China’s Belt and Road Initiative: Debates, Impacts, and Trends

President Xi Jinping announced the Belt and Road Initiative (BRI一带一路) in 2013. The BRI, which will pass through over 60 countries in Asia, Europe, Middle East, and Africa, aims at improving and creating new trading routes and investment opportunities. It consists of the Silk Road Economic Belt (SREB) and the Maritime Silk Road Initiative (MSRI), and is a continuation of China’s “opening up” policy. It comprises six overland and one maritime economic cooperation corridors, supporting the expansion of Chinese enterprises abroad to facilitate industrial upgrading at home, paving the way for Chinese outward foreign direct investment (OFDI) and trade abroad, and advancing the internationalization of the Chinese currency. In addition, the project is welcomed by recipient countries due to their need for infrastructure investment. China remains the biggest player in the initiation and implementation of BRI projects. As such, the impact of Chinese projects on the economic, political, cultural, and environmental fabric of host countries will likely be dramatic, especially since many BRI projects are large-scale infrastructure projects that cut across different regions and states. The COVID-19 pandemic further implicated the progress of BRI projects in these areas.

Migration Cooperation Between Africa and Europe: Understanding the Role of Incentives

The issue of mass migration and north–south relations are increasingly becoming complicated in international relations. In the case of the interactions between Africa and Europe, irregular migration has become a major problem that is also breeding new forms of relations between the two continents. Migration into Europe through the western Mediterranean corridor from Morocco into Spain is a central part in the development of this new relationship. In these changing relations, it is important to ask how the security concerns of mass irregular migration, the emergence of diverse efforts to manage mass migration, and the forms of collaborations that have emerged between the European Union and Spain on the one hand and Morocco on the other hand have had an impact on overall south–north human flows. In particular, this line of inquiry focuses on the way incentives (aid-based, diplomatic, legitimation, etc.) are deployed by Spain and the European Union to ensure that Morocco prevents irregular migrants from crossing into Europe. Overall, it is important to address two kinds of questions relating to the security issues in mass migration and the forms and nature of international collaborations to manage mass migration from Africa to Europe. The intersection of security issues with pragmatic collaboration in international relations is critical to examine. In terms of security, mass irregular migration is tied to human, cultural, and state security concerns. In terms of the management of migration, the various forms of incentives, mainly development assistance and diplomatic support, are used to get Morocco to enforce stringent anti-immigration practices. However, the system of incentives created by actors in the north also creates a form of mutual dependency between Morocco and Europe in a way that enhances the agency of Morocco in its relationship with Spain and the European Union as a whole.

Mill’s Method of Agreement and Method of Difference as Methods of Analysis in International Relations

John Stuart Mill’s Method of Agreement and Method of Difference have been well known both in international relations (IR) scholarship and methods discussions. Despite numerous methodological innovations since the publication of Mill’s A System of Logic in 1843, the persuasive logic and intuitive appeal of the Method of Agreement and the Method of Difference have allowed them to remain a staple in IR scholarship. The utility of Mill’s methods, however, has not gone unquestioned. Claims persist that the two methods are not suitable for social science research because their requirements are too demanding. Sustained criticism of Mill’s methods requires a sober look at their promise and potential to facilitate causal inference. Cautionary notes necessitate awareness of the logic of Mill’s comparative methods, their underlying assumptions, and remedies for potential pitfalls and weaknesses. Three underlying assumptions are associated with Mill’s methods—determinism, the inclusion of all causally relevant causes, and the independence of cases. Three core criticisms have been leveled at Mill’s methods: the inability to deal with equifinality, the narrow focus on single causes, and the purported incompatibility with observational research. Causal inference in observational settings can be strengthened by dealing with interaction effects, by specifying causal connections as correlational or set-relational, by supplementing the use of Mill’s methods with within-case procedures like process tracing, and by using qualitative comparative analysis (QCA) as a similar yet more complete comparative method.

The Past, Present, and Future of China–Latin America Relations

The theme of China’s relations with Latin America and the Caribbean (LAC) may be analyzed across three distinct phases. The first is 1949–1978, which entailed the efforts of the Chinese Communist Party (CCP) to reach out economically to LAC in its pursuit of raw material inputs; the CCP also made political gestures toward leftist parties in countries like Argentina, Brazil, Chile, and Mexico; and there was considerable sociocultural interaction between the two. The second phase spans 1979–2000, which encompasses the first 2 decades of economic opening and structural reform in China. The LAC scenario during this time was one of economic volatility as well as a transition to democracy in a majority of countries. Economically, LAC’s debt-riddled “lost decade” of the 1980s gave way to the Washington Consensus in 1990, based on policies of liberalization, privatization, and deregulation. Similar to China’s reform thrust, LAC policymakers sought to incorporate the market more assertively into their respective economies. A third phase began in the wake of China’s 2001 accession to the World Trade Organization (WTO). As China gained market access to the entire WTO membership, its demand exploded for those raw materials needed to ratchet-up the country’s export-led manufacturing strategy to produce more sophisticated and higher value-added products. Within this third phase, the main highlights of China–LAC relations in the 21st century included the following: positive economic shocks and aftershocks; China’s public diplomacy and foreign policy toward LAC; China–LAC “Strategic Partnerships;” and the so-called triangle with the United States. The article concludes with a final tally on LAC progress vis-à-vis closer economic integration with China since the turn of the new millennium.

Process Tracing Methods and International Studies

Process tracing (PT) is a case study method that enables scholars to study how causal processes (also known as causal mechanisms) play out in real-world cases. Despite the increasing popularity of the method in international studies, there is still considerable disagreement among scholars about how to understand the process actually being traced and how these processes can be studied empirically. This article tries to bring clarity to these disagreements by arguing that there is not one correct variant of PT, but instead several distinct variants of PT methods that differ based on the positions scholars take on what is being traced and how it can be traced. First, some scholars work with simple, abstract (minimalist) process theories, whereas others disaggregate process theories into parts composed of actors engaging in activities. Second, some scholars contend that inferences that assess the difference that a process makes for outcomes can only be made through controlled comparisons of cases. Others posit that we should study processes through the empirical traces left by their operation within cases. Finally, there are scholars who contend that causal processes in international studies involve social actors, meaning that more interpretive methods should be combined with more traditional PT. The article illustrates how different variants of PT have been used in published work within international studies, followed by a discussion of key challenges with using PT methods.

Reimagining Africa: A Continent in Transition and Its Implications for World Order

Africa has made significant progress at home and on the world stage that belies its image as the backwater of the global system. Far from being marginalized, African states have exercised their agency in the international system through an extensive mechanism of institutionalized diplomacy—anchored on the African Union (AU)—that they have forged over several decades of collective action. Changes are taking place in 21st-century Africa as a result of these collective efforts. Socioeconomic data from the African Development Bank, the United Nations Economic Commission for Africa, the United Nations, and the World Bank, indicate the economic, political, and demographic forces that are remaking Africa. Finally, the changes in Africa have implications for the evolving world order. Objective conditions warrant a reimagining of Africa as an agent in the international system, rather than as a passive victim of a predatory, anarchical order. Current challenges facing the post-war liberal international order make such reimagination imperative.

South–South Cooperation in the 21st Century: An Analysis From Latin America

During the first decade of the 21st century, the international system underwent a process of transformation in which emerging actors gained prominence, promoting a new stage that enabled the resurgence of South–South cooperation (SSC). The field of international relations approached this phenomenon mainly through studies of international development cooperation, but also from a foreign policy analysis approach. Although at the beginning of the century attention was focused especially on emerging countries like China, India, Brazil, and South Africa, among others, the consolidation of SSC between middle-income countries, particularly in Latin America, gave rise to a broad debate on the distinct identities of the Southern partners. Considering the substantial literature produced, and emphasizing a perspective rooted in Latin America, SSC is analyzed with the goals of contributing to understand SSC from its conceptual formulation, link SSC to foreign policy considerations, and, finally, understand how SSC has affected the International Development Cooperation System.
