The study of regionalism has experienced numerous transformations and focal points. Comparative regionalism has emerged as the next wave of scholarship on regional cooperation and integration in international relations. What differentiates comparative regionalism from this earlier scholarship? There are three research themes that characterize the field of comparative regionalism: (a) an empirical focus on regional identity formation as a way of distinguishing between autonomous regions, (b) decentering Europe as the main reference point of comparative regionalism, and (c) defining what is truly “comparative” about comparative regionalism. These research themes emerge in a global context, where regional cooperation and integration are being tested from all sides by events such as Brexit in Europe, elusive global cooperation in the response to the COVID-19 pandemic, and challenges to democratic stability across the globe. While the development of regionalism has primarily been concerned about the defining of regions and the world order context in which regional cooperation emerges and sustains itself, the interrelated themes of regional identity formation and the decentering of Europe in comparative regionalism drive the comparative regionalism agenda, giving substance to the identification and measurement of the “local” and other context-specific mechanisms of regionalism.
While these three themes are helpful in discerning the state of the comparative regionalism research agenda, they also have some limitations. While comparative regionalism is progressive in its integration of constructivist ideas of identity formation, its project of withering Eurocentrism, and its methodological flexibility, comparative regionalism research would be well served to incorporate more reflexive and interpretivist research practices and methods, particularly to serve the goal of offering new knowledge and theories of regional cooperation in the Global South that are not tethered to Europe.

Cultural Diversity and World Politics

The end of the Cold War, the emergence of nonWestern states as influential actors in global politics, and waves of Western nativism in the United States and Europe have placed questions of cultural diversity centrally in global politics. Although the mainstream paradigms of international relations (IR), namely, realism and liberalism, have remained focused on material power and mutual gains via institutions as the cruxes of global politics, starting with the mid-1990s, an increasing number of IR scholars have attended to the question of cultural diversity and world politics.
This scholarship has approached culture, alternatively, as a set of shared meanings stable over time, meanings that are institutionally stabilized, or a field of multiple and competing representations. Accordingly, some (the English school, conventional constructivism) posit culture as internally coherent and externally diverse, associating shared culture with accord and cultural diversity with discord. Others (critical constructivism, postcolonial IR) focus on the power-laden processes through which cultural diversity comes to be associated with Otherness and discord.
Most of the relevant scholarship, however, defies paradigmatic categorization. These works are better grouped as interventions into IR theory and as scholarship that focuses on the impact of cultural diversity on the conduct of world politics. The first set of interventions have identified the state of cultural diversity in IR theorizing as an absence, a deep suspicion and an active suppression, or an outdated conceptualization. The IR theoretical path forward has, accordingly, been identified as the inclusion of culture, as dispensing with key theoretical heuristics of the field, or as a new focus on how cultural diversity has been globally governed. The analyses of cultural diversity and the conduct of world politics, taken together, show the intricate connections between existing institutions and norms, and assertions of cultural diversity. While diversity challenges universalizing forms of governance, the demands for the equal recognition of diversity are shaped by existing institutions.
Despite key theoretical and analytical insights, the scholarship on cultural diversity can pay further attention to (a) the relation between theoretical notions of cultural diversity and cultural diversity as employed in global politics and (b) the relation between cultural diversity and other global political domains, such as geopolitics. On this, the literature can benefit from engagement with the IR scholarship on civilizations. At the same time, the latter scholarship is highly relevant to the question at hand because civilizations are key conduits of the global politics of cultural diversity.

Emotions and International Relations

The growth of research on emotion in international relations (IR) has produced a significant body of literature. This body of literature has raised a number of interesting questions, debates, and theoretical positions regarding the agentic properties of international actors and how they are embedded in international structures. Emotions have long been viewed in IR as self-evident and irrational by-products of cognitive processes and have, until recently, remained largely implicit and undertheorized. The first wave of research lamented the discipline’s neglect and marginalization of emotions in mainstream IR theories and concepts. The second wave has turned to specific ways to integrate the consideration of emotion into existing research within specific issue areas, from diplomacy, security, war, and ethnic conflict to transnational actors, institutions, governance, and conflict management. The literature on this topic is so extensive that many even speak of an “emotional turn.” Its intellectual roots stem from various disciplines, such as psychology, neuroscience, sociology, history, and cultural studies, and this diversity is reflected in ongoing challenges of how to study emotions and their political effects in IR. These challenges relate to a number of ontological and epistemological questions, including how to conceptualize emotions, how to capture emotions methodologically, and how to move from the individual to the collective level of analysis. Whatever divergent claims are made by these scholars, there is by now a firm consensus in the discipline that emotions matter for international and global politics.

Friendship in International Politics

In the international political discourse of the early 21st century, claims of friendship and “special ties” between states and their leaders are commonplace. Frequently reported by international media, such claims are often used as entry points for scholars and pundits seeking to evaluate the contents, relative strength, and present-day conditions of a given state-to-state relationship. Advancing the claim that friendships not only exist but also matter in and to the international political domain, international relations scholars began in the mid-2000s to trace and explore friendship—as a concept and practice—across time, societies, cultural contexts, and scientific disciplines. As part of the research agenda on friendship in international politics, scholars have explored why, how, and under what conditions friendships between states emerge, evolve, subsist, and dissolve; how amicable structures are typically organized; how they manifest themselves on a day-to-day basis; and what short- and long-term implications they may have for international political processes, dynamics, outcomes, and orders.

Global Citizenship

The concept of “Global Citizenship” is enjoying increased currency in the public and academic domains. Conventionally associated with cosmopolitan political theory, it has moved into the public domain, marshaled by elite actors, international institutions, policy makers, nongovernmental organizations, and ordinary people. At the same time, scholarship on Global Citizenship has increased in volume in several domains (International Law, Political Theory, Citizenship Studies, Education, and Global Business), with the most substantial growth areas in Education and Political Science, specifically in International Relations and Political Theory. The public use of the concept is significant in light of what many scholars regard as a breakdown and reconfiguration of national citizenship in both theory and practice. The rise in its use is indicative of a more general change in the discourse on citizenship. It has become commonplace to offer globalization as a cause for these changes, citing increases in regular and irregular migration, economic and political dispossession owing to insertion in the global economy, the ceding of sovereignty to global governance, the pressure on policy caused by financial flows, and cross-border information-sharing and political mobilization made possible by information communications technologies (ICTs), insecurities caused by environmental degradation, political fragmentation, and inequality as key drivers of change. Global Citizenship is thus one among a string of adjectives attempting to characterize and conceptualize a transformative connection between globalization, political subjectivity, and affiliation. It is endorsed by elite global actors and the subject of an educational reform movement. Some scholarship observes empirical evidence of Global Citizenship, understood as active, socially and globally responsible political participation which contributes to global democracy, within global institutions, elites, and the marginalized themselves. Arguments for or against a cosmopolitan sensibility in political theory have been superseded by both the technological capability to make global personal legal recognition a possibility, and by the widespread endorsement of Global Citizenship among the Global Education Policy regime. In educational scholarship Global Citizenship is regarded as a form of contemporary political being that needs to be socially engineered to facilitate the spread of global democracy or the emergence of new political arrangements. Its increasing currency among a diverse range of actors has prompted a variety of attempts either to codify or to study the variety of usages in situ. As such the use of Global Citizenship speaks to a central methodological problem in the social sciences: how to fix key conceptual variables when the same concepts are a key aspect of the behavior of the actors being studied? As a concept, Global Citizenship is also intimately associated with other concepts and theoretical traditions, and is among the variety of terms used in recent years to try to reconceptualize changes it the international system. Theoretically it has complex connections to cosmopolitanism, liberalism, and republicanism; empirically it is the object of descriptive and normative scholarship. In the latter domain, two central cleavages repeat: the first is between those who see Global Citizenship as the redress for global injustices and the extension of global democracy, and those who see it as irredeemably capitalist and imperial; the second is between those who see evidence for Global Citizenship in the actions and behavior of a wide range of actors, and those who seek to socially engineer Global Citizenship through educational reform.

International Relations and Outer Space

Although the study of the international politics of space remains rather descriptive and undertheorized, important progress has been made to the extent that there is already a growing literature examining certain aspects of space activities from an International Relations (IR) theory perspective, reflecting the broader surge of interest in the utilization of space for civilian, military, and commercial purposes. In this regard, this is the first systematic attempt to outline this emerging and vibrant multidisciplinary subfield of IR. In doing so, it covers a substantial body of research on the politics of space that builds on realism, liberalism, constructivism, Marxism, critical theory, poststructuralism, feminism and gender studies, postcolonialism, and eclecticism. The study also discusses a distinctive approach concerned with examining the process of space policy decision-making at different levels of analysis, what can be called “Space Policy Analysis (SPA).” The study concludes by briefly considering possible avenues for future research.

The Meanings of the (Global) South From a Latin American Perspective

The concept of the Global South receives much attention and study, but not all perspectives are equally visible. Scholars who work on the topic from Latin America are still largely ignored. The definitions they propose are eclectic in their sources and inclusive and flexible as far as epistemological and ontological issues are concerned. They agree that the concept, whether named with the adjective “global” or not, serves to denote a set of actors characterized by high diversity but unified by their unfavorable position in the world, as they suffer from global asymmetries. Studying and centering the Global South means revising the chronology of global history to understand these actors’ specific trajectories. However, Latin American scholars differ regarding the role of the state and the scope of their critical views. Most of them consider the state an important actor of the Global South, but critical authors argue that civil society and academia are more important for promoting change. Some of them reflect on how to improve the early 21st-century system, whereas others explicitly promote visions of emancipation from it.
In most cases, when researchers reflect on the usefulness of the (Global) South concept, their concern includes dissatisfaction with the adjective “global.” Their reflection leads them to propose alternative, mainly state-centered expressions that aim to enhance the agency of the (Global) South, such as the self-designated South, geopolitical South, and relational South. The plural meanings of the (Global) South reveal the political and sometimes idealistic aspirations associated with it in Latin American contributions. As such, the concept cannot be dissociated from its potential for political mobilization.

Muslim Views of the Polity: Citizenry, Authority, Territoriality, and Sovereignty

Muslim views on the polity represent the paradigmatic understandings of how Muslims relate citizenry, authority, territoriality, and sovereignty to the overarching influence of the Western nation-state system. For instance, the meaning of citizenry in the modern state system was adopted by several Muslim societies during the decolonization period. Faith or submission to the will of God was the main criterion to become part of the group (usually referred to as the ummah). However, orientalists regarded ummah as a synonym for tribe, while Arab linguists insisted on a religious connotation. Authority, on the other hand, is ultimately enshrined in the personhood of the Prophet who is the spiritual leader, executor, legislator, and judicial interpreter of God’s message. Since in reality the Prophet is no longer existing, leadership is bestowed on the subsequent followers, and sometimes the ummah may possess leadership status through a social contract between the ruler and the ruled. The manifestation of operationalized authority needs a political space, domain, or place, which is attainable via the notion of territoriality. This is loosely conceptualized as an ummah that has geographical aspects, cultural traits, and a lingua franca. In the 8th century, jurists divided Muslim territoriality into two analytical terms, the abode of Islam (dar al-Islam) and the abode of war/the enemy (dar al-Harb), while the Shia version of abodes rests in the Qur’anic dichotomy of “oppressed–oppressor.” The last concept pertains to sovereignty (hakimiyyah), commonly understood as “the will of God” and advanced by Islamists in the 20th century. In medieval times, it was understood as the promotion of public welfare envisaged in Shari’ah, while in modern times, Islamic modernists argued that Islamists wrongfully understood sovereignty and that the root word used in the Qur’an meant “to govern.” Nowadays, the assertion that symbolizes God’s sovereignty can be found in some modern Muslim states.

Popular Culture and World Politics

Popular culture covers a wide range of cultural products, practices, and industries, embraced by the public, immersed in everyday life, and both structuring of and structured by politics. Despite the ubiquity of pop-culture objects and their obvious and frequent use for political purposes, the discipline of International Relations (IR) had long remained aloof to its potential to illuminate world politics. But in the 21st century, studies of popular culture as a site for politics have proliferated in IR. With some important exceptions, most of this work, in both critical and pedagogical genres, initially looked for representations of themes, problems, or actors in popular culture texts—warfare in video games or diplomacy in Star Trek, for example, or genres as exemplifying concepts from IR. Both theoretically and in terms of subject matters, the scholarship of popular culture has since significantly expanded, uncovering the potential of popular culture to illuminate and even alter prevailing power relations. And yet, despite these new openings and a much wider range of engagements with popular culture, including its production as a mode of IR scholarship, certain limitations—indicative of the discipline’s own persistent bounds—remain. While the abundance and accessibility of cultural products in global circulation—from K-pop to Turkish soap operas and from memes to artificial intelligence–generated art—may not have been greater, the shape and political orientation of the communities that they will create are yet to be determined.

Race, Racism, and the Teaching of International Relations

Discussions of race and racism are often missing in the curriculum of international relations courses or, when present, categorized as a “critical approach” and placed outside the mainstream. But this absence or marginalization from the mainstream of the discipline does not mean that such discussions are beyond the scope of its primary agenda—that is, theorize interstate relations. On the contrary, questions of race and racism have been foundational to the historical development of international relations. In its formative years, the discipline’s understanding of the global order was shaped by the Darwinist conceptions of racial hierarchies adopted by some its core theorists. They viewed the imperial domination of the “White races” over the “darker peoples of the world” to be justified, considering the immeasurable racial superiority of the former. Revisionist international relations scholars, also active during the formative years of the discipline, worked to upend these racialized hierarchies and underlined the need to account for the struggles and national aspirations of the dominated in international politics. Yet, international relations’ racist disciplinary precepts have persisted, and a color line—both globally and within the discipline—continues to divide the world into racialized, binary categories (e.g., civilized/uncivilized, modern/backward, and developed/undeveloped) that legitimize Western authority in international politics. However, the introduction of race and racism in the teaching of the discipline equally unsettles the assumption that international relations embodies a value-free scientific endeavor. Instead, the role of racist precepts in the making and workings of the field demonstrates that the discipline’s mainstream is deeply positioned in its view of the world and, as a consequence, fails to account for the multiplicity of ways in which international politics is encountered and experienced.
