improve student learning. The data used to operationalize the theoretical construct of PLC were collected via a questionnaire completed in 2018 by the school principals of the Emilia Romagna Region (in the Northeast of Italy). Data were also leveraged from the INVALSI (the National Agency that administers the standardized tests) to capture the students’ learning, their economic, social, and cultural status, and other background characteristics. The results indicated that that PLC has a small but statistically significant effect on students’ learning in mathematics and English, even when considering students’ socioeconomic and cultural backgrounds. This is particularly relevant in light of the well-known international issue of students suffering learning deterioration when transitioning from primary schools. Based on these results, the organizational traits of a PLC make it an effective model for promoting a quality and equitable education in middle schools.

Inclusion and Pacific Island Countries

The Pacific island countries occupy over 1000 islands in the world’s largest ocean. Their histories and traditions have created bonds between nations that run deep in the cultures of the region. Yet, across this vast ocean, the cultures of the region also differ significantly. The introduction of Western forms of education have often ignored these cultures. Currently, “inclusive education” programs are being promoted in the region, particularly by outside agencies and funding bodies. The disability-inclusion model that underpins many of these initiatives comes from outside the region, and attempts to engage with the cultures of the region in promoting these initiatives have tended to be very limited. Often the initiatives promote an agenda that draws its direction and purpose from the donor countries rather than those of aid-recipient countries. Interaction between cultures over different perspectives and priorities is very healthy but the process of implementation can also easily be detached from the experience and worldviews of the recipients of these programs. Engaging with cultures and the social experience of the citizens of the island countries of the Pacific should be the starting point for the development of educational policy and practice so that the disempowerment of external imposition is avoided. In this chapter we argue that the inclusive education narrative of the Pacific island countries is often subsumed by, and therefore becomes ‘lost’ within, the broader context of the Asia-Pacific which is much larger and includes the world’s most populous countries. We conclude by advocating that research needs to be conducted on issues and cultures in the Pacific region that can contribute to the development of more meaningful and contextual approaches to inclusive education.

Inclusive and Special Education in the Middle East

In the culturally diverse Middle Eastern Arabian world, there are incompatible ideas about and definitions of “inclusion” and “inclusive education,” which result in these terms being multifaceted and complex. The issues surrounding policies, the legislative frameworks—but also the attitudes and practices and their implications for individuals with Special Educational Needs and Disorders (SEND)—are explored in this paper, starting with some consideration of the official guidelines for providing inclusive education and how these are enacted according to the social or local conceptualizations that influence practice. Around the world, the tendency is to support special needs in mainstream classes with other children at all school levels in order to prevent marginalization, labeling, and social stigmatization. However, in the process of developing effective educational policies that benefit students with SEND in practice, it is useful to consider whether inclusion actually serves their needs. Though some progress has been reported in the social integration and inclusion of individuals with SEND, more light needs to be shed on whether, under current circumstances inclusion does indeed benefit people with special needs and disabilities. An analysis of the necessary parameters for supporting a learning environment for the benefit of all children in an inclusive mainstream class is necessary. The examination of inclusion-based practices can help to dispel the misconceptions that consistently surround the practice of educating students with disabilities in any inclusive environment. Recommendations are made for community-oriented sensitization programs and education campaigns but also school-based disability awareness programs and teacher training that could be promoted by governmental organizations, human rights bodies, and other stakeholders in the Arab world to support and empower people with disabilities.

Inclusive and Special Education Policies in South America

In the last decade, inclusive education policies have been one of the priorities within the pedagogical and social agendas of different South American countries. However, the great complexity and enormous diversity of both concepts (inclusive education and South America) demand a detailed analysis of what it means to strive for educational progress throughout such an extensive territory. On the one hand, inclusive education encompasses both traditional special education as well as other key issues that are closely linked: equity, quality, diversity, universality, access, participation, intersectionality, rights, individualization, and so on. On the other hand, South America is a real, complex, multifaceted territory in which different countries with very different political, economic, and social situations coexist (Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay, and Venezuela). As such, it is necessary to begin with comparative education and educational policy in order to understand the different educational priorities of each region as well as the organizations and stakeholders that have an impact. The development of inclusive education has not been uniform. Indeed, because there is no consensus regarding what inclusion means and represents, though there have been correlations, its evolution has been unequal throughout different countries. A study of both national and transnational inclusive educational policies will allow us to better understand and approximate this complex reality, as well as to anticipate forthcoming educational challenges.

Inclusive Education as a Human Right

Inclusive education has been internationally recognized as a fundamental human right for all, without exception. This international recognition seeks to address the dramatic inequality in current societies, since the enjoyment of the right to education for many disadvantaged people depends on it being inclusive. The recognition and enjoyment of this right requires a detailed analysis of the meaning and scope of inclusive education, as well as of the barriers and the main challenges faced. The consideration of inclusive education as a right, with its moral and legal implications, has been achieved to a large extent thanks to the political impact of diverse association movements of people with (dis)abilities. Paradoxically, many students with disabilities continue to be systematically segregated into special schools and classrooms, which violates their right to inclusive education. There is therefore much to learn from this contradiction. A lot also needs to be done to ensure the equal dignity and rights of people that experience exclusion and segregation associated with gender, social class, sexual orientation, nationality, ethnicity, ability, etc. To this end, it is important to conceptually delimit the neoliberal domestication of a profoundly transformative term. The historical evolution of the recognition of inclusive education as a human right needs to be understood. There is also a need to consider the strength of the scientific evidence supporting it in order to counter certain views that question its relevance, despite them having been soundly refuted. Untangling these knots enables a more situated and realistic analysis to address some of the problems to be tackled in the implementation of inclusive education. This is a social and political endeavor that must break away from the market-oriented logic in education systems. It involves accepting that it is a fundamental right to be guaranteed through collective responsibility.

Inclusive Education in Central America and the Caribbean (CA-DR)

Inclusive education, as stated in declarations and human development goals, features in the educational policies being implemented in Central American and Caribbean (CA-DR) countries (Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, and the Dominican Republic). The policies seek to give the entire population of each country permanent access to quality education services, and they have a particular focus on people with disabilities. However, there are considerable challenges to be overcome, caused by a combination of historical factors and the sociopolitical and economic context. Some of the countries still have significant levels of poverty and inequity, both of which hinder the development of inclusive education. At the same time, inclusive education is expected to help eradicate social exclusion and facilitate social mobility. This paradigm began as an effort to secure disabled people’s right to education, and countries have since been working to offer disabled people access to regular schools. Nevertheless, segregated education services or services with an integration aim still persist. Moreover, poverty causes many students to drop out of school, or never to enroll at all. Each country has vulnerable or marginalized groups in its population. The work being done, from an inclusive perspective, follows two main routes: reorienting education systems toward inclusivity; and offering these groups affirmative actions to ensure their regular attendance at mainstream schools that have quality programs for all. If CA-DR countries are to achieve inclusive education, they must fulfill two requirements. Firstly, they must develop intersectorial interventions that revert causes of exclusion—education policies in isolation are unable to do that. Secondly, they must take action to ensure that inclusive education is achieved in practice in the classroom. There are advances toward inclusion, but more work is needed to answer the question of how CA-DR countries can develop inclusive societies, based on social protection and quality education services for all, that give proper attention to diversity, practice equity, and promote social mobility. Bottom-up strategies are valuable in the effort to achieve inclusive education.

Inclusive Intercultural Education in Multicultural Societies

Cultural diversity is a characteristic of plural societies, and the way that each society approaches that diversity determines whether or not the societies evolve or stagnate, whether cultural groups remain segregated or integrate, and whether social inequalities grow or if communities affirm the value of diversity and promote equality. For this reason, it is important to analyze the cultural diversity management system that guides our interventions because the socioeducational methods and practices designed for any given plural context depends on them. Research refers to the assimilationist, multicultural, and intercultural cultural diversity management models, and the conclusion appears to be that the intercultural model is the framework that [best] accounts for an integrated and inclusive society. Interculturalism requires the establishment of policies that champion equity, in order to achieve equality at the legal and social levels, and that promote genuine equality of opportunity. At the same time, it demands pedagogical practices based in civic education. An intercultural education should help us learn to live together and should educate people, to grow their knowledge, understanding, and respect for cultural diversity. Intercultural education is a reflective, socioeducational practice focused on social and cultural transformation through equal rights, equity, and positive interaction between different cultures. Intercultural education is characterized by an acknowledgment of cultural diversity, a positive valuation of egalitarian relations, equal educational opportunities for all, and moving beyond racism and discrimination. Fundamentally, intercultural education can be understood as an educational model that champions cultural diversity and the advantages it offers within an education context, such as the values of human rights and equality, and a rejection of cultural discrimination.

Inclusive School Reform in Eswatini

Inclusive school reform has been a subject of concern in many countries, including the Kingdom of Eswatini. One of the forces that has shaped this reform agenda are the demands on transforming schools to embrace inclusive education, thus catering for diverse learners. Effective and sustainable inclusive reform is dependent on comprehensive school reform (CSR) approaches to change, with a focus on embracing and catering for diversity of learners from a broader perspective other than disability and special needs. CSR is one approach to change that is being used with some success in general education and has proven to have the potential of developing more inclusive schools. This is because such reform develops effective, sustainable programs that improve educational outcomes for all learners, with or without special needs and disabilities. CSR provides administrators and teachers with a framework to develop successful, effective, and sustainable inclusive programs. Each country has designed its own ways to ensure inclusive school reform. Inclusive school reform in Eswatini is situated within the context of a comprehensive larger school change effort that promises to improve educational outcomes for all learners while providing the necessary support to allow general classrooms to be changed to accommodate a diverse range of learners. The Southern Africa Development Community school reform model known as Care and Support for Teaching and Learning (CSTL) or “Inqaba,” which means fortress—a safe haven for all learners—has played an important role in the implementation of inclusive school reform in Eswatini. The Inqaba model is a comprehensive response and represents a pragmatic pathway toward inclusive quality education. Creating a caring, supportive, and inclusive teaching and learning environment in every school requires implementing a diverse, comprehensive, and multisectoral response, such as Inqaba, despite some challenges.

Rooted in the principles of social justice, inclusive societies afford all individuals and groups regardless of age, gender, sexual orientation, ethnicity, race, ability, religion, immigration status, and socioeconomic status access to and full participation in society. The movement toward inclusive societies is progressive, and continues to occur incrementally. Regrettably, there are deeply rooted belief systems and norms of exclusion, which continue to create barriers to the achievement of more inclusive societies. Some of the contemporary issues that stymie the development of inclusive societies include but are not limited to (a) the marginalization of Indigenous languages, (b) the denial of basic human rights, such as healthcare, to undocumented migrants, and (c) differential access to inclusive education for individuals with disabilities. Using a framework of analysis developed by Therborn, which describes the actualization of inclusive societies as a five-step incremental process—(1) visibility, (2) consideration, (3) access to social interactions, (4) rights, and (5) resources to fully participate in society and Social Role Valorization theory (SRV)—and posits the need for all individuals to hold valued social roles, continued progress toward the achievement of more inclusive societies might be attained.

Indigenous Education and Decolonization

The need to decolonize and Indigenize education stems from shared experiences of colonialism across the globe. In a world divided by ongoing conflict, and fueled by issues of power and control, the need to closely examine the ways that education has served hegemonic interests will help to inform future educational initiatives as well as serve as a form of reparation for those Indigenous peoples who have endured the dire consequences of colonialism. Present-day efforts to reclaim, restore, and revitalize threatened traditions are supported by international bodies such as the United Nations, in tandem with a range of approaches at national levels. Decolonizing education entails identifying how colonization has impacted education and working to unsettle colonial structures, systems, and dynamics in educational contexts. We use the term education in these descriptions broadly to name the sociocultural task of understanding ways of knowing and being (epistemological and ontological systems) and the ongoing formation and transmission of knowledges: for instance, we mean both formal education as structured through Western schooling and other forms of education such as those traditionally practiced within Indigenous families and communities. Decolonizing education fits within larger understandings of decolonization and Indigenization at socio-political levels. However, these undertakings address in particular the colonization of the mind, of knowledge, language, and culture, and the impacts of colonization at personal and collective levels of physical, emotional, spiritual, psychological, and intellectual experience. In this time of transition, the work of decolonizing schooling necessarily precedes that of Indigenizing education for most educators and learners; yet, in keeping with Indigenous knowledge traditions, education must remain in a state of flux as we come to know this work collectively.

Indigenous Education in Canada

Canadian Indigenous education includes education for Indigenous learners at all levels and ages and learning about Indigenous peoples’ history, cultures/knowledges, and languages for all learners in educational systems. In Canada, the journey of Indigenous people toward self-determination for Indigenous education continues to be a key challenge for government, policy makers, and Indigenous organizations. Self-determination approaches are not new. They originated in traditional forms of education that were created by and for Indigenous peoples. These authentic Indigenous approaches were disrupted by colonial educational policies enacted by state (federal government) and church that separated Indigenous children from their families and communities through boarding and Indian residential schools for over 100 years. Generations of Indigenous people were negatively impacted by these colonial educational policies and legislation, which contributed to lower educational levels among Indigenous peoples compared to non-Indigenous peoples in Canada. In response, Indigenous peoples have resisted assimilationist attempts by organizing politically, engaging in national research and commissions, and developing educational organizations to regain and revitalize self-determining approaches to Indigenous education. Indigenous peoples have played significant decision-making roles through the following national policies, research, and commissions that created opportunities for educational change: the 1972 Indian Control of Indian Education Policy; the 1991–1996 Royal Commission on Aboriginal Peoples; and the 2008–2015 Truth and Reconciliation Commission of Canada. A prevalent discourse in Canadian education specifically and Canadian society generally is about reconciliation. For Indigenous peoples, reconciliation cannot happen until educational systems ensure that Indigenous peoples have a central role in making policy and programmatic decisions, and that Indigenous knowledge systems are placed respectfully and responsibly in education at all levels. Another common discourse is about Indigenizing the Academy or Indigenizing education, which also cannot occur without Indigenous people’s direct involvement in key decision-making approaches. The Indigenous educational landscape in Canada is showing signs of slow but steady growth through Indigenous self-determination and Indigenous knowledge approaches to teaching, learning, and research.
