Even though most conflicts in everyday life manifest themselves as cursory bagatelles, there are conflicts that end up in situations of organized, collective violence (e.g., armed conflict). To understand how trivial contradictions can become meaningful conflicts in a broader societal context, it is crucial to examine the process of conflict escalation. Conflict escalation can be understood as an intensification of a conflict with regard to the observed extent and the means used. An escalating conflict represents a developing social system in its own right, having the legitimization of violence as a key feature. Here, a broader social science perspective on the concept of conflict escalation is offered, outlining its intellectual history, explaining its major perspectives and current emphases, and exploring newer avenues in approaching social conflict.

Conflict Forecasting and Prediction

Predictive models, which includes forecasting models, are used to study all types of conflict and political violence, including civil wars, international conflict, terrorism, genocide, and protests. These models are defined as those where the researcher explicitly values predictive performance when building and analyzing the model. This is different from inferential models, where the researcher values the accurate operationalization of a theory, and experimental or quasi-experimental designs where the focus is on the estimation of a causal effect. Researchers employ preditive models to guide policy, to assess the importance of variables, to test and compare theories, and for the development of research methods. In addition to these practical applications, there are more fundamental arguments, rooted in the philosophy of science, as to why these models should be used to advance conflict research. Their use has led to numerous substantive findings. For example, while inferential models largely support the democratic peace hypothesis, predictive models have shown mixed results and have been used to refine the scope of the argument. Among the more robust findings are the presence of nonlinear relationships and the importance of dependencies in all types of conflict data. These findings have implications for how researchers model conflict processes. As predictive models become more common and more integrated into the study of conflict, it is important that researchers understand their underlying components to use them appropriately.

The issue of armed conflict management was first mentioned in the inaugural issue of the Journal of Conflict Resolution in 1957, when Quincy Wright wrote that the resolution of international conflict can be facilitated by national government efforts “to prevent tensions for arising and aggravating disputes […] among nations. Such resolution can also proceed through the application of appropriate methods of negotiation, inquiry, mediation, conciliation, arbitration, judicial settlement […] and the coordination of measures to prevent aggression.” However, there was remarkably little emphasis on studies of negotiation, mediation, or interstate bargaining before the mid-1970s. A more concerted focus on managing armed conflict began in the mid-1970s, and the 1990s and 2000s saw an explosion in the number of published quantitative studies on conflict management, driven in part by the significant growth in data collection projects on interstate conflict management. Over the past half-century, quantitative studies have identified the factors that promote the use and success of interstate conflict management. It should be noted that a lot of the usual suspect variables in the conflict literature, such as power parity, democracy, rivalry, and contiguity, appear in conflict management analyses as well. Yet the dialogue between these two literatures is often limited. On the other hand, conflict management courses typically organize themselves around the dependent variable, examining different forms of conflict management techniques (good offices, mediation, conciliation, arbitration, adjudication, etc.). Progress will be made on both fronts when we start thinking about these processes in a unified framework.

Conflict Management and Peacebuilding in Asia

While Asian states do not have a coherently delineated international peacebuilding policy, their increased role and leverage in conflict management are being recognized both in scholarship and praxis. This article underlines how the geopolitical context of Asia, defined by competing regional hegemons, a weakly institutionalized regional organization, and a role of the United States as a security guarantor, has defined the conflict-management approaches of different states. “Asian” conflict-management approaches are situated within the burgeoning literature on “alternative” forms of peacebuilding and the emerging body of work on authoritarian, and illiberal forms of peacebuilding. The normative priorities of the primary Asian states of India, China, and Japan in their conflict management, including stability and development, are teased out, and the forms or modalities through which these are executed are unpacked. What such norms and practices mean for conflict-affected states in Asia are discussed in the end.

Conflict Resolution: Feminist Perspectives

The academic study of conflict resolution was born as as a critique of mainstream International Relations (IR), which explains why feminist theory and conflict resolution share many things in common. For example, both feminists and conflict resolution scholars challenge traditional power politics grounded in realist or neorealists analyses of conflict. They also share the core belief that war is not inevitable and that human beings have the capacity to resolve conflicts through nonviolent means. In the past two decades, with the expansion of feminist scholarship in IR, feminist interventions in conflict resolution have gained more currency. This essay reviews feminist scholarship in conflict resolution, with particular emphasis on five elements: critiques of the absence and/or marginalization of women in the field and an effort to include women and to make women visible and heard; articulation of a unique feminist standpoint for approaching peacemaking and conflict resolution, which is essentially different to, and qualitatively better than, mainstream (or male-stream) perspectives; feminist theorization of difference in conflict resolution theory and practice (challenges to essentialism, intersections, power and privilege, culture); feminist redefinition of central concepts in the field, especially violence, power, peace, and security; and original feminist research and theorizing, including field research in conflict areas, designed to transform rather than just reform the field. This essay argues that in order to further expand and institutionalize conflict resolution studies, mainstream scholars must be willing to engage seriously the contributions and critiques of feminists.

Consociationalism, Power Sharing, and Politics at the Center

For more than four decades, advocates of consociationalism and their opponents have been engaged in a debate over about how to design institutions to achieve sustainable peace in divided societies. In general, existing theories acknowledge the importance and usefulness of institutional design in conflict resolution, but offer rather different prescriptions as to the most appropriate models to achieve stable conflict settlements. Three such theories are of particular significance: power sharing in the form of its liberal consociational variant, centripetalism, and power dividing. Consociationalism, centripetalism, and power dividing offer a range of distinct prescriptions on how to ensure that differences of identity do not translate into violence. They often go beyond “politics at the center” and also provide arguments on territorial dimensions of ethnic conflict settlement. Practitioners of conflict resolution recognize the need to combine a range of different mechanisms, giving rise to an emerging practice of conflict settlement known as “complex power sharing.” None of the three theories of conflict resolution fully captures this current practice of complex power sharing, even as liberal consociationalism appears to be the most open to incorporation of elements of centripetalism and power dividing. A theory of complex power sharing would need to explain why there is empirical support for a greater mix of institutions than existing theories recommend.

Even though the military is expected to subordinate itself to a civilian government, the militaries in postcolonial Africa continue to meddle in politics. Hence, when the military acts in politics, it seeks to achieve its desired interests. Whether military intervention and coups in Africa are an alternative means to achieve and attain democracy remains a question for debate. There is no consensus on this issue, as military intervention in politics and coups leads to different and varied consequences. However, recent trends in military coups have been celebrated by ordinary citizens across African countries where authoritarian political elites have been overthrown from power.

Coup Research

From 2008 to 2017, only 28 coup attempts occurred, the lowest total of any 10-year period since at least 1960. Following this prolonged downturn in occurrence, coup attempts are again on the rise, with 11 occurring throughout 2021 and 2022. While this uptick in coup attempts is recent, research on coups has burgeoned since the early 2000s. The increased scholarly interest in coups can likely be attributed to a number of factors. First, high-profile coups like the 2011 ouster of President Mubarak in Egypt during the Arab Spring uprisings and the more autocratic deepening after the 2016 failed coup in Turkey highlight the importance of coups in shaping global politics. Increased attention from the media and policymakers has been coupled with the rise in studies that examine the causes and consequences of coups. Second, while past research largely focused on particular cases, the introduction of new data sets has allowed scholars to examine coups across time and space to reveal more generalizable patterns. Finally, unlike topics like war, democratization, and voting behavior, coup researchers have only begun to tackle even the most basic research questions when it comes to coups.

Crisis Behavior: Miscalculation, Escalation, and Inadvertent War

A relatively recent phenomenon in international politics is the study of crisis, which began in the twentieth century, when scholars looked back at two world wars and the interwar period that was shaped by the Great Depression. Today, the challenges to effective crisis prevention and management have become broader and deeper. During the Cold War, leaders were prone to escalate to force in crises over the classic currency of international politics—territory. In the contemporary global system, territorial disputes continue to matter and are most likely to escalate when the land is highly valued for its strategic importance, economic potential, or symbolic significance. An important part of the explanation of crisis escalation, and of an inadvertent slide into wars or violent confrontations, are theories emphasizing “miscalculation” and “misperception.” These theories have been used as a mediating variable between external and domestic attributes, and the way leaders perceive and process information about these factors, and then make choices. However, arguments on “misperception” and “miscalculation” are built on the assumption that accurate perception and calculation are possible. That leaders are “rational” and capable of “accurate” perception and utility-maximizing choices. The challenge lies in the understanding of error and the model of human reason. Research in the last several decades has revolutionized that understanding.

Critical Scholarship on Terrorism

Understandings of “critical” in critical scholarship on terrorism range from a Frankfurt School–influenced definition to a broader definition that aims to interrogate commonsense understandings of terrorism and counterterrorism. Overall, critical scholarship on terrorism draws on multiple disciplines and methodological traditions to analyze terrorism and counterterrorism. Within these, there have been ongoing debates and discussions about whether the state should be included in research on terrorism and, if so, what the inclusion of the state would do for the understanding of terrorism. Critical scholarship has also outlined the need for further attention to research ethics, as well as urged researchers to acknowledge their standpoints when conducting and communicating research. Some, but not all, critical scholarship has a normative orientation with the goal of emancipation, though the meaning of emancipation remains debated. Methodologically, the majority of critical scholarship on terrorism utilizes an interpretive lens to analyze terrorism and related issues. A central goal of critical terrorism research is to rework power relations such that Global South subjectivities are centered on research. This means including research conducted by Global South scholars and also centering Global South peoples and concerns in analyses of terrorism and counterterrorism. The role of gender, analytically and in practice, in relation to terrorism is also a key part of critical scholarship. Critical scholars of terrorism have observed that race is absent from much of terrorism scholarship, and there needs to be ongoing work toward addressing this imbalance. Media and popular culture, and their depiction of terrorism and counterterrorism, form another key strand in critical scholarship on terrorism. Overall, critical scholarship on terrorism is about scrutinizing and dismantling power structures that sustain commonsense knowledge regarding terrorism.

Cultural Genocide in Law and Politics

The violent and nonviolent repression of cultural groups, or using cultural means to destroy a group, is often identified as “cultural genocide.” The concept’s association with genocide, the “crime of crimes,” suggests it is of serious international concern. Yet contestation over its meaning and application has rendered cultural genocide more of a rhetorical tool than a crime that can be prevented or punished. The scholarly literature on this subject demonstrates that academics and policymakers have been hampered by legal debates and states’ political interests, from Lemkin’s original conception of genocide and the UN Genocide Convention negotiations to the ad hoc responses to “real world” cultural genocide cases. The legal debates have centered around whether cultural genocide can fit within the limits of the Convention’s definition of genocide, that is, the specific intent to destroy, specific protected groups as victims, and so on, and the assumption that genocide is primarily the physical destruction of a group by violent means. Interdisciplinary perspectives on cultural genocide, particularly from anthropology, have shown that cultural genocide is diverse in practice; while not always physically violent in its means or ends, it is closely associated with historical and modern cases of settler colonialism. The politics of cultural genocide has historically been manifested in the politicized negotiations of the Genocide Convention and UN Declaration on the Rights of Indigenous Peoples, in which the self-interests of many states precluded any specific mention of cultural means of genocide. In the early 21st century, debates about who should be considered a cultural group and the utility of identifying cultural genocide without its criminalization have resulted in a lack of recognition and response to group destruction.

Cultural Homogenization, Ethnic Cleansing, and Genocide

Cultural homogenization is understood as a state-led policy aimed at cultural standardization and the overlap between state and culture. Homogeneity, however, is an ideological construct, presupposing the existence of a unified, organic community. It does not describe an actual phenomenon. Genocide and ethnic cleansing, meanwhile, can be described as a form of “social engineering” and radical homogenization. Together, these concepts can be seen as part of a continuum when considered as part of the process of state-building, where the goal has often been to forge cohesive, unified communities of citizens under governmental control. Homogenizing attempts can be traced as far back as ancient and medieval times, depending on how historians choose to approach the subject. Ideally, however, the history of systematic cultural homogenization begins at the French Revolution. With the French Revolution, the physical elimination of ideological-cultural opponents was pursued, together with a broader drive to “nationalize” the masses. This mobilizing-homogenizing thrust was widely shared by the usually fractious French revolutionary elites. Homogenization later peaked during the twentieth century, when state nationalism and its attendant politics emerged, resulting in a more coordinated, systematic approach toward cultural standardization. Nowadays, there are numerous methods to achieving homogenization, from interstate wars to forced migration and even to the more subtle shifts in the socio-political climate brought about by neoliberal globalization.

Culture, Religion, War, and Peace

Religion and culture have historically been neglected in international relations (IR) theories and in political science more generally. It was only recently that IR began to consider the role of culture and religion in war and peace. Several main scholarly trends in the study of culture, religion, conflict, and peace can be identified, starting with the definitional problems that IR scholars had to deal with as they tried to incorporate culture and religion. The first major attempt in the IR field to understand war almost exclusively through the religious prism was that of Samuel Huntington, who in his Clash of Civilization (1993, 1996) identifies two main reasons why religion can cause war: first, religion can be considered as a primordial and immutable identity; and second, religion is a form of ideology rather than identity. The scholarly literature has also addressed themes such as religious fundamentalism and violence, the role of religious actors in international conflict, the practical use of religion and culture to promote peace via diplomacy, and engagement of religion and culture in existing peace theories such as democratic peace theory. Avenues for future research may include the relational and constantly changing aspects of religion; what, when, and how various religious interpretations receive political prominence in promoting conflict or peace; how religion can be used as an independent variable across cases; and the hidden set of assumptions that are embedded in the cultural and religion labels.

Refugee Protection, Securitization, and Liminality

The existing scholarship has widely examined security vulnerabilities and challenges within the forced migrant context. A myriad of factors along the complex trajectory of pre- and post-flight have contributed to a dire state of human security. Notably, the protection system has played a major role in the institutionalization of liminality and securitization, and inadvertently intensified refugees’ preexisting vulnerabilities. The literature on global institutions of protection within an evolving global migration landscape exposes the systemic securitization entrenched in the international instruments of protection; for the most part, the protection mechanisms are intrinsically exclusionary. There are also challenges and dilemmas of disentangling security from migration that render conceptual conflations and resultant mechanisms of institutionalization inevitable. Essentially, the architecture of the instruments of protection informs the mechanisms for response. The systemic contradictions within these regimes are therefore likely to be reflected and replicated in their operationalization. The overall dynamics expose humanitarianism and security first, as oppositional imperatives, and secondly, as enduring dilemmas that institutions of protection continuously reconciliate.

De Facto States in the 21st Century

De facto states have become an increasingly interesting topic for scholars and policy makers. Regarded as an anomaly in the international system, their increasing prevalence is raising serious questions about the nature of statehood and secession in the contemporary international system. But they present a number of definitional and conceptual issues. Quite apart from how they should be called, which is a debate that seems to be close to settlement, there have been debates about which territories should qualify as de facto states. More importantly, what hope do these territories have of being legalized or legitimized in the future? It seems that the strong aversion to recognizing unilateral acts of secession will remain in force. It is also worth noting that the very nature of the international system is now changing. The international system focused almost exclusively on states is disappearing rapidly. All sorts of bodies, organizations, and companies now interact on the world stage. In this sense, de facto states may well find that they find a place in their own right in an evolving and expanding international community.

Diplomacy and War

Scholars acknowledge that there is a close connection between diplomacy and war, but they disagree with regard to the character of this connection—what it is and what it ought to be. In general, diplomacy and war are assumed to be antagonistic and polar opposites. In contrast, the present diplomatic system is founded on the view that state interests may be pursued, international order maintained, and changes effected in it by both diplomacy and war as two faces of a single statecraft. To understand the relationships between diplomacy and war, we must look at the development of the contemporary state system and the evolution of warfare and diplomacy within it. In this context, one important claim is that the foundations of international organizations in general, and the League of Nations in particular, rest on a critique of modern (or “old”) diplomacy. For much of the Cold War, the intellectual currents favored the idea of avoiding nuclear war to gain advantage. In the post-Cold War era, the relationship between diplomacy and war remained essentially the same, with concepts such as “humanitarian intervention” and “military diplomacy” capturing the idea of a new international order. The shocks to the international system caused by events between the terrorist attacks on the United States in 2001 and the invasion of Iraq in 2003 have intensified the paradoxes of the relationship between diplomacy and war.

Disaster Diplomacy

Almost every disaster brings up hope that natural disasters can somehow open up space for peaceful diplomatic interaction between parties in conflict, be they warring states or warring domestic factions. Advocates of “disaster diplomacy” argue that while earthquakes, floods, windstorms, and tsunami result in human tragedies, these events also generate opportunities for international cooperation, even between enemies. While quantitative research focusing on disaster and conflict clearly shows the connection between the two phenomena, the causal effect is not always straightforward. Certainly, conflict-prone zones suffer from higher vulnerability and risk than places where people reside in peace, just as frequently disaster-stricken areas provide more opportunities for conflicting parties to clash. However, the chicken-and-egg question remains to be clarified as most disasters in conflict zones are complex, long-term disasters exacerbated by human activity. At the same time, more detailed case studies of individual disasters substantiate the claim that natural disasters sometimes encourage diplomacy, but also emphasize significant differences in circumstances and conflict characteristics among others.

Diversionary Theories of Conflict: The Promises and Challenges of an Opportunities Approach

Since the early 1990s, a significant amount of research has been dedicated to refining the causal mechanisms that lead to the diversionary use of force and the various conditions under which such diversionary actions are most likely. This article focuses specifically on the latter—highlighting the research on the various conditions that create opportunities for states to utilize diversionary tactics—while also emphasizing how these opportunities are connected to specific causal processes for diversionary conflict. While significant attention has been paid to the domestic factors that provide additional opportunities for or constraints on actors to utilize diversionary force, less research has considered the international and dyadic opportunities for diversionary force and the interaction and interplay of these domestic and international, or dyadic, factors. These international and dyadic factors specifically focus on those related to the potential target of diversionary conflict and are an important part of fully understanding the decision-making process of leaders contemplating diversionary tactics. Both the domestic and international opportunities for diversionary force identified in the literature will be considered, specifically those focusing on advancements made in understanding the international and dyadic dimensions of these opportunities and the characteristics of potential target states.
While the movement toward identifying various opportunities for diversionary behavior, both domestic and international, or dyadic, is an important pathway in diversionary research, this approach comes with some significant challenges. First, diversionary motivations are extremely hard to “prove” since leaders have incentives to hide these motives. This problem is compounded as more opportunities for diversionary force are added to the mix—as these opportunities may, in themselves, provide motives for war. For example, rivalry and territorial disputes are shown as international opportunities for diversionary force, yet these factors are also known to be two of the most prominent causes of war between states. Thus, parsing out diversionary motives from other fundamental national security motives becomes increasingly difficult.
While quantitative studies can help uncover broad patterns of potential diversionary behavior, they are less equipped to fully explain the ways that various domestic and international opportunities might interact. Nor can these studies demonstrate whether diversion was actual present within specific cases. Case studies can help fill these gaps by allowing more in-depth analysis of these potential diversionary opportunities. Overall, quantitative studies that help uncover patterns and qualitative studies that investigate diversionary tactics in a single case or set of cases are both important parts of the puzzle. To best understand diversionary conflict, researchers need to rely increasingly on both approaches.

Domestic-International Conflict Linkages

A significant shift has taken place within the study of international relations (IR) generally, and within the domestic-international conflict linkage literature specifically. This shift has helped to address a number of important weaknesses that used to be observed within the literature on the domestic sources of foreign policy. Initially, political science was largely focused on macrostructural analyses of “political systems” and institutions (understood as formal-legal documents and rules). The research that eschewed the paradigmatic separation of domestic and international politics had a strong macrostructural bent to it, rather than a theoretical focus on microfoundations and causal processes. The field later went through a “behavioral revolution,” which brought an emphasis on data collection, hypothesis testing, statistical inference, and a focus on political behavior (especially as recorded in survey research). Hence, in recent years, much more emphasis has been placed on examining the precise microfoundations for how domestic politics might affect international relations, and vice-versa. The contemporary literature that earlier scholars have called the “domestic-international nexus” is largely engaged in debates about five important causal processes, each of which is best understood as being caused by strategic interaction among utility maximizing actors: principal-agent dynamics, informational asymmetries and uncertainty in bargaining situations, signaling, credibility, and coalition politics.

Drivers of Religious Extremism in South Asia

Religious extremism is not a new phenomenon in South Asia but it has certainly grown during the 21st century and that too across the region. While there are historical reasons behind religious divisions and fissures in South Asia (e.g., the two-nation theory with reference to the creation of a separate homeland for the Muslims of the Indian subcontinent), religious nationalism is a key driver behind the securitization of religious minorities. Although the existence of Muslim extremists is linked to how religion was used as a tool to recruit and mobilize mujahideen against the Soviet occupation of Afghanistan between 1979 and 1988, the global dynamics after the September 11, 2001, terrorist attacks and the “war on terror” have also influenced religious radicalization and extremism in Pakistan. In contrast, Buddhist and Hindu nationalism have been key drivers of religiously motivated extremism targeting religious minorities, especially Muslims, in Sri Lanka and India. There are similarities in terms of how Buddhist, Hindu, and Muslim extremist groups have been propagating hate and inciting violence; for instance, many extremist groups now increasingly use social media. As this article argues, the presence of religious extremism in South Asia presents a significant challenge to peace and security. This includes various forms of extremism targeting different religious groups and promoting anti-Western sentiments. International terrorist organizations are active in the region, while Hindu and Buddhist nationalists contribute to the marginalization and violence against Muslims. Creating an environment of tolerance, inclusivity, and respect for all religious communities is crucial to address these complex issues effectively.
