Gypsies are a minority community whose lives are often shaped by multiple oppressions. Whilst their ethnicity can be linked to accounts of migration stretching back over 1,000 years to northern India, the historic details surrounding this movement are often contested within academic debates and largely unknown in public discourses. There are similar gaps in populist knowledge about other important moments in Gypsy history including their settlement and often enslavement in many European countries and the devastating impact of the Nazi Holocaust. This lack of knowledge has contributed to the persistence of racist stereotypes about Gypsies, who are often associated with dirtiness, itinerancy, and criminality. Within these stereotypes is a tendency to identify “real” Gypsies as an itinerant, nomadic group of people. While movement and travel remain important elements of Gypsy identity, the reality for many families is they lead relatively settled lifestyles. This is unsurprising given their history; however, one consequence has been for non-nomadic Gypsies to have their identity called into question. In the United Kingdom, schools are one field where Gypsies and non-Gypsies encounter each other closely. They are also a field in which Gypsy children and families are under pressure to conform to wider educational policymaking. The school often appears to be a context in which the multiple oppressions experienced by Gypsies are foregrounded. Gypsy pupils regularly experience bullying and racism from their peers, other parents, and school staff. Gypsy parents fear their children will lose aspects of their cultural identity by engaging with schools, something exacerbated by concerns that non-Gypsy adolescent culture is driven by risky behaviors such as promiscuity, drinking, and drug taking. At the same time, policymakers have increasingly identified the nomadic Gypsy identity as a category through which to shape and understand the Gypsy pupil’s educational experiences. This framing of nomadic identity within policy highlights some specific structural flaws in how education may or may not be delivered to Gypsy pupils. There has been widespread concern for many years that the biggest underlying factor making school attendance problematic for Gypsy children has been homelessness. Many families do not have secure accommodation not because they persist with a nomadic lifestyle but because U.K. housing policy has actively restricted the development of accommodation such as Traveller sites often preferred by Gypsies. Recent U.K. legislation has made the development of new Gypsy and Traveller sites much less likely by requiring Gypsy families to prove their “nomadic” identity. At the local level there is evidence schools make a distinction between delivering a sedentary education to non-Gypsy and a nomadic education to Gypsy pupils. However, this identification of pupils as nomadic both misrepresents the realities of their identity and also, more troublingly, is often used to explain pupils no longer attending school.

Whatever else it involves, elite schools’ core work is to help to make and remake class through education. Here, we provide an overview of their everyday practices of class-making and present ways of categorizing them: the spatialization of their social imaginations, their mobilization of feelings, and their class-based disavowals. These practices are well established in the local (national/state) context, and we devote the first part of the article to these. In the second part, we shift the angle of scrutiny and outline such schools’ class-making practices in the contemporary global context.

In the opening decades of the 21st century, educators have turned toward cosmopolitanism to theorize teaching and learning in light of increasingly globalized relationships and responsibilities. While subject to extensive debates in disciplines like political science, philosophy, anthropology, and sociology, cosmopolitanism in education has primarily been explored as a moral framework resonant with educators’ efforts to cultivate people’s openness to new ideas, mutual understanding through respectful dialogue, and awareness of relationships to distant and unknown others. Scholars have recently called for more critical cosmopolitan approaches to education, in which the framing of cosmopolitanism as a neutral, essentializing form of global togetherness is subject to critique and includes analysis of systems of power, privilege, and oppression. However, while scholarly efforts to articulate critical cosmopolitanisms (in the plural) are still in nascent form in terms of educational practice, recent work in other disciplines offer promise for forwarding such a critical agenda. In sociology, for example, a focus on cosmopolitics foregrounds the labor of creating a shared world through ongoing, often conflictual negotiations that take into account the historical and contemporary political exigencies that shape that process. A framework of cosmopolitics for educators, particularly as a counterpoint to liberal understandings of cosmopolitanism as a form of ethical universalism, will be explored. Such a critical approach to educational cosmopolitanism not only foregrounds the local, everyday actions needed to build connections with others and create common worlds—but also acknowledges the historical and sociomaterial conditions under which such actions take place. A cosmopolitical approach to educational practice thus recognizes multiplicity and contingency—the mobility that locates people and ideas in new relations can just as easily lead to prejudice and bias as tolerance and solidarity—but does so in an effort to understand how social, political, and economic structures produce inequality, both in the present moment and as legacies from the past.

In a context of globalization and increased mobility, migration has brought new societal challenges to nation-states, raising questions about how countries can promote inclusion within contexts of increased diversity. Education occupies a central yet paradoxical place in this process. On the one hand, schools’ failure to be fully inclusive of new forms of diversity is decried as a cause of violence and fragmentation in society. On the other hand, schools are invested with the role of including and socializing individuals from diverse backgrounds for future participation in society. There is little agreement on how this can best be achieved. Central to these questions are the ways in which educational systems can engage with increasing diversity, be it new movements of people, new forms of communication, and networks, or more complex forms of identity. These present new challenges in terms of educational policy and practice, locally, nationally, and globally. Young migrants face multiple barriers to inclusion, such as underachievement, discrimination, and segregation. In order to fully engage with these challenges, global and national policies need to be considered alongside institutional structures, the role of key stakeholders (teachers, support staff, parents, local community members), and the experience of young immigrants.

The rise of mobility and transnationalism perspectives in the social sciences has contributed to a burgeoning literature on the cross-border movements of people. Gender as a conceptual lens has increasingly taken a central stage in the analyses, unveiling unequal power relations as well as unmasking the often-hidden macro-social processes and structures that shape them. As a category of difference, gender influences individuals’ attitudes and behavior, including their decision to migrate or not across borders of nation-states. This raises the question of how transnational mobility and gender intersect in the lives of individuals. To shed light on this issue, this article takes stock of the literature on transnational migrations associated with social reproduction: labor, marriage, and reproductive migrations. Such research reveals individuals’ tactics to negotiate their transnational mobility and gender definitions: using the dominant gender scripts in the country of origin, reconciling the gender ideologies in their countries of origin and destination, or aligning their narratives to specific moral values. Transnational mobility acquires different social meanings at certain points in time and in varying contexts, whereas gender remains at large anchored to its heteronormative foundation. Finally, based on the analysis of existing studies, a more holistic approach to transnational mobility through a sexuality-inclusive, process-oriented, subjectivity- and agency-focused, and time-sensitive framework is called for.

In the context of increasing realizations of the fragility of democracy, the possibilities and accomplishments of youth activist projects across material and virtual spaces and sites continue to flourish. Research on this work is situated in the rich scholarly traditions of critical youth studies and critical youth literacies as well as in theories of civic engagement, public pedagogy, participatory politics, cosmopolitanism, and relational mobilities. Many youth projects draw on the resources of arts, digital media, and critical multiliteracies to participate, in material ways, in public and political life. Taking up issues such as citizenship for immigrant youth, homelessness, and poverty, young people powerfully create critical, social, and political narratives that resonate within and beyond their own communities. Theorizing this work in relation to public engagement, spatiality, and mobilities deepens our understanding of those moments when youth in community and educational sites create powerful transmediated counter-narratives about their lives and worlds—the ways they incorporate both local and global understandings to create these new forms of political participation. And the work itself underscores the need for more equitable access to various multimodal and digital resources and the importance of youth access to public and mediated spaces. Schools and educators are called to create pedagogical spaces that invite students’ subjectivities, locations, and creative uses of material resources to engage in local and larger public dialogues, counter dominant cultural ideologies, address multiple publics, and create new forms of political participation.

Transnational education-driven mobilities produce a particular kind of academic diaspora in global higher education that is often valued by both home and host countries but in ways that vary and serve different interests and aspirations. These interests and aspirations are usually tied up with the contrasting perspectives on brain drain and brain circulation. With the promotion of worldwide globalization-driven internationalization of higher education, brain circulation and the associated discourse of connectivity have increasingly dominated policy and scholarly debates. The discourses of brain circulation and connectivity are furthered supported by technological advancements and numerous education-driven mobility programs introduced at all levels. While evidence of gain, circulation, and connectivity remains limited, there are concerns about capacity, knowledge and intellectual dependency, and academic inequalities between more developed higher education systems and those in developing countries. At the same time, varied privileges attached to academic diasporas and educational mobilities can cause tensions and hierarchies within a higher education system. The academic diaspora politics is located within this complex, hierarchical, and dynamic cultural, political, and economic space. As a way forward, grounded/home-based transnationality and a shift in discourse are discussed as a possible productive counter position to help reduce inequalities. Examples from Vietnam and several African countries as well as their respective transnational academic diasporas are provided to demonstrate the nuanced academic diaspora, brain drain, and brain circulation discourses.

Few would deny that processes of globalization have impacted education around the world in many important ways. Yet the term “globalization” is relatively new, and its meaning or nature, conceptualization, and impact remain essentially contested within the educational research community. There is no global consensus on the exact time period of its occurrence or its most significant shaping processes, from those who focus on its social and cultural framings to those that hold global political-economic systems or transnational social actors as most influential. Intersecting questions also arise regarding whether its influence on human communities and the world should be conceived of as mostly good or mostly bad, which have significant implications for debates regarding the relationship between globalization and education. Competing understandings of globalization also undergird diverse methodologies and perspectives in expanding fields of research into the relationship between education and globalization. There are many ways to frame the relationship of globalization and education. Scholars often pursue the topic by examining globalization’s perceived impact on education, as in many cases global convergence around educational policies, practices, and values has been observed in the early 21st century. Yet educational borrowing and transferal remains unstraightforward in practice, as educational and cultural differences across social contexts remain, while ultimate ends of education (such as math competencies versus moral cultivation) are essentially contested. Clearly, specificity is important to understand globalization in relation to education. As with globalization generally, globalization in education cannot be merely described as harmful or beneficial, but depends on one’s position, perspective, values, and priorities. Education and educators’ impacts on globalization also remain a worthwhile focus of exploration in research and theorization. Educators do not merely react to globalization and related processes, but purposefully interact with them, as they prepare their students to respond to challenges and opportunities posed by processes associated with globalization. As cultural and political-economic considerations remain crucial in understanding globalization and education, positionality and research ethics and reflexivity remain important research concerns, to understand globalization not just as homogeneity or oppressive top-down features, but as complex and dynamic local and global intersections of people, ideas, and goods, with unclear impacts in the future.

The aim of internationalization for Japan during the early postwar period, still emerging from being an ODA (Official Development Assistance) recipient nation, was to promote student exchanges and mutual understanding across nations. Japan then successfully shifted its role to that of an ODA provider in the 1970s, engaging as a responsible citizen in the international community. However, the nation’s competitive edge has slipped with a long-stagnating economy from the mid-1990s onward, the national target has shifted from the ODA provider role towards desperate attempts to regain the lost edge through public investment in research and development as well as promoting internationalization of the nation. As the notions of world-class universities and global university rankings have prevailed worldwide over the last decade or so, the recent policies established by the Japanese government in response to an increasingly competitive and globalizing environment of higher education have transformed to leveraging domestic universities to compete for placement in the global university rankings. Balancing the reputation demonstrated in the global university rankings and generated inequalities in the service and quality of education provided among these institutions seems to be critically lacking in the current debate and hasty movement toward internationalization by the Japanese government. These hastily made policies do have some strong potential to build Japan’s universities into stronger institutions for learning, research, and producing globally competitive graduates. However, thorough long-range planning, keen insight into the overall impact of the policies, and clear long-term goals will be critical in attaining success.

Regionalization of higher education in Asia is a multidisciplinary project that complements the ongoing Association of Southeast Asian Nations–centered regionalism that is prevalent in the Asian region. It is part of the ongoing global regionalism and regionalization of higher education projects and is significantly influenced by European higher education developments, especially the Bologna Process and the establishment of the European Higher Education Area. It is anchored on the discourse of higher education for sustainable economic, social, and cultural development and on regional integration projects, and it is built on existing (and changing) Asian regional frameworks. Regionalization of higher education in Asia is a complex project given its multiple stakeholders, frameworks, and power asymmetries within the region and the various regional and international organizations that influence global and regional higher education developments not limited to Asia. This complexity is further enhanced by the diversity of cultures, religion, socioeconomic development, politics, colonial heritage, and the systems and development of Asian higher education. Regionalization of higher education projects, not limited to Asia, can be adequately presented using functional, operational, and political approaches. Furthermore, the contribution of mobility and mutual recognition, which are core components of regionalization of higher education, to sustainable Asian regional integration should also be considered. Despite its development during the past decade, regionalization of Asian higher education faces significant challenges related to, but not limited to, quality assurance, mutual recognition, relevance and governance of higher education programs/systems, international relations, and even access and mobility opportunities to higher education.
