Conflict and Nationalist Frames

In the context of nationalist and ethnic struggles, framing refers to strategic communication aimed at changing perceptions and behavior, such as persuading members of a group to unite and fight or their opponents to demobilize. The concept and theory behind framing stem from sociology, and in particular American social movements theory, where they have helped reconcile an interest in the construction of identities and “meaning work” with the study of structures that favor participation in collective endeavors. Framing not only unpacks the processes behind this form of strategic communication through notions such as alignment and resonance, but it has also produced extensive scholarship on types of frames that foster mobilization and the socio-psychological keys they play upon in so doing. Framing theory has also focused on some of the elements contributing to the success—or lack thereof—of communication aimed at persuasion. Considering that participation in crises and conflicts is an extreme form of mobilization, framing has, since the mid-2000s, made headway in conflict studies, where scholars have turned to framing processes to shed light on how people can be convinced to rally around the nationalist or ethnic flag and even take up arms in their group’s name. More recently, framing-centric approaches have been used to shed light on frames deployed in conflicts of a religious nature, as well as in the study of radicalization and the ideological or ideational framing behind it. The future of framing theory with regards to identity-based conflicts depends, however, on scholars’ ability to produce framing concepts and theoretical insights specific to conflict studies able to federate the community or researchers adopting the approach to study armed violence. As growing research on armed conflict turns to understanding the links between national and local realities, framing theorists may in addition benefit from greater attention to local frames and framing dynamics, and how they relate to the broader, elite-driven frames more commonly focused on in the study of armed violence. Finally, though so far little explored, framing proponents may stand to gain from engaging with literature using survey experiments or other promising quantitative approaches that have also sought to generate insights into ethnic relations or government representation and policy regarding crises and war.

Definitions of Geopolitics

International relations literature and the foreign policy community offer and use multiple definitions of geopolitics. More often than not, both camps use the term even without providing or hinting at its conceptualization. This causes muddy thinking and misunderstandings among scholars, as well as misunderstandings between scholars and policymakers. It is unrealistic to expect that at some point, the scholarship will agree on a single common definition, nor is this something worth aiming for. Instead, raising awareness about ontological differences when defining geopolitics, as each definition leads to different (foreign) policy implications, makes more sense for academia and policymakers. Being cognizant of ontological diversity propels clarity of academic writing and informs policymaking. Thus, a conceptual analysis of the term geopolitics is needed to facilitate greater transparency when using the term. Probably the best place to start such an analysis is with the etymology of geopolitics, since no one objects to that: two ancient Greek words: gê (earth) and politikós (statesman). Gê personifies objectivity and determinism, while politikós represents subjectivity and interpretivism. Some definitions of geopolitics stress the first set of characteristics, while others emphasize the second. Moreover, two ontological continua—material–ideational and praxis–science—can be formed from this etymology that form an ontological matrix of geopolitics. Using this matrix, nine different types of definitions of geopolitics can be identified: classical geopolitics; geopolitics as strategic geography; cognitive geopolitics; global geopolitics; critical geopolitics; geopolitics as philosophy of statesmen; anti-geopolitics; geopolitics as logos, pathos, and ethos; and geopolitics as nexus. Each of them carries its unique ontological take on geopolitics, as well as lays particular foundations for policymakers. Such a typology excels other endeavors of classifying geopolitics, since they suffer from one or more vices: they are not systemic, they lack clear classification criteria, they cannot encapsulate all definitions of geopolitics, and their classroom and policy utility are mediocre. Finally, the functionality of the ontological matrix of geopolitics for didactical purposes and for bridging the gap between academia and policymaking is apparent. Namely, making students understand that meta-theoretical issues matter is much easier if visualization is possible. Depicting and explaining ontological positions on the geopolitical matrix is instrumental as similarities and differences become illustrative. Being exposed to the geopolitical matrix equips the people committed to the process of bridging the gap between academia and practice with a new and helpful tool.

Friendship in International Politics

In the international political discourse of the early 21st century, claims of friendship and “special ties” between states and their leaders are commonplace. Frequently reported by international media, such claims are often used as entry points for scholars and pundits seeking to evaluate the contents, relative strength, and present-day conditions of a given state-to-state relationship. Advancing the claim that friendships not only exist but also matter in and to the international political domain, international relations scholars began in the mid-2000s to trace and explore friendship—as a concept and practice—across time, societies, cultural contexts, and scientific disciplines. As part of the research agenda on friendship in international politics, scholars have explored why, how, and under what conditions friendships between states emerge, evolve, subsist, and dissolve; how amicable structures are typically organized; how they manifest themselves on a day-to-day basis; and what short- and long-term implications they may have for international political processes, dynamics, outcomes, and orders.

Great-Power Competition

Great-power competition (GPC) is a touchstone for strategists and policymakers. Its popularity stems from perceptions of China’s rise, Russia’s resurgence, and the United States’ relative decline. The term’s notoriety in policy circles is related to its use in U.S. national defense and strategy guidance documents. Sometimes GPC is dismissed as a buzzword, but it is a distinctive phenomenon that deserves scholarly investigation. GPC is a classic feature of modern international relations grounded in a traditional power politics approach. Specifically, GPC is a permanent, compulsory, comprehensive, and exclusive contest for supremacy in a region or domain among those states considered to be the major players in the international system. The contest varies in intensity over time and space but remains a persistent aspect of the international system of sovereign states. Great powers field uncommonly large, sophisticated, and diversified capabilities and compete for high stakes; their competitive behavior is endemic to a stratified system in which select states are recognized as having special status. That status imparts to members of the great-power club privileges and responsibilities, including collective action to address system-wide problems. However, the competition over power, security, and status among the great powers is always present. GPC is often parsed into analytically separable dimensions (military, economic, scientific–technological, and so on), but in practice such dimensions are interrelated. Together with the great powers’ extraordinary capabilities and interests, the interdependence of these dimensions of competition tends to push GPC to be comprehensive. GPC is sometimes treated as something other than war, but when GPC intensifies, the possibility of major war looms. Patterns of GPC are identified through the lens of competing schools of thought on power politics: balance of power and hegemonic–power transition. Each provides a general framework in which GPC may be located. Scholars, however, should not confine their investigations to such frameworks; novel scholarship is warranted to further develop the concept of GPC, to characterize it and theorize about its dynamics, to further study it empirically, and to scrutinize it through critical lenses.

Hegemony

Somewhere in between unipolar and imperial orders, hegemonies divide the continuum from anarchy to hierarchy in world politics, connoting interstate systems of the highest concentration of authority. However, depending on the author, hegemony might denote the concentration of relative capabilities in a single state, the presence of a state that seeks international leadership, general consent in the international society regarding subordination to a central order, or a combination of these phenomena. Similarly, scholars debate the extent to which the relation of authority entailed by hegemony should encompass the economic, military, and/or ideational domains. Given this multiplicity of meanings, this review of extant definitions illuminates some issues that must be addressed explicitly when dealing with this concept. Although hegemony might mean different things for different intellectual traditions, these understandings are interconnected in a family resemblance structure that has facilitated mutual intelligibility. A mapping of this network of meanings suggests that special attention needs to be paid to how scholars have thought about the capabilities that would-be hegemons have, the roles they play, and the type of response they elicit from subordinate states. It also suggests the economic, military, and ideational dimensions of hegemony should be explicitly considered in theoretical discussions. Finally, it highlights the importance of avoiding ambiguity by connecting theory with empirics and providing clear measurement strategies. Measurement is essential to delineate the geographical and temporal scope of hegemonies with more precision, to compare them, and to evaluate their effects on certain outcomes. Debates about hegemony have undergone important empirical progress throughout the decades rendering this a promising area for future research.

Hizbollah in the Global Arena

A comprehensive review of the scholarly literature on the transnational movement of Hizbollah (Party of God) in the global arena examines the sociopolitical history, military capacities, strategies, and alliances of the Hizbollah movement. Situated in a narrow understanding of global politics and international relations such an examination reveals that Hizbollah poses a particular problem for international relations when the hegemonic nation-state remains the primary site of analysis. The literature on Hizbollah consistently fails to acknowledge the limitations of this worldview, and as such, continues to characterize Hizbollah as a disruptive Iranian-led militia instead of a transnational social movement rooted firmly in its followers’ self-confidence and commitment to an ideology with religious elements. As a transnational movement, Hizbollah has all but abandoned the realization of an Islamic state, holds limited military power, and is influenced by international norms and socialization. As such, the most interesting aspect of Hizbollah’s political trajectory is its imaginative politics—forms of expression rooted in its transnational attributes, developed in historical contexts, and acted upon by individual supporters of the movement through social relationships. A narrow view of the global arena as organized states in a hierarchy expands explorations of the Hizbollah movement into areas and subfields such as a Middle East studies and gender studies. These subfields have contributed valuable ethnographic research that informs a new methodological approach and resulting arguments. From this framework, based on a spatially cognizant recognition of a global Middle East, the analysis shows that Hizbollah’s various transnational attributes—including a commitment to ideological production, becoming a martyr, and following the spiritual leadership of Iran’s Supreme Leader, Ayatollah Ali Khamenei—become “transitioning spaces” (as used by diaspora studies scholar Dora Silva Santana) forged in kinship that make it possible to imagine other worlds. The spiritual and sensual world that Hizbollah supporters conjure competes with the international system of political organization to make the movement noteworthy to the global arena. Importantly, this is not an alternative world, but one that coexists to challenge a focus on military, alliance, or material approaches alone.

International Competition and Cooperation in the New Eastern Mediterranean

In the 21st century and particularly during the 2010s, the Eastern Mediterranean acquired unprecedented attention and significance as a distinct geopolitical space with new international and security dynamics. This “new” Eastern Mediterranean geopolitical order was largely “constructed” by global and regional power shifts as well as local developments, such as the trajectory of Turkish foreign policy and the discovery of offshore hydrocarbon reserves. The result was a change in the region’s patterns of interstate conflict and cooperation. On the one hand, countries such as Cyprus, Egypt, Greece, and Israel became part of an emerging network of cooperation and security architecture. On the other hand, owing to its problematic relations with these states, Turkey remained an outsider wanting to “deconstruct” this new state of affairs and change it to its own benefit. As such, the new Eastern Mediterranean was ushered in during a period of geopolitical polarization that is more conducive to crisis rather than peace and stability and often transcends its boundaries.

International Cyberpolitics

The earliest scholarly writing on “cyberpolitics” focused mainly on the domestic sphere, but it became clear by the mid-2000s that the Internet-generated “cyberspace” was also having massive effects on the broader dynamics and patterns of international politics. A great deal of the early research on this phenomenon focused on the way cyberspace might empower nonstate actors of all varieties. In many respects that has been the case, but states have increasingly asserted their “cyberpower” in a variety of ways. Some scholars even predict a coming territorialization of what was initially viewed as a technology that fundamentally resisted the dictates of sovereign borders. Such disparate possibilities speak to the ambiguity surrounding the intersection of the international system and the political affordances generated by the Internet and related technologies. Does cyberpolitics challenge the international system as we know it—perhaps altering the very nature of war, sovereignty, and the state itself—or will it merely be subsumed within some structurally mandated logic of state-centric self-help? As might be expected, research that speaks to such foundational questions is quite sprawling. It is also still somewhat inchoate because the object of study is complex and highly malleable. The cyber-“domain” involves a physical substrate ostensibly subject to a territorially demarcated international system, but Internet-enabled activities have expanded rapidly and unpredictably over the past few decades because it also involves a virtual superstructure designed to be a network of networks, and so fundamentally at odds with centralized control. As such, some argue that because cyberspace has so enmeshed itself into all aspects of society, international politics and cyberspace should be seen as coevolving systems, and concomitantly that fields such as International Relations (IR) must update their theoretical and methodological tools. Such contentions indicate that an understanding of extra-domestic cyberpolitics has not so much involved progressively developing insights as differing perspectives compete to explain reality, but rather the growing recognition that we are only now catching up to a rapidly changing reality. As part of that recognition, much of the cutting-edge International Studies (IS) work on cyberpolitics is aimed at researching how the central actor in global politics, the state, is increasingly a cyberpolitical actor. This has meant the abandonment of strong assertions about the way cyberspace would exist separate from the “real world” of state interaction, or that it would force the alteration of especially hierarchical forms of state power. Instead, burgeoning literatures examine the myriad ways states seek to resist and control cyberpolitical activity by others, deploy their own cyberpolitical power, and even shape the very cyberspace in which all of this can occur. This focus on “international cyberpolitics” thus involves tracking a complex and growing milieu of practices, all while reflecting on the possibly fundamental changes being forced upon the international system. All of this points to the likelihood that the study of international politics will increasingly also be the study of international cyberpolitics.

International Order in Theory and Practice

International relations scholars of all stripes have long been interested in the idea of “international order.” At the most general level, international order entails some level of regularity, predictability, and stability in the ways that actors interact with one another. At a level of higher specificity, however, international orders can vary along a number of dimensions (or fault lines). This includes whether order is thin or thick, premised on position or principles, regional or global in scope, and issue specific or multi-issue in nature. When it comes to how orders emerge, the majority of existing explanations can be categorized according to two criteria and corresponding set of questions. First, are orders produced by a single actor or a select subset of actors that are privileged and powerful, or are they created by many actors that are roughly equal and undifferentiated in capabilities and status? Second, do orders come about from the purposive behavior of particular actors, or are they the aggregated result of many behaviors and interactions that produce an outcome that no single actor anticipated? The resulting typology yields four ideal types of order explanations: hegemonic (order is intentional, and power is concentrated), centralized (order is spontaneous, but power is concentrated), negotiated (order is intentional, but power is dispersed), and decentralized (order is spontaneous, and power is dispersed). Finally, it is useful to think about the process by which order can transform or break down as a phenomenon that is at least sometimes distinct from how orders emerge in the first place. The main criterion in this respect is the rapidity with which orders transform or break down. More specifically, they can change or fall apart quickly through revolutionary processes or more gradually through evolutionary ones.

International Organization and Vulnerable Groups

The manner in which international organizations (IOs) deal with vulnerable groups (VGs) has implications for the study of International Organization. Vulnerability provides an uncommon, but useful, vantage point from which to examine some of the strengths and shortcomings, as well as the relevance and challenges, of IOs. For IOs, the questions of “who is (considered to be) vulnerable” and “who does what, when, and how to address vulnerability?” need to be answered from both an empirical and a normative perspective. In this respect, it is important to highlight the different definitions, disciplinary perspectives, and evolving paradigms on vulnerability. Addressing the plight of VGs, specific IOs help people at risk or in need, especially when states are either unwilling or unable to do so. Yet VGs have usually struggled to make their voices heard, while structural causes of vulnerability have been hard to address. When aid arrives, it often is late, inadequate, or has unexpected side effects. Implementation of IO policies to support VGs usually lags behind norm development. Still, IOs have carried out considerable work to support VGs.

International Relations and Outer Space

Although the study of the international politics of space remains rather descriptive and undertheorized, important progress has been made to the extent that there is already a growing literature examining certain aspects of space activities from an International Relations (IR) theory perspective, reflecting the broader surge of interest in the utilization of space for civilian, military, and commercial purposes. In this regard, this is the first systematic attempt to outline this emerging and vibrant multidisciplinary subfield of IR. In doing so, it covers a substantial body of research on the politics of space that builds on realism, liberalism, constructivism, Marxism, critical theory, poststructuralism, feminism and gender studies, postcolonialism, and eclecticism. The study also discusses a distinctive approach concerned with examining the process of space policy decision-making at different levels of analysis, what can be called “Space Policy Analysis (SPA).” The study concludes by briefly considering possible avenues for future research.

International Relations and the 19th Century Concert System

International relations (IR) scholars have long been fascinated by the politics of the European Concert of Great Powers—the diplomatic institution said to have provided relative peace, calm, and stability across Europe in the wake of the French Revolutionary and Napoleonic Wars. Interest in the Concert is boosted by arguments that the institutional and normative framework of the post-1815 European international order can serve as a useful template for managing great power relations in the increasingly multipolar and multicultural world of the 21st century. From this perspective, the ability of statesmen such as Metternich and Castlereagh to keep the European peace for almost 4 decades and provide pragmatic solutions to the most vexing international problems of revolution, dynastic rivalry, and national competition is meant to inspire contemporary world leaders to provide security and accommodation in the context of declining American hegemony and rising powers. The persistent centrality of the European Concert as a distinct subject area in IR scholarship raises a number of important questions: What exactly was the Concert and how long did it last? How did the Concert as an institution of great power management change over time? How do different theoretical approaches explain the ability of the Concert to structure interstate dynamics in meaningful ways? Most importantly, is it analytically feasible and normatively desirable to use the 19th century European Concert system as a blueprint for reorganizing international relations today? These questions identify key debates across the existing literature and demonstrate the conceptual, theoretical, methodological, and political diversity of the field. They also reveal that the formation of a disciplinary consensus on the Concert remains an elusive goal. As a result, scholars should remain attuned to ongoing historiographical developments and critically reflect on their own theoretical and political priors regarding the history and future of concert diplomacy.

The Latin American Long Peace

Latin America is often hailed as “the most peaceful region in the world.” In both academic and policy circles, this view has taken root under the common perception of the region as a “zone of peace” where war and interstate armed conflict have largely disappeared and are now unthinkable. The region, however, continues to showcase high levels of intra-state violence despite the absence of war among states. In the IR academic debate of the long peace in Latin America, as well, several areas of discord and intense disagreement among the multiple works continue to challenge any encompassing explanations for this rather paradoxical regional phenomenon. In this context, for those interested in conducting further research in this area, there still is plenty of space for making meaningful contributions to both the theoretical study of regional peace dynamics as well as the unravelling of Latin America’s paradoxical coexistence of intra-state violence amid enduring inter-state peace.

Militarization, Women, and Men: Gendered Militarizations

Militarization is commonly thought of as a process that fundamentally changes society and all types of relations in it: the formal and institutional as well as the informal and the intimate. At its most extreme, militarization results in the disappearance of civil, civilianized space, leaving the civilians with no choice but to live in symbiosis with the military and its war-making. In a militarized society, women, men and children are typically affected differently. Since the mid-1980s, there has been a steady flow of feminist literature specifically exploring questions on gender and militarization in various disciplines, including international relations (IR), as well as men and masculinity. To uncover the ways that militarization and gender are related, several different angles need to be employed. Indeed, contemporary feminist debates show that it is not ever clear what gender actually is, or how it should be best used in a consistent way in analyses of power relations. So how can gender be thought about? As a “freestanding” social construct or as embodied? Is the gender order of male dominance and female adjustment the actual machinery that drives militarization and war? When militarization is introduced, what happens to the gendered embodiments of men and women? How are men’s and women’s bodies marked in the processes of militarization? In other words, how does militarization work to organize and categorize the bodies differently? The process of gendered militarization is often discussed using the conceptual binary of protector–protected. In short, gender is the order that imprints the masculine as “Protector” and the feminine as “Protected,” which helps to make society more easily militarized.

Modern Grand Strategic Studies: Research Advances and Controversies

Grand strategy offers an effective framework to understand and explain how and why a state interacts with other actors in a given way and how it combines various military, diplomatic, economic, and cultural instruments to achieve its ends in a largely coherent fashion. Yet, the term “grand strategy” conjures different meanings and attitudes, with some treating it as synonymous with strategy and foreign policy, thus raising questions about its relations with policy and politics. History teaches us that grand strategy remains a demanding enterprise, partly because of actors’ differential status and partly because its time horizon (mid to long term) subjects it to unforeseen conditions that threaten to derail it. However, does this make grand strategy impossible? Modern grand strategic scholarship is studded with tensions, but this must not eclipse research advances. In fact, the more disconnected controversies are from empirical contexts, the more they tend to become ends unto themselves. The first controversy relates to the definition of grand strategy and the best way to chart its landscape; the second deals with the sources of grand strategy (internal vs. external, material vs. ideational); and the third revolves around the feasibility of grand strategy in a capricious and fast-paced environment. These tensions are both defining, in the sense that they outline the state of the field, and productive, as they point toward future research avenues.

Narratives in International Studies Research

Narrative research is a trending topic in international studies, with a growing body of literature adopting limited insights from narratology, sociolinguistics, and related fields to construct new insights into the workings of international relations. These studies are mainly concerned with questions about how narratives can be used to shape future policy courses, or how they impact the identity of agents and actors. The proliferation of studies using “narratives” in international studies research has been widespread since the 2000s, following a series of puzzles raised by scholars writing on language and discourse more broadly, ever since the late 1980s as part of the “linguistic turn” in the field. The adoption of narrative theory into international relations research presents a series of important questions about the methodological implications of taking narratives seriously. These include inquiries into the extent to which scholars see themselves as contributing to current social, political, and economic configurations of the world through their own work. Other questions motivated by this include: can international relations scholarship contribute to narrative theories of their own, or are they content in borrowing insights from other disciplines? How far should scholars engage in assessing what actors say, rather than what they do? Or is this distinction a false one to begin with? Are there more or less potent narratives, and why do some become prominent while others do not? What is the causal significance of narratives, and what is the best way to study them?

Neutrality Studies

The study of neutrality, as an academic subject in the fields of history and the social sciences, is concerned with the politics, laws, ethics, economics, norms, and other social aspects of states and international actors that attempt to maintain friendly or impartial relations with other states who are—or might become—parties to international conflict. In this regard, neutrality studies is a subject of international politics in its broadest sense, encompassing international law and international relations. It is an open space that has been explored through various academic lenses, including (but not limited to) realism, liberalism, constructivism, and poststructuralism. Most neutrality research in the early 21st century is focused on particular periods or forms of neutrality. To discuss this topic, it is helpful to distinguish two levels of analysis. First, there is historical research that describes the observable phenomenon of neutral behavior and its related effects, in other words, specific instances when countries (or actors) remained neutral. This is mostly the domain of historians. The second level is the moral, legal, political, and ideational assessment of neutral situations, which are theoretical discussions that treat issues (including but not limited to) the underlying reasons and the larger impact of neutrality on specific conflict dynamics, security systems, identities, and norms. Ideological debates often occur on this level since theoretical assessments of neutrality depend heavily on the subjective framing of the conflicts they accompany.

Peace, Pacifism, Nonviolence: 21st Century Developments

Despite the achievements of pacifist and nonviolent movements in influencing the course and nature of international politics over the last century or more, and despite obvious theoretical overlaps and connections, pacifism and nonviolence have largely been excluded from contemporary theories and practices of peace. Instead, the dominant conception of peace in both international relations and peace and conflict studies has been of “negative peace” narrowly defined as the absence or management of large-scale political violence. In this conception, states, militaries, and international organizations are viewed as essential to the maintenance of peace, which are primarily associated with stability, law and order, and strong public institutions. Some attempts to expand the conception of peace beyond a negative value have occurred, including the rise of critical peace building in the early 2000s and new mainstream frameworks of peace studies such as quality peace, the peace continuum, world peace, and varieties of peace. Upon examination, it can be argued that these approaches remain rooted in a state-centric, militaristic paradigm, or they problematically fail to go beyond descriptive analysis. Few, if any, take nonviolence and pacifism seriously and seek to radically transform the existing violent state-based international order. Nevertheless, the present historical juncture provides an opportune moment for rethinking the theory and practice of peace and for seeking to transform politics and political theory away from states, militarism, and the values of “negative peace” toward nonviolent, pacifistic, social justice–based forms of “positive peace.” Notwithstanding a number of conceptual and practical obstacles, existing conceptions of agonistic peace, feminist peace, and decolonial peace, among others, as well as expanding interest in the field of nonviolent resistance, provide an important foundation for advancing this important objective.

The Politics of Regional Integration in Africa

On the African continent, a commitment to Pan-African unity and multilateral organization exists next to a postcolonial society whose 54 Westphalian states interpret the commitment to unity and integration to different degrees. The tension between a long-term Pan-African vision for a unified continent that prospers and is economically self-empowered, and the national concerns of governing state-centered elites with immediate domestic security and political and economic interests, lies at the heart of the politics surrounding African integration and affects both the continent and its regions. The politics of integration demand that a patchwork of regionalisms be consolidated; states give up on multiple memberships; and designated regional economic communities (RECs) take the lead on integration or subordinate themselves to the strategy and complement the institutions of the African Union (AU). In the interest of widening the social base of regional organization, politics needs to recognize and give status to informal regional actors engaged in bottom-up regionalism. Of issue in the politics of integration and regionalism are themes of norm adaptation, norm implementation, intergovernmentalism and supra-nationality, democracy, and authoritarianism.

Risk Preferences and War

Despite a long legacy within the study of international politics, risk preference remains an understudied source of behavioral variation. This is most apparent within the study of violent conflict, which, being inherently risky, might be naturally explained by variation in the preferences of the actors involved. Rather than taking this seemingly obvious route, much of the formal theoretic literature continues to assume that the actors under consideration are either risk neutral or risk adverse. This blind spot is troubling since the effects of variables on outcomes generally reverse when risk preferences move from adverse to seeking, a generally unrecognized scope condition for many theoretical results. There are three central reasons why risk preferences have been neglected within the recent literature despite their theoretical and empirical importance. First, there is a sociological pathology within the field where the seeming obviousness of risk preference as an explanation for war has led to its lack of attention. Second, many formal applications of risk preference become quickly intractable, indicating a deficiency in the formal architecture available to modelers. Third, until recently, risk preferences have generally been assumed rather than explained, with this theoretical underdevelopment leading to intellectual discomfort in the use of the concept. Under the shadow of these problems, the study of risk preference as an explanation for war has gone through three intellectual periods. Starting in the late 1970s, the concept of risk preference was introduced to the field and applied widely to the phenomenon of war. This cumulative development abruptly ended in the early 1990s with the wide adoption of prospect theory and the undue dismissal of risk preference as a nonrationalist explanation for war. Under these conditions, the field bifurcated into two more or less isolated groups of scholars: political psychologists using nonformal versions of prospect theory and heuristic definitions of risk preference, on the one side, and rationalistic formal modelers universally assuming risk-neutral or risk-averse preferences, on the other. By the early 2000s, the wave of informal applications of prospect theory began to subside, carrying with it the use of risk preference as an explanation for war. By 2010, the concept had all but disappeared from the literature. Following this decade of silence, the concept of risk preference was reintroduced to the field in the early 2020s and has been demonstrated to explain some of the major empirical findings from 1990 to 2020. This reintroduction holds the potential for providing unified theoretical foundations for increasingly wide swaths of the conflict literature and may provide a rich basis for the derivation of novel empirical implications.
