Social studies education has had a turbulent history as one of the core subjects in the school curriculum. The fundamental content of the social studies curriculum – the study of human enterprise across space and time –however, has always been at the core of educational endeavors. It is generally accepted that the formal introduction of social studies to the school curriculum was instigated by the 1916 report of the National Education Association’s Committee on Social Studies, which emphasized development of citizenship values as a core aim of history and social science education. Earlier commissions of the N.E.A. and American Historical Association heavily influenced the Committee on Social Studies recommendations. The roots of the contemporary social studies curriculum, therefore, can be traced to two distinct curriculum reform efforts: the introduction of academic history into the curriculum and citizenship education. There is widespread agreement that the aim of social studies is citizenship education, that is the preparation of young people so that they possess the knowledge, skills, and values necessary for active participation in society. This apparent consensus, however, has been described as almost meaningless because social studies educators continue to be at odds over curricular content as well as the conception of what it means to be a good citizen. Since its formal introduction into the school, social studies curriculum been the subject of numerous commission and blue-ribbon panel studies, ranging from the sixteen-volume report of the American Historical Association’s Commission on Social Studies in the 1930s to the more recent movement for national curriculum standards. Separate and competing curriculum standards have been published for no less than seven areas of that are part of the social studies curriculum: United States and global history, economics, geography, civics, psychology, and social studies. Social studies curriculum is defined a lack of consensus and has been an ideological battleground with ongoing debates over its nature, purpose, and content. Historically there have been a diverse range of curricular programs that have been a prominent within social studies education at various times, including the life adjustment movement, progressive education, social reconstructionism, and nationalistic history. The debate over the nature, purpose, and content of the social studies curriculum continues today, with competing groups variously arguing for a social issues approach, the disciplinary study of history and geography, or action for social justice as the most appropriate framework for the social studies curriculum.

Parties in Privatizing American Public Education

The education privatizers (school choice advocates) see public education as a resource-rich marketplace, with charter schools and voucher programs as ways to redirect public dollars to support private ends. By contrast, privatization opponents believe this approach does not improve student outcomes while it undermines public schools and democratic citizenship. Understanding the education privatization agenda and recognizing the political forces shaping it, the players at national and state levels advancing it (often without public awareness), and the research findings on charter school and voucher effectiveness can help educators identify education privatization proposals and comprehend their implications for public schools and communities.
In 1999, The Economist touted education as the next big investment zone, “ripe for privatization,” similar to private takeovers in the defense and healthcare industries. Likewise, in his 2012 annual report, Pearson CEO John Fallan asserted, “education will … be the great growth industry of the 21st Century.” It is easy to see why. American public schools spent over $600 billion for the 2013–2014 school year, representing 9% of the U.S. economy. From 2005 to 2011, private venture capital in the education market grew from $13 million to $389 million. With so much public money on the table, investors find tapping into education dollars—with little oversight or liability—an attractive prospect.

Postwar School Reforms in Norway

Comprehensive schooling has been a cornerstone in the development of the Norwegian welfare state since World War II. Over the years it has been extended, initially from 7 to 9 years and later to 10-year compulsory schooling, since the late 1990s including virtually all Norwegian children between the ages of 6 and 16. In education policy, the interests of the community versus the individual have played a key role, reflected in a line of conflict between the political left and right.
During the first three to four decades after the war, through the Labor Party, the left wing was in power and developed education policy according to a social-democratic model. The ideal of equality and community in schools had precedence. The vision was to create a school for all that had a socially and culturally unifying effect on the nation and its people. Social background, gender, and geographical location should no longer create barriers between pupils. Ideally, school was to be understood as a “miniature democracy,” where pupils would be trained in solidarity and cooperation. Compulsory schooling was thus regarded as an instrument for social integration and for evening out social inequalities.
But one challenge remained: How could a common school for all best take care of the individual needs of each pupil? The principle of individualized teaching within the framework of a common school was incorporated in the education policy of social democracy and was subjected to experimentation and research from an early stage. But with the political shift to the right toward the 2000s, a sharper polarization can be observed between the interests of the community versus the interests of the individual. The political right profiles education policy in opposition to the left-wing emphasis on the social purpose of the school system. In the early 21st century, the interests of knowledge, the classroom as a learning arena, and the performance of each pupil take precedence. Based on the model of New Public Management, a new organizational culture is taking shape in the school system. Where the political left formed its policy from the perspective of “equality” during the first postwar decades, the right is now forming it from the perspective of “freedom.” And this is taking place without significant opposition from the left.
The terms “equality” and “equity” provide the framework for the analysis of the changing polarity between collective and individual considerations and between pupils’ freedom and social solidarity in postwar education.

Propaganda and Public Pedagogy

Propaganda and public pedagogy are rarely juxtaposed in education research contexts. However, the two terms are closely related and require joint consideration for the broader future of critical education research. The terms describe state-based educational processes conducted on a mass scale and are in fact describing “the same thing” to a large degree. Both are forms of mass rhetoric that were swiftly tempered to industrial strength in the early 20th century during World War I. Since then, propaganda has come to be treated as a cultural derogatory, an inherently oppressive force, while public pedagogy has come to be framed as an unmitigated force for good. However, both are nationalist projects that involve the school in both positive and negative ways.
Ultimately, this contribution is about methods, methodology, and axiology (the logic of values). By juxtaposing propaganda and public pedagogy as historically isomorphic terms, and framing both as state-based rhetorics designed to propagate specific habits, actions, attitudes, and understandings en masse, it becomes evident that if public pedagogy is to become an applied research agenda it requires applied methods and methodologies, along with conscious and positive normative theses in respect of purpose. The methods and methodologies, and in many important cases the axiologies developed by the propagandists, provide a rich source for assessment and potential application in the field of public pedagogical research. At some level that suggests a Faustian bargain: surely, the immensely negative connotations of the term “propaganda” preclude the application of its methods and values in the practice of public pedagogic research. Yet if public pedagogy is something that educators aspire to do rather than merely analyze or seek to understand, then the methods of the propagandists are, if nothing else, the most obvious starting point.

Comparison in Qualitative Research

Comparison is a valuable and widely touted analytical technique in social research, but different disciplines and fields have markedly different notions of comparison. There are at least two important logics for comparison. The first, the logic of juxtaposition, is guided by a neopositivist orientation. It uses a regularity theory of causation; it structures the study by defining cases, variables, and units of analysis a priori; and it decontextualizes knowledge. The second, the logic of tracing, engages a realist theory of causation and examines how processes unfold, influenced by actors and the meanings they make, over time, in different locations, and at different scales. These two logics of comparison lead to distinct methodological techniques. However, with either logic of comparison, three dangers merit attention: decontextualization, commensurability, and ethnocentrism. One promising research heuristic that attends to different logics of comparison while avoiding these dangers is the comparative case study (CCS) approach. CCS entails three axes of comparison. The horizontal axis encourages comparison of how similar policies and practices unfold across sites at roughly the same level or scale, for example across a set of schools or across home, school, religious institution, and community organization. The vertical axis urges comparison across micro-, meso-, and macro-levels or scales. For example, a study of bilingual education in the United States should attend not only to homes, communities, classroom, and school dynamics (the micro-level), but also to meso-level district, state, and federal policies, as well as to factors influencing international mobility at the macro-level. Finally, the transversal axis, which emphasizes change over time, urges scholars to situate historically the processes or relations under consideration.

Educational Attainment and Integration of Foreign Students in Spain

Education is one of the pillars of the welfare state in Spain, and one of the main ways of reducing inequalities and, potentially, integrating members of the immigrant population. Schools serve to promote social and cultural integration of foreign students and their families. Spain, although its history as a country of immigration has been short, has been quite efficient in integrating the emigrant population, especially at school. It is important to bear in mind that schools and the school environment are the main point of encounter between families of different cultures. There were significant difficulties incorporating foreign students in schools in the first decade of this century. The importance of integration in the process of normalizing relations between immigrant families and schools has been indisputable. However, one of the main difficulties with this integration has been the poorer performance and academic achievement of foreign students in the Spanish education system. Foreign students’ performance is significantly different. For example, they achieve significantly lower grades in the different standardized tests (Programme for International Student Assessment (PISA)), e.g., and higher rates of dropout, academic failure, and grade repetition. However, it is also true that these differences are significantly smaller for second-generation students born in Spain of immigrant parents. Faced with these facts, there have been numerous theoretical analyses and research projects that have tried to determine which variables affect this situation and which of them can be attributed to immigration, excluding any other socioeconomic factors.
The results and the academic attainment of foreign- and immigrant-origin students in the Spanish education system are associated with some factors attributed to immigration. One of the most important is school segregation processes and their consequences for the educational and social integration of this group. Likewise, the financial crisis that has affected public policy and the Spanish welfare system, with the resulting budget cuts in education, has conditioned compensatory measures and attention to diversity.

Education Policy in Turkey

When the Republic of Turkey was founded in 1923, the new rulers established a national, secular education system, in contrast to the previous Ottoman system of Islamic schools. The country then saw a rapid expansion of education that helped reach the vastly illiterate population and later provided secondary and tertiary education for the future workforce. This took place parallel to the developing industry and service sectors, starting in the 1950s. By 1980, Turkey had become a largely urban society, and enrollment in grades 1 to 5 had grown to 97%. By the year 2000, enrollment in grades 1 to 8 was at 100%.
Since its foundation, centrally organized education in Turkey has been an important instrument for the ideological formation and social promotion of its citizens, so it has stood in the middle of political and social debates. The ideological direction of education in Turkey stands at the crossroads of nationalism versus minority rights, and secularism versus Islam. These have been ongoing issues, most apparently in the discussions on allowing mother-tongue education (especially Kurdish) and opening and closing imam and preacher schools. The variant poor quality of education has occasionally been a point of contention and catalyzed competition between schools, teachers, and pupils. The growing competitive character of Turkish education was accompanied by great social inequalities between gender and class positions as well as between geographical regions. Regarding the educational inequalities, the changed character of education after 1980, from being a public service to an enterprise, also involving the private sector, namely, the neoliberal education policies era, became one of the main discussion topics.
Since the Justice and Development Party, under R. T. Erdoğan, took power after the 2002 general elections, upper-secondary and tertiary education has grown, but the quality problem remains. Similarly, social inequalities were still a highly critical problem in education, reciprocally fueled by an ever-growing competition into which private schools and universities were forced. After the ruling party succeeded in getting the state apparatus under its control and announced a “New Turkey,” the government turned its back on the ideological foundations of the republic and promoted additional religious education in general schools, as well as in the imam and preacher schools, whose graduates were again permitted to follow nonclerical career paths.

Effective Practices for Collaborating With Families and Caregivers of Children and Young Adults With Disabilities

A rich literature on family-professional collaboration with families and caregivers of children and youth with disabilities has developed in the United States. This literature identifies key barriers that impede family-professional relationships including deficit-based perceptions of families and children with disabilities, narrow definitions of “family” that limit the participation of some members such as fathers or grandparents, and historical biases that constrain the participation of culturally and linguistically diverse (CLD) families. Principles for building collaborative relationships with families include honoring the strengths of the family, presuming competence in the child and the family, valuing broad definitions of “family,” and understanding the ecology of family routines and rituals. Practices that help facilitate family-professional relationships are building reciprocal partnerships with various caregivers in the family including fathers as well as extended family members, adopting a posture of cultural reciprocity, using a variety of modes of communication with families, and involving families in all aspects of the special education process such as assessment, planning, prioritizing of skills, and identification of interventions. Pivotal moments in the family’s journey through their child’s schooling, including early intervention and transition to post-school environments, provide opportunities to build and strengthen family-professional relationships. Each of these moments has the potential to involve families in a variety of processes including assessment, planning, and articulating the goals and vision for their child/youth. A focus on strengths, collaborative partnerships, and family agency and voice is at the core of strong family-professional relationships.

Inclusive and Special Education in the Middle East

In the culturally diverse Middle Eastern Arabian world, there are incompatible ideas about and definitions of “inclusion” and “inclusive education,” which result in these terms being multifaceted and complex. The issues surrounding policies, the legislative frameworks—but also the attitudes and practices and their implications for individuals with Special Educational Needs and Disorders (SEND)—are explored in this paper, starting with some consideration of the official guidelines for providing inclusive education and how these are enacted according to the social or local conceptualizations that influence practice. Around the world, the tendency is to support special needs in mainstream classes with other children at all school levels in order to prevent marginalization, labeling, and social stigmatization. However, in the process of developing effective educational policies that benefit students with SEND in practice, it is useful to consider whether inclusion actually serves their needs. Though some progress has been reported in the social integration and inclusion of individuals with SEND, more light needs to be shed on whether, under current circumstances inclusion does indeed benefit people with special needs and disabilities. An analysis of the necessary parameters for supporting a learning environment for the benefit of all children in an inclusive mainstream class is necessary. The examination of inclusion-based practices can help to dispel the misconceptions that consistently surround the practice of educating students with disabilities in any inclusive environment. Recommendations are made for community-oriented sensitization programs and education campaigns but also school-based disability awareness programs and teacher training that could be promoted by governmental organizations, human rights bodies, and other stakeholders in the Arab world to support and empower people with disabilities.

International Policies on Inclusion

The education of children and young people with disabilities and the appropriate form this should take is an issue with which countries across the world are grappling. This challenge has not been assisted by the diverse interpretations of “inclusion” within and between States. The international community, in the form of the United Nations (UN), its associated treaty bodies, and its related agencies have taken on an increasingly critical role in working with countries to develop some kind of global consensus on how inclusion should be defined, its core features, and what it should look like in practice. The conclusions of discussions on these issues have emerged in the form of declarations, treaties, general comments, and guidelines, which countries across the world are expected to adhere to, to varying extents. Together, these constitute a set of international policies and benchmarks on inclusion in an educational context, informing and shaping contemporary national policy and practice. At its core is the underlying principle that children and young people with disabilities have a fundamental right to education without discrimination. Examination of international discourse on inclusion indicates that its meaning, form, and content has become more refined, with increasing emphasis being placed on the quality of inclusive practice as opposed to merely questioning its merits.
