Multilateral diplomacy is the management of international relations by negotiations among three or more states through diplomatic or governmental representatives, but it can also be engaged in by representatives of non-state actors. Multilateral negotiation is characterized by multi-parties, multi-issues, multi-roles, and multi-values. The level of complexity is far greater than in bilateral diplomacy as is the level of skill needed to manage that complexity. It can be based on multilateralism, or have multilateralism as a goal, but it can also be pursued by those who do not. Multilateralism can be defined as global governance of the many, and a major principle is the opposition to bilateral discriminatory arrangements. Classic diplomatic studies focused on bilateral diplomacy. However, the growth of international organizations in the 20th century increased interest in multilateral diplomacy, which has developed since its origins in 1648. Increasing attention has been paid to the role of non-state actors and new forms of diplomacy affected by globalization and the digitization of information. In the 21st century, multilateral diplomacy faces unique challenges and calls for reform of international organizations and global governance.

Muslim Views of the Polity: Citizenry, Authority, Territoriality, and Sovereignty

Muslim views on the polity represent the paradigmatic understandings of how Muslims relate citizenry, authority, territoriality, and sovereignty to the overarching influence of the Western nation-state system. For instance, the meaning of citizenry in the modern state system was adopted by several Muslim societies during the decolonization period. Faith or submission to the will of God was the main criterion to become part of the group (usually referred to as the ummah). However, orientalists regarded ummah as a synonym for tribe, while Arab linguists insisted on a religious connotation. Authority, on the other hand, is ultimately enshrined in the personhood of the Prophet who is the spiritual leader, executor, legislator, and judicial interpreter of God’s message. Since in reality the Prophet is no longer existing, leadership is bestowed on the subsequent followers, and sometimes the ummah may possess leadership status through a social contract between the ruler and the ruled. The manifestation of operationalized authority needs a political space, domain, or place, which is attainable via the notion of territoriality. This is loosely conceptualized as an ummah that has geographical aspects, cultural traits, and a lingua franca. In the 8th century, jurists divided Muslim territoriality into two analytical terms, the abode of Islam (dar al-Islam) and the abode of war/the enemy (dar al-Harb), while the Shia version of abodes rests in the Qur’anic dichotomy of “oppressed–oppressor.” The last concept pertains to sovereignty (hakimiyyah), commonly understood as “the will of God” and advanced by Islamists in the 20th century. In medieval times, it was understood as the promotion of public welfare envisaged in Shari’ah, while in modern times, Islamic modernists argued that Islamists wrongfully understood sovereignty and that the root word used in the Qur’an meant “to govern.” Nowadays, the assertion that symbolizes God’s sovereignty can be found in some modern Muslim states.

Neutrality Studies

The study of neutrality, as an academic subject in the fields of history and the social sciences, is concerned with the politics, laws, ethics, economics, norms, and other social aspects of states and international actors that attempt to maintain friendly or impartial relations with other states who are—or might become—parties to international conflict. In this regard, neutrality studies is a subject of international politics in its broadest sense, encompassing international law and international relations. It is an open space that has been explored through various academic lenses, including (but not limited to) realism, liberalism, constructivism, and poststructuralism. Most neutrality research in the early 21st century is focused on particular periods or forms of neutrality. To discuss this topic, it is helpful to distinguish two levels of analysis. First, there is historical research that describes the observable phenomenon of neutral behavior and its related effects, in other words, specific instances when countries (or actors) remained neutral. This is mostly the domain of historians. The second level is the moral, legal, political, and ideational assessment of neutral situations, which are theoretical discussions that treat issues (including but not limited to) the underlying reasons and the larger impact of neutrality on specific conflict dynamics, security systems, identities, and norms. Ideological debates often occur on this level since theoretical assessments of neutrality depend heavily on the subjective framing of the conflicts they accompany.

Normative Debates and Policy Responses in Climate Change Politics

Climate change politics refers to attempts to define climate change as a physical phenomenon as well as to delineate current and predict future effects on the environment and broader implications for human affairs as a foundation for political action. Defining the causes, scale, time frame, and consequences of climate change is critical to determining the political response. Given the high stakes involved in both the consequences of climate change and the distributive implications of policies to address climate change, climate change politics has been and remains highly contentious both within countries and across countries.
Climate politics presents difficulties for study given its interdisciplinary nature and the scientific complexities involved in climate change. The international relations literature surrounding climate politics has also evolved and grown substantially since the mid-2000s. Efforts to address the consequences of climate change have evoked controversial ethical and distributive justice questions that have produced an important normative literature. These debates increasingly inform the ongoing negotiations surrounding responsibility for the problem of climate change and the policies required to address climate change. There is also a larger debate regarding the complex linkages between climate change and broader ecological as well as economic and political consequences of both the effects of climate change and policies designed to reduce greenhouse gas emissions or remove them from the atmosphere. As we enter the 2020s, a new debate has emerged related to the implications of the posited transition to the Anthropocene Epoch and the future of climate politics. Normative and policy debates surrounding climate change politics remain contentious without a clear path to meaningful political action.

Climate politics presents difficulties for study given its interdisciplinary nature and the scientific complexities involved in climate change. Climate change politics emerged in the mid- to late 1980s, as climate science became more accessible to policymakers and the public. However, scholarship on international climate politics was relatively slow to develop. Prior to 2008, major publications on international relations (except for policy journals) only lightly touched upon climate politics. Climate change was frequently referenced in articles on a range of topics, but it was not the primary focus of analysis. Since 2008 there has been a dramatic increase in literature focusing on climate change. The possibility of massive economic, political, and ecological dislocation from the consequences of climate change as well as from policies to address the problem have resulted in an extensive literature. Scholars have addressed aspects of climate politics from every paradigm within international relations, as well as drawing on research from numerous related disciplines. The international relations theories that shaped the scholarship on climate politics provide the foundation for understanding the ongoing normative debates surrounding domestic and international policies to address climate change.

Paradiplomacy

Transformation processes in the international arena have led to giving greater importance to transnational affairs, as well as greater recognition of nonstate actors and their influence on world politics. In this context, the concept of paradiplomacy was introduced to analyze the participation of local and regional governments in international relations (IR). Paradiplomacy is increasingly a subject of IR scholars’ studies. These have helped to systematize and to make visible the behavior of local and regional authorities, especially their contribution to international relations. During this process, a greater conceptualization of the term has also been constructed, overcoming the case studies and shaping an emerging formal field of research. Paradiplomacy is gaining momentum in terms of its diffusion to the extent that ideas and recommendations cross borders and spread through the academic communities through congresses, seminars, publications, and/or technical meetings. Nevertheless, the paradiplomacy research agenda may still be considered an incipient theoretical research agenda. Although important efforts have been recognized for the delimitation and conceptual systematization, it is timely to deepen the analysis at global and regional scales.

The Past, Present, and Future of China–Latin America Relations

The theme of China’s relations with Latin America and the Caribbean (LAC) may be analyzed across three distinct phases. The first is 1949–1978, which entailed the efforts of the Chinese Communist Party (CCP) to reach out economically to LAC in its pursuit of raw material inputs; the CCP also made political gestures toward leftist parties in countries like Argentina, Brazil, Chile, and Mexico; and there was considerable sociocultural interaction between the two. The second phase spans 1979–2000, which encompasses the first 2 decades of economic opening and structural reform in China. The LAC scenario during this time was one of economic volatility as well as a transition to democracy in a majority of countries. Economically, LAC’s debt-riddled “lost decade” of the 1980s gave way to the Washington Consensus in 1990, based on policies of liberalization, privatization, and deregulation. Similar to China’s reform thrust, LAC policymakers sought to incorporate the market more assertively into their respective economies. A third phase began in the wake of China’s 2001 accession to the World Trade Organization (WTO). As China gained market access to the entire WTO membership, its demand exploded for those raw materials needed to ratchet-up the country’s export-led manufacturing strategy to produce more sophisticated and higher value-added products. Within this third phase, the main highlights of China–LAC relations in the 21st century included the following: positive economic shocks and aftershocks; China’s public diplomacy and foreign policy toward LAC; China–LAC “Strategic Partnerships;” and the so-called triangle with the United States. The article concludes with a final tally on LAC progress vis-à-vis closer economic integration with China since the turn of the new millennium.

The Politics of Digital (Human) Rights

Basic human rights, like freedom of expression, freedom of the press, and privacy, are being radically transformed by new technologies. The manifestation of these rights in online spaces is known as “digital rights,” which can be impeded or empowered through the design, governance, and litigation of emerging technologies. Design defines how people encounter the digital world. Some design choices can exploit the right to privacy by commodifying attention through tactics that keep users addicted to maximize profitability; similar design mechanisms and vulnerabilities have facilitated the abuse of journalists and human rights advocates across the globe. But design can also empower human rights, providing novel tools of resistance, accountability, and accessibility, as well as the inclusion of previously underserved voices in the development process. The new capabilities offered by these technologies often transcend political boundaries, presenting complex challenges for meaningful governance and regulation. To address these challenges, collaborations like the Internet Governance Forum and NETmundial have brought together stakeholders from governments, nonprofits, industry, and academia, with efforts to address digital rights like universal internet access. Concurrently, economic forces and international trade negotiations can have substantial impacts on digital rights, with attempts to enforce steeper restrictions on intellectual property. Private actors have also fought to ensure their digital rights through litigation. In Europe, landmark cases have reshaped the international management of data and privacy. In India, indefinite shutdowns of the internet by the government were found to be unconstitutional, establishing online accessibility as a fundamental human right, intimately tied with the right to assembly. And in Africa, litigation has helped ensure freedom of speech and of the press, rights that may affect more individualsas digital technologies continue to shape media. These three spheres—design, diplomacy, and law—illustrate the complexity and ongoing debate to define, protect, and communicate digital rights.

The Politics of Regional Integration in Africa

On the African continent, a commitment to Pan-African unity and multilateral organization exists next to a postcolonial society whose 54 Westphalian states interpret the commitment to unity and integration to different degrees. The tension between a long-term Pan-African vision for a unified continent that prospers and is economically self-empowered, and the national concerns of governing state-centered elites with immediate domestic security and political and economic interests, lies at the heart of the politics surrounding African integration and affects both the continent and its regions. The politics of integration demand that a patchwork of regionalisms be consolidated; states give up on multiple memberships; and designated regional economic communities (RECs) take the lead on integration or subordinate themselves to the strategy and complement the institutions of the African Union (AU). In the interest of widening the social base of regional organization, politics needs to recognize and give status to informal regional actors engaged in bottom-up regionalism. Of issue in the politics of integration and regionalism are themes of norm adaptation, norm implementation, intergovernmentalism and supra-nationality, democracy, and authoritarianism.

Process Tracing Methods and International Studies

Process tracing (PT) is a case study method that enables scholars to study how causal processes (also known as causal mechanisms) play out in real-world cases. Despite the increasing popularity of the method in international studies, there is still considerable disagreement among scholars about how to understand the process actually being traced and how these processes can be studied empirically. This article tries to bring clarity to these disagreements by arguing that there is not one correct variant of PT, but instead several distinct variants of PT methods that differ based on the positions scholars take on what is being traced and how it can be traced. First, some scholars work with simple, abstract (minimalist) process theories, whereas others disaggregate process theories into parts composed of actors engaging in activities. Second, some scholars contend that inferences that assess the difference that a process makes for outcomes can only be made through controlled comparisons of cases. Others posit that we should study processes through the empirical traces left by their operation within cases. Finally, there are scholars who contend that causal processes in international studies involve social actors, meaning that more interpretive methods should be combined with more traditional PT. The article illustrates how different variants of PT have been used in published work within international studies, followed by a discussion of key challenges with using PT methods.

Public Diplomacy

Public diplomacy is a subfield of political science and international relations that involves study of the process and practice by which nation-states and other international actors engage global publics to serve their interests. It developed during the Cold War as an outgrowth of the rise of mass media and public opinion drivers in foreign policy management. The United States, in a bipolar ideological struggle with the Soviet Union, recognized that gaining public support for policy goals among foreign populations worked better at times through direct engagement than traditional, often closed-door, government-to-government contact. Public diplomacy is still not a defined academic field with an underlying theory, although its proximity to the originator of soft power, Joseph Nye, places it closer to the neoliberal school that emphasizes multilateral pluralistic approaches in international relations. The term is a normative replacement for the more pejorative-laden propaganda, centralizes the role of the civilian in international relations to elevate public engagement above the level of manipulation associated with government or corporate propaganda. Building mutual understanding among the actors involved is the value commonly associated with public diplomacy outcomes of an exchange or cultural nature, along with information activities that prioritize the foreign policy goals and national interests of a particular state. In the mid-20th century, public diplomacy’s emphasis was less scholarly and more practical—to influence foreign opinion in competition with nation-state rivals. In the post-Cold War period, the United States in particular pursued market democracy expansion in the newly industrializing countries of the East. Soft power, the negative and positive attraction that flows from an international actor’s culture and behavior, became the favored term associated with public diplomacy. After 9/11, messaging and making a case for one’s agenda to win the hearts and minds of a Muslim-majority public became predominant against the backdrop of a U.S.-led global war on terrorism and two active interventions in Afghanistan and Iraq. Public diplomacy was utilized in one-way communication campaigns such as the Shared Values Initiative of the U.S. Department of State, which backfired when its target-country audiences rejected the embedded messages as self-serving propaganda. In the 21st century, global civil society and its enemies are on the level of any diplomat or culture minister in matters of public diplomacy. Narrative competition in a digital and networked era is much deeper, broader, and adversarial while the mainstream news media, which formerly set how and what we think about, no longer holds dominance over national and international narratives. Interstate competition has shifted to competition from nonstate actors who use social media as a form of information and influence warfare in international relations. As disparate scholars and practitioners continue to acknowledge public diplomacy approaches, the research agenda will remain case-driven, corporate-centric (with the infusion of public relations), less theoretical, and more global than its Anglo-American roots.

Regional Organizations and Conflict Management in Africa: The Case of the Intergovernmental Authority on Development (IGAD) in the Horn of Africa Region

The Horn of Africa (HoA) is one of the most conflict-ridden and insecure regions in the world. The regional organization—specifically, the Intergovernmental Authority on Development (IGAD)—has emerged as one of the most important actors in seeking solutions to the conflicts. The normative and legal foundation for regional organizations to get involved in managing regional conflicts is Chapter VIII of the UN Charter. In this regard, the Economic Community of West African States and the Southern Africa Development Community, among others, have engaged in mediating regional conflicts. The advantages of having regional organizations managing regional conflicts include that they can mobilize faster due to being near the conflict, they have a better grasp of the issues, and they are motivated to take action because they potentially have to live with the consequences of the conflicts. In the case of the HoA, while the IGAD has successfully intervened (to the extent that peace agreements have been concluded) in Sudan, Somalia, and South Sudan conflicts, the intervention processes were ad hoc. At the same time, the organization did not intervene in other regional disputes such as the Ethiopia–Eritrea border dispute, Kenya–Somalia maritime boundary dispute, and the Lord’s Resistance Army insurgency in northern Uganda, among others, mainly for the reason of protecting member states’ national interests. In 2012, IGAD decided to establish a mediation support unit (MSU) as part of the organization’s peace and security architecture to systematically conduct conflict mediation, whenever the need arises. The IGAD MSU has established a roster of regional mediators and crafted strategic guidelines for mediation, among others. Nevertheless, it has faced a number of challenges including thin staffing levels and dependence on external funding. Moreover, IGAD as an organization has in some instances been altogether ignored as a mediator, and it generally lacks a mechanism to enforce its will. In the end, the organization occasionally continues to be called upon to intervene in regional conflicts notwithstanding the highlighted challenges.

Regional Organizations in Southeast Asia

Research on regional organizations in Southeast Asia began to form during the Second World War. Although not always explicit, realist assumptions informed most of this early scholarship. From the organization’s foundation in 1967 until the end of the Cold War, research focused almost exclusively on the Association of Southeast Asian Nations (ASEAN). In the 1990s, new regional initiatives led to a broadened empirical scope and encouraged the adoption of new perspectives from broader debates in International Relations theory, such as liberalism and constructivism. However, this increasing pluralism was still highly Western-centric in terms of its theoretical underpinnings. Since the 2000s, there has been a conscious effort, driven by scholars from inside and outside the region, to draw on critical and indigenous traditions of political thought in accounting for the distinctive features of regionalism in Southeast Asia. Despite the diversity of research questions and approaches, researchers keep returning to three central, long-standing themes: ASEAN’s institutional features, its effects and relevance, and its relation to the broader regional and global context. By exploring these issues, scholars of regional organizations in Southeast Asia have not just passively adopted insights from broader International Relations research but also driven conceptual and theoretical innovation, most notably regarding the development of non-Western approaches in International Relations.

Reimagining Africa: A Continent in Transition and Its Implications for World Order

Africa has made significant progress at home and on the world stage that belies its image as the backwater of the global system. Far from being marginalized, African states have exercised their agency in the international system through an extensive mechanism of institutionalized diplomacy—anchored on the African Union (AU)—that they have forged over several decades of collective action. Changes are taking place in 21st-century Africa as a result of these collective efforts. Socioeconomic data from the African Development Bank, the United Nations Economic Commission for Africa, the United Nations, and the World Bank, indicate the economic, political, and demographic forces that are remaking Africa. Finally, the changes in Africa have implications for the evolving world order. Objective conditions warrant a reimagining of Africa as an agent in the international system, rather than as a passive victim of a predatory, anarchical order. Current challenges facing the post-war liberal international order make such reimagination imperative.

Revolutionary Diplomacy

Revolutionary diplomacy presents an uneasy coupling of two slippery terms. Revolutions are said to disrupt, replace, and transform particular social orders, but the term revolution can be applied more broadly to almost any sort of change and the changes are carried out. Diplomacy is said to maintain the separateness of different social orders peacefully, while keeping them in touch with one another, but it can be used to describe a way of conducting all kinds of human relations. Spokespersons for both, in their narrower uses, have declared the other to be its enemy—diplomacy as a servant of the status quo, revolution as the servant of international disorder. This estrangement is reflected in the research and literature on revolutionary diplomacy in three ways. First, there is not much of it. Second, in the pairing between the two themes, researchers, following practitioners, are typically more interested in one side or the other, in revolution or diplomacy, and the junior partner receives little attention. Third, even in the literature that considers revolutionary diplomacy directly, the focus often shifts to other things: for example, the foreign policy problems posed by rogue states; the techniques of public diplomacy; or how to deal with terrorists and hostage-takers. Nonetheless, revolutionaries and established powers talk to each other and, in doing so, find themselves engaging in revolutionary diplomacy. The literature identifies several patterns in revolutionary diplomacy by tracking the practice, scope, and trajectory of revolutions themselves: for example, national revolutionary diplomacy directed at creating a place for a new actor in the established order of things; international revolutionary diplomacy directed at subverting and overturning the established order of things; and counter-revolutionary diplomacy directed at responding to and managing both types of challenges. In addition, however, the literature has developed its own themes, for example, identifying how revolutionary states are socialized into conformity with established state practices; and identifying how even subsumed revolutions leave markers and traces that change the way international relations are conducted. In so doing, the literature has become increasingly drawn into broader discussions of revolution, stability, and change rooted in historiography and philosophy but accelerated by sociological and linguistic inquiry into the relationship between communication and technology. Its focus is less on the diplomatic consequences of revolutions, seen as discrete, bounded historical events, with beginnings and ends, and more on the idea of the diplomacy of permanent revolution—the management of international and human relations in an era of constant and accelerating change—and the idea of the revolution of permanent diplomacy, which suggests that the legal, political, economic, cultural, and other dimensions of the way human beings relate to one another are increasingly governed by diplomatic assumptions about how the world works, what is to be valued in it, and how to succeed in such a world.

Rogue State Behavior

“Outcasts,” “pariah states,” “outlaw states,” “rogue states,” “terrorist sponsor states,” “states of concern,” “axis of evil”. … Throughout the history of the discipline of international relations, these terms have been used to describe a small group of states that have been marginalized by the international community due to their aggressive behavior. The concept of rogue states is by no means new. Historically, rogue entities included countries like Russia, during the Bolshevik era, and South Africa during the Cold War. Since the end of the Cold War, the international community has become much more concerned about the threat of rogue states. The reason for that relates to the combined effect of transnational terrorism and the proliferation of weapons of mass destruction.
In their simplest form, “rogue states” can be defined as aggressive states that seek to upset the balance of power of the international system either by acquiring weapons of mass destruction or by sponsoring international terrorism. However, this definition is problematic because the international community has consistently misapplied the criteria designating a rogue state and, in many cases, has effectively elevated the threat originating from these countries. Therefore, the existing literature has devoted significant attention to answering the following questions: How is a “rogue state” defined? How did the concept of “rogue states” evolve over time? How can the threat of “rogue states” be dealt with? The related literature focuses on a broad range of issues, from the objectivity of the designation to the efficacy of countermeasures against these states. It includes authors who write from realist, liberalist, critical, rationalist, culturalist, structuralist, and postcolonial perspectives, among others.
Perhaps the most important aspect of the concept of “rogue states” relates to the fact that the United States labeled them as one of the most important threats to the stability of the international system. For the United States, “rogue states” replaced the threat of the Soviet Union, as evidenced by the transformation of U.S. national security policy following the demise of its former rival. However, unlike the Soviet Union, in the perception of the United States, “rogue states” were undeterrable and difficult to bargain with. Moreover, the United States argued that “rogue states” held a fundamentally different vision of the international community. Countries like Iraq, Iran, North Korea, Syria, and Libya became the epicenter of the U.S. national security strategy. However, the United States continues to define “rogue states” based on their external characteristics, and this has contributed to the adoption of largely inconsistent policies that exacerbated their threat. Therefore, the contemporary use of the “rogue state” label is essentially an American creation, a way for the United States to reassess the post–Cold War security environment and structure its foreign and national security policies. Most of the international community has avoided adopting this narrative and the policies that it justified.

Small States

Scholarship in international studies has usually tended to focus on the great powers. Yet, studying small state behavior can in fact reveal deep-seated structural changes in the international system and provide significant insights into the management of power asymmetries. Overcoming the methodological limitations of gigantism in scholarship and case study selection is another epistemological benefit. Rather than conventional assumptions of weaknesses and vulnerabilities, research on small states has moved in fascinating directions toward exploring the various strategies and power capabilities that small states must use to manage their relationships with great powers. This means, even in some cases, attempts to forcibly shape their external environments through military instruments not usually associated with the category of small states. Clearly, small states are not necessarily hapless or passive. Even in terms of power capabilities that often define their weaknesses, some small states have in fact adroitly deployed niche hard power military capabilities and soft power assets as part of their playbook. These small states have projected influence in ways that belie their size constraints. Shared philosophies and mutual learning processes tend to underpin small state strategies seeking to maximize whatever influence and power they have. These include forming coalitions, principled support for international institutions, and harnessing globalization to promote their development and security interests. As globalization has supercharged the rapid economic development of some small states, the vicissitudes that come with interdependence have also injected a new understanding of vulnerability beyond that of simply military conflict. To further complicate the security environment, strategic competition between the major powers inevitably impacts on small states. The return of conventional interstate war to Europe with Russia’s full-fledged invasion of Ukraine in 2022 serves up a stark reminder of small states’ perennial concerns that “might makes right” in international relations. How small states boost their “relevance” vis-à-vis the great powers has broader implications for questions that have animated the academy, such as power transitions and the Thucydides Trap in the international system. While exogenous systemic variables no doubt remain the focus of analysis, emerging research shows how endogenous variables such as elite perceptions, geostrategic locations, and availability of military and economic resources can play a key role in determining the choices small states make.

During the first decade of the 21st century, the international system underwent a process of transformation in which emerging actors gained prominence, promoting a new stage that enabled the resurgence of South–South cooperation (SSC). The field of international relations approached this phenomenon mainly through studies of international development cooperation, but also from a foreign policy analysis approach. Although at the beginning of the century attention was focused especially on emerging countries like China, India, Brazil, and South Africa, among others, the consolidation of SSC between middle-income countries, particularly in Latin America, gave rise to a broad debate on the distinct identities of the Southern partners. Considering the substantial literature produced, and emphasizing a perspective rooted in Latin America, SSC is analyzed with the goals of contributing to understand SSC from its conceptual formulation, link SSC to foreign policy considerations, and, finally, understand how SSC has affected the International Development Cooperation System.

Sports Diplomacy: History, Theory, and Practice

Sports diplomacy is a new term that describes an old practice: the unique power of sport to bring people, nations, and communities closer together via a shared love of physical pursuits. This “power”—to bring strangers closer together, advance foreign policy goals or augment sport for development initiatives—remains elusive because of a lack of a robust theoretical framework. Four distinct theoretical frameworks are, however, beginning to emerge: traditional sports diplomacy, new sports diplomacy, sport-as-diplomacy, and sports antidiplomacy. As a result of these new frameworks, the complex landscape where sport, politics, and diplomacy overlap become clearer, as do the pitfalls of using sport as a tool for overcoming and mediating separation between people, nonstate actors, and states.
The power of sport has never been more important. So far, the 21st century has been dominated by disintegration, introspection, and the retreat of the nation-state from the globalization agenda. In such an environment, scholars, students, and practitioners of international relations are beginning to rethink how sport might be used to tackle climate change, gender inequality, and the United Nations Sustainable Development Goals, for example. To boost these integrative, positive efforts is to focus on the means as well as the ends, that is, the diplomacy, plural networks, and processes involved in the role sport can play in tackling the monumental traditional and human security challenges of our time.

State Responsibility in International Politics

State responsibility can be examined from the moral, legal, and political perspectives. Historically, state responsibility was the subject of extensive work by the International Law Commission, which was carried out over 40 years (1956–2001). While the Commission’s work was terminated in 2001 with no binding conventions or treaties resulting from it, many of its final articles have become references in international and domestic tribunals. However, the Commission was unable to establish obligatory arbitration between states, to agree on penalties for international crimes, or to establish any formal legal structure with which to oversee legal state responsibility.
Differences between domestic jurisdiction and international jurisdiction limit definitive, formal legal state responsibility. The United Nations, the International Court of Justice (ICJ), and the International Criminal Court (ICC) all deal with state responsibility, but all reflect, to different extents the role of international politics in state responsibility. The permanent members of the UN Security Council have veto power. All United Nations member states are members of the ICJ. However, only 74 of them recognize the compulsory jurisdiction of the ICJ and the ICC tries individuals, not states.
The use of “illegal but legitimate” to justify military intervention in the Balkans was an example of how states creatively avoid following the legal limits of their responsibility. The decision of the ICJ in the Nicaragua v. United States case also showed the importance of the role of politics in a judicial process and the difficulties of defining the limits of a state’s responsibilities.
The very question of state responsibility in international politics reflects the importance of states and interstate international politics. States are the primary subjects of international law. However, issues such as climate change and the environment go beyond mere state responsibility and push the boundaries of the statist paradigm to larger global responsibilities erga omnes as well as actors above and below the state levels.
