Curriculum, while often conceived as a static entity delivered as a neutral set of facts arranged in disciplinary categories, is, in reality, a pedagogical artifact—a product generated as a result of decisions made by a range of stakeholders who represent different cultural imperatives linked to contested perspectives about the purposes of school. Students’ and teachers’ experiences of school, then, are dialogic performances of a curriculum that promotes various levels of power and privilege, as well as understandings of equity and diversity. Therefore, whether or not it is recognized, the curriculum delivered in schools serves to either maintain or interrupt the status quo. Given the number of students who participate in public education, curriculum contributes a great deal to shaping the national narrative. Curriculum contributes to social movements, and the nature of the curriculum determines the direction of the movement.
Since curriculum development and implementation involves myriad decisions, influence is wielded by those with decision-making power. Social status and cultural capital, both of which are historically linked with political power, largely determine who makes curricular decisions, as well as how decisions are made. These conditions pose challenges for those who have been historically marginalized within educational institutions. Despite obstacles related to systemic inequities, different forms of curriculum can and do contribute to the creation and perpetuation of social movements. Moreover, educators who understand how educational institutions function, how curricular changes occur, and how curriculum can be a source of and vehicle for change can create conditions for transformative activist curricular movements.

Bringing a Humanistic Approach to Special Education Curriculum

Special education curriculum is often viewed as an effort to provide ways for students with disabilities to meet specific academic and socio-/behavioral goals and is also heavily influenced by compliance with multiple legislative policies. Critical paths forward are needed to reshape a special education curriculum by using a humanizing approach in which students’ lived experiences and relatedness to self and others is at the core of study. Intentional study of how students and their families draw upon, develop, and help shape local supports and services that are provided through schools, along with community and governmental agencies and organizations, would become a major part of the new curricular narrative.
However, the field of special education has been in large part derived from an epistemology rooted in science, positivism, and the medical model. The dominance of these coalescing epistemologies in educational systems has produced a myriad of structures and processes that implicitly dictate the ways special educators instruct, gather data, and practice. Core among those is a view that disability is synonymous with deficit and abnormality. What emerges is an entrenched and often implicit view that the person with disabilities must be fixed. In adopting a humanistic approach in which we value relationships, the funds of knowledge families have helped develop in their children and the identities individuals shape, and the linkages of persons with multiple community networks, the groundwork could be laid for a new curricular narrative to form. In so doing, the field could get closer to the grounding principle of helping all students with disabilities to thrive. For it is in communities that people can thrive and choose to participate in numerous life opportunities. In such a way curriculum is integral to lived experience, to the fullness and richness of lived experiences—lived experiences that include the study of academic subject matter along with the development of social and emotional learning.

Current School Reforms in Transnational Policy Landscapes

The Organisation for Economic Co-Operation and Development (OECD) and its Programme for International Student Assessment (PISA) play an important role in forming transnational education policy. Based on the results of the PISA measurements and other evaluations, the OECD can claim that its policy proposals are evidence based and in accordance with international standards. There is growing interest from the national governments to adapt their national policy strategies to these international standards. However, the translation from the transnational to national policy is a complex process, whereby the national receivers of the policy are selective regarding the policy elements they borrow from those who create and influence transnational policy. Thus, discursive power regarding transnational policy can be understood as power through ideas, making national reforms similar but not identical, and promoting incremental or imperceptible reforms.

Curriculum Ideologies

The study of the curriculum and educational knowledge is a study of ideology. The curriculum is never neutral. It always reflects or embodies ideological positions. Ideologies present within the curriculum are negotiated and formulated through multilayered processes of strategic compromise, assent, and resistance. And as such, the curriculum ideologies become operationalized in both overt and hidden means—constructing subjects and objects of knowledge in active as well as passive ways. Teaching is always a political act, and discussions and debates over curriculum ideologies have a long history within the field of curriculum studies. In terms of its function related to the organization and valuing of knowledge, it remains important to recognize not only the contested nature of the curriculum but also how such contestations have ideological dimensions in the framing of the curriculum.
Curriculum ideologies manifest in terms of what might be thought of as values, visions of the future, and venues or forms. This is to say, the curriculum is imbued with processes for valuing assumed choices related to its design, development, and implementation. These choices draw from ideologically based assumptions about the curriculum’s basis in political, economic, historical, sociocultural, psychological, and other realities—whether they be discursive or material in effect. Additionally, these curriculum choices also pertain to the means by which the curriculum achieves these goals or objectives through the formulation of designed experiences, activities, or other forms of learning opportunities.
The curriculum—in certain regards as finding principle in the conveying of knowledge through a system of organization related to an outset purpose—has, as a central component to some degree, a vision of a future. The curriculum is something simultaneously constructed and enacted in the present, with often the expressed purpose of having implications and ramifications for the future. The curriculum’s role and purpose in constructing both tested and untested or imagined feasibilities again has to do with some type of vision of learning inflected by ideology. This may even take the form of envisioning a future that is actually a vision of the past in some form, or perhaps a returning to a remembered time that may have existed for some but not others, or by extension a similarly romanticized remembering of a mythic past, for instance. Ultimately, the curriculum, whether translated into practice or in being developed conceptually, is in all likelihood never exclusively one of these, but instead is in all probability an amalgamation of such to differing degrees wherein a multitude of possibilities and combinations exist.
Among the key questions of curriculum studies that remain central in terms of both analyzing and theorizing the curriculum are: Whose knowledge counts and what is worthwhile? These questions help to raise to a level of concern the ideological underpinnings of all curricula in ways that through sustained critical dialog might work to collectively build a more sustainably just and equitable world.

Data Use in Recent School Reforms

Typically involving the use of test scores, grades, and other forms of assessment in various educational contexts, the concept of data use has developed in parallel with the introduction of new managerial approaches to school governance, including performance management and accountability measures. This use of data for governance purposes is one way in which national authorities coordinate activities across administrative levels to improve education quality and effectiveness. Policymakers’ and researchers’ frequent use of the concepts of data and data use also usually parallels this development. However, based on systematic research mapping, the present findings identify differing ideas about data use in national and local contexts, including the role that data play and should play in school reform. Such differences relate to variations in school systems, teachers’ status, school governance traditions, curricular traditions, and research traditions. Moreover, characteristic of the literature on data use is an emphasis on the organization and development of effective data use practices. This is somewhat paradoxical, as both earlier and more recent studies emphasize the need for a stronger focus on the actual practices of the involved actors if data are to be of value in school development processes. Three important needs are important when considering data use in policy, research, and practice: the need for greater awareness of the epistemic aspects of data use; the need for context sensitivity, as data use is often presented as a universal concept across national and local contexts; and the need for researchers to communicate with other related fields to improve theory and practice.

Evidence-Based Educational Practice

Evidence-based practice (EBP) is a buzzword in contemporary professional debates, for example, in education, medicine, psychiatry, and social policy. It is known as the “what works” agenda, and its focus is on the use of the best available evidence to bring about desirable results or prevent undesirable ones. We immediately see here that EBP is practical in nature, that evidence is thought to play a central role, and also that EBP is deeply causal: we intervene into an already existing practice in order to produce an output or to improve the output. If our intervention brings the results we want, we say that it “works.”
How should we understand the causal nature of EBP? Causality is a highly contentious issue in education, and many writers want to banish it altogether. But causation denotes a dynamic relation between factors and is indispensable if one wants to be able to plan the attainment of goals and results. A nuanced and reasonable understanding of causality is therefore necessary to EBP, and this we find in the INUS-condition approach.
The nature and function of evidence is much discussed. The evidence in question is supplied by research, as a response to both political and practical demands that educational research should contribute to practice. In general, evidence speaks to the truth value of claims. In the case of EBP, the evidence emanates from randomized controlled trials (RCTs) and presumably speaks to the truth value of claims such as “if we do X, it will lead to result Y.” But what does research evidence really tell us? It is argued here that a positive RCT result will tell you that X worked where the RCT was conducted and that an RCT does not yield general results.
Causality and evidence come together in the practitioner perspective. Here we shift from finding causes to using them to bring about desirable results. This puts contextual matters at center stage: will X work in this particular context? It is argued that much heterogeneous contextual evidence is required to make X relevant for new contexts. If EBP is to be a success, research evidence and contextual evidence must be brought together.

History of Curriculum Development in Schools

The evolution of curriculum development in schools reflects the evolution of knowledge and civilization itself. What knowledge is of most worth? How shall it be codified, structured, and transformed into curriculum for the acculturation and growth of successive generations so that the future is better than the past? How can the school be designed and equipped as a productive and democratic learning environment? These are some of the questions that intersect with the fundamental factors of the education process, namely the learner, the curriculum, and the society. When these fundamental factors are set in opposition or isolation, the possibility for educational progress is impeded or set back.
Embracing the idea of progress and the science of education, the experimentalist movement over the first half of the 20th century sought to dissolve the dualisms carried from ancient Greece (e.g., mind/body, intellect/emotion, abstract/concrete knowledge) in endeavoring to create new designs and structures for curriculum synthesis to meet the democratic prospect and the universal educational needs of the rising generation. In sum, the experimentalists reconstructed curriculum development into a process of problem solving for educational progress, holding to the paradigmatic principle that the structure and function of the school curriculum must be in congruence with the nature and needs of the learner for effective living in the democratic society. The paradigm holds the fundamental factors in the education process as necessarily interdependent and in harmony. The curriculum paradigm explains why so many reforms imposed on the schools predictively are destined for failure simply because they set the fundamental factors in conflict with each other.
The march of democracy in global affairs will require a resurgence of the progressive vision for the curriculum of the democratic classroom and school in which students are engaged openly with each other and with the teacher in investigative cooperation, collaboration, and consultation.

Homeschooling in the United States: Growth With Diversity and More Empirical Evidence

Homeschooling (home education) is parent-directed, family-based education, and is typically not tax-funded, with parents choosing assistance from other individuals or organizations. Home-based education was nearly extinct in the United States by the 1970s but grew rapidly during the 1990s to about 2.6 million K–12 homeschool students in March of 2020 to then about 5 million in March of 2021. The demographic variety among homeschooling families rapidly increased during the 2000s to the point that in 2016, 41% of homeschool students were of ethnic minority background, with about 79% of those living in nonpoor households, and with parents’ formal education levels similar to national averages. Since the early 2000s, parents’ main reasons for homeschooling have shifted from an emphasis on religious or moral instruction to a somewhat more emphasis on concern about institutional school environments and the academic instruction in schools. Empirical research shows that the home educated, on average, perform above average in terms of academic achievement, social and emotional development, and success into adulthood (including college studies). However, there is scholarly debate about whether enough well-controlled studies have confirmed these overall benefits. Some theories have been proposed to explain the apparent positive effects. They include the concept that elements such as high levels of parental involvement, one-on-one instruction, low student-to-teacher ratios, effective use of time, more academic learning time, customization of learning experiences, and a safe and comfortable learning environment that are systemically a part of home-based education are conducive to children thriving in many ways. However, more research is needed to test these theories.

Model Minorities and Overcoming the Dominance of Whiteness

Stereotyping Asian Americans as successful or model minorities is not positive. Instead, it is a form of racist love that reinforces White supremacy. How can a positive stereotype reinforce White supremacy? Because the process of revering Asian Americans as model minorities leads to other groups of people, such as people of color and Indigenous people, being reviled. But if the model minority characterization of Asian Americans is inaccurate, what should curriculum studies scholars do? Disproving a “stereotype” is impossible. Curriculum studies scholars and theorists should not attempt to disconfirm something that is untrue, or something that is racist, but instead should narrate the reality of being Asian American. The model minority stereotype of Asian Americans has been studied and contested over 50 years within the context of the United States. Over these 50 plus years, the model minority stereotype has taken on a transcendent meaning. Overcoming the dominance of Whiteness requires Asian Americans to transcend “positive” stereotypes via critical storytelling. This will require curriculum studies as a field to continue to interrogate: What are the realities of living in racist Amerika for Asian Americans?

Postwar School Reforms in Norway

Comprehensive schooling has been a cornerstone in the development of the Norwegian welfare state since World War II. Over the years it has been extended, initially from 7 to 9 years and later to 10-year compulsory schooling, since the late 1990s including virtually all Norwegian children between the ages of 6 and 16. In education policy, the interests of the community versus the individual have played a key role, reflected in a line of conflict between the political left and right.
During the first three to four decades after the war, through the Labor Party, the left wing was in power and developed education policy according to a social-democratic model. The ideal of equality and community in schools had precedence. The vision was to create a school for all that had a socially and culturally unifying effect on the nation and its people. Social background, gender, and geographical location should no longer create barriers between pupils. Ideally, school was to be understood as a “miniature democracy,” where pupils would be trained in solidarity and cooperation. Compulsory schooling was thus regarded as an instrument for social integration and for evening out social inequalities.
But one challenge remained: How could a common school for all best take care of the individual needs of each pupil? The principle of individualized teaching within the framework of a common school was incorporated in the education policy of social democracy and was subjected to experimentation and research from an early stage. But with the political shift to the right toward the 2000s, a sharper polarization can be observed between the interests of the community versus the interests of the individual. The political right profiles education policy in opposition to the left-wing emphasis on the social purpose of the school system. In the early 21st century, the interests of knowledge, the classroom as a learning arena, and the performance of each pupil take precedence. Based on the model of New Public Management, a new organizational culture is taking shape in the school system. Where the political left formed its policy from the perspective of “equality” during the first postwar decades, the right is now forming it from the perspective of “freedom.” And this is taking place without significant opposition from the left.
The terms “equality” and “equity” provide the framework for the analysis of the changing polarity between collective and individual considerations and between pupils’ freedom and social solidarity in postwar education.

The Influence of Pedagogical Entrepreneurship in Teacher Education

Pedagogical entrepreneurship is a teaching and learning approach that emphasizes means and possibilities within school subjects, in opposition to reproductive, transmissible, and goal-oriented approaches. Political and education research voices strongly argue for implementation of pedagogical entrepreneurship in all school subjects, due to its lifelong learning perspective. This implies that students of today and tomorrow must be trained in the didactic of possibilities, how to explore and investigate, and how to create value for themselves and others. This calls for an epistemological transformation of subject-specific content knowledge that allows interpretation in many ways and development of a growth mindset.
Pedagogical entrepreneurship is recognized by being innovative and explorative, whether it is about economic growth, values, scientific approach, or making a difference. A narrow definition of entrepreneurship (or enterprise education) includes emphasis on establishing and running a business of some kind. Pedagogical entrepreneurship calls for a broader definition of the entrepreneurship area, since it frames priority of practical, problem-based, research-based, and lifelike activities for the students, cooperation with local businesses, organizations, and life outside school. Pedagogical entrepreneurship allows the students to gain understanding of the complex nature of real-life issues, influence teaching practices, and experience strong relevance of the learning goals, which is likely to increase students’ inner motivation and their experience of holistic learning of content knowledge. Therefore, pedagogical entrepreneurship can appear as a leader philosophy, a way to organize teaching, and specific student activities.
Implementation of new approaches to teaching and learning is always associated with issues and teacher concerns and requires continuing teacher profession development, for instance through attention in teacher education programs and students’ experience with pedagogical entrepreneurship during their teacher education. A way to meet this scenario is to vitalize the broad definition of pedagogical entrepreneurship in teacher education programs in such a way that the teacher education students may operate as change agents when they start to teach after they have graduated. The development, mapping, and introduction of entrepreneurial teaching resources in teacher education will establish the foundation for a didactic of possibilities—an entrepreneurial didactic that may influence students’ motivation and in-depth learning of school subjects.

The Origin and Development of Comprehensive School Reforms in Sweden and Other Nordic Countries

The Nordic countries (Denmark, Finland, Iceland, Norway, and Sweden) have all based their school systems on a vision of inclusive and comprehensive schools with no streaming and easy transition between the levels. In Sweden, “A school for all” was the concept and vision for school reforms during the postwar period from the 1950s to the 1980s. This vision originated in egalitarian philosophy and the development of the welfare state. The implementation and reforms have gone through three phases: (a) implementing and supporting enactment of the comprehensive school reforms from 1950 to 1980 approximately; (b) decentralizing and implementing new public management and local accountability from 1980 to 2010 approximately; and (c) evaluating, correcting, and considering new measures from 2010 onward approximately. Political and economic premises have changed the prospects of implementing “school for all.” There are diverse developments in Nordic societies and schools, which, however, are not as dramatic as those in some other countries currently in 2021. Nevertheless, the question of equity in the school system and its importance for a democratic society needs to be raised.

Tsunesaburo Makiguchi and School Leadership in Action

Tsunesaburo Makiguchi (1871–1944) was a geographer, elementary school teacher and principal, and educational reformer, who was active in the early-to-mid 1900s in Japan. As a school leader and scholar-practitioner guided by a passion for supporting teachers and improving education for the happiness of children, Makiguchi scrutinized pedagogy as a science and proposed a number of reforms of the Japanese education system, key elements of which, he believed, were failing teachers and students alike. His proposals included, among many: the establishment of standards of competency expected of school principals as well as a system of examination to uphold these standards; the abolition of a government-led school inspection system that pressured and restricted teachers from freely conducting teaching activities; and the establishment of an “education research institute” and an organization for the training of teachers.
The growing number of modern educational scholars and practitioners paying attention to Makiguchi’s work and philosophy find his ideas not only valid and applicable to education in the 21st century but also remarkably innovative and insightful. His proposal for school leadership was still but a voice in the wilderness in the 1930s. It was also a bold and audacious attempt for him, especially at the time of the militarist regime. Makiguchi is often compared with his contemporary John Dewey (1859–1952). Evidently, Makiguchi and Dewey were both visionaries, passionate school leaders, and fearless reformers. Bearing this in mind, Makiguchi deserves much more attention than he has received thus far—at least as much as Dewey, if we are to balance the historical account of progressive education as a transnational phenomenon.
