Asian American and Pacific Islander Children

Asian American and Pacific Islanders (AAPIs) are often invisible to others. AAPI children are even more ignored in schools. They comprise many different groups with diverse cultures, languages, values, geographical roots, and ethnicities. This is why we have chosen to write about AAPI young people and not to limit our discussions to Asian Americans. We believe in inclusivity and so use the pan-Asian term of AAPIs. Some children may be Guamanian American, Thai American, Taiwanese American, Samoan American, Hawaiian American, Fijian American, Filipinx American, or a combination of several ethnic or racial backgrounds. Not all AAPI youth are the same. This is a major AAPI issue that teachers need to understand. Often teachers hold the misconception that most AAPIs are Chinese American. This is not true. One of the reasons that teachers and the general public are not aware of the educational, social, or psychological needs of AAPI children is because of the model minority myth. Not all AAPI students do well in school. Research has shown that young people have different academic strengths and vulnerabilities. These distinctions may be due to many variables such as ethnic membership, class status, parent education, and language proficiency in English. The model minority stereotype hurts and conceals the hardships that many AAPIs face, from low self-esteem to academic limitations. In addition, there are AAPI students who must deal with trauma from microaggressions that young people face because they are bullied due to accents, differences in physical appearance, and cultural conflicts. Others have come to the United States experiencing trauma as refugees who fled civil persecution or war. In addition, students who are LGBTQ+ (lesbian, gay, bisexual, transgender, and questioning) and AAPI may have to deal with the trauma of homophobia. Teachers must be able to identify ways to reduce trauma in schools like using culturally relevant/responsive strategies to help lessen student depression and anxieties. There are numerous approaches that teachers can take to develop compassionate classrooms in a democracy where all students are accepted and respected. They can teach compassion and kindness. Educators can teach about the contributions of various AAPI civil rights role models such as Grace Lee Boggs, Larry Itliong, Kiyoshi Kuromiya, Philip Vera Cruz, Patsy Mink, and Yuri Kochiyama in the curriculum. Teaching about civil rights activists demonstrates to children and adults that AAPIs have been actively fighting for the rights of all. In addition, teachers can integrate AAPI children’s literature so students are aware of cultural values, experiences, and knowledge that has arisen from AAPI communities. All students should have the opportunity to see photos and drawings of various AAPI people in picturebooks and other texts. AAPI students are not super students; they are not math whiz kids. They are Americans like anyone else, with strengths and limitations.


Classroom Discussions

Classroom discussions are a common pedagogical approach that involve verbal exchanges of information between teachers and students. Given their importance to teaching and learning, classroom discussions have been the focus of extensive curricular mandates and, to a lesser extent, research over the last several decades. In traditional classroom discussions, the teacher tends to be situated at the center of the discussion. This type of discussion model is commonly referred to as a transmissionary model, where the teacher transmits knowledge and understandings and often leads the discussion by posing factual questions and responding to students’ answers by giving evaluative feedback. However, productive classroom discussions are better characterized by a dialogic model with students at the center of the discussion. When students are encouraged to ask thoughtful questions, give reflective responses, and challenge each other using reasoned arguments within classroom discussions, they are more likely to become builders and owners of their knowledge. Indeed, productive classroom discussions tend to ignite students’ engagement, thinking, and understanding of knowledge across academic content areas. When adopting a dialogic model, classroom discussions can advance students’ learning by promoting their basic and high-level comprehension of literary text, reasoning, and argumentation during mathematical sense-making, scientific reasoning, and model building and even second-language proficiency and communicative competence. While the overarching aim of classroom discussions is to enhance student learning across content areas (e.g., language arts, mathematics, science, or second-language learning), the various roles that teachers assume in each of the content areas may have different emphases that align with various content learning expectations. Optimizing classroom discussions requires specific considerations of the content-focused goal, teacher knowledge of content and discourse orchestration, student instruction on classroom talk, and context of content learning. Importantly, the potential and promise of productive classroom discussions can be realized by supporting teachers’ content-specific discussion practices through sustained professional development and by supporting students through explicit instruction about discussion.


Collaborative Teacher Inquiry for Inclusive Education

Taking an inquiry approach for professional learning in support of inclusive education is both pragmatic and powerful, although it has certainly not been the norm throughout much of teacher education in North America. Much research in inclusive education has focused on teacher beliefs and practices, school structures, and service delivery models, and such foci often position teachers as technicians, implementing outside experts’ ideas about “best practices,” thus marginalizing educators as mere consumers of research and methods, rather than developers, designers, and architects of inclusive practices. To foster full participation and membership of all learners in their classrooms, teachers often engage in trial and error, puzzle solving, and creativity, to build productive and participatory communities of learning. Although consciousness, criticality, and questioning are the foundation of an inclusive stance, awareness alone does not necessarily generate practices of critical inclusivity. The work of moving recursively from framings (ideological and affective) to specific, embodied practices requires continuous action and reflection, which is well supported by practitioner inquiry. The practice of inquiry requires that teachers engage in persistent, reflective work; take risks; and use failures as points of departure for new learning and teaching approaches. The content of the inquiry, when focused on capacity and inclusivity, has the potential to work against the dominant discourses that marginalize and exclude particular students and populations, whereas the process of inquiry can position teachers as creative, intellectual problem-solvers, thus working against the dominant discourse of teachers as technicians. Inquiry for inclusivity is most often taken up as a collaborative practice, supporting educators to make their problem-solving public, gaining both friendly critique and affirmation. The collaborative inquiry group can also serve as a space for ideological and affective clarification, as striving to design teaching and learning for inclusion involves challenging many of the norms of schooling, including individualism; meritocracy; competition; and sorting, leveling, and ranking students.


Computing in Precollege Science, Engineering, and Mathematics Education

Computing is essential to disciplinary practices and discourses of science, engineering, and mathematics. In each of these broad disciplinary areas, technology creates new ways of making sense of the world and designing solutions to problems. Computation and computational thinking are synergistic with ways of knowing in mathematics and in science, a relationship known as reflexivity, first proposed by Harel and Papert. In precollege educational contexts (e.g., K-12 schooling), learners’ production of computational artifacts is deeply complementary to learning and participating in science, mathematics, and engineering, rather than an isolated set of competencies. In K-12 contexts of teaching and learning, students’ data practices, scientific modeling, and modeling with mathematics are primary forms through which computing mediates the epistemic work of science, mathematics, and engineering. Related literature in this area has contributed to scholarship concerning students’ development of computational literacies––the multiple literacies involved in the use and creation of computational tools and computer languages to support participation in particular communities. Computational thinking is a term used to describe analytic approaches to posing problems and solving them that are based on principles and practices in computer science. Computational thinking is frequently discussed as a key target for learning. However, reflexivity refocuses computational thinking on the synergistic nature between learning computing and the epistemic (knowledge-making) work of STEM disciplines. This refocusing is useful for building an understanding of computing in relation to how students generate and work with data in STEM disciplines and how they participate in scientific modeling and modeling in mathematics, and contributes to generative computational abstractions for learning and teaching in STEM domains. A heterogeneous vision of computational literacies within STEM education is essential for the advancement of a more just and more equitable STEM education for all students. Generative computational abstractions must engage learners’ personal and phenomenological recontextualizations of the problems that they are making sense of. A democratic vision of computing in STEM education also entails that teacher education must advance a more heterogeneous vision of computing for knowledge-making aims. Teachers’ ability to facilitate authentic learning experiences in which computing is positioned as reflexive, humane, and used authentically in service of learning goals in STEM domains is of central importance to learners’ understanding of the relationship of computing with STEM fields.


Conceptions and Models of Teacher Education

Initial teacher education programs across the world bear many resemblances to one another in respect to their overall design features. Students generally follow courses that teach them foundational knowledge pertaining to education, like psychology or sociology, disciplinary knowledge in particular subject areas, and general and specific pedagogical knowledge. In addition, students are exposed to varying degrees of school placements. Despite these similarities in overall structure, the curriculum content and activities of teacher preparation may vary considerably, dependent on the underpinning conceptions of the goals and purposes of the program. Historical and geographical contexts also influence the choice of particular goals for teacher education. Conceptions of teacher education can be clustered in a number of major approaches, each with its own subcategories. Although different terminologies may be used in the literature, the six major categories are as follows: a social justice approach, a master-apprentice approach, an applied science approach, a teacher identity approach, a competence approach, and a reflective approach. Each approach has certain key features and implications for curriculum design in teacher education, including vision, goals, content, teaching and learning methodologies, and the relationship between schools and colleges/universities. An example here is the difference between an applied science approach, based on the notion of teachers putting theories into practice, and a reflective practice approach, where teachers are encouraged to construct personal theories in and from practice. A second example of the different emphases is the extent to which education is located within its larger social context, with the relationship between school and society being more explicit within a social justice than a competence approach to teacher education. Conceptions may be implicit or explicit; in reality, most programs embody hybrid models with emphasis in particular directions. The articulation of the key concepts, principles, and assumptions that underpin the design of teacher education programs contributes to the field in various ways. Promoting an understanding of different traditions of teacher education helps establish a shared vocabulary and knowledge base; this can improve the quality of teacher education through deepening academic debate and enhancing program coherence. In addition, strengthening the conceptual base of teacher education supports the professional autonomy of teacher educators, through advancing debate on the purposes, ethics, and politics of education and providing tools to discuss the curriculum implications of policy reform.


Critical Racial Literacy in Educational and Familial Settings

Racial literacy includes understanding of the ways in which race and racism influences the social, economic, political, and educational experiences of individuals and groups. It includes being able to engage in competent and comfortable discussions about race and racism. Critical racial literacy focuses on understanding how systemic racism works. Systemic racism is embedded in institutions such as education, employment, housing, health services, religion, media, government and laws, and the legal systems. Critical racial literacy involves praxis (reflection and action) in order to interrupt racism in educational and familial contexts. An important premise of critical racial literacy is that racism can be intentional or unintentional. Racism is complex and occurs on different levels including individual, institutional, and societal and cultural forms. Educators who engage in critical racial literacy reject colorblind and race-neutral approaches. Likewise, reflecting on one’s racial identity is an important part of the process of becoming racially literate. In school settings, critical racial literacy can be used to detect and dismantle five types of racial violence in schools (physical, symbolic, linguistic, curricular or instructional, and systemic) as well as ways to interrupt them. A key focus is on developing racial literacy among educators and students at all levels from preschool through college. Critical racial literacy is important in families. Even young children can be engaged in the teaching and learning process about race and racism. African American and other families of color often have to teach children about racism because it is likely that children will encounter it in schools and society in general. A key part of racial literacy that families of color stress is how to straddle two cultures—their own and mainstream culture.


Data Use in Recent School Reforms

Typically involving the use of test scores, grades, and other forms of assessment in various educational contexts, the concept of data use has developed in parallel with the introduction of new managerial approaches to school governance, including performance management and accountability measures. This use of data for governance purposes is one way in which national authorities coordinate activities across administrative levels to improve education quality and effectiveness. Policymakers’ and researchers’ frequent use of the concepts of data and data use also usually parallels this development. However, based on systematic research mapping, the present findings identify differing ideas about data use in national and local contexts, including the role that data play and should play in school reform. Such differences relate to variations in school systems, teachers’ status, school governance traditions, curricular traditions, and research traditions. Moreover, characteristic of the literature on data use is an emphasis on the organization and development of effective data use practices. This is somewhat paradoxical, as both earlier and more recent studies emphasize the need for a stronger focus on the actual practices of the involved actors if data are to be of value in school development processes. Three important needs are important when considering data use in policy, research, and practice: the need for greater awareness of the epistemic aspects of data use; the need for context sensitivity, as data use is often presented as a universal concept across national and local contexts; and the need for researchers to communicate with other related fields to improve theory and practice.


Effective Co-Teaching Practices Within the Inclusive Classroom

Co-teaching can be defined with a multitude of formats in a variety of educational settings. Its underlying concept is that at least two professionals collaborate during their instruction and strengthen their delivery, resulting in improved student outcomes. Partnerships that can be deemed as co-teaching could include pairing various combinations of university instructors, teachers of English-language learners, special education service providers, and student teachers but the following review of co-teaching targets the special education service model. In the preschool through high school setting, the continuing trend toward greater inclusion of students with disabilities means that all teachers are faced with teaching their content to increasingly diverse students. A popular service used to accomplish inclusive practices from preschool to high school is co-teaching. Co-teaching is a service by which students with disabilities and their teachers collaborate together for the purpose of providing students with and without disabilities access to the general education curriculum with specially designed instruction. Co-teaching usually occurs for a designated portion of the instructional day. By carefully planning together, co-teaching pairs provide more intense instruction to the entire class based on the general education content and the learning goals for students with disabilities. While instructing together, both teachers often form smaller instructional groups for more individualized lessons. The co-teachers use their assessment data to inform future instruction within the inclusive classroom. By implementing the effective co-teaching practices of shared planning, instructing, and assessing, teachers become equal partners for the benefit of all students.


Embedding Sustainability in Teacher Education in Australia

The role of education in addressing environmental and sustainability concerns has been recognized since the 1960s, with contemporary education for sustainable development (ESD) approaches seeking to prepare students to be active citizens with the knowledge, skills, and capacities to successfully address sustainability challenges. Given the focus on education as a key strategy, there have also been numerous international initiatives seeking to reorient teacher education for sustainability (TEfS), including providing curriculum resources for teacher educators, upskilling teacher educators, building communities of practice, and developing ESD competency frameworks. Despite these efforts, few teacher education institutions embed such work, resulting in limited skills and capabilities among teacher educators to teach active citizenship for sustainability. Barriers to effective TEfS include compartmentalization of disciplines and the prioritization of other curriculum areas such as numeracy and literacy, and this has compounded the problem. A case study of a decade-long project, Embedding Teacher Education for Sustainability in Australia, demonstrates how systems approaches to change that build common visions, identifying and working with all stakeholders within a system, can lead to positive TEfS outcomes. There are key lessons to be learned from this project, which might inform a future model for embedding sustainability in teacher education in other countries. Using a systems approach to change that recognizes key drivers of teacher education, such as governmental policy and teacher accreditation, and that advocates for the inclusion of ESD into teacher standards should be a key priority action if ESD is to be successfully embedded within teacher education.


Environmental Education Teacher Training

The way environmental education has been presented as a viable response to the emergence of national, regional, and global environmental problems since the 1970s is reviewed; as well as some environmental education presuppositions, approaches, and aims with which a field of knowledge and educational practices have been constituted and provided to the individual, to help re-evaluate and redefine the established forms of relationship and exchange with society and nature. Also, the concepts of education and environmental education are examined as they are considered the starting point for undertaking teacher education processes and the potential to generate a new environmental culture in society. At the same time, certain inconsistencies in this process are observed, along with the analysis of some distinctive features (knowledge, attitudes, abilities, and skills) a teacher who is trained in the field of environmental education must possess. General reflections on environmental education teacher training and its processes which are meant to increase debate and discussion on the subject are included, together with the description of some educational experiences developed in different areas and levels that aim to innovate in the reflection and practice of environmental education. Finally, some clues are given to help the design and development of training proposals for environmental education teachers with a greater social, scientific, critical, and humanistic projection.


Epistemology and Teacher Education

For teachers to effectively engage in given pedagogical practices, they need to have beliefs that support these approaches to teaching. These are not philosophical beliefs per se; rather, they are the individual understandings that teachers hold about the nature of knowledge and knowing, which underpin and guide their actions and which are referred to as personal epistemologies. A wide range of paradigms for understanding and studying personal epistemologies is evident in the research literature in this field, but these different perspective and approaches—while varied in outlook and conclusion—point to how important it is that initial teacher education courses allow for the development of sophisticated personal epistemologies through explicit teaching that enables students to think ontologically and epistemologically, and that teacher educators initiate and sustain reflective and discursive practices throughout their courses to promote the best possible outcomes for the children that student teachers will go on to teach in their subsequent careers.


Ethnographic Inquiry in Teacher Education

Teaching’s purpose is to build a society’s knowledge and skills through a group of students using a curricular proposal within a social and institutional framework. It therefore takes place in institutions specifically created for this purpose, which, as such, represents a culturally constructed environment that is in line with the conditions of the society in which this process unfolds. Thus professional cultures have been historically constructed according to the working conditions, the teaching experiences transmitted from generation to generation, and the evolution of the educational systems. In addition, institutional cultures are developed according to the particular history of each school. Student cultures also form as social groups within these institutions. This represents a complex system that goes beyond mere instruction by curriculum. Preparing the professionals who will go on to work in these institutions requires an understanding of these cultural frameworks and the competence to be able to act on them. Ethnographic research promotes an understanding of educational reality from a critical reflective perspective, and this is only possible if researchers themselves participate in those frameworks. Ethnography can be understood as a shared construction of places for reflection, aimed at comprehending the cultural, social, and political phenomena that involve participants in the processes of change and transformation. Teacher preparation must, therefore, be established with an ethnographic approach, which reconstructs the school experience from a critical reflective perspective. In this way, the conditions for developing a professional identity based on the reconstruction of this experience are created. The theories, in this case, offer the opportunity to pursue this critical dialogue, breaking away from the prescriptive role that they adopt from a positivist perspective. Ethnography contributes to the tasks through three basic dimensions. First, teacher preparation throughout is an object of educational inquiry: there are many research studies of an ethnographic nature that report teacher training methods in an attempt to understand the processes taking place. Second, ethnographies are a tool for preparing future teachers: in this case, this refers to a curricular use of ethnography aimed at future teachers’ understanding of the educational processes through research. Third is a way of understanding learning—in other words, ethnographic attitude as a learning strategy and the use of ethnographic inquiry strategies and tools as means of learning about educational processes. This last case generally entails staying and acting in schools, and it is what most clearly links research and teaching in a shared process.


Ethnography and the Study of Los Saberes Docentes (Teaching Knowledge) in Latin American Countries

A specific comparative framework that incorporates an interpretive process dedicated to developing a more complex understanding of teaching knowledge incorporates the specific local contexts in which studies on teaching knowledge are conducted. Research on teaching knowledge within the region grew and diversified from the 1980s and 1990s. There are two key thematic contributions of this body of research: the nature of teaching knowledge and pedagogical approaches to teaching specific curricular content focusing on early literacy. Points of comparison between the different contributions of studies addressing teaching knowledge can be found. Additionally, institutional and social inequalities are manifested in schools and education in Latin American countries. Teaching knowledge, which teachers produce in and adapt to different social spaces (in other words, through practice), is crucial for fostering the development and learning of the students who attend school under the challenging conditions of the schools in these countries.


Evidence-Based Practices for Teaching Learners With Mild to Moderate Disabilities

With the rise in inclusive practices, information on evidence-based practices for teaching learners with mild to moderate disabilities is an important topic. Many professional and government organizations are working to disseminate this information to educators; however, the process can be thwarted by time, resources, training, and implementation of practices. By using multi-tiered systems of support (MTSS) such as response to intervention (RtI) or positive behavior interventions and support (PBIS), schools can assess for, identify, and implement supports for all learners. If a learner continues to encounter challenges, even with high-quality teaching and strategies, then a more intensive intervention may be needed. One schoolwide change would be to use universal design for learning (UDL) to ensure strategies and supports are provided to all learners. Additionally, students may benefit from assistive technology. Teachers can learn about free and commercial evidence-based educational practices to create a safe environment, implement positive behavioral supports, and provide systematic, explicit instruction in academic areas of reading, writing, mathematics, science, and social sciences.


Evidence-Based Practices for Teaching Learners with Multiple Disabilities

Designing education for learners with profound intellectual and multiple disabilities (PIMD) is a special challenge for both professionals and researchers. Learners with PIMD experience a combination of significant intellectual and other disabilities, such as motor and sensory impairments. Heterogeneity in terms of combination and severity of disabilities is a common characteristic of this group. In the past, learners in this target group were described as not being able to learn due to the complexity of their disabilities. Recent studies do provide evidence that learners with PIMD are in fact able to learn, however, evidence-based practice for designing education for this group of learners is still scarce. One reason could be the difficulties associated with conducting intervention studies such as randomized controlled trials or controlled clinical trials with this target group. Most studies are designed as single-case studies. Hence, only a small number of studies have investigated topics such as communication, assessment, and teaching curricula to generate knowledge about the education of these learners. The most important conclusion of these studies is that all teaching activities need to be designed according to the strengths and needs of each individual learner with PIMD.


Evidence-Based Practices in Special Schooling

Increasingly, around the world, educators are being expected to draw upon research-based evidence in planning, implementing, and evaluating their activities. Evidence-based strategies comprise clearly specified teaching methods and school-level factors that have been shown in controlled research to be effective in bringing about desired outcomes in a specified population of learners and under what conditions, in this case those with special educational needs/disabilities taught in special schooling, whether it be in separate schools or classrooms or in inclusive classrooms. Educators could, and should, be drawing upon the best available evidence as they plan, implement, and evaluate their teaching of such learners. Since around 2010 there has been a growing commitment to evidence-based education. This has been reflected in: 1. legislation: for example, the 2015 Every Student Succeeds Act in the United States, which encourages the use of specific programs and practices that have been rigorously evaluated and defines strong, moderate, and promising levels of evidence for programs and practices; 2. the creation of centers specializing in gathering and disseminating evidence-based education policies and practices, brokering connections between policy-makers, practitioners, and researchers; and 3. a growing body of research into effective strategies, both in general and with respect to learners with special educational needs. Even so, in most countries there is a significant gap between what researchers have found and the educational policies and practices implemented by professionals. Moreover, some scholars criticize the emphasis on evidence-based education, particularly what they perceive to be the prominence given to quantitative or positivist research in general and to randomized controlled trials in particular. In putting evidence-based strategies into action, a five-step model could be employed. This involves identifying local needs, selecting relevant interventions, planning for implementation, implementing, and examining and reflecting on the interventions.


Examining Challenges and Possibilities in the Objective of a Decolonized Education

This article examines challenges and possibilities in the objective of a decolonized education. Beginning with key referents to the term decolonized education, this article then provides a unique presentation of decolonizing the education of Eurocentric knowledge created through colonialism, empire, and racism. This process is shown as enacted through a decolonial consciousness framed by a historical, social, cultural, intellectual, emotional, and political disposition which takes action to reverse colonial knowledge. The article applies this decolonial consciousness in a review and analysis of the intergenerational educational experiences of migrant 20th-century African Caribbean people across the United Kingdom, and the ethnogenesis of their Black British children in the face of a White British-centric school system of epistemic inequality. The article provides a critical review on the challenges and possibilities in advocating for decolonized education for the greater inclusion of Black British experiences against national curriculum policy discourses given by U.K. government over the last few decades. The critical focal point of the article is on the aims and contents of the primary school history curriculum and the uncritical teaching and learning perspectives in the delivery of this curriculum. Challenges to decolonizing education and curriculum teaching and learning are presented, discussed, and analyzed through U.K. conservative/liberal democrat coalition government curriculum reforms of 2013 centered on restoring education and curriculum teaching and learning through an ethnic nationalist monocultural version of British national identity (whiteness) at the expense of multiculturalism (cultural diversity). This curriculum hierarchy of whiteness is contrasted by presentation and analysis of evidence-based research that decenters curriculum whiteness. Following this discussion is a review and analysis of debates and discussions in the U.K. Parliament held in 2020, forced by heightened public appeals for a decolonized curriculum. Finally, this article concludes by reviewing examples of continued professional development in teacher education and research that seeks to advance and extend decolonial praxis.


Global Orientations, Local Challenges, and Promises in Initial Teacher Education

The global move toward advanced strategic, constructivist, and sociocultural orientations to student teacher learning is reflected in the stated vision, mission, and curricula of local teacher education contexts worldwide. Six major themes in teacher education programs worldwide are integral to this vision: the establishment of school–community–university partnerships; bringing more of school practice focused on pupil learning into the preparation of future teachers; a shift from a focus on teaching and curriculum to a focus on learning and learners; the inclusion of activities that promote reflective practice and the development of the teacher-as-researcher; the design of academic and school spaces for fostering teacher learning that attends to social justice and inclusion; and the preparation of teacher educators and the provision of mentoring frameworks to support student teacher learning. Among the challenges shared across contexts is the need to strengthen partnerships in education, structure stable mentoring frameworks, adopt a more focused approach to student teacher placement, and better articulate expectations for student teaching. Notwithstanding these challenges, promising directions include the establishment of more meaningful links between universities, schools, and communities; developing programs that deal with authentic teacher preparation through injury- and-research-informed clinical practice, and providing mentoring models that involve different community stakeholders.


High Leverage Practices in Elementary Inclusive Education

Teacher preparation programs are undergoing a shift from knowledge-based to practice-based, meaning the emphasis is on what teacher candidates can do, rather than what they know. In light of this movement, high leverage practices (HLPs)—a set of core practices that educational experts agree all teachers should be able to do upon entering the teaching field—have been developed in several different educational areas (e.g., general education and special education). As experts develop sets of HLPs, they identify practices that (a) are researched based, (b) are often used by teachers during the school day, (c) can be applied across grade levels and subject areas, (d) are fundamental to student learning, and (e) can be taught, practiced, and developed to some degree of fluency by teachers entering the profession. The idea is that these practices can be used as a core curriculum for teacher preparation programs. While initial work with HLPs is promising, additional questions must be answered before moving forward. Institutions of higher education that choose to use HLPs to frame their teacher preparation programs need to determine (a) which HLPs to use, (b) how to integrate HLPs into the program, (c) how to assess teacher candidate fluency with HLPs, and (d) how to evaluate the effects of HLPs on P–12 students. As these questions are answered, further light can be shed on what truly makes a practice worthy of the designation “high leverage.”


Historical Development of Lesson Study in Japan

Lesson study (jyugyo kenkyu) is an approach to professional development that originated in Japan 150 years ago. It was first introduced to the United States in the late 1990s and is now widely practiced in over 50 countries. Lesson study is often perceived as an effective form of professional development aiming to improve mathematics and science instruction, motivated by the high performances of Japanese students as evaluated in the Programme for International Student Assessment (PISA) and Trends in International Mathematics and Science Study (TIMSS). However, lesson study is more than a model for professional development. Lesson study has developed dynamically over time, accommodating educational contexts and the needs of practitioners, policymakers, and researchers. Nowadays, lesson study is used as an approach to lesson analysis, curriculum development, practice-oriented research, demonstration lessons, and various forms and levels of professional development. Lesson study continues to be practiced in the early 21st century as the practice is socially constructed and context-dependent; thus, lesson study is flexible in adapting to the local system. This flexibility and adaptability make it difficult to grasp the comprehensive picture of lesson study. Understanding the unique Japanese educational contexts that have supported lesson study is essential for foreign practitioners and researchers of lesson study as the lack of the necessary supporting conditions often poses challenges for implementing lesson study abroad. Lesson study continues to exist in the early 21st century as it has been facilitated by sociocultural norms in a Japanese educational context and has built upon the professional traditions of Japanese teachers. The focus is on discussing the sociocultural contexts that have supported the dynamic development of lesson study since the late 19th century. For this purpose, “sociocultural” refers to the theoretical space of social relations and cultural practice (Dowling, 2009). For example, a collaborative school culture is not a fixed state or end-product but negotiated through the social relations of the school system that regulates the daily responsibilities, actions, and interactions among managers, teachers, and students around the shared goals. Lesson study has developed under the influence of various factors, including educational theories, approaches, and ideologies, both domestically and abroad. Lesson study is supported by a holistic approach in terms of many aspects such as student learning, teacher-initiated inquiry centered on student learning, the culture of collaboration in professional development, collaboration between teachers and researchers, personal, contextual, and narrative reflection on teaching experience, and flexibility in the learning system that works to address the needs of the educational issues of the time. Nonetheless, contesting forces have contributed to the diversification of lesson study: (a) policymakers’ efforts to standardize lessons and bottom-up initiatives of teachers to experiment with practice; (b) top-down efforts to institutionalize professional development and bottom-up efforts on the part of teachers to work together to realize their educational ideals; and (c) scientific investigation by researchers and narrative, descriptive and subjective reflections on practice by teachers.
