Annexation refers to both the unlawful and the lawful incorporation of a territory and its people into another state. In contemporary international law, unilateral annexation of a territory is unlawful. It was not always so. Previous international law recognized a right of conquest and other modes of acquiring territory without popular consent. Unification of territories accomplished through authentic processes of consent may, however, lead to annexation that is lawful, both domestically and internationally. The subdisciplines of international law, international relations, and comparative politics respectively have distinct literatures on annexation. International law addresses its normative appropriateness, international relations examines whether the incidence of unilateral annexation has declined because of legal prohibitions or for other reasons, and scholars of comparative politics address why governments may annex territories—among other options.

Autonomy in Foreign Policy: A Latin American Contribution to International Relations Theory

Autonomy is a concept constantly referred to in Latin American foreign policy analysis, especially with respect to Argentina and Brazil. As great powers continue to exert effective control over peripheral economies and their political decision making, autonomy emerges as a possibility for self-determination in the areas where hegemonic powers’ economic, political, and cultural interferences are expressed. Although this is not a new concept, the quest for autonomy within the “global periphery”—and elsewhere too—still remains relevant. Helio Jaguaribe and Juan Carlos Puig’s theoretical approaches are fundamental epistemological contributions to international relations (IR), not only in South America (where the theoretical approach was first developed) but also to the wider IR field outside the mainstream scholarship. In line with global historical changes, autonomy took on some subsequent new meanings, which led to new and heterogeneous formulations that transformed, and in certain cases also contradicted, the very genesis of the idea of autonomy. As a result, the so-called autonomy “with adjectives” emerged within IR peripheral debates. The 21st century witnessed the rebirth of the concept amid the rise of multilateralism and the new Latin American regionalism, which brought its relational character to the fore. Some of the new approaches to autonomy, especially from Brazil, used the concept as a methodological tool to understand the historical evolution of the country’s foreign policy. As such, autonomy and its theoretical reflection remain central to the analyses and interpretations of the international relations of peripheral countries, and it is in this sense that the autonomy can be highlighted broadly as a Latin American contribution to IR discipline. The concept of autonomy has a unique and foundational content referred to the discussion of the asymmetries in the global order. Studying autonomy is critical to understanding peripheral countries’ problems and dynamics.

Conflict and Nationalist Frames

In the context of nationalist and ethnic struggles, framing refers to strategic communication aimed at changing perceptions and behavior, such as persuading members of a group to unite and fight or their opponents to demobilize. The concept and theory behind framing stem from sociology, and in particular American social movements theory, where they have helped reconcile an interest in the construction of identities and “meaning work” with the study of structures that favor participation in collective endeavors. Framing not only unpacks the processes behind this form of strategic communication through notions such as alignment and resonance, but it has also produced extensive scholarship on types of frames that foster mobilization and the socio-psychological keys they play upon in so doing. Framing theory has also focused on some of the elements contributing to the success—or lack thereof—of communication aimed at persuasion.
Considering that participation in crises and conflicts is an extreme form of mobilization, framing has, since the mid-2000s, made headway in conflict studies, where scholars have turned to framing processes to shed light on how people can be convinced to rally around the nationalist or ethnic flag and even take up arms in their group’s name. More recently, framing-centric approaches have been used to shed light on frames deployed in conflicts of a religious nature, as well as in the study of radicalization and the ideological or ideational framing behind it. The future of framing theory with regards to identity-based conflicts depends, however, on scholars’ ability to produce framing concepts and theoretical insights specific to conflict studies able to federate the community or researchers adopting the approach to study armed violence. As growing research on armed conflict turns to understanding the links between national and local realities, framing theorists may in addition benefit from greater attention to local frames and framing dynamics, and how they relate to the broader, elite-driven frames more commonly focused on in the study of armed violence. Finally, though so far little explored, framing proponents may stand to gain from engaging with literature using survey experiments or other promising quantitative approaches that have also sought to generate insights into ethnic relations or government representation and policy regarding crises and war.

Constitutive Theory in International Relations

Constitutive theory is a philosophical analysis of the logical interconnections between actors, their actions, and the social practices within which they perform these. It draws on insights from the later work of Ludwig Wittgenstein, as developed and extended by Peter Winch and John Searle. It highlights that actors and their actions can only be understood from within the practices in which they are constituted as actors of a certain kind, who have available to them a specific repertoire of meaningful action. It stresses that the interpretation of their actions involves: understanding the language internal to the practices in which they take place; understanding the rule-boundness of that language; the meaning of its terms; a holist perspective on the practice; and, crucially, an understanding of the ethics embedded in it. It briefly explores the implications of such a philosophical analysis for those seeking to understand the actors and their interactions in global practices. It highlights how international actors (both states and individuals) are constituted as international actors in two major international practices, the practice of sovereign states and the global rights practice. It indicates the guidance constitutive theory might provide for all who would better understand international affairs.

Definitions of Geopolitics

International relations literature and the foreign policy community offer and use multiple definitions of geopolitics. More often than not, both camps use the term even without providing or hinting at its conceptualization. This causes muddy thinking and misunderstandings among scholars, as well as misunderstandings between scholars and policymakers. It is unrealistic to expect that at some point, the scholarship will agree on a single common definition, nor is this something worth aiming for. Instead, raising awareness about ontological differences when defining geopolitics, as each definition leads to different (foreign) policy implications, makes more sense for academia and policymakers. Being cognizant of ontological diversity propels clarity of academic writing and informs policymaking. Thus, a conceptual analysis of the term geopolitics is needed to facilitate greater transparency when using the term. Probably the best place to start such an analysis is with the etymology of geopolitics, since no one objects to that: two ancient Greek words: gê (earth) and politikós (statesman). Gê personifies objectivity and determinism, while politikós represents subjectivity and interpretivism. Some definitions of geopolitics stress the first set of characteristics, while others emphasize the second. Moreover, two ontological continua—material–ideational and praxis–science—can be formed from this etymology that form an ontological matrix of geopolitics. Using this matrix, nine different types of definitions of geopolitics can be identified: classical geopolitics; geopolitics as strategic geography; cognitive geopolitics; global geopolitics; critical geopolitics; geopolitics as philosophy of statesmen; anti-geopolitics; geopolitics as logos, pathos, and ethos; and geopolitics as nexus. Each of them carries its unique ontological take on geopolitics, as well as lays particular foundations for policymakers. Such a typology excels other endeavors of classifying geopolitics, since they suffer from one or more vices: they are not systemic, they lack clear classification criteria, they cannot encapsulate all definitions of geopolitics, and their classroom and policy utility are mediocre. Finally, the functionality of the ontological matrix of geopolitics for didactical purposes and for bridging the gap between academia and policymaking is apparent. Namely, making students understand that meta-theoretical issues matter is much easier if visualization is possible. Depicting and explaining ontological positions on the geopolitical matrix is instrumental as similarities and differences become illustrative. Being exposed to the geopolitical matrix equips the people committed to the process of bridging the gap between academia and practice with a new and helpful tool.

Development Theory and the Global Aid Regime

International development has remained a key driver of global economic relations since the field emerged in the mid-20th century. From its initial focus on colonization and state building, the field has grown to encompass a wide range of issues, theoretical problems, and disciplinary traditions. The year 1945 is widely considered as a turning point in the study of international development. Three factors account for this: the emergence of the United States as an economic hegemon after World War II; the ideological rivalry that defined the Cold War; and the period of decolonization that peaked around 1960, forcing development issues, including foreign aid, state building, and multilateral engagement, onto the global agenda. Since then, development paradigms have continuously evolved, adapted, and been reinvented to address the persistent gap between the prosperous economies of the “developed North” and the frequently troubled economies of the “Global South.” In the early 2000s, a loosely knit holistic paradigm emerged that recognized the deficiencies of its predecessors, yet built on their strengths. Now called “development cooperation,” this holistic approach embraces methodological pluralism in the scholarly study of development, while recognizing that multiple stakeholders contribute to the development agenda in practice from policy practitioners, entrepreneurs, and corporations to nonstate actors such as community groups and Indigenous peoples. In 2015, development cooperation was on full display with the adoption by 193 countries of the expansive United Nations 2030 Agenda for Sustainable Development to serve as the global guideposts for future development initiatives. While exceedingly optimistic in good times, the economic effects of the global pandemic wrought by the spread of COVID-19 in 2020 threatened to undo many of the perceived global gains realized in the development context over the preceding 25 years. Regardless of the speed of recovery of the global system, the profound reverberations on foreign aid and thus the backsliding of global progress indicators is a likely outcome for many years to come.

Diversionary Theories of Conflict: The Promises and Challenges of an Opportunities Approach

Since the early 1990s, a significant amount of research has been dedicated to refining the causal mechanisms that lead to the diversionary use of force and the various conditions under which such diversionary actions are most likely. This article focuses specifically on the latter—highlighting the research on the various conditions that create opportunities for states to utilize diversionary tactics—while also emphasizing how these opportunities are connected to specific causal processes for diversionary conflict. While significant attention has been paid to the domestic factors that provide additional opportunities for or constraints on actors to utilize diversionary force, less research has considered the international and dyadic opportunities for diversionary force and the interaction and interplay of these domestic and international, or dyadic, factors. These international and dyadic factors specifically focus on those related to the potential target of diversionary conflict and are an important part of fully understanding the decision-making process of leaders contemplating diversionary tactics. Both the domestic and international opportunities for diversionary force identified in the literature will be considered, specifically those focusing on advancements made in understanding the international and dyadic dimensions of these opportunities and the characteristics of potential target states.
While the movement toward identifying various opportunities for diversionary behavior, both domestic and international, or dyadic, is an important pathway in diversionary research, this approach comes with some significant challenges. First, diversionary motivations are extremely hard to “prove” since leaders have incentives to hide these motives. This problem is compounded as more opportunities for diversionary force are added to the mix—as these opportunities may, in themselves, provide motives for war. For example, rivalry and territorial disputes are shown as international opportunities for diversionary force, yet these factors are also known to be two of the most prominent causes of war between states. Thus, parsing out diversionary motives from other fundamental national security motives becomes increasingly difficult.
While quantitative studies can help uncover broad patterns of potential diversionary behavior, they are less equipped to fully explain the ways that various domestic and international opportunities might interact. Nor can these studies demonstrate whether diversion was actual present within specific cases. Case studies can help fill these gaps by allowing more in-depth analysis of these potential diversionary opportunities. Overall, quantitative studies that help uncover patterns and qualitative studies that investigate diversionary tactics in a single case or set of cases are both important parts of the puzzle. To best understand diversionary conflict, researchers need to rely increasingly on both approaches.

Emotions and International Relations

The growth of research on emotion in international relations (IR) has produced a significant body of literature. This body of literature has raised a number of interesting questions, debates, and theoretical positions regarding the agentic properties of international actors and how they are embedded in international structures. Emotions have long been viewed in IR as self-evident and irrational by-products of cognitive processes and have, until recently, remained largely implicit and undertheorized. The first wave of research lamented the discipline’s neglect and marginalization of emotions in mainstream IR theories and concepts. The second wave has turned to specific ways to integrate the consideration of emotion into existing research within specific issue areas, from diplomacy, security, war, and ethnic conflict to transnational actors, institutions, governance, and conflict management. The literature on this topic is so extensive that many even speak of an “emotional turn.” Its intellectual roots stem from various disciplines, such as psychology, neuroscience, sociology, history, and cultural studies, and this diversity is reflected in ongoing challenges of how to study emotions and their political effects in IR. These challenges relate to a number of ontological and epistemological questions, including how to conceptualize emotions, how to capture emotions methodologically, and how to move from the individual to the collective level of analysis. Whatever divergent claims are made by these scholars, there is by now a firm consensus in the discipline that emotions matter for international and global politics.

Foreign Aid, Development Cooperation and International Relations

Despite the dominance of development economics in the study of foreign aid and development cooperation since the 1950s, particularly with the emergence of modernization theory, an examination of academic contributions to the larger debates in international relations (IR) reveals something not extensively documented in the scholarly literature. It is that the study of foreign aid and development cooperation is inherently intertwined with IR, constituting an integral component thereof. Understanding the evolution of foreign aid and development cooperation studies, as well as its interaction with IR theories, is essential for deciphering the contemporary theoretical, normative, methodological, ontological, and epistemological challenges faced by the field.
Investigating the historical evolution of this field in relation to IR involves analyzing, in parallel, its development alongside shifts in the international order. The historical analysis highlights how foreign aid and development cooperation have been shaped by changing power structures, ideological shifts, and geopolitical events, underscoring its inseparable connection to broader IR dynamics and its theorization. The interconnected nature of these domains demonstrates how prevailing theoretical perspectives influence not only the methods employed but also the identification of underlying forces and the normative principles guiding research, as well as the design of foreign aid and development cooperation policies.
Analyzing how epistemological approaches, such as rationalism and reflectivism, have influenced the investigation of narratives and practices within the realms of foreign aid and development cooperation reveals potential elements of theoretical complementation. Beyond mere theoretical differentiation, there are elements that contribute significantly to fostering notions of dialogue, pluralism, and interdisciplinarity within the field of foreign aid and development cooperation studies. The prevailing trend is a movement toward theoretical eclecticism, wherein researchers increasingly draw upon a variety of theoretical frameworks to better grasp the intricate dynamics of foreign aid and development cooperation. This transformation stems from the evolving nature of global challenges and the recognition that a singular theoretical approach may fall short in capturing the multifaceted dimensions of foreign aid and development cooperation. Moreover, it underscores the dynamic and evolving nature of the field, emphasizing the need for interdisciplinary approaches and theoretical flexibility to address the complex issues surrounding foreign aid and the discussion of the concept of development in times of global planetary crisis.

In the international political discourse of the early 21st century, claims of friendship and “special ties” between states and their leaders are commonplace. Frequently reported by international media, such claims are often used as entry points for scholars and pundits seeking to evaluate the contents, relative strength, and present-day conditions of a given state-to-state relationship. Advancing the claim that friendships not only exist but also matter in and to the international political domain, international relations scholars began in the mid-2000s to trace and explore friendship—as a concept and practice—across time, societies, cultural contexts, and scientific disciplines. As part of the research agenda on friendship in international politics, scholars have explored why, how, and under what conditions friendships between states emerge, evolve, subsist, and dissolve; how amicable structures are typically organized; how they manifest themselves on a day-to-day basis; and what short- and long-term implications they may have for international political processes, dynamics, outcomes, and orders.

Great Power Leadership

The notion that Great Powers fulfill a leadership role in international politics is old, influential, and contested. As the actors in the international system with the greatest capacity for taking action, Great Powers are assumed to think both further ahead and in broader, more systemic terms than other states; they then use their preeminent positions to organize others to promote public goods, reaping benefits along the way thanks to their direction of events. At the core of this understanding is the assumption that Great Power actions are, or ought to be, inspired by something more than simple self-interest and the pursuit of short-term gains. As an organic creation of international practice, Great Power leadership was traditionally the domain of historians and international legists; early students of the topic utilized inductive reasoning to derive general precepts of Great Power sociology from the landmark settlements of the 18th and 19th centuries. The framing of Great Powers as a leadership caste originated in the struggle against Louis XIV, was given tentative institutional form through settlements such as the Treaty of Utrecht (1713), and deepened considerably in both institutionalization and sophistication in the 19th century Concert of Europe. The return of France to full Great Power status, the Congress (1878) and Conference (1884) of Berlin, and the suppression of the Boxer Rebellion (1899–1901) all demonstrated the willingness and ability of the Powers to cooperate in the management of international change. In the early 20th century, the leadership of the Great Powers was both challenged as an unjust agent of catastrophe as well as increasingly formalized through recognition in new international institutions such as the League of Nations and the United Nations. Theorists of international relations began to formulate theories based on Great Power management at the time of the discipline’s beginnings in the early 20th century. Realists and liberals frequently utilize Great Power concepts to explain processes of equilibrium, hegemonic competition, and institution building, while approaches influenced by constructivism focus on the role of ideas, statuses, and roles in the formulation of Great Power identities and policies. The doctrine of the Responsibility to Protect (R2P) is a 21st-century manifestation of the application of Great Power leadership to international problems; though hailed by some as the future of Great Power management, it provokes controversy among both theorists and practitioners. Similarly, extensive scholarly attention has been devoted to the management and accommodation of “rising powers.” These are states that appear likely to obtain the status of Great Power, and there is extensive debate over their orientation toward and potential management of international order. Finally, the position of Russia and China within this literature has provoked deep reflection on the nature of Great Power, the responsibilities of rising and established powers, and the place of Great Power management amidst the globalized challenges of the 21st century.

International Competition and Cooperation in the New Eastern Mediterranean

In the 21st century and particularly during the 2010s, the Eastern Mediterranean acquired unprecedented attention and significance as a distinct geopolitical space with new international and security dynamics. This “new” Eastern Mediterranean geopolitical order was largely “constructed” by global and regional power shifts as well as local developments, such as the trajectory of Turkish foreign policy and the discovery of offshore hydrocarbon reserves. The result was a change in the region’s patterns of interstate conflict and cooperation. On the one hand, countries such as Cyprus, Egypt, Greece, and Israel became part of an emerging network of cooperation and security architecture. On the other hand, owing to its problematic relations with these states, Turkey remained an outsider wanting to “deconstruct” this new state of affairs and change it to its own benefit. As such, the new Eastern Mediterranean was ushered in during a period of geopolitical polarization that is more conducive to crisis rather than peace and stability and often transcends its boundaries.

International Cyberpolitics

The earliest scholarly writing on “cyberpolitics” focused mainly on the domestic sphere, but it became clear by the mid-2000s that the Internet-generated “cyberspace” was also having massive effects on the broader dynamics and patterns of international politics. A great deal of the early research on this phenomenon focused on the way cyberspace might empower nonstate actors of all varieties. In many respects that has been the case, but states have increasingly asserted their “cyberpower” in a variety of ways. Some scholars even predict a coming territorialization of what was initially viewed as a technology that fundamentally resisted the dictates of sovereign borders. Such disparate possibilities speak to the ambiguity surrounding the intersection of the international system and the political affordances generated by the Internet and related technologies. Does cyberpolitics challenge the international system as we know it—perhaps altering the very nature of war, sovereignty, and the state itself—or will it merely be subsumed within some structurally mandated logic of state-centric self-help?
As might be expected, research that speaks to such foundational questions is quite sprawling. It is also still somewhat inchoate because the object of study is complex and highly malleable. The cyber-“domain” involves a physical substrate ostensibly subject to a territorially demarcated international system, but Internet-enabled activities have expanded rapidly and unpredictably over the past few decades because it also involves a virtual superstructure designed to be a network of networks, and so fundamentally at odds with centralized control. As such, some argue that because cyberspace has so enmeshed itself into all aspects of society, international politics and cyberspace should be seen as coevolving systems, and concomitantly that fields such as International Relations (IR) must update their theoretical and methodological tools. Such contentions indicate that an understanding of extra-domestic cyberpolitics has not so much involved progressively developing insights as differing perspectives compete to explain reality, but rather the growing recognition that we are only now catching up to a rapidly changing reality.
As part of that recognition, much of the cutting-edge International Studies (IS) work on cyberpolitics is aimed at researching how the central actor in global politics, the state, is increasingly a cyberpolitical actor. This has meant the abandonment of strong assertions about the way cyberspace would exist separate from the “real world” of state interaction, or that it would force the alteration of especially hierarchical forms of state power. Instead, burgeoning literatures examine the myriad ways states seek to resist and control cyberpolitical activity by others, deploy their own cyberpolitical power, and even shape the very cyberspace in which all of this can occur. This focus on “international cyberpolitics” thus involves tracking a complex and growing milieu of practices, all while reflecting on the possibly fundamental changes being forced upon the international system. All of this points to the likelihood that the study of international politics will increasingly also be the study of international cyberpolitics.

International Insertion: A Non-Western Contribution to International Relations

International insertion is a concept that comes from non-Western intellectual origins and can help individuals understand how peripheral and semi-peripheral countries behave in world politics, and their interests, core values, and strategies. International insertion also expands the knowledge to characterize how agency spaces are created by peripheral countries. Insertion is a necessary step to those countries attempting to transition from the condition of one who seeks to be recognized as part of, to one who is admitted as possessing and capable of seeking status and acting within political, economic, and military global hierarchies. In a nutshell, insertion means being recognized by the small group of gatekeeping states as a relevant part of the specific social networks that constitute the global hierarchy. The conceptualization of international insertion allows a robust middle-range explanation that considers multiple dimensions (political, economic, and military) of the national and international structural and contextual aspects these actors must translate to navigate world politics.

Although the study of the international politics of space remains rather descriptive and undertheorized, important progress has been made to the extent that there is already a growing literature examining certain aspects of space activities from an International Relations (IR) theory perspective, reflecting the broader surge of interest in the utilization of space for civilian, military, and commercial purposes. In this regard, this is the first systematic attempt to outline this emerging and vibrant multidisciplinary subfield of IR. In doing so, it covers a substantial body of research on the politics of space that builds on realism, liberalism, constructivism, Marxism, critical theory, poststructuralism, feminism and gender studies, postcolonialism, and eclecticism. The study also discusses a distinctive approach concerned with examining the process of space policy decision-making at different levels of analysis, what can be called “Space Policy Analysis (SPA).” The study concludes by briefly considering possible avenues for future research.

International Relations as a Discipline in Argentina: Historical Roots and Theoretical Contributions

Many scholars have addressed the relevance of thinking on processes, actors, ideas, and institutions that marked the development of International Relations (IR) in order to understand the way, it is studied and taught in modern times. As such, examining the constitution of the IR field in Argentina carries a twofold objective. Primarily, an in-depth study on the origins of the field in Argentina from a historical perspective brings to light how the field’s historical trajectory marked its development in modern times. Underlining the specific theoretical and methodological endeavors of Argentine IR allows researchers to establish how the field managed to gain density and gradually establish its own boundaries among other disciplines such as international law, diplomacy, geopolitics, political economy, and foreign policy analysis. Identifying the contributions of the Argentine IR field to a more universal and inclusive IR study allows for the definition of a broader non-Western IR agenda. Following Bourdieu’s study on scientific fields, this work answers the question of how the field has been shaped, and how the historical process of autonomization and internal differentiation that has allowed the discipline to legitimize itself as such in Argentina was shaped. From the observation and analysis of a number of components, it addresses the way its subject of study was outlined, through the contributions of agents of knowledge production and the areas of specialized knowledge involved in the process. The period carved out for analysis goes back to 1889, with the First Pan-American Conference in Washington DC, which triggered intense public debate in the country on how to participate in world affairs. The period of analysis ends in 1990, when the IR discipline was clearly considered an autonomous field of study. This temporal selection does not imply that the work follows a chronological and lineal path. Instead, it will consider and flesh out the “strong moments” of the complex, multidimensional, and nonlinear process of institutionalization of a field. As a result, it is possible to identify different arenas of struggle, where various forces are opposed in seeking internal legitimacy. Understanding these spaces as part of an internal struggle does not imply a tacit confrontation, but more a series of dilemmas that emerge from the process of legitimizing and defining the field.

International Relations (IR) in Colombia

Assessing the International Relations (IR) discipline in Colombia requires deep description of key aspects related to its genealogy, the nature of its scholars and research, and its community structure. IR in Colombia grew out of practical concerns about the creation of adequate human and institutional resources needed to analyze world affairs and Colombian foreign policy. As the field expanded and consolidated, the IR professoriate became more robust and diverse in terms of thematic and geographical trends in research and increased levels of integration at the national and international levels. Several factors have figured prominently in shaping the discipline in Colombia, including the academic training and professional focus of IR scholars, foreign policy interests of the Colombian state, internationalization processes in academia, financial and institutional constraints on research, and patterns of interaction between scholars and policy makers. IR studies in Colombia have not been thoroughly explored, and broad description both allows for a preliminary explanation of their general character and highlights the need for greater reflection about the field’s evolution, shape, and challenges.

Since very little IR theory is done in Mexico, it is not surprising that Mexican IR appears to be “an American social science.” However, beyond the syllabi in the discipline’s university departments throughout Mexico, the practice of what little IR research there is in the country is anchored in approaches that are not mainstream in the United States. Thus, counterintuitively, Mexican IR is very similar to IR in other countries—and U.S. IR, not Mexico’s, is an outlier.

The Meanings of the (Global) South From a Latin American Perspective

The concept of the Global South receives much attention and study, but not all perspectives are equally visible. Scholars who work on the topic from Latin America are still largely ignored. The definitions they propose are eclectic in their sources and inclusive and flexible as far as epistemological and ontological issues are concerned. They agree that the concept, whether named with the adjective “global” or not, serves to denote a set of actors characterized by high diversity but unified by their unfavorable position in the world, as they suffer from global asymmetries. Studying and centering the Global South means revising the chronology of global history to understand these actors’ specific trajectories. However, Latin American scholars differ regarding the role of the state and the scope of their critical views. Most of them consider the state an important actor of the Global South, but critical authors argue that civil society and academia are more important for promoting change. Some of them reflect on how to improve the early 21st-century system, whereas others explicitly promote visions of emancipation from it.
In most cases, when researchers reflect on the usefulness of the (Global) South concept, their concern includes dissatisfaction with the adjective “global.” Their reflection leads them to propose alternative, mainly state-centered expressions that aim to enhance the agency of the (Global) South, such as the self-designated South, geopolitical South, and relational South. The plural meanings of the (Global) South reveal the political and sometimes idealistic aspirations associated with it in Latin American contributions. As such, the concept cannot be dissociated from its potential for political mobilization.

Modern Grand Strategic Studies: Research Advances and Controversies

Grand strategy offers an effective framework to understand and explain how and why a state interacts with other actors in a given way and how it combines various military, diplomatic, economic, and cultural instruments to achieve its ends in a largely coherent fashion. Yet, the term “grand strategy” conjures different meanings and attitudes, with some treating it as synonymous with strategy and foreign policy, thus raising questions about its relations with policy and politics. History teaches us that grand strategy remains a demanding enterprise, partly because of actors’ differential status and partly because its time horizon (mid to long term) subjects it to unforeseen conditions that threaten to derail it. However, does this make grand strategy impossible? Modern grand strategic scholarship is studded with tensions, but this must not eclipse research advances. In fact, the more disconnected controversies are from empirical contexts, the more they tend to become ends unto themselves. The first controversy relates to the definition of grand strategy and the best way to chart its landscape; the second deals with the sources of grand strategy (internal vs. external, material vs. ideational); and the third revolves around the feasibility of grand strategy in a capricious and fast-paced environment. These tensions are both defining, in the sense that they outline the state of the field, and productive, as they point toward future research avenues.
