The arts have long been associated with social transformation and peacebuilding. In conflict-affected settings, the arts can serve to raise awareness of the impacts of violence, enable distinctive expressions of culture, offer opportunities for intercultural collaboration, and embody affective and aesthetic means of engaging with trauma and healing. Conversely, the arts also have the potential to harm, when they are used in the name of propaganda, for example, or result in re-traumatizing victims of conflict in an aestheticization of experience. An emerging interdisciplinary field of arts and peacebuilding is researching the arts’ potential to restore capacities that might have been eclipsed by violence and long-standing oppression—that is, arts practice at the nexus of reconciliation, community development, and social justice. As the field grows, scholarship in peace studies, applied arts, conflict resolution, and peace education is contributing to a productive troubling of definitions of peace and is drawing attention to the role of affect, cultural diversity, and coloniality in such work. Future scholarship in which the arts are conceptualized beyond the instrumental benefits to their multiple legitimate purposes as a “way of knowing” will more appropriately capture the complexities, uncertainties, and paradoxes of imagining and building peace through the arts in diverse contexts. Key international projects continue to decolonize universalizing definitions and practices of the arts by documenting and investigating a range of aesthetic practices in peacebuilding. This work is being generated and disseminated broadly across disciplinary scholarly communities, government and nongovernment agencies, and professional networks of educators and artists. The nexus of arts and peacebuilding theory has much to offer the mobilization of new directions in peacebuilding practice and an integration of arts-based peace education.

Educational management is one of a trilogy of overlapping concepts, along with educational administration and educational leadership. These three concepts are related but nonetheless possess definitional differences depending on where the terms are applied.
The complexity of educational management as a concept is evidenced by its inclusion of related but subsidiary though important notions such as ethics, culture, and diversity within differing educational systems. The overall purpose of educational management is to effectively and efficiently create and maintain environments within educational institutions that promote, support, and sustain effective teaching and learning, but how those key objectives are set and the means by which they are attained may differ significantly depending upon education system or level and across educational cultures. In striving to accomplish these goals, educational managers, through thoughtful practical application of management principles, enlist and organize a society’s available resources to attain the educational goals that have been set by that society’s political leaders. As such, the various educational goals set by differing societies to which educational managers at all levels of the educational system must respond are by definition changeable along with changing socioeconomic conditions within a society and the disruption occasioned by the rapid development of digital technologies used as management tools. Educational management, while guiding planned change, must be responsive to unplanned, disruptive change created by rapid changes in both social structures and cultures as well as advances in digital technologies. This is where the element of educational leadership that directs and guides the entire process of educational management and administration takes on particular importance. Leadership includes both manager and teacher professional ethics and is expressed within a variety of theories of ethical leadership in education that respond to cultural imperatives in differing societies. Educational management must be responsive to both global and local changes due to technological developments that directly impact teaching and learning through changes in curriculum in terms of pedagogical and assessment practices. It is in how educational management as a discipline evolves to effectively meet the needs of educational systems contingent upon the challenges derived from technological, social, cultural, and economic changes sweeping the globe in the first decades of the 21st century that will determine the effectiveness and efficacy of management practices going forward. Effectively and innovatively managing change is the primary challenge facing educational management locally, regionally, and globally in the decades ahead.

Cultural diversity is a characteristic of plural societies, and the way that each society approaches that diversity determines whether or not the societies evolve or stagnate, whether cultural groups remain segregated or integrate, and whether social inequalities grow or if communities affirm the value of diversity and promote equality.
For this reason, it is important to analyze the cultural diversity management system that guides our interventions because the socioeducational methods and practices designed for any given plural context depends on them. Research refers to the assimilationist, multicultural, and intercultural cultural diversity management models, and the conclusion appears to be that the intercultural model is the framework that [best] accounts for an integrated and inclusive society.
Interculturalism requires the establishment of policies that champion equity, in order to achieve equality at the legal and social levels, and that promote genuine equality of opportunity. At the same time, it demands pedagogical practices based in civic education. An intercultural education should help us learn to live together and should educate people, to grow their knowledge, understanding, and respect for cultural diversity.
Intercultural education is a reflective, socioeducational practice focused on social and cultural transformation through equal rights, equity, and positive interaction between different cultures. Intercultural education is characterized by an acknowledgment of cultural diversity, a positive valuation of egalitarian relations, equal educational opportunities for all, and moving beyond racism and discrimination.
Fundamentally, intercultural education can be understood as an educational model that champions cultural diversity and the advantages it offers within an education context, such as the values of human rights and equality, and a rejection of cultural discrimination.

Japan’s two major national school reforms succeeded in helping transform the country from a premodern feudal society into a modern nation-state in the mid-19th century, and after World War II from a militarist society into a liberal democracy. Since then, there have been numerous reform initiatives. The key drivers of the reforms since the 1990s have been neoliberals, neoconservatives, progressive educationalists, and human rights advocates. Reflecting both struggle and collaboration among these groups, the reforms have been multidirectional and not necessarily consistent. The major reform directions identified are (a) decision-making becoming more decentralized, (b) educational offerings becoming more diverse and flexible, (c) the emergence of greater individual choice, (d) recognition of a widening gap among students and addressing equity and social justice, and (e) a greater role for outside-school providers. There is a significant degree of autonomy and discretion for actors in the middle (local governments, education boards, and schools) and teachers (both independently and collectively). They have utilized this in interpreting the national government’s directives, often avoiding direct challenges to the center.

While countries across the Asia-Pacific region have since the early 2000s been very forthright in acknowledging the international conventions and declarations that promote inclusive education, there still seems to be a substantial gap between policy and school expectations in most educational systems. Many of the less developed countries have adopted the terminology in the Education For All framework and applied this within their own education policies. Thus, country policies promote an “inclusive approach to education” that enable children with disabilities to attend a regular school. Some policies go further and state that this should be with appropriate differentiation and support. Unfortunately, this is where the strength of the shift in education seems to end for many of the Asia-Pacific countries. There appears to be an ongoing lack of understanding that inclusion means that not all students will achieve through the “same old” ways and that outcomes will need to be different. In other words, governments promote inclusion through policy, but at the same time continue to expect schools to help all students to achieve the same curriculum, pedagogy, and assessment as the way to equity.
Countries across the Asia-Pacific region, like elsewhere, vary enormously in their cultural diversity and in their ability to respond to inclusion. Models of teacher education, likewise, will vary and must be focused on what is contextually viable and culturally acceptable within each individual country. Cultural differences, beliefs, values, and understandings associated with inclusion and disability vary enormously across the Asia-Pacific region and are often firmly embedded within historical contexts. These invariably have strong impact on acceptance and in decision-making regarding what constitutes appropriate teacher preparation for working in more inclusive schools. Regardless of context, effective teacher education requires skilled teacher educators who have received full training in regard to inclusion and who are also aware of the needs of classroom teachers when asked to operate an inclusive classroom, within different cultural contexts, and the potential additional strains of large class sizes, and often limited resources. A variety of different models have been applied throughout the Asia-Pacific region to prepare teachers for inclusion with inconsistent outcomes.

In 2011, “student-centric, values-driven” was introduced by the Ministry of Education as the theme for educational reform and innovation in Singapore, with the goal of ensuring all children the opportunity to develop holistically and maximize their potential. To actualize this ambitious and encompassing vision, Singapore has developed the Framework for 21st Century Competencies and Student Outcomes. By instilling in students core values and competencies deemed crucial in the 21st century, the expectation is that they can each grow into a confident person, a self-directed learner, an active contributor, and a concerned citizen. To achieve these desired outcomes of education, Singapore has been striving to ensure what has been termed “the 4 Everys”: every school a good school; every child an engaged learner; every teacher a caring educator; every parent a supportive partner.
Since then, the priority of education in multicultural, multiracial, and multilingual Singapore has been diversity and multiple pathways to success, such that each individual child can reach his or her potential. Key to every good school is the quality of teachers and school leaders. Therefore, Singapore has developed a comprehensive and structured system in teacher/principal recruitment, deployment, preparation, and development. To make every school a good school, Singapore also invests heavily in education and resources schools for them to provide customized programs to satisfy the varied needs, interests, and talents of their students. To ensure that every child is an engaged learner, educational resources and extra learning support are provided to maximize educational opportunities. The curriculum is also constantly revamped to provide students with more opportunities for holistic development and support for their many capacities. For every teacher to emerge as a caring educator, teachers and school leaders are provided with a comprehensive and structured mentoring system to enable them to grow personally and professionally. To help every parent to be a supportive partner, efforts have been made to communicate with, engage, and educate parents via education materials, workshops, talks, and funds. In addition, there are close partnerships among schools, parents, and communities. Three principles guide Singapore’s education reforms: (a) maintaining a clear and progressive vision, (b) working both systemically and systematically, and (c) equitable leveling up. What binds the nation’s core principles of ensuring a progressive, long-haul vision of education is the unwavering belief that students sit at the center of all educational reform endeavors.

Special education has undergone continued transformation since societies began to provide an increasing number of specialized, segregated facilities for children with like needs during the 20th century. Since then, there has been a worldwide movement against a segregated approach and toward greater inclusion of students with disabilities into regular schools. The provision of a dual special education and regular school system, nevertheless, remains in existence, even though there has been a strong emphasis on a more inclusive approach since the latter half of the 20th century. As regular schools become more inclusive and teachers more capable of providing appropriate modifications for most students with learning needs, simultaneously there has been an increase in the number of students whose needs are so severe that schools have not been able to accommodate them. While these children and youth have special needs, they are invariably not related to an identified disability but fall more into a category of diversity. In particular, students who are excluded from schools due to severe infringements, those who are disenfranchised from school and refuse to attend, and those with severe emotional, behavioral, or mental health issues are not being serviced by the existing dual system. For these students neither existing special schools that cater to students with disabilities nor regular inclusive schools provide an appropriate education. The provision of a complementary and alternatively focused education to cater to the specific needs of these marginalized students seems to be developing to ensure sustainability of education and to prepare these new groups of students for inclusion into society upon leaving school. This tripartite approach highlights a new era in the movement toward a sustainable, inclusive education system that caters to the needs of all students and specifically those with the most challenging and diverse requirements.

In 1950, Erik Erickson introduced the concept of generativity in psychosocial development when referring to an individual’s desire to produce new knowledge that contributes to the guidance of the next generation. Nearly fifty years later, Epstein built on the term generativity in his research when referring to the generation of new or novel behavior in problem-solving. According to Epstein, generativity theory is a formal, predictive, empirically based theory of ongoing behavior in novel environments. Because it can be used to predict generative behavior and engineer new performances, it is also predictive of creativity and offers important contributions to the study of the transformative processes needed by teachers who desire to work effectively with students in culturally and linguistically complex classrooms. The evolution of theories of generativity can be traced from their use in studies of psychosocial development, to their use in studies of education, teacher education, and the preparation of teachers who work effectively in complex, 21st century classrooms. It should be noted that the theme that runs throughout the research literature on generativity over the last seventy years is a focus on using the term generativity theory to refer to a formal, predictive theory of creative behavior in individuals. When applied to education and the development of teachers to teach in culturally and linguistically complex classrooms, it is important to note that oftentimes teachers—many of whom have never worked with diverse student populations before—must develop the ability to translate their desire to teach into a conscious concern to serve the next generation—into a generative commitment to teach all students. They must make decisions to establish goals for generative behavior and then turn those decisions into generative actions and the creation of effective pedagogical solutions that meet the needs of their diverse students. One meaning of generative behavior is to generate things and people, to be creative, productive, and fruitful, to “give birth” to creative pedagogical problem-solving both figuratively and literally. The scholarship on generativity theory emphasizes the notion that generativity, unlike simple altruism or general prosocial behavior, involves the creation of a product or legacy. The qualities emphasized in generativity theory are the qualities needed by teachers who hope to be effective in their work with diverse populations. Generative behavior involves the conservation, restoration, preservation, cultivation, nurturance, or maintenance of that which is deemed worthy of such behavior, as in nurturing children and adapting traditions that link generations and assure continuity over time—through generative concern, action, and narration. Reflection is not enough. Rather, generative action that stems directly from teachers’ commitment, enhanced belief, and stimulated by concern, inner desire and cultural demand is needed. Generative action—which includes the behaviors of creating, maintaining, and offering to others—is the ultimate result of generativity. Narrations of generativity and the use of writing as a pedagogical tool for deep thinking are two means by which the complex relations among demand, desire, concern, belief, internalization, commitment, and action can be captured and analyzed.

The concept of the zone of proximal development (ZPD) emerged in the cultural-historical theory of Vygotsky as a result of the broader quest for a new psychology and forms of education in the post-revolutionary Soviet Union. The project of unprecedented socioeconomic transformations created a political demand for education that would build intellectual, physical, and moral capabilities of the new generation of young people. Cultural-historical psychology, at that point in time, emerged as a result of such a demand, investigating the development of psychological functions and the role of education and upbringing in mediating this process. This meant an advancement of the study of mental activity as embedded in social and cultural practices where any intellectual function appears, first, on the social plane and then on the psychological plane of the child. The concept of the ZPD was formed as a result of this genetic law of psychological development that laid a methodological foundation of the new psychology.
In terms of developing this foundation, Vygotsky was among the first psychologists to apply the principles of dialectics, searching for a fundamentally new approach to the analysis and explanation of psychological phenomena, especially their causal-dynamic nature. The concept of the ZPD is illustrative of Vygotsky’s dialectical method insofar as it represents the development of the child as a unity of contradictory relations between her actual level of development and the potential level that the child can achieve in collaboration with others. Initially, Vygotsky introduced the ZPD as a diagnostic principle of defining the child’s abilities to collaborate with others in order to determine the area of evolving and future intellectual functions, rather than evaluating the outcomes of the child’s past development. By prioritizing the role of collaboration in the development of intellectual functions, Vygotsky’s ZPD bridged the world of psychological development and the world of education.
The ZPD, from this perspective, opens up the internal relation between development and education, with the process of education leading the development of intellectual functions. Education creates opportunities for children to build their future capabilities, wakening up, as it were, those processes that could not be possible without their participation in intersubjective encounters or dialogical classroom events. The ZPD, in a pedagogical sense, is a social space of learning and communication in which children can build their consciousness, understandings, self-regulation, and agency. Yet, this is also a space where children’s differences and particularities are most visible. Depending on how diversity is recognized, the process of education can either stimulate or repress intellectual development.

Dual certification refers to a teaching license both for general primary and/or secondary education and special needs education simultaneously. This term is unique to the United States, where licensure policy has traditionally offered options for teacher candidates to earn an initial stand-alone license in either general or special needs education, and contrasts with initial teacher education policy patterns outside the United States, where teachers are not typically permitted to earn an initial license for special needs education alone. Various forms of dual certification have existed in the United States for many decades, but until recently they were not the norm. Contemporary teacher educators and policymakers in the United States have adopted and encouraged dual certification as a way of supporting the preparation of teachers for effective inclusive teaching. As a result, dual certification is viewed as a means of restructuring and expanding the entirety of the preservice, initial teacher education curriculum to become highly responsive both to the increasing diversity of students and to the wider range and more complex needs of students who struggle in school, among them students with special needs.
Because dual certification addresses the vital question of how best to prepare initial teachers for inclusive teaching, its fundamental, underlying concerns transcend specific national structural or policy issues regarding licensure. Instead, dual certification reflects a focus on the content of initial teacher preparation writ large regarding what kinds of redesigned, reconceptualized clinical, course, and curricular experiences might be most effective in preparing teachers for high-quality inclusive teaching practice. Dual certification calls into question the nature of teacher expertise, challenging basic beliefs about where the responsibility of general education teachers ends and where that of special needs education teachers begins. In this way, dual certification can be viewed as a specific national policy vehicle that addresses common international concerns for developing appropriate preservice curricula that are responsive to the demands of inclusive educational practice. Implementing dual certification is not without its challenges, however, as reflected in some of the early and ongoing attempts at implementation. Therefore, it is critical both to anticipate potential pitfalls as well as to identify potential solutions that are appropriate to the fundamental purposes of preparing teachers for inclusive practice.

The majority of European countries consider themselves as monolingual nation-states. Some exceptions are countries composed of different linguistic territories, such as Belgium and Switzerland. Another form of exception is countries where certain territories are inhabited by linguistic minorities who are granted particular linguistic rights. Monolingualism with exceptions for special constellations or cases is therefore considered the “linguistic normality” in European nations. This understanding of normality is also reflected in the nations’ public institutions and is particularly pronounced in the national education systems.
The linguistic reality in Europe, however, contrasts with this notion of normality. Since time immemorial, the regions that have become European nation-states have been characterized by linguistic diversity, not only across but also within their boundaries. Since the second half of the 20th century, however, the number of languages that are vital and used daily has considerably increased. The most important driver of this development is international migration. Some European countries—Germany in particular—belong to the most attractive immigration destinations of the world. Despite of this reality, European national education systems largely persist in their monolingual mindset—or in other words: in a monolingual habitus.
This ambiguity can be amply illustrated by the example of the German education system. Education research shows that it belongs to the causes of educational disadvantage for children from immigrant families. This is precisely why innovation initiatives have been launched to mitigate the risks to teaching and learning associated with multilingualism, while making the best use of the resources offered by linguistic diversity to all children—be they growing up in monolingual or multilingual families.

The global expansion of higher education since the last quarter of the 20th century reflects political and socioeconomic developments, including opening up economic opportunities and addressing neoliberal agendas such as corporatization, digitization, individualization, and marketization. This process of the so-called massification of higher education has also been called academic capitalism, whereby business models predominate what was once considered a public good and a form of liberal arts education. These transformations have implications for questions of equal opportunity and social justice in regard to gender and sexuality linked to diversity, race, and social class, or intersectionality. Transformations include involvement and participation for students, academics, faculty, and researchers. From a feminist perspective, the various transformations have not increased equality or equity but have instead reinforced notions of male power, misogyny and patriarchy, and social class and privilege, despite the massive increase in involvement of women as students and academics through policies of widening access or participation. The new models of global higher education exacerbate rather than erode inequalities of power and prestige between regions, institutions, and gendered, classed, and raced individuals.

Differentiated instruction encompasses a wide range of responsive pedagogies, including individualized types and levels of curricula, teaching methods, materials, and assessment strategies. It has at its roots the impetus for effective inclusive schooling, providing supports directly within general education classrooms for students with the full range of exceptionalities (both significant disabilities and giftedness) and other diverse educational characteristics such as cultural and linguistic background and socioeconomic status. To effectively include students with higher levels of need, comparable levels of supports follow the student from the special education setting to the general education classroom. This enriched level of support in the general education classroom benefits not only students with disabilities, but the class as a whole.
The legal and ethical bases for inclusive schooling are connected with various civil rights movements (including race, disability, culture and language, gender); it can be viewed as a response to segregated schooling (and denial of schooling altogether). Schools frequently remove students when traditional educational programs fail, adding on separate programs rather than rectifying the existing system. Such special programs have been routinely promulgated without substantial evidence of their effectiveness over supportive general education classrooms (either for segregated students or for their unlabeled general education peers).
Important aspects of differentiated instruction and inclusive schooling include multilevel instruction; authentic and culturally responsive curricula, methods, and assessment; universal design for learning; assistive and instructional technologies; positive behavioral supports; and a collaborative team approach to instructional decision-making and delivery.
Differentiated instruction and effective inclusive schooling are vital for equitable access to educational opportunities, bringing more responsive curricula, methods, and perspectives to increasingly diverse classrooms and schools.
