School reform in Argentina has undergone major changes as a result of two structural transformations of the educational system in the last 40 years. There have been, and continue to be, multiple lines of action involving laws, programs, and policies that affect every aspect of school life. Layers of reform play out in the everyday life of schools, both as lofty statements about education and as large and small everyday acts. Despite disgruntled demands, nostalgia, and counter-reforms, it is crucial to pay attention to the everyday making of an institution, a making that takes place in the muck of history. Each of the programs, policies, regulations, and laws is engraved in this muck as a kind of sediment in a palimpsest-like mechanism where traces of the previous reform remain. These reforms, especially their impact on the life of institutions, remain a black box. The key to a different way of conceiving educational policy and reform lies in the everyday and in listening carefully to events as mundane as they are outlandish. It is a matter of patching things together in the everyday making of schools and their actors, which is marked by crisis, fragility, and precariousness.

Mestiza Methodology as a Hybrid Research Design

Chicana feminists such as Maylei Blackwell, Cherrie Moraga, and Anna Nieto-Gómez of the 1960s Chicano Movement called for a gendered critique of racial activism mired in the stultification of Chicana leadership, ultimately galvanizing epistemology and theory grounded in a Chicana way of knowing. In particular, the introduction of a Chicana Feminist Epistemology in the 1990s to the field of education centered the reconciliation and healing of education, knowledge, and knowledge holders dehumanized by the exclusionary logics of colonialism pervasive in educational spaces. Consequently, crafting research methodologies of a Chicana hybrid nature, both locating and healing the fractured embodiment of knowledge educational actors draw upon, is critical to the groundwork of a more socially just educational system. Focused on the hybridity or the duality of knowing and the damage created by the colonial separation of such knowledge from knowledge holders, methodologies must be curated to locate and fuse back together what was torn apart. Mestiza Methodology was developed to locate the liminal space in which Chicanas collectively recount experiences leading to the separation of who they are and what they know in the academic arena as a means to recover, reclaim, and reconcile oneself to the pursuit of an education decolonized.

Institutional Dis/Continuities in Higher Education Changes During the Soviet and Post-Soviet Periods in Kazakhstan

The Union of Soviet Socialist Republics (USSR) higher education system has undergone radical change since the perestroika period—the Gorbachev period (1985–1991). Perestroika means restructuring in Russian. In this period, the institutional context of higher education was fundamentally transformed by the major upheavals of the political and socioeconomic institutions of the USSR. The changes in the USSR higher education had a major impact on the higher education of Kazakhstan—a former Republic of the USSR. Thus, to understand the changes in higher education in Kazakhstan, it is important to locate them in the stages of the collapse of the USSR. It could be argued that the “institutional dis/continuities” theory would allow a careful examination of the educational changes in the postsocialist context. The “institutional dis/continuities” of the perestroika period draw on path-dependency and critical juncture concepts within historical institutionalism theory. Perestroika period can be seen as a critical juncture in the historical development of higher education. Also, the policy choices which were made during the perestroika period could establish further path-dependencies in policy-making.

Community-Based Reforms in the Monitoring Architecture of Elementary Education in India

Governance has emerged as a major factor explaining the decline in the quality of public education around the world, including India. Monitoring is an important element of governance, not just as a means of tracking performance but also for planning and policymaking. In recent years, it has gained greater relevance in light of the increased participation of the private sector in all aspects of education delivery. How the government monitors education depends on the structures and systems it has in place to collect adequate and appropriate information, process the information, and follow through with a feedback mechanism. However, for monitoring to be effective, not only is it necessary to get information to the government, but it is equally important to close the feedback loop by acting on the information in a timely fashion. The community can play an important role in this process by verifying official data and providing valuable information not collected by government sources on the functioning of schools in real time. What is required are platforms for sharing that information with the community and a mechanism for response from the government.
The importance of community participation in monitoring education was given a boost in India with the passage of the Right to Education (RTE) Act, in 2009, which assigned the monitoring function to the National Commission for the Protection of Child Rights (NCPCR)—a body answerable to the Parliament of India. This separation of implementation and monitoring functions created an opportunity for the community to participate directly in the monitoring of the RTE Act through an exercise of community monitoring undertaken by the NCPCR. The impact of this exercise was wide-ranging—from creating awareness about the right to education to mobilizing the community to voice their concerns regarding schools, creating platforms of dialogue between the state and the citizens, building trust with teachers, and bringing concrete improvement in the functioning of schools. Unfortunately, the inability to get the process institutionalized with state structures led to its early demise.

Educational Reforms in Kenya

Educational reforms have been made from time to time since independence in Kenya. These reforms have been effected through commissions of education in the context of the country. Among education commissions that have steered reforms in Kenya are the Kenya Education Commission, the National Commission on Education Objectives and Policy, the Presidential Working Party on the Second University, the Commission of Inquiry into the Educational System of Kenya, and the Taskforce on the Realignment of the Sector to the New System. The main challenges facing the education sector have been issues of access, equity, quality, relevance, availability of educational resources, and efficiency in managing them. Moreover, the education system has been blamed for some of the challenges in the education sector, necessitating system change from the 8+4+4 to the 2+6+3+3+3 system. Challenges facing education reforms include inconsistency in carrying out reforms fueled by lack of a guiding philosophical framework, a top-down decision-making process, limited backing for inclusive education in policy, and curriculum-based challenges. Going forward, a bottom-up approach to education reforms, an evidence-based decision-making for reforms in education, and an implementation of inclusive education may play a significant role in reforming the education system.

Influence of Medical and Social Perspectives of Disability on Models of Inclusive Education in the United States

Ideological disputes about what human differences constitute disabilities undergird two very distinct positions that are known as medical and social models of disability. The positions significantly impact how inclusive education is envisioned and enacted, with proponents of each model holding fast to what they believe is “best” for students. Related areas of significant dissension among the two viewpoints include: (a) the concept of disability and “appropriate” placement of students deemed disabled, (b) the purpose of schools, (c) the nature of teaching and learning, (d) a teacher’s roles, (e) the notion of student success and failure, and (f) perceptions of social justice and disability. These interconnected and sometimes overlapping areas convey how medical or social models of inclusive education can vary dramatically, depending upon an educator’s general ideological disposition toward disability or difference.

Effective Practices for Collaborating With Families and Caregivers of Children and Young Adults With Disabilities

A rich literature on family-professional collaboration with families and caregivers of children and youth with disabilities has developed in the United States. This literature identifies key barriers that impede family-professional relationships including deficit-based perceptions of families and children with disabilities, narrow definitions of “family” that limit the participation of some members such as fathers or grandparents, and historical biases that constrain the participation of culturally and linguistically diverse (CLD) families. Principles for building collaborative relationships with families include honoring the strengths of the family, presuming competence in the child and the family, valuing broad definitions of “family,” and understanding the ecology of family routines and rituals. Practices that help facilitate family-professional relationships are building reciprocal partnerships with various caregivers in the family including fathers as well as extended family members, adopting a posture of cultural reciprocity, using a variety of modes of communication with families, and involving families in all aspects of the special education process such as assessment, planning, prioritizing of skills, and identification of interventions. Pivotal moments in the family’s journey through their child’s schooling, including early intervention and transition to post-school environments, provide opportunities to build and strengthen family-professional relationships. Each of these moments has the potential to involve families in a variety of processes including assessment, planning, and articulating the goals and vision for their child/youth. A focus on strengths, collaborative partnerships, and family agency and voice is at the core of strong family-professional relationships.

Inclusive and Special Education in the Middle East

In the culturally diverse Middle Eastern Arabian world, there are incompatible ideas about and definitions of “inclusion” and “inclusive education,” which result in these terms being multifaceted and complex. The issues surrounding policies, the legislative frameworks—but also the attitudes and practices and their implications for individuals with Special Educational Needs and Disorders (SEND)—are explored in this paper, starting with some consideration of the official guidelines for providing inclusive education and how these are enacted according to the social or local conceptualizations that influence practice. Around the world, the tendency is to support special needs in mainstream classes with other children at all school levels in order to prevent marginalization, labeling, and social stigmatization. However, in the process of developing effective educational policies that benefit students with SEND in practice, it is useful to consider whether inclusion actually serves their needs. Though some progress has been reported in the social integration and inclusion of individuals with SEND, more light needs to be shed on whether, under current circumstances inclusion does indeed benefit people with special needs and disabilities. An analysis of the necessary parameters for supporting a learning environment for the benefit of all children in an inclusive mainstream class is necessary. The examination of inclusion-based practices can help to dispel the misconceptions that consistently surround the practice of educating students with disabilities in any inclusive environment. Recommendations are made for community-oriented sensitization programs and education campaigns but also school-based disability awareness programs and teacher training that could be promoted by governmental organizations, human rights bodies, and other stakeholders in the Arab world to support and empower people with disabilities.

School Boards and Their Role in the Governance of Education

School governors play an important part in the democratic governance of education in a number of countries and forming a middle tier of accountability between state and schools. They carry out their role in a voluntary capacity. School governors are drawn from a range of backgrounds, including parents, school teachers, local politicians, business people, and professional groupings. They have a variety of responsibilities, depending on the country in which they are based. Their responsibilities can include, among others: developing a strategy for the school, monitoring the school budget, setting disciplinary strategy, setting school fees. Some members of the school board are elected, while others are co-opted or serve in an ex officio function—for example, head teachers. Political, social, and economic changes—based largely on shifts to the political economy of capitalism facilitated via organizations such as The World Bank and the International Monetary Fund since the late 1970s—have resulted in changes across education systems, leading to the globalization, privatization, and deregulation of public policy as a whole, and have affected the role and competencies of school governors. This is particularly the case in England and South Africa.

A Critique of Neoliberalism in Higher Education

Neoliberalism—the prevailing model of capitalist thinking based on the Washington Consensus—has conveyed the idea that a new educational and university model must emerge in order to meet the demands of a global productive system that is radically different from that of just a few decades ago. The overall argument put forward is that the requirements, particularly the managerial and labor force needs of a new economy—already developing within the parameters of globalization and the impact of information and communication technologies (ICTs)—cannot be adequately satisfied under the approaches and methods used by a traditional university. Neoliberalism affects the telos of higher education by redefining the very meaning of higher education. It dislocates education by commodifying its intrinsic value and emphasizing directly transferable skills and competencies. Nonmonetary values are marginalized and, with them, the nonmonetary ethos that is essential in sustaining a healthy democratic society.
