Global Masculinities, Femininities, and Sexualities

Feminist international relations (IR) scholars have worked to expand understandings of the global processes through studies of gender. There are multiple forms of feminist scholars and scholarship, with each epistemology having its own understanding of gender and its role in influencing international relations. These include feminist empiricism, feminist standpoint, poststructuralist feminist approaches, and postcolonial feminism. Some of the early feminist IR scholarship placed most of their emphasis on critiquing patriarchy, sometimes resulting to a narrow and essentialist construction of masculinity. These early works note the absence of women and the denigration of the feminine, as well as the predominance of masculine subject matter and masculine partiality in IR. This began to change with the recognition of different types of masculinities, offering a broader conceptualization of gender and masculinities beyond attachment to sex. Beyond recognizing the relational differences between masculinity and femininity, feminist scholars have also pointed out the differential value accorded to each, thus emphasizing the problematic hierarchical nature of such binaries. Another goal of feminist scholars has been to uncover the feminine roles rendered invisible, to challenge the masculine nature of IR as a discipline as well as deal with descriptive and substantive representational issues within the field and practice of IR. Meanwhile, the study of sexualities focuses on power dynamics and the hierarchies associated with sexual identity in its many forms. The predominant themes in this study include sexuality in relation to the study of war and nation; sexuality as a commodity; and studies of hetero- and homonormativity.

Gramscian International Political Economy from a Feminist Perspective

Feminist Gramscian international political economy (IPE) is an interdisciplinary intellectual project that has focused both on theoretical and empirical analysis of women and gender within the field. Feminist Gramscian IPE emerged from the confluence of an eclectic body of work over the last several years encompassing fields as disparate as international relations, IPE, feminist economics, the literature on gender and development, and feminist literature on globalization. As with feminist perspectives in other disciplinary fields, Gramscian feminists have largely embraced postpositivist, interpretivist, and relational analysis while trying to maintain the emancipatory potential of their work for women the world over. Current Gramscian feminist analyses are firmly grounded and draw from early Marxist/Socialist feminist interventions. They have also engaged with the three major categories of analysis in Gramscian thought—ideas, material capabilities, and institutions—in order to understand hegemonic processes that function to (re)construct and (re)produce both gendered categories of analysis and practice. Feminist revisions of Gramscian IPE have focused on international institutions, rules and norms, while simultaneously shedding light on contemporary states and how they are being transformed in this current phase of globalization. Three central tasks that feminist Gramscian scholars may consider in future research are: to be more engaged with the notion of hegemony, to revisit the political methodology employed by many feminist Gramscian analyses, and to devote more attention to non-mainstream perspectives.

Human Rights in East Asia

East Asia is a region that has been the focus of discussions about economic development, democratization, nuclear proliferation, technological innovations, and health-related issues. Due to its historical past of colonization (including countries that have been colonizers and those that have been colonized), interstate and regional wars, involvement in world wars, and authoritarian governance, it is also a region that has experienced human rights violations, human rights advancements, and human rights–related policy developments. Thus, the study of East Asia and human rights encompasses colonial, Cold War, post–Cold War, and the post September 11, 2001, terrorist attacks periods of history. Based on the vast amount of scholarship on human rights in the region, a spectrum of approaches should be used to study human rights that (a) examines case-specific human rights violations which focus on vulnerable populations in society; (b) theorizes and questions the essence of human rights and its value systems; and (c) explores developments in human rights–related policy that involve transitional justice processes of truth-seeking, reparations, and criminal accountability regarding past human rights crimes. Examination of historic violations of women’s rights and children’s rights in the case of comfort women who were sexually enslaved by Japan’s Imperial Army during the Asia-Pacific War centers the victims and their experiences. A focus on minority rights leads to the consideration of issues of human trafficking of women and girls in Mongolia and North Korea, social and ethnic minority groups’ concerns in Japan and South Korea, and the plight of Uyghur people in China. The Asian (Confucian) values debate leads to consideration of why human rights have been questioned, why they may be considered as impositions, and which approaches can be taken to re-examine human rights with regard to this region. Finally, the discussion of transitional justice as it relates to East Asian states provides a much needed recognition of the importance of the region for innovating transitional justice policies.

Incorporating Women into International Studies: Working Their Way In

Women are underrepresented in the discipline of international studies, though the field has seen a sizeable influx of female professionals only within the last 30 years. As the percentage of women has grown, women have adopted a variety of strategies for “resisting at the margins,” or finding places for themselves within the profession, and for ensuring their professional success. Although the larger presence of women has led to activism and improvement, women still have a way to go before they will have achieved parity with their male colleagues in international studies. Due to their focus on the realm of “high politics,” international relations and international studies were often seen as disciplines that were not suited to the inclusion of women. Consequently, women in international studies have to confront significant barriers to their career progress, which has contributed to women’s disenchantment with the field and to the leaky pipeline in international studies. However, research has found that women in male-dominated fields (such as international studies) are strongly organizationally committed. Women in international studies are willing to structure their professional efforts to conform to the goals and practices of organizations such as the International Studies Association (ISA), especially as participating in annual meetings and conferences is critical for a career in international studies.

Institutions and Gender

Feminism seeks to establish educational and professional opportunities for women that are equal to such opportunities for men. Until now, women face serious inequalities based on social institutions such as norms, cultural traditions, and informal family laws. Scholars argue that this aspect has so far been neglected in international policy debates, and that there needs to be further discussion about the economic status of women (labor force participation); women’s access to resources, such as education (literacy) or heath (life expectancy); and the political empowerment of women (women in ministerial positions). In some instances, social norms such as female genital mutilation or any other type of violence against women–within or outside of the household–not only violate women’s basic human rights, but seriously impair their health status and future chances in a professional career. Gender stereotypes are also frequently brought up as one disadvantage to women during the hiring process, and as one explanation of the lack of women in key organizational positions. Liberal feminist theory states that due to these systemic factors of oppression and discrimination, women are often deprived of equal work experiences because they are not provided equal opportunities on the basis of legal rights. Liberal feminists further propose that an end needs to be put to gender discrimination through legal means, leading to equality and major economic redistributions.

International Law, Technology, and Gender-Based Violence

Although information and communication technologies (ICTs) and artificial intelligence (AI) offer a unique opportunity to help personal autonomy flourish and promote diversity in society, their deployment has increasingly proved to channel new harm. Generally speaking, online and technology-facilitated violence comes to mean any abusive act that is committed, facilitated, or amplified via ICTs and other AI-based technologies. Also, it appears that this abuse is gender-based and intersectional, is experienced as a continuum of offline violence, and negatively affects the individual, as well as society. Accordingly, because online and technology-facilitated violence is borderless, and the same rights that people have offline must likewise be respected online, the international community has started undertaking some joint action. This is the case, for example, of the Platform of Independent Expert Mechanisms on the Elimination of Discrimination and Violence Against Women, as well as the European Commission and the United Nations Entity for Gender Equality and the Empowerment of Women. At the same time, a growing body of diverse literature suggests several courses of action for the international response to online and technology-facilitated violence against women. More precisely, greater effort is considered to be necessary to fill the terminological and data gaps that counteract the effectiveness of legal, policy, and other measures addressing online and technology-facilitated violence against women. Furthermore, numerous scholars make concrete and/or original suggestions that could facilitate the prevention and support of victims of online and technology-facilitated violence, such as the engagement of pop feminism in social media campaigns and the adoption of bystander intervention models. In terms of legal reform, there is common agreement that it should keep up with the continuous development of technology and the personal experiences of the victims, while going beyond the mere criminalization of the wrongdoings. Special emphasis is also put on the necessary regulation and engagement with internet platforms, to strengthen the legal and policy responses, as well as to hold them accountable.

International Studies as a Discipline and Women’s Status Therein

As a distinct discipline, international studies is relatively young, emerging in the United States only after World War II. The study of the status of women in international studies is also a fairly new field, appearing more recently than that in other fields in academia, including political science. In the United States, political science evolved through at least six distinct phases. The first two phases occurred during the American Revolution and the post-Civil War era, while the next four took place in the twentieth century, described by David Easton as the formal (legal), the traditional (informal or pre-behavioral), the behavioral, and the post-behavioral stages. It was during this period that the study of women in politics began. As political science began to solidify itself as a separate academic discipline at the beginning of the twentieth century, there was also an attempt to include international relations within its domain. Despite the increase in the number of women in international studies and the advances that women have made in publications and positions, the field remains dominated by men. In other words, it is still not an equitable place for women to work. In order to overcome many of these enduring barriers, there should be a greater willingness to investigate and publish more studies about the status of women and to take more proactive steps to resolve the issues that have stalled women’s progress.

Labor and Gender

Writings on women workers in the global economy have generally taken as their starting point the rise in female employment in industries in the light manufacturing for export sector. Another issue covered by the literature on gender and labor is migration, where the racialized as well as gendered nature of employment is thrown into sharp focus. Migration has been a major concern in much of the recent feminist literature on gender and employment is because one of the most significant features of contemporary processes of migration has been the feminization of these flows. But given the ways in which women workers both in export sector factories and as migrant domestic workers are subject to harsh workplace practices, social stigmatization, and systems of intense workplace control, the possibilities for resistance and change for some of these groups of workers are considered as well. Three intersecting literatures that focus on the topic of resistance to regimes of labor control in a variety of different workplaces (including the household) are discussed: first, those that focus on “everyday” forms of resistance; second, those that look more at resistance as an organized political strategy taking the form of trade union activism or involving nongovernmental organizations (NGOs); and third is a literature that considers the possibilities and limitations of a wider politics of resistance offered by things like corporate codes of conduct and corporate social responsibility.

LGBTI Human Rights in Global Politics

Transnational organizing by groups dedicated to promoting the rights of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people is not a particularly new phenomenon, though it remained rare in the early decades of the 20th century. It was not until the advent of the sexual liberation movement in the late 1960s and early 1970s that LGBTI issues became more prominent. Moreover, despite their diversity, these transnational groups and networks have been able to speak with an increasingly unified voice, setting out a relatively coherent vision for global LGBTI human rights organizing. Over the past three decades, transnational LGBTI human rights activists have become increasingly successful in getting their voices heard and demands met within prominent international organizations such as the European Union and the United Nations. This success, however, has varied dramatically across international organizations and among the states they represent. Perhaps not surprisingly, given the Western origins and biases of transnational LGBTI movements and human rights principles, as well as the greater levels of tolerance toward homosexuality in the region, LGBTI rights organizations have had their greatest successes in Europe. Generally speaking, however, there has been a significant expansion of LGBTI rights over the past 30 years, even if it has come with a notable backlash and resistance. Yet despite these dramatic developments, the study of LGBTI politics has remained peripheral to most fields within the discipline of political science. This is slowly changing thanks to a proliferation of scholarship, including bridge-building work and an empirical turn, that is moving LGBTI research slightly closer to the center of the field.

Measuring “Success” for Women in International Studies in Academic Settings

Success is not easy to define or measure. In the academic field, traditional indicators of success include level of educational attainment, type and place of employment, tenure status, promotion or position status, publication productivity, and compensation. Alternatively, success can be defined as “the achievement of something desired or planned.” This is a more inward-looking definition of success, and adopting it might improve the chances for women to attain recognized success because it rewards what women in higher education and in international studies actually do. Some measures about how to determine success in international studies are more quantifiable than others, such as identifying obstacles women have had to overcome to enter and to thrive within the discipline. Others are controversial, such as self-professed goals that do not align with the traditional success measures. For example, many women—and even men—are simply more concerned with seeking work–life–family balance than the “prestige” of a tenured, full-professor appointment at an Ivy League Institution. Clearly, there is a need to change perceptions about what success means and what a successful life looks like. To this end, the academy in general, and international studies as an academic discipline in particular, should rethink how to evaluate quality teaching, recognize a broader range of research as valuable, and honor all kinds of service. They should also undertake some seriously introspective studies focused on why women’s work in academia remains so undervalued. Such studies must include recommendations for action aimed at rectifying current gender imbalances.

Militarization, Women, and Men: Gendered Militarizations

Militarization is commonly thought of as a process that fundamentally changes society and all types of relations in it: the formal and institutional as well as the informal and the intimate. At its most extreme, militarization results in the disappearance of civil, civilianized space, leaving the civilians with no choice but to live in symbiosis with the military and its war-making. In a militarized society, women, men and children are typically affected differently. Since the mid-1980s, there has been a steady flow of feminist literature specifically exploring questions on gender and militarization in various disciplines, including international relations (IR), as well as men and masculinity. To uncover the ways that militarization and gender are related, several different angles need to be employed. Indeed, contemporary feminist debates show that it is not ever clear what gender actually is, or how it should be best used in a consistent way in analyses of power relations. So how can gender be thought about? As a “freestanding” social construct or as embodied? Is the gender order of male dominance and female adjustment the actual machinery that drives militarization and war? When militarization is introduced, what happens to the gendered embodiments of men and women? How are men’s and women’s bodies marked in the processes of militarization? In other words, how does militarization work to organize and categorize the bodies differently? The process of gendered militarization is often discussed using the conceptual binary of protector–protected. In short, gender is the order that imprints the masculine as “Protector” and the feminine as “Protected,” which helps to make society more easily militarized.

Nationalism, Citizenship, and Gender

Nationalism and the nation-state are both intimately connected to citizenship. Citizenship and nationalism are also linked to gender, as all three concepts play a key role in the process of state-building and state-maintenance as well as in the interaction between states, whether overtly or covertly. Yet women do not figure in the analysis of nationalism and citizenship in the mainstream literature, a gap that feminists have been trying to fill. By interrogating gender, along with the notions of masculinity and femininity, feminist international relations (IR) scholars shed light into the ways that gender is socially constructed. They also investigate the historical process of state formation and show where women are located in nationalist movements. Furthermore, by unpacking the sovereign state, feminist scholars have argued that while mainstream IR views the state as a rational, unitary actor, states are actually gendered entities. Two kinds of feminist literature in IR in regards to the state can be identified: women and the state (how women are excluded in terms of the public–private divide, and through citizenship), and gender and the state (gendered states). In general, feminist scholarship has led to a more complete understanding of the gender-citizenship-nationalism nexus. Nevertheless, some avenues for future research deserve consideration, such as the political and cultural exclusions of women and others in society, the inequalities that exist within states, whether there is such a thing as a “Comparative Politics of Gender,” and the concept of “global citizenship.”

Organizing Strategies for Advancing Women in International Studies

The interdisciplinary field of international studies has traditionally been a male-dominated field. Indeed, the field of international relations, both theory and practice, has been argued to be gendered in highly masculinist ways. Whether as practitioners or as scholars, women have had a difficult time entering and advancing in such male-dominated fields, both in the United States and around the world. Their admittance and full acceptance in the profession has been hindered by laws and regulations, institutional practices and inertia, gendered stereotypes and customary expectations, overt discrimination and subtle biases, or benign neglect. As such, women have adopted a number of different strategies to make their ways into such male-dominated fields. These include working to expand the field to encompass questions of interest to women, developing new networks with other women for mentorship and resource development, and organizing themselves into distinct groups to promote women’s professional interests and advancement. One of these women’s organizations is Women’s Caucus for International Studies (WCIS), a formal section within the International Studies Association (ISA). Since its formal organization in 1996, the Women’s Caucus has worked hard to fulfill its mission of upgrading the status of women in the profession. Specifically, it seeks to promote equal opportunities for women in their professional lives, as well as women’s professional development. The Caucus fulfills its mission in numerous ways, including sponsoring scores of panels and roundtables focused on women’s professional development, and organizing mentoring networks, both inside the Caucus and beyond.

The Politics of (In)Visibility: Geopolitics and Subaltern Bodies

The materiality of (living, dead, and surviving) bodies has been highlighted as a productive element of resistance against intersectional violence and oppression in Latin America. While acknowledging the potential of feminist solidarities and embodied resistance to reinscribe meaning on political spaces by cutting across these spaces and opening new territories for recognition and social justice, it remains important to acknowledge the precarity of certain bodies’ geopolitical positions. Processes through which some bodies are simultaneously concealed and exposed, and whose movements are continuously perceived as excessive to the status quo, may be revealing of these bodies’ inherent potential for disruption and politicization as both a symbolic and physical presence. However, when visibility is itself a symptom of their “displacement” from dominant representations sustaining the ordering of space, these bodies’ visibility is rarely translated into audibility or legibility. In other words, they exceed the “map,” and their visibility is revealing of their condition of being “out of place.” Historic and contemporary feminist movements in Latin America show that when recognition is conditioned by the perception of presence as displacement, this may prevent subaltern bodies not only to speak to the political but also mainly to be heard. A closer look at their positionings and potentialities reveal the conditions for gendered and racist geographies of visibility, recognition, and agency and calls for a radicalization of the geo in geo-politics (with a hyphen) toward the de-normalization of violence as the everyday of international politics.

Race(ing) International Relations: A Critical Overview of Postcolonial Feminism in International Relations

Postcolonial feminism in international relations (PFIR) is a disciplinary field devoted to the study of world politics as a site of power relations shaped by colonization. PFIR combines postcolonial and feminist insights to explore questions such as how the stratum of elite power intersects with subterranean layers of colonization to produce our contemporary world politics; how these interrelationships between race, gender, sex, and class inform matrices of power in world politics; and how we account for elite and subaltern agency and resistance to the hegemonic sphere of world politics. PFIR is similar to Marxism, constructivism, and postmodernism in that they all posit that the masses underwrite hegemonic rule and, in so doing, ultimately have the means to do away with it. One difference is that PFIR emanates from the position of the subaltern; more specifically, the colonized’s colonized such as women, children, the illiterate, the poor, the landless, and the voiceless. Three major components are involved in PFIR in its analysis of world politics: culture, politics, and material structures. Also, eight common foci emerge in PFIR: intersectionality, representation, and power; materiality; relationality; multiplicity; intersubjectivity; contrapuntality; complicity; and resistance and accountability. PFIR gives rise to two interrelated projects: an empirical inquiry into the construction and exercise of power in daily life, and theory building that reflects this empirical base. A future challenge for PFIR is to elucidate how we can transform, not just alleviate, the hegemonies that persist around the world.

Teaching about Gender and Sexuality in the International Relations Classroom

Feminist pedagogy considers the scholarship on and practices of teaching gender and sexuality in global politics. Humans narrativize (tell stories about) their lives, creating stories about the world that they see in order to make sense of their complicated realities. As such, there are multiple story lines of the ways that a feminist curiosity can affect approaches to teaching, strategies for teaching feminist curiosity, the role that genders and sexualities play in constituting the international relations (IR) classroom, and approaches to teaching material related to genders and sexualities in global politics. There are six story lines that reveal the distinctive features of feminist pedagogy: foregrounding an explicitly feminist politics, treating knowledge as situated, reimagining the purpose and structure of the classroom, recognizing and combating alienation, broadening the view of texts available for teaching and learning, and including explicitly activist components in teaching strategies. Across these story lines, feminist teaching is an important part of feminist academic practice, where pedagogy with a feminist curiosity foregrounds the politics of feminisms and the politics of pedagogy.

Transnational Feminist Activism and Globalizing Women’s Movements

Women’s activism has assumed an international dimension beginning in the nineteenth century. Transnational feminism has been shaped by debates over a wide range of issues: how to name and describe feminist inspired action that crosses national borders; how to create organizations, networks, and movements that acknowledge the multiple power differentials that exist among women while still allowing for concerted political action; and how to craft effective mobilization strategies in the face of highly differing forms of activism. These debates have fueled a surge in scholarly interest in the transnational activities of feminist groups, transforming the ways in which women’s studies, political science, international relations, sociology, and geography investigate the relationships between national and international levels of politics. The scholarship on transnational feminist actions has been influenced in large part by the concept of transnational advocacy networks/transnational feminist networks, which often bring together multiple kinds of actors such as social movements, international nongovernmental organizations, and more nationally or locally based actors. Another issue tackled by scholars who are politically committed to the goals of transnational feminist activism is how feminists are likely to achieve their goals and produce change through their transnational activities. These scholars can be expected to continue to develop their own research agendas on transnational feminist activism and to influence how transnational politics and globalization are studied in other fields.

UN, Gender, and Women

After the end of World War II, women’s rights advocates at the United Nations vigorously campaigned for equality between the sexes. At the UN Charter Conference held in San Francisco in 1945, women delegates fought for the recognition of sex-based discrimination as a violation of human rights in Article 1 of the Charter. At the UN, issues relating to women were primarily placed under the purview of the Commission on the Status of Women (CSW), established in June 1946 with the mandate to “prepare recommendations and report to the Economic and Social Council on promoting women’s rights in political, economic, civil, social and educational fields.” Three main perspectives underpin feminist International Relations (IR) literature on the UN, gender and women: promoting women’s participation and inclusion of women’s issues at the UN; gender critique of the UN, geared towards institutional transformation; and challenging the universality of the UN. Despite some fundamental differences between these three strands of thinking, their political significance is widely acknowledged in the literature. The co-existence of these contentious viewpoints resonates with the vibrant feminist politics at the UN, and offers a fruitful avenue for envisioning a better intergovernmental organization. This is particularly relevant in light of feminist scholars’ engagement with activism and policymaking at the UN from the very beginning. Nevertheless, there are issues that deserve further consideration, such as the workings of the UN, as reflected in its unique diplomatic characteristics and bureaucratic practices.

Women’s Rights as Human Rights

For centuries, women have been struggling for the recognition of their rights. Women’s rights are still being dismissed by United Nations (UN) human rights bodies and even governments, despite the Universal Declaration of Human Rights of 1948 prohibiting discrimination on the basis of sex. It was not until the 1993 UN World Conference on Human Rights in Vienna, Austria that states began to recognize women’s rights as human rights. However, this institutional change cannot solely be credited to the UN, but more importantly to the work of international women’s organizations. According to the social movement theory, these organizations have been permeating intergovernmental structures and, with the help of their constituents and experienced leaders, framing women’s rights as human rights in different ways throughout time. It is through mobilizing resources and seizing political opportunities that women’s rights activists rationalize how discrimination and exclusion resulted from gendered traditions, and that societal change is crucial in accepting women’s rights as fully human. But seeing as there are still oppositions to the issue of women’s rights as human rights, further research still needs to be conducted. Some possible venues for research include how well women’s rights as human rights travel across different institutions, violence against women, how and in what way women’s rights enhance human rights, and the changes that have taken place in mainstream human rights and specialized women’s rights institutions since the late 1980s as well as their impact.

Women and Academic Organizations in International Studies

Academic organizations introduce gender, race, nationality, and other signifiers of power into the field of international studies. Research on the status of women in the international studies profession has typically focused on the distributions of women and men according to academic rank, salaries, and employment. A number of detailed case studies have explored practices in particular academic departments and universities in order to elucidate the mechanisms in place that help to reproduce gender inequality. We can gauge the progress that women have made with regard to their status and role in academic organizations over the years by looking at the International Studies Association (ISA). The ISA presents a mixed picture of international studies as a field of gendered power. While women have entered leadership positions in the association, they have done so mostly at lower levels, while men continue to dominate the positions at the top, the ISA president and executive director. Women have made some advances into editorial positions, but gatekeeping in the scholarly journals published under the auspices of the ISA remains largely a male preserve. Furthermore, women and men in the ISA reproduce gender difference and inequality by re-enacting gender divisions of labor while participating in an economy that circulates symbolic capital. An important consideration for future research is the assumption that international studies is a field of complex gendered power that cannot be easily explained by purely singular tools of analysis.
