Asia Literacy in Australian Schools and the Move Toward Broader Intercultural Understanding

Asia literacy is an Australian education policy goal intended to educate Australian school students about Asian languages, cultures, and economies and, in turn, deepen Australian engagement with the Asian region. First defined in 1988, the concept has since been adapted by a suite of Asia education policies with more than 60 relevant policy documents having been published since the 1950s. However, despite being a cornerstone education policy, political vagaries have prevented the widespread and sustained implementation of Asia literacy education in schools. Tied to the broader goal of engaging with Asia, Asia literacy is in conflict with a sense of an Australian national identity and entangled with Australian economic, education, and foreign policies. A thematic review of the extant policy data and scholarly literature reveals several flaws in Asia literacy policy. Namely, it is underpinned by several assumptions: Asia literacy is learned in formal education; Asia is a knowable entity; proficiency in languages, cultures, and economies equates to Asia literacy; and Asia literacy is assumed to resolve national disengagement from Asia. This approach fails to account for everyday Asia literacy enlivened in the multicultural and multilingual Australian society. Scholars have argued that this “others” Asia from everyday Australian life. The implications of this model of Asia literacy play out in the classroom with few teachers reporting confidence in teaching Asia literacy content, and enrollments in Asia-related subjects being perpetually low. Newer policy imperatives which stipulate the teaching and learning of intercultural competencies may help to dissolve the construct of the Asian other and enliven Asia literacy in the classroom beyond knowledge of languages and cultures. If pursued, this can foster dynamic knowledge of Asia in Australian schools, bringing Asia closer to the everyday and enhancing engagement with the Asian region.

Asian Americans and Education

The communities that constitute the racialized category of Asian Americans consist of approximately 20 million people in the United States, or about 5% of the total population. About 20% or 4 million are of primary or secondary school age, and over 1.1 million are in higher education. Both in popular and academic discourse, “Asian American” generally refers to people who have ethnic backgrounds in South Asia (e.g., Bangladesh, India, Pakistan, Sri Lanka), Southeast Asia (e.g., Cambodia, the Philippines, Thailand, Vietnam), and East Asia (e.g., China, Japan, Korea, Taiwan). As “Asian American” is an umbrella term used to categorize a very diverse, heterogeneous, and transnational set of populations, Asian Americans as a group present various challenges to education and research in and about the United States. These challenges can concern paradigms of achievement, citizenship, family involvement, access (e.g., higher education, bilingual education), language and culture, race and ethnicity, and school community. In order to address these paradigmatic challenges, a great deal of scholarship has called for a disaggregation of the data on populations that fall under the pan-ethnic “Asian America” umbrella term, to gain a more nuanced and dynamic understanding of the many diverse populations and their historical, cultural, economic, and political experiences. To further address the problematic framing of Asian Americans in education and related fields, scholars have applied critical lenses to key tensions within conceptualization, policy, curriculum, and pedagogy. More recently, the notions of intersectionality and transnationalism have been generative in the study of Asian Americans, within not only educational research but also Asian American studies, which generally falls under the field of ethnic studies in the U.S. context, but has also been categorized under American studies, cultural studies, or Asian studies. While characterizations of Asian Americans as “the Model Minority” or “the Oppressed Minority” persist, the relevance of such static binaries has increasingly been challenged as the Asian American populations and migrations continue to diversify and increase.

Critical Race Parenting in Education

Conceptualized as early as 2006 via ideas of the motherscholar, the concept of Critical Race Parenting (otherwise ParentCrit) was first identified in 2016 in an open access online journal to discuss pedagogical ways parents and children can coconstruct understanding about race, racism, whiteness, and white supremacy. Since then Critical Race Parenting/ParentCrit has become more popularized in academic circles, from peer-reviewed conference presentations to special issues by journals. The rationale behind ParentCrit definitions, theoretical roots, parallels to education, implications to education, scholarship and literature, and controversies are explicated to describe what ParentCrit is and where it came from. To effectively articulate its epistemological roots in the idea of the motherscholar to its relation to Critical Race Theory, one must delve into the purposes, evolution, and implications of ParentCrit in education.

History and Social Studies Curriculum

Social studies education has had a turbulent history as one of the core subjects in the school curriculum. The fundamental content of the social studies curriculum – the study of human enterprise across space and time –however, has always been at the core of educational endeavors. It is generally accepted that the formal introduction of social studies to the school curriculum was instigated by the 1916 report of the National Education Association’s Committee on Social Studies, which emphasized development of citizenship values as a core aim of history and social science education. Earlier commissions of the N.E.A. and American Historical Association heavily influenced the Committee on Social Studies recommendations. The roots of the contemporary social studies curriculum, therefore, can be traced to two distinct curriculum reform efforts: the introduction of academic history into the curriculum and citizenship education. There is widespread agreement that the aim of social studies is citizenship education, that is the preparation of young people so that they possess the knowledge, skills, and values necessary for active participation in society. This apparent consensus, however, has been described as almost meaningless because social studies educators continue to be at odds over curricular content as well as the conception of what it means to be a good citizen. Since its formal introduction into the school, social studies curriculum been the subject of numerous commission and blue-ribbon panel studies, ranging from the sixteen-volume report of the American Historical Association’s Commission on Social Studies in the 1930s to the more recent movement for national curriculum standards. Separate and competing curriculum standards have been published for no less than seven areas of that are part of the social studies curriculum: United States and global history, economics, geography, civics, psychology, and social studies. Social studies curriculum is defined a lack of consensus and has been an ideological battleground with ongoing debates over its nature, purpose, and content. Historically there have been a diverse range of curricular programs that have been a prominent within social studies education at various times, including the life adjustment movement, progressive education, social reconstructionism, and nationalistic history. The debate over the nature, purpose, and content of the social studies curriculum continues today, with competing groups variously arguing for a social issues approach, the disciplinary study of history and geography, or action for social justice as the most appropriate framework for the social studies curriculum.

Marginalizing Palestinians in Historic Palestine (Israel) Through Education

The article is an analysis of the Palestinian Arab education system, in particular the curriculum, and ways it was dealt with after the Nakba (Catastrophe) and the establishment of the State of Israel in 1948. The relevant Israeli government policies that impacted the Palestinian minority who remained in historic Palestine are introduced. The authors delve into methods in which the Israeli state managed, and is still managing, the education of this national minority within a Zionist ideological framework embedded with Jewish religious and national values and themes. We describe the mechanisms through which Israel maintains a tight grip on the Palestinian minority through a security management apparatus employed in the education system to monitor teachers’ employment and staffing of those who are friendly and submissive to the policies of the government. Evidence for the continuous attempts to erase the Palestinian national and cultural identity through the curriculum, and textbooks is provided in content such as history, civics, and Arabic language. The authors address the initiatives taken by the Palestinian minority allies to react, resist, and organize. These include efforts to claim back the education space, as in the case of parents offering alternative schooling and nongovernmental entities and initiatives with a purpose of moving the community into a Palestinian self-steering education system. Recommendations on steps and initiatives to elevate the educational experiences and academic attainment of the next generations of Palestinian youth are provided, without denying them their right to learn their national and cultural heritage.

Model Minorities and Overcoming the Dominance of Whiteness

Stereotyping Asian Americans as successful or model minorities is not positive. Instead, it is a form of racist love that reinforces White supremacy. How can a positive stereotype reinforce White supremacy? Because the process of revering Asian Americans as model minorities leads to other groups of people, such as people of color and Indigenous people, being reviled. But if the model minority characterization of Asian Americans is inaccurate, what should curriculum studies scholars do? Disproving a “stereotype” is impossible. Curriculum studies scholars and theorists should not attempt to disconfirm something that is untrue, or something that is racist, but instead should narrate the reality of being Asian American. The model minority stereotype of Asian Americans has been studied and contested over 50 years within the context of the United States. Over these 50 plus years, the model minority stereotype has taken on a transcendent meaning. Overcoming the dominance of Whiteness requires Asian Americans to transcend “positive” stereotypes via critical storytelling. This will require curriculum studies as a field to continue to interrogate: What are the realities of living in racist Amerika for Asian Americans?

Queer and Trans* of Color Critique, Decolonization, and Education

The increase of transgender visibility and politics correlates with a renowned interest in gender equity in schools. The diversity of trans* and gender-expansive social identities, along with divergent conceptualizations of the meaning transing/trans*ing, ontology, identity, and embodiment, produces a wide range of ideal and pragmatic approaches to gender equity and justice in education. Fields and analytical frameworks that emerge from Decolonial Feminism, Queer Indigenous Studies, Queer of Color Critique in education, Jotería studies, and transgender studies in the United States have unique definitions, political commitments, and epistemological articulations to the meaning and purpose of transing/trans*ing. These divergent articulations of trans*ing often make projects of transgender equity and justice incommensurable to each other, or they converge at the various scalar aspects of equity design and implementation. By historicizing, or re-membering the rich body of decolonial modes of trans*ing bodies, knowledge, and selves, trans* of color critique in education research makes trans* justice possible by disrupting white-centric approaches to transgender inclusion that may fall short in the conceptualization of trans* justice and what makes a trans* livable life for queer and trans people of color.

Social Sciences Education in New Zealand Schools

Prior to colonization, tangata whenua (people of the land) in Aotearoa (New Zealand) developed robust knowledge traditions. Formal social sciences education in New Zealand began with the schooling system introduced by European settlers in the late 19th century. It has been subject to recurrent review and reform since its foundation. The Education Act of 1877 led to the first formal national curriculum that introduced geography and history teaching in primary schools. During the first half of the 20th century, social sciences education in New Zealand saw a greater emphasis on citizenship education due to increasing migration and geopolitical changes resulting from the two world wars. Enduring and contentious curricular changes would follow the recommendations of the Thomas Report (1944), which introduced social studies in secondary schools as a new integrated school subject to promote learning across the social sciences. Since the 1990s, the social sciences have been named as one of New Zealand’s eight curriculum learning areas. Social studies (junior social sciences) remain as a core integrated subject taught compulsorily from years 1 to 10 (primary, intermediate, and junior secondary years), while a suite of discrete social sciences disciplines is optional for students at senior secondary levels (years 11–13). For almost 80 years, social sciences curricula have been the primary vehicle for citizenship education. The most recent curricular reforms have emphasized the importance of Mātauranga Māori (indigenous knowledge) to promote culturally-responsive social sciences learning in commitment to Aotearoa New Zealand’s bicultural foundations.
